    Kurzfassung: The Sami have lived for time immemorial in an area that today extends across the Kola Peninsula in Russia, northern Finland, northern Norway's coast and inland, and the northern half of Sweden. The Sami play an important role in these northern economies thanks to their use of land, their involvement in reindeer husbandry, agriculture/farming and food production, and connection with the region’s tourism industry. However, in Sweden, as in the other states where the Sami live, the connections with regional development are often inconsistent and weak, and could do more to support the preservation and promotion of Sami culture and create new employment and business opportunities. This study, together with the OECD’s broader thematic work on this topic, provides actionable recommendations on how to better include the Sami and other Indigenous Peoples in regional development strategies, learning from and incorporating their own perspectives on sustainable development in the process.

    Kurzfassung: Robust SME sectors are critical to the prosperity of the six Western Balkan economies and Turkey, accounting for over 70% of those employed in the business sector and generating 65% of value added in these seven economies. Yet their potential remains untapped, as SMEs across the region grapple with numerous challenges that hamper their growth and productivity. They are still under-represented in international trade, and their contributions to value-added remain comparatively low as they have difficulties in moving or expanding into high value-added activities. This report provides a comprehensive overview of the implementation of the ten principles of the Small Business Act for Europe (SBA) in the seven EU pre-accession economies over the period 2016-18. It monitors progress against similar assessments performed over the past decade and identifies the outstanding challenges affecting SMEs. It also provides targeted recommendations to remove barriers to SME development and unleashing their potential for driving inclusive economic growth.

A cross-cutting approach to SME policy can enhance SME innovation and scale-up, as well as their contributions to inclusive growth. This includes a business environment conducive to risk-taking and experimentation by entrepreneurs, as well as access to entrepreneurship competencies, management and workforce skills, technology, innovation, and networks.

    Kurzfassung: Natural resources, and the materials derived from them, represent the physical basis for the economic system. Recent decades have witnessed an unprecedented growth in demand for these resources, which has triggered interest from policy makers in transitioning to a more resource efficient and circular economy. This report presents a typology of five circular business models that could support the transition to a more resource efficient and circular economy: circular supply, resource recovery, product life extension, sharing, and product service system models. It reviews the current market penetration and assesses the potential scalability of each business model. Environmental potential is also discussed, as well as risks and unintended consequences that could result from a more widespread adoption of these business models. The report provides a broad set of policy approaches that could help alleviate some of the barriers that currently hinder the widespread adoption of circular business models.

Dans cet ouvrage, les auteurs étudient le paysage de la gouvernance d’entreprise dans la région MENA, en répertoriant les problèmes qui se posent et en proposant aux pouvoirs publics des pistes de réforme. Leurs conclusions sont fondées sur une analyse des politiques et pratiques en vigueur dans quatre domaines thématiques : l’accès aux capitaux ; la transparence et la communication d’informations ; la parité femmes-hommes dans les organes de direction des entreprises ; et la gouvernance des entreprises publiques dans la région MENA. Dans l’ensemble, ils concluent que ces économies ont progressé sur la voie du renforcement de leur cadre de gouvernance d’entreprise au cours des dernières années mais que la région peine encore à adopter et à mettre en œuvre, dans ce domaine, des mesures qui soient propices à l’efficience économique, à la croissance durable et à la stabilité financière.

    Kurzfassung: Peru has experienced remarkable socio-economic progress over the last two decades, enabling it to join the group of upper middle-income countries around 2010. However, challenges are ahead if the country is not to be caught in various development traps. Overcoming these challenges in the near future to take the economy to the next level and become a country with higher productivity, inclusive development and well-being for all will require sound policy reforms. Further efforts are needed on three main fronts: economic diversification, connectivity and formalisation of jobs. This report analyses the main challenges in these three priority areas and sets up a policy action plan. It also proposes a scorecard including a series of indicators for monitoring progress derived from the implementation of the reforms proposed in these three areas and presents the objectives for each indicator that Peru should aim to achieve by 2025 and 2030.

