    Abstract: The provision of online learning is increasing almost exponentially, with both established and emerging educational institutions creating new and revised courses to meet the needs of students demanding flexible access and delivery. However, the staff recruited to support this development often does not have the design skills or experience to generate courses that bear the hallmarks of effective online learning experiences. While the principles associated with the practice of instructional design provided pedagogical guidance for these design efforts, it remains commonplace for courses to present as little more than information delivery with no clear strategies for student engagement and interaction. The purpose of this book is to expand on the design concepts documented by the lead author and to present both a design framework and design strategies that will allow organisations to provide courses that embed the affordances of the online, social environment and maximize opportunities for engagement and learning in formal learning contexts. The authors contend that to truly achieve the potential of learning in an online environment, designers need to be alchemists - ensuring the current face-to-face classroom "gold" is not turned to lead and to transform those "leaden" online courses that do not engage or provide interaction into motivating and engaging "golden" learning experiences

    Abstract: In an era in which environmental education has been described as one of the most pressing educational concerns of our time, further insights are needed to understand how best to approach the learning and teaching of environmental education in early childhood education. In this book we address this concern by identifying two principles for using play-based learning early childhood environmental education. The principles we identify are the result of research conducted with teachers and children using different types of play-based learning whilst engaged in environmental education. Such play-types connect with the historical use of play-based learning in early childhood education as a basis for pedagogy. In the book ‘Beyond Quality in ECE and Care’ authors Dahlberg, Moss and Pence implore readers to ask critical questions about commonly held images of how young children come to construct themselves within social institutions. In similar fashion, this little book problematizes the taken-for-grantedness of the childhood development project in service to the certain cultural narratives. Cutter-Mackenzie, Edwards, Moore and Boyd challenge traditional conceptions of play-based learning through the medium of environmental education. This book signals a turning point in social thought grounded in a relational view of (environmental) education as experiential, intergenerational, interspecies, embodied learning in the third space. As Barad says, such work is based in inter-actions that can account for the tangled spaces of agencies.     Abstract: This book analyses local school district governance in a comparative, cross-cultural perspective based on national studies of local school boards in the Nordic countries, Denmark, Finland, Norway and Sweden. The overarching research question explored by the national studies contained in this volume is: How are transnational influences of standardization and accountability, alongside national policies, transformed into local policy cultures by the school boards? In all the Nordic countries, the municipalities are equivalent with the school district level, and municipalities, as such, play a role as the interface between state policies and the schools. This book discusses the variation across different national systems in the Nordic countries in the degree of decentralism, as well as the processes through which sources of political autonomy are put into practice by school boards. It explores the interplay between context and policy-making at the local level, and analyses how local discourses expressed by school boards differ from national policies and trans-national influences. The book’s analysis of the country-cases and thematic chapters shows that there are both important similarities and significant differences in governance functions, power relations and understandings of school board chairs and members between the countries studied.     Abstract: This book makes an original contribution to researching child-community development so that those with specific interests in early childhood education have new theoretical tools to guide their research practices. The book explicitly theorises the use of digital visual tools from a cultural-historical perspective. It also draws upon a range of post-structuralist concepts for moving research and scholarship forward. Examples of visual technologies from research in different cultural communities are foregrounded. In particular this book introduces contemporary methodologies for researching child and community development with a focus on visual methodology so the dynamics of development can be captured over time and analysed historically, culturally, socially, ecologically and psychologically through a range of iterative techniques. Visual technology was not freely available in Vygotsky’s time for example, and therefore potentially represents an extension of his genetic experimental approach to researching child development. The book presents a range of methodological arguments about research into child and community development through which new conceptions for research centred on young children have been created. The authors of the chapters also discuss why a more holistic, dynamic and ethical view of research is needed for generating new knowledge about child development in a range of cultural contexts.

