    Abstract: Argentina is characterized by low levels of private credit and persistent labor market rigidities. Furthermore, financial development remained stagnant in Argentina even during episodes of fast economic growth, in stark contrast with the experience of sustained growth accelerations around the world. The goals of the paper are twofold. Firstly, it is concerned with quantifying the productivity losses associated with such low levels of private credit penetration and characterizing its implications for different subsets of firms in the economy. The latter is important in light of various policy interventions aimed at mitigating the impact of low access to credit based on firm-size thresholds. Secondly, it studies the dynamics of hypothetical reforms to credit markets in a context of rigid labor markets, which seems to be the adequate scenario in which structural reforms will have to be implemented, given the stickiness that labor market regulations have shown to reform efforts in the past. It finds sizable productivity losses from financial frictions, in the order of thirteen percent. At the micro level it finds that it is the youngest firms, whose average marginal return to capital is far above the riskfree rate in the economy, that are more prone to become financially constrained. Turning to reform scenarios, we investigate sudden reforms that are implemented abruptly and more plausible reform paths that gradually dismantle financial frictions. In the former, productivity and the investment rate rise sharply on impact, while it also does the rate of unemployment, going from five to almost twelve percent. In the latter, the rise of unemployment is more gradual and less sharp, peaking at seven percent. On the flipside, the investment rate declines on impact, although the contraction is short-lived

Climate change poses considerable systematic risks, thus needs to be urgently integrated into macroeconomic policy and planning. Harness transition opportunity invest in resilient infrastructure and create market for low-carbon technologies to boost growth and strengthen the macro investment climate. Implement carbon tax effectively and raise policy ambition, supported by a fiscal framework conducive for climate investments, as well as invest tax revenues to support just transition.     Abstract: In March 2018, the World Bank finalized an agreement with Central Agency for Public Mobilization and Statistics (CAPMAS) to conduct a demand survey for housing across Egypt. The survey consisted of a sample of 10,300 households across eight governorates. The inclusive housing finance program supports several aspects of the government's social housing program, including financial aid to low-income households to help them access housing. This aid comes in the form of a subsidy that either complements the down payment and the repayments in the first years of a mortgage loan or contributes to the payment of the rent in the public or the private sector. The Government of Egypt asked the World Bank to advise on conducting a housing demand assessment to understand the differential demand for rental and ownership housing by different income and employment groups and for different types of houses, locations, and regions.     Abstract: Adequate investment in human capital development is critical for enabling Bangladesh to reach its goal of becoming an upper middle-income country. Bangladesh, currently a lower-middle country with an annual per capita gross national income (GNI) of USD 1,470 (WDI 2019), aims to attain upper-middle income status by 2021 and eliminate poverty by 2030. Recognizing the importance of investing in education for building its human capital base, the government of Bangladesh (GoB) has been allocating a large portion of the national budget to the education sector each year during the past two decades. Effective utilization and equitable distribution of allocated public spending is important for ensuring adequate progress in education outcomes. This report analyzes major spending and outcomes trends in the overall education sector in recent years, with a focus on primary and secondary education. Responding to the recommendation of the 2015 Bangladesh Public Expenditure Review Update for more analytical work on public spending in different sectors, including education, the current study analyzes the trends in major education expenditures, access to education, quality of education, and disparities in education outcomes in the past two decades. It also looks at the composition of education expenditure, consistency between budget allocations and actual expenditures, equity in education spending, and potential links between spending and key educational outcomes. Because of data limitations, this report focuses mainly on primary and secondary education. It is expected that this analysis will add to the literature on investments in the Bangladesh education sector and inform discussions on identifying policy priorities and making resource allocation decisions in the sector

    Abstract: The Philippine payment, clearing, and settlement infrastructure consists of systemically important financial market infrastructures and retail payment systems. The Philippine payment and settlement system (PhilPaSS) was implemented in 2002 and is operated by the payments and settlements office (PSO) of Bangko Sentral ng Pilipinas (BSP) and the oversight function is with the payment system oversight department (PSOD) of BSP. The rules and regulations for implementation of the national payment systems act (NPSA) have to be notified by the BSP on an immediate basis to provide a high degree of certainty for payment systems in Philippines, including each material aspect of PhilPaSS' activities. The BSP should obtain the approval of the Monetary Board (MB) for the operations of PhilPaSS as laid down under section 8 of the NPSA. It is recommended that BSP issue necessary secondary legislation under the NPSA covering the registration of payment systems. In order to ensure that the current governance framework adequately represents the interests of the relevant stakeholders in PhilPaSS, BSP may take suitable measures such as considering stakeholder representation in the Board Risk Oversight Committee (BROC) or in the digital payments transformation steering committee (DPTSC) for direct participants or alternately constitute user committees and undertake a public consultation process. The MB should establish a clear, documented risk-management framework that includes the PhilPaSS' risk policy, assigns responsibilities and accountability for risk decisions, and addresses decision-making in crises and emergencies. It is accordingly recommended that: (i) the enterprise risk management (ERM) framework to include legal risk, credit risk, liquidity risk, settlement risk, custody risk, and reputational risk for PhilPaSS, apart from operational risk; and (ii) consider strengthening the BROC to enable it to also function as a risk committee for PhilPaSS in addition to its existing role

    Abstract: The Philippines corporate debt and equity markets will need to grow to provide alternative financing sources to support the strongly growing economy and emphasis on infrastructure spend. Capital markets deepening will be an essential pre-requisite for the country's continued economic development. Well-functioning capital markets ensure the optimal allocation and pricing of capital. This enables retail and wholesale pools of capital to be efficiently deployed in a manner that maximizes returns for such owners of capital against their risk profile. Furthermore, there are a number of technical and operational issues that can be addressed, that can significantly improve the enabling environment for and functioning of the capital markets. The result of these factors has been a lack of focus in policy development and implementation that has hampered capital market development. Key issues include: a lack of commitment to reform from key stakeholders that has impeded the development of markets and market infrastructure; an onerous tax environment that has deterred issuance and investment; a continuing need to improve investor confidence by strengthening the quality of supervision and enforcement for market intermediaries and market operators; cumbersome regulatory requirements and processes around issuance, particularly debt issuance; and outdated and inefficient trading and post-trading infrastructure, and governance concerns regarding market operators. In order to effect meaningful change, a capital markets champion is required. This champion should be cognizant of the relevance of capital markets to the country and possess the will and vision to drive legislative, regulatory, and tax reforms. In addition, a commitment to initiate a change in the ownership and governance of key exchanges and enforce policy against entrenched interests will provide considerable impetus for development