The government has started providing a strategic support to engagement, which could catalyse Italy’s innovation capacity, human capital endowment, and well-being. This review illustrates policy actions promoting the entrepreneurial and innovative activities in the Italian Higher Education System, and focuses on 11 case study universities. It discusses strategies and practices adopted by Italian higher education institutions to innovate, engage, and generate value for the society and the economy. This review is part of a series of national reports implementing the HEinnovate framework. HEinnovate is a guiding framework that the OECD and the European Commission have developed to promote the “entrepreneurial and innovation agenda” in higher education.

    Kurzfassung: Belgium has a high level of productivity. However, growth of productivity has declined quite strongly over the past two decades, and more so than in other advanced economies. This is a worrying development, as fewer productivity gains mean less wage growth and a slowdown in improvements to pensions, health care and well-being. This In-Depth Productivity Review of Belgium assesses in detail the drivers of productivity and recommends a 7-Point Action Plan to reignite productivity growth in Belgium. Reviving productivity growth requires action in many areas cutting across governments and ministerial competences. Measures are needed to instil more dynamism in Belgium’s economy, both among businesses and in the labour market, and to make the public finances more growth-oriented. In addition to recommending detailed policy measures to revive productivity growth, the Review contains three analytical chapters that lay out the evidence base: Chapter 1 on economy-wide and sectoral trends in productivity; Chapter 2 on the role of firms for productivity, with a focus on the dispersion of performance among businesses; and Chapter 3 on the worker dimension of productivity, with a focus on the role of wage bargaining and skills.

A summary of existing studies highlights 39 key impacts of the digital transformation on people’s well-being. The review shows that these impacts can be positive as digital technologies expand the boundaries of information availability and enhance human productivity, but can also imply risks for people’s well-being, ranging from cyber-bullying to the emergence of disinformation or cyber-hacking. In sum, making digitalisation work for people’s well-being would require building equal digital opportunities, widespread digital literacy and strong digital security. Continued research and efforts in improving statistical frameworks will be needed to expand our knowledge on the many topics covered in this report.

    Kurzfassung: This report explores the main reasons behind the unreliable supply of Technetium-99m (Tc-99m) in health-care systems and policy options to address the issue. Tc-99m is used in 85% of nuclear medicine diagnostic scans performed worldwide – around 30 million patient examinations every year. These scans allow diagnoses of diseases in many parts of the human body, including the skeleton, heart and circulatory system, and the brain. Medical isotopes are subject to radioactive decay and have to be delivered just-in-time through a complex supply chain. However, ageing production facilities and a lack of investment have made the supply of Tc-99m unreliable. This report analyses the use and substitutability of Tc-99m in health care, health-care provider payment mechanisms for scans, and the structure of the supply chain. It concludes that the main reasons for unreliable supply are that production is not economically viable and that the structure of the supply chain prevents producers from charging prices that reflect the full costs of production and supply.

    Kurzfassung: Latvia, a member of the European Union since 2004, is a small, dynamic and open economy that has successfully transitioned from central planning to a market economy. The reforms undertaken have driven progress, although from generally low levels and at a slower pace in agriculture than for the economy as a whole. This report examines the conditions under which farms and businesses in the food and agriculture sector in Latvia undertake innovation to become more productive and environmentally sustainable. It identifies opportunities as well as challenges that need to be addressed. These include economy wide skills shortage, emigration and population decline and urban concentration of population and services. At the sectoral level, these include the use of agricultural payments to support a large number of non-commercial farms and the high level of unpaid farm labour. To meet these challenges, agricultural innovation can be harnessed to improve the sector’s productivity, as well as the sustainability and efficiency of the food system. This report provides a series of recommendations that should allow agricultural policies to contribute to a well-functioning innovation system that can meet the challenges that lie ahead.