    Abstract: This collection discusses and illustrates how educational research is affected by the economic, institutional and physical contingencies of its time, and in our time even increasingly is driven by them. It is argued that the antidote to this is, however, not to aspire to ‘thought itself’, but instead to do justice to its own rootedness in the ‘material’, including textuality. From an historical point of view such an innovative approach can itself revamp the material scholarly culture and the way it is represented. The chapters address a variety of topics such as the cultural heritage of the school desk, the significance of images for research into long-term educational processes, the way iconic signs function, and how modes of enquiry relate to the materiality of education. Attention is also given to standards for reporting on educational research studies and how these limit the scope and communication and moreover shape researchers, to the forms of citation practices as substantially influencing methods and content, and to the centrality of conversation not just as the means to an end but as what matters; further to representational and to non-representational theories for educational research. Some examples are drawn from the area of arts-based educational research, from mathematics education, and from the discourse on universities. In this rich and diverse collection, Paul Smeyers and Marc Depaepe have awakened educational theory and the practices of educational research to the ‘material turn’ currently stimulating fresh and innovative approaches to critical enquiry all across contemporary anthropology and the social sciences.     Abstract: This well-illustrated book provides strong qualitative and comparative support for the main arguments developed by Nerida Ellerton and Ken Clements in their groundbreaking Rewriting this History of School Mathematics in North America 1607-1861: The Central Role of Cyphering Books. Eleven extraordinary handwritten school mathematics manuscripts are carefully analyzed-six were prepared entirely in Great Britain, four entirely in North America, and one partly in Great Britain and partly in North America. The earliest of the 11 cyphering books was prepared around 1630, and the latest in 1835. Seven of the manuscripts were arithmetic cyphering books; three were navigation cyphering books, and one was a mensuration/surveying manuscript. One of the cyphering books examined in this book was prepared, over the period 1819-1826, by a young Abraham Lincoln, when he was attending small one-teacher schools in remote Spencer County, Indiana. Chapter 6 in this book provides the first detailed analysis of young Abraham’s cyphering book-which is easily the oldest surviving Lincoln manuscript. Another cyphering book, this one prepared by William Beattie in 1835, could have been prepared as a special gift for the King of England. The analyses make clear the extent of the control which the cyphering tradition had over school mathematics in North America and Great Britain between 1630 and 1840. In their final chapter Ellerton and Clements identify six lessons from their research into the cyphering tradition which relate to present-day circumstances surrounding school mathematics. These lessons are concerned with sharp differences between intended, implemented and attained curricula, the remarkable value that many students placed upon their cyphering books, the ethnomathematical circumstances which surrounded the preparations of the extraordinary cyphering books, and qualitative differences between British and North American school mathematics

    Abstract: This volume, representing the best papers presented at the 2012 AECT Summer Research Symposium, focuses on the conscious adoption of aspects of design thinking, evident in a range of divergent professions (including business, government, and medicine), extended to the field of education. Design thinking is future oriented, concerned with "the conception and realization of new things," and at its core is focused on "planning, inventing, making, and doing" (Cross, 1997, p.1), all of which are of value to the field of educational technology.     Abstract: This book analyzes the productivity and effectiveness of a variety of time investments in education. It explores the methods used in education to optimize the time that students are exposed to learning content. Such methods include expanding official school time, optimizing “time on task”, providing homework assignments, and creating learning opportunities beyond lesson hours. The book presents a review of earlier reviews and meta-analyses, secondary analyses of international data sets, and new meta-analyses concerning the effects of instruction time, homework and extended learning, beyond official school time. It explores the concept of time as a condition to enhance student achievement and discusses methodological issues in separating “genuine” time effects from related facets of educational quality. The book shows that the dependence of time effects on the quality of content choice and delivery raises critical questions for both researchers and policy planners. It further shows that sophisticated research designs are required to properly assess time effects, and that policy makers should be concerned about the bluntness of time as an instrument to enhance educational productivity.

