    Abstract: "The study of memory is too often pervaded with a spatially-fixed understanding of culture. The idea of culture as 'rooted' was an attempt to provide a solution to the uprooting of local cultures caused by the formation of nation-states. Conversely, Sznaider and Baer contend that there exist travelling/cosmopolitan or multi-directional memories, based on experiences originating in a specific place, but which move and travel from there to other ones. Using the Holocaust as an example, the authors show how memories of it are disseminated and how they become part of a larger global framework. There are four ways the Holocaust can be universalized: was it the Jews, or many different peoples that suffered? Is the lesson 'never again', for the Jews, or for everyone? Were the Nazis uniquely evil, or only different in quantity from other mass murderers? Who remembers and who has the right to pronounce the truth of the Holocaust? Taking Argentina and Spain as test cases and looking at public media, scholarly discourse, NGOs dealing with human rights and memory, museums and memorial sites, this book follows these four ways of universalization to illustrate the transformation from the national to the cosmopolitan ethics of overcoming the past. Both case-studies show that this ethics is not only pertinent to Europe and the places that are directly related to the Holocaust, but proves that that memory does indeed travel."--Provided by publisher

    Abstract: This book tracks the trajectory of gender in the social sciences and humanities through an exploration of the challenges and contradictions that confront contemporary feminist analysis as well as future directions. Drawing on research in India, the essays in the volume engage with the subject in imaginative ways, each one going beyond documenting the persistence of gender inequality, instead raising new questions and dilemmas while unravelling the complexities of the terrain. They also interrogate extant knowledge that has 'constructed' women as 'agentless' over the years, incapable of contesting or transforming social orders - by taking a close look at gendered decision-making processes and outcomes, sex for pleasure, health care practices, content and context of formal schooling or the developmental state that 'mainstreams' gender. Do existing feminist methodologies enable the understanding of emerging themes as online sexual politics, transnational surrogacy or masculinist 'anti-feminist' sensibilities? The feminist methodologies delineated here will provide readers with a toolkit to assess the criticality of gender as well as its nuances. The work foregrounds the importance of intersectionality and builds a case for context-specific articulations of gender and societies that destabilize binary universals.     Abstract: During Israel's military operation in Gaza in the summer of 2014 the commanding officer of the Givati infantry brigade, Col. Ofer Vinter, called on his troops to fight "the terrorists who defame the God of Israel". This unprecedented call for religious war by a senior IDF commander caused an uproar, but it was just one symptom of a profound process of religionization, or de-secularization, that Israeli society has been going through since the turn of the twenty-first century. This book analyses and explains the reasons for the religionization of Israeli society, a process known in Hebrew as hadata. It argues that this process had its origins in the 1967 war, has been accelerating since 2000, and is manifested in a number of key social fields. It further argues that Jewish religion, inseparable from Jewish nationality, was embedded in Zionism from its inception at the end of the 19th Century but was subdued to a certain extent in favour of the national aspect in the interest of building a modern nation-state. In addition to discussing religionization in the military, the educational system, and the media of mass communications, the book includes a major chapter on the religionization of the Israeli visual fine arts field, a topic that has not been researched before now. Through careful examination of religionization, this book sheds light on a major development in Israeli society, which will additionally inform our understanding of the Israeli-Palestinian conflict. As such, it is a key resource for students and scholars of Israel Studies, and those interested the relations between religion, politics and nationalism, secularization and new social movements

