    Abstract: This report synthesises OECD work analysing agricultural policies, markets and trade. It highlights recent developments in agricultural markets and policies and considers how these have changed the source and nature of the gains from multilateral reform, and considers opportunities for further reforms. In large part, gains from further reform come from the opportunities to increase income and jobs through increasing agro-food sector participation in global and domestic value chains. Countries can enhance the overall competitiveness of their agro-food sectors though more open trade policies and reducing the impacts of measures that raise trade costs. This includes reducing distorting domestic support and market access barriers, including to agro-food imports; ensuring that non-tariff measures are appropriate, transparent, and science-based; and reducing barriers to services trade.

    Abstract: Antimicrobial drugs are used in food animal production for several purposes: to treat a disease outbreak, to prevent disease, and to enhance feed efficiency and animal growth. While the technical benefits of antimicrobial use in animal production are well documented, there is a major lack of information on the economic impact on farmers’ incomes. This report reviews evidence on the economic benefits and costs of antimicrobials for the major animal producing species across several OECD countries as well as in Brazil and China. The findings indicate that the economic benefits are modest in modern farming systems where good production facilities, biosecurity measures, and management practices are in place. In large food animal producing countries such as Brazil, the use of antimicrobials is an important input to enhance the competitiveness of the industry. In China, the largest producer and user of antibiotics in animal production, antibiotics are often used as a substitute for less sanitary animal production facilities and the lack of appropriate biosecurity on the farm. This report concludes with several key policy options and practices, in particular those that induce farmers to place a greater emphasis on the economic benefits and costs of antimicrobials and alternative interventions in production in order to stem the rise in antimicrobial resistance.

    Abstract: Brazil is one of the world’s largest producers and exporters of meat and animal products. This report compiles information and data on antimicrobial use and antimicrobial resistance in food-producing animals in Brazil. Antimicrobials are used in food producing animals, mainly as a growth promoter. While the use of antibiotics is estimated to be falling, there is concern amongst livestock producers as to the possible rise in production costs resulting from the withdrawal of these antibiotics, and they are currently exploring alternative interventions and their likely economic impact on their incomes. Recent regulatory and policy changes, including the implementation of the National Action Plan on Antimicrobial Resistance in Agriculture, are aimed at limiting the use of antibiotics in livestock production and containing the rise in antimicrobial resistance.

The report outlines a collective, life-cycle approach to managing pharmaceuticals in the environment. A policy mix of source-directed, use-orientated and end-of-pipe measures, involving several policy sectors, can help to improve health and protect the environment.

    Abstract: Global value chains (GVCs) in agriculture and food sectors are becoming an important part of the agro-food trading landscape, influencing both the nature of the gains from trade and the impacts of trade policies. This study explores the changes in trade in value added that are occurring within agro-food GVCs and the implications that participation in agro-food GVCs has had on the agro-food sectors. It makes use of a database on trade in value added for 22 agro-food sectors derived from the Global Trade Analysis Project (GTAP) database. The study finds that between 2004 and 2014, agro-food sectors have been increasing their participation in GVCs and that the links created within these production networks have become more “global” in nature. At the same time, agro-food GVCs have become increasingly centred around hubs in the People’s Republic of China and Germany where large amounts of value added are funnelled before reaching the end consumer. The study also finds that participation in agro-food GVCs is beneficial for sector development and growth – both in aggregate terms and in terms of domestic value added from exports. Of key importance has been the use of foreign value added and access to a wide diversity of imported inputs. However, policies that restrict trade and limit market openness reduce participation and sector growth and development – including policies that create barriers to trade in agro-food products themselves. In addition, the study finds that the use of services value added in exports is an important factor that contributes to sector growth, which highlights the importance of the broader policy environment to enhance the benefits from agro-food GVCs.

    Abstract: Regional fisheries management organisations (RFMOs) are the primary mechanism for co-operation between fishing countries and coastal states to ensure sustainable fishing globally. This paper aims to inspire and guide RFMO secretariats and member countries in how to focus their effort and investment to step up the contribution of RFMOs to the fight against illegal, unreported and unregulated (IUU) fishing. It does so by measuring the extent to which RFMOs apply best practices against IUU fishing and pointing to the remaining gaps. Information gathered from RFMOs’ resolutions and recommendations introducing conservation and management measures (CMMs), other publicly available sources and direct communication with RFMOs’ secretariats was analysed and summarised into five indicators reflecting the most important management tools targeting IUU fishing at the disposal of RFMOs. Indicators show overall progress among RFMOs, but discrepancies remain, suggesting scope for improvement by learning from best performers.

