    Abstract: This volume is the result of a colloquium on socio-political dimensions of language policy and language planning held at the 1997 American Association of Applied Linguistics (AAAL) Conference. The focus is on language planning and policy in the USA, but the issues raised will be applicable to other parts of the world as well.Three broad issues are addressed: general aspects, case studies dealing with certain languages or ethnic groups, and language planning in practice. The first, general, part, provides a historical analysis of language planning and language policy in the US, and proceeds to deal with maintenance and loss of indigenous languages, and the constraints imposed by current policies and how these constraints can be effectively dealt with. The second part contains a number of case studies. It discusses aspects of planning policies pertaining to pidgin languages, gestural languages used by the deaf (ASL) and constraints in foreign language education; this part also raises issues relating to ethnic groups, concentrating on the position of Mexicans and Puerto Ricans in the US. In the third part some practical issues are raised by looking into the role of language and culture in teaching reading, foreign language policy in higher education, Hawaiian language regenisis, and gender neutralization in American English.The book is a tribute to Charlene Junko Sato, a sociolinguist and a language activist. She died in 1996 and will be remembered for her work not only in linguistics, but also for her dedication in advancing Hawaiian Pidgin, influencing language policy through various publications and court-room appearances.

    Abstract: In Unbending Gender, Joan Williams takes a hard look at the state of feminism in America. Concerned by what she finds--young women who flatly refuse to identify themselves as feminists and working-class and minority women who feel the movement hasn't addressed the issues that dominate their daily lives--she outlines a new vision of feminism that calls for workplaces focused on the needs of families and, in divorce cases, recognition of the value of family work and its impact on women's earning power. Williams shows that workplaces are designed around men's bodies and life patterns in ways that discriminate against women, and that the work/family system that results is terrible for men, worse for women, and worst of all for children. Williams introduces a new 'reconstructive' feminism that places class, race, and gender conflicts among women at center stage. Her solution is an inclusive, family-friendly feminism that supports both mothers and fathers as caregivers and as workers.

    Abstract: As the 20th century draws to a close, powerful forces of change are converging that could set the stage for a long, sustained economic boom in the next few decades -- the transition to a knowledge-based society with its potentially huge productivity gains; the emergence of more deeply integrated, global markets for goods, services, capital and technology; and a fast-growing environmental awareness that could greatly accelerate the shift to new, less resource-intensive production and consumption patterns. The result could be several decades of above-average economic growth, substantial increases in income and wealth, and significant improvements in well-being across the world. But what will it take to unleash these dynamic forces? Not only will it call for a range of initiatives to establish the rules and frameworks for guiding the transition to a sustainable global knowledge economy, but above all, it will require exceptional efforts among decision makers in government, business and society at large to encourage continuous innovation, creativity and high levels of investment, and to promote bold new approaches to closer international co-operation and institution building.     Abstract: At a time of continuing financial crisis in Asia, the question of the appropriate policies for recovery and for future sustainable development is paramount. One area of particular importance is the treatment of foreign investors. Foreign direct investment (FDI) has played a leading role in many of the economies of the region, particularly in export sectors, and has been a vital source of foreign capital during the crisis. The four countries reviewed in this study — Indonesia, Malaysia, the Philippines and Thailand (referred to hereinafter as the ASEAN4) — have all to varying degrees welcomed inward investment for its contribution to exports. As a result, although only a small share of total investment or employment in each economy, FDI has been a key factor driving export-led growth in Southeast Asia.     Abstract: The past decade has witnessed a significant increase in cross-border capital flows and a pronounced shift in their composition towards portfolio investment, with much of the capital under management by mutual funds or "collective investment institutions" resident in OECD countries, as well as in offshore tax-free environments. These developments motivate countries to review and monitor the operation of their tax rules in this area, notably the interaction of domestic tax rules with tax systems and practices in other countries, to ensure that policy goals are being addressed. This book analyses the taxation of cross-border portfolio investments by means of collective investment institutions. Possible tax distortions specific to the area of collective investment institutions are identified for a representative group of OECD countries. The analysis and calculations contained in the book, while illustrative and not capturing the full richness of the possible permutations under tax regimes, draw out key tax distortions, neutrality conditions and policy options.