The declme reflectsa contraction in one large economy, which more than offsets growth in other countries. In the mediumterm, the World Bank expects real GDP in the MENA to grow at 3.4 percent and 2.7 percent in 2020and 2021, respectively. The expected upswing is partially driven by ongoing policy reforms, as wellas reconstruction efforts in some countries. However, MENA's modest recovery will be insufficientto change its historically low growth in per capita GDP. External factors are unlikely to pull the regionout of its low-growth equilibrium. In addition, many countries in the region have persistent currentaccount deficits. A recent deterioration in external balances across MENA constrained the region'sability to finance these deficits. Although the region has a low risk of experiencing sudden reversalsin capital inflows in the short run, structural reforms capable of raising aggregate labor productivityare urgently needed to gradually reduce external imbalances.     Abstract: Because malnutrition in early life significantly affects the physical and mental development of children, addressing malnutrition is fundamental to the development of Vietnam's human capital. Economic development of the nation depends on the strength, resilience, and intelligence of its workforce. Governments dedicate millions of dollars annually to health and education, recognizing that individual losses in productivity may run as high as 10 percent of lifetime earnings and that as much as 11 percent of GDP could be lost each year in Asia and Africa due to undernutrition.The ethnic minority groups living mainly in the northern midlands and in the mountainous and central highlands regions are consistently more undernourished than the Kinh majority. Despite decreases in stunting, the prevalence of stunting among ethnic minority children is still twice that in the Kinh ethnic group. There has been an overall decline in wasting of 1.7 percent between 2000 and 2011, although only the richest quintile showed a significant reduction (3.4 percent). These data, along with an overall decrease in the prevalence of wasting and stunting, indicate an increase in nutrition inequality between 2000 and 2011. Moreover, it is noteworthy that the ethnic minority groups constitute the majority of the undernourished populations in most of the 10 provinces with the highest rates of stunting among children under 5 years old.This analytical report describes the very high rates of malnutrition among ethnic minority populations in Vietnam. It assesses the determinants and causes, using a causal framework and systems analysis; reviews current commitments and policies directed at reducing disparities in malnutrition; examines implementation of nutrition-specific and nutrition-sensitive interventions, particularly those that require multisectoral coordination and collaboration; draws conclusions based on the analysis; and recommends how policies and programs can be strengthened to reduce inequities and fulfill the economic potential of all ethnic groups

Although the report finds some evidence that multiple political parties in control of the legislature is associated with better PFM performance, the report finds the need to further refine and test the theories on the relationship between political institutions and PFM.The report addresses the question of the outcomes of PFM systems, distinguishing between fragile and nonfragile states. It finds that better PFM performance is associated with more reliable budgets in terms of expenditure composition in fragile states, but not aggregate budget credibility. Moreover, in contrast to existing studies, it finds no evidence that PFM quality matters for deficit and debt ratios, irrespective of whether a country is fragile or not.The report also explores the relationship between perceptions of corruption and PFM performance. It finds strong evidence of a relationship between better PFM performance and improvements in perceptions of corruption. It also finds that PFM reforms associated with better controls have a stronger relationship with improvements in perceptions of corruption compared to PFM reforms associated with more transparency.The last chapter looks at the relationship between PEFA indicators for revenue administration and domestic resource mobilization. It focuses on the credible use of penalties for noncompliance as a proxy for the type of political commitment required to improve tax performance. The analysisshows that countries that credibly enforce penalties for noncompliance collect more taxes on average

    Abstract: South Africa's much anticipated economic rebound in 2018 did not occur. While substantial efforts by the authorities to strengthen governance of public resources and stabilize the fiscal situation helped the economy to not contract further, economic growth remained tepid with a technical recession (two successive quarters of negative economic growth) in the first half of 2018. GDP growth is expected at below 1 percent in 2018, down from an already low 1.3 percent in 2017. A number of exogenous factors contributed to this poor growth performance. Domestically, climate variations such as a prolonged drought in the Western Cape where harvests were delayed exerted a huge toll on agricultural production. Externally, mounting trade tensions between the United States and China, and tightening global financial conditions contributed to slowing the pace of foreign financial inflows to South Africa while lessening the demand for its exports. Rising world oil prices also exerted strong pressure on the balance of payments and domestic prices, depressing private consumption. These negative developments, however, do not conceal the fact that South Africa's growth challenge is deep-seated and largely structural. To grow faster and sustainably, the economy will need to be more inclusive, requiring the participation of a greater share of the population mainly through job creation. Furthermore, persistent inequality of income and of opportunity will continue to raise pressures for redistribution of limited resources that are drawn from a small tax base. Radical policy demands are more likely in a stagnant economy, fuel policy uncertainty and deter private investment. At the Presidential Jobs Summit and the South African Investment Conference held in October 2018 agreements were made on actions that are expected to enable job creation and to attract higher levels of investment, including interalia, education and skills interventions, and initiatives to reduce policy uncertainty on land reform, mining and black economic empowerment

    Abstract: Only 58 percent of Georgian women ages 15 and above participate in the labor market, a slightly higher share than the Europe (51 percent) and Organisation for Economic Co-operation and Development (OECD) (51.3 percent) average but 20 percentage points lower than the share among men in the country. Moreover, the gender gap in labor force participation has been constant and around 18 to 20 percentage points over the last decade. Married women living in households with children under age six are at a higher disadvantage in the labor market; only 50 percent of them participate in the labor force compared to 84 percent of men with similar characteristics.The conflicting demand on women's time for care and work activities represents a fundamental barrier to economic participation and generates a vicious circle of low labor market attachment and prominence of the care provider role that leads to increased vulnerability and gender-based inequalities. About 60 percent of working-age women not looking for a job in Georgia cite family responsibilities as the main reason (the share is 67 percent among married ones). In the case of men, this percentage is 21 percent. Georgia cannot afford to underutilize a large share of women whose lifetime productivity in the labor market is currently reduced by informal and at-home care provision. In fact, for Georgia, it has been estimated that differences in labor market activity rates between men and women amount to potential economic losses in gross domestic product per capita of approximately 11 percent (Cuberes and Teignier 2016a, 2016b). Policy options to appropriately address the challenges identified in this note include the expansion ofpublicly and privately provided childcare centers in both urban and rural areas, establishment ofeducation and accreditation programs to prepare caregivers and care entrepreneurs, development of aplan to increase quality of services with attention to costs, and design of eldercare system considering the impacts on care recipients, the active aging promotion objective of age-related policies, as well as the impacts on informal and family care providers and their ability to contribute to sustained economic growth

Statedominance is also reflected in the existence of a large number of state-owned enterprises (SOEs).However, the dependence on hydropower has resulted in a weak private sector and also createdmacroeconomic vulnerabilities.     Abstract: Although decelerating from 6.9 percent the previous year, economic growth in 2018 is estimated to remain robust at 6.5 percent. The slowdown in growth in 2018 has been partly due to a combination of the following domestic factors : (i) the severe floods that hit the country during July - September 2018, which adversely affected agricultural production and damaged infrastructure in several provinces; (ii) the weak performance of the mining sector despite higher commodity prices; and (iii) continued fiscal consolidation, which contributed to slower credit growth. These downside factors offset the gains from the industry sector driven by the expansion of construction activities and electricity exports, coupled with robust growth in wholesale and retail trade. There is evidence of increasing job creation between 2010 and 2017. According to the 2017 Labor Force Survey, wage jobs are estimated to have gradually increased since 2010. This has resulted in 28 percent of households situated mostly in urban areas reporting an increase in income. As a result, ownership of consumption goods among the more affluent households increased faster than in poorer, mainly rural, households. Therefore, while poverty is still expected to decline modestly, inequality is likely to have increased. The government intends to remain on the path of fiscal consolidation, with the deficit estimated to decrease to 4.7 percent of GDP in 2018 from 5.3 percent in 2017, owing to some improvement in revenue collection and expenditure restraint. Improved revenue performance has been primarily driven by higher excise revenues due to increasing oil imports coupled with a higher price of oil. Other drivers include an increase in income taxes, dividend earnings, and other non-tax revenues. Strengthened revenue administration, such as the use of electronic tax payment platforms, has also supported revenue mobilization for certain tax types. Public outlays have been rationalized through tighter control of the public wage bill and downward adjustment of non-wage current spending. These measures offset higher interest payments and the increase in capital spending financed by external loans. Fiscal consolidation is estimated to have slowed the accumulation of public debt in 2018, though not enough to reverse the rising debt-GDP ratio, which is estimated to increase from 60.1 to 60.6 percent of GDP between 2017 and 2018