    Abstract: Agricultural sectors are increasingly integrated into international markets as global value chains (GVCs) expand. This integration is helping to drive value added growth in the sector, including the returns that flow to labour. This report explores the impact that trade and agro-food GVC participation has on labour returns and thereby employment not only within the agricultural sectors, but across other sectors of the economy. At the global level, trade and agro-food GVCs generated an average of between 20-26% of total agricultural workforce returns between 2004 and 2014, and labour returns were generated from both direct participation in trade and from indirect participation through other downstream sectors. This report finds that the impact on economy-wide labour returns is on average greater for countries specialising in direct exports of primary products as compared to those specialising in indirect agricultural exports. Evidence also shows that agricultural subsidies have a negative impact both on labour returns from primary sector exports and the returns generated indirectly from processing-sector exports.

    Abstract: The emergence of a resistant pathogen reduces the effectiveness of antibiotics in preventing or treating an infection caused by a micro-organism, thus increasing morbidity and mortality and leading to higher economic costs to livestock producers. An understanding of the underlying disease dynamics is crucial in finding appropriate solutions to containing the rise in antimicrobial resistance. This report synthesises the evidence on the potential modes of transmission of antimicrobial resistance between humans and animals and vice versa. In particular, the important role of the environment in the transmission chain is discussed as well as practices to break this link. This report also illustrates some of the commonly shared antibiotic classes that are used in human medicine and animal production, and the overall trends in the usage of these antibiotics. While information on transmission of resistance is sparse, the report highlights several priority areas where future research could focus in order to bring a greater understanding of these interactions.

    Abstract: What is the role of government policies in encouraging healthier food choices to fight the current overweight and obesity epidemics? This report briefly examines the evidence base on unhealthy diets, including the associated burden on health systems.     Abstract: The Food and Agriculture Reviews provide a comprehensive assessment of agricultural policies and calculate a set of policy indicators developed by the OECD. These indicators are regularly used in the analysis of the agriculture and food sector in OECD countries and several emerging economies. This review analyses both the indicators available for Argentina and the main agricultural policy areas, such as trade, innovation, sustainability, risk management and value chains. It also provides a series of policy recommendations. Argentina’s agricultural sector has undergone a considerable innovation process over the last two decades. This transformation was mostly led by a dynamic and pro-active private sector often subject to policies providing negative support via export restrictions and taxes. The rapid adoption of technologies, such as improved varieties and no-till farming, and organisational innovations have contributed to increasing the Total Factor Productivity of crops. Government focus on providing such general services as research, extension, and animal and plant health has facilitated innovation as has the proactive management of risks by farmers. Nevertheless, environmental pressures are increasing with deforestation and the use of pesticides.

The analysis identifies the main challenges with lending to SMEs for green projects and discusses possible solutions. The report, in particular, looks at the role of the government and the policy instruments it can use to stimulate higher demand for green lending in the SME sector.

Tailored policy options are proposed based on the specificities of the national pension system, and on international best practices regarding reforms, design and regulation of pension systems.

    Abstract: Global value chains (GVCs) in agriculture and food sectors contribute to sector growth and development. However, agricultural trade is subject to significant distortions that limit trade which in turn impacts on its competitiveness world-wide. Using the OECD Metro model, this study analyses the impact of trade and domestic support policies on participation in agro-food GVCs and the benefits that flow from them. The results show that current market access barriers and distorting forms of domestic support have a negative effect not only on welfare, but also on the possible benefits from participation in agro-food GVCs. If barriers, i.e. tariffs and quotas, were removed this would offer the potential to increase welfare, increase exports of agro-food domestic value added from all countries, and promote trade by furthering GVC links through value added. This study also shows that regional trade agreements have the potential to deepen GVC linkages amongst members.

    Abstract: This report offers a guide on potential reform pathways towards sustainable agriculture water use, based on a thorough review of selected past water and agriculture reforms and extensive consultation with policy experts. A theory of change is developed that emphasises the importance of flexibility in the timing and design of reform processes to achieve practical and effective policy changes. Governments should prepare future reforms, via continued research, education, and governance efforts, to help take advantage of reform opportunities when the timing is right. Five necessary conditions are identified for a successful reform process: (i) support evidence-based problem definition, objective setting and evaluations; (ii) ensure that governance and institutions are aligned with the policy change; (iii) engage stakeholders strategically and build trust; (iv) rebalance economic incentives to mitigate short run economic losses; and (v) define an adjustable smart reform sequencing that provides flexibility in the long run. These conditions are found to be necessary to implement four challenging policy changes: charging water use in agriculture; removing subsidies that negatively impact water resources, regulating groundwater use and addressing nonpoint source pollution. But the relative effort that governments need to devote to fulfilling each of the five conditions will vary depending on the policy change.

    Abstract: Reforming China’s grain policy could have significant implications for both domestic and international markets. China has begun to reform its price support policies for several commodities, replacing them with commodity specific area payments. The assessment of policy reform scenarios for grains, using two partial equilibrium models, show that China would maintain more than 80% of self-sufficiency in wheat and maize, and more than 95% in rice. The increase in its grain imports could increase international prices, in particular for wheat and rice. A gradual approach to reforming market price support with compensatory payments would smooth the potential impacts on domestic and world commodity markets, as well as on domestic farm income. While the reform of price support policies benefit consumers the most, more decoupled area payments could also have a greater impact on farm income without increasing the overall cost to society as well as environmental performance of agriculture. Lower costs of managing public grain stocks would equally reduce the budgetary cost of reforms.