Although the environmental footprint of individual SMEs may be low, their aggregate impact in many respects exceeds that of large businesses. Commercial banks have an important role to play in providing access to green finance, particularly for SMEs. This report reviews the experience with green lending in the SME sector in Georgia. The analysis identifies the main challenges with lending to SMEs for green projects and discusses possible solutions. The report, in particular, looks at the role of the government and the policy instruments it can use to stimulate higher demand for green lending in the SME sector.

The report presents several options and variants for adapting the EoI, step by step and EU-wide, and examines their feasibility, constraints and advantages.

Dividido en siete dimensiones de políticas, este informe evalúa las fortalezas y debilidades que existen en las diferentes áreas de diseño, implementación, y monitoreo y evaluación de políticas para PYMEs. Ayuda a medir el nivel de desarrollo de políticas en cada dimensión, y proporciona orientación a los responsables de políticas en la identificación e implementación de futuras reformas alineadas con buenas prácticas internacionales.

Diese Megatrends bilden sich langsam aus. Sobald sie aber an Fahrt gewonnen haben, üben sie einen tiefgreifenden und anhaltenden Einfluss auf menschliche Handlungen, Prozesse und Wahrnehmungen aus. Auch der Tourismus ist entsprechend betroffen. Es gibt vier Megatrends, die sich wahrscheinlich erheblich auf den Tourismus auswirken werden und entsprechend relevant sind: i) die sich wandelnde Besuchernachfrage; ii) nachhaltiges Wachstum des Tourismus; iii) Basistechnologien («enabling technologies») sowie iv) Reisemobilität. Um informierte politische Entscheidungen treffen und die Zukunft des Tourismus gestalten zu können, ist es wichtig, die vielschichtigen Auswirkungen dieser Megatrends bis 2040 zu untersuchen. Die vorliegende Tourismusstudie entwickelt eine Reihe plausibler Szenarien und potenzieller politischer Antworten auf die oben erwähnten Megatrends. Sodann untersucht sie, wie sich politische Entscheidungsträger besser auf Megatrends vorbereiten können, und stellt eine Reihe von Leitlinien für wirksame strategische Frühaufklärung im Bereich des Tourismus auf.

    Kurzfassung: The ability to measure the economic impacts of tourism provides policy makers with the evidence necessary to ensure that future policies are targeted to meet strategic objectives. However, despite significant work on tourism economics, notably with the Tourism Satellite Account, a deeper understanding is needed of how tourism trade directly and indirectly contributes to the economic growth and competitiveness of countries. This report scopes out the benefits and challenges of analysing tourism from a trade in value added perspective. It identifies the priority actions to strength the underlying ‘value chain’ of national statistics needed to build analyses tourism from a trade in value added perspective, and sets out a roadmap to make progress. It builds on wider OECD work on Trade in Value Added (TiVA), and represents a first attempt to better link tourism data with the underlying Inter-Country Input-Output (ICIO) infrastructure. Pilot country analysis for Canada, Portugal and the United Kingdom is presented.

    Kurzfassung: The Swedish economy is innovative and rich in intellectual property (IP), with nearly every industry either producing or using IP. Swedish innovative industries are also export-dependent and very deeply integrated in the global economy, through active participation in global value chains. At the same time, the threats of counterfeiting and piracy are growing – and Sweden is vulnerable. This report measures the direct economic effects of counterfeiting on Swedish industry, government and consumers. It examines both the impact of the imports of fake products to Sweden and – more importantly – the impact of the global trade in fake products that infringe on the IP rights of Swedish innovative companies.

It presents the main achievements in the countries reviewed, along with common trends and policy challenges, and provides insights into the effectiveness and efficiency of waste, materials management and circular economy policy frameworks. As the selected reviews were published over a seven-year period, information for some countries may be more recent than for others. Nevertheless, the policy recommendations emerging from the reviews may provide useful lessons for other OECD countries and partner economies.