    Abstract: This book shows that the introduction of the European Credit Transfer System (ECTS) of credit points as a new accounting unit at universities has led to increased bureaucracy and the schoolmaster-style regimentation of Bachelor’s and Master’s courses. It explains how, due to the pressure of having to plan every single working hour of studying in advance, a ‘Sudoku Effect’ is created by the necessity to combine courses, exams and modules in such a way that the points ‘add up’. An unintentional side effect of the introduction of the ECTS, the Sudoku Effect has led to more classroom style teaching, an inflation of exams and fewer choices available to students. It has resulted in such complex and contradictory guidelines for the planning of the curriculum that the values attributed to the higher education reform can often only be realised if the rules for Bachelor’s and Master’s programmes are ignored, or at least stretched, in practice. The book describes how the reaction to this situation is the continuous further refinement of the complicated rules rather than their abolishment

    Abstract: This article examines the early outcomes of the policy reforms that aim to increase substantially the proportion of Australians with a bachelor’s degree and improve equity of access. The changes rely on student choices dictating the flow and overall volume of government funding. The authors analyse the new policies and their implications for students and higher education institutions, focussing on: i) the initial evidence of impact on student numbers and the nature of the patterns of growth; ii) the effects on equity and the mix of students enrolled, both overall and between institutions; iii) the impact of increasing enrolments on government fiscal constraints and the pressure on student charges; iv) ensuring learning outcomes for all students and high-level outcomes for the most capable; and v) the role of universities and the place of other higher education providers in an increasingly diverse system.

    Abstract: Globalisation of higher education is critical to achieving many of higher education’s highest goals. This paper analyses the results of a survey of over 5000 Indian private high-school students (Skinkle and Embleton, 2011) revealing that 21% are seriously considering international education (IE). Those considering IE often stated their motivations as including improving leadership skills, meeting new people and giving back to society. There is however little research concerning the goals (and practices) of higher education institutions in relation to the aspirations of IE students. A primary motivation for many institutions is financial. The authors integrate the results of the survey with an empirical study of 65 Canadian professorial and administrative leaders at both colleges and universities, from 54 diverse institutions across Canada, to provide critical analyses of perceived benefits, threats and desired outcomes of IE in higher education. Strategic imperatives for IE management are presented.

The project and this report build on both the insights from workshops as well as latest international comparative analysis from OECD and national sources. The report provides cases illustrating how other countries have tackled similar challenges, which can be used as input to potential policy options on how to tackle these challenges. The challenges are described under each of the main pillars of the OECD Skills Strategy. The first 11 challenges refer to specific outcomes across the three pillars of developing, activating and using skills. The next three challenges refer to the “enabling” conditions which strengthen the overall skills system. Success in tackling these skills challenges will boost performance across the whole skills system.

    Abstract: This book explores the dynamics of curriculum policy processes involved in the adoption, production and enactment of the International Baccalaureate Primary Years Programme (IBPYP), accredited by the International Baccalaureate Organization (IBO). It addresses deficits in current literature and provides insight into and the complexities involved within a framework that takes cognisance of the relationships between global, regional, national and local levels of education policy processes. In doing so, it contributes to the current body of research on international education, remote education and policy processes. The IBPYP is one of the three programmes that go to make up the increasingly popular suite of programmes offered by the IBO. Given the exponential growth of international schools caused by an ever changing globalized world and a mobile workforce, international curriculum policy is becoming more complex. This has lead to a recognition of the need for a range of policy analysis studies in the field. The study presented in this book was conceptualised in the light of such recognition. This relatively uncharted field has been explored by focusing on one of the most ‘unusual’ settings. Accordingly, the adoption, production and enactment of the IBPYO at three remote international schools has been examined. The study also addresses how the phenomena of ‘international schools’ and ‘remote schools’ complement or compete with, each other. This results in a better understanding of the educational policies informing both ‘international schools’ and ‘remote schools’ and the interconnectivity that might exist between them

Van Zoest, editors Research on the preparation and continued development of mathematics teachers is becoming an increasingly important subset of mathematics education research. Such research explores the attributes, knowledge, skills and beliefs of mathematics teachers as well as methods for assessing and developing these critical aspects of teachers and influences on teaching. Research Trends in Mathematics Teacher Education focuses on three major themes in current mathematics teacher education research: mathematical knowledge for teaching, teacher beliefs and identities, and tools and techniques to support teacher learning. Through careful reports of individual research studies and cross-study syntheses of the state of research in these areas, the book provides insights into teachers’ learning processes and how these processes can be harnessed to develop effective teachers.     Abstract: This paper first discusses the theoretical approaches regarding the choice of participating in post-secondary (or “higher”) education, starting with a presentation of the standard neoclassical economics approach, and then adding concepts taken from the emerging behavioural economics literature to take into account “cultural” factors that affect access. The paper then presents the results of an empirical analysis based on a very rich Canadian dataset, the Youth in Transition Survey, which follows youth from ages 15 to 25. It includes remarkably detailed information on family and other background factors, as well as schooling experiences, which provides evidence that points to the importance of cultural influences on PSE choices. Policy implications are then discussed.