    Abstract: "Globalisation and migration have created a vibrant yet dysphoric world fraught with different, and sometimes competing, practices and discourses. The emergent properties of the modern world inevitably complicate the being, doing, and thinking of Chinese diasporic populations living in predominantly White, English-speaking societies. This raises questions of what "Chineseness" is. The gradual transfer of power from the West to the East shuffles the relative cultural weights within these societies. How do the global power shifts and local cultural vibrancies come to shape the social dispositions and positions of the Chinese diaspora, and how does the Chinese diaspora respond to these changes? How does primary pedagogic work through family upbringing and secondary pedagogic work through educational socialisation complicate, obfuscate, and enrich Chineseness? Drawing on Pierre Bourdieu's reflexive sociology on relative and relational sociocultural positions, Mu and Pang assess how historical, contemporary, and ongoing changes across social spaces of family, school, and community come to shape the intergenerational educational, cultural, and social reproduction of Chinese diasporic populations. The two authors engage in an in-depth analysis of the identity work, educational socialisation, and resilience building of young Chinese Australians and Chinese Canadians in the ever-changing lived world.     Abstract: Gendering Postsocialism explores changes in gendered norms and expectations in Eastern Europe and Eurasia after the fall of the Berlin Wall. The dismantlement of state socialism in these regions triggered monumental shifts in their economic landscape, the involvement of their welfare states in social citizenship and, crucially, their established gender norms and relations, all contributing to the formation of the postsocialist citizen. Case studies examine a wide range of issues across 15 countries of the post-Soviet era. These include gender aspects of the developments in education in Kazakhstan, Uzbekistan and Hungary, controversies around abortion legislation in Poland, migrant women and housing as a gendered problem in Russia, challenges facing women’s NGOs in Bosnia, and identity formation of unemployed men in Lithuania. This close analysis reveals how different variations of neoliberal ideology, centred around the notion of the self-reliant and self-determining individual, have strongly influenced postsocialist gender identities, whilst simultaneously showing significant trends for a “retraditionalising” of gender norms and expectations. This volume suggests that despite integration with global political and free market systems, the postsocialist gendered subject combines strategies from the past with those from contemporary ideologies to navigate new multifaceted injustices around gender in Eastern Europe and Eurasia.

    Abstract: Violently divided societies present major challenges to institutions seeking to establish peace in places characterised by ethnic conflict and high levels of social segregation. Yet such societies also contain groups that refuse to be confined within separate forms of ethnic community and instead develop alternative modes of action that generate shared identities, build trust and foster consensual, peaceful politics. Advancing a unique social movement approach to the study of violently divided societies, this book highlights how various social movements function within a context of violent ethnic politics and provide new ways of imagining citizenship that complements peacebuilding. By analysing the impact of social movements on divided societies, this book contributes to debates about the complexity of belonging and identity, and constructs a nuanced understanding of political mobilisation in regions defined by ethnic violence. In turn, the book provides important insights into the dynamics of social movement mobilisation. Based on the author's extensive research in Lebanon and Northern Ireland, and drawing on numerous examples from other divided societies, this book examines a range of social movements, including nationalists, victims, sexual minorities, labour movements, feminists, environmentalists, secularists, and peace movements. The investments have enabled reasonably good access to basic infrastructure services. While access rates are high, the relative quality of Tunisia's infrastructure has deteriorated significantly over the last ten years. State-owned enterprises (SOEs), which dominate the infrastructure sector, receive considerable subsidies and incur notable financial losses.     Abstract: Argentina is characterized by low levels of private credit and persistent labor market rigidities. Furthermore, financial development remained stagnant in Argentina even during episodes of fast economic growth, in stark contrast with the experience of sustained growth accelerations around the world. The goals of the paper are twofold. Firstly, it is concerned with quantifying the productivity losses associated with such low levels of private credit penetration and characterizing its implications for different subsets of firms in the economy. The latter is important in light of various policy interventions aimed at mitigating the impact of low access to credit based on firm-size thresholds. Secondly, it studies the dynamics of hypothetical reforms to credit markets in a context of rigid labor markets, which seems to be the adequate scenario in which structural reforms will have to be implemented, given the stickiness that labor market regulations have shown to reform efforts in the past. It finds sizable productivity losses from financial frictions, in the order of thirteen percent. At the micro level it finds that it is the youngest firms, whose average marginal return to capital is far above the riskfree rate in the economy, that are more prone to become financially constrained. Turning to reform scenarios, we investigate sudden reforms that are implemented abruptly and more plausible reform paths that gradually dismantle financial frictions. In the former, productivity and the investment rate rise sharply on impact, while it also does the rate of unemployment, going from five to almost twelve percent. In the latter, the rise of unemployment is more gradual and less sharp, peaking at seven percent. On the flipside, the investment rate declines on impact, although the contraction is short-lived