Over the past decades, the government has been implementing a broad reform agenda to provide strategic funding, diversify higher education institutions (HEIs) and promote an allocation of students that improves the quality of services and empowers them vis à vis the future of work and society. This review illustrates policy actions promoting the development of entrepreneurial and innovative activities in the Higher Education System and individual HEIs. In addition, based on information gathered during study visits, the review discusses strategies and practices adopted by Austrian HEIs to innovate, engage, and generate value for their own ecosystems and networks. The review is part of a series of national reports implementing the HEinnovate framework. HEinnovate is a holistic framework that the OECD and the European Commission have developed to promote the “entrepreneurial and innovation agenda” in higher education.

    Kurzfassung: This publication presents the findings of an OECD review of SME and entrepreneurship policy in Ireland. It assesses the challenges for SME and entrepreneurship development and offers recommendations for future policy. SMEs and entrepreneurs play a crucial role in the Irish economy, with SMEs accounting for more than 70% of employment. Attitudes to entrepreneurship are positive and SME innovation rates are high. However, SME productivity has not been increasing in recent years, business entry and exit rates are low and few Irish SMEs are directly engaged in exports. There is also untapped potential for entrepreneurship among women, youth and migrants, and variations across the country in SME and entrepreneurship performance. Ireland has a strong set of policies and programmes to address these challenges. The business environment is generally favourable, there are many best practice programmes for supporting high potential SMEs and entrepreneurs, and strong co-ordination of policies across government. At the same time, policies could be strengthened in areas such as growing productivity in medium-sized businesses, increasing the start-up rate, increasing exports, fostering enterprise networks and clusters, drafting a unified SME and entrepreneurship policy strategy document and strengthening the role of Local Enterprise Offices.

    Kurzfassung: The Sustainable Development Goals (SDGs) set a broad and ambitious programme for the world to achieve by 2030. With 17 Goals, underpinned by 169 Targets, the complex and integrated nature of the 2030 Agenda presents national governments with huge challenges for implementation. To assist countries, the OECD has developed a unique methodology allowing comparison of progress across SDG goals and targets. Based on the UN Global List of 244 indicators, this study evaluates the distance that OECD countries need to travel to meet SDG targets for which data is currently available. This 2019 edition of the study presents the latest results for OECD countries, both on average and individually, as well as new exploratory approaches to assessing progress over time and transboundary aspects of the SDGs. By providing a high-level overview of countries’ strengths and weaknesses in performance across the SDGs, this study aims to support member countries in navigating the SDGs and in setting their own priorities for action within the broad 2030 Agenda.

Risks in these areas are projected to increase because of rising sea levels and development pressures. This report reviews how OECD countries can use their national adaptation planning processes to respond to this challenge. Specifically, the report examines how countries approach shared costs and responsibilities for coastal risk management and how this encourages or hinders risk-reduction behaviour by households, businesses and different levels of government. The report outlines policy tools that national governments can use to encourage an efficient, effective and equitable response to ongoing coastal change. It is informed by new analysis on the future costs of sea-level rise, and the main findings from four case studies (Canada, Germany, New Zealand and the United Kingdom).

    Kurzfassung: This report presents global projections of materials use and their environmental consequences, providing a quantitative outlook to 2060 at the global, sectoral and regional levels for 61 different materials (biomass resources, fossil fuels, metals and non-metallic minerals). It explains the economic drivers determining the decoupling of economic growth and materials use, and assesses how the projected shifts in sectoral and regional economic activity influence the use of different materials. The projections include both primary and secondary materials, which provides a deeper understanding of what drives the synergies and trade-offs between extraction and recycling. The report projects a doubling of global primary materials use between today and 2060. Population and converging per capita income growth drive the growth in materials use. However, structural change, especially in non-OECD countries, and technology improvements partially dampen that growth. Metals and non-metallic minerals are projected to grow more rapidly than other types of materials.

    Kurzfassung: This new OECD report on the ocean economy emphasises the growing importance of science and technologies in improving the sustainable economic development of our seas and ocean. Marine ecosystems sit at the heart of many of the world’s global challenges: food, medicines, new sources of clean energy, climate regulation, job creation and inclusive growth. But we need to safeguard and improve the health of marine ecosystems to support our ever-growing use of marine resources. Innovation in science and technology will play a key role in reconciling these two objectives. This report identifies three priority areas for action based on a number of in-depth case studies: 1) approaches that produce win-win outcomes for ocean business and the ocean environment across a range of marine and maritime applications; 2) the creation of ocean-economy innovation networks; and 3) new pioneering initiatives to improve measurement of the ocean economy.