    Abstract: In this article, the author discusses the professionalisation of university courses, noting that there are two different views concerning the mission of universities: the dissemination of knowledge and training highly skilled workers to benefit national economies. He explains that in France, for many years, due to the singularity of the organisation of its higher educational system, it was assumed that universities were not concerned with the professionalisation of degree courses. But from the 1960s onwards, there was a change that consisted in introducing vocational courses into universities. This movement is taking on a new form in the 2010s: the aim is to professionalise general courses to improve young graduates’ employability. To achieve this goal, the state provides subsidies to universities, partly on the basis of the employment rate of graduates. The author concludes that this situation may prove untenable for universities.

    Abstract: This study explores the extent to which European lecturers experience barriers to participation in the Erasmus programme in relation to Turkey. The evidence indicates that, although the number of Turkish lecturers who participate in the programme has constantly been increasing, mobility from the European Union (EU) to Turkey is low. A question arises as to what measures should be taken to reduce obstacles to the academic mobility and to improve attractiveness to the Turkish higher education institutions (HEIs) to European academics. In order to understand how mobility might be increased, the study investigates key drivers and barriers that might hinder mobility and draws conclusions about ways to improve participation.

    Abstract: Over the past two decades, many colleges and universities established physical presences in foreign countries. The development of such foreign educational outposts has meant that institutions have had to learn how to manage across geopolitical borders. This study used interviews with senior officials at institutions operating one or more international branch campuses to identify the three primary areas of oversight of concern to multinational universities: faculty, curriculum and finances. In each of these areas, the authors identify differing managerial strategies used by institutions and explore how these strategies relate to whether the branch is viewed as an integrated or separated component of the institution’s governance structure.

    Abstract: This paper examines the history of the management of the higher education sector in Tanzania. It reveals that government policies and management styles throughout the period from 1961 to the early 2000s created a culture of resistance within the higher education institutions, leading to struggles and many attempts to change the management of the sector. The authors analyse the effects of management practices in higher education and propose a model of institutional change that yields positive outcomes based on institutional needs and those of the academic faculty members.

    Abstract: How higher education institutions are managed is one of the most decisive factors in achieving institutional goals. The key role that university governance plays in the improvement of education quality has been the focus of attention in MENA economies since 2009. In this article, the authors present the findings of a screening tool developed as a benchmarking exercise that assesses the extent to which universities in the MENA region are following governance practices aligned with their institutional goals and international trends, and monitors their progress over time. They present the results of testing the methodology of the screening tool in a sample of universities in Egypt, Morocco, the PalestinianAuthority and Tunisia comparing them across five dimensions: 1) context, mission and goals; 2) management orientation; 3) autonomy; 4) accountability; and 5) participation. The findings highlight vivid differences, especially notable in between private and public institutions.

Les femmes représentent la majorité du corps enseignant dans la plupart des pays, et ce à tous les niveaux d’enseignement. Malgré ce constat et le fait que la plupart des chefs d’établissement soient d’anciens enseignants, les femmes sont nettement moins nombreuses parmi les chefs d’établissement, quel que soit le niveau d’enseignement. Les enseignants du primaire travaillent en général dans des établissements où les chefs d’établissement font plus souvent état, par comparaison avec le deuxième cycle du secondaire, d’un manque de matériel et/ou de personnel pouvant diminuer la capacité de leur établissement à offrir un enseignement de qualité. En outre, dans de nombreux pays, les établissements présentant un fort pourcentage d’élèves défavorisés sur le plan socio-économique font face à des pénuries de ressources clés plus importantes, ce qui vient s’ajouter au contexte déjà difficile dans lequel s’inscrivent les élèves et les enseignants de ces établissements.