    Abstract: The relationship between agricultural support policies (adapted from the OECD Producer Support Estimate (PSE) classification) and a selection of environmental impacts are analysed in a range of country settings, using a farm-level and a market-level model. Based on the methods and environmental indicators used, market price support and payments based on unconstrained variable input use were the most environmentally harmful among the various PSE measures. Decoupled support payments based on non-current crop area were the least harmful, even when considering their impacts on the behaviour of risk averse farmers. The impacts of support policies that clearly change the competitiveness of one production activity in relation to another, such as payments based on current crop area or on animal numbers, were more equivocal. Support payments subject to environmental constraints can improve environmental outcomes compared to coupled support without restrictions, however, they can also have unintended environmental impacts.

    Abstract: The People’s Republic of China is an important player in international markets for animal products, antibiotics, as well as in global efforts to combat antibiotic resistance (AMR). This paper reviews use of antibiotics and the emergence of AMR in Chinese food animal production. The rapid growth in food, animal production, and the relatively poor animal production conditions as well as increasing production intensity led to a sharp increase in antibiotic use in both absolute and relative terms. This trend, however, has been reversed by recent government policies and public awareness of AMR. Four government policies are particularly important in attempting to decrease the use of antibiotics: the imposition of maximum residue levels, establishing a list of permitted antibiotics, the proper use of antibiotics during the withdrawal period, and establishing a list of prescription-only antibiotics use in animal production. Antibiotic use in China is more than five times higher than the international average. One of the main reasons for the relative higher antibiotic usage is the widespread misuse associated with growth promotion in the feed and veterinary use on broiler and pig farms. The relatively low cost of antibiotics, estimated at 1% to 3% of production costs, encourages such excess use in livestock production, but alternatives are often not available and more costly.     Abstract: This review provides policy recommendations on how to improve the Portuguese pension system, building on the OECD’s best practices in pension design. It details the Portuguese pension system and identifies its strengths and weaknesses based on cross-country comparisons. The Portuguese pension system consists of an old-age safety net, a pay-as-you-go defined benefit scheme and voluntary private savings. The safety net includes an old-age social pension and a complement (the so-called Complemento Solidário para Idosos or CSI), both of which pursue similar objectives but have different eligibility criteria. The defined benefit scheme has two main components: the general social security scheme (regime geral da Segurança Social) and the civil-servant pension scheme (Caixa Geral de Aposentações or CGA). The latter has been closed to new entrants since 2006 with new civil servants contributing to the general scheme. Funded voluntary pensions make up a very small share of total pension entitlements. The OECD Reviews of Pension Systems: Portugal is the fourth in the series, after Ireland (2014), Mexico (2016) and Latvia (2018), with a fifth review on Peru under preparation.

    Abstract: Markets that function well within a stable regulatory and policy environment are key to improving the productivity and sustainability of the food and agriculture sector. This report contains the main findings and policy lessons gained from a series of wide-ranging country reviews on how government policies can improve sectoral productivity and sustainability through their impact on innovation, structural change, natural resource use, and climate change. Improving the policy environment would require rolling back those policies that distort markets the most and retain farmers in uncompetitive and low-income activities, harm the environment, stifle innovation, slow structural and generational change, and weaken resilience. Agriculture policy should focus instead on measures that facilitate the uptake of technologies and practices that use resources more efficiently and sustainably, and which contribute to reducing greenhouse gas emissions. Of equal importance are: a more collaborative approach, more effective governance systems, the development of long-term strategies, strengthened linkages between national and international actors, and comprehensive and coherent evaluation procedures. Public funding of food and agricultural research is also crucial, and private efforts need to be strengthened, including through public-private partnerships. Finally, improving overall policy coherence would contribute to building trust, and to increasing policy effectiveness at each step of the food and agriculture chain.

Global scale and farm scale analyses are used to evaluate both the effectiveness of different policy options to reduce agricultural emissions, and the impact on competitiveness, farm income, food security, and government finances. In order to contribute to global mitigation efforts, countries will need to design agricultural policy measures that can navigate these trade-offs within the context of their national policy priorities and objectives. As most countries have not yet implemented policies to reduce emissions from agriculture, the analyses provided here come at an opportune time to inform this policy development.