    Kurzfassung: The literature has established two robust stylised facts: (i) the existence of a firm size-wage premium; and (ii) a positive relationship between firm size and productivity. However, the existing evidence is mainly based on manufacturing data only. With manufacturing nowadays accounting for a small share of the economy, whether productivity, size, and wages are closely linked, and how tight this link is across sectors, is still an open question. Using a unique micro-aggregated dataset covering the whole economy in 17 countries over 1994-2012, this paper compares these relationships across sectors. While the size-wage and size-productivity premia are significantly weaker in market services compared to manufacturing, the link between wages and productivity is stronger. The combination of these results suggests that, in a service economy the “size-wage premium” becomes more a “productivity-wage premium”. These results have first-order policy implications for both workers and firms.

    Kurzfassung: Over the past two decades, Austria has become one of the most R&D intensive economies among OECD countries and in the world, dedicating 3.1% of its GDP on R&D in 2016, the second highest figure in the European Union. To fully harness this R&D capacity, Austrian innovation policy needs to put a stronger emphasis on efficiency in transforming R&D inputs into impacts. To achieve higher impacts, Austria also needs to steer its research and innovation system towards leadership excellence in global markets. This requires enhanced international attractiveness for top-level researchers and talent, and a conducive environment for highly innovative enterprises. Austria could also benefit from strengthening R&D and innovation to support key transitions, such as digitalisation and Industry 4.0, and to tackle key societal challenges. The STI policy mix and governance arrangements should be adapted accordingly.

    Kurzfassung: This report looks at the fiscal, environmental and social impacts of energy subsidy reform in Moldova with a particular focus on energy affordability. Reduced value added tax (VAT) rate on natural gas consumption and a VAT exemption on electricity and heat consumption by domestic users represent the largest fossil-fuel consumer subsidies in Moldova. Reforming these will imply an increase of the VAT rate, which will lead to an increase of gas, electricity and heat tariffs for households, and will in turn affect household consumption levels, related expenditures and energy affordability. If reform measures are to work, they will need to be accompanied by a carefully-designed social policy to protect poor households.

These include adapting new technologies that will further strengthen the high environmental, animal welfare and food standards within a more balanced regional and open trading system. In view of the high production costs in Sweden, there is a need to continue with structural adjustments and better targeted investments in the agri-food sector, as well as to improve the level of interactions between research institutions and farmers to ensure that innovative techniques are adopted by all participants.

    Kurzfassung: The government of Kazakhstan has set an objective to substantially increase the contribution of SMEs and entrepreneurs to employment and value added in the economy. Although there are large numbers of SMEs and entrepreneurs in the country, achieving this growth will require a step change in the productivity of existing SMEs and the emergence of many more medium-sized and growth-oriented firms. This report shows the important achievements of the government in creating a clear vision and structures for SME and entrepreneurship policy, including major improvements in business regulations and through the introduction of the Business Road Map 2020 programme offering direct supports to SMEs and entrepreneurs in areas such as financing and infrastructure. It also highlights the current challenge of doing more to strengthen management capabilities, skills, and innovation in SMEs and new enterprises, and makes a range of specific recommendations for policy actions including further building the incubator and Entrepreneurship Support Centre infrastructure, introducing dedicated support for high-growth potential enterprises, and stimulating supply chain linkages around foreign director investors.

