It reviews the conceptual foundations of sustainable development, its measurement, and the institutional reforms needed to make it operational. It then discusses how international trade and investment, as well as development co-operation, can contribute to sustainable development on a global basis, and reviews the experience of OECD countries in using market-based, regulatory and technology policies to reach sustainability goals in a cost-effective way. The report also provides an in-depth analysis of policies designed to address key threats to sustainability in the areas of climate change and natural resource management, as well as of those that respond to sustainability concerns at the sectoral and sub-national level. The common thrust of the report is that substantial opportunities exist to make economic growth, environmental protection, and social development mutually reinforcing.

    Abstract: Two-thirds of the world's poor live in Asia. The major objective for the region, therefore, must be to reduce poverty. It has become clear in the wake of the crisis that the public sector can no longer shoulder the burden of financing pro-poor growth alone. At the same time, it is also clear that official aid flows throughout the world, and particularly in Asia, have been declining since the middle of the 1990s. Therefore, the private sector must be encouraged to provide at least part of the financing. This is the major message of the book. Two ways of achieving this are proposed. One is to attract more foreign direct investment and portfolio investment, rather than to rely on borrowing, to reduce financial vulnerability. The other is to promote partnerships between the state and the private sector, rather than simply to privatise the more lucrative branches of publicly owned and operated services. This book, co-edited by the OECD Development Centre and the Asian Development Bank, presents an original and comprehensive approach to the problem of obtaining support for maintaining development projects in the wake of the global financial crisis. The book brings together varied and complementary opinions from participants -- from the worlds of business, finance, government, academia and the media -- in the sixth annual International Forum on Asian Perspectives, held in Paris in July 2000. Sustainable Recovery in Asia: Mobilising Resources for Development constitutes a reference work on Asia and provides an excellent basis for policy advice for governments and policy makers.

    Abstract: Climate change is one of the key challenges facing the international community. The world’s industrial countries and those with economies in transition have, under the 1997 Kyoto Protocol, collectively agreed sharp limitations of their greenhouse gas emissions. Innovative provisions in this Protocol offer potentially cost-effective ways to meet these pledges. They allow investors - nations, as well as companies - to credit emission reductions they accomplish in foreign countries against their own commitments. The two schemes, Joint Implementation and the Clean Development Mechanism, will encourage investment in climate-friendly projects worldwide, especially in developing countries. So far, however, no detailed rules have been adopted to govern the new mechanisms or to evaluate just how many emission credits a particular project should generate. Rigorous methodological analysis is required before any decision can be taken. This book provides that analysis, examining issues in the development of emission baselines in four key sectors: electricity; cement; energy efficiency; and iron and steel. This book moves the debate from the theoretical to the practical. It provides insights on how to develop credible, workable and transparent baselines from which to quantify the mitigation effects of projects initiated under the "Kyoto mechanisms". In so doing, it sails uncharted waters. It attempts, indeed, to "estimate the unknown".

    Abstract: Addressing unsustainable patterns of consumption is a crucial challenge for OECD Member countries in tackling environmental problems. However, measures to influence consumer demand have, in the past, received less attention than measures to influence production patterns. This progress report provides an initial overview of the broad array of policies and policy instruments which OECD Member countries are already using or considering to influence consumer demand for certain goods and services. These include a wide range of regulatory, economic and social policy instruments, as well as other actions by government, such as capital investment and the use of the land-use planning system. Such actions often form part of Member countries' strategies to tackle major environmental problems, such as climate change. This report reviews currently available information on the success of Member country initiatives in influencing consumption patterns. It finds that detailed information on the effectiveness of these policies is still limited, partly because many of the measures have only recently been put in place. It also identifies next steps for the OECD and for its Member countries, both to improve knowledge of policy initiatives and to take more effective action to influence consumption patterns.