Pour améliorer l'environnement de l’action publique, il faudrait supprimer les politiques qui faussent le plus les marchés et retiennent les agriculteurs dans des activités peu compétitives et à faible revenu, nuisent à l'environnement, freinent l'innovation, ralentissent les changements structurels et générationnels et affaiblissent la capacité de résilience. La politique agricole devrait plutôt s’orienter vers des mesures facilitant l'adoption de technologies et de pratiques qui utilisent les ressources de manière plus efficace et durable, et qui contribuent à réduire les émissions de gaz à effet de serre. Comme indiqué dans toutes les revues, il est important que les systèmes d'innovation agricole soient davantage collaboratifs et répondent mieux aux besoins réels. Cela nécessite souvent des systèmes de gouvernance plus efficaces, incluant l'élaboration de stratégies à long terme, le renforcement des liens entre les acteurs nationaux et internationaux et la mise au point de procédures d'évaluation complètes et cohérentes. Le financement public de la recherche alimentaire et agricole est crucial et les efforts du secteur privé doivent être renforcés, notamment par le biais de partenariats public-privé.     Abstract: This paper identifies the progress achieved by individual countries in implementing internationally recognised best policies and practices against illegal, unreported and unregulated (IUU) fishing since 2005. It aims to inspire and guide governments and all stakeholders in the fisheries sector in how to focus their effort and investment to step up their fight against IUU fishing. The paper builds on a suite of policy indicators that investigate the extent to which countries meet their responsibilities in the most important dimensions of government intervention in relation to IUU fishing. The indicators show considerable improvement in fighting IUU fishing over the last decade, in line with international treaties and voluntary agreements. They also point to the gaps that need to be closed to individually and collectively work towards eliminating IUU fishing.

However, it is not only changes in the agriculture and food sector from digital technologies that matters, but also the digital transformation of other actors in the global value chain (GVC) such as support services, logistics and governments. Digital technologies present a potential to reduce trade and transaction costs, including those related to identifying and negotiating a deal, proving compliance with standards and to delivering products across borders quickly and efficiently.

    Abstract: Global value chains (GVCs) in agriculture and food sectors have the potential to influence trading relationships and the gains from trade for different sectors along the value chain. This report explores the way in which value from trade and GVC participation is created for the agriculture sector. It examines differences in returns to the sector from participation in GVCs and trade either directly in contrast to participation that relies on downstream domestic processing. The study makes use of a database on trade in value added for 22 agro-food sectors derived from the Global Trade Analysis Project (GTAP) database. The evidence presented in this paper suggests that aggregate value to the agriculture and to the economy overall from direct participation in trade and GVCs generates at least as much value as participation that relies on domestic downstream processing. Similar overall gains from primary exports are associated with greater volumes and the value created from ‘value addition’ to these exports – the embodied service and other inputs. Indeed, countries that specialise in primary exports have higher shares of service value added in these exports, with this also being a determinant of value growth for middle-income countries.

    Abstract: Preferential trading agreements are becoming a more common feature of the global agro food trading environment, a trend that has increased since the early 2000s. While they increasingly cover the majority of trade worldwide, there remains a question as to the extent to which their treatment of agriculture has changed over time, and whether the liberalising elements contained in these agreements are increasingly addressing distortions in world agro-food markets. This paper presents findings on the evolution of the treatment of agriculture within preferential trade agreements. Changes in various aspects of liberalisation achieved through these agreements have been explored, such as provisions related to market access, export competition and domestic support. The report finds that agriculture appears to be increasingly treated in a similar manner to other goods trade, with expansion in the scope of agreements extending to agriculture. Agreements are delivering reduced tariffs among members across the majority of agricultural commodities – however, heterogeneity of rules of origin between agreements is likely to be undermining these benefits. Reflecting multilateral rules, provisions related to Sanitary and Phytosanitary measures and Technical Barriers to Trade have become a standard feature of agreements. Overall, preferential trade agreements are strongly influenced by the multilateral framework.

    Abstract: How can policy makers successfully implement the policy changes needed to achieve greater economic, social, and environmental sustainability and resilience? This report combines lessons from the available literature, discussions with experts and stakeholders, as well as information on past policy change processes. Results suggest that, over the last decade, changes to fisheries policy have largely been triggered by the performance of the sector itself and how it is perceived, particularly with respect to resource management and to socio-economic outcomes. Other important factors stand out, in particular initiatives by people in charge of fisheries management and legal commitments to adopt changes. Macroeconomic and macro-political factors, however, appear to have had less impact on fisheries policy than on other policy domains. Key recommendations are proposed to facilitate policy change in the future through better use of data, commitment mechanisms, non-sectoral policies, and consultation processes.

