    Abstract: Sweden’s northern region, Upper Norrland, is one of the most important mining regions in Europe and has the potential to become a global leader in environmentally sustainable mining. With the largest land surface and the lowest population density in Sweden, Upper Norrland contains two sub regions, Västerbotten and Norrbotten. Both sub regions host the greatest mineral reserves in the country, containing 9 of the country’s 12 active mines and providing 90% of the iron ore in the European Union. Upper Norrland has the potential to become a global leader in environmentally sustainable mining due to its competitive advantages, including a stable green energy supply, high-quality broadband connection, a pool of large mining companies working closely with universities to reduce the emissions footprint across the mining value chain, and a highly skilled labour force. Yet, the region must overcome a number of bottlenecks to support a sustainable future, including a shrinking workforce, low interaction of local firms with the mining innovation process and an increasing opposition to mining due to socio environmental concerns and land use conflicts. This study identifies how Västerbotten and Norrbotten can build on their competitive advantages and address current and future challenges to support a resilient future through sustainable mining.

    Abstract: This publication presents the findings of the OECD review of SME and Entrepreneurship Policy in Viet Nam. It offers an in-depth examination of the performance of small and medium enterprises (SMEs) and entrepreneurship in Viet Nam, the quality of the business environment, and national policies in support of new and small businesses. The report shows that Viet Nam is one of the most globally integrated economies in the world, building its solid growth performance on the attraction of foreign direct investments and export promotion. Viet Nam’s business environment has considerably improved in recent years, although important reforms are still needed in certain policy areas. Viet Nam's SMEs contribute to national employment and national GDP proportionally less than in the OECD area, although official statistics do not take into consideration the large informal sector that mostly consists of self-employed people and micro-enterprises. Viet Nam’s SME and entrepreneurship policies are relatively new, dating back to the early 2000s. In this respect, the 2018 SME Support Law is an important milestone which may help address some of the challenges that are holding back the development of a more vigorous domestic enterprise sector. Key policy priorities in this regard, building better business linkages between multinationals and local enterprises and stronger business development services, are the subjects of two thematic chapters of the report.

The findings of the report build on the information collected through the 2020 Survey of Career Guidance for Adults (SCGA), an online survey of adults’ experience with career guidance.

    Abstract: Thailand has had a remarkable economic development trajectory over the past 60 years and foreign direct investment (FDI) has been pivotal in this success. Thailand was one of the first movers in opening up to manufacturing FDI and in establishing proactive investment promotion and facilitation policies. While challenges remain in some areas of responsible business conduct, there is strong political will to address them. Thailand aspires to become a high income economy by 2037 by upgrading to a value based green economy. Inward FDI will play a prominent role in achieving this goal but this requires a concerted effort to reform the investment climate to remain an attractive host to foreign investment and to benefit to the full extent from that investment. While the COVID-19 crisis might temporarily delay progress, the policy recommendations in this review draw attention to potential reform priorities to help Thailand fulfil its development ambitions aligned with the Sustainable Development Goals and to contribute to a more inclusive and sustainable recovery from the pandemic.

    Abstract: Concerns about market power and competition in the agri-food sector are widespread, with commentators regularly suggesting that farmers are in a structurally weaker position than other actors, who therefore benefit at their expense. The evidence reviewed in this paper indicates that downstream segments of agri-food chains are indeed typically more concentrated than farm-level production. Nevertheless, while competition problems were found in some instances, the current evidence does not support the claim that stronger actors in the chain systematically abuse their stronger position at the expense of farmers. An in-depth understanding of how value chains are organised is essential, as many widely used indicators provide little relevant information. In many areas, further research would be welcome, as current evidence does not cover all countries and sectors equally well.

It emphasises a comprehensive, yet incremental, approach to decentralisation and regionalisation reforms to generate more effective and balanced regional development.

