    Abstract: In January 1987, the Indian state-run television began broadcasting a Hindu epic in serial form, The Ramayana, to nationwide audiences, violating a decades-old taboo on religious partisanship. What resulted was the largest political campaign in post-independence times, around the symbol of Lord Ram, led by Hindu nationalists. The complexion of Indian politics was irrevocably changed thereafter. In this book, Arvind Rajagopal analyses this extraordinary series of events. While audiences may have thought they were harking back to an epic golden age, Hindu nationalist leaders were embracing the prospects of neoliberalism and globalisation. Television was the device that hinged these movements together, symbolising the new possibilities of politics, at once more inclusive and authoritarian. Simultaneously, this study examines how the larger historical context was woven into and changed the character of Hindu nationalism.

Building on a survey of media institutions in eighteen West European and North American democracies, Hallin and Mancini identify the principal dimensions of variation in media systems and the political variables that have shaped their evolution. They go on to identify three major models of media system development, the Polarized Pluralist, Democratic Corporatist, and Liberal models; to explain why the media have played a different role in politics in each of these systems; and to explore the force of change that are currently transforming them.     Abstract: Vertreibungen sind so alt wie die Menschheitsgeschichte (vgl. G. Heinsohn "Lexikon der Völkermorde", BA 2/99). Und doch hat das Aufkommen des modernen Nationalismus seit dem 19. Jahrhundert zu neuen Formen geführt, die inzwischen mit dem Begriff "ethnische Säuberung" bezeichnet werden. Zwar sind oft die Übergänge zum Völkermord fließend, aber es gibt doch genügend Gemeinsamkeiten, die dieses Phänomen charakterisieren. Der amerikanische Historiker untersucht vergleichend den Völkermord an den Armeniern und die Vertreibung der anatolischen Griechen, die Judenverfolgung im Dritten Reich, die sowjetische Deportation der Tschetschenen-Inguschen und der Krimtataren, die Vertreibung der Deutschen aus Polen und der Tschechoslowakei sowie die Kriege im ehemaligen Jugoslawien.     Abstract: This book takes a look at the 'age of reform', from 1780 when reform became a common object of aspiration, to the 1830s - the era of the 'Reform Ministry' and of the Great Reform Act of 1832 - and beyond, when such aspirations were realized more frequently. It pays close attention to what contemporaries termed 'reform', identifying two strands, institutional and moral, which interacted in complex ways. Particular reforming initiatives singled out for attention include those targeting parliament, government, the law, the Church, medicine, slavery, regimens of self-care, opera, theatre, and art institutions, while later chapters situate British reform in its imperial and European contexts.     Abstract: Overcoming Intolerance in South Africa investigates the degree to which the political culture of South Africa - the beliefs, values, and attitudes toward politics held by ordinary people - impedes or promotes the consolidation of democratic reform. One set of values is of particular concern in this study - political tolerance. The authors contend that political tolerance is a crucial element of democratic political cultures in general, but that in the South African case, tolerance is perhaps more important than any other democratic value. Since South Africa is one of the most polyglot countries in the world, the only viable strategy for survival is tolerance toward the political views of others. The overwhelming emphasis throughout this book is on finding ways to enhance the willingness of South Africans to 'put up with' their political enemies, to allow open and widespread political competition, and to coexist in their diversity.

    Abstract: Britain and France have developed substantially different policies to manage racial tensions since the 1960s, in spite of having similar numbers of post-war ethnic minority immigrants. This book provides the first detailed historical exploration of race policy development in these two countries. In this path-breaking work, Bleich argues against common wisdom that attributes policy outcomes to the role of powerful interest groups or to the constraints of existing institutions, instead emphasizing the importance of frames as widely-held ideas that propelled policymaking in different directions. British policymakers' framing of race and racism principally in North American terms of color discrimination encouraged them to import many policies from across the Atlantic. For decades after WWII, by contrast, French policy leaders framed racism in terms influenced largely by their Vichy past, which encouraged policies designed primarily to counter hate speech while avoiding the recognition of race found across the English Channel

    Abstract: This book is intended to fill in a gap in the study of modern ethno-national diasporas. Thus, against the background of current trends - globalization, democratization, the weakening of the nation-state and massive transstate migration, it examines the politics of historical, modern and incipient ethno-national diasporas. It argues that unlike the widely accepted view, ethno-national diasporism and diasporas do not constitute a recent phenomenon. Rather, this is a perennial phenomenon whose roots were in antiquity. Some of the existing diasporas were created in antiquity, some during the Middle Ages and some are modern. An essential aspect of this phenomenon is the endless cultural-social-economic and especially political struggle of these dispersed ethnic groups that permanently reside in host countries away from their homelands to maintain their distinctive identities and connections with their homelands and other dispersed groups of the same nation. While describing and analyzing the diaspora phenomenon, the book sheds light on theoretical questions pertaining to current ethnicity and politics

    Abstract: This 2001 book is an attempt by a social scientist to explain the predicament of Gypsies (or Roma), Eastern Europe's largest ethnic minority, and their relationship to the region's states and societies. Barany examines the Gypsies' socioeconomic and political marginality and policies toward them through seven centuries and in seven East European states. He illuminates the reasons why the Roma have consistently occupied the bottom of social, economic, and political hierarchies regardless of historical period or geographic location. Barany argues that the current nostalgia of many Gypsies for the socialist period is easy to understand, given the disastrous effect of the post-communist socioeconomic transformation on the Roma's conditions over the last decade. He explains the impact of Gypsy political mobilization, and the activities of international organizations and NGOs, on government policies. This pioneering multidisciplinary work will engage political scientists, sociologists and historians, as well as students of ethnic and racial studies

