    Abstract: Despite potentially tremendous benefits, small and medium-sized enterprises (SMEs) lag in the digital transformation. Emerging technologies, as diverse as they are, offer a range of applications for them to improve performance and overcome the size-related limitations they face in doing business. However, SMEs must be better prepared, and stakes are high. SMEs make the most of the industrial fabric in many countries and regions, they create jobs (most jobs sometimes) and are the cement of inclusive and sustainable societies. The SME digital gap has increased inequalities among people, places and firms, and there are concerns that the benefits of the digital transformation could accrue to early adopters, further broadening these inequalities. Enabling SME digitalisation has become a top policy priority in OECD countries and beyond. The report looks at recent trends in SME digital uptake, including in the context of the COVID-19 crisis. It focuses on issues related to digital security, online platforms, blockchain ecosystems, and artificial intelligence. The report identifies opportunities, risks of not going digital, and barriers to adoption. It looks to concrete policy action taken worldwide to speed the SME transformation and raises a series of considerations to advance the SME digital policy agenda.

    Abstract: Firm entry has rebounded after the drop experienced during the first COVID-19 lockdowns of early 2020, yet the recovery in entry rates is highly heterogeneous across countries, with possible long-term implications for employment and output growth. Financial support to firms’ liquidity and temporary changes to insolvency procedures have been effective in reducing bankruptcies, on average, by more than 30% relative to the pre-pandemic period. Policy measures may have protected viable and productive firms and avoided the systemic risks posed by a wave of bankruptcies, but at the risk of potentially keeping non-viable (the so-called zombie) firms afloat. Governments should implement a balanced strategy to phase out emergency support policies and pursue a gradual approach focusing on restoring the equity of distressed firms, encouraging timely debt restructuring and improving the efficiency of liquidation procedures, with the aim of fostering resource reallocation.

    Abstract: Blockchain is mainstreaming, but the number of blockchain for development use-cases with proven success beyond the pilot stage remain relatively few. This paper outlines key blockchain concepts and implications in order to help policymakers reach realistic conclusions when considering its use. The paper surveys the broad landscape of blockchain for development to identify where the technology can optimise development impact and minimise harm. It subsequently critically examines four successful applications, including the World Food Programme’s Building Blocks, Oxfam’s UnBlocked Cash project, KfW’s TruBudget and Seso Global. As part of the on-going work co-ordinated by the OECD’s Blockchain Policy Centre, this paper asserts that post-COVID-19, Development Assistance Committee (DAC) donors and their development partners have a unique opportunity to shape blockchain’s implementation.

In futuro, un rafforzamento dei livelli di produttività potrebbe favorire le cooperative nel perseguimento delle loro finalità di natura economica e sociale. Nell’analizzare la produttività nelle cooperative italiane, questo rapporto adotta un approccio incentrato sulla dimensione territoriale, date le loro numerose interdipendenze con le comunità locali. Le evidenze emerse mettono in luce i fattori locali maggiormente correlati alla prevalenza e alla produttività delle cooperative tra le regioni, i settori economici e nelle diverse classi dimensionali d’impresa. Un confronto con le imprese italiane non cooperative, così come con le imprese spagnole, cooperative e non, consente di osservare come i livelli di produttività varino a livello territoriale e tra diversi tipi di imprese osservati.     Abstract: Current population trends and the COVID-19 pandemic reinforce the need for efficient public service provision while guaranteeing good access to all. Population decline and ageing in rural regions affect the provision of services through lower economies of scale and scope, professional shortages and longer distances. Reliable estimates of the costs and access arising from demographic and geographical differences can help adapt the provision of services to different territorial realities. This report provides internationally comparable fine-grained present and future estimates of the cost and physical access to education (primary and secondary) and health services (cardiology, maternity and obstetrics) in European countries. The report finds that demographic change in the next decades will likely further strain the trade-off between costs and access, especially in remote rural areas. Adapting to changes in demand following lower fertility rates and ageing implies that services will need to become more widely available, while others will have to concentrate more. This report aims to support evidence-based policy decisions to ensure service provision allows for both cost efficiency and a sufficient level of access in all territories.

