    Kurzfassung: The German state banks - or Landesbanks - are not only some of the largest banks in Germany but are also a dominant force in the international banking sector. These state-owned banks enjoy special privileges and government support which have made them major players in the global arena of banking and finance. Protected by the German taxpayer's seemingly bottomless pockets in the form of state warranties, Landesbanks are able to take part in financing some of the largest projects in the world. They occupy nearly fifty per cent of the top places in both Moody's and Standard and Poor's international rankings. Professor Sinn critically scrutinizes the privileges of the German Landesbanks and questions the justification of government intervention in the banking sector. He predicts that European integration and the introduction of the euro will lead to a fierce take-over battle between Europe's banks. He argues that, given the state warranties, it seems likely that the German Landesbanks will be among the winners in this battle and concludes that the German public banking system has grown far larger than is appropriate for a market economy.     Kurzfassung: The Economics of Environment and Development is a carefully edited selection of Edward Barbier's most influential papers on the role of environmental economics in economic development. This book begins with a brief overview and summary of the papers, placing each in its original context and in relation to the development of Barbier's ideas. The first section deals with the concept of sustainable development, in particular its practical implications for economic policy in developing countries, as well as the long run conditions under which an economy might trade-off environment and growth to achieve its development aims. The second section is concerned mainly with land degradation and tropical deforestation. Using case studies from Africa, Central America and Southeast Asia, the underlying causes of these problems are examined and innovative policies are prescribed to reverse environmental degradation in these areas. The third part of the book is dedicated to the economics of wetlands, wildlands and biodiversity conservation, and discusses the optimal use and management of a region's remaining wild or natural habitat areas. The final section of the book deals with trade and the environment and focuses on the linkages between sustainable resource management and the trade in ivory, timber and forest products, and the role of trade interventions as a means of encouraging a developing country to conserve more of a biological resource.     Kurzfassung: The transfer study, a technique used in cost-benefit analysis, is an increasingly important tool used by government agencies to assess environmental regulatory policy. This innovative book develops protocols for using the transfer method to approach environmental problems and introduces several significant conceptual and methodological advances that refine the transfer process. The transfer approach to quantitative policy analysis adapts information and data from existing studies and so provides an economical way to assess potential benefits and costs for projects. The book presents a detailed framework for examining the transfer of information, outlines the basic steps of the method, and discusses solutions to frequently encountered problems. It then illustrates the method with an extensive case study of environmental externalities from electricity generation.     Kurzfassung: In this innovative book the author examines the link between environmental, trade and industrial policies within an interregional setting. He models how regional governments, using tax rates on real capital and pollutant emissions, determine policies to favour their residents in terms of the provision of public goods and reduction in environmental degradation. Regions or countries engage in competition for mobile capital in a world where production causes pollution and tax revenues are required to finance public goods. In Fiscal Policy and Environmental Welfare the author considers the efficiency consequences when governments act strategically and seek to manage trade, capital flows and emissions. Using formal models, which extend and modify existing literature, the author demonstrates that interjurisdictional competition typically leads to inefficiencies. He argues that although interjurisdictional competition may lead to the overprovision of public goods and to an inefficiently high environmental quality, often the opposite seems to occur. This book will be welcomed by environmental economists, and those scholars interested in welfare and fiscal policy

    Kurzfassung: The economic demands of an ageing population, coupled with the crisis of public spending pose one of the greatest challenges to social policy in both the East and West. This book focuses on the political economy of pensions, particularly on the interaction between private and state provision. Enterprise and the Welfare State argues that there is more to welfare than simply provision by the state and so the focus of this book is on the welfare society rather than the welfare state. This requires a new system of statistical accounting and a different focus for case studies. A multidisciplinary approach is used to examine the design of the pensions system in nine countries with different institutional welfare mixes. Using a common conceptual framework, it compares and contrasts the goals and realities of the welfare systems in France, Germany, The Netherlands and Sweden, where strong occupational pensions are in operation, with the more modest welfare states in Japan, the United Kingdom and the United States. Each country case study provides a grounded analysis of the evolution of pension design and traces the impact of the policies on the economic well-being of the aged and the performance of the economy. It offers new data on the level of spending of enterprise based occupational pensions and examines the implications for redistribution resulting from changes in the design of state and occupational pensions. This initial discussion includes a comparison between ecological and environmental economics and the evaluation and function of ecosystems.     Kurzfassung: This book offers original economic analyses on the economy-environment relationship in Eastern and Central Europe. Drawing on the Hungarian experience, it provides empirical evidence on the reform of environmental policy which can be applicable to similar problems in other transition economies. The macroeconomic shocks of the transition process in Central and Eastern Europe have been exceptional in both their intensity and speed. The implications of this adjustment process are examined in relation to their effects on environmental policy, with special emphasis on the rethinking of standard environmental policy recommendations for transition economies. The authors focus on a variety of issues including the environmental concerns raised by the privatization process and to what extent the less rigorous environmental regulations in Hungary attract foreign direct investment. There is also a critical overview of the existing literature and an examination of the costs of reducing air pollution and the use of the contingent valuation method to measure the economic benefits of improving air quality in Hungary. In addition the authors assess the effects of industrial restructuring on emissions and analyse incentive-based policy measures including prospects for emission trading. Their conclusions challenge the common perception that energy pricing policy is the most important policy measure to induce structural changes in transition economies that are beneficial to the environment.     Kurzfassung: Frontiers in Ecological Economics presents some of Robert Costanza's most important work on understanding ecological and economic systems. A signal contribution of Costanza's work is that he transcends disciplinary boundaries by collaborating closely with other specialists and thereby constructs an integrated analysis of the interaction between humans and the rest of the natural world. The book is divided into four parts; part one discusses the creation of an ecological economics, the second part considers material and energy flows in ecological and economic systems, part three surveys dynamic ecological and economic systems modelling and analysis and the final part explores the role of institutions and incentives in environmental protection. Main themes and issues include: environmental sustainability, managing environmental systems, energy and economic valuation in environmental systems and a concern for both the necessity and limitations of modelling ecological economic systems. The book improves access to Robert Costanza's work which has made a fundamental contribution to the development of ecological economics

    Kurzfassung: Financing Decentralized Expenditures presents new original research papers on the structure of intergovernmental fiscal relations in virtually all types of countries and the design and implementation of transfer mechanisms between different levels of government. In developing, transition, and industrial countries alike, the process of decentralization of government expenditures has proceeded apace to provide better accountability and quality of services to consumers. At the same time, tax administration constraints dictate the central collection and assignment of the major sources of revenues - particularly income taxes and VAT. This generates an imbalance in favour of the central government. The manner in which this imbalance in redistributed affects the degree and nature of decentralization generating considerable debate in countries as diverse as Italy and Denmark, those in North America, as well as countries in transition, such as China and Russia. The book includes a balance of overview pieces that explore the general issues supplemented by a large number of studies of intergovernmental transfer systems in specific countries.
