    Kurzfassung: Le rapport ci-après présente une synthèse des conclusions d’études de cas portant sur la politique et les performances agricoles de trois pays africains : le Cameroun, le Ghana et le Mali. Ces trois études ont été conduites dans le cadre du Projet d’Appui à l’Agriculture Africaine (P3A), projet largement permis par le concours financier des ministères français des Affaires étrangères et de l’Agriculture, ainsi que du Fonds international de développement agricole (FIDA). Leur objet consistait à recenser les contraintes freinant la croissance du secteur agricole et la réduction de la pauvreté qu’une meilleure conception de l’action publique pourrait aider à lever tant au niveau national qu’au niveau international. L’analyse des performances agricoles a essentiellement porté sur les tendances de la production, de l’utilisation des facteurs et de la productivité. L’analyse des politiques agricoles a privilégié la mesure de leurs effets de distorsion sur les prix intérieurs et les prix internationaux, ainsi que sur l’évolution des dépenses publiques agricoles financées par l’aide publique au développement.

    Kurzfassung: Ces dernières années, l’aide en faveur de la santé a plus que doublé pour s’établir d’après des sources gouvernementales et privées, autour de 16.7 milliards dollars des ÉU en 2006. Cette aide donne des résultats tangibles, épargnant la vie de millions d’individus et préservant les moyens de subsistance de leur famille. Le défi à relever maintenant consiste à porter le montant de l’aide à des niveaux qui permettent d’atteindre les Objectifs du millénaire pour le développement. L’analyse des tendances observées au cours de la décennie écoulée fait apparaître une fragmentation de l’aide en faveur de la santé en une multitude de petits projets, plus de deux tiers de l’ensemble des engagements portant sur des montants inférieurs à 500 000 dollars des ÉU. Une fraction relativement faible des ressources va directement au budget des pays, et une part importante sert à financer des projets régionaux et plurinationaux. La question de savoir en quoi l’aide peut favoriser la mise en place de systèmes nationaux efficaces revêt une importance particulière dans le secteur de la santé. Il est indispensable que les pays disposent d’hôpitaux et de cliniques bien gérés, d’agents de santé qualifiés et de filières efficientes d’achat de médicaments pour améliorer réellement l’état de santé de leur population.

    Kurzfassung: Ce rapport examine, du point de vue politique, quelques-unes des principales difficultés que soulève la mise en œuvre de la réforme réglementaire. Il s’appuie sur les informations disponibles des pays de l’OCDE qui veulent convaincre par des résultats et élaborent des stratégies de mobilisation. Il fait ainsi la synthèse des débats menés lors de la réunion du Groupe de l’OCDE sur la politique de la réglementation en décembre 2007. Les questions centrales portent sur les moyens de susciter l’adhésion générale à la réforme et sur le choix des acteurs et parties prenantes qu’il faut associer à la réalisation des réformes. Les questions de programmation et de calendrier sont d’une importance capitale. Il faut aussi que les citoyens et le public comprennent l’intérêt économique de la libéralisation et de la simplification des formalités administratives que permet la réforme réglementaire. Des chapitres spécifiques analysent le rôle des organes de mobilisation pour la réforme réglementaire, ainsi que la politique de la concurrence. Ces chapitres examinent leurs incitations et leurs modalités d’intervention compte tenu de leur environnement culturel, politique et administratif. Ils doivent jouer le rôle de puissants moteurs de la réforme, intégrant le point de vue des entreprises et des citoyens dans l’élaboration des politiques. Un exemple est présenté sous la forme d’une étude de cas évaluant la viabilité politique du contrôle réglementaire centralisé comme stratégie institutionnelle à partir de l’expérience des États-Unis. En ce qui concerne la mobilisation pour la politique de la concurrence, ce rapport examine l’équilibre entre l’indépendance institutionnelle et l’objectivité qui sont nécessaires pour veiller à l’application des règles. Il étudie comment associer les politiques d’ouverture des marchés dans un environnement favorable à la réforme, tirant les enseignements des ajustements des échanges et des ajustements structurels. Il souligne le rôle des négociations internationales, en tant que moyen pour mobiliser l’appui au niveau politique, et les stratégies visant à organiser et à entretenir les réformes d’ouverture des marchés.

