    Abstract: This volume offers a critical examination of how counterterrorism measures influence democratic processes, with a specific focus on the case study of post-2011 Tunisia. More concretely, it assesses the effects of counterterrorist discourses and practices on the democratic transition initiated after the Dignity Revolution of 2010-2011. Tunisia has been the only Arab country to experience a structured democratic transition after the Arab uprisings. However, the measures taken to counter the rise of salafi jihadism in the country strongly marked the transitional process. This research analyses the detrimental impact of counterterrorism on Tunisian political transition and democratic consolidation. It highlights human rights violations and their legitimization, the strengthening of repressive mechanisms, the enactment of liberticidal laws, the normalization of exceptional governance, and the constriction of public space, while also detailing its negative effects on the state's economy. The book posits that the counterterrorism rhetoric and policies have played a significant role in facilitating the democratic backsliding witnessed in Tunisia beginning in 2021. The research adopts a discursive-ethnographic approach that integrates critical analysis of presidential and parliamentary discourse with extensive fieldwork among institutional and associative actors in Tunisia. The volume represents the first comprehensive and holistic assessment of counterterrorism discourses and policies implemented in post-2011 Tunisia, highlighting their progressive impact on democratic transition.     Abstract: This book explores the discursive dimension of Russia’s invasion of Ukraine. It analyzes how political leaders, mass media, social media, and ordinary people in Ukraine, Russia, the United States, the United Kingdom, and France discuss the war. War propaganda and counterpropaganda structure discourses about the invasion, strengthening post-truth conditions. The book highlights the consequences of the growing distrust in the institutional truth-teller, mass media. Russia’s invasion of Ukraine is the first social media war. Social media became the principal source of information about the invasion. The rise of digital media did not change the tendency of the discourses about war to be territorially segregated according to national boundaries. Nationalization of discourses about war continues to prevail over their globalization. The corpora containing more than 180 million words in four languages inform the analysis. The data was collected during the first year and a half of Russia’s all-out war in Ukraine. Dr. Anton Oleinik is a professor of sociology who taught in Canada (Memorial University of Newfoundland, St. John’s), Kazakstan (Academy of Public Administration, Astana), Mongolia (National University of Mongolia, Ulaanbaatar) and Russia (Smolny College, St. Petersburg). His areas of expertise are political sociology, social data science, text-as-data, content analysis and mixed methods research.     Abstract: The book provides an examination of the evolution of China and Taiwan after 1949. This starting point situates the contestation for power between the two entities in the region after Taipei was recognized by the international community as the representative of China. The ramifications for Taiwan were drastic as country after country switched its recognition to China including those in the Caribbean and Latin America. Taiwan was able to maintain diplomatic relations with several countries in both regions through diplomatic strategies including providing financial assistance. This has waned over time considering China’s economic rise to power and Western Europe’s and the United States’ fall in global economic and political prestige and power. This book discusses China’s and Taiwan’s continuing engagement with countries in Latin America and the Caribbean with a particular emphasis on the sharp rise in trade between China and the two regions. China’s foreign policy agenda, and how Taiwan reacts to China’s policies, are also examined. Cassandra Rachel Veney is Executive Director of the Humanities in Leadership Learning Series at Case Western Reserve University. Sabella Abidde is Professor of Political Science at Alabama State University. He is the editor of the two book series: African Governance, Development, and Leadership and Africa-East Asia International Relations.

    Abstract: The book focuses on different practices of associated labor in Brazil and Argentina, in the case of the workers’ recuperated factories, over the past 40 years. Novaes analyses labor practices from a critical Marxist perspective as a reaction to the misery of neoliberalism. Deindustrialization, austerity programs, increasing commodification and international competitiveness have severely deteriorated the living and working conditions of the majority of Latin Americans. However, alternative labor, production and educational practices have developed in this increasingly ruthless neoliberal capitalism. Although they are still small, they indicate a potential way out of the capitalist mode of production. The main argument of the book is that although legally the Biharis are citizens of Bangladesh, they still do not have access to many important rights of citizenship that can make their citizenship meaningful. Their inability to access many important citizenship rights made them de facto stateless, although they are de-jure citizens. Taking a law and society approach this book examines both legal and non-legal factors behind the deplorable conditions of the Biharis in Bangladesh. Based on fieldwork, this book analyses that the Biharis’ inability to access citizenship rights is inconsistent with citizenship theory, citizenship laws, and the Constitution of Bangladesh. To make the Biharis citizenship effective or meaningful the author suggests some recommendations for policy changes that would enable Biharis to access rights associated with citizenship.     