Abstract: China has made enormous progress in developing the modern legal and regulatory foundation for the market economy. The private sector is now the main driver of growth, and new laws have gone a long way toward establishing private property rights, competition, and mechanisms for entry and exit comparable to those of many OECD countries. At the same time important challenges remain, including further clarification of the scope of state ownership, reform of relations among central and local governments, firmer establishment of the rule of law, and strengthening of regulatory institutions and processes. This review of China's regulatory system focuses on the overall economic context for regulatory reform, the government’s capacity to manage regulatory reform, competition policy and enforcement, and market openness. The review also examines the regulatory framework in the electricity, water and health care sectors. As for OECD countries, the review follows a multidisciplinary and highly interactive approach. A number of OECD instruments and policies are used in this assessment, although the review also takes into account the specific challenges faced by the Chinese authorities. The review includes a comprehensive set of policy recommendations.

Abstract: The Southeast Asian region has experienced remarkable economic dynamism in the past few decades. An interesting feature of recent developments in the region, is that in spite of its diversity, several initiatives have been launched towards integration. The peer review mechanism has been a tried and tested instrument for OECD member states to work together successfully over the past decades. This tool could benefit the Southeast Asian region as it helps identify good practices, establish standards and principles and ultimately improve the performance of participating economies. This publication presents the proceedings of a conference in which the possible application of peer reviews to address regional and domestic challenges in Southeast Asia were discussed.

Abstract: The debate on a market-based economy has now entered a new phase in Brazil, addressing the broader context of quality regulation and the reduction of regulatory risk. The improved macroeconomic situation and the progress made by the sectoral regulatory agencies have paid off, and there is also wider social participation in the improvement of the regulatory framework with a stronger consumer engagement. But Brazil still needs to further improve its capacities for regulatory quality and increase transparency and accountability in the system to reinforce regulatory performance. This review analyses the challenges of strengthening regulatory governance in Brazil to improve economic growth, with appropriate regulatory frameworks for core infrastructure sectors. Improved institutional capacities would also enhance support for regulatory policy across various government areas. Setting up an appropriate architecture for sectoral regulatory agencies and balancing autonomy with accountability will contribute to improved governance. Challenges include consolidating the autonomy and status of Brazilian regulatory authorities, reinforcing the strategic organisation for planning and decision making, increasing social accountability mechanisms, and improving co-ordination with competition authorities. Regulatory reform will help Brazil boost growth opportunities, and improve the quality and value of core services provided to its citizens. Brazil requested this broad review by the OECD of its regulatory practices and reforms. The review presents a general picture of the overall frameworks to assure high quality regulation with a special focus on four core infrastructure sectors: power, private health insurance, land transport and telecommunications.

Abstract: EU accession in 2004 has confirmed Hungary’s successful transformation from a centrally planned economy into a functioning market economy operating within the framework of a multi-party democracy. However, the country’s output per capita is still well below the EU average, and public expenditures exceed revenues by a large margin. This report looks at ongoing efforts to restore fiscal balance and promote sustainable growth to accelerate the convergence process. Drawing on the experience of OECD member countries it proposes structural reforms to achieve these objectives, covering the following topics: • Fiscal policy: Deficit reduction and making taxes and expenditures more growth friendly.• Health care reform: Improving efficiency and quality of care. • Pension reform: Providing old-age income security in the face of population ageing.• Employment and social policies: Making formal employment more attractive.• Education reform: Improving human capital formation.• SME promotion: Increasing competitiveness and fostering successful entrepreneurship.• Innovation: Fostering rapid productivity growth.• Energy policy and the environment: Responding to the threat of climate change.• Public administration reform: Improving the performance of the public sector.• E-government: Using technical progress to improve public service delivery. An overview chapter synthesises the findings, highlighting the interdependence of policy actions in the various areas.

Abstract: Climate change poses a serious challenge to social and economic development. This report provides a critical assessment of adaptation costs and benefits in key climate sensitive sectors, as well as at national and global levels. It also moves the discussion beyond cost estimation to the potential and limits of economic and policy instruments - including insurance and risk sharing, environmental markets and pricing, and public private partnerships - that can be used to motivate adaptation actions.

Abstract: This Framework provides policy makers with a practical and accessible guide to best practice evaluation methods for SME and entrepreneurship policies and programmes. It uses case studies from a wide range of OECD countries to examine the benefits of evaluation and how best to address common issues that arise when commissioning and undertaking SME and entrepreneurship evaluations. Key evaluation principles are set out, including the ‘Six Steps to Heaven’ approach. These principles are illustrated with examples of evaluations of national, regional and local programmes that can be explored further by the reader. The publication focuses not only on the evaluation of individual policies and programmes, but also on peer review evaluations and assessment of the impact of SMEs and entrepreneurship of mainstream programmes that do not have business development as their principal aim. This book complements other existing guidelines, as it focusses particularly on problem situations and exceptions to the general rules.

