    Kurzfassung: Governments face the challenge of rationalising and minimising administrative burdens imposed by bureaucratic requirements. At the same time, they need to use administrative procedures as a source of information and a tool for implementing public policies. Administrative simplification strategies are designed to streamline procedures, reduce complexity, paperwork and uncertainty. This guide draws on the experience of, and policy dialogue between, member countries of the Organisation for Economic Co-operation and Development (OECD) and Middle East and North African countries (MENA). It reviews common barriers to designing and implementing a strategy for administrative simplification and offers 22 approaches to overcome them, providing a synthesis of good practices among policy makers and practitioners working on cutting red tape.

While the success of this effort depends heavily on the quality of education and skills of the population, Egypt’s higher education system has remained largely unchanged in this context. Without a fundamental reform of the sector the country will face difficulties in improving its competitiveness in an increasingly knowledge-based world, in providing for a larger and more diverse student population, and in reducing social inequalities. This book represents an independent review of Egypt’s higher education system and focuses on areas in need of attention by policy makers and stakeholders, including system steering and institutional governance; student access to higher education; educational quality and effectiveness; research, development and innovation; and finance. It contains an analysis of the system and valuable recommendations which, taken together, represent a major programme of structural and cultural reform of Egyptian higher education over the decade to 2020.     Kurzfassung: The Archaeology of Fazzan is a major series of reports on the archaeology and history of Libya's south-west desert region. This volume contains reports and analysis on a series of excavations carried out between 1958 and 1977 by the British archaeologist Charles Daniels, lavishly illustrated by site plans and numerous colour photographs - particularly of the rich artefact assemblages recovered. The publication will be high profile and a significant landmark in work seeking to record information about Libya's long-term Saharan heritage. It will be an indispensable reference work to the nature of the Libya's Saharan archaeology. The work will be of major value to the Libyan antiquities service and contracted archaeologists in concert with foreign oil companies, the NOC and the GMMR, and other similar major schemes. The key element of the story of Fazzan is the existence here of an early Libyan civilisation, the Garamantes, and the publication of the Archaeology of Fazzan volumes is putting in the public domain a rich dossier of information about their antecedents and descendants in this desert environment. This was a singularly important moment in Libya's cultural history, with resonances also in Sub-Saharan Africa. There is great interest in the published volumes from specialists in Saharan, Sub-Saharan and Mediterranean archaeologists and historians as for the first time we can see in detail the effect of early Trans-Saharan links

    Kurzfassung: Die vorliegende Studie befasst sich mit den Veränderungen von Fatwas (islamische Rechtsmeinungen) durch Mediennutzung. Aus einem Genre des Rechts, so die These, entwickelt sich ein Genre der Medien, das nach anderen Regeln funktioniert und dementsprechend zu analysieren ist.
    Kurzfassung: Exemplarisch stehen ein Akteur, sein soziales Umfeld und seine Fatwas im Zentrum der Untersuchung. Es handelt sich um den 1926 in Ägypten geborenen Azhar-Gelehrten und sogenannten „Medien-Shaykh“ Yusuf al-Qaradawi, der seit 1961 im Golfstaat Katar lebt, dem Sitz des Satellitenfernsehsender Al-Jazeera. Durch die Untersuchung des Form- und Funktionswandels seiner Fatwas in diversen Medien wird gezeigt, dass islamisches Recht popularisiert und öffentlich in verschiedene Legitimationsdiskurse integriert wird.