Näin ollen Suomen maaseutupolitiikan synty ja kehitys kiinnostavat huomattavasti sekä OECD-maita että muita maita, joista monet ovat vielä kehityksen alussa. Ensimmäinen Suomen maaseutupolitiikan maatutkinta tehtiin vuonna 1995, ja tämänkertainen maatutkinta sisältää ainutlaatuista tietoa siitä, kuinka Suomen maaseutupolitiikka on kehittynyt vuoden 1995 ensimmäisistä suosituksista lähtien. Suomalainen maaseutupolitiikan malli on suhteellisen hyvin onnistunut yhdenmukaistamaan maaseutua koskevat sektoripolitiikat (nk. laaja maaseutupolitiikka) ja räätälöimään kohdennettuja ohjelmia maaseudun kehittämisen edistämiseksi (nk. suppea maaseutupolitiikka). Maaseutupolitiikan yhteistyöryhmällä on ollut merkittävä rooli maaseutupolitiikan hallinnassa, eri toimijoiden yhteen saattamisessa ja maaseutuyhteisöjen puolestapuhujana. Tulevaisuudessa avainasioita ovat julkisten palveluiden tarjoaminen entistä tasapuolisemmin ja tehokkaammin ikääntyvälle hajallaan asuvalle väestölle, myös muussa kuin maataloudessa toimivien maaseudun yritysten (joiden määrä kasvaa jatkuvasti) kilpailukyvyn kohentaminen ja maaseudun liiketoimintaympäristön parantaminen siten, että maaseudun runsaita luontaisia vetovoimatekijöitä hyödynnetään täysimääräisesti. Tämä raportti on kiinnostavaa luettavaa politiikan päättäjille, tutkijoille, kansalais-järjestöille ja muille aktiivisesti maaseudun kehittämisen parissa toimiville.     Kurzfassung: Reducing the time for registering a company from weeks and months to under one hour is a concrete result of a unique and ambitious initiative in Portugal to make the public sector more efficient and effective. The Simplex initiative aims at making life easier for citizens and businesses. It focuses on how e-government can be used as a lever for broader administrative simplification, making service delivery more coherent and efficient. This is the first integrated study undertaken by the OECD to analyse administrative simplification and e-government in a national context. By bringing those two areas together in the context of public management reform, this review helps countries identify how these reform activities can best support overall government performance and economic growth.

    Kurzfassung: Is life getting better? Are our societies making progress? Indeed, what does “progress” mean to the world’s citizens? For a good portion of the 20th century there was an implicit assumption that economic growth was synonymous with progress: an assumption that a growing GDP meant life must be getting better. But we now recognise that it isn’t quite as simple as that. Access to accurate information is vital when we come to judge our politicians and hold them accountable. But access to a comprehensive and intelligible portrait of that most important of questions - whether or not life has got and is likely to get better - is lacking in many societies. The OECD’s 2nd World Forum on Statistics, Knowledge and Policy 'Measuring and Fostering the Progress of Societies' held in Istanbul in June 2007 brought together a diverse group of leaders from more than 130 countries to debate these issues. These proceedings contain 40 papers presented at the Forum.

At the heart of the industrial revolution, the region has been a historic centre for world-changing innovation in transport, computing and in vitro fertilisation. Yet, in the wake of massive losses in manufacturing employment over the past few decades, the region is having to adapt in order to catch up to more prosperous regions in the UK and remain competitive globally. Like many regions around the OECD, the North of England is seeking to support economic development through innovation, with strategies that build on the region's heritage while also looking to develop new strengths. This report reviews how both national policy and regional strategies support innovation in the North and how these efforts could be improved. It will be of interest to policy makers, firms and others active in promoting innovation and regional economic development.