    Abstract: Agriculture and the rural space will continue to demand the attention of policy makers in Bolivia for several reasons, even as urbanization gains momentum. First, agriculture is a proven engine of economic growth. Aside from showing its strength in decades past, in recent years agriculture shielded the Bolivian economy from the worst effects of the decline in other primary sectors, and in the future, healthy rates of agricultural growth will make the overall economy more diversified and more resilient. Second, a robust and dynamic agricultural sector will continue to curb dependence on the mining and gas sectors, while contributing significantly to inclusive growth, value addition, the creation of more and better jobs on and off of the farm, and better nutrition for all. Third, because agricultural growth in Bolivia has proven to be pro-poor, maintaining that growth is essential for continued reductions in poverty. Fourth, because climate and other shocks affecting agriculture can significantly disrupt steady gains in economic growth, poverty reduction, and food security, building a resilient agricultural sector is critical to sustain those gains. Finally, although policy makers will want to support agricultural growth, they will not want that growth to compromise the future for generations of Bolivians by squandering and degrading irreplaceable natural resources

The country has high exposure to natural hazards (typhoons, landslides, floods, droughts, volcanic eruptions), strong dependence on a climate-sensitive agricultural sector, and vast coastlines where all major cities and the majority of the population reside. Significant systemic vulnerabilities can materialize if large natural disasters affect the capital region. In addition to physical risks, Philippine banks can also be exposed to transition impacts, that is, risks that emerge during the transition towards a more sustainable and carbon-neutral economy. Philippine supervisory authorities should build capacity to better understand and manage climate risks and foster transparency. At the same time, there is opportunity for deepening financial markets for green growth, by addressing several market and institutional barriers. With limits in public spending, there is great need, but also a significant opportunity for the private sector to contribute to green inclusive growth, including finance for climate resilience and mitigation efforts

    Abstract: This paper investigates the distributional direct welfare impact on households resulting from fuel subsidy removal. Note that this analysis focuses only on the direct distributional impact. A fuller understanding of the impact of fuel subsidies removal involves analyzing the indirect impact as well. Unfortunately, analysis of the distributional effect of fuel subsidies removal or fuel price increases is heavily constrained by the lack of appropriate data in Sudan. We do not have access to the relevant input-output table that describes the number of monetary transfers between sectors of the economy, making it impossible to simulate the indirect effect of fuel price increases on prices in other sectors. Therefore, the estimated impacts in this paper should be considered as the lower bound of the potential impact, as the overall impact will be higher when indirect impacts are factored. The paper is organized as follows. Section two examines the empirical evidence on the impact of fuel subsidy removal. Section three discusses the methodology and data used in this study. Section four presents an analysis of the welfare impact of fuel subsidies removal. Section 5, the conclusion, provides some suggestions on the way forward. The results from this work would inform policy dialogue with the Government of Sudan regarding the overall economic reforms that are being considered for stabilization of the economy

    Abstract: Beyond the Gap: How Countries Can Afford the Infrastructure They Need while Protecting the Planet aims to shift the debate regarding investment needs away from a simple focus on spending more and toward a focus on spending better on the right objectives, using relevant metrics. It does so by offering a careful and systematic approach to estimating the funding needs to close the service gaps in water and sanitation, transportation, electricity, irrigation, and flood protection. Exploring thousands of scenarios, this report finds that funding needs depend on the service goals and policy choices of low- and middle-income countries and could range anywhere from 2 percent to 8 percent of GDP per year by 2030.Beyond the Gap also identifies a policy mix that will enable countries to achieve key international goals-universal access to water, sanitation, and electricity; greater mobility; improved food security; better protection from floods; and eventual full decarbonization-while limiting spending on new infrastructure to 4.5 percent of GDP per year. Importantly, the exploration of thousands of scenarios shows that infrastructure investment paths compatible with full decarbonization in the second half of the century need not cost more than more-polluting alternatives. Investment needs remain at 2 percent to 8 percent of GDP even when only the decarbonized scenarios are examined. The actual amount depends on the quality and quantity of services targeted, the timing of investments, construction costs, and complementary policies.Finally, investing in infrastructure is not enough; maintaining it also matters. Improving services requires much more than capital expenditure. Ensuring a steady flow of resources for operations and maintenance is a necessary condition for success. Good maintenance also generates substantial savings by reducing the total life-cycle cost of transport and water and sanitation infrastructure by more than 50 percent

