    Abstract: In the absence of strong government policies, the IEA projects that the worldwide use of oil in transport will nearly double between 2000 and 2030, leading to a similar increase in greenhouse gas emissions. Bio fuels, such as ethanol, bio diesel, and other liquid and gaseous fuels, could offer an important alternative to petroleum over this timeframe and help reduce atmospheric pollution. This book looks at recent trends in bio fuel production and considers what the future might hold if such alternatives were to displace petroleum in transport.

Finally, the book suggests 10 guiding principles for successful online consultation and identifies five key challenges for online citizen engagement in policy-making.

    Abstract: Partnership Forums are the means by which the OECD Development Assistance Committee provides a venue for non-governmental actors to express their points of view and to offer their own contributions to development policy and strategy. In December 2000, the DAC and the Development Centre held a Forum on ways of integrating civil society into policy formation in developing countries, and to identify obstacles to such involvement. Participants agreed that civil society's role in poverty-reduction strategies had been an important element in succesful implementation. This book contains 8 papers presented at the Forum, covering experience in a variety of countries with a variety of stakeholders. The wide-ranging discussion concluded that civil-society participation in policy making not only enhances efficiency in implementation, but also contributes to the creation of more pluralistic and democratic political systems.

    Abstract: Good governance in modern times requires attention not only to shifting relations between governments, citizens and parliaments, but to the effective functioning of government itself. One important issue is 'Distributed Governance' - a term coined in this publication to capture the notion of proliferating public organisations operating with some degree of separateness from core government ministries. Despite the fact that in many countries more than half of public employment and central public expenditure is carried out through such bodies, they have not been comprehensively studied from a governance perspective. Some important questions concerning these organisations that need to be addressed are: Does government have adequate oversight of them? How accountable are they? and To whom should they be accountable? Distributed Public Governance: Agencies, Authorities and other Government Bodies presents the experience of nine countries with the governance of these bodies. It also draws preliminary conclusions from the work carried out on this topic by the OECD’s Public Management Service (PUMA).

    Abstract: High standards of public governance are the essential foundation for achieving sustainable economic growth and social cohesion. This publication presents the papers discussed at the Latin American Forum on Ensuring Transparency and Accountability in the Public Sector that took place on 5-6 December 2001. The Forum brought together more than 450 ministers, senators, senior government officials, business leaders, representatives of international organisations, non-government organisations and the media from OECD countries, Latin America and the Caribbean. The Forum approved policy recommendations that reflect the shared experience of Member countries of the OECD and the Organization of American States. The agreed policy recommendations list key principles and crucial factors in the three following key areas of good governance: - Ensuring impartiality in the decision-making process by a credible conflict-of-interest policy.- Increasing transparency in the preparation and execution of the budget.- Promoting freedom of information, consultation and participation of citizens in the formulation and implementation of public policies. In addition, country papers provide practical solutions adapted to their particular administrative environments for policy-makers and a demanding civil society.

Overall, insufficient progress has been made so far towards achieving environmental sustainability for the transport sector.     Abstract: As we move into the 21st century, the turbulent transformation of economy and society looks set to continue. Growing integration of markets, radical new technologies, the increasing knowledge intensity of human activity, all point to the emergence of an immensely complex world. But how will it be managed? And by whom? What forms of organisation and decision-making will be required at local, national and global levels to meet the challenges of the next decades? One thing seems certain: old forms of governance -- in the public sector, corporations and civil society -- are becoming increasingly ineffective. New forms of governance will be needed over the next few decades which will involve a much broader range of active players. Traditional hierarchical organisations and top-down control will give way more and more to a wider diffusion of responsibility and decision-making that builds on the talents for innovation and creativity of individuals and groups. This book explores some of the opportunities and risks -- economic, social and technological -- that decision-makers will have to address in the coming years, and outlines what needs to be done to foster society 's capacity to manage its future more flexibly and with broader participation of its citizens.

    Abstract: Belfast is at a turning point in its history. If it is to succeed as the peace process advances, the achievements of past urban regeneration efforts need to be evaluated in order to set in place effective policies and strategies for the future. Beginning with environmental priorities, Laganside Corporation, a limited life public body responsible for the regeneration of derelict and abandonned land adjacent to the River Lagan, has facilitated enormous physical, economic and social change right in the centre of Belfast. This book identifies strategies that can help local agencies and actors better meet the challenges they face, including that of involving the private sector more effectively in regeneration. Although the problems of Belfast are in many ways unique, they also have elements that are fairly typical of cities facing major economic change, environmental problems and social fragmentation.