Abstract: In Nigeria, armed banditry has emerged as a contemporary threat to national security. Commentators and scholars have repeatedly pointed to overlapping foci such as herders-farmers' conflicts, warlordism, ungoverned spaces, transnational criminal networks, and the proliferation of Small Arms and Light Weapons (SALW) from Libya as dynamics influencing the current security dilemma in Nigeria. The emergence of armed banditry has triggered the prevalence of everyday killings, kidnapping for ransom, property destruction, and cattle rustling. However, the group's origin remains obscure, while its objectives and organizational structure are fuzzy. This book aims to unravel the evolution, dynamics, and trajectories of armed banditry in Nigeria. As it explores the activities of armed banditry in Nigeria, the debate will focus on its historical context, socio-economic consequences, transnational dimensions, and the response to armed banditry in Nigeria. Furthermore, the book will explore whether the scourge of armed banditry represents a new terrorist organization with a distinct ideological orientation (if at all) or another non-state armed group creating and profiting from a criminal economy through the reign of terror. In response to the increasing concern for the criminal activities of armed banditry in Nigeria, the book anticipates unpacking its emerging trends and operational nomenclature.     Abstract: This book deals with a central aspect of Marx’s critique of society that is usually not examined further since it is taken as a matter of course: its scientific claim of being true. But what concept of truth underlies his way of reasoning which attempts to comprehend the social and political circumstances in terms of the possibility of their practical upheaval? In three studies focusing specifically on the development of Marx’s scientific critique of capitalist society, his journalistic commentaries on European politics, and his reflections on the organisation of revolutionary subjectivity, the authors carve out the immanent relation between the scientifically substantiated claim to truth and the revolutionary perspective in Marxʼs writings. They argue that Marx does not grasp the world ‘as it is’ but conceives it as an inverted state which cannot remain what it is but generates the means by which it can eventually be overcome. This is not something to be taken lightly: Such a concept has theoretical, political and even violent consequences – consequences that nevertheless derive neither from a subjective error nor a contamination of an otherwise ‘pure’ science. By analyzing Marx’s concept of truth the authors also attempt to shed light on a pivotal problematique of any modern critique of society that raises a reasoned claim of being true.     Abstract: This book seeks to identify the reasons why some countries were more efficient and effective than others in responding to the COVID 19 pandemic, and why the global community failed to coalesce. What are the political determinants of the different state responses to the pandemic? Why was scientific advice rejected or ignored in many countries? What has been the role, respectively, of neoliberalism, populism, and authoritarianism in the making of Covid-19 policy? What role have each of these factors played in the uneven and clearly inadequate global response to the pandemic? In an effort to understand why some states failed to handle the pandemic properly, some of the literature suggests that populism is at the root of the current failure of international co-operation. The global financial crisis of 2008-10 triggered significant cooperation within the G-20, led by the combined efforts of the United States and China. These forms of cooperation have clearly disappeared in the context of the pandemic, not only with respect to economic policy but also in public health and management. The authors of this volume link the different state responses to the pandemic-- from its inception to the start of the vaccination campaign, and to the political regimes prevailing in each. In particular, the present volume focuses on a distinction between the responses of neo-liberal regimes, populist regimes and authoritarian ones.     Abstract: This comparative philosophy of law book aims at formulating a new analytical approach to the Islamic legal tradition based on ‘juridical categories’, a concept that facilitates comprehension and understanding of juridical phenomena. Building upon legal comparativism and legal pluralism, this project intends to avoid bias caused by universalizing Western categories when analyzing foreign juridical notions, which inevitably results in the miscomprehension of non-Western ideas and institutions. The book focuses on the most relevant juridical questions regarding the Islamic and Western legal perspectives, such as the different visions regarding juridical spatiality, the role of human reason and the relationship between law, man and the divinity. While contributing to legal philosophy, this work intends also to develop and define a new interdisciplinary approach, aiming to provide a starting point for novel analyses in research fields such as legal comparativism, legal pluralism, and constitutional law. Finally, by formulating a new interdisciplinary approach, it will provide a foundational discussion of a continuously evolving subject that will never be exhaustively explored.     