    Note: Dieser Band stellt eine Reihe von Aufsätzen aus dem Bereich von Politik und Verwal­ tung zusammen, die teils bereits veröffentlicht, teils noch nicht veröffentlicht sind. Der Neudruck verfolgt vor allem den Zweck, den inneren Zusammenhang einer Reihe von überlegungen sichtbar zu machen, stärker, als dies im Einzelaufsatz durch Fußnoten und Verweisungen geschehen kann. Er soll Zugänglichkeit und Kritik erleichtern. Für Sammelbände einen bezeichnenden Titel zu finden, ist bekanntermaßen ein schwie­ riges Geschäft. Zu meinem Bedauern ist die Sitte, die ersten Worte des Textes zu wählen, fast völlig abhanden gekommen. »Viele klassische Begriffe« wäre ein schöner, distanznehmender Titel gewesen. Die Auseinandersetzung mit und die Abwendung von einer großen Tradition des ethischen Denkens über Politik, Recht, Staat und Ver­ waltung ist einer der Leitfäden durch diesen Band. Der andere ist »Politische Planung«. Wenn es um die klassischen Begriffe und um politische Planung geht, dann geht es letztlich um die Umkehrung der zeitlichen Grundorientierung von Vergangenheit auf Zukunft, deren Vollzug unsere Gesellschaftsordnung verlangt. »Planung« wäre dafür ein unzulänglicher Titel, wenn damit lediglich eine Art Vorbereitung des Handelns sich. gemeint wäre. Die darauf bezogenen Planungstechnologien sind eine Sache für Sie werden in den Aufsätzen dieses Bandes allenfalls beiläufig berührt. Vielmehr geht es in erster Linie um Konzeptionen des Gegenstandes Politik und Verwaltung, die diesen als plan bar erfassen