    Kurzfassung: This report discusses some of the major challenges for implementing regulatory reform, from a political perspective. It draws on the experience and evidence from OECD countries when building the case through results and developing strategies for advocacy. This reflects the discussions held at the meeting of the OECD Group on Regulatory Policy in December 2007. Core issues concern how to create common consensus to support reform and which actors and stakeholders to integrate in achieving reforms. The issues of sequencing and timing are extremely relevant. Citizens and the public also need to understand the economic benefits of liberalisation and cutting red tape through regulatory reform.Specific chapters analyse the role of advocacy bodies for regulatory reform, as well as competition policy, discussing their incentives and how they operate in their cultural, political and administrative environment. They should perform as powerful drivers and engines for reform, integrating the views of business and citizens in the policy process. An example is presented in the form of a case study assessing the political viability of centralised regulatory oversight as an institutional strategy based on the United States’ experience. Concerning competition policy advocacy, the report examines the balance between institutional independence and objectivity that are necessary for enforcement. Finally, the report also discusses how to interlink market-openness policies in a friendly reform environment, drawing lessons from trade and structural adjustments. It underlines the role of international negotiations as a means to harness political support, and strategies for managing and sustaining market-opening reforms.

    Kurzfassung: Istanbul has established itself as the industrial, financial and logistics centre of the country, producing almost one-third of the national output and absorbing the bulk of foreign direct investment. And, on the international scale, Istanbul ranks among the fastest growing OECD metro-regions. This review finds, however, that Istanbul faces challenges that could hamper its ambition to become a Eurasian hub for finance, logistics, culture and tourism, as well as its development in general. Its economy is changing from one driven by labour-intensive activities to one based on knowledge industries, while traditional and labour-intensive sectors (e.g. textiles and its supply chain) are shifting only gradually and slowly to other complementary industry segments. Constraints on human capital development and the informal sector have hindered productivity levels and increased income disparities. Over-migration is putting a burden on Istanbul’s transport, public infrastructure and housing, and earthquake risk management. The scale and variety of these challenges necessitates improving local public management and implementing a national strategy to reduce regional disparities and to limit migration flows towards the megalopolis.

As labour markets become more and more selective, a lack of relevant skills brings a higher risk of unemployment. Whatever the level of qualification, first experiences on the labour market have a profound influence on later working life. Getting off to a good start facilitates integration and lays the foundation for a good career, while a failure can be difficult to make up. OECD has launched a series of reports on the school-to-work transition process in sixteen countries including New Zealand. Each report contains a survey of the main barriers to employment for young people, an assessment of the adequacy and effectiveness of existing measures to improve the transition from school-to-work, and a set of policy recommendations for further action by the public authorities and social partners.This report is based on the proceedings of a seminar and is published in English only. However, a French translation of the summary and main recommendations has been included in this volume.

    Kurzfassung: The competition to stage major global events – such as OIympic Games, EXPOs, cultural festivals, and political summits – is more intense than ever before. Despite advances in virtual communication, large-scale gatherings of this kind have again become extraordinarily popular. In part, this can be explained by the worldwide media attention and sponsorship that such events now generate. But it is also substantially accounted for by the longer-term local benefits that can be achieved for the host location, including: improved infrastructure, increased revenues from tourism and trade, employment creation and heightened civic pride. However, such positive effects do not occur by accident, or without effective local action. Effective legacy planning and management is essential to ensure that the financial risk of investing in the event pays off, and that local development is boosted in a meaningful way. Put simply, when international events are hosted well, they become a catalyst for local development and global reach. This book identifies how international events work as a trigger for local development and what hosting cities and nations can do to ensure that positive local development is realised. It reviews experience from more than 30 cities and nations and it looks forward to future events yet to be hosted.

Mais toute année de retard réduit ce laps de temps, et imposera plus tard de prendre des mesures encore plus draconiennes pour changer le cours des choses. La tourmente financière actuelle n’est pas une raison pour tout remettre au lendemain. En effet, ses conséquences macroéconomiques seront effacées à une échéance relativement brève, après quoi la croissance redémarrera, alors que pour leur part, les conséquences de l’immobilisme face au réchauffement mondial ne feront qu’aller en s’aggravant à mesure que le temps passera...