Abstract: 'This book is a well written and handy source for readers. Additionally, it provides an overview of current issues relevant to the development of entrepreneurial policy, which is based on interesting case studies across a number of nations ...' - Dessy Irawati, International Journal of Entrepreneurial Behaviour and Research. 'What is new in the world is the need to understand business dynamics; the entry, exit and growth of firms in the economy. This dynamic firm structure, as opposed to the static firm structure that dominated past thinking, has spurred an outpouring of research. The heart of the issue is that while many have identified the importance of business dynamics (entry and exit) we have only recently taken a closer look at the ecological system in which some companies must die for others to thrive. Entrepreneurs are the predators of this system. Public policy in an entrepreneurial economy (dynamic) must limit the forces that prevent firm exit and foster the forces that promote firm entry. This book makes an important contribution to the debate.' - Zoltán J. Ács, George Mason University, US. This unique Handbook provides a solid foundation for essential study in the nascent field of entrepreneurship policy research. This foundation is initially developed via the exploration of two significant propositions underpinning the nature of entrepreneurship policy research. The first is that entrepreneurship has emerged as a bona fide focus of public policy, particularly with respect to economic growth and employment creation. The second is that neither scholars nor policy makers are presently equipped to understand the public policy role for entrepreneurship. The contributors - experienced scholars, specialist researchers and dynamic policy makers thus grapple with novel questions of considerable policy relevance that few have previously posed. The Handbook therefore provides some of the first crucial, systematic analyses of important issues, and key questions to be raised in order to move entrepreneurship policy forward are also presented. Written by academics and practitioners drawing examples from both North America and Europe, this stimulating new Handbook is a prerequisite for students, scholars and practitioners in the incipient world of entrepreneurship policy

Abstract: Korea was among the first countries reviewed in the OECD Reviews of Regulatory Reform Series. Since the first review in 2000, Korea has made bold efforts to enhance conditions for long term growth: promoting regulatory reform, cutting red tape, strengthening competition policy and market openness. The Korean government has also modernised its regulatory framework for information technologies, an area where Korea plays a leading role among OECD countries. This publication assesses progress since 2000 and analyses many of the lessons of implementation of regulatory reform. It highlights possible responses to current challenges. These include the pressures of an ageing society, future welfare needs and human capital development. The study includes a new special chapter on tertiary education, where improvements in the regulatory framework can yield significant benefits for future innovation and productivity.

This review analyses first the institutional set-up for multi-level regulation, the specifics of power sharing between the State and the regions, as well as the horizontal and vertical co-ordination mechanisms in place in the country, before turning to the use of policy instruments and regulatory tools in four Italian regions: Veneto, Calabria, Campania and Tuscany.

Abstract: Although small and medium-sized enterprises (SMEs) in Mexico make up most of the firms in the formal economy, they are hampered by a lack of financing and skilled workers. This book assesses the comprehensive SME policies introduced by the Federal Government during the past six years. While lauding the improvements achieved by the new policy measures, including better access to financing, reduced lead times for firm creation, and higher survival rates, the review cautions that the capacity of states and local authorities to absorb federal policy programmes needs to be enhanced and tailor-made initiatives in favour of micro firms need to be expanded. In addition, the review makes practical recommendations on how to improve policy co-ordination, create an efficiency evaluation culture at all levels of government, and strengthen the entrepreneurial business environment.

Abstract: The book begins with a penetrating analysis of the main features of today's capitalism and in particular the conflict between shareholders and managers. It moves on to focus on the consequences of globalization in the decision-making processes of large corporations and represents an important step in the development of a theory of fraud and corruption within corporations. In the final part, the authors address and explore the consequences of the domination of influential groups over major social and political decisions, on the blurred boundaries between the public and the private sectors and its consequences in the fields of technological regulation and the evolution of public services. In so doing, the authors question the meaning and power of democracy in today's society

Abstract: The economic power of Brazil, Russia, India and China (BRICs) is rapidly increasing, changing the landscape of global economics and politics. Top scholars of international business address in this vital volume the markets, strategy implications, challenges and possibilities of this new economic reality. As these four nations acquire greater economic clout, the opportunities for other countries increase. The contributors describe the favorable circumstances these evolving economies could provide for the US and other countries, such as expanded markets and services, higher returns on investments, and new partners in building a more peaceful and prosperous world. In contrast, they also discuss risks to traditional industries and possible challenges to positions on human rights and intellectual property protections, environmental standards, free markets and democratic governments. The volume emphasizes the need for companies to adopt strategies to stay ahead in the changing business environment. Governments must also design and implement new policies geared toward mutually beneficial relationships with BRICs