    Note: und Journalistinnen behaupten, oder inszenieren sie durch Auswahl und Präsentationsformen gerade das, was die meisten von uns für wirklich halten, obwohl wir es weder erfahren haben noch überprüfen konnen? Ist aber aus den Bildern der Wirklichkeit nicht schon längst - und nicht nur in Computersimulationen - die Wirklichkeit der Bilder geworden, die sich einer hochentwickelten Technik und der ökonomisch bestimmten Arbeit eines komplexen journalistischen Systems verdanken? Und wie steht es mit der Wirkung, die die Massenmedien heute auf Kinder, Jugendliche und Erwachsene ausüben? Sind die Medien zur eigentlichen Schule der Nation geworden, oder verkommt das Fernsehen, wie viele Kritiker behaupten, zur bloßen Sex-and-Crime-Show? Die Themen, die in dieser Einführung behandelt werden, decken keineswegs den Diskussionsstand "der" Kommunikationswissenschaften ab. Sie perspektivieren vielmehr den kommunikationswissenschaftlichen Diskurs unter mehreren Aspekten, wobei der Blick bewußt von außen (interdisziplinär) auf diesen Diskurs gerichtet wird. Mit diesem Buch setzen die in Münster ansässigen Herausgeber in gewisser Weise eine Tradition des Konstruktivismus fort, die mit dem Wirken des Gestaltpsychologen Wolfgang Metzger vor fünfzig Jahren in Münster begonnen hatte. Das Motiv, Geld zu verdienen, kommt in einem solchen idealtypischen Selbstverstandnis nur am Rande vor. Dieses Lehrbuch beschreibt die Zusammenhange und die Konflikte zwischen den wirtschaftlichen Notwendigkeiten und dem kulturellen und politischen Impetus des Journalismus. Es analysiert die Produktionsbedingungen, denen die Medienunter­ nehmen unterliegen, und zeigt die Grenzen auf, die gewinnorientiertes Handeln der journalistischen Arbeit setzt. Das okonomische Analyse-Instrumentarium sollte indes nicht als Handlungsanwei­ sung miBverstanden werden. Ich mache keinen Hehl aus meiner grundsatzlichen Sympathie fUr Unternehmer und Unternehmen, die auf eigene Kosten - nicht auf Kosten der Steuerzahler - ihrer publizistischen Uberzeugung Opfer bringen. Dies gilt fUr Axel Springer genauso wie fUr die taz. Dennoch: Dieses Buch ist von einem Okonomen in der Tradition der Wirtschafts­ wissenschaften geschrieben, die okonomische Sicht dominiert. Sie laBt aber, davon bin ich uberzeugt, menschlichen, nicht-monetarisierbaren Werten mehr Raum, als allgemein angenommen wird. Ein besonderes Merkmal dieser Tradition ist die Liebe der Okonomen zu Zahlen, die fur uns eine eigene argumentative Kraft haben. Prognosen über den Fortgang der Dinge leiden unter kürzer werdenden Verfallsdaten. Auf Jahre und Jahrzehnte gerichtete Lebensperspektiven schmelzen, be­ sonders in Osteuropa, auf die Überschaubarkeit weniger Mo­ nate zusammen. Die sozialen Konflikte und Verteilungs­ kämpfe nehmen unter Bedingungen der ökonomischen Re­ zession und einer dramatisch anwachsenden sozialen Un­ gleichheit im internationalen, im nationalen und regionalen Maßstab sowie auch innerhalb der einzelnen Gesellschaften zu. Der Zusammenbruch der europäischen Nachkriegsord­ nung und die sie begleitenden politischen, ökonomischen und sozialen Umbrüche haben Platz geschaffen für politische Orientierungen, die viele für antiquiert und historisch über­ lebt gehalten haben. Alain Minc spricht von einer Wiederge­ burt des Nationalismus in Europa nach dem Zusammen­ bruch des Kommunismus. Die geopolitischen Unsicherhei­ ten einschließlich der Migrationen, härter werdende wirt­ schaftliche und soziale Auseinandersetzungen, das Aufbre­ chen ethnischer Konflikte und die Gefahr der Ausweitung regionaler Kriege führen Minc zufolge zu einer Rückbesin­ I}ung auf nationalistische Werte (Minc 1992).     Note: Obwohl der Mensch im natürlichen phylogenetischen System der Organismen keine Sonderstellung einnimmt, kommt ibm aufgrund seiner doppelten Geschichtlichkeit eine AusnahmesteUung zu. Ziel paläoanthropologischer Forschung ist es, den Prozeß der Menschwerdung als komplexen psycho­ physischen Adaptationsprozeß zu verstehen und zum Selbstverständnis des Menschen beizutragen. Moderne paläoanthropologische Forschung ist damit wesentlich mehr als nur Fossilkunde, nämlich ein multidisziplinärer Ansatz. Da die Paläoanthropologie in den bei den letzten Dezennien durch zahlreiche neue Daten, Befunde und Denkansätze geprägt wurde, die zu vielfliltigen Modell­ bildungen, z. B. zur Evolutionsökologie der frühesten Hominiden oder zur Entstehung des anatomisch modernen Menschen, Anlaß gaben, fehlt im deutsch­ sprachigen Raum ein aktuelles Lehrbuch der Paläoanthropologie. Der vorliegende Band, der in einen methodischen (Kap. 2 -4) und einen angewandten Teil (Kap. 5 -8) gegliedert ist, soll diese Lücke schließen. Das inhaltliche Konzept fußt auf der Lehrpraxis der Autoren auf dem Gebiet der Paläoanthropologie und -primatologie sowie auf vielfliltigen sachbezogenen Anregungen der angesprochenen Leserschaft, insbesondere der Studenten der Anthropologie und der Biologielehrer. Text- und Abbildungsumfang wurden gleichgewichtig behandelt, wobei versucht wurde, die gesamte Bandbreite der Denkansätze und Modellvorstellungen zur Stammesgeschichte des Menschen zu integrieren und ihr Für und Wider abzuwägen. Der Band soU den Leser letztlich in die Lage versetzen, stammesgeschichtliche Aussagen, die prinzipiell nur Modellcharakter haben, kritisch zu bewerten und eigene Forschungsfragen und -strategien zu entwickeln. Das detaillierte Register und das umfangreiche Literaturverzeichnis sollen dabei den Zugang zu den vielfliltigen Daten, Fakten und Themenkomplexen des Hominisationsprozesses erleichtern.     Abstract: Old age is a part of the lifecycle about which there are numerous myths and stereotypes. To present an overstatement of commonly held beliefs, the old are portrayed as dependent individuals, characterized by a lack of social autonomy, unloved and neglected by both their immediate family and friends; and posing a threat to the living standards of younger age groups by being a 'burden' that consumes without producing. Older people are perceived as a single homogeneous group, and the experiment of ageing characterized as being the same for all individuals, irrespective of the diversity of their circumstances before the onset of old age. In this book, detailed statistical material is used to portray the circum­ stances of older people in modern society in an attempt to evaluate the appropriateness (or otherwise) of the major stereotypes of later life. This volume does not address ageing from a psychological or micro-social per­ spective. In particular, we do not explore major issues relating to old age. Rather we feel that, from the extensive collection of surveys concerned with the elderly, we can provide a context within which individual eld­ erly people can be studied from more anthropological or biographical perspectives.