    Kurzfassung: Acest raport prezintă principalele constatări și concluzii ale analizei accesibilității energiei ca urmare a reformării schemelor majore de subvenționare energetică în Moldova. Cele trei mari scheme de sprijin guvernamental care reprezintă cea mai mare parte a subvențiilor pentru consumatorii de combustibili fosili din Moldova sunt cota redusă a taxei pe valoarea adăugată (TVA) pentru consumul de gaze naturale și scutirea de TVA pentru consumul de energie electrică și termică de către utilizatorii casnici. Cota standard a TVA-ului în Moldova este de 20%, însă TVA-ul pentru gazele consumate de gospodării este de 8%, iar pentru consumul de energie electrică și termică este de 0%. Stabilirea unei cote mai mici decât cea standard a TVA-ului pentru consumul de gaze, energie electrică și termică a generat subvenția. Reformarea celor trei scheme de subvenționare energetică va implica o majorare a cotei TVA-ului, care va duce la o creștere ulterioară a tarifelor la gaz, electricitate și energie termică pentru gospodării. Această majorare a tarifelor va afecta nivelul consumului casnic și cheltuielile aferente, și va avea un impact asupra accesibilității la energie a gospodăriilor. Prin urmare, măsurile de reformă vor trebui să fie însoțite de o politică socială bine concepută care să protejeze gospodăriile sărace. Accesibilitatea energiei este o preocupare politică esențială pentru factorii de decizie din Moldova. Obiectivul principal al acestei analize este de a informa guvernul Republicii Moldova cu privire la impactul fiscal, ecologic și, în special, social al reformării acestor subvenții și de a-l ajuta să ia decizii bine justificate.

Le rapport se concentre sur cinq domaines stratégiques pour l’élaboration des politiques en faveur des PME : les définitions des PME, les statistiques et les institutions, mais aussi comment améliorer l'environnement des affaires pour les PME et les entrepreneurs, favoriser l'accès au financement et soutenir les start-ups et la croissance des PME, sans oublier bien sûr le développement du capital humain entrepreneurial. Le rapport vise à présenter des bonnes pratiques et à indiquer les domaines dans lesquels des efforts supplémentaires sont nécessaires. Il fournit des conseils précieux aux gouvernements, aux organisations du secteur privé, aux organismes multilatéraux et aux autres parties prenantes. Il s’agit de redoubler d’efforts afin de soutenir les PME, qui sont autant de vecteurs essentiels de l’emploi et de la compétitivité. Cela est particulièrement pertinent dans une région qui s'efforce de stimuler la diversification économique, la création d'emplois et l'inclusion des jeunes et des femmes dans l'économie.     Kurzfassung: La Vision 2020 – Stratégie de développement touristique du Maroc fixe des objectifs ambitieux pour le développement des entreprises touristiques. L’élaboration d’une politique de clusters de tourisme vise à appuyer la mise en œuvre de la politique du tourisme aux niveaux régional et local en s’adossant au processus en cours de régionalisation avancée. Il s’agit notamment d’inciter les entreprises du secteur à coopérer davantage au sein d’une destination, à dialoguer avec les différents acteurs impliqués dans la chaine de valeur du tourisme (tourisme, artisanat, économie sociale et solidaire, agriculture, universités, autorités locales), à innover via différentes expérimentations et à se mettre en réseau. Le rapport met en avant des bonnes pratiques internationales et présente la mise en place d’un cluster tourisme « Art de vivre marocain » dans la région de Marrakech-Safi. L’objectif est de favoriser l’innovation et la coopération entre les acteurs du tourisme, de l’artisanat et de l’économie sociale et solidaire, et de permettre un développement du tourisme plus inclusif sur le territoire et avec les communautés locales. Le rapport émet plusieurs recommandations pour appuyer la mise en œuvre du cluster de tourisme dans la région de Marrakech-Safi, pour en évaluer les impacts, mais aussi pour encourager le développement de clusters de tourisme dans d’autres régions du Maroc.

    Kurzfassung: Increased robot use, fuelled by price declines and the increased dexterity of these machines, is expected to affect existing/future production technologies and the organisation of production within GVCs. In order to safeguard their competitiveness in an increasingly digitalised global economy, governments across OECD and emerging economies are implementing a range of policy measures/programmes to support the investment in and use of robotics. This paper assesses the extent to which robotics impact the organisation of production through offshoring and backshoring. The results indicate that the use of industrial robots in developed economies appears to be slowing the offshoring rates, although it is not yet prompting firms to bring jobs back home. However, the effect is very recent, especially in labour-intensive sectors, and not yet apparent in developing countries. The findings suggest the rate of global value chain expansion may be slower than in the past.