Abstract: This book is organized around the personal struggles of ten extraordinary French women activists: Eugenie Niboyet, Eugenie Foa, Suzanne Voilquin, Josephine Bachellery, Pauline Roland, Jeanne Deroin, Elisa Lemonnier, Desiree Gay, Adele Esquiros, and Marie Noemie Constant. Ranging in age from 52 to 20 in 1848, coming from different economic backgrounds, these women share a common quest to be included in the economic and political rights won by the revolt against the July Monarchy.Banding together in the face of exclusion from the right to work guaranteed to all men in February 1848, they write petitions to the Provisional Government, and create the first daily feminist newspaper, "La Voix des femmes." The newspaper is a forum for their demands: midwives who demand to be paid as civil servants, domestic workers who demand support while unemployed, teachers who demand opportunities for higher education and for higher wages. The right to vote and the right to divorce are debated in the newspaper.Seeking to widen their support, Niboyet and her cohort launch a political club, Le Club de femmes, which is ridiculed in the satiric press. The women activists of 1848 do not withdraw from the public sphere. They form workers' associations. Deroin and Roland are imprisoned for their activism.     Abstract: This book provides a governance perspective on China’s digital authoritarianism by examining the political and institutional dynamics of the country’s internet sector in a historical context. Using leading theories of authoritarian institutions, it discusses China’s approach to the internet and methods of implementation in terms of party-state institutions and policy processes. This provides a much-needed ‘inside out’ perspective on digital authoritarianism that avoids the perception of China as some coherent and static monolith. The study also offers a powerful rationale for China’s cyber sovereignty as an externalisation of its domestic internet governance framework and broader political-economic context. As China shifts from rule-taker to rule-maker in world politics, the Chinese Dream (zhongguo meng) is now going global. Beijing’s digital authoritarian toolkit is being promoted and exported to other authoritarian regimes, making China a major driver of digital repression at the global level.     Abstract: In this engaging book, Maria Chiara D’Argenio delineates a turn in recent Latin American filmmaking towards inter/cultural feature films made by non-Indigenous directors. Aimed at a global audience, but played by Indigenous actors, these films tell Indigenous stories in Indigenous languages. Over the last two decades, a growing number of Latin American films have screened the Indigenous experience by combining the local and the global in a way that has proved appealing at international film festivals. Locating the films in composite webs of past and present traditions and forms, Indigenous Plots in Twenty-First Century Latin American Cinema examines the critical reflection offered by recent inter/cultural films and the socio-cultural impact, if any, they might have had. Through the analysis of a selection of films produced between 2006 and 2019, the book gauges the extent to which non-Indigenous directors who set out to engage critically with colonial legacies and imaginaries, as well as with contemporary Indigenous marginalization, succeed in addressing these concerns by ‘unthinking’ and ‘undoing’ Western centrism and coloniality. Drawing on a wide range of disciplines and considering the entire cinematic process – from pre-production to the films’ production, circulation and critical reception – Indigenous Plots in Twenty-First Century Latin American Cinema makes the case for a holistic cultural criticism to explain the cultural and political work cinema does in specific historical contexts. A follow-up to Political Marketing in the 2016 U.S. Presidential Election, it uniquely focuses on the political marketing and branding strategies of presidential candidates, with particular attention to how those strategies have changed since the 2016 election.     Abstract: This book explores the role of Chineseness or lo chino in the production of Chilean national identity. It does so by discussing the many voices, images, and intentions of diverse actors who contribute to stereotyping or problematizing Chineseness in Chile. The authors argue that in general, representing and perceiving China or Chineseness as the Other is part of a broader cultural and political strategy for various stakeholders to articulate Chile as either a Western country or one that is becoming-Western. The authors trace the evolution of the symbolic role that China and Chineseness play in defining racial, gendered, and class aspects of Chilean national social imaginary. In doing so, they challenge a common idea that Chineseness is a stable signifier and the simplistic perception of the ethnic Chinese as the unassimilable foreigner within the nation. In response, the authors call for a postmigrant approach to understanding identities and Chilean society beyond stubborn Orient-Occident and us-them dichotomies.     