Moreover, schools with high proportion of socio-economically disadvantaged students face greater shortages in terms of key resources in many countries.     Abstract: This case study explores the strategies, processes and outcomes of an education reform in Poland which was introduced in 2009 and substantively changed the school inspection system. Its analysis looks in particular at the co-operation between the central and the local level throughout the implementation of the programme. In order to address the shortcomings of the prior inspection system, the reform combined internal and external evaluation in school supervision practice and put greater emphasis on collaboration among stakeholders. The results of the analysis show that the reform has had a great impact on the organisation of inspectorates, introducing modern principles such as teamwork and self-evaluation. Also, it affected the attitudes of important actors in the education system regarding the relevance of data to support internal and external school evaluation. The overall goals and aims of the reform gained the support of the various stakeholders. However, the implementation and communication processes were seen as deficient, especially in terms of a lack of capacity to roll out the reform as well as a lack of trust/disbelief that evaluation can be used for improvement, rather than the expected punitive purposes. Nevertheless, the reform achieved first structural steps towards building a culture of self-evaluation, which had thus far not been part of the Polish education system.

    Abstract: Rising levels of tertiary attainment seem not to have led to an “inflation” eroding the labour-market value of qualifications. However, tertiary graduates have the highest relative earnings advantage when they live in a country with low tertiary attainment rates. On average, compared to those with an upper secondary education, tertiary-educated adults earn about 1.6 times more than their peers, while individuals without an upper secondary education earn 24% less. Higher educational attainment and literacy skills increase earnings, but the advantages are more pronounced for men than for women and seem to increase as adults get older. The crisis has widened the wage gap between less educated and highly educated individuals: across OECD countries, the average difference in earnings from employment between these two groups increased from 75 percentage points in 2008 to 79 percentage points in 2012. Qualifications are more rewarded than skills: attaining a higher level of education has a stronger positive impact on earnings than better literacy proficiency.

    Abstract: The work presents a theoretical framework for the evaluation of e-Teaching that aims at positioning the online activities designed and developed by the teacher as to the Learning, Interaction and Technology Dimensions. The theoretical research that underlies the study was developed reflecting current thinking on the promotion of quality of teaching and of the integration of information and communication tools into the curriculum in Higher Education (HE), i.e., bearing in mind some European guidelines and policies on this subject. This way, an answer was sought to be given to one of the aims put forward in this study, namely to contribute towards the development of a conceptual framework to support research on evaluation of e-teaching in the context of HE. Based on the theoretical research carried out, an evaluation tool (SCAI) was designed, which integrates the two questionnaires developed to collect the teachers' and the students' perceptions regarding the development of e-activities. Consequently, an empirical study was structured and carried out, allowing SCAI tool to be tested and validated in real cases. From the comparison of the theoretical framework established and the analysis of the data obtained, we found that the differences in teaching should be valued and seen as assets by HE institutions rather than annihilated in a globalizing perspective

The book presents an account of how securing occupational capacities needs to be seen primarily as a learning process and provides an explanatory account of that process. The book is well aligned with and informs current discussions on and considerations of how individuals learn through and for work.     Abstract: This case study examines the consequences of important education decentralisation reforms that took place in Sweden in the early 1990s. The sudden shift away from a traditionally centralised education system towards a decentralised one meant that municipalities had to quickly accommodate new responsibilities. Difficulties related to this shift were noticed early on and then confirmed by international surveys, in particular PISA, which revealed that student performance was deteriorating while the gap increased between and top- and bottom-performers. Key elements to this include the fact that decentralisation took place without enough support from the central authorities, municipalities (particularly smaller ones) lacked local capacity to manage their new responsibilities, and as a result the reform has resulted in a mismatch between official responsibilities and the actual powers of the various stakeholders. The central government, steering education at arm’s length, has few tools to incentivise compliance with national goals. At the municipal level, financial resources are often allocated based on tradition and local politics rather than actual needs. This is in part due to misuse of available data and of expert knowledge by decision-makers. The case study also provides a series of recommendations for improvement.