    Abstract: After experiencing exceptional economic growth in the 2000s, Kazakhstan's economy has slowed sharply since the global financial crisis, putting development achievements at risk. The economic slowdown has been caused by sharply lower commodity prices, and structural degradation of the economy. Kazakhstan's productivity growth has steadily fallen over the past two decades. Falling within-sector productivity improvements are the driving force behind Kazakhstan's productivity slowdown. The private sector is significantly constrained and does not exhibit many important features of healthy private sectors worldwide. Empirical evidence suggests that business entry rates are relatively low in Kazakhstan, even controlling for the structure of economy. The evidence shows that new (and small) firms are more productive than older (and larger) firms. The corrosive patterns must be corrected to revive productivity, which is essential for higher economic growth - since higher investment cannot substitute for productivity growth in the long run. The first policy imperative is to level the playing field for all firms - well-connected or otherwise. The second policy is to strengthen the rule of law and to deal more aggressively and comprehensively with corruption. Third, the governments will need to introduce structural changes in the economy to boost private investment and reduce a disproportionately large role of the state in the economy

If other objectives, such as farm incomes, jobs, water security, were considered as important as producing more of wheat and cotton in Uzbekistan, the farmland use structure will have looked differently. This report offers an example of more balanced allocation of farmland, which can increase agricultural production by 51 percent, employ 16 percent more people in primary agriculture, and save 11 percent water by 2030. All this can be achieved without undermining food security (for example, wheat supply) and development of textile industry. Outlooks are subject to uncertainty and the identified gains may not be necessarily realized. Yet, the benefits of more balanced farmland use are too large to be ignored for the future of agriculture development in Uzbekistan

    Abstract: Cambodia's openness to trade and financial flows has fueled one of the fastest credit growth episodes in Asia.A remarkable expansion in formal microfinance lenders contributed to increased access to credit. Since the promulgation of the National Strategy for Microfinance in 2007, Cambodia's microfinance sector has expanded rapidly, with both assets and credit growing at annualized rates of over 40 percent. While access to credit has helped ease financial constraints for households, one key concern is how the cost of credit and increased exposure to risk might affect household welfare. At the household level, low financial literacy could result in poor borrowing decisions and heighten risks. There are concerns that households may be over-borrowing and increasing their exposure to risks, as there are signs that the market is already highly saturated, given estimated absorption capacity at this level of development. This policy note assesses the impact of access to credit on household welfare in Cambodia and providesevidence on the drivers of the cost of credit in the microfinances sector. To fill the existing knowledge gaps, this policy note uses the latest available data from official sources to provide evidence on (i) the impact of microcredit on household welfare, (ii) profitability and cost of credit in the microfinance sector, and (iii) the effects of the interest rate cap in the sector. This note ultimately presents a series of policy options aimed at facilitating affordability and reducing the cost of credit, while maintaining sector profitability and minimizing risks (both for households and the financial system).     Abstract: West Africa's coastal areas host about one third of the region's population and generate 56 percent of its GDP. They are home for valuable wetlands, fisheries, oil and gas reserves, and high tourism potential. However, these areas are affected by severe pressures: rapid urbanization along the coast has increased the demands on land, water, and other natural resources; man-made infrastructure and sand extraction have contributed to significant coastal retreat; moreover, climate change and disaster risks are exacerbating these threats. As a result, coastal areas are undergoing alarming environmental degradation leading to deaths (due to floods, air and water pollution), losses of assets (houses, infrastructure) and damages to critical ecosystems (mangroves, marine habitat). This study estimates in monetary terms the Cost of Environmental Degradation (COED) in the coastal areas of Benin, Cote d'Ivoire, Senegal, and Togo. Specifically,it values the impacts of degradation that occur during one year, as a result of three major factors: flooding, erosion, and pollution (from water, air and waste). The final results are expressed in 2017 prices. They are reflected in absolute (USD) and in relative terms, as percentage of the countries' GDP. Overall, the COED of the four countries is estimated at about USD 3.8 billion, or 5.3 percent of the countries' GDP in 2017. Flooding and erosion are the main forms of degradation, accounting for more than 60 percent of the total cost. Moreover, coastal degradation causes over 13,000 deaths a year, primarily due to air and water pollution, and to floods

    Abstract: Tanzania became one of the first low-income countries to abolish fees for lower secondary education (grades 8-12) in 2015. One of the pledges of a new, reformist government, the policy built on the country's previous experience of abolishing primary fees in 2002. The new Fee-Free Basic Education Policy (FFBEP) extended the abolition of formal fees to lower secondary education, and prohibited both primary and lower secondary schools from levying informal fees, such as for inspections. The introduction of FFBEP has already enabled a large increase in the proportion of students entering primary school, and the proportion transitioning to secondary level. Over the next few years more than a million additional lower secondary places will be required to meet the increase in demand. This rapid expansion of lower secondary education is a boon for access and an important step for Tanzania to achieve its goal of attaining middle-income status by 2025. However, such a pace of expansion poses a significant fiscal challenge. Careful planning is required at this stage to develop a model of lower secondary education which can be scaled up in a sustainable way. In partnership with the government of Tanzania, the authors have developed a simulation model to estimate the fiscal impacts of various policy parameters with relevance to the implementation of FFBEP at lower secondary level. The findings presented in this note are based on the simulation tool developed for use by the government

    Abstract: There is a growing body of literature exploring the skill content ofjobs. This article contributes to this research by using data on thetask content of occupations from developing countries, instead of US data as most existing studies do. It finds that US-based indexes do not provide a fair approximation of the levels, changes and drivers of the routine cognitive and non-routine manual skill content of jobs in developing countries. The authors also uncover three new stylized facts. First, while developed countries tend to have jobsmore intensive in non-routine cognitive skills than developing ones, income (both in growth and levels) is not associated with the skill content of jobs once other factors are accounted for. Second,while ICT adoption is linked to job de-routinization, international trade is an off setting force. Last, ICT adoption is correlated with lower employment growth in countries with a high share of occupations intensive in routine tasks

Financial inclusion focuses on ensuring everyone has access to useful and affordable financial products and services, including transactions, payments, savings, credit, and insurance. The emerging field of financial technology (fintech) can help address barriers to financial inclusion in the water sector while potentially reducing or eliminating the need for subsidy. Fintech solutions already address some of the needs of developing-nation households-applications include payments and mobile money, pay-as-you-go (PAYG) models, insurance technology (insurtech), and virtual banks. This paper explores how fintech can support expansion of market-based solutions for water, sanitation, and irrigation, identifying several use cases where fintech is already being used to address financial inclusion and access to water.     Abstract: The economic growth outlook remains positive. The country's economic growth is projected to reach6.4 percent in 2019 and slightly edge up to 6.5 percent in 2020 and 2021, as inflation is expected to decline, and spending due to the upcoming midterm elections is likely to boost private consumption growth. Public investment growth is expected to be tempered in the first half of 2019 due to delays in approving the public budget, and is projected to recover in the second half of 2019. Export growth will likely remain weak, as global economic and trade growth are projected todecelerate in the near term, due to persisting trade tensions. The further strengthening of the U.S. dollar, possible increases in U.S. interest rates, and geopolitical uncertainties continue to be the main external downside risks to the economic outlook. Key short-term priorities to sustain the Philippines' rapid economic growth include prudently managing fiscal and current account balances and adopting policies to preserve consumer and business confidence. As the government continues to expand public investment to address the country's infrastructure gap, it is crucial toraise additional revenue to preserve fiscal sustainability, particularly as financing conditions may tighten globally. In addition, the trade deficit is estimated to remain wide, as export growth will likely stay weak while import growth is expected to accelerate. Given that global financing conditions may tighten, the government needs to closely monitor the performance of remittances, service exports, and foreign direct investment to prevent an external funding gap. In the long term, in addition to sustained efforts to build human capital, initiatives to address structural constraints are needed to accelerate inclusive growth. Improved market competition, accelerated investment, and improved labor market conditions to boost both productivity and economic growth will be essential. This calls for urgent actions on a couple of policy initiatives including revisiting foreign participation in the domestic market, implementing reforms to improve doing business, and reducing non-tariff barriers to boost trade. For instance, passing the Public SectorAct Amendment bill will entice foreign investments and bring competition to the transportation andtelecommunications sectors that are key backbone services whose efficiency directly affects overall productivity