    Abstract: The development process can advance more rapidly than ever before in the new global economy. While opening their economies to trade and investment is a necessary condition for developing countries to achieve sustained high growth and reduce poverty, it is by no means a sufficient condition. Initiating a sustainable dynamic growth requires sound, market-oriented economic policies; appropriate social policy frameworks, including strong investment in human capital and adequate social safety-nets; and good governance. But, as shown by the Asian financial crisis, weaknesses in any of these basic foundations make even successful developing economies vulnerable to crisis. OECD countries have a pivotal role to play in facilitating developing countries' efforts to fully exploit the benefits of open trade and investment. The key objective of this report is to identify how OECD countries can promote policy coherence by improving the framework for international investment and capital flows; addressing environmental concerns; facilitating participation of developing countries in the global information society; and enhancing the coherence of development co-operation policies. To be successful, policy coherence implies the broader agenda of consciously taking account of the needs and interests of developing countries in order for them to be effective rather than vulnerable and marginal players in the global economy.

Le principal objectif de cette étude est de déterminer comment les pays de l'OCDE peuvent promouvoir la cohérence des politiques en : améliorant le cadre dans lequel s'inscrivent les flux internationaux d'investissement et de capitaux ; en prenant en compte les préoccupations environnementales ; et en facilitant la participation des pays en développement à la société mondiale de l'information. Pour être couronnée de succès, il est nécessaire que la cohérence des politiques prenne délibérément en compte les besoins et les intérêts des pays en développement, afin d'en faire des acteurs de l'économie mondial efficaces, plutôt que vulnérables et marginaux.     Abstract: The launch of the euro reinforces the foundations for unprecedented economic integration encompassing 11 countries, 16 per cent of world GDP and 290 million people. For the first time, the OECD has studied the euro-area as a fully-fledged economic entity and has analysed the intensive preparations that led to the single currency, as well as the economic issues raised by its introduction. Despite the macroeconomic convergence already achieved and the institutional framework that has been established, the fact is that many uncertainties remain. An approach to co-ordinating monetary and budgetary policies that is up to the issues at stake has still to be fully defined. And the euro area's ability to absorb economic shocks must be assessed and strengthened. In this respect it is vital for labour markets to become more flexible and adaptable if they are to compensate for the loss of national monetary autonomy which EMU implies and if adjustment is not to be at the expense of jobs. A special chapter discusses the obstacles to geographic labour mobility and the rigidity of wage setting mechanisms. These are some of the challenges that must be faced in the years to come, and this study discusses them in the light of the most penetrating and informative analysis today’s economists can provide. It does not prescribe set remedies, but drawing on analyses and figures never published before, attempts to identify the best policies for ensuring the success of the monetary union. This is a complex study that takes a hard look at the issues and will be of great interest to anyone wishing to understand the economic mechanisms at work.

    Abstract: Developing and transition economies are seeking to accelerate their development by liberalising trade and investment, and taking advantage of the opportunities of the global market place. However, in the wake of recent financial crises, concerns have been expressed that some countries might turn away from open trade and investment. In fact, most crisis-affected countries are continuing to liberalise trade and investment, which they see as part of the solution to the crisis, not the cause. This report reviews evidence of the benefits and challenges of trade and investment for development, drawing on experiences from economies in various parts of the world. Experience shows that open trade and investment have been beneficial for development, when accompanied by a coherent set of growth-oriented macroeconomic and structural policies, capacity-building, social policy and good governance. Further, countries like Korea and Mexico that have responded to economic crisis with liberalisation and structural reform have experienced positive results. All countries -- developed, developing and transition -- have a vital stake in a new Round of multilateral trade negotiations to prepare for the global economy of 21st century.

    Abstract: The once booming dynamic economies in Asia were drawn into a whirlpool of business failures and economic devastation following the flotation of the Thai baht in July 1997, and the consequent collapse of asset prices and currency depreciations in several East Asian countries. High growth in these emerging market economies had masked important structural weaknesses that eventually triggered the economic slump now referred to as the Asia Crisis. To address the structural measures needed to restore sustained economic growth and stability in the crisis-affected countries, this book brings forth analyses and recommendations on the crisis from internationally respected economists and policy makers and the OECD. Overall, experts conclude that, to deal with the crisis and alleviate social distress, structural reforms of government, business and the financial sector must be undertaken rapidly. Such reforms must be established with a long-term view to protect these and other countries from future crises. Economic recovery in Asia is a high priority for the OECD. As an international organisation with experience across a broad range of structural issues, it is a unique forum for the exchange of views on national experiences with policy reforms and possible improvements in the functioning of financial markets. In November 1998, the OECD's Centre for Co-operation with Non-Members (CCNM) held the symposium that led to this publication. Experts from OECD Member and non-member economies attended the symposium.     Abstract: Foreign direct investment (FDI) is one of the driving forces binding countries into closer economic interdependence. The rapid increase in FDI flows has generated considerable debate about its environmental implications, in particular the impacts on environmental quality in the investment host country. A broader issue is the role of FDI in promoting sustainable development. To date, much of the debate has been polemical in nature. Did a band of speculators and money-changers pull the rug out from under the Thai, Malaysian, Philippine, Indonesian and Korean economies, thereby trashing the Asian Miracle? Or were more profound, longer-term pressures building in these economies which finally boiled over in 1997? In this book, the OECD explodes the myth of conspiracy and evil design, showing that well-intentioned and previously successful economic policies put the Asian economies at risk. Generous support for heavy and high-tech industries created "turnkey" companies with an excessive reliance on imported technology and inputs. In many cases, the success of these industries came at the expense of small and medium-sized enterprises, and more generally of the ability to foresee and respond to the need for adjustment. There were also detrimental effects as traditionally strong parts of these economies lost their competitive edge due to limitations in technological linkages coupled with upward pressures on wage costs and appreciating exchange rates. The book shows that the Asian breakdown had far-reaching structural global implications extending beyond the financial sphere. In examining the policy implications, the OECD argues that far-reaching industrial reforms are needed to accompany the measures being taken to address the financial aspects of the crisis. Learning the lessons from these reforms will reduce the risk of similar crashes in the future.