Abstract: On October 3, 1990 the future of both Europe and Germany became powerfully and inexorably intertwined across a politically broadened continent powering transformative social, political and economic interactions. The thirty year mark after the then reigning chancellor Helmut Kohl promised 'flourishing landscapes' in the former GDR is more than just a new anniversary from which mandatory reflections must follow. Arguably, it represents a temporal boundary between the adjustments and reactions conditioned and captivated by a sense of something new and uncertain, and that point moving forward from which unification’s legacy inescapably tethers Germany’s future to normal politics shaped by the issues of the moment, and not politics gripped by the debates of unification itself. That legacy is defined by an accumulation over thirty years of adjustments, mutations, counter-adjustments and strategic reactions which have now delivered through the many ripples of change a Germany managing the course-trajectory which unification has relentlessly plotted. The foreseeable future will certainly see that legacy of unification tenaciously continue to project yet shrouded within the background of Germany’s routine politics. This volume explores that legacy within the post-unification era and reflects on the way forward into a near-term German future no longer consumed with unification itself but with the reality of politics it has steadily defined. Michael Oswald is Assistant Professor of Political Science at the University of Passau, Germany, Research Associate at the John F.     Abstract: This book provides analytical arguments that demonstrate the necessity to go beyond not only mainstream economics but also, and especially, the capitalist economy itself. It provides a radical critique of mainstream economics, comparing it to an unscientific form of single thought, and applies this criticism to the specific fields of growth, development, the institutions, defense, or the environment. It targets both neoclassical economics and reformist “soft heterodox” currents, from neoinstitutionalists to neo-Keynesians—including Thomas Piketty or Amartya Sen, among others.     Abstract: This book analyses the impact of participatory governance on cultural development, explaining why cultural participatory practices can lead either to positive sustainable effects or to unexpected and controversial ones. It focuses on four projects realized in the two European Capitals of Culture of 2013 – Marseille-Provence (France) and Košice (Slovakia) – within the Programme ‘Quartiers Créatifs’ and the SPOTs Programme. By combining different strands of the Democratic Theory and applying the process tracing methodology, the book argues that participation produces cultural developmental processes only when a certain intensity of trust is reached among the various stakeholders. In the presence of fully-fledged trust, participation activates a reinforcing chain of capacity-building and social capital that nurture long-term cultural networks. On the contrary, in the absence of fully-fledged trust, participation can generate contestation movements or isolated cultural production. Uniquely, the book challenges the ‘optimistic aura’ of participatory governance of culture, showing its conflicting but always productive nature.     Abstract: This book provides an in-depth look into key political dynamics that obtain in a democracy without parties, offering a window into political undercurrents increasingly in evidence throughout the Latin American region, where political parties are withering. For the past three decades, Peru has showcased a political universe populated by amateur politicians and the dominance of personalism as the main party–voter linkage form. The study peruses the post-2000 evolution of some of the key Peruvian electoral vehicles and classifies the partisan universe as a party non-system. There are several elements endogenous to personalist electoral vehicles that perpetuate partylessness, contributing to the absence of party building. The book also examines electoral dynamics in partyless settings, centrally shaped by effective electoral supply, personal brands, contingency, and iterated rounds of strategic voting calculi. Given the scarcity of information electoral vehicles provide, as well as the enormously complex political environment Peruvian citizens inhabit, personal brands provide readymade informational shortcuts that simplify the political world. The concept of “negative legitimacy environments” is furnished to capture political settings comprised of supermajorities of floating voters, pervasive negative political identities, and a generic citizen preference for newcomers and political outsiders. Such environments, increasingly present throughout Latin America, produce several deleterious effects, including high political uncertainty, incumbency disadvantage, and political time compression. Peru’s “democracy without parties” fails to deliver essential democratic functions including governability, responsiveness, horizontal and vertical accountability, or democratic representation, among others.     Abstract: This book analyses contemporary capitalism from Brazil and from the Marxian critique of political economy, particularly; the co-dependency of wealth and poverty and of civilization and barbarism; the current tendency towards capital over-accumulation and the specific form assumed by the capitalist crisis in recent decades; the financialisation process of capital accumulation, its effects on the world of labour; and the place that the state assumes in this broad process. Current trends toward increasing social inequality, impoverishment of large sections of the population, precariousness of labour and rising unemployment, environmental destruction, the spread of austerity policies and the suppression of social policies, the rise of the far right (together with the strengthening of racism, misogyny, xenophobia, political and religious fanaticism and all manner of intolerance, etc.), low economic growth, the primacy of the financial dimension of capital accumulation, all need to be understood in their multiple and complex articulations, as fundamental and inherent elements of contemporary capitalism, associating empirical analysis with conceptual construction. Because they are strictly contradictory processes, a dialectical approach is required that reclaims the Marxian legacy, and aims to contribute to updating it, seeking to bring new and relevant elements to the Marxist debate, based on a specific interpretation of Marx's work, and as an immediate empirical basis the Brazilian reality.     