Countries were not all even in their capacity to support SMEs either. As vaccine campaigns roll out and economic prospects brighten, governments have to take the turn of a crisis exit and create the conditions to build back better. The OECD SME and Entrepreneurship Outlook 2021 brings new evidence on the impact of the crisis and policy responses on SMEs and entrepreneurs. It reflects on longer-term issues, such as SME indebtedness or SME role in more resilient supply chains or innovation diffusion. The report contains country profiles that benchmark impact, factors of vulnerability, and sources of resilience in OECD countries, and give a policy spotlight on liquidity support and recovery plans for SMEs.

The review also assesses the general role of the Council in providing policy advice. Questi sviluppi potrebbero avere ripercussioni a lungo termine sui sistemi di innovazione, in un momento in cui la scienza e l'innovazione sono sempre più indispensabili per gestire l'emergenza climatica, raggiungere gli obiettivi di sviluppo sostenibile e accelerare la trasformazione digitale. I governi dovranno prendere alcune misure per salvaguardare i sistemi di innovazione nell’ambito dei loro pacchetti di stimolo e di ripresa, ma dovranno anche approfittarne per avviare le riforme necessarie.     Abstract: Trust between citizens and their governments is crucial for the legitimacy and functioning of democracies. This paper discusses the main determinants of people’s trust in public institutions and their measurement, in times of crisis as well as for a long-term, strong, inclusive and green recovery. It presents evidence on the great variation in the levels and drivers of trust across public institutions, across levels of government within countries, and among population groups. It also identifies three main trust challenges for public governance that were heightened by the COVID-19 crisis: i) people’s views on the credibility and effectiveness of government action on intergenerational and often global challenges; ii) the changes in political participation and political attitudes; and iii) an increasing distrust of and disengagement from democratic processes. Building on previous OECD work, and taking into account lessons from other crises and handling of the COVID-19 pandemic, the paper introduces a revised and expanded version of the OECD Framework on Drivers of Trust in Public Institutions. Furthermore, it discusses how this Framework is applied in the OECD Trust Survey. Both the Framework and the Survey aim to provide governments with actionable evidence to build and maintain people’s trust as the basis for successful planning and policy reforms, allowing democracies to be fitter, stronger and more resilient in the future.

    Abstract: Infrastructure investment has been at the forefront of the political debate for more than two decades. Despite decades of theoretical study and experimentation in practice, “how to” actually procure infrastructure still lacks a complete and evidence-based guide, relying heavily on subjective perception and judgement. Procurement strategy mistakes can substantially increase the cost of infrastructure, delay its delivery, or reduce its quality and value to the public. The OECD has trialled a new evidence- based tool to inform procurement decisions on major projects called Support Tool for Effective Procurement Strategy or STEPS. The tool was applied toon two major road projects in Norway. STEPS can improve the efficiency and effectiveness of public procurement of infrastructure and beyond. It should improve the Value for Money propositions of both traditional and privately financed infrastructure projects. It is also an effective tool against bid rigging, the effects of abnormally low bids, and corruption in public procurement. Because the procurement choices of the public sector impact the market structure of the infrastructure supplier market, it could be considered an instrument of implicit market regulation, working against market concentration. STEPS thus supports a range of OECD recommendations and G20 positions on infrastructure governance, private investment in infrastructure, and procurement in general.

    Abstract: This report provides a comprehensive analysis of the Israeli system of local government finance, with a focus on the role of the Israeli property tax, known as the Arnona. Local governments are financed through a combination of revenue, primarily from central government grants and from the Arnona, which is levied on residential and non-residential land and buildings but is based on their physical size rather than their value. The first chapter provides a description of the Israeli system of local government finance and compares it to local government finance in OECD countries. Using standard criteria for the evaluation of taxes, the second chapter assess the strengths and shortcoming of the Arnona and the intergovernmental grant system. Attention is paid to fiscal disparities among municipalities and to the ability of the current system to provide all Israelis with adequate and equitable access to economic and social services and infrastructure. The final chapter presents a set of 13 policy recommendations divided between proposals for improving the existing Arnona system and a longer-run blueprint for a more substantial reform of the system of local government finance in Israel based on the establishment of a value-based system of local property taxation.