    Abstract: The advent of Franz Boas on the North American scene irrevocably redirected the course of Americanist anthropology. This volume documents the revolutionary character of the theoretical and methodological standpoint introduced by Boas and his first generation of students, among whom linguist Edward Sapir was among the most distinguished. Virtually all of the classic Boasians were at least part-time linguists alongside their ethnological work. During the crucial transitional period beginning with the founding of the Bureau of American Ethnology in 1879, there were as many continuities as discontinuities between the work of Boas and that of John Wesley Powell and his Bureau. Boas shared with Powell a commitment to the study of aboriginal languages, to a symbolic definition of culture, to ethnography based on texts, to historical reconstruction on linguistic grounds, and to mapping the linguistic and cultural diversity of native North America. The obstacle to Boas's vision of anthropology was not the Bureau but the archaeological and museum establishment centred in Washington, D.C. and in Boston. Moreover, the "scientific revolution" was concluded not when Boas began to teach at Columbia University in New York in 1897 but around 1920 when first generation Boasians cominated the discipline in institutional as well as theoretical terms. The impact of Boas is explored in terms of theoretical positions, interactional networks of scholars, and institutions within which anthropological work was carried out.     Abstract: This study examines the link between FDI and development in six dynamic non-Member economies: Argentina, Brazil, Chile, Indonesia, Malaysia and the Philippines. These countries have all adopted different policies towards FDI in the past, but to a great extent they are all converging on a more open approach. This greater openness, and the overall economic reforms of which FDI liberalisation is but one part, will provide a more fertile environment in which to reap the potential benefits from FDI. FDI can play a key role in improving the capacity of the host country to respond to the opportunities offered by global economic integration, a goal increasingly recognised as one of the key aims of any development strategy. In an environment made more competitive by a decade of economic reforms, many restrictions to FDI in these host countries are at best ineffective and at worst counter-productive.

What proportion of national research is under foreign control, and in which sectors? How much R&D do multinational corporations undertake outside their own home countries?     Abstract: International direct investment is increasingly recognised as an engine of economic growth and a powerful force for global integration. The OECD has long been active in analysing the implications of such forces and in influencing the design of appropriate policies for a global economy. This report summarises the findings of recent OECD work on the role of international investment in globalisation and economic development. Foreign direct investment is defined as capital invested for the purpose of acquiring a lasting interest in an enterprise and of exerting a degree of influence on that enterprise’s operations. Direct investment differs from portfolio investment in that it involves control of the asset in question, while portfolio investors are passive investors, motivated only by the rate of return on the asset. Whilst most of this investment has been in the energy and mineral sectors, there are also significant opportunities in other sectors of the economy. The Investment Guide for Kazakhstan has been prepared with three objectives in mind: firstly, to identify areas of opportunity for foreign investors; secondly to provide information about the historical, political, economic, financial and legal framework; and thirdly to help foreign direct investors from OECD Member countries draw balanced conclusions about the investment climate. The overview chapter contains constructive policy suggestions on the future attraction of foreign investment for the attention of the Government of Kazakhstan.

