    Abstract: Taiwan has been excluded from the United Nations and other organizations for which statehood is required and its presence in IGOs is mainly limited to functional and regional organizations that allow flexible models of participation, having a specific name, status and activity space in each organization.     Abstract: China's economic transformation has brought with it much social dislocation, which in turn has led to much social protest. This book presents a comprehensive analysis of the large-scale mass incidents which have taken place in the last decade. The book analyses these incidents systematically, discussing their nature, causes and outcomes. It shows the wide range of protests - tax riots, land and labour disputes, disputes within companies, including private and foreign companies, environmental protests and ethnic clashes - and shows how the nature of protests has changed over time. The book argues that the protests have been prompted by the socioeconomic transformations of the last decade, which have dislocated many individuals and groups, whilst also giving society increased autonomy and social freedom, enabling many people to become more vocal and active in their confrontations with the state. It suggests that many protests are related to corruption, that is failures by officials to adhere to the high standards which should be expected from benevolent government; it demonstrates how the Chinese state, far from being rigid, bureaucratic and authoritarian, is often sensitive and flexible in its response to protest, frequently addressing grievances and learning from its own mistakes; and it shows how the multilevel responsibility structure of the Chinese regime has enabled the central government to absorb the shock waves of social protest and continue to enjoy legitimacy.

    Abstract: "How does China maintain authoritarian rule while it is committed to market-oriented economic reforms? This book analyzes this puzzle by offering a systematic analysis of the central-local governmental relationship in rural China, focusing on rural taxation and political participation. Drawing on in-depth interviews with Chinese local officials and villagers, and combining them with game-theoretic analyses, it argues that the central government uses local governments as a target of blame for the problems that the central government has actually created. The most recent rural tax reforms, which began in 2000, were a conscious trade-off between fiscal crises and rural instability. For the central government, local fiscal crises and the lack of public goods in agricultural areas were less serious concerns than the heavy financial burdens imposed on farmers and the rural unrest that the predatory extractive behavior of local governments had generated in the 1990s, which threatened both economic reforms and authoritarian rule"--

Beide Haltungen stoßen heute an ihre Grenzen: Nach China weht der süße Duft der individuellen Freiheit, während der Westen erkennt, dass nur eine Orientierung am Gemeinwohl den gesellschaftlichen Zusammenhalt sichern kann. Gu plädiert für einen Ausgleich im Sinne von Aristoteles und Konfuzius: zhong yong - die goldene Mitte erreichen, ohne seine Grundsätze aufzugeben. Xuewu Gu ist Politikwissenschaftler. Er studierte an den Universitäten Wuhan, Köln und Bonn, promovierte 1990 in Bonn und habilitierte 1997 in Freiburg. Gu lehrte in Freiburg, Trier und Bonn, bevor er 2002 den Lehrstuhl für die Politik Ostasiens an der Ruhr-Universität Bochum übernahm. Seit Oktober 2009 ist er Inhaber des Lehrstuhls für Internationale Beziehungen und Direktor des Center for Global Studies an der Rheinischen Friedrich-Wilhelms-Universität Bonn. Gu ist ein international gefragter Experte für Wirtschaft, Energie, Politik und Kultur Chinas.

