    Abstract: Hauptbeschreibung Pascale Cancik untersucht die Offizialisierung und Professionalisierung von Verwaltungskommunikation im Preußen des frühen 19. Jahrhunderts. Zu dieser Zeit erreichte der aufklärerische Öffentlichkeitsdiskurs der 'Sattelzeit' verschiedene Bereiche von Gesellschaft und Recht (Parlamente, Gerichte, Presse). Die Verwaltung indessen, die damals ihre modern-bürokratische Form entwickelte, wird von der historischen Forschung kaum mit jenen liberalen Öffentlichkeitsforderungen in Verbindung gebracht. Ist das gegenwärtig wieder viel untersuchte Thema Verwaltung und Öffentlichkeit zu Recht kein Thema (rechts-)historischer Forschung? Die Autorin zeigt zunächst, dass es durchaus einen zeitgenössischen Publizitätsdiskurs gab, der sich gerade auch auf Verwaltung bezog. Aber kam dieser auch in der Praxis von Recht und Verwaltung an? Da Öffentlichkeiten sich in Kommunikationen manifestieren, werden zwei Felder von Verwaltungskommunikation genauer untersucht: die Publikation staatlichen Handelns durch die Verwaltung sowie die Entwicklung konkreter Verwaltungsverfahren, innerhalb derer die Verwaltung mit Bürgern kommuniziert. Im Zentrum stehen dabei jeweils die Rolle von Recht und Rechtspraxis. Es ergibt sich ein komplexes Bild von Motiven und Intensitäten der Einbeziehung oder gar Beteiligung von Bürgern. Bis heute genutzte Techniken, Medien und Verfahren wurden damals mit Hilfe von Recht konzipiert und eingeübt. Sie sind nicht, wie manchmal behauptet, ausschließlich mit Demokratie verbunden.

    Abstract: Peasant Pasts is an innovative, interdisciplinary approach to writing histories of peasant politics, nationalism, and colonialism. Vinayak Chaturvedi's analysis provides an important intervention in the social and cultural history of India by examining the nature of peasant discourses and practices during the nineteenth and twentieth centuries. Through rigorous archival study and fieldwork, Chaturvedi shows that peasants in Gujarat were active in the production and circulation of political ideas, establishing critiques of the state and society while promoting complex understandings of political community. By turning to the heartland of M.K. Gandhi's support, Chaturvedi shows that the vast majority of peasants were opposed to nationalism in the early decades of the twentieth century. He argues that nationalists in Gujarat established power through the use of coercion and violence, as they imagined a nation in which they could dominate social relations. Chaturvedi suggests that this littletold story is necessary to understand not only anticolonial nationalism but the direction of postcolonial nationalism as well.

Miriam Silverberg uses sources such as movie magazines, ethnographies of the homeless, and the most famous photographs from this era to capture the spirit, textures, and language of a time when the media reached all classes, connecting the rural social order to urban mores. Employing the concept of montage as a metaphor that informed the organization of Japanese mass culture during the 1920s and 1930s, Silverberg challenges the erasure of Japanese colonialism and its legacies. She evokes vivid images from daily life during the 1920s and 1930s, including details about food, housing, fashion, modes of popular entertainment, and attitudes toward sexuality. Her innovative study demonstrates how new public spaces, new relationships within the family, and an ironic sensibility expressed the attitude of Japanese consumers who identified with the modern as providing a cosmopolitan break from tradition at the same time that they mobilized for war.

    Abstract: The Nordic Atlantic area has seen remarkable examples of social formations in areas that many would perceive as too remote to allow the construction of functioning communities. But through innovations, networking and the formation of identities people have coped with distances, thus continuously rebuilding societies in Northern Norway, Iceland, the Faroes, and Greenland. Living conditions in the Nordic Atlantic are so extreme that one might ask whether the notion of society is applicable under these circumstances. The author argues that, yes, there is a meaningful way of comprehending these social formations, which is through the spatial and temporal practices that produce, reproduce, stabilize, destabilize and change them. He introduces the concept of coping, which means neither mastering nor adapting but relates to in-between strategies and tactics reflected in practices of securing people's way of life under conditions that are never totally under their control.