    Abstract: Nigeria's emergence from recession remains slow: real GDP grew by 1.9 percent in 2018. While this was above the 0.8 percent growth of 2017, it was below the population growth rate, government projections and pre-recession levels. The oil and gas sector reverted to contraction from the second quarter of the year and the non-oil economy was thus the main driver of growth in 2018. While agriculture slowed down significantly due to conflict and weather events, whose effects were not counteracted by direct interventions by the Central Bank of Nigeria (CBN), non-oil, non-agricultural growth, which remained negative up to the third quarter of 2017 strengthened through 2018 - but remained weak - with services (primarily ICT) resuming as the key driver. As the oil sector is not labor-intensive, and the non-oil economy was still relatively weak, nearly a quarter of the work force was unemployed in 2018; and another 20 percent under-employed. With 3.9 million net entrants into the labor force (now 90.5 million people) during 2018 (up to September) (4.5 percent growth), but virtually no growth in the stock of jobs, unemployment rose by 2.7 percentage points since end-2017, and more than doubled compared to the pre-recession levels (9.9 percent in Q3 of 2015)

    Abstract: This Public Expenditure Review (PER) was prepared by the World Bank at the request of the Ministry of Finance of Cabo Verde. With a debt-to-GDP ratio of 126 percent in 2017, Cabo Verde is the most indebted country in Sub-Saharan Africa. The country is also at a high of risk of external debt distress. As part of fiscal consolidation efforts to reduce debt, this PER identifies measures to boost fiscal revenues and improve the efficiency of public spending with emphasis on health and education. The report recommends tax policy measures to stem revenue loss from ineffective tax expenditures while strengthening revenue administration and tax compliance. There is space to reduce spending inefficiencies on goods and services, wages and salaries yielding potential fiscal savings. Investment in human capital is prioritized in Cabo Verde but there is scope to improve efficiency and outcomes. In education, reducing repetition rates and addressing human resources issues are key to avoiding waste and improving outcomes. In health, the report recommends measures to improve the allocation of resources to health units. If implemented, these measures could result in combined fiscal savings of at least 2.5 percent of GDP. Finally, continued rationalization of central government fiscal support to State-Owned Enterprises (SOEs) is required to support a gradual reduction of the debt-to-GDP ratio over the medium term. The report includes five chapters. Chapter one discusses the key drivers of fiscal balances and public debt in Cabo Verde and explores different options to put debt on a downward trajectory. Chapters two and three analyzes in detail the respective performances of fiscal revenues and spending over 2010 to 2017. Chapters four and five reviews public spending in the health and education sectors with emphasis on efficiency. Equity issues as also covered in chapters four and five

    Abstract: Bangladesh made a number of laudable development achievements in the early millennium but can and should do more to improve human capital and the wellbeing of its population. Coupled with impressive achievements in poverty reduction and economic growth are meeting many of the Millennium Development Goals (MDGs)-such as reaching nearly universal access to primary education, gender parity in primary and secondary education, ensuring food security, lowering infant, child, and maternal mortality rates, improving immunization coverage, and increasing access to improved water sources. Nurturing a child's early years can help nations boost human capital to become more diverse, competitive economies. Improving early childhood development requires multi-sectoral action. Advancements in early childhood development will not be possible without improvements in water, sanitation, and hygiene (WASH). This report will discuss several analyses that demonstrate the importance of WASH in nurturing the early years. The report begins with an examination of progress in achieving human development outcomes, many of which are specifically used to measure early childhood development and human capital. The next section will present a poverty risk model used to measure differences in WASH-related disease burden among wealth groups and populations with and without access to basic water and sanitation services. The third section discusses WASH deprivations in community health centers that reduce quality of care, and the fourth section measures the unique environmental exposures from inadequate WASH faced by slum dwellers, an often neglected yet high-risk population for poor health and undernutrition. The proceeding four sections then present original econometric analyses linking various components of WASH to childhood stunting, early childhood skills, infant mortality, and school enrollment. The final section concludes and provides recommendations on how Bangladesh's WASH sector can prioritize the early years in future investments

    Abstract: The people of the South Caucasus aspire for their countries to become strong middle-class societies, and they are on track to make that aspiration a reality. Two decades of social and economic progress have changed the societies of Armenia, Azerbaijan, and Georgia. The notable improvements that people in the region have experienced are reflected in better living standards that allowed poverty to be reduced by half in the 12 years between 2005 and 2017. Yet, to consolidate middle-class societies, the governments of the South Caucasus need to do more to achieve the stability and resilience enjoyed by their more advanced peers in Europe and Central Asia. Sustainable economic growth, poverty reduction, and shared prosperity require that the full potential of all geographical and administrative areas, population groups, and economic sectors be realized. This boo analyzes spatial, social, and economic mobility in the South Caucasus. The book argues that Armenia, Azerbaijan, and Georgia have not yet integrated important geographical areas and population segments in full economic participation and social development. Economic gains have not been uniformly and equitably translated into greater welfare and opportunity among all households and individuals. The main conclusion is that sustainable growth, poverty reduction, and the consolidation of the middle class require that the institutional and physical foundations of greater and more equitable economic and social mobility be secured in the South Caucasus. Understanding and removing the constraints to the development of lagging districts; leveraging opportunities for agglomeration; linking geographical areas, peoples, and markets; fostering equality in access to better jobs; and making sure that high-quality education and basic services are available to all individuals and areas are crucial

    Abstract: Tanzania's wealth per capita has declined because its rapid population growth has outpaced investment. This decline in wealth is almost entirely accounted for by its '*renewable natural capital'* loss, consisting of the country's agricultural land, cropland, forests, forest products, and protected areas. The country's human capital per capita is stable while its physical capital per capita has risen by 13 percent. Yet its degrading natural capital base clearly illustrates the magnitude of its sustainability problem: the total renewable natural capital per capita has fallen by 35 percent over the past 20 years, whereas the non-land renewable natural capital per capita has declined by 47 percent (that is, almost halved in 20 years). Tanzania cannot afford another 10 years of the same negative trends in resource degradation. The opportunity Tanzania faces is to reconcile the use of natural resources to meet the demands of the population and economy with the need to maintain functioning ecosystems. Reaching this balance will catalyze sustained growth. However, the current trend in the use of natural resources is not sustainable, leading to persistent degradation and loss of ecosystems, which constitute the main cause of the natural capital. This CEA has identified spatially and temporally differentiated approaches and solutions toward ensuring sustainable resource management for long-term use