Des mesures ciblées sont nécessaires pour créer des incitations appropriées, stimuler l’investissement et l’innovation et orienter la reprise économique après la crise du COVID-19 vers une transition verte. La Finlande devrait passer de l’élaboration de bonnes stratégies à une mise en œuvre efficace et cohérente. Il s’agit de mettre en place les bonnes politiques, de réunir des ressources suffisantes et de préserver un large consensus dans l’opinion publique. Ceci est le troisième Examen environnemental de la Finlande.     Abstract: Few small and medium-sized enterprises (SMEs) scale up, but these few fast growing firms are the major driver of new jobs added to OECD economies. This report helps policy makers get a grip on growth of those few SMEs by considering the transformation they undergo before, during and after their high-growth phase. Based on analysis of detailed firm-level data in a pilot project implemented for Finland, Italy, Portugal, the Slovak Republic and Spain, the report shows that SMEs in all types of places, of all ages and in all sectors have the potential to scale up. The strength of the potential does, however, vary. Getting a grip on growth of SMEs can pay important dividends as scalers contribute the majority of new jobs created by SMEs during their high-growth phase, but also continue to contribute positively to aggregate job creation and aggregate growth in turnover in the following years. A closer look at the characteristics of SMEs that scale up compared to similar “peers” that do not, shows that scaling is likely a strategic choice and includes investments and other preparatory transformation in the years preceding scaling up.

    Abstract: Efforts that primarily focus on incremental change in systems that are unsustainable by design are one of the main barriers to scaling up climate action. This report applies the OECD well-being lens process to the transport sector. It builds on the report Accelerating Climate Action and encourages countries to focus climate action on delivering systems that - by design - improve well-being while requiring less energy and materials, and thus producing less emissions. The report identifies three dynamics at the source of car dependency and high emissions: induced demand, urban sprawl and the erosion of active and shared transport modes. The report also provides policy recommendations to reverse such dynamics and reduce emissions while improving well-being, from radical street redesign, to spatial planning aimed at increasing proximity, and policies to mainstream shared mobility. Analysis also shows why the effectiveness and public acceptability of carbon pricing and policies incentivising vehicle electrification can significantly increase after policy reprioritisation towards systems redesign.

    Abstract: This report evaluates how to strengthen Thailand's SME and entrepreneurship policies to promote innovative entrepreneurship and SME innovation at regional level. This is critical in supporting a shift towards a more innovation-driven and regionally-balanced economy in Thailand. The report illustrates the needs by taking a specific policy case, namely activating new and small firms in the development of an innovation cluster in the advanced agriculture and biotechnology and food for the future sectors in Chiang Mai and Chiang Rai regions in northern Thailand. The report examines policy options in four major areas affecting the cluster: strengthening the local entrepreneurship ecosystem for example in scale-up finance and entrepreneurial culture; upgrading business development services so they that the match the requirements of SME innovation; attracting foreign direct investment and brokering supply chain linkages with local SMEs; and creating a cluster management organisation to co-ordinate policy. The report makes policy recommendations illustrated by international inspiring policy practice examples in each area. It shares a vision for translating Thailand's new-found biotechnology research strengths into economic development by stimulating innovation absorption by SMEs and commercialisation by start-ups and scale-ups.

    Abstract: Finland has a strong reputation as a leader in environmental policy and sustainable development. It committed to become carbon neutral by 2035 and to pioneer the world’s first circular economy. However, it is not fully on track to meet its ambitious goals. Greenhouse gas emissions fell in the last decade, but they need to decline at a much faster pace to meet the target. Waste generation, material consumption and nutrient losses to water bodies have continued to rise. Agriculture and a large forestry sector exert pressures on the country’s biodiversity. Targeted policy measures are needed to provide adequate incentives, boost investment and innovation and steer the economic recovery from the COVID-19 crisis towards the green transition. Finland should move from good strategy making to effective and coherent implementation. It needs to get the right policies in place, to secure sufficient resources and ensure continued and broad public consensus. This is the third Environmental Performance Review of Finland. It evaluates progress towards green growth and sustainable development, with a special chapter focusing on climate change mitigation and well-being.