    Abstract: If the goal of receptive multilingualism is to be attained in the European context, new pedagogical concepts must be developed, tested and implemented. The following discussion has as its focus the learning of a new, tertiary and possibly related foreign language (FL), employing two models, Meißner's Spontaneous Learner Grammar and Hufeisen's Factor model, as a theoretical framework. It is shown how these modelshave been used to investigate tertiary language learning and how these concepts apply to improving the reception of new FLs. Two projects, DaFnE and EuroComGerm, are considered, both of which aim to help students use their knowledge of a related, previouslylearned FL in order to achieve receptive competencies in a new FL.

Alarmists view the growing role of Muslims in French society as a form of "reverse colonization"; they believe Muslim political and religious networks seek to undermine European rule of law or that fundamentalists are creating a society entirely separate from the mainstream. Integrating Islam portrays the more complex reality of integration's successes and failures in French politics and society. From intermarriage rates to economic indicators, the authors paint a comprehensive portrait of Muslims in France. Using original research, they devote special attention to the policies developed by successive French governments to encourage integration and discourage extremism. Because of the size of its Muslim population and its universalistic definition of citizenship, France is an especially good test case for the encounter of Islam and the West. Despite serious and sometimes spectacular problems, the authors see a "French Islam" slowly replacing "Islam in France"in other words, the emergence of a religion and a culture that feels at home in, and is largely at peace with, its host society. This rigorously edited volume provides a coherent analysis of the religious roots of Europe's identity today, with particular attention to the secular context of religious communities. Europe is often perceived as secular by most of its citizens, regardless of their creed. Bearing this in mind, the authors build upon their expertise in different fields of arts and humanities to identify some of the key elements of European religious heritage and its manifestation in Europe's identity, be it secular or otherwise perceived. The authors also indicate the role these elements play in further European integration. Literary and cultural critic Robert Reid-Pharr asserts that these and other post-World War II intellectuals announced the very themes of race, gender, and sexuality with which so many contemporary critics are now engaged. While at its most elemental Once You Go Black is an homage to these thinkers, it is at the same time a reconsideration of black Americans as agents, and not simply products, of history. Reid-Pharr contends that our current notions of black American identity are not inevitable, nor have they simply been forced onto the black community. Instead, he argues, black American intellectuals have actively chosen the identity schemes that seem to us so natural today. Turning first to the late and relatively obscure novels of Wright, Ellison, and Baldwin, Reid-Pharr suggests that each of these authors rejects the idea of the black as innocent. Instead they insisted upon the responsibility of all citizens-even the most oppressed-within modern society. Reid-Pharr then examines a number of responses to this presumed erosion of black innocence, paying particular attention to articulations of black masculinity by Huey Newton, one of the two founders of the Black Panther Party, and Melvin Van Peebles, director of the classic film Sweet Sweetback's Baadasssss Song. Shuttling between queer theory, intellectual history, literary close readings, and autobiography, Once You Go Black is an impassioned, eloquent, and elegant call to bring the language of choice into the study of black American literature and culture. At the same time, it represents a hard-headed rejection of the presumed inevitability of what Reid-Pharr names racial desire in the production of either culture or cultural studies.

    Abstract: Some critical theorists understand the self as constituted by power relations, while others insist upon the self's autonomous capacities for critical reflection and deliberate self-transformation. Up to now, it has all too often been assumed that these two understandings of the self are incompatible. In her bold new book, Amy Allen argues that the capacity for autonomy is rooted in the very power relations that constitute the self. Allen's theoretical framework illuminates both aspects of what she calls, following Foucault, the "politics of our selves." It analyzes power in all its depth and complexity, including the complicated phenomenon of subjection, without giving up on the ideal of autonomy. Drawing on original and critical readings of a diverse group of theorists, including Michel Foucault, Jurgen Habermas, Judith Butler, and Seyla Benhabib, Allen shows how the self can be both constituted by power and capable of an autonomous self-constitution. Her argument is a significant and vital contribution to feminist theory and to critical social theory, both of which have long grappled with the relationship between power and agency. If critical theory is to be truly critical, Allen argues, it will have to pay greater attention to the phenomenon of subjection, and will have to think through the challenges that the notion of subjection poses for the critical-theoretical conception of autonomy. In particular, Allen discusses in detail how the normative aspirations of Habermasian critical theory need to be recast in light of Foucault's and Butler's account of subjection. This book is original both in its attempt to think of power and autonomy simultaneously and in its effort to bring the work of Foucault and Habermas into a productive dialogue.