    Abstract: Appelbaum surveys literature from 1603 to the 1660s and shows how its ideal politics were engaged in the reality of political and social struggle. He also shows how self-defeating the exercise could be. In an era of political and religious conflict, writers asserted themselves as the authors of social and political ideals. But they also constructed systems in which the assertion of utopian mastery would have no place, and an ideal politics could no longer be imagined.     Abstract: Newspapers are a vital component of print and political cultures, and as such they informed as well as documented the social and political upheavals of the eighteenth and nineteenth centuries. However, despite the huge influence attributed to them by both contemporary observers and historians, our knowledge of the nature and function of the newspaper press itself remains scant. Press, Politics and the Public Sphere in Europe and North America, 1760–1820 aims to fill this gap by examining aspects of the press in several European countries and America, both individually and comparatively, during this particularly turbulent and important period. Contributors explore the relationship between newspapers and social change, specifically in the context of the part played by the press in the political upheavals of the time. The collection examines the relationship between newspapers and public opinion, and attempts to define their place in the emergence of a 'public sphere'.

    Abstract: Why are forced displacement, ethnic cleansing and genocide an enduring feature of state systems? In this book, Heather Rae locates these practices of 'pathological homogenisation' in the processes of state building. Political elites have repeatedly used cultural resources to redefine bounded political communities as exclusive moral communities, from which outsiders must be expelled. Showing that these practices predate the age of nationalism, Rae examines cases from both pre-nationalist and nationalist eras: the expulsion of the Jews from fifteenth century Spain, the persecution of the Huguenots under Louis XIV, and in the twentieth century, the Armenian genocide, and ethnic cleansing in former Yugoslavia. She argues that those atrocities prompted the development of international norms of legitimate state behaviour that increasingly define sovereignty as conditional. Rae concludes by examining two 'threshold' cases - the Czech Republic and Macedonia - to identify the factors that may inhibit pathological homogenization as a method of state-building

    Abstract: How has memory - collective and individual - influenced European politics after the Second World War and after 1989 in particular? How has the past been used in domestic struggles for power, and how have 'historical lessons' been applied in foreign policy?     Abstract: As the idea of globalization emerges as a key concept in social sciences in the twenty-first century, understanding how external forces and phenomena shape the politics of nation-states and communities is imperative. This 2001 volume calls attention to 'transboundary formations' - intersections of cross-border, national and local forces that produce, destroy or transform local order and political authority, significantly impacting on ordinary people's lives. It analyzes the intervention of external forces in political life, both deepening and broadening the concept of international 'intervention' and the complex contexts within which it unfolds. While transboundary formations can emerge anywhere, they have a particular salience in sub-Saharan Africa where the limits to state power make them especially pervasive and consequential. Including conceptual contributions and theoretically-informed case studies, the volume considers global-local connections, taking a fresh perspective on contemporary Africa's political constraints and possibilities, with important implications for other parts of the world.

    Abstract: This 2001 book charts the evolution of clientelist practices in several western European countries. Through the historical and comparative analysis of countries as diverse as Sweden and Greece, England and Spain, France and Italy, Iceland and the Netherlands, the authors study both the 'supply-side' - the institutional context in which party leaders devise and implement their political strategies - and the 'demand-side' - the degree of 'empowerment' of civil society - of clientelism. This approach contends that clientelism is a particular mix of particularism and universalism, in which interests are aggregated at the level of the individual and his family 'particularism', but in which all interests can potentially find expression and accommodation 'universalism'. In contrast, 'consociationalism' and 'corporatism' are systems of interest representation in which interests are aggregated at the level of 'social pillar' or the functional association 'universalism', but in which not all interests can find representation and accommodation 'particularism'.

Die Reduktion auf personenbezogene Politikgeschichte (Wehler, FAZ 21.3.00), der fast völlige Verzicht auf Einbeziehung von Kultur-, Sozial-, Geistes- und Wirtschaftsgeschichte lässt diesen historiographischen Ansatz eng, altmodisch und konventionell erscheinen (R. Evans, ZEIT 25.5.00), zumal der Autor Europas Geschichte nicht als Ganzes erzählt, sondern zu Mittelalter und Neuzeit eine Aneinanderreihung von Geschichten einzelner Staaten und Nationen und deren Beziehungen untereinander vorträgt. Gewiss erhält der Leser eine Menge sachkundiger Informationen, aber je komplexer die europäischen Verhältnisse sind, desto mehr gerät die Darstellung aus der Linie und Europa dem Autor aus dem Blick.     Abstract: This book, first published in 2000, offers a wide-ranging and ambitious analysis of how European travellers in India developed their perceptions of ethnic, political and religious diversity over three hundred years. It analyses the growth of novel historical and philosophical concerns, from the early and rare examples of medieval travellers such as Marco Polo, through to the more sophisticated narratives of seventeenth-century observers - religious writers such as Jesuit missionaries, or independent antiquarians such as Pietro della Valle. The book's approach combines the detailed contextual analysis of individual narratives with an original long-term interpretation of the role of cross-cultural encounters in the European Renaissance. An extremely wide range of European sources is discussed, including the often neglected but extremely important Iberian and Italian sources. However, the book also discusses a number of non-European sources, Muslim and Hindu, thereby challenging simplistic interpretations of western 'orientalism'.