    Abstract: Since 1991, the Latvian Government has conscientiously instituted a number of reforms which led to an increase in the level of foreign investment. Over 1996, foreign investment rose by 60 per cent, and foreign direct investment stocks amounted to US$ 269 per capita at the start of 1997. This places Latvia among the region's leaders in terms of its ability to attract foreign investment. The Government must, however, continue to improve the business environment. The Investment Guide for Latvia has been prepared with three objectives in mind : firstly, to identify those areas of economic activity which present opportunities for foreign investors; secondly, to provide the investor with comprehensive information relating to the historical, political, economic, financial and legal framework, essential for sound and secured foreign investment; thirdly, to draw on the experiences of the foreign investors in Latvia, and to conclude with an assessment of the business, investment and regulatory environment. This assessment will focus on areas within the legal framework and structure which need greater transparency, predictability and efficiency.

    Abstract: OECD's 1998 review of Brazils foreign direct investment policy. It finds that Brazil is on the verge of becoming one of the leading recipients of foreign direct investment (FDI) in Latin America and the world. Major economic reforms and large scale privatisations have enhanced Brazil's attractiveness as the largest Latin American market and as a key player in Mercosur. This trend should pick up speed in the coming years with further liberalisation, the restructuring of the Brazilian economy and the pursuance of economic integration. There is every reason to commend the policies adopted by the Government of Brazil to eliminate discriminatory treatment towards foreign investors and their investments, protect their tangible and intangible assets and provide for the resolution of investment disputes. The study highlights, however, some lingering areas of concern, notably with respect to access to the banking system, goverment discretionary action and existing market distortions. The adherence to OECD liberalisation principles should nevertheless consolidate and confort the reform process in Brazil while providing a favorable framework for the expansion of FDI relations between Brazil and OECD countries.

    Abstract: In America today, the problem of achieving racial justice--whether through "color-blind" policies or through affirmative action--provokes more noisy name-calling than fruitful deliberation. In Color Conscious, K. Anthony Appiah and Amy Gutmann, two eminent moral and political philosophers, seek to clear the ground for a discussion of the place of race in politics and in our moral lives. Provocative and insightful, their essays tackle different aspects of the question of racial justice; together they provide a compelling response to our nation's most vexing problem. Appiah begins by establishing the problematic nature of the idea of race. He draws on the scholarly consensus that "race" has no legitimate biological basis, exploring the history of its invention as a social category and showing how the concept has been used to explain differences among groups of people by mistakenly attributing various "essences" to them. Appiah argues that, while people of color may still need to gather together, in the face of racism, under the banner of race, they need also to balance carefully the calls of race against the many other dimensions of individual identity; and he suggests, finally, what this might mean for our political life. Gutmann examines alternative political responses to racial injustice. She argues that American politics cannot be fair to all citizens by being color blind because American society is not color blind.     Abstract: Americans' first attempts to forge a national identity coincided with the apparent need to define--and limit--the status and rights of Native Americans. During these early decades of the nineteenth century, the image of the "Indian" circulated throughout popular culture--in the novels of James Fenimore Cooper, plays about Pocahontas, Indian captivity narratives, Black Hawk's autobiography, and visitors' guides to the national capitol. In exploring such sources as well as the political and legal rhetoric of the time, Susan Scheckel argues that the "Indian question" was intertwined with the ways in which Americans viewed their nation's past and envisioned its destiny. She shows how the Indians provided a crucial site of reflection upon national identity. And yet the Indians, by being denied the natural rights upon which the constitutional principles of the United States rested, also challenged American convictions of moral ascendancy and national legitimacy. Scheckel investigates, for example, the Supreme Court's decision on Indian land rights and James Fenimore Cooper's popular frontier romance The Pioneers: both attempted to legitimate American claims to land once owned by Indians and to assuage guilt associated with the violence of conquest by incorporating the Indians in a version of the American political "family." Alternatively, the widely performed Pocahontas plays dealt with the necessity of excluding Indians politically, but also portrayed these original inhabitants as embodying the potential of the continent itself. Such examples illustrate a gap between principles and practice. It is from this gap, according to the author, that the nation emerged, not as a coherent idea or a realist narrative, but as an ongoing performance that continues to play out, without resolution, fundamental ambivalences of American national identity.

Psychologists typically have shown little interest in urban youth, preferring instead to generalize about adolescent development from studies of their middle-class, suburban counterparts. In Everyday Courage Niobe Way, a developmental psychologist, looks beyond the stereotypes to reveal how the personal worldviews of inner-city poor and working-class adolescents develop over time. In the process, she challenges much conventional wisdom about inner-city youth and about adolescents more generally. She introduces us to Malcolm, a sensitive and proud young man full of contradictions. We follow him as he makes the honor roll, becomes a teenage father, and falls into depression as his younger sister is dying of cancer. We meet Eva, an intelligent and confident young women full of questions, who grows increasingly alienated from her mother and comes to rely on her best friends for support. We watch her blossom as a ball player and a poet. We share her triumph when she receives a scholarship to the college of her choice. In these 24 adolescents, Way finds a cross-section of youngsters who want to make positive changes in their lives and communities while struggling with concerns about betrayal, trust, racism, violence, and death. Each adolescent wants most of all to "be somebody," to have her or his voice heard.