    Kurzfassung: This “Trend-Analysis of Science, Technology and Innovation Policies for BNCTs” aims to analyse policies pertaining to nanotechnology and biotechnology over the past years with regard to their directionality and technology-specificity. The analysis provides some evidence that technology-push policies are favoured for young technology fields, while application-pull policies tend to be applied to more mature fields. In technology-specific policies, the percentage of pure application-pull policies is much lower than that observed for general STI policies. Most individual STI policies are technology-specific in their title or description. Most general STI policies also mention a specific technology and are thus applicable to both the field of general STI and the field of the respective technology. In the case of biotechnology, nanotechnology and ICT, by contrast, at least one third of the policies are unique to the respective field, and only up to a quarter are shared with any other technology field.

    Kurzfassung: This paper examines the evolution of firm mark-ups across 26 countries for the period 2001-14. It also discusses and investigates empirically how this can be related to the degree of digital transformation in sectors. Four main facts emerge: i) mark-ups are increasing over the period, on average across country; ii) this result is driven by firms at the top of the mark-up distribution, while the bottom half of the distribution exhibits a flat trend over time; (iii) mark-ups are higher in digital-intensive sectors than in less-digitally intensive sectors; (iv) mark-up differentials between digitally-intensive and less-digitally-intensive sectors have increased significantly over time.

    Kurzfassung: This study proposes a taxonomy of sectors according to the extent to which they have gone digital. The taxonomy accounts for some of the key facets of the digital transformation, and recognises that sectors differ in their development and adoption of the most advanced “digital” technologies, in the human capital needed to embed them in production and in the extent to which digital tools are used to deal with clients and suppliers. The indicators used to classify 36 ISIC revision 4 sectors over the period 2001-15 are: share of ICT tangible and intangible (i.e. software) investment; share of purchases of intermediate ICT goods and services; stock of robots per hundreds of employees; share of ICT specialists in total employment; and the share of turnover from online sales. The study further proposes an overall summary indicator of the digital transformation in sectors which encompasses all the considered dimensions.

    Kurzfassung: The future of tourism will be impacted by large-scale social, economic, political, environmental and technological changes, bringing new and often unseen challenges, threats and opportunities. These “megatrends” are slow to form, but once they have taken root, exercise a profound and lasting influence on human activities, processes and perceptions, including for tourism. Four megatrends are likely to have significant impacts and relevance for tourism: i) evolving visitor demand; ii) sustainable tourism growth; iii) enabling technologies; and iv) travel mobility. Exploring the multidimensional implications of these megatrends to 2040 is important to inform policy and shape the future of tourism. This Tourism Paper develops a range of plausible scenarios and potential policy responses for the megatrends mentioned above, it then examines how policy makers can better prepare for megatrends, and presents a set of guiding principles for effective strategic foresight in tourism.

The Production Transformation Policy Review of Chile (PTPR) uses a forward-looking framework to assess the country readiness to embrace change, with perspectives on solar energy, mining and agro-food, and identifies priorities for future reforms. This review is the result of government-business dialogue and rigorous analysis. It benefitted from peer learning from Sweden, Germany and the Emilia Romagna Region in Italy through the OECD Initiative for Policy Dialogue on Global Value Chains, Production Transformation and Development.

La policy mira a creare un ambiente più favorevole alle piccole startup innovative attraverso una serie di strumenti complementari, tra cui figurano una modalità di costituzione rapida e gratuita, una procedura di fallimento semplificata, incentivi fiscali per gli investimenti in equity e un sistema pubblico di garanzia per l’accesso al credito bancario. Sebbene il rapporto si concentri unicamente sull’Italia, lo “Startup Act” può essere considerato come un “laboratorio” di grande utilità per l’elaborazione di policy a sostegno dell’imprenditorialità innovativa in tutti i Paesi membri dell’OCSE. La valutazione sottolinea che l’impatto dello “Startup Act” sulle imprese beneficiarie è stato complessivamente positivo, ma che sono necessarie azioni complementari in altre aree di policy per realizzare appieno il potenziale delle startup innovative italiane.