Abstract: This book provides a systematic overview of the prevalence, causes, and stability of left-wing and right-wing extremist attitudes in Germany between 1994 and 2017. It shows that there are many similarities between left-wing and right-wing extremists, both in terms of their ideologies and their individual experiences. Overall, these causes can be traced back to three factors: unmet individual needs (e.g., deprivation or disenchantment with politics), access to ideological narratives that promise simplified solutions to individual problems, and the larger social circumstances of life (e.g., transformation processes, unemployment, or immigration). Although extremist attitudes are relatively rare, they are also shown to be highly stable: once acquired, individuals are difficult to bring back onto the democratic path. This book is the first to systematically compare left-wing and right-wing extremist attitudes, to provide an intensive methodological contribution to the measurability of such attitudes, and to relate their causes and stability. Sebastian Jungkunz is a post-doctoral researcher at the Institute for Socio-Economics at the University of Duisburg-Essen, Germany, Post-Doctoral Visiting Fellow at the Bamberg Graduate School of Social Sciences, Germany, and project leader at Zeppelin University, Germany. Group vulnerability has become a common concept within legal and political scholarship but remains largely undertheorized as a phenomenon itself. At the same time, in academia and within legal circles, vulnerability is primarily understood as a phenomenon affecting individuals, and the attempts to identify vulnerable groups are discredited as essentialist and stereotypical.     Abstract: How might political opposition shape regime outcomes over time in an authoritarian system? Most studies on political opposition in authoritarian contexts tend to focus on the agency of the regime over and above that of the political opposition. Using Albert Hirschman’s framework of exit, voice and loyalty, this book examines the case of Kazakhstani opposition agency over 30 years to explore the extent to which political opposition in Kazakhstan has shaped the dynamics of authoritarian regime development in the country. What the analysis reveals is that in Kazakhstan the regime has tended to treat formal institutional political opposition as neither a credible nor non-credible threat. Consequently, the Kazakhstani regime has always responded to opposition exit and voice with sanctions and institutional adaption which strengthened the regime in the short to medium term, but left them exposed to spontaneous, grassroots non-institutional opposition in the longer term. This spontaneous grassroots opposition emerged in Kazakhstan as a series of ‘shocks’ crystalised in the 2011 events in Zhanaozen, the 2016 land protests, the 2019 election protests and the events of ‘qandy qantar’ (bloody January) in 2022. What this book illustrates is how authoritarian regimes which treat opposition threats ambiguously are likely to end up in a continuous state of instability because the feedback provided by opposition agency disappears leaving the regime susceptible to spontaneous opposition.     Abstract: This book considers contested responsibilities between the public and private sectors over the use of online data, detailing exactly how digital human rights evolved in specific European states and gradually became a part of the European Union framework of legal protections. The author uniquely examines why and how European lawmakers linked digital data protection to fundamental human rights, something heretofore not explained in other works on general data governance and data privacy. In particular, this work examines the utilization of national and European Union institutional arrangements as a location for activism by legal and academic consultants and by first-mover states who legislated digital human rights beginning in the 1970s. By tracing the way that EU Member States and non-state actors utilized the structure of EU bodies to create the new norm of digital human rights, readers will learn about the process of expanding the scope of human rights protections within multiple dimensions of European political space. The project will be informative to scholar, student, and layperson, as it examines a new and evolving area of technology governance – the human rights of digital data use by the public and private sectors. Rebekah Dowd is an Assistant Professor of Political Science at Midwestern University in Texas. Rebekah’s research focuses on human rights within data policy, the online behavior of individuals and states, and policy decision-making by European politicians. Yet some evolutions may occur that actually improve the efficiency level inside public administrations. The book identifies how and why such processes may occur. It explores