    Abstract: Norway is performing unevenly across its four agricultural policy objectives. While Norway enjoys a high level of food security and is meeting its aim of maintaining agricultural production across the country, both environmental performance and the efficient creation of value added along the food chain are compromised by support policies linked to production levels. Support to producers relative to gross farm receipts is the highest among OECD countries, with 59% of farmers’ revenues coming from government support. Only 3% of total support to agriculture is dedicated to research and innovation. Moreover, while Norway has strong public research institutions and well-designed tax deductions, the private sector lacks the right policy incentives to innovate. This review proposes a new policy approach, centred around innovations that would enable Norway to achieve its objectives and improve the productivity, sustainability and resilience of its agro-food sector. Specific recommendations include increasing the responsiveness of the sector to markets, giving farmers greater flexibility in making production decisions, placing greater emphasis on agri-environmental outcomes, and increasing the role of the private sector in research and innovation.

Millions of adults have lost their jobs and need to identify new career options. However, career guidance for adults is still rare in Latin America. More common are vocational guidance programmes for young people, or labour intermediation services for adults. This report analyses career guidance initiatives for adults in four Latin American countries (Argentina, Brazil, Chile and Mexico). It emphasises the need to establish career guidance higher up on the policy agenda of the region. Lessons are drawn on how to strengthen the coverage and inclusiveness of career guidance, provision and service delivery, quality and impact, as well as governance and funding. The findings build on information collected through the 2020 Survey of Career Guidance for Adults (SCGA), an online survey of adults’ experience with career guidance.

New Perspectives on Well-being and Global Inequality since 1820, presents new estimates of working hours, biodiversity loss, social spending and GDP (accounting for the 2011 round on purchasing power parities) as well as measures of inequalities in wealth, longevity and educational attainment, gender disparities and extreme poverty. A final chapter synthesises the historical evidence included both in the current and previous volume of How Was Life? through composite measures of the average well-being performance of each country, and of different within-country inequality measures. As was the case for the previous volume, this book combines both a historical and a global perspective, presenting estimates since 1820 for 25 major countries and 8 world regions. While this evidence sometimes relies on partial and limited evidence, each chapter in this book assesses the quality of the data used and identifies areas for further historical research.     Abstract: A more resource efficient and circular economy will help to decouple global economic growth from natural resource use, decrease environmental degradation and improve energy efficiency. Existing circular economy policies have been largely focused at the national level. However, trade policies can promote greater resource efficiency and circularity by enabling economies of scale in recycling; by ensuring regulatory coherence between different frameworks for recyclable material; and by helping to address the problem of exports to countries without adequate recycling facilities. The vast majority of trade in end-of-life material ‒ waste and scrap ‒ is in metallic material. Recycling metallic waste and scrap means less mining of non-renewable resources, and producing the most commonly used metals from recycled material uses 60-97% less energy than producing them from mined material. Moreover, demand for some minor metals and minerals, such as lithium, cobalt and rare earth elements (REE) used in energy storage, wind turbines and other environmental goods is projected to increase sharply as the global economy strives to become more carbon-neutral. Recycling these low-volume minerals will become urgent. Trade in these recovered materials will be particularly important in order to allow economies of scale for recycling operations as technologies evolve.

In doing so, the paper proposes a more complete structure that regulators can use to define and assess the competitiveness impacts of regulation as part of their RIA processes framework.

    Abstract: This paper analyses the role of job mobility for job reallocation and aggregate wage growth in Norway and the United States using linked employer-employee data. It provides four main findings. First, despite lower overall job mobility in Norway, the speed of worker reallocation from low-wage to high-wage firms is similar to that in the United States. Second, job reallocation tends to be counter-cyclical in Norway, but pro-cyclical in the United States, due to the weaker tendency of high-wage firms in the United States to hoard workers during economic downturns. Third, the reallocation of workers from low to high wage firms through job-to-job mobility disproportionately benefits high-skilled workers in Norway and low-skilled workers in the United States. Fourth, the slowdown in aggregate wage growth primarily reflects a weakening of on-the-job wage growth in both countries rather than a reduced role of job reallocation between low and high-wage firms (although this does also play a role in the United States).