Pedestrians, cyclists and motorcyclists account for nearly 80% of urban traffic fatalities. Cities should thus intensify efforts to improve the safety of vulnerable road users. This document presents traffic safety indicators for different road user groups collected in 31 cities to facilitate the evaluation, monitoring and benchmarking of road safety outcomes. It places a particular attention on measuring the risk of fatality per unit distance travelled.

Esamina sia l’impatto delle importazioni di prodotti falsi in Italia su questi tre gruppi sia l’impatto sui titolari dei diritti di proprietà intellettuale italiani del commercio globale di prodotti falsi che violano i diritti di proprietà intellettuale.

    Kurzfassung: Ce rapport sur L’articulation entre productivité et inclusivité rassemble les toutes dernières évidences empiriques sur les principaux facteurs du ralentissement des gains de productivité et des fortes inégalités ; il suggère de possibles liens et fondements communs à ces deux tendances ; il dégage de premières conclusions sur les ensembles de mesures à mettre en œuvre et sur les implications qui en découlent pour l’élaboration des politiques ; en outre il propose des domaines précis qui pourraient faire l’objet de recherches plus approfondies. Le principal message de ce rapport est un appel aux responsables de l’action publique afin qu’ils adoptent une approche plus globale et plus inclusive de la croissance de la productivité visant à développer tous les actifs productifs d’une économie en développant les compétences, en mettant en place un environnement où toutes les entreprises peuvent prospérer et en investissant dans les régions à la traîne. L’objectif premier de cette approche est d’élargir la base productive de l’économie de façon à générer à terme des gains de productivité solides et durables auxquels chacun soit en mesure de contribuer tout en s’assurant par ailleurs que chacun, dans la société, puisse en bénéficier et voir s’améliorer son niveau de vie et ses perspectives. Pour ce faire, il faudra établir un cadre d’action complet qui tienne compte de l’ensemble des interactions entre inégalités et productivité, et du jeu de ces interactions au sein des pays, et entre les régions, les entreprises et les individus. Un tel cadre peut aider les responsables de l’action publique à mettre en place des mesures ex ante et ex post visant à promouvoir les synergies, et à gérer les situations dans lesquelles les politiques à l’appui de la productivité ont un impact sur les inégalités.

    Kurzfassung: The nuclear energy sector employs a considerable workforce around the world, and with nuclear power projected to grow in countries with increasing electricity demand, corresponding jobs in the nuclear power sector will also grow. Using the most available macroeconomic model to determine total employment – the “input/output” model – the Nuclear Energy Agency and International Atomic Energy Agency collaborated to measure direct, indirect and induced employment from the nuclear power sector in a national economy. The results indicate that direct employment during site preparation and construction of a single unit 1 000 megawatt-electric advanced light water reactor at any point in time for 10 years is approximately 1 200 professional and construction staff, or about 12 000 labour years. For 50 years of operation, approximately 600 administrative, operation and maintenance, and permanently contracted staff are employed annually, or about 30 000 labour years. For up to 10 years of decommissioning, about 500 people are employed annually, or around 5 000 labour years. Finally, over an approximate period of 40 years, close to 80 employees are managing nuclear waste, totalling around 3 000 labour years. A total of about 50 000 direct labour-years per gigawatt. Direct expenditures on these employees and equipment generate approximately the same number of indirect employment, or about 50 000 labour years; and direct and indirect expenditures generate about the same number of induced employment, or 100 000 labour years. Total employment in the nuclear power sector of a given national economy is therefore roughly 200 000 labour years over the life cycle of a gigawatt of nuclear generating capacity.