    Abstract: Age Concern always seeks to be at the forefront in raising issues of importance as part of our continuing fight to improve the quality of life of older people. To this end we are privi­ leged in being able to draw on the skills of people with the commitment, expertise and enthusiasm to press for much needed change. When, some years ago, we published a book by Mervyn Eastman on old age abuse, the subject was largely unrecognized. He played a pioneering role in drawing atten­ tion to this difficult and sensitive topic, classifying the various types of abuse, analysing their causes, their tragic effects and the different contexts in which they were likely to occur. Earlier, when I joined Age Concern, I had been struck by the paucity of knowledge of old age abuse. My previous work with children and young people provided me with stark reminders of how much more developed both policy and prac­ tice were in dealing with the abuse of children. Even in that field there was still much to learn, and subsequent legislation, policy guidelines and codes of practice have taken us further down the road by constructing clear lines of accountability and by protecting and representing children at risk, by helping potential abusers and developing practice that avoids punish­ ing victims through removing them from their homes.

    Abstract: Sometime in the 1980s, Norbert Singer, the then Director of Thames Polytechnic, became interested in the idea of becoming involved in nurse educa­ tion. Project 2000 had been published. In those days, there were three qualified nurses in the Polytechnic: all in the School of Post Compulsory Education and Training, and all involved in the training of nurse tutors. Knowing this, he tele­ phoned the Head of School: 'Take an interest in this', he said, 'Let's see how far it can go'. Singer had perceived the possibility of a new market - a major oppor­ tunity for his institution. Whereas we had been active in various minor collabor­ ations before, after that telephone call the development of health care education became a strategic priority.     Abstract: Historical archaeologists often become so involved in their potsherd patterns they seldom have time or energy left to address the broader processes responsi­ ble for the material culture patterns they recognize. Some ofus haveurged our colleagues to use the historical record as a springboard from which to launch hypotheses with which to better understand the behavioral and cultural pro­ cesses responsible for the archaeological record. Toooften, this urging has re­ sulted in reports designed like a sandwich, having a slice of "historical back­ ground," followed by a totally different "archaeological record," and closed with a weevil-ridden slice of "interpretation" of questionable nutritive value for understanding the past. The reader is often left to wonder what the archae­ ological meat had to do with either slice of bread, since the connection be­ tween the documented history and the material culture is left to the reader's imagination, and the connection between the interpretation and the other disparate parts is tenuous at best. The plethora of stale archaeological sandwiches in the literature has re­ sulted at the methodological level from a too-narrow focus on the specific history and archaeology ofa site and the individuals involvedon it, rather than a focus on the explanation of broader processes of culture to which the actors and events at the site-specific level responded.

    Abstract: This is the second edition of a book that I hope continues to be of practical value. For counselling must always be that: practical. No amount of talking, on its own, can really make a difference if people do not end up doing something as a result of counselling. The practical thread remains an important one throughout this edition. Counselling Skills for Health Professionals is not just a 'how to do it' book: people are probably too complicated for that approach to be of much use. Counselling is never simply a matter of learning a range of skills which you then apply in a range of settings. In the end, counselling is about facing the person in front of you, listening to them carefully and then supporting them as they work through their problems. For many problems, there are no easy answers and counselling doesn't offer any 'quick fixes'. It is essentially a supportive process. There are many things it cannot do. It cannot change certain social and political situations. It cannot cure diseases. On the other hand, what it can do is offer people more hope. Often, just the fact that there is somone who is prepared to hear your story and to listen to you is all that is needed. I remain convinced that the key issue in all types of counselling is the ability to listen.