    Abstract: The study aims to understand the constraints to women's equal participation in the roads sector inMalawi to inform the development of interventions to promote gender equality in the sector. The study adopts a career cycle approach that allows to identify and describe the barriers to career progression for women in the roads sector at each stage in the career cycle focusing on: attraction, selection, retention, and advancement. The study employs qualitative research methods consisting of focus group discussions with women and girls along the career cycle in the roads sector and key informant interviews. The study has yielded insights into the multiple and overlapping factors embedded in the socialization, learning and hiring processes that result inhigh rates of attrition of women in the engineering and roads-related technical field at different stages of the career cycle, often called the '*leaky pipeline'* in policy discussions about women in STEM. From secondary school through university and vocational schools, female students report less confidence and aspiration in engineering and vocational training in the roads sector. At the selection stage, women face gender bias in hiring and difficult work environment, representing an exodus of talent among women who could otherwise become the next generation of architects, engineers, and roads sector contractors. At the retention and advancement phase women confront a difficult work environment where women are sidelined from career advancement opportunities, face sexual harassment and have difficulty balancing work and family obligations in a sector wheremany of the opportunities are in remote locations. The roads sector in Malawi offers opportunitiesfor women: opportunities in the forms of generating substantial incomes, designing transport infrastructure to foster socio-economic development, and providing role models for the young women of the future. Increasing the gender balance in the roads sector requires a comprehensive and multi-sectoral approach and one that needs to address the underlying causes that subtly results in gender stereotypes and gendered occupational cultures and career choices. The table summarizes the key study findings and core set of actions to help women overcome the obstacles at different stages of the career cycle targeting women at all age groups

    Abstract: This note analyzes household survey data and firm-level data to measure gender gaps in employmentoutcomes over the past 15 years and shed light on the degree to which economic growth has translated into more and better jobs for men and women, and the relative impact on each group. The analysis relies primarily on micro-level data from the annual Encuesta Permanente de Hogares for 2001 through 2016, the Encuesta Continua de Empleo for 2010-2014, the Censo Economico 2011, a census of firms, and the 2015-16 Encuesta de Empresas, a follow-up firm survey. Patterns in labor supply and its correlates will be examined using household-level data, and the analysis will consider how gender and other worker characteristics are related to labor market outcomes. In addition, this note explores the degree to which private sector labor demand and firm productivity differ by gender; this is done using firm-level data to examine the drivers of firm performance and employment growth. The remainder of this note is structured as follows. Section 2 examines recent socio-demographic trends that have affected the number of women entering the labor market in Paraguay. Section 3 looks at gender differentials in labor market outcomes relating to work status, sector of employment and earnings, inter alia.     Abstract: The societal need for more accurate and reliable weather, climate, and hydrological information is growing fast as population density and migration increases and climate change takes place. Nowhere is this need more acutely felt than in low- and middle-income countries (LMICs). The four environmental risks all have a higher-than-average likelihood of occurrence and are tangibly affecting human well-being, including health and economic prosperity. How can these environmental risks be reduced, and losses avoided? Because weather, climate, and the water cycle know no national boundaries, international cooperation is essential for people and society to get timely access to high quality and actionable information to mitigate the threat of meteorological and hydrological hazards. This international cooperation takes place in what is called the Global Weather Enterprise (GWE), a term coined to describe the totality of activities by individuals and organizations to enable weather information to be created and provided to society. The GWE is a supreme exemplar of the value of international cooperation, public-private management, and scientific technological know-how.     Abstract: Greece's current pension system relies almost exclusively on the state and remains staunchly pay-as-you-go (PAYG) and defined benefit (DB). This paper offers a radical proposal for change: (i) a new multi-pillar notional and financial defined contribution (NDC and FDC) pension system for all generations first insured after 1993, with contribution rates for primary pensions reduced by 50 percent; and (ii) a transitional system for those first insured before 1993. The proposal's robustness is tested actuarially for the period up to 2060. Though financing the legacy cost would be challenging, the quantitative exercise indicates that a radical pension reform, especially if implemented as a part of an overall recovery package, could set the country on a more favorable growth trajectory

    Abstract: Afghanistan has been in protracted conflict for almost four decades, with direct implications on progress towards development objectives. This context of recurring episodes of violence and insecurity, economic and political instability, and the consequent displacement of populations within and outside the nation's borders has important implications on the landscape of data and evidence available for the design, implementation, monitoring and evaluation of interventions and programs, and their timeliness and relevance. Afghans represent the world's largest and most protracted refugee population, with an estimated 3.5 million people currently living abroad as refugees for more than four decades. Given the large disparities in poverty incidence and high levels of inequality within Afghanistan, the knowledge of living standards at more disaggregated geographical levels of districts and nahias could help inform policy design and improve decision making at a sub-province level. Therefore, poverty mapping, which aims at estimating poverty incidence at levels lower than the household survey, was applied in Kabul and Herat provinces. This technical report describes the methodology and data used to produce the Kabul and Herat poverty maps and presents the resulting collection of poverty maps, the first of its kind for Afghanistan. The structure of the report is as follows. Section 2 outlines the poverty mapping methodology, specifically the small area estimation approach, applied in Afghanistan. Section 3 discusses the data sources and the various technical challenges faced with the datasets. Section 4 discusses the modeling phase, including model selection, model parameters, and assumptions. Section 5 presents the poverty maps at a district and nahia level, and section 6 concludes. In the absence of SAS, the overall poverty gap would have been 1.8 percentage points higher in 2016, and the poverty rate would have been 1.5 percentage points higher. Yet, the importance of SAS in Kosovo's social protection system has declined; decreases in spending on targeted social assistance in Kosovo goes against a worldwide trend. The Government of Kosovo seeks to reform the SAS to eliminate discrimination in program design, promote inclusion and reduce poverty.     Abstract: This study looks into the challenges and opportunities posed by urbanization in Guinea, reviewing briefly the trends at the national level but focusing on the urban area of Conakry. The main reasons for focusing on the urban area of Conakry are the following. While secondary cities in Guinea are growing economically and in population, Conakry already represents close to 50 percent of the urban population and its demographic growth outpaces that of other urban areas. This creates a sense of urgency to solving the country's capital problems. Secondly, Conakry remains the country's main interface for international trade through its port facility. Failure to address Conakry's issues, including congestion levels, would likely weaken its (and Guinea's) attractiveness in the long run. Follow-up studies could however look into Guinea's system of cities, including how they are connected to each other within the country and with their neighbors. The analysis presented in this review shows that urban areas in Guinea, and Conakryin particular are currently not acting as engines of growth and competitiveness and are failing at providing public services and quality living standards for their residents. It argues that the reasons are to be found i) in the business environment which, recent progress aside, stymies private sector job creation and economic diversification, ii) in Conakry's deficient connectivity system which acts as a bottleneck for residents to have access to economic opportunities, iii) in its obsolete and unenforced planning strategies and its rigid land markets and iv) in the lack of institutional clarity and financial resources which leads to underinvestment in public services

    Abstract: Zambia's health sector has continued to evolve with the government undertaking several reforms aimed at improving the performance of the sector to achieve the Sustainable Development Goals (SDGs) and their precursor, the Millennium Development Goals (MDGs). Amid the ongoing reforms, the health sector has recorded a number of achievements, but some challenges remain. This Public Expenditure Tracking and Quantitative Service Delivery Survey (PET-QSDS) assesses the financing and delivery of health services, and whether the reform objectives have been made. This was achieved by reviewing the flow of financial and other resources in the public health sector from administrative units to service delivery points at the facility level. The data were collected from administrative units, health workers, and patients to gauge the various dimensions of the health system that include financial flows, management of infrastructure, human resources for health, and patient management. Specifically, the issues which were reviewed are: Availability, adequacy, and timeliness of resources for service delivery; implementation of some key policy reforms such as user fee removal and adherence to policy guidelines; donor resource coordination, ownership, and fragmentation at the district level; assessment of human resources management at the district and facility levels; and comparison of staff satisfaction, absenteeism, and service delivery in districts implementing the Results-based Financing (RBF) model and non-RBF districts