    Abstract: The Long-term Agricultural Outlook model (LAO) is a long-run partial equilibrium trade model developed by the OECD as a complementary modelling tool to AGLINK-COSIMO, a more detailed partial equilibrium model used to develop ten-year projections for agricultural markets, as reported in the annual OECD-FAO Agriculture Outlook publication. LAO describes the drivers of structural changes in global supply and demand, provides a baseline of real agricultural prices, and can be used to situate short and medium term price projections in a longer-term context. The model is also suitable for performing scenario analysis of long-term issues concerning agriculture, such as the links between food security and climate change. The model structure is similar to that of AGLINK-COSIMO, which enhances comparability, but much simpler, with highly aggregated commodity and regional groupings. The simplified structure makes it possible to make use of data on productivity growth in a way not possible in more complex models, and to investigate the role of long term drivers of productivity growth, in particular research spending. It also facilitates a focus on key macro-economic drivers of agricultural market developments. This report details the motivation, structure, and development of the model, alongside initial outputs. The baseline results indicate a lowering of real agricultural prices in the long run, as growth in global supply outpaces growth in global demand.

    Abstract: Latvia, a member of the European Union since 2004, is a small, dynamic and open economy that has successfully transitioned from central planning to a market economy. The reforms undertaken have driven progress, although from generally low levels and at a slower pace in agriculture than for the economy as a whole. This report examines the conditions under which farms and businesses in the food and agriculture sector in Latvia undertake innovation to become more productive and environmentally sustainable. It identifies opportunities as well as challenges that need to be addressed. These include economy wide skills shortage, emigration and population decline and urban concentration of population and services. At the sectoral level, these include the use of agricultural payments to support a large number of non-commercial farms and the high level of unpaid farm labour. To meet these challenges, agricultural innovation can be harnessed to improve the sector’s productivity, as well as the sustainability and efficiency of the food system. This report provides a series of recommendations that should allow agricultural policies to contribute to a well-functioning innovation system that can meet the challenges that lie ahead.

    Abstract: This report presents OECD estimates of annual volumes of climate finance provided and mobilised by developed countries for developing countries in 2013-17. These estimates include bilateral and multilateral public finance, official-supported export credits and mobilised private finance. The underpinning accounting framework is consistent with the one used by the OECD in 2015 to produce estimates of climate finance for the years 2013-14, as well as that used in 2016 to produce 2020 climate finance projections. Furthermore, it is also consistent with the outcome of the UNFCCC COP24 on modalities for the accounting of financial resources provided and mobilised through public interventions.

    Abstract: Unlocking what drives tax morale – the intrinsic willingness to pay tax – can greatly assist governments in the design of tax policies and their administration, particularly in developing countries where compliance rates are low. This report builds on previous OECD research to identify some of the key socio-economic and institutional drivers of tax morale across developing countries, and seeks to test for evidence of the social contract by examining the impact of public services on tax morale. It also uses new data on tax certainty as an entry point to explore tax morale in businesses, where existing research is very limited. Finally, the report identifies a range of factors related to the tax system that may affect business decision making, how they vary across regions, and suggests some areas for future research. Overall, the report provides a range of suggestions for further work, and how tax morale considerations can be integrated into holistic tax compliance strategies.

    Abstract: The Sami have lived for time immemorial in an area that today extends across the Kola Peninsula in Russia, northern Finland, northern Norway's coast and inland, and the northern half of Sweden. The Sami play an important role in these northern economies thanks to their use of land, their involvement in reindeer husbandry, agriculture/farming and food production, and connection with the region’s tourism industry. However, in Sweden, as in the other states where the Sami live, the connections with regional development are often inconsistent and weak, and could do more to support the preservation and promotion of Sami culture and create new employment and business opportunities. This study, together with the OECD’s broader thematic work on this topic, provides actionable recommendations on how to better include the Sami and other Indigenous Peoples in regional development strategies, learning from and incorporating their own perspectives on sustainable development in the process.

    Abstract: Ce rapport analyse les barrières réglementaires à la concurrence dans le secteurs du transport de marchandises et du commerce de gros et de détail en Tunisie, afin d'aider les autorités tunisiennes à rendre la réglementation plus favorable à la concurrence tout en favorisant une croissance durable. Ce rapport est basé sur une évaluation des lois et réglementations en matière de concurrence menée par l'OCDE. Il élabore des recommandations visant à promouvoir un fonctionnement concurrentiel et efficace des marchés examinés. Il comprend également des estimations de l'impact que la mise en œuvre de certaines recommandations pourrait avoir sur l'économie.

    Abstract: This article sheds light on the role of subnational governments in health systems across OECD countries. The views in this article show a move away from traditional measures of decentralisation, such as the share of subnational government expenditure of total expenditure, to measures capturing a range of responsibilities in the health sector. The data comes from the 2017 OECD Survey on Performance Measurement Systems in the Health Sector and Responsibilities across Levels of Government. The results show that despite health representing a large sector of subnational government expenditure, central governments still have considerable decision-making power. This power applies to key policy-making and budgeting decisions.

    Abstract: This article presents the findings of the OECD Survey of Senior Budget Officials on Budgeting Practices from a 2017 survey covering the Asia and Oceania, and Central, Eastern and South Eastern European regions. The survey is part of the ongoing engagement between health and budget officials in the OECD’s regional networks and provides an comparable set of data to analyse and benchmark good practices in health budgeting. The results of the survey point to an increasing use of budgeting tools from developed countries and support continued engagement to improve budget activities and to meet future challenges of health systems.