    Abstract: De-politicizing issues of ethnicity is a new theoretical approach to study ethnic questions actively propounded and elaborated by Professor Ma Rong of Sociology Department of Peking University in the past ten years.     Abstract: What role do nationalism and popular protest play in China's foreign relations? Chinese authorities permitted anti-American demonstrations in 1999 but repressed them in 2001 during two crises in U.S.-China relations. Anti-Japanese protests were tolerated in 1985, 2005, and 2012 but banned in 1990 and 1996. Protests over Taiwan, the issue of greatest concern to Chinese nationalists, have never been allowed. To explain this variation, Powerful Patriots identifies the diplomatic as well as domestic factors that drive protest management in authoritarian states. Because nationalist protests are costly to repress and may turn against the government, allowing protests demonstrates resolve and makes compromise more costly in diplomatic relations. Repressing protests, by contrast, sends a credible signal of reassurance, facilitating diplomatic flexibility.     Abstract: As China enters the second decade of the 21st century, it faces tremendous challenges and crisis. How did China arrive at this point of crisis?     Abstract: "In 2001 the Chinese government announced that the precise location of Shangrila--a place that previously had existed only in fiction--had been identified in Zhongdian County, Yunnan. Since then, Sino-Tibetan borderlands in Yunnan, Sichuan, Gansu, Qinghai, and the Tibet Autonomous Region have been the sites of numerous state projects of tourism development and nature conservation, which have in turn attracted throngs of backpackers, environmentalists, and entrepreneurs who seek to experience, protect, and profit from the region's landscapes. Mapping Shangrila advances a view of landscapes as media of governance, representation, and resistance, examining how they are reshaping cultural economies, political ecologies of resource use, subjectivities, and interethnic relations. Chapters illuminate topics such as the role of Han and Tibetan literary representations of border landscapes in the formation of ethnic identities; the remaking of Chinese national geographic imaginaries through tourism in the Yading Nature Reserve; the role of The Nature Conservancy and other transnational environmental organizations in struggles over culture and environmental governance; the way in which matsutake mushroom and caterpillar fungus commodity chains are reshaping montane landscapes; and contestations over the changing roles of mountain deities and their mediums as both interact with increasingly intensive nature conservation and state-sponsored capitalism.     Abstract: Globalization and the Making of Religious Modernity in China , co-edited by Thomas Jansen, Thoralf Klein and Christian Meyer, investigates the transformation of China’s religious landscape under the impact of global influences since 1800. The interdisciplinary case studies analyze the ways in which processes of globalization are interlinked with localizing tendencies, thereby forging transnational relationships between individuals, the state and religious as well as non-religious groups at the same time that the global concept ‘religion’ embeds itself in the emerging Chinese ‘religious field’ and within the new academic disciplines of Religious Studies and Theology.     Abstract: This book explores the multi-dimensional asymmetries of scale, time, and directions in the large dam controversy with a regional focus on Asia, especially on India and China. Whereas the concept of large-scale transformation of fluvial environments into technological hydroscapes originated in the West, widespread construction of large dams started in the countries of the Global South in the period after decolonisation. Construction and operation of large dams are amongst the most prestigious but also most sensitive development issues, often accompanied by massive resistance of adversely affected people and civil society organisations. Based on the notion of a contested politicised environment, various case studies are analysed to identify the dominant narratives and imaginations that shape the large dams debate. This volume largely contains contributions related to several subprojects from within the Cluster of Excellence ‘Asia and Europe in a Global Context: Shifting Asymmetries in Cultural Flows’, based at Heidelberg University, with several expert contributions from external researchers

    Abstract: This book analyzes in detail differing interpretations of the rule of law in Western legal systems and in the People's Republic of China. As the rule of law is seen by many as a prerequisite for China's future development, politicians, activists and entrepreneurs from China and from the West alike have long been calling for adherence to this principle, which is constitutive of Western democracies. All these groups use the same words, but do they truly share the same idea? In order to address this question, the book compares the "Rule of Law with Chinese characteristics," as propagated by Chinese leaders and in official Chinese publications, to different applications of the rule of law as it is understood in Western civilization. In particular, the author takes a closer look at the implementations of recognized core elements of the rule of law in representative Western countries, which include the separation of power, the supremacy of law, the protection of fundamental rights, and the independence of the justice system

    Abstract: Few doubt that China wants to be a major economic and military power on the world stage. To achieve this ambitious goal, however, the PRC leadership knows that China must first become an advanced information-based society. But does China have what it takes to get there? Are its leaders prepared to make the tough choices required to secure China’s cyber future? Or is there a fundamental mismatch between China’s cyber ambitions and the policies pursued by the CCP until now?
    Abstract: This book offers the first comprehensive analysis of China’s information society. It explores the key practical challenges facing Chinese politicians as they try to marry the development of modern information and communications technology with old ways of governing their people and conducting international relations. Fundamental realities of the information age, not least its globalizing character, are forcing the pace of technological change in China and are not fully compatible with the old PRC ethics of stability, national industrial strength and sovereignty. What happens to China in future decades will depend on the ethical choices its leaders are willing to make today. The stakes are high. But if China’s ruling party does not adapt more aggressively to the defining realities of power and social organization in the information age, the ‘China dream’ looks unlikely to become a reality.

    Abstract: De-politicizing issues of ethnicity is a new theoretical approach to study ethnic questions actively propounded and elaborated by Professor Ma Rong of Sociology Department of Peking University in the past ten years.     Abstract: As China rises to global power status, its relations with other major powers, including Russia, are constantly renegotiated. Energy figures prominently in both countries’ foreign policy. An extensive analysis of Chinese language sources - academic debate 1997-2012 - confirms a collision of interests over Central Asian reserves. While unanimous appeals to compromise render previous predictions of impending confrontation unconvincing, descriptions of Sino-Central Asian energy relations as “central to energy security”, and the explicit rejection of a Russian “sphere of influence”, also exclude a retreat. In the long term, China will likely replace Russia as the dominant force in Central Asia’s energy sector, causing the Kremlin to perceive another “encroachment”. The current notion of a “strategic partnership” will inevitably be challenged.