It strives to identify and reduce regulatory burdens on private firms active in the forestry sector, while not compromising the objectives of government regulation. Illegal logging and deforestation, especially in developing countries, has significant impact on national and global forestry product markets, leading to increasingly heavy regulation of forestry sectors-including downstream markets and processing industries. Heavy regulation places a disproportionate burden on SMEs and frequently leads to regulatory failures, including corruption and reduced competition. As a result, many small-scale forestry and downstream private firms cannot comply with regulatory requirements, and instead operate informally. Reduced regulatory compliance leads to a failure to achieve intended and important social, economic, and environmental outcomes. The report is the first to assess the forestry sector from a cross-cutting global regulatory governance perspective. It draws upon and synthesizes key thematic issues and lessons from available materials on forestry, and develops practical solutions based on problem-driven adaption and good practices documented in regulatory governance literature. This report will explain the methodology used to collect and analyze study data. It will then review the background, findings, and observations on mobilizing domestic and external funds for response in light of the evolution of epidemics in West Africa, Nigeria, and Democratic Republic of the Congo.     Abstract: The analysis presented in this study points to persistent and high numbers in Georgia and Armenia of youth who are jobless and/or economically inactive and with limited access to learning and/or training opportunities, and these figures are among the highest in the ECA region. As many as 31 percent youth aged 15-29 in Georgia and 33 percent in Armenia are not in employment, education, or training (NEET). In Georgia, the phenomenon is mostly urban, whereas in Armenia it's both rural and urban. NEET rates are consistently higher among female than male youth, pointing to the fact that being female is a risk factor itself for labor market exclusion, and gender disparities. In addition to gender gaps, there are important gender differences in the condition of those who are NEET: economic inactivity - in the form of homemaking and/or caregiving work - is the most prevalent condition among NEET women, whereas unemployment is the most common status among NEET men. With regards to education, Georgia and Armenia stand out as cases where higher educational attainment does not necessarily prevent young people from becoming NEETs, and the NEET rate among higher education graduates is even bigger (particularly among women) than for those with lower education. This is a strong sign of mismatch between the demand and supply side of labor market. The economies of these countries are not able to create an adequate supply of skilled jobs for graduates, and there is persistent subsistence low-productivity employment the agriculture sector

Cities are also fundamental to lifting people out of poverty through increased employment opportunities and incomes to citizens. No country has reached middle income status without urbanizing. That being said, the way that cities urbanize is important to growth, poverty and livability. If adequate investments are not made in basic infrastructure and services, urban planning, and in ensuring a governance and financing structure that can deliver for residents, cities instead can end up with major problems of congestion, pollution, sprawl, and inequality which can create or worsen social divisions, and potentially contribute to crime and violence. The report, Myanmar's Urbanization: Creating Opportunities for All aims to understand urbanization in Myanmar drawing on the growing literature on the topic in Myanmar, especially for Yangon. It uses an inclusive urbanization lens and proposes a set of priority policy areas for urgent attention that will help to ensure the benefits of urbanization are widely realized given the projected growth of cities. An inclusion lens is particularly important in Myanmar as the country transitions from a complex history that has been characterized by decades of economic and political isolation, conflict, and underdevelopment. Inclusive urbanization is reliant on three keydimensions; economic, social and spatial. Economic inclusion refers to equitable access to employment and income-generating activities in a city, and resilience to shocks.     Abstract: Reliable transport infrastructure is one of the backbones of a prosperous economy, providingaccess to markets, jobs and social services. Sustainable Development Goal 9 (SDG9) calls forincreased access to sustainable transport infrastructure in low- and middle-income countries.Collectively, these countries will need to spend between 0.5 percent and 3.3 percent of their GDPannually (157 billion to 1 trillion US Dollars) in new transport infrastructure by 2030 - plus an additional 1 percent to 2 percent of GDP to maintain their network - depending on their ambition and their efficiency in service delivery (Rozenberg and Fay, 2019). Because of the wide spatial distribution of transport infrastructure, many transport assets are exposed and vulnerable to natural hazards, increasing costs for national transport agencies and operators. During the 2015 floods in Tbilisi, Georgia, the repair of transport assets contributed approximately 60 percent of the total damage cost (GFDRR, 2015). In the 1995 earthquake in Kobe, Japan, accessibility as measured by the length of open networks directly after the shock dropped by 86 percent for highways and by 71 percent for railways (Kazama and Noda, 2012b). Such transport disruptions necessarily have direct impacts on the local economy. Employees face difficulties commuting, access to firms is disrupted for clients, interruptions in the supply chain inhibit production, and finished products cannot be easily shipped (Kajitani and Tatano, 2014). The paper, prepared as background material for the Lifelines report on infrastructure resilience, summarizes the main findings on the risk faced by transport networks and users as a result of natural disasters and climate change, and the main recommendations for building more resilient transport networks. It starts by describing how transport disruptions affect firms and households either directly and through supply chains. It then proposes a range of approaches and solutions for building more resilient transport networks, showing that the additional cost of resilience is not high if resources are well spent. Finally, it provides a set of practical recommendations

From here the report analyzes specific policy areas that might explain firm productivity dynamics in Turkey - namely firms' integration in the global economy, access to innovation support, the quality of human capital, and the business environment including competition. The report finds that economic integration and innovation have boosted firm-level productivity, though reforms could further accelerate these positive impacts. Productivity gains could accelerate the demand for more educated and skilled workers. The growth of more productive firms could in turn also be accelerated through reforms that increase competition and reduce regulatory burden

This transition began with the ratification of the Bangsamoro Organic Law (BOL) in January 2019. This report provides an overview of the current capacities and challenges facing the public primary health care system as the BARMM government enters into its new role. By providing a detailed look at the availability of inputs needed to deliver priority services, it highlights current strengths, and also indicates areas that need to be strengthened if the national and subnational health goals are to be realized. Historically, health outcomes have been far worse in BARMM than elsewhere in the country. While health outcomes are complex and multi-dimensional, weaknesses in health governance have exacerbated the geographic and socio-cultural challenges associated with health care delivery. While the authors recognize that the transition is likely to introduce some challenges, it is hoped that the findings documented in this report can guide health policy, including investments towards high-impact priorities and in this way, help lay the foundation for better health care, and better health for the people of BARMM

    Abstract: The country brief provides and overview of Tobacco Use, Tobacco Control Legislation, and Taxation in Ecuador. Ecuador has a strong tobacco control policy. A comprehensive tobacco control law was adopted and implemented. In 2017, Ecuador was awarded the World No Tobacco Day Prize of the World Health Organization (WHO) for its tobacco control efforts and implementation of the WHO Framework Convention on Tobacco Control (FCTC). Such policy was very beneficial to public health: according to the National Institute of Statistics and Censuses (INEC), the prevalence of daily smoking among people aged 15 years and older was 9.5 percent in 1998, and in 2014 it reached 2.8 percent. Estimated annual cigarette consumption in Ecuador declined from about three billion cigarettes in 2007-2010 to about one billion cigarettes in 2017. The pricing policy of the tobacco industry also contributed to the reduction in cigarette affordability and cigarette sales in Ecuador. However, due to such pricing policy, the tobacco industry apparently increased its profits despite the sharp decline in cigarette sales in the country. These recommendations could bring both public health and fiscal benefits to Ecuador : specific excise rate for cigarettes should be annually increased by at least 20 percent to ensure the reduction in tobacco affordability and the increase in the excise revenues, tobacco use surveillance and monitoring should be further developed in Ecuador, including a regular collection of information on smoking prevalence, tobacco consumption, licit and illicit cigarette sales, prices, and other economic indicators, and effective policies to counteract tobacco smuggling and other kinds of illicit tobacco sales should be implemented in line with the provisions of the FCTC Protocol to Eliminate Illicit Trade in Tobacco Products