an innovative approach to the way reform policies inside the public are assessed. The opening chapters examine the contributions of different disciplines to the study of change in the public sector, before proposing a framework to better understand management developments. The book then reviews eight crosscutting central government programmes successively launched since the late 1960s, examines how these programmes were designed and constructed, and analyses the ways in which three toolkits are appropriated: dashboards and indicators, cost-benefit analysis, and ex post evaluation. The final chapters examine the links between the development of agencification and the way in which central government proceeds to implement it, and demonstrate why and how the structure of human resources is crucial for initiating change processes. Focusing on those opinions, the book examines the constitutional basis of presidential immunity, both textual and historical, as reflected in the deliberations of the 1787 Convention and the ratification debates. Lowell Brown is a practicing attorney specializing in white collar criminal defense and compliance, and has taught courses in white collar crime, international criminal law and procedure and jurisprudence at the University of Maine Law School, USA.     Abstract: This book addresses the question of what socialism is according to fundamental values rather than institutions. Arguing that Marxist socialism is not only more gradual but also more radical than how it is usually understood, this book shows that socialism extends liberalism by inheriting and furthering liberal justice, including fundamental human rights. Simultaneously, socialism ultimately rejects liberalism because it does not consider liberal values, such as liberty and equality, society’s primary principles. Satoshi Matsui offers a new theory: alienation has two dimensions. Marxists seek to rectify policies that violate justice in a capitalist society, and injustice in capitalism is alienation’s first dimension. From a communist society’s perspective, however, justice itself is an alienated idea and the second dimension of alienation. Marx’s theory of alienation does not deny the liberal theory of justice but is rather a universal system that encompasses it. By fundamentally reexamining Marxism, this volume provides a basic guideline for overcoming capitalist society and constructing a communist society.     Abstract: This edited volume traces the development of the Marxian theory of finance in Japan. Japanese Marxists have long been engaged in this field of study, yet their achievements are hardly known in other languages. Japanese Discourses on the Marxian Theory of Finance brings together in English for the first time six core essays essential to the understanding of the history and development of Japanese Marxian economics. Part I considers the so-called Uno-Miyake debate, which shaped the direction of the research in postwar Japan. Part II includes the three core essays influenced by Uno, including an essay by Shigekatsu Yamaguchi, who introduced a new method to systematically deal with “credit creation” which must be duly taken into consideration if scholars are to analyze today’s “financialization." Finally, the last two essays follow from Yamaguchi’s influential theory to consider the relation of banking with the capital market to complete the theory of finance in Marxian economics. .

    Abstract: This book broadly analyzes the displacement or forced relocation of Adivasis Indigenous peoples from the Narmada Valley in India due to the construction and execution of a large development project, the Sardar Sarovar project, which has substantially transformed Adivasi lives, roles, practices, and autonomy, and increased their dependence on capital, market, unsustainable farming practices and urban jobs. Globally, Indigenous communities live within a legacy of environmental dispossession due to economic development that dismantles their mental and physical well-being and a land-based way of life. Appropriation, dispossession, and accumulation is historical and contemporary. Stories of Adivasi people illustrate the horrors of systematic marginalization, in general, and Adivasi women’s reduced autonomy and economic sufficiency, in particular. Key to mention here is that decades of resistance, protests, counter-struggles, marches, direct action did not overturn bureaucratic regressions or structural and direct violence towards marginalized or resettled Adivasi people, but enabled networks of solidarity arguing their rights and access. The book does not attest to state or corporate power, but validates Adivasi agency and autonomy. Sutapa Chattopadhyay is Assistant Professor in Women’s and Gender Studies and Development Studies programs at St. Francis Xavier University, Canada. Her areas of interest are gender, migrations, development justice, social movements, political ecology and Indigeneity. Currently she pursues research on migrant incarceration, borders, and autonomy in Rome, Italy. She also continues to write on Indigeneity, food sovereignty, emancipatory politics, and development justice. She is an editor of Interface and on the advisory board of ACME. She has published in Interface; ACME; Gender, Place and Culture; Population, Place and Space; Environment and Planning D; Geopolitics; and Capitalism Nature Socialism on Indigenous anti-colonial struggles, development-induced dislocation, colonial and post-colonial appropriation of bodies and nature, anarch/eco-feminist pedagogies, feminist research methodologies, migrant agency, and border politics.
