    Abstract: "Modern warfare is almost always multilateral to one degree or another, requiring countries to cooperate as allies or coalition partners. Yet as the war in Afghanistan has made abundantly clear, multilateral cooperation is neither straightforward nor guaranteed. Countries differ significantly in what they are willing to do and how and where they are willing to do it. Some refuse to participate in dangerous or offensive missions. Others change tactical objectives with each new commander. Some countries defer to their commanders while others hold them to strict account.NATO in Afghanistan explores how government structures and party politics in NATO countries shape how battles are waged in the field. Drawing on more than 250 interviews with senior officials from around the world, David Auerswald and Stephen Saideman find that domestic constraints in presidential and single-party parliamentary systems--in countries such as the United States and Britain respectively--differ from those in countries with coalition governments, such as Germany and the Netherlands. As a result, different countries craft different guidelines for their forces overseas, most notably in the form of military caveats, the often-controversial limits placed on deployed troops.Providing critical insights into the realities of alliance and coalition warfare, NATO in Afghanistan also looks at non-NATO partners such as Australia, and assesses NATO's performance in the 2011 Libyan campaign to show how these domestic political dynamics are by no means unique to Afghanistan"--

    Abstract: "Over the past few years, secularism has become an intrinsic component of discussions on religious freedom and religious governance. The question of whether states should restrict the wearing of headscarves and other religious symbols has been particularly critical in guiding this thought process. Refashioning Secularisms in France and Turkey documents how, in both countries, devout women have contested bans on headscarves, pointing to how these are inconsistent with the 'real' spirit of secularism. These activists argue that it is possible to be simultaneously secular and religious; to believe in the values conveyed by secularism, while still remaining devoted to their faith. Through this examination, the book highlights how activists locate their claims within the frame of secularism, while at the same time revisiting it to craft a space for their religiosity. Addressing the lacuna in literature on the discourse of devout Muslims affected by these restrictions, this book offers a topical analysis on an understudied dimension of secularism and is a valuable resource for students and researchers with an interest in Religion, Gender Studies, Human Rights and Political Science.     Abstract: Reconciliation is an important agenda for postwar countries. It plays a major role in harmonizing bilateral and regional relations. Lin Ren compares reconciliations between the Sino-Japanese and the Franco-German dyads. Each dyad shares a deep-rooted historic antagonism.     Abstract: Wohlfahrtsstaaten unterscheiden sich unter anderem darin, welchen Stellenwert sie der Familie – im Vergleich zum Staat oder zum Markt – in der Wohlfahrtsproduktion zuschreiben. Die konservativen Wohlfahrtsstaaten gelten als besonders familialistisch. Das Buch präsentiert eine Familialismus-Typologie und zeichnet aus einer historisch-institutionalistischen Perspektive die Entwicklung von Kinderbetreuungs- und Altenpflegepolitiken in vier konservativen Wohlfahrtsstaaten (Belgien, Deutschland, Frankreich und Österreich) nach. Es wird analysiert, inwiefern und warum sich das Gesicht des Familialismus im Zeitablauf gewandelt hat. Die theoretische Verortung der konservativen Wohlfahrtsstaaten im impliziten und expliziten Familialismus bestätigt sich durch die empirische Analyse. In Belgien, Frankreich und Deutschland zeigt sich zudem eine konservative Spielart des optionalen Familialismus

    Abstract: The book is part of the 5-volume series “German Social Policy”, a unique multidisciplinary approach to the history of German social policy written by the doyens of their respective disciplines. The volumes expound the contribution of the German tradition to the rise of social policy in the Western world in the 19th and 20th centuries. Germany pioneered modern social policy in the 19th century when Bismarck introduced social insurance. After the Second World War, Germany’s Social Market Economy became a model of social integration. The volumes cover the history of ideas (volume 1), the legal and political history before and after 1945 (volumes 2 and 3), the German Democratic Republic (1949-1990) and the impact of German reunification (1990) (volume 4). Volume 5 embeds the German case in a major comparative study of European welfare states, complemented by a study of the USA and the Soviet Union. The volumes also yield insights into general theoretical issues of social policy beyond the empirical case of Germany. Each volume has an introduction by the editor who summarizes the contribution made by the volumes and looks into the future of German social policy. In the burgeoning literature on welfare regimes and typologies, this comparative study offers a stimulating new perspective. Kaufmann, the doyen of the sociology of social policy in Germany, emphasizes norms, culture and history, in contrast to political economy approaches. Comparing Britain, Sweden, France and Germany, Kaufmann highlights the „idiosyncrasy” of each welfare state: countries are compared with regard to their state traditions and the relationship between state and civil society; their national “social questions”; their economic systems, including the unions and labour law; social security and redistribution; and their personal social services and education. The socio-cultural approach enables Kaufmann to show that not all modern states are welfare states. Some are just „capitalism“ (the USA), others are „socialism“ (the former Soviet Union). In this light, the (essentially North-West European) welfare state is portrayed as a third way between capitalism and socialism