Organized around these three concepts, Culture/ Power/History brings together both classic and new essays that address Foucault's "new economy of power relations" in a number of different, contestatory directions.     Abstract: Nearly 29 years have passed since the EC and Thrkey forged the Association Agreement on 12.3.63. After abrief period on hold, Thrkish-EC relations regained dynamism when Thrkey applied for full membership on April 14, 1987. The view of the EC Commission, as presented some two and a half years later to the Council of Ministers, was approved by EC Foreign Ministers. The response stated that the EC would not start negotiations for membership until the completion of the Single Market. The main points of the Commission's observation focused on the discrepancy in the levels of economic development between Turkey and the EC, the issue of human rights, shortcomings in social security and the question of Cyprus. This response was a source of great disappoinment in Thrkey; because it had been a consistent ally of the West until then, taken important steps towards democracy and a free-market economy, EC membership, as Thrkey saw it, was to be its reward.

    Abstract: The hand commonly is considered to have exerted great influence on the evolution of typically human features, like upright posture, stereoscopic vision, "manipulative" handling of parts of the environment. The hands of the other primates are not less closely related to the necessities of life than in humans. But beyond this general statement, only few satisfying and precise analyses of their functions exist. Most considerations begin and end up with Napier´s discrimination and definition of power grip and precision grip - which has turned out to be very useful in surgery - and the restating of man´s distinctiveness. The characteristic features of the human hand are to a large extent shared by the hands of other primates, and therefore it seems logical to approach the human hand by looking into the details of hand function and hand morphology in non-human primates. Eine Kombination dieser beiden Zielsetzungen führte im November 1992 zu einem Workshop des Polyprojekts auf dem Monte Verita. zum Thema des gesellschaftlichen Umgangs mit technischen Katastrophenrisiken, mit Risiken also, die eine sehr kleine Eintretenswahrscheinlichkeit, aber ein sehr gros ses Schädigungspotential haben. Das vorliegende Buch dokumentiert das Ergebnis dieses Workshops. Es erhebt nicht den Anspruch, das Thema ausgeschöpft zu haben. Es will aber aufzeigen, wie unter­ schiedliche Disziplinen an das Thema herangehen, und damit einen Beitrag leisten zum interdisziplinären Gespräch.     Abstract: Locked up within human bone are tantalizing clues concerning the diets consumed by ancient peoples. On the one hand the amounts of certain elementsin bone (strontium, zinc) serve as measures of protein, fiber, and calcium intake. On the other hand, the ratios of carbon isotopes and of nitrogen isotopes provide information on questions of fish vs. meat, herbivore vs. carnivore, or (for animals) browser (shrubs) vs. grazer (grasses). Such information can provide a window on many aspects of prehistoric cultures and can supplement the nonskeletal archaeological record. In addition to these two approaches, the biochemical record in bone from protein and nucleic acids such as DNA serves as a source of nondietary information such as genetic relationships. This volume treats all three subjects.: elemental, isotopic, and biochemical. The foremost experts in the areas provide fundamental descriptions of the techniques, express their concerns over the limitations of the methods, and describe recent applications to archaeological studies

    Abstract: Present trends indicate that in the years to come transnational science, whether basic or applied and involving persons, equipment or funding, will grow considerably. The main purpose of this volume is to try to understand the reasons for this denationalization of science, its historical contexts and its social forms. The Introduction to the volume sets out the socio-political, intellectual, and economic contexts for the nationalization and denationalization of the sciences, processes that have extended over four centuries. The articles examine the specific conditions that have given rise to the growth of transnational science in the 20th century. Among these are: the need for cognitive and technical standardization of scientific knowledge-products, pressure toward cost-sharing of large installations such as CERN, the voluntary and involuntary migration of scientists, and the global market for R&D products that has emerged at the end of the century. The volume raises many new questions for research by historians and sociologists of science and poses problems that are of concern both to scientists and science policy-makers

The author critically presents the hitherto existing theories of the comic from Aristotle up to the present and classifies them.