    Abstract: Serbia has rather high prevalence of smoking. According to the National Health Surveys, the prevalence of daily smoking among men in 2013 was 33 percent which was lower than in 2000 (41 percent), while among women it was almost as high as in 2000 (26 percent). Cigarette smoking among adolescents aged 13-15 years old decreased in 2013-2017; however, the use of electronic cigarettes and waterpipe is growing among young people. to overcome the tobacco epidemic, Serbia became a Party to the WHO Framework Convention on Tobacco Control on May 9, 2006, and implemented some tobacco control policies. Tobacco taxation policy in Serbia in 2009-2013 was very successful from a public health perspective as it reduced tobacco consumption, in line with the FCTC obligations. Estimated tobacco consumption in the country declined by 33 percent in four years. The outflow of cigarettes taxed in Serbia to other countries also declined, while the volume of cigarettes, which were smoked but not taxed in Serbia, did not change much after the tax increases. This taxation policy also increased the tobacco excise revenue from 39 billion RSD in 2008 to 84 billion RSD in 2013 (by 44 percent in real terms). However, the tobacco industry managed to modify the impact of the tobacco taxes. In 2012-early 2014, it vastly increased its (net-of-tax) part of cigarette price, and this reinforced the taxation impact on tobacco sales as the final retail price increased more than expected. As the growth of the industry profit margins was disproportionately soaring, the industry increased its profits despite the decline of tobacco sales. The main factor behind the cigarette sales reduction in 2012-2014 was the industry pricing tactics, while the excise rate increases were rather moderate. The combined effect of government taxes and industry prices substantially reduced cigarette affordability, and the resulting sales decline exceeded the excise burden growth; so, the government excise revenue decreased. In late 2014, the tobacco industry decreased prices for some brands, and it also contributed to the excise revenue decline in 2014, as ad valorem part of cigarette excise was rather high in Serbia

This report provides a comprehensive assessment of the current I and E landscape in BiH and offers a roadmap for innovation policy reforms. It showcases current I and E outcomes in BiH and provides analysis of whether current support policies and programs in BiH (including public budget allocations) address existing market failures. The report concludes that recent policy measures have not effectively addressed BiH's needs for supporting I and E, specifically in terms of access to skills, ease of business regulations, and predictability of business environment. to this end, this report offers a roadmap for policy reforms as well as suggestions for pilot programs

    Abstract: Agriculture plays a significant role in Lesotho's economy. Lesotho is among the poorest countries in Southern Africa, with fifty-seven percent of the population living below the poverty line. About seventy percent of the population lives in rural areas and depends on agriculture for their livelihoods. Most farmers are involved in subsistence cultivation of cereals, where the country does not have a competitive advantage due to the agroclimatic conditions, small farm size, and lack of mechanization. This contributes to widespread poverty in rural areas, which account for eighty-seven percent of the poor. The objectives of this study are to: (1) assess the demand for vegetables from formal buyers in Lesotho; (2) examine the current production and marketing strategies of commercial vegetable farmers; and (3) suggest the design of the pilot supplier development program (SDP) to improve formal market access for smallholder farmers. The focus of this study is on Maseru, as it is the main center of demand in the country. The rest of this paper is organized as follows. Part 1 describes the demand for fresh produce and sourcing strategies of buyers in Maseru. Part 2 discusses the production and marketing practices of commercial vegetable farmers.     Abstract: Colombia's solid economic growth since early 2000s has led to significant social improvements. Since the turn of the century, extreme poverty in Colombia almost halved, falling from 17.7 percent in 2002 to 7.4 percent in 2017. Similarly, moderate poverty fell from 49.7 percent to 26.9 percent over the same period (Figures 1 and 2). In absolute terms, the number of poor individuals in Colombia declined from about 20 million in 2002 to approximately 12.8 million in 2017. The downward trend in poverty was halted in 2016, however it went back to its downward trend on 2017. From 2016 to 2017 both moderate poverty and extreme poverty decrease in 1.1 percentage points (p.p.), moderate poverty went from 28 to 26.9 percent, while, extreme poverty was 8.5 percent in 2016 and 7.4 in 2017. Such decrease was primarily driven by a lower incidence of poverty in rural areas, where extreme and moderate poverty rates fell respectively by 2.7 and 2.6 pagesp. Similarly, the urban areas saw a reduction of moderate poverty (from 24.9 to 24.2 percent), while extreme poverty rate has remained virtually flat since 2014, at around 5 percent

    Abstract: Capital markets in Serbia are shallow and relatively underdeveloped. The only market segment that functions comparatively well is the government bond market. The contribution of capital markets to financing the economy is limited. The private sector is not making use of non-government bond markets for its financing needs, given easy access to affordable bank loans in Serbia's bank-dominated financial system. Until recently there was no IPO activity since 1940, symptomatic of Serbia's shallow public and private equity markets. This Technical Note was prepared by Zsolt Bango (Senior Financial Sector Specialist, World Bank), Sonia Marie Cattarinussi Iacovella (Senior Financial Sector Specialist, World Bank) and Eddy Rodriguez (World Bank Consultant) in the context of the Serbian Capital Market Assessment mission in Belgrade during June 2018 led by Zsolt Bango. The primary objective of the mission was to conduct a diagnostic of the Serbian capital market, with a view to make recommendations for capital market development.     Abstract: The external environment has deteriorated during the first half of 2019, and downside riskspredominate in the near-term. Global GDP growth is projected to decline to 2.6 percent in 2019 from 3 percent in 2018, reflecting broad-based weakness in advanced economies and major Emerging Market and Developing Economies. Reflecting slower growth and heightened policy uncertainty associated with protected trade tensions, global trade growth is protracted to weaken further from 4.1 percent in 2018 to 2.6 percent in 2019. Downside risks include a further escalation of trade disputes between the world's two largest trading nations, while a more pronounced downturn in global activity and increased volatility in financial flows. Amidst rising global headwinds, Vietnam's economic growth momentum has been slowing since the beginning of the year. Vietnam's real GDP growth has decelerated to a still robust 6.8 percent in the first quarter of 2019 from a vibrant 7.5 percent pace in the same period of 2018. Slower growth reflects several factors. Agricultural output decelerated due to the outbreak of African swine fever and a decline in international prices. Weaker external demand moderated growth of the export-oriented manufacturing sector as well as overall export performance, even though Vietnam seems to have benefitted from some trade diversion due to the ongoing trade tensions between China and the US. Domestic investment appears to be slowed resulting from subdued credit growth and continued consolidation in public investment. Other macroeconomic indicators, such as more sluggish credit growth, subdued inflation and slower import growth are further signs of a cyclical moderation in economic activity. In contrast, service sector activity continues relatively strong, signaling sustained buoyancy in private consumption. Despite a recent uptick in headline inflation, price pressures have remained subdued as credit growth moderated. The headline CPI rose by 2.9 percent (y/y) in May 2019, up slightly from 2.6 percent in January 2019, driven by hikes in administered prices (for electricity and fuel) and moderate food price increases. The State Bank of Vietnam maintained a prudent monetary policy stance to support its twin goals of sustaining macroeconomic stability and supporting overall economic growth. Credit growth is estimated to have slowed to about 13 percent (y/y) in March 2019 reflecting tighter credit policies