    Abstract: "During the first half of the twentieth century, movements seeking political equality emerged in France's overseas territories. Within twenty years, they were replaced by movements for national independence in the majority of French colonies, protectorates, and mandates. In this pathbreaking study of the decolonization era, Adria Lawrence asks why elites in French colonies shifted from demands for egalitarian and democratic reforms to calls for independent statehood, and why mass mobilization for independence emerged where and when it did. Lawrence shows that nationalist discourses became dominant as a consequence of the failure of the reform agenda. Where political rights were granted, colonial subjects opted for further integration and reform.     Abstract: Überbelegte Gefängnisse in den USA und anderswo, brennende Autos in den Banlieues von Paris, Verfolgung illegaler MigrantInnen... gibt es einen Zusammenhang? Ausgehend von der US-amerikanischen Situation macht der Autor einen Trend aus, Armut, gesellschaftliche Prekarisierung zu kriminalisieren: Gesellschaftliche Problemgruppen werden kriminalisiert und weggesperrt. Lange ist bekannt, dass in den USA Afro-Amerikaner überdurchschnittlich häufig straffällig und auch zu Gefängnisstrafen verurteilt werden - eine Entwicklung, die im Umgang auch (west)europäischer Polizei und Rechtsprechung mit "Verbrechern" aus sozial schwachen Gruppen ihren Widerhall findet. Wegsperren als Lösung sozialer Probleme? Dieses Buch liefert einen wichtigen Beitrag zur Analyse von Staat und Gesellschaft im Zeitalter des neoliberalen Siegeszugs. Doch der Band zeigt auch einen Weg aus dieser schon beinahe pornographisch anmutenden Begeisterung von Strafe, das die politischen Eliten in aller Welt dazu verleitet, die Gefängnisse als soziale "Staubsauger" zu verwenden, deren Aufgabe es ist, die hässlichen Überreste der Überflüssigen der neoliberalen Gesellschaft verschwinden zu lassen.     Abstract: Erst nach dem Zweiten Weltkrieg gelang eine äußerst dichte Zusammenarbeit Frankreichs und Deutschlands in allen Bereichen des gesellschaftlichen, politischen und wirtschaftlichen Lebens und eine "Aussöhnung" der beiden Länder. Wie kam dies zustande und welche Faktoren trugen dazu bei? Welche Besonderheiten kennzeichnen das "deutsch-französische Modell"? Lassen sich tatsächlich allgemeine Empfehlungen aus diesem Modell ableiten, um die Beziehungen ehemals verfeindeter Staaten konfliktfrei zu gestalten? Der Sammelband richtet in ausgewählten Beiträgen seinen Blick zunächst auf den historischen Kontext der deutsch-französischen Beziehungen, auf ihre Ausgangsbedingungen, Entwicklung und momentane Lage. Einen großen Teil des Bandes nehmen Beiträge zu einzelnen Fallstudien der deutsch-französischen Zusammenarbeit ein, z. B. das Deutsch-Französische Jugendwerk, Hochschulkooperationen, Städtepartnerschaften oder auch Beamtenaustauschprogramme der Außenministerien. Der dritte Teil schließlich widmet sich der Entwicklung der deutsch-tschechischen Beziehungen seit 1989 und wagt damit einen ersten Versuch der Übertragbarkeit des deutsch-französischen Modells.     Abstract: This multidisciplinary edited volume examines wide-ranging exchanges between France and its Mediterranean neighbours and their impact. It questions the changing notion of a Mediterranean space and its representation, centrality and relevance in terms of France’s international relations under Sarkozy’s presidency, from the launch of the Union for the Mediterranean and its complex articulations with the European Union’s own agenda in the region, to the tortuous relations with Libya, made even more complicated by the 2011 ‘Arab Spring’. Beyond the realm of state relations and formal policy networks, the volume examines the crucial role played by diasporas, the interplay between postcolonial and transnational representations in the fields of cultural diplomacy, cinema and architecture, and considers how these can produce merged or hybrid identities. Later in the collection, the politics of ethnicity in post-war France, the interplay between negative perceptions of Islam and the changing memory of the Algerian War, and the evolution of Franco-Algerian relations since 1962 are used to question the weight of the colonial past when analysing the relations between France and North Africa.

