Some insist that governing is strictly a top-down process guided by authority and coercion, while others emphasize that it emerges bottom-up through the workings of the free market. This book rejects these simplistic views in favour of a more distributed view of governance based on a mix of coercion, quid pro quo market exchange and reciprocity, on a division of labour among the private, public, and civic sectors, and on the co-evolution of these different integration mechanisms.     Abstract: Some scholars have viewed the Soviet state and science as two monolithic entities--with bureaucrats as oppressors, and scientists as defenders of intellectual autonomy. Based on previously unknown documents from the archives of state and Communist Party agencies and of numerous scientific institutions, Stalinist Science shows that this picture is oversimplified. Even the reinstated Science Department within the Central Committee was staffed by a leading geneticist and others sympathetic to conventional science. In fact, a symbiosis of state bureaucrats and scientists established a much more terrifying system of control over the scientific community than any critic of Soviet totalitarianism had feared. Some scientists, on the other hand, developed more elaborate devices to avoid and exploit this control system than any advocate of academic freedom could have reasonably hoped. Nikolai Krementsov argues that the model of Stalinist science, already taking hold during the thirties, was reversed by the need for inter-Allied cooperation during World War II. Science, as a tool for winning the war and as a diplomatic and propaganda instrument, began to enjoy higher status, better funding, and relative autonomy. Even the reinstated Science Department within the Central Committee was staffed by a leading geneticist and others sympathetic to conventional science. However, the onset of the Cold War led to a campaign for eliminating such servility to the West. Then the Western links that had benefited genetics and other sciences during the war and through 1946 became a liability, and were used by Lysenko and others to turn back to the repressive past and to delegitimate whole research directions.

    Note: Der vorliegende Band faßt die wesentlichen Befunde aus der Arbeit der KSPW-Berichtsgruppe III "Politische Interessenvermittlung, Kommunal­ und Verwaltungspolitik" sowie aus anderen einschlägigen, außerhalb der KSPW entstandenen Untersuchungen zusammen. Ziel ist die Darstellung der Transition der früheren DDR zu einem Teil der Bundesrepublik Deutschland nach der Maßgabe von Art. 23 GG in den Bereichen Politik und Verwaltung. Die Berichtsgruppe ist aus den beiden KSPW-Arbeitsgruppen "Parteien und Verbände" sowie "Verwaltungs- und Kommunalpolitik" hervorgegangen. Obwohl in den genannten Arbeitsgruppen, wie auch in den anderen Arbeitsgruppen der KSPW, eine Reihe von Kurzstudien und Projekten vergeben wurden, zeigte sich, daß das durch die Berichtsgruppe zu behandelnde Feld zu weit und zu komplex war, als daß allein aus den KSPW-Forschungen eine hinlänglich sachgerechte und umfassende Analyse des politischen Transitionsprozesses hätte entstehen können. Aus dieser Einschätzung folgte die Schlußfolgerung, im Rahmen einer Heuristik der vertikalen Systemdifferenzierung in die Makroebene der politischen Institutionen (unter Einschluß der Verwaltung), die Mesoebene des intermediären Systems und die Mikroebene der politischen Orientierungen und Verhaltensweisen der Bevölkerung diese Schwerpunkte jeweils nach definierten Auswahl- und Strukturierungs­ kriterien durch die Vergabe von Expertisen an externe Wissenschaftler bearbeiten zu lassen. Damit war sichergestellt, daß einerseits den durch die KSPW-Forschungen gewonnenen Befunden in vollem Umfang Rechnung getragen werden könnte und andererseits ein möglichst hoher Anteil der in anderen Forschungskontexten entstandenen Ergebnisse Berücksichtigung finden würde. Die Untersuchungen zur Mikroebene haben in besonderer Weise von den Möglichkeiten der KSPW profitiert

    Abstract: This work provides a sweeping historical analysis of the political development of Western Europe in the late nineteenth and early twentieth century. Arguing that the evolution of most Western European nations into liberal democracies, social democracies, or fascist regimes was attributable to a discrete set of social class alliances, the author explores the origins and outcomes of the political development in the individual nations. In Britain, France, and Switzerland, countries with a unified middle class, liberal forces established political hegemony before World War I. By coopting considerable sections of the working class with reforms that weakened union movements, liberals essentially excluded the fragmented working class from the political process, remaining in power throughout the inter-war period. In countries with a strong, cohesive working class and a fractured middle class, Luebbert points out, a liberal solution was impossible. In Norway, Sweden, Denmark, and Czechoslovakia, political coalitions of social democrats and the "family peasantry" emerged as a result of the First World War, leading to social democratic governments. In Italy, Spain, and Germany, on the other hand, the urban middle class united with a peasantry hostile to socialism to facilitate the rise of fascism.