Il y a un essai limite et un essai principal. L'essai limite peut être employé efficacement pour identifier les produits chimiques qui sont susceptibles d'avoir une basse toxicité. La substance d'essai est généralement administrée par une dose unique, par gavage, aux animaux à jeun avant le traitement. Des animaux uniques sont dosés un par un, habituellement toutes les 48h. Le premier animal est dosé un niveau au-dessous des meilleures évaluations préliminaires de la CL50. Le deuxième animal reçoit une dose inférieure (si le premier animal meurt) ou une dose supérieure (si le premier animal survit). On observe les animaux avec une attention particulière pendant les 4 premières heures et quotidienne ensuite, pendant un total de 14 jours généralement. Le poids des animaux devrait être déterminé au moins une fois par semaine. Tous les animaux devraient être soumis à une autopsie générale. La CL50 est calculée suivant la méthode de maximum de vraisemblance. Il est possible de calculer des évaluations d'intervalle pour la CL50. Por lo tanto, la elaboración de planes eficaces de gestión de riesgos, dirigidos a la formulación de estrategias de respuesta viables, requiere la contribución de todos los actores económicos involucrados: grupos privados, instituciones financieras, gobiernos y organizaciones internacionales. Este informe se centra en el papel de las compañías aseguradoras y reaseguradoras en la gestión de riesgos ambientales, en particular, el riesgo de contaminación ambiental y el riesgo de catástrofes naturales. Se discute la asegurabilidad de tales riesgos, se analiza el aumento del riesgo de responsabilidad por contaminación ambiental y las tendencias subyacentes en el desarrollo de regímenes de responsabilidad ambiental en los países de la OCDE. También presenta una visión general de los diversos productos de seguro medioambiental y de las técnicas desarrolladas en respuesta a la evolución legal y fáctica.     Kurzfassung: Cette Ligne directrice décrit comment planifier et effectuer des études de transformation. Elle permet de déterminer le niveau résiduel dans des produits transformés suite à l’application de pesticides sur des matières premières agricoles brutes dans des conditions maximisant la quantité de résidus. Elle permet d’obtenir la distribution des résidus (ingrédients actifs et/ou métabolites ou produits de dégradation) et le mode d’accumulation préférentiel dans divers produits transformés dérivant de matières premières. Les matières premières agricoles brutes utilisées (d’origine végétale ou animale) devraient contenir des résidus provenant de champs traités, en quantité suffisante pour que les facteurs de concentration/dilution des produits consommés et des intermédiaires non consommés puissent être déterminés. La définition des résidus de pesticides à mesurer est déterminée dans des études sur la nature du résidu dans les produits traités et/ou dans les plantes et le bétail. Pour chaque site testé (au moins deux indépendants) le facteur de transformation (Pf) est calculé comme le rapport entre le niveau résiduel dans les produits transformés et celui dans les matières premières agricoles (ou autres) brutes. Si un produit a plusieurs modes de commercialisation sensiblement différents, deux essais par mode sont nécessaires. Pour garantir la validité du test, des échantillons témoins doivent être analysés simultanément.

    Kurzfassung: Cette Ligne directrice décrit une méthode qui estime la toxicité de la substance d’essai sur les espèces de diptères vivant dans le fumier pendant leur période de développement. Deux espèces peuvent être utilisées. La substance testée est mélangée à des matières fécales auxquelles on ajoute soit 10 œufs de Scathophaga stercoraria soit 10 larves de Musca autumnalis. Le test dure jusqu’à 5 jours après l’apparition du dernier adulte dans le témoin (〉 18 jours pour S. stercoraria, 〉13 jours pour M. autumnalis). Les effets éventuels de la substance d’essai sont évalués par les mesures suivantes : le sexe et le nombre total de mouches adultes, la vitesse de développement (indication d’un possible retard) et les changements morphologiques. Selon le schéma expérimental, la concentration sans effet observé (NOEC) ou la concentration pour x% d’effet (ECx) peut être déterminée. Cette Ligne directrice peut être utilisée pour des substances solubles ou pas dans l’eau, mais n’est pas applicable à des substances volatiles. Si la toxicité du produit chimique n’est pas connue, cinq concentrations nominales devraient être testées. Un contrôle positif devrait être effectué régulièrement. Le test est considéré valide, si dans le témoin l’éclosion des larves correspond à plus de 70% des œufs introduits, le nombre d’apparitions d’adultes est ≥ 70% et ≥ 50% des larves respectivement écloses et introduites et si l’apparition des mouches adultes débute après 18 ± 2 jours (S. stercoraria) ou après 13 ± 2 jours (M. autumnalis).