    Abstract: This article looks at the application of performance measurement systems in the health sector across OECD countries. The data comes from the 2017 OECD Survey on Performance Measurement Systems in the Health Sector and Responsibilities across Levels of Government. The results show that the majority of countries have national performance measurement systems in place, covering multiple aspects of the health system. Despite varying objectives, measurement systems are usually aimed at improving performance of the health system, rather than at containing costs.

    Abstract: Measuring health care productivity is important as health is a large sector of the economy and with the majority of funding coming from public sources, the outlook for productivity growth is a critical factor in the debate about fiscal sustainability. The UK has over 20 years’ experience of measuring health care productivity. The UK measure of productivity is relatively comprehensive; measuring hospital, mental health and primary care services. It compares changes in the volume of quality-adjusted output with changes in the volume of quality-adjusted inputs. The productivity measure plays a role in budget setting, fiscal risk assessment and within the health system, hospital reimbursement. The UK experience has considerable strengths but also highlights some of the challenges of health care productivity measurement. Robust productivity measurement requires high quality, comprehensive data collected on a consistent basis over time. Even in a national health service this is challenging. The emerging evidence on allocative efficiency also highlights the importance of shifting the focus from the outputs of healthcare to outcomes. But, however productivity is measured, for fiscal sustainability the critical issue is how to realise potential productivity gains within the healthcare system and the mix of policy and managerial support needed to help the system optimise the trend rate of efficiency growth.

    Abstract: In this article we give a presentation of the Norwegian quality based financing (QBF) mechanism and our experiences with this financing mechanism. The article outlines the main features of the Norwegian health care system, and its financing mechanisms. We then focus in on the QBF with a description of the system and the main considerations on which the system is based. We give a short theoretical framework on how to design quality based financing systems, and show how the consequences can vary depending on the design of the system. The Norwegian system has been evaluated, and the main findings of this evaluation is discussed together with some tentative predictions about the future developments.

    Abstract: This article presents the main findings of two OECD Surveys of Senior Budget and Health Officials conducted in the Latin American and Caribbean region. The surveys help to understand the approaches to budgeting, and take account of the prominent role of agents in the health system across the region, including social health insurance agencies and subnational governments. The focus, however, is on the application of performance-orientated reforms to budgeting, and the extent to which countries in the region have adopted such reforms to improve the efficiency of health expenditure to achieve universal health coverage. The findings point to the use of performance and results-based budgeting in the region, along with new models of provider payment systems integrating performance measures.

    Abstract: In light of the many discussions advocating the use of pay-for-performance and performance budgeting, this paper argues that discouraging experience with both approaches should temper expectations that performance measurement can be a reform that will make health care systems more "sustainable" or even more efficient. The link between sustainability and efficiency is tenuous, and attention to performance is not new. Measurement's accuracy tends to be overstated and its costs understated or ignored. Nor does it easily lead to changed behaviour. Yet some measurement is useful for managing any complex activity. In particular, there are situations in which measures are more accurate and the proper responses to shortfalls are generally agreed. Policymakers should look for those conditions and encourage the more limited, targeted improvement that measures then can make possible.

    Abstract: The Sustainable Development Goals (SDGs) set a broad and ambitious programme for the world to achieve by 2030. With 17 Goals, underpinned by 169 Targets, the complex and integrated nature of the 2030 Agenda presents national governments with huge challenges for implementation. To assist countries, the OECD has developed a unique methodology allowing comparison of progress across SDG goals and targets. Based on the UN Global List of 244 indicators, this study evaluates the distance that OECD countries need to travel to meet SDG targets for which data is currently available. This 2019 edition of the study presents the latest results for OECD countries, both on average and individually, as well as new exploratory approaches to assessing progress over time and transboundary aspects of the SDGs. By providing a high-level overview of countries’ strengths and weaknesses in performance across the SDGs, this study aims to support member countries in navigating the SDGs and in setting their own priorities for action within the broad 2030 Agenda.

    Abstract: This paper develops theoretical and quantitative analysis to identify the potential synergies and trade-offs inherent in various policy instruments that address agricultural productivity, climate change mitigation and adaptation, and water quality objectives. The theoretical model used describes crop production choices made by farmers given different sets of government policies and whereby crop yields can be impacted by climate change. Quantitative results on the basis of Finnish data show that decoupled area payment appears to provide more trade-offs than other policy instruments as it increases greenhouse gas (GHG) emissions and nutrient runoff, and decrease total factor productivity and social welfare relative to a situation with no policy. Nitrogen fertiliser tax, a soil GHG emission tax, and a subsidy for green set-aside perform well with respect to all other objectives with the exception of adaptation to climate change. These policy instruments significantly reduce GHG emissions and nutrient runoff, and thus their social welfare performance is high.