Spanning material conditions, quality of life, resources for future well-being, and inequalities, the report presents available evidence on well-being both before and since the onset of the pandemic, based on the OECD Well-being Framework. It also identifies priorities for addressing well-being gaps and describes how well-being frameworks are used in policy within Latin America and elsewhere around the world, providing lessons for governments on what is needed to put people’s well-being at the centre of their action. The report is part of the EU Regional Facility for Development in Transition for Latin America and the Caribbean.

Basé sur le cadre des ODD, ce rapport propose une vue d’ensemble de ces liens, en examinant les déficits de données et d'éléments factuels, les bénéfices économiques et de bien-être, ainsi que les aspects de gouvernance et de justice. Il examine neuf ODD liés à l'environnement (2, 6, 7, 9, 11, 12 et 15) à travers un prisme genre-environnement, en utilisant des données disponibles, des études de cas, des enquêtes et d'autres éléments. Il démontre que les femmes partout dans le monde sont affectées de manière disproportionnée par le changement climatique, la déforestation, la dégradation des terres, la désertification, la raréfaction de l'eau et l'insuffisance de l'assainissement. Ces inégalités entre femmes et hommes ont été encore exacerbées par le COVID-19. Le rapport conclut qu’une approche sexospécifique des domaines clés comme d’utilisation des terres, de gestion de l'eau, de l'énergie et des transports, entre autres, permettrait la promotion d’un développement économique plus durable et plus inclusif, et d’accroître le bien-être pour tous. Reconnaissant les multiples dimensions et interactions entre l'égalité femmes-hommes et l'environnement, il propose un cadre d'action intégré, tenant compte à la fois de la croissance inclusive et des considérations environnementales aux niveaux local, national et international.

    Abstract: The economic development of Korea is widely considered as a success story. Yet, as the country joins the ranks of the world’s most advanced economies, its rapid pace of development has not fully reached every part of its territory. The pace of urbanisation, particularly around Seoul, has placed mounting pressure on the capital’s quality of life, while in rural regions the country’s success has felt distant. To address these regional disparities, successive governments have pursued a policy of balanced national development, with major initiatives aimed at spreading economic opportunities throughout the country while at the same time transferring authority and resources to regional and local governments, to increasingly empower them to navigate their own path forward. This study takes stock of these efforts in the context of rural development and finds evidence of progress in several areas, yet opportunities remain in others. The study includes advice and recommendations on multi-level governance, rural-urban linkages and other issues drawn from the experience of OECD countries on how Korea’s efforts in pursuit of inclusive growth may be further strengthened to improve the well-being of the country's rural regions.

    Abstract: This report explores the spatial dimension of productivity in the co-operatives of Italy, a country where they make up a relatively large share of total national employment. Co-operatives play a countercyclical role in job creation during crises. In a post-pandemic world, they could make a major contribution to steering the economy towards inclusiveness and sustainability. Productivity growth ensures that co-operatives can achieve both economic and social goals in the future. This report applies a place-based approach to investigate the issue of productivity in co-operatives, given their many interdependencies with local communities. Novel evidence points to the local factors that are linked with the concentration and productivity of co-operatives across regions, sectors and firm size classes in Italy. A comparison with other Italian firms as well as with Spanish co-operatives and other Spanish firms serves to illustrate how productivity performance varies across space and firm types. This report constitutes an empirical test for the analytical approach developed by the OECD Spatial Productivity Lab.