    Abstract: From the Beat poets' incarnation of the "white Negro" through Iron John and the Men's Movement to the paranoid masculinity of Timothy McVeigh, white men in this country have increasingly imagined themselves as victims. In Taking It Like a Man, David Savran explores the social and sexual tensions that have helped to produce this phenomenon. Beginning with the 1940s, when many white, middle-class men moved into a rule-bound, corporate culture, Savran sifts through literary, cinematic, and journalistic examples that construct the white man as victimized, feminized, internally divided, and self-destructive. Savran considers how this widely perceived loss of male power has played itself out on both psychoanalytical and political levels as he draws upon various concepts of masochism--the most counterintuitive of the so-called perversions and the one most insistently associated with femininity. Savran begins with the writings and self-mythologization of Beat writers William Burroughs, Allen Ginsberg, and Jack Kerouac. Although their independent, law-defying lifestyles seemed distinctively and ruggedly masculine, their literary art and personal relations with other men in fact allowed them to take up social and psychic positions associated with women and racial minorities. Arguing that this dissident masculinity has become increasingly central to U.S. culture, Savran analyzes the success of Sam Shepard as both writer and star, as well as the emergence of a new kind of action hero in movies like Rambo and Twister. In Life Lines Bacon chronicles the creation of a community--Indian-born parents and their children living in the Chicago metropolitan area--bound by neither geographic proximity, nor institutional ties, and explores the processes through which ethnic identity is transmitted to the next generation. Bacon's study centers upon the engrossing portraits of five immigrant families, each one a complex tapestry woven from the distinctive voices of its family members. Both extensive field work among community organizations and analyses of ethnic media help Bacon expose the complicated interplay between the private social interactions of family life and the stylized rhetoric of "Indianness" that permeates public life. This inventive analysis suggests that the process of assimilation which these families undergo parallels the assimilation process experienced by anyone who conceives of him or herself as a member of a distinctive community in search of a place in American society.

In a volume that represents the culmination of his life's work in considering the relationship between culture and landscape, Tuan argues that "cosmos" and "hearth" are two scales that anchor what it means to be fully and happily human. Hearth is our house and neighborhood, family and kinfolk, habit and custom. Cosmos, by contrast, is the larger reality-world, civilization, and humankind. Tuan addresses the extraordinary revival of interest in the hearth in recent decades, examining both the positive and negative effects of this renewed concern. Among the beneficent outcomes has been a revival of ethnic culture and sense of place. Negative repercussions abound, however, manifested as an upsurge in superstition, excessive pride in ancestry and custom, and a constricted worldview that when taken together can inflame local passions, leading at times to violent conflict-from riots in American cities to wars in the Balkans.     Abstract: How did Judaism, a religion so often defined by its minority status, attain equal footing in the trinity of Catholicism, Protestantism, and Judaism that now dominates modern American religious life? THE AMERICANIZATION OF THE JEWS seeks out the effects of this evolution on both Jews in America and an America with Jews. Although English, French, and Dutch Jewries are usually considered the principal forerunners of modern Jewry, Jews have lived as long in North America as they have in post- medieval Britain and France and only sixty years less than in Amsterdam. As one of the four especially creative Jewish communities that has helped re-shape and re-formulate modern Judaism, American Judaism is the most complex and least understood. German Jewry is recognized for its contribution to modern Jewish theology and philosophy, Russian and Polish Jewry is known for its secular influence in literature, and Israel clearly offers Judaism a new stance as a homeland. But how does one capture the interplay between America and Judaism? Immigration to America meant that much of Judaism was discarded, and much was retained. Acculturation did not always lead to assimilation: Jewishness was honed as an independent variable in the motivations of many of its American adherents- -and has remained so, even though Jewish institutions, ideologies, and even Jewish values have been reshaped by America to such an degree that many Jews of the past might not recognize as Jewish some of what constitutes American Jewishness. This collection of essays explores the paradoxes that abound in the America/Judaism relationship, focusing on such specific issues as Jews and American politics in the twentieth century, the adaptation of Jewish religious life to the American environment, the contributions and impact of the women's movement, and commentaries on the Jewish future in America.