    Abstract: The World Bank, with support from authorities in the Western Balkans, has developed a practical guide for capital markets development in small economies. The guide supports the implementation of the Multi-Annual Action Plan for a Regional Economic Area in the Western Balkans Six by helping inform policy discussions around capital markets development, including to what extent capital markets have potential and should be given priority in the region and small economies more broadly. The practical guide aims to provide regulators and policymakers in small economies with an overview of the capital market development agenda and existing challenges. The guide aims to support policymakers and regulators of small economies identify general preconditions, key constraints, and areas of potential for development of local capital markets. A framework for analysis of preconditions and capital markets development has been developed to guide reforms in small economies. A pilot of the methodology in Serbia helped further advance the framework and adapt it to the realities that small economies face. The framework for analysis of the preconditions and capital markets is outlined in Annex two. The practical guide focuses on both necessary preconditions and on relevant specific issues in capital markets development. It includes an assessment of the macro-fundamental preconditions that need to be in place to make capital markets development possible, including macro-political stability, level of savings, the structure of corporate sector, the broader legal and regulatory framework (including insolvency law and tax law), the level of real interest rates, and the soundness of the banking sector

    Abstract: The country brief provides an overview of tobacco legislation, use, and taxation in Kazakhstan. Tobacco taxation policy practiced in Kazakhstan in 2003-2013 resulted in increased tobacco excise revenues, but was not effective in terms of public health, as cigarette consumption did not decrease. Tobacco excise taxes were drastically increased in Kazakhstan from 1 January 2014; and thereafter, the tobacco affordability was substantially reduced resulting in the subsequent decline in tobacco sales and smoking prevalence in the country. Decline in consumption could have an effect on tobacco-related mortality in Kazakhstan. Mortality rates of some tobacco-related causes of death substantially declined in Kazakhstan in 2013-2015 among men and women aged 30 to 79 years: by about 20 percent for acute ischemic heart disease and stroke and by 30-40 percent for respiratory tuberculosis and chronic obstructive pulmonary disease. Kazakhstan returned to a policy of moderate tax increases in 2015-2019. The reduction in tobacco affordability in 2015 was caused not only by the excise increase but also by the tobacco industry pricing policy and a decline in real incomes. Tobacco consumption in Kazakhstan decreased in 2015, but the revenue increase was smaller than expected. A moderate excise rise in 2016- 2018 could not ensure a substantial reduction in tobacco affordability, and annual tobacco sales did not change much. The country experience shows that a policy of moderate (below 30 percent annually) excise increases cannot ensure either tobacco consumption reductions or substantial revenue increases. The planned annual cigarette excise increase for 2020-2021, however, is only 12-14 percent. In recent years, electronic cigarettes and heated tobacco appeared in the Kazakhstan market. The key consumers of such products are young adults, who follow modern trends, rather than dependent smokers looking for an effective means to quit. Heated tobacco products and liquids for electronic cigarettes will be taxed by excise from 2020, but the excise rates are very low and should be substantially increased. Kazakhstan has great potential to increase its excise rates for all kinds of tobacco products to contribute to health objectives by means of reducing tobacco consumption.     Abstract: The structure of the report reflects the sequence of topics which comprise the theory of change (ToC) and supporting results framework (RF) with respect to achieving sustainable results from prioritized agricultural public expenditures. Chapter 1 outlines the main macro and sectoral challenges which underpins the rationale for carrying out the agriculture public expenditure review (PER). Chapter 2 outlines the methodological aspects, key sectoral policies/strategies/targets; analyses of agricultural expenditure levels/trends, composition, relevant measures of efficiency, effectiveness and value of money; and criteria for defining the scope of the study. Chapter 3 outlines the Government's budgetary cycle, processes and practices based on relevant budgetary decrees/circulars that guide budgetary priorities and allocations for annual and medium-term agricultural sector expenditure, and management aspects. Chapter 4 conducts a backward assessment through an analyses of the levels, trends, composition, and performance of agricultural including the efficiency, effectiveness and emerging results of agricultural public expenditure, for the period 2013 - 2017. Chapter 5 synthesizes the expenditure performance of three strategic programs: agricultural technology, irrigation, and aspects related to decentralization and adaptation to climate change. Chapter 6 highlights the role, scope, levels/trends and sources of private sector financing in the agricultural sector, and their key determinants. Chapter 7 takes a forward-looking approach to the expenditure assessment by outlining: (a) key elements and emerging issues; (b) the approach used for estimating and using their medium-term expenditure framework; (c) good practices; and (d) alignment between the forward sectoral expenditure and priority agricultural sector policies and targets.     Abstract: Tajikistan's human capital, eroded by the country's civil war (1992-97), remains low today. According to analyses by the World Bank's Human Capital Project, a child born in Tajikistan today is expected to be 53 percent as productive as he or she could be with full health and complete education. High rates of childhood stunting, low preschool coverage and low learning outcomes are the major reasons for underperformance. Accordingly, Tajikistan has made it a development priority to invest in high quality early childhood development (ECD) and early childhood education and care (ECEC). Given Tajikistan's overwhelmingly young population and high birth rates (box W1), the government is right to address its human capital shortcoming by investing in its youth.     Abstract: This note discusses the current structure of the financial sector in Sao Tome and Principe (STP) and the main obstacles preventing mobilization and allocation of more resources to private sector investment. Since 2012, credit to the private sector in STP has been declining and is currently below peers. In an economy dominated by informality, banks provide credit to a limited number of borrowers, prioritizing large borrowers. A survey completed in 2017 showed that only 18 percent of micro, small and medium-sized enterprises (MSMEs) reported being registered and having a bank account, of which only 3 percent had access to credit. The same survey showed that only 39 percent of individuals, some of them owners of micro-enterprises registered under their personal name, have access to financial services. The note is divided into four sections. The first provides an overview of STP's financial sector, analyzing and benchmarking its structure, depth, and soundness. The second section analyzes the landscape of access to financial services (focusing on individuals and MSMEs), while the third describes some of the key limitations of the financial infrastructure in STP that create obstacles to financial sector development and access to finance. Finally, the fourth section concludes with policy recommendations that can help increase access to financial services in STP

    Abstract: The purpose of this background note is to give an overview of the literature on output volatility and economic growth, assess output volatility and its impact in Sao Tome and Principe (STP). This note is organized in four sections, besides this introductory part. The second section reviews the literature on the impact of output volatility on economic growth. The third section discusses different measures of volatility, calculating volatility for STP across different periods, and compares them to peer countries. The last section offers some policy recommendations. Output volatility and its relationship with growth have been a hot topic in economic research literature for a long time. There is significant controversy about how economic volatility1 affects economic growth. Although the link between economic growth and volatility is theoretically ambiguous, a negative impact of economic volatility on output growth dominates the empirical literature. This negative relationship also holds with newer and better datasets, advanced econometrics methodologies, and for specific country groups. There are three mains messages in this note. The first one is that volatility affects growth as supported by the literature review and the econometric estimations carried out in this note. The second one is that STP is a volatile country, although volatility of GDP growth and inflation has declined over time and are in line with peers. On the other hand, STP still faces higher volatility on current account balances and net lending and borrowing than its peers. The third message is that, on average, a fifty percent increase in volatility translates into a 25 percent decrease in GDP per capita growth rates. Finally, policy measures aimed at diversifying exports in terms of goods and markets, reduce the reliance on external finance and fiscal rules can help cushion the volatility and reduce its impact