Abstract: It is widely recognized that while high and sustained economic growth is critical for poverty reduction, there are other policy interventions that may also be significant in a "growth plus" approach to poverty reduction. This volume brings together a series of case studies on the poverty impact of alternative interventions in a broad range of Asian economies. The measures examined within the book cover trade liberalization both in general and in a specific market, infrastructure investment (particularly in roads), population policies, cash transfers, microfinance, employment guarantee programs and contract farming. The countries covered include the Philippines, Lao PDR, Pakistan, India and Thailand. While the results illustrated by the contributors are mixed, they demonstrate the potential for further progress in poverty reduction

Abstract: The group of contributors in this book come from academia and international organizations in Europe and the USA. They focus on trade unions, which affect real-wage flexibility and the provision of training to workers. They also concentrate on employment protection legislation, which discourages firms from firing old workers and also from hiring new ones. The structure of housing market imperfections that can greatly affect regional mobility is also discussed

Abstract: Attiat Ott and Richard Cebula have recognised the need to present, in an accessible and straightforward way, the voluminous literature in the public economics arena. Abstract: What factors govern growth and sustainability? The remarkable recent development of several East Asian countries had brought this question to the fore. While other books have examined the impact of domestic policies and their interaction, this volume looks at the impact of OECD country policies on the region in a variety of areas: trade, investment, environment, agriculture, finance and aid, as well as macroeconomic policies and regional co-operation. Further, and most importantly, the book examines the coherence lessons of these OECD-country policies in the light of future challenges in East Asia and other developing regions. This publication is the synthesis and first chapter of Policy Coherence Towards East Asia: Development Challenges for OECD Countries, OECD (2005).

Abstract: What is the new rural paradigm? Its main characteristics are a focus on places rather than sectors and an emphasis on investments rather than subsidies. In an era of reduced agricultural employment, this report highlights the important and diverse challenges facing rural areas, their unused potential, and the inability of sectoral policy to address this. It also provides an overview of the main socio-economic trends affecting rural areas across the OECD. Further, it addresses the governance requirements of the new cross-sectoral approach to rural policy.

Abstract: This report, published by the OECD's International Futures Programme in co-operation with the Bob Hawke Prime Ministerial Centre in Australia, aims to stimulate informed debate about the main integration issues facing the Asia-Pacific region in the decades ahead. It examines such issues as how the region compares to other regions of the world in terms of economic and political integration; regional co-operation on trade, investment and environment; and security and transportation concerns. The book concludes with Mike Moore's "Reflections on Asia Pacific Integration".

Abstract: This book looks at the impact of OECD-country policies on East Asia in a variety of areas: trade, investment, agriculture, finance and aid, as well as macroeconomic policies and regional co-operation. Further, and most importantly, the book examines the interaction of these OECD-country policies and their coherence with each other. This book is part of an attempt by the OECD to establish guidelines for defining and adopting coherent policies conducive to development outside the OECD area, thus contributing to the world-wide search for answers to questions of poverty reduction and growth with equity. It is also part of an attempt to provide policy makers in both developing and OECD countries with the tools to formulate policies in harmony with each other to foster the integration of poorer countries into the international economy. "This is an indispensable source of insight for all scholars seeking fresh and authoritative information and analysis of the still unfinished job to improve the coherence of OECD countries' policies toward East Asia after the crisis." --Professor Rolf J. LanghammerVice-President of the Kiel Institute of World Economics, Germany "This is a must read volume for anyone who would like to learn seriously about relevant policy coherence for development and actual practices for East Asia's outward-oriented growth within an increasingly integrated world." --Professor Suthiphand ChirathivatChairman, Economics Research Center and Center for International Economics, Chulalongkorn University, Thailand

Abstract: Clusters of firms and related organisations in a range of industry specialisations are a striking feature of the economic landscape in all countries. Their growth and survival depends on internal processes of specialisation, co-operation and rivalry, and knowledge flows that underpin the competitiveness of the firms within them. Cluster building is now among the most important economic development activities in OECD countries and beyond. This book looks at the importance and potential of cluster initiatives in Central and Eastern Europe as these countries integrate ever more strongly into the global economy. Existing clusters are mapped, recent policy advances are described and conclusions are drawn on the potential of business clusters to foster economic growth in the wider Central, East and South East European region.