    Abstract: The effects of six common forms of fisheries support are estimated using a bioeconomic model of the global fishery. The results show that all have the potential to provoke overfishing, to lead to fish stocks being overfished, to encourage illegal, unreported or unregulated (IUU) fishing and to increase fleet capacity, but that their effects can vary significantly both in scale and how they are distributed at the fleet level. The fisheries management system can mitigate, though not entirely eliminate, these impacts. Supports based on reducing the cost of inputs purchased by fishers provoke the greatest increase in fishing effort, with associated risks of overfishing. This includes fuel subsidies, which are also shown to deliver less than 10% of their value in actual benefits to fishers in some cases, making them the least effective means of transferring income to fishers of those evaluated. Payments based on improving fishers’ business operations provided the greatest benefit to fishers and had relatively less tendency to increase fishing effort. If only USD 5 billion in fuel support was converted into support of this type, fishers would see increased income of more than USD 2 billion, while at the same time reducing effort and improving fish stocks. Such a change would also provide relatively more benefit to smaller fishers.

    Abstract: The countries that compromise the Association of Southeast Asian Nations (ASEAN) have expanded their involvement in global agro-food trade through strong regional production growth and increasing consumer demands from population growth and higher incomes. Regional and international agro-food markets have thus become an important source of income and food for the regions producers and consumers. However, growth in trade has lessened in recent years with projections suggesting a further slowing over the medium term. This study explores the role that agro-food trade and participation in agro-food global value chains (GVC) has had on regional agro-food sectors and current barriers that are holding the region back from unlocking the full benefits of further integration into regional and global agro-food markets. It finds that although GVC engagement has increased regional agro-food growth between 2004 and 2014, gaps remain in the level of regional integration. Results from the analysis suggest that reducing the remaining tariff and non tariff barriers, and creating an enabling environment to allow agricultural producers to better access service inputs, will help spur sector growth and agricultural incomes.

    Abstract: This study explores feasibility of regional rice market integration by examining the impacts on production and trade, with a specific focus on the adjustment impacts for rice producers. It seeks to set out policy measures required to better integrate the rice markets of Association of Southeast Nations (ASEAN) countries and the role that trade policy can play to help the agricultural sector adjust to pressures created from freer trade in rice within this region. While regional rice market integration can deliver more rice at lower prices to the regions consumers, this study finds significant adjustments to the rice sectors will be required in Indonesia, Malaysia, and the Philippines. However, opportunities through lowering tariff barriers with existing key trading partners of free trade agreements has the scope to create more employment and value adding opportunities in all agricultural sectors to offset the losses from regional rice market integration. The study suggests a number of measures are necessary to build trust in regional markets to allow rice market integration to take place. This includes an agreement to ban export restrictions. Furthermore, while broader trade reforms will help create new opportunities for agricultural sectors across the ASEAN region, flanking policies and investments in the enabling environment are still required for the sectors to take full advantage of these opportunities.

    Abstract: This report aims to provide policy makers with a comprehensive examination of “project pipelines”, a common concept in infrastructure planning and investment discussions, and one which has become a focal point in countries’ efforts to implement their climate commitments. The analysis is structured around some basic but important guiding questions, including: What is meant by project pipelines? How can we characterise them? What concrete approaches and actions can governments and other public institutions take to develop project pipelines and mobilise private finance into these projects? This close look at pipelines suggests that they can only be as robust as the investment-ready and bankable projects that constitute them, as effective as institutions that deliver them, and as ambitious as the objectives to which they are linked. Through a series of case studies, the report highlights that while governments and public institutions are already taking actions to develop robust pipelines in a range of country settings, these pipelines nevertheless need to be strengthened significantly to meet long-term climate mitigation objectives. Good practices pioneered by the countries and actors in the case studies can provide models for governments to adapt and bolster their own efforts.

    Abstract: Southeast Asia’s exposure to increasingly frequent and intense weather-related disasters is a growing concern for agricultural producers of the region. This study reviews policy approaches to droughts, floods and typhoons in Myanmar, the Philippines, Thailand and Viet Nam in an effort to identify good practices and strengthen the resilience of the agricultural sector. The study assesses the risk exposure of this sector to weather-related disasters and reviews risk management policies using an OECD policy framework on the mitigation of droughts and floods in agriculture as a benchmark. The analysis reveals several priority areas to strengthen the resilience of the agricultural sectors in these four Association of Southeast Asian Nations (ASEAN) countries, including: 1) improving the prevention and mitigation components of disaster risk management by aligning policy incentives and by integrating risk-reduction measures into infrastructure planning and extension systems; 2) implementing and enforcing water allocation and water use restriction instruments to steer farmers towards more efficient water use; 3) enhancing the co-ordination of government and partner institutions' activities to enable a more timely response to disasters; and 4) improving the timely distribution of inputs, equipment and social protection measures like disaster-linked cash transfers to strengthen the capacity of farmers to recover from disasters.