La Guía busca apoyar los objetivos de las Líneas Directrices de la OCDE para asegurar que las actividades de empresas del sector textil y del calzado estén en armonía con las políticas gubernamentales y así fortalecer las bases de confianza mutua entre las empresas y las sociedades en las que operan. Esta Guía también apoya a las empresas en la implementación de las recomendaciones de debida diligencia contenidas en los Principios Rectores de las Naciones Unidas sobre las Empresas y los Derechos Humanos. La Guía está alineada con la Declaración de la Organización Internacional del Trabajo (OIT) relativa a los Principios y Derechos Fundamentales en el Trabajo y su Seguimiento, Convenciones y Recomendaciones relevantes de la OIT, y la Declaración Tripartita de Principios sobre las Empresas Multinacionales y la Política Social de la OIT. En conjunto con sus módulos de diligencia debida para áreas de riesgo específicas, esta Guía proporciona a las empresas un paquete completo para operar y abastecerse responsablemente en el sector textil y del calzado. Esta Guía fue desarrollada a través de un proceso en el que intervinieron múltiples partes interesadas, con participación en profundidad de países miembros y no miembros de la OCDE, representantes de empresas, sindicatos y de la sociedad civil, y fue supervisado por el Grupo de Trabajo de la OCDE sobre Conducta Empresarial Responsable. Esta Guía tiene orientación práctica, centrada en enfoques colaborativos y constructivos frente a desafíos complejos. Esta Guía se basa en los informes detallados de los Puntos Nacionales de Contacto (PNC) de Francia e Italia sobre la implementación de las Líneas Directrices de la OCDE para Empresas Multinacionales en el sector textil y del calzado y responde a las declaraciones realizadas en junio de 2013 y de 2014 por los PNC con relación al trágico derrumbe del edificio Rana Plaza.

    Abstract: This report presents new evidence about occupations requiring artificial intelligence (AI)-related competencies, based on online job posting data and previous work on identifying and measuring developments in AI. It finds that the total number of AI-related jobs increased over time in the four countries considered – Canada, Singapore, the United Kingdom and the United States – and that a growing number of jobs require multiple AI-related skills. Skills related to communication, problem solving, creativity and teamwork gained relative importance over time, as did complementary software-related and AI-specific competencies. As expected, many AI-related jobs are posted in categories such as “professionals” and “technicians and associated professionals”, though AI-related skills are in demand, to varying degrees, across almost all sectors of the economy. In all countries considered, the sectors “Information and Communication”, “Financial and Insurance Activities” and “Professional, Scientific and Technical Activities” are the most AI job-intensive.

    Abstract: This policy paper analyses current practices related to the implementation of European Structural and Investment Funds (ESIF) in the Slovak Republic, in particular, the Operational Programme Research and Innovation (R&I). The Slovak Republic benefits from one of the largest shares of European Structural and Investment Funds (ESIF). However, the country ranks amongst the EU member states with the lowest absorption of R&I ESIF. In 2017, administrative inefficiencies and irregularities resulted in further decommitments by the European Commission. This paper identifies bottlenecks in the ESIF projects’ implementation across the entire project life cycle, from the preparation of calls to the execution of selected projects. It offers the Slovak Republic tailored policy recommendations to support the effective implementation of European funds for research and innovation and avoid further decommissioning. To ensure lasting changes, this policy paper proposes an action plan where all relevant stakeholders would contribute to effectively implementing transformational reforms.

    Abstract: Fiscal equalisation refers to the transfer of financial resources to and between subnational governments with the aim of mitigating regional differences in fiscal capacity and expenditure needs. However, the determination of fiscal capacity and expenditure needs is not a straightforward task. OECD countries use widely varying mechanism design approaches in their equalisation systems. This paper compares national approaches, covering the three modes of fiscal equalisation: pure revenue equalisation, revenue/cost equalisation and gap-filling equalisation, describing the distinct impacts of each approach on subnational revenue disparities. A clear inverse relationship emerges between the size of the cost-equalising component within a system and the percentage change in subnational per capita revenue disparities after equalising transfers are applied, although no significant relationship emerges between equalisation and regional convergence.

Il Trentino vanta la più alta densità di startup innovative sul totale delle nuove imprese presenti a livello locale rilevata tra le regioni italiane. Tuttavia, la propagazione delle startup a livello territoriale è avvenuta in modo disomogeneo, con una forte concentrazione nelle aree urbane. Inoltre, tra i fondatori delle startup trentine le donne e i giovani sono gruppi meno diffusi rispetto alla media nazionale. Il dinamismo delle startup, in particolare i tassi di crescita e di mortalità, l’adozione delle tecnologie emergenti e la propensione all’utilizzo degli incentivi nazionali sono altri aspetti al centro di questo studio, che si conclude con una serie di raccomandazioni a favore dei decisori politici basate sull’osservazione delle evidenze empiriche.