    Abstract: In 2005, the deaths of two teenagers in Clichy-sous-Bois provoked three weeks of rioting in French banlieues. Cars were burned, buildings were damaged and young people clashed with the police in unprecedented scenes of violence. The government declared a state of emergency as the riots spread across France. Two years later, the French public were met with familiar images when riots broke out in the Parisian suburb of Villiers-le-Bel. What were the underlying causes of these episodes of extreme violence? What did the riots signify? What do they tell us about French society? This book takes the reader inside the world of the banlieues and explores the nature and causes of the riots. Drawing on qualitative fieldwork conducted in Villiers-le-Bel, the author offers a unique insight into the motivating factors behind the violence. On a larger scale, the book examines the relationship between the underprivileged suburbs and the French republican model. The author explores a triad of interconnections: between republican ideals and the reality of daily life in the banlieues; between national projections of unity and localized realities of disunity; and between figures of authority and ordinary citizens.

    Abstract: Palästinenser, Muslime und Kabylen in Deutschland und Frankreich stellen in Interviews dar, über welche imaginierte Gemeinschaft sie ihre Zugehörigkeiten definieren: über den palästinensischen Nationalismus, über den Islam beziehungsweise über die kabylische Sprachkultur. So entstehen transnationale Zugehörigkeitskonstruktionen, die aufgrund ihrer religiösen, sprachlichen oder auch politischen Bezüge die Einheitsvorstellungen europäischer Nationalstaaten durchbrechen. Mit der Herausbildung von Zugehörigkeiten entstehen Kritikpotenziale, die die Immigrationsgeschichte europäischer Nationalstaaten in den Kontext der damit verbundenen rechtlichen, ökonomischen und sozialen Ungleichheiten wie auch Ungerechtigkeiten stellt. Auf welche Weise kommt Kritik der Nachkommen von Einwanderern an gesellschaftlichen Verhältnissen im Zusammenhang mit Zugehörigkeitskonstruktionen zum Ausdruck? Zugehörigkeiten werden hier unter dem Gesichtspunkt betrachtet, auf welche Weise subjektives Ungerechtigkeitsempfinden mit welchen normativen Grundsätzen und Maßstäben in den Bedeutungshorizont institutionalisierter Prinzipien und staatlicher Praxis eingeordnet und insofern Kritik geäußert wird. Auf der Grundlage von Fallstudien zu muslimischen, kabylischen und palästinensischen Gemeinschaftsimaginationen in Deutschland und Frankreich werden allgemeine Modalitäten von Zugehörigkeitskonstruktionen in der europäischen Einwanderungsgesellschaft herausgearbeitet und auf die Semantiken der europäischen Territoriums-, Religions-, Sprachkategorie sowie auf die staatliche Praxis in Deutschland und Frankreich bezogen.     Description / Table of Contents: Depuis la fin du XVIIIe siècle, la France et l'Allemagne se sont retrouvées face à face, opposées l'une à l'autre selon un schéma qui s'est constamment nourri de symboles et de récits de nature antagoniste. Dans la mesure où les mythes décrivent « ce qui n'a jamais existé et ce qui se perpétue », ils constituent un matériau servant à forger sa propre identité en se démarquant de celle du voisin. Par la suite, les relations franco-allemandes furent toujours et encore marquées par des conflits et des guerres, de telle sorte que l'image de l'autre comme « ennemi héréditaire » s'est solidement ancrée dans la perception mutuelle, de part et d'autre du Rhin, jusqu'au milieu du XXe siècle. Mais si les mythes politiques, en tant qu'armes mentales, peuvent être des forces motrices des conflits, ils peuvent aussi contribuer - à l'exemple des relations franco-allemandes après 1945 - à transformer les anciens « ennemis » en « amis » héréditaires.
    Description / Table of Contents: Cet ouvrage analyse les perceptions, la construction des stéréotypes, les mises en scène politiques, mais aussi les tabous et parfois les retours du refoulé. Seit dem Ende des 18. Jahrhunderts standen sich Deutschland und Frankreich feindlich gegenüber. Ihr Antagonismus wurde von einem Schema bestimmt, das sich beständig durch gegensätzliche Symbole und Narrative nährte. Indem Mythen beschreiben, «was niemals existiert hat und was weiter fortlebt», bilden sie ein identitätsstiftendes Material, mit dem sich beide vom Nachbarn abgrenzten. In der Folge blieben die deutsch-französischen Beziehungen von Konflikten und Kriegen bestimmt, so dass das Bild vom «Erbfeind» bis zur Mitte des 20. Jahrhunderts tief in der wechselseitigen Perzeption auf beiden Seiten des Rheins verankert blieb.