    Abstract: This report looks at the fiscal, environmental and social impacts of energy subsidy reform in Moldova with a particular focus on energy affordability. Reduced value added tax (VAT) rate on natural gas consumption and a VAT exemption on electricity and heat consumption by domestic users represent the largest fossil-fuel consumer subsidies in Moldova. Reforming these will imply an increase of the VAT rate, which will lead to an increase of gas, electricity and heat tariffs for households, and will in turn affect household consumption levels, related expenditures and energy affordability. If reform measures are to work, they will need to be accompanied by a carefully-designed social policy to protect poor households.

    Abstract: Agriculture in Korea is under increasing pressure to meet changing domestic demand, improve its productivity to keep up with the country's competitive manufacturing sector, and become more competitive at the international level. To date, the government has offered extensive support to farm income via price support, direct payments, preferential tax treatment, and reduced input prices. However, a more comprehensive policy approach is required to address the low-income problem in agriculture, and a more comprehensive rural development policy is also required to create employment opportunities for the younger generation. Korea should explore its potential to export niche agricultural products and processed food that reflect its rich and unique food culture. To unleash the sector’s potential, agricultural policy should focus on improving the productivity and sustainability of commercial enterprises and develop the food processing sector. The country's agricultural innovation system should become more integrated and collaborative, benefiting from its strong competitive advantage in Information and Communication Technology (ICT).

Il évalue les avancées du pays en matière de développement durable et de croissance verte, et comporte des chapitres spéciaux consacrés aux déchets, à la gestion des matières et à l’économie circulaire, ainsi qu’à la biodiversité.     Abstract: Portugal’s services markets remain among the most heavily regulated in the OECD. Inland and maritime transports in Portugal are a vital part of the business environment, ensuring the movement of goods and passengers and inputs for the business sector. Regulatory restrictions limit the ability of firms to effectively compete in the markets, whether as providers or customers, while hampering innovation, efficiency and productivity. Against this backdrop, this report analyses Portuguese regulations for road, railway and maritime transport, and many ancillary services (such as vehicle inspection centres), as well as Portugal’s ports. The report examines 1 064 pieces of legislation and makes 417 individual recommendations for amending or removing restrictive provisions to improve competition, and makes a detailed inventory of the analysis underlying the work. Analysis of Portuguese legislation was complemented by research into international experiences and wide consultations with public and private sector stakeholders. The OECD recommendations aim to remove or modify the provisions to benefit businesses and consumers alike. This report identifies the sources of those benefits and gives estimates of their impact. Provided all recommendations are fully implemented, the benefit to the economy from lifting the barriers in the land and maritime transport sectors is estimated to be around EUR 250 million a year.

    Abstract: Recent mergers in the seed industry have led to concerns about market concentration and its potential effects on prices, product choice, and innovation. This study provides new and detailed empirical evidence on the degree of market concentration in seed and GM technology across a broad range of crops and countries, and analyses the causes and potential effects of concentration. It also explains how competition authorities have responded to mergers, and suggests policy options to help safeguard and stimulate competition and innovation in plant breeding by avoiding unnecessary regulatory barriers, by facilitating access to genetic resources and intellectual property, as well as by stimulating public and private R&D. As this study shows, policy makers have several levers besides competition policy to ensure an innovative and competitive seed industry.

    Abstract: This report examines how public stockholding policies related to rice in Asia can influence domestic and international markets. Following a review of the working of rice public stockholding programmes in eight Asian countries (Bangladesh, China, India, Indonesia, Japan, Korea, the Philippines and Thailand), the report examines the impacts of these programmes over the medium term (2018-2030) and analyses how these impacts would change should the selected countries collectively set their public stocks to either a low or high level. Results show that the strongest impacts would occur during the three-year transition period when countries adjust their public stocks to the new levels, but that there would also be structural impacts over the medium term, although at a lower intensity, on procurement, domestic and international prices, availability, private stock levels, and public expenditure. In the event of a global production shock, the model projects that the immediate impact on prices and availability would be less severe under the high public stock scenario, but that recovery would be faster and public expenditure lower when countries hold smaller public stocks.

    Abstract: Are tax incentives the best way to encourage people to save for retirement? This publication assesses whether countries can improve the design of financial incentives to promote savings for retirement. After describing how different countries design financial incentives to promote savings for retirement in funded pensions, the study calculates the overall tax advantage that individuals may benefit from as a result of those incentives when saving for retirement. It then examines the fiscal cost of those incentives and their effectiveness in increasing retirement savings, and looks into alternative approaches to designing financial incentives. The study ends with policy guidelines on how to improve the design of financial incentives to promote savings for retirement, highlighting that depending on the policy objective certain designs of tax incentives or non-tax incentives may be more appropriate.