    Abstract: Access to reliable electricity is a prerequisite for the economic transformation of African economies, especially in a digital age. Yet the electricity access rate in Sub-Saharan African countries is often substantially low, households and businesses with access often face unreliable service, and the cost of the service is often among the highest in the world. This situation imposes substantial constraints on economic activities, provision of public services, adoption of new technologies, and quality of life.Much of the focus on how best to provide reliable, affordable, and sustainable electricity service to all has been on mitigating supply-side constraints. However, demand-side constraints may be as important, if not more important. On the supply side, inadequate investments in maintenance result in high technical losses; most state-owned utilities operate at a loss; and power trade, which could significantly lower the cost of electricity, is underdeveloped. On the demand side, the uptake and willingness to pay are often low in many communities, and the consumption levels of those who are connected are limited. Increased uptake and use will encourage investment to improve service reliability and close the access gap. This report shows that the fundamental problem is poverty and lack of economic opportunities rather than power. The solution lies in understanding that the overarching reasons for the unrealized potential involve tightly intertwined technical, financial, political, and geographic factors. The ultimate goal is to enable households and business to gain access, to afford to use, and utilities to recover their cost and make profits. The report makes the case that policy makers need to adopt a more comprehensive and long-term approach to electrification in the region-one centered on the productive use of electricity at affordable rates. Such an approach includes increased public and private investment in infrastructure, expanded access to credit for new businesses, improved access to markets, and additional skills development to translate the potential of expanded and reliable electricity access into substantial economic impact. Enhancing the economic capabilities of communities is the best way to achieve faster and more sustainable development progress while addressing the broad challenges of affordability, low consumption, and financial viability of utilities, as well as ensuring equitable provision between urban and rural areas

    Abstract: Today 60 percent of Moroccans reside in urban areas, as opposed to 35 percent in 1970. By 2050, nearly three-quarters of the country's population will be living in cities. Along with the concentration of people, urbanization will lead to the increasing concentration of economic activities in cities, which today are estimated to account for about 75 percent of the country's GDP and 70 percent of investments at the national level. To accompany these transformations, the Moroccan government has adopted, in recent years, ambitious programs to improve living standards in urban and rural areas. Significant improvements in living standards have been achieved through national master plans.Cities are the engines of today's demographic and economic growth in Morocco, but they also face persistent challenges. Despite substantial public investments and strong potential for cities to absorb rural poverty, important pockets of urban poverty remain. Spatial disparities are a major cause for concern both for citizens as well as for national and local governments. In addition, Moroccan cities are not delivering on their full potential. Urbanization has not generated the same growth benefits in Morocco as it has in many other countries with similar contexts. These patterns suggest that Morocco needs specific policies to improve returns from its urbanization process.The main message of this note is that urbanization and spatial equity are not competing objectives when urbanization is supported and managed well. Well-managed urbanization allows for economies of scale in the provision of services and the development of more efficient labor. This note identifies priority actions to be taken at national, regional, and local levels to allow public authorities to act within a coherent framework and to help urban development to boost economic growth and promote shared prosperity for all

It is a follow-up to a recent flagship report published by the South Asia Region of the World Bank, A Glass Half Full: The Promise of Regional Trade in South Asia. E-commerce is dramatically changing the way goods and services are transacted nationally, regionally, and globally. It facilitates international trade by reducing the cost of distance and remoteness and can be more inclusive of underrepresented groups such as women, small businesses, and rural entrepreneurs. Intraregional trade in South Asia is still below its potential, and the region lags behind other parts of the world in activating the potential benefits from e-commerce. Adopting a novel yet practical approach, this report explores how e-commerce can be boosted to deepen intraregional trade in South Asia. It examines the main transacting models in the digital space and the channels through which e-commerce helps reduce transactions costs for firms and consumers. It considers the regulations, as well as the regulatory gaps, affecting private sector participation in e-commerce, focusing on data privacy, consumer protection, delivery, cybersecurity, market-access regulations, and digital payments. Finally, the report presents recommendations for regulatory reforms that could enhance e-trade, especially in a regional context and as a possible platform for greater global engagement by South Asian firms. The scale of these recommendations ranges from the modest, such as allowing cross-border payments and streamlining the customs regime, to the more ambitious, such as allowing the operation of regional e-commerce platforms and liberalizing related cross-border logistics services