Malgré l’augmentation de la part des femmes dans les programmes doctoraux ces dix dernières années (tout comme aux autres niveaux d’enseignement), en 2012, elles étaient toujours moins susceptibles que les hommes d’obtenir un diplôme de recherche de haut niveau. En moyenne, les titulaires de diplômes de recherche de haut niveau bénéficient de meilleurs taux d’emploi que les autres diplômés de niveau universitaire (titulaires de licences et masters confondus). Le secteur des entreprises offre aux nouveaux titulaires de doctorats des salaires plus attractifs que l’enseignement supérieur ou le secteur de l’État.     Abstract: This paper evaluates measurement invariance of complex scales from a social survey using both a continuous approach and a categorical approach to help inform future decisions in choosing the most appropriate methods to perform the validation of complex scales. In particular, continuous and categorical approaches are compared for constructing and validating 11 complex scales across 23 countries participating in the first round of the OECD Teaching and Learning International Survey (TALIS). Two invariance testing approaches were compared – 1) continuous multiple-group confirmatory factor analysis; 2) categorical multiple-group confirmatory factor analysis. Latent variable modelling was employed to account for the complex structure of the relationships between many items in each scale. The performance of the models is reported and illustrated based on the evaluation of the level of measurement invariance. All of the scales established configural and metric levels of invariance from both approaches, and three scales established scalar invariance from the categorical approach, allowing for a meaningful mean score comparison across countries. Teachers’ use of cognitive-activation strategies, such as giving students problems that require them to think for an extended time, presenting problems for which there is no immediately obvious way of arriving at a solution, and helping students to learn from their mistakes, is associated with students’ drive. Students whose teachers set clear goals for learning and offer feedback on their performance in mathematics also tend to report higher levels of perseverance and openness to problem solving.

    Abstract: The governance of complex, decentralised, multi-level education systems poses two fundamental questions for both policy- and research discussions: What are innovative contemporary governance strategies for the central level in education systems? How can these approaches be described and analysed to identify commonalities that might help to understand how and if they work? In addressing these questions, this paper’s aim is twofold: first, to inform the policy-discussion by presenting empirical examples of new governance mechanisms that central governments use to steer systems across their levels; and second, to contribute to the conceptual discussion of how to categorise and analyse the evolution of new governance structures. To do so, the paper starts with identifying core features of multi-level governance and the respective conceptual gaps it produces. It then introduces a simple analytical categorisation of modes of governance. An analysis of three empirical cases (an institutionalised exchange between governance levels in Norway, a capacity building programme in Germany, and the Open Method of Coordination within the European Union) then shows how various education systems address these gaps and design the role of the central level in complex decision-making structures. A comparison of the three cases identifies – despite the heterogeneity of the cases – several communalities, such as multi-staged policy processes, transparency and publicity, and soft sanctions. The paper concludes that the Open Method of Coordination, even though often criticised for its inefficiencies, might serve as a promising template for national approaches to soft governance in education. Further research on OECD education systems is needed to gather more empirical examples; these may help to get a better understanding of what is needed for successful steering from the central level in decentralised contexts.

In addition, the report explores the literature on direct teaching behaviours that may help foster student learning in more traditional teaching settings. Despite the promising evidence linking problem-based learning and effective teaching in higher education to certain aspects of skills for innovation, more work is needed in this area. There is strong potential for further research to provide additional important insights into the development of skills for innovation.

Country-level correlations between various measures of the skills dispersion and these two indicators are presented. A higher share of low-skilled adults relates positively with greater social inequality, while a higher share of high-skilled adults seems to be related with higher levels of economic output.

While they have a genetic basis they are also shaped by environments, including families, schools and peers. Skill development is a dynamic process. The early years are important in shaping all skills and in laying the foundations for successful investment and intervention in the later years. During the early years, both cognitive and non-cognitive skills are highly malleable. During the adolescent years, non-cognitive skills are more malleable than cognitive skills. The differential plasticity of different skills by age has important implications for the design of effective policies.

La motivation stimule la participation aux activités de formation pour adultes : les pays où un pourcentage important d’adultes expriment le souhait de participer à davantage d’activités de formation sont également ceux où l’on observe les taux les plus élevés de participation.