The Scan assesses four key dimensions of civic space: civic freedoms and rights, media freedoms and digital rights, the enabling environment for civil society organisations, and civic participation in policy and decision making. Each respective chapter of the report contains actionable recommendations for the Government of Finland. As part of the scan process, a citizens’ panel – also overseen by the OECD – was held in February 2021 and generated a wide range of recommendations for the government from a representative microcosm of Finnish society.

    Abstract: The OECD has been working on water policy reform in the countries of Eastern Europe, the Caucasus and Central Asia for over 20 years. Three of the countries within the region, Georgia, the Republic of Moldova and Ukraine have signed Association Agreements with the European Union. These agreements provide a framework for deeper political ties and stronger economic links with the EU and include commitments for approximation towards EU legislation including the Water Framework Directive. Georgia, the Republic of Moldova and Ukraine have ambitious long-term strategic plans for their water sectors, which include fulfilment of requirements under the Association Agreements and international commitments including the Sustainable Development Goals. The water policy outlooks baseline the country policy framework and current performance and then define the long-term vision and aspirations to 2030. The outlooks aim to demonstrate the likelihood of the current policy framework to achieve the long-term objectives and desired future state of the water sector, and include identification of opportunities for improving policy coherence and policies that have the opportunity to improve the likelihood of success.

Thus, there has been an emergence of “green budgeting” practices across the OECD. Countries use green budgeting as a tool of budgetary policy making to provide policy makers with a clearer understanding of the environmental and climate impacts of budgeting choices, while bringing evidence together in a systematic and co-ordinated manner for more informed decision making to fulfil national and international commitments. This publication presents the findings from the first survey on green budgeting across OECD countries and provides information on the extent to which countries have the key elements of an effective approach to pursue environmental and climate priorities.

This report reviews NUPs of 162 countries across the globe. Building on the first edition launched in 2018, the report serves as a critical source of information and analysis for policymakers and urban professionals, as it establishes the foundation for understanding how and in what forms NUPs have been developed, implemented and monitored globally. The overarching objective of the report is to assist national governments in advancing their NUP processes, especially in creating a stronger link between NUPs and urban-related global agendas, such as the Agenda 2030 for Sustainable Development and the New Urban Agenda, and in mainstreaming climate action into NUPs. The report is a co-creation of the OECD, UN-Habitat and Cities Alliance, as a key outcome of the National Urban Policy Programme, a global partnership launched in 2016 at the Habitat III Conference.

The report offers recommendations for policy adjustments to reach the country’s carbon neutrality objective, including the gradual removal of exemptions, enhanced support for emerging technologies and greater visibility over future infrastructure plans.

This paper considers the flows of capital into and out of SIFs, as well as the relationship of these flows to the fiscal framework and macro-fiscal context of the SIFs’ home countries. The report also examines the role that well-being evidence can play in supporting governments’ pandemic recovery efforts. It argues that a well-being lens can prompt policy-makers to refocus on the outcomes that matter the most to people, to redesign policy content from a more multidimensional perspective, to realign policy practice across government silos, and to reconnect people with the public institutions that serve them.

    Abstract: Italy’s start-up visa aims to make the national start-up ecosystem more easily accessible to foreign talent, rich with knowledge and skills, and more integrated into global markets. Government reports show that the programme has not yet achieved a critical scale. The analysis of similar initiatives in Chile, France, Ireland and Portugal identifies five gateways for attracting more foreign entrepreneurs, such as an effective policy outreach, smooth inter-institutional co-operation across the migratory process, and the provision of sound support services for a “soft landing” of entrepreneurs upon arrival. These takeaways may also inform new talent attraction policies targeting remote workers, an expanding group in the context of the ongoing COVID-19 pandemic.

As inbound visitors return to Portugal, the tourism workforce will need digital skills to make effective use of new technologies, and exploit the opportunities digitalisation is opening up for marketing, as well as product and destination development. Successful digital uptake by businesses will be a driving force in building recovery and resilience in the longer term. While there has been progress in recent years, especially in response to the pandemic, there remains considerable scope to go further. To support this digital transformation, this report examines and assesses current policy approaches to support digital skills and workforce development in the sector, and presents a selection of policy considerations to: i) address digital transformation gaps, shortages and opportunities for workforce organisation and skills development, and ii) enhance governance mechanisms to support the digital skills transformation of the tourism workforce.