Parmi les participants du PISA les plus performants en résolution de problèmes figurent de nombreux pays et économies d’Asie, où les élèves font preuve d’un niveau élevé de compétences de raisonnement et de capacités d’apprentissage autodirigé. D’un autre côté, par comparaison avec des élèves présentant un niveau similaire de performance globale, les élèves du Brésil, de Corée, des Etats Unis et d’Irlande obtiennent les meilleurs résultats en résolution de problèmes interactifs, qui demandent aux élèves d’explorer la situation du problème afin de trouver des informations pertinentes et d’adapter leur stratégie en fonction des informations qu’ils découvrent à mesure qu’ils avancent dans la résolution.

    Abstract: En Suisse, les femmes ont désormais un niveau de formation égal à celui des hommes. Néanmoins, des progrès restent à accomplir sur le marché du travail où l’offre de main-d’oeuvre féminine et sa rémunération sont inférieures à celles des hommes. Le taux d’activité des femmes est élevé et ne cesse de croître, ce qui est contrebalancé toutefois par une forte incidence du travail à temps partiel, reflet de préférences individuelles et de facteurs qui restreignent le travail des femmes. L’insuffisance et le coût élevé des solutions de garde d’enfants, conjugués à un taux marginal d’imposition important pour les deuxièmes pourvoyeurs de revenus, dissuadent les femmes de travailler plus. L’écart net (c’est-à-dire inexpliqué) de rémunération de 7 % environ en faveur des hommes, persistant quoique en baisse, ainsi que la non-représentation des femmes parmi les dirigeants et chefs d’entreprise n’incite pas non plus ces dernières à tirer pleinement profit de leur niveau de formation élevé. Il faut donc éliminer ces obstacles en priorité, en augmentant les dépenses publiques consacrées aux structures de garde d’enfants et d’accueil parascolaire à l’échelon des cantons et des communes. Il faudrait aussi étudier la réglementation existante relative aux services de garde d’enfants pour voir s’il est possible d’élargir la gamme des prestations offertes, en termes de rapport qualité-prix. Il convient également de supprimer l’effet pénalisant implicite du mariage sur le plan fiscal, comme cela est actuellement envisagé par le Conseil fédéral. Une plus grande flexibilité dans l’aménagement du temps de travail pourrait également permettre aux femmes de réduire le coût de la conciliation entre travail et vie de famille. Ainsi, offrir aux femmes comme aux hommes la possibilité d’opter plus facilement pour des solutions comme les horaires de travail flexibles, l’annualisation des horaires, le partage de poste, le temps partiel ou le télétravail, et instituer un congé paternité et/ou un congé parental consécutif unique et non transférable pourraient aider les femmes à intégrer le marché du travail et à en sortir plus aisément. Le renforcement de la concurrence sur les marchés de produits devrait contribuer à combler l’écart de rémunération entre hommes et femmes, en remplaçant notamment certaines pratiques discriminatoires par la recherche des meilleurs talents, indépendamment du sexe. Enfin, un code de gouvernement d’entreprise en faveur d’une représentation plus égalitaire des femmes aux postes de direction et la fixation d’objectifs ambitieux pour accroître la proportion de femmes dans les conseils d’administrations, conjugués à l’adoption de la pratique « appliquer ou expliquer », ou encore l’instauration de quotas, devraient contribuer à la disparition du « plafond de verre ».     Abstract: Many international comparisons of education over the past 50 years have included some measure of students’ opportunity to learn (OTL) in their schooling. Results have typically confirmed the common sense notion that a student’s exposure in school to the assessed concepts, operationalized in some sort of time metric, is related to what the student has learned as measured by the assessment. What has not been demonstrated is a connection between the specifics of what students have encountered through schooling and their performance on any sort of applied knowledge assessment such as PISA. This paper explores this issue in 2012 PISA which, for the first time, included several OTL items on the student survey. OTL demonstrated a significant relationship with student performance on both the main paper-and-pencil literacy assessment as well as the optional computer-based assessment at all three levels – country, school and student. In every country at least one if not all three of the constructed OTL indices – exposure to word problems, formal mathematics topics, and applied mathematics problems – demonstrated a significant relationship to the overall PISA measure of mathematics literacy as well as the four sub areas of change and relationships, shapes and space, quantity, and uncertainty and data. Additionally, results indicated that variability in OTL was related to student performance having implications for equality of opportunity.