В настоящем отчете проводится анализ мер, направленных на борьбу с COVID-19, предпринимаемых в 11 странах ВЕКЦА, на основании их потенциала к ускорению перехода к более «зеленой», стойкой к изменению климата и низкоуглеродной экономике. В рекомендациях предлагаются способы обеспечения содействия усилий правительств восстановлению экономики с учетом целей по борьбе с изменением климата, сохранению биологического разнообразия и расширению природоохранной деятельности.

    Abstract: This paper provides the first comprehensive analysis of benefits and side-effects of foreign-currency differentiated reserve requirements for a sample of 58 countries from 1999 to 2015. Departing from the existing literature on effectiveness which used binary variables to measure policy changes, the intensity of reserve requirement adjustments is captured by using the gap between foreign and local currency rates to isolate the impact of differentiation net of volume effects. The findings show that increasing the gap between FX and local currency-denominated reserve requirements is generally effective in reducing currency mismatch and dollarisation in banks’ balance sheets, notably through a reduction in the share of banks’ FX liabilities to total liabilities and in banks’ net FX positions. The findings also show that a higher gap is associated with a broader reduction in capital inflows, in particular portfolio debt inflows and flows to non-banks. Little evidence of domestic or international circumvention, with risks shifting to other sectors or countries is visible.

    Abstract: Countries are increasingly using digital technologies within their Sanitary and Phytosanitary (SPS) systems and the disruptions caused by the COVID-19 pandemic are accelerating this evolution. While countries are increasing their use of digital tools, digital technologies still have significant potential to create efficiencies in SPS systems and enhance agro-food trade. Quantitative analysis using structural gravity model estimates show that digital technologies such as SPS electronic certificates have positive effects on trade volumes, notably for plant-based, vegetables and processed food products. Despite these gains, significant challenges remain in expanding the use of digital technologies in agro-food trade, including mixed capacities to adopt these technologies. Successful expansion of the use of digital technologies requires careful planning and long-term investments, as well as sharing expertise and building trust in these tools. Targeted financial assistance and capacity building can provide support to countries currently lacking the capabilities to adopt these tools.

    Abstract: Recent technological developments linked to secure messaging and traceability present an opportunity to address certain challenges in international and domestic payment systems. From an international perspective, foreign exchange markets remain costly and relatively less efficient than domestic payment systems. From a domestic perspective, the decline in the relative importance of cash in most economies reflects changes in consumers’ preferences, which questions the future of money and payment infrastructure. Against that background, private initiatives falling outside of current regulation, such as stable coins and other virtual assets, are associated with several risks and opportunities and have fueled the debate on the opportunities for central banks to issue new form of digital public currency. This note reviews those different propositions and examine their implication for the international and domestic payment systems.

These Country Notes provide, for each of the 50 economies covered in the Inventory, a snapshot of energy market structure, the current state of energy prices and taxes, and recent developments and trends in fossil fuel support. Data and country notes for the EU Eastern Partnership (EaP) countries have been collected and prepared as part of the GREEN Action Task Force.

    Abstract: A wealth of technical information exists on nuclear fuel cycle options – combinations of nuclear fuel types, reactor types, used or spent nuclear fuel (SNF) treatments, and disposal schemes – and most countries with active nuclear power programmes conduct some level of research and development on advanced nuclear fuel cycles. However, perhaps because of the number of options that exist, it is often difficult for policy makers to understand the nature and magnitude of the differences between the various options. This report explores the fuel cycle options and the differentiating characteristics of these options. It also describes the driving factors for decisions related to both the development of the fuel cycle and the characteristics resulting from implementing the option. It includes information on the current status and future plans for power reactors, reprocessing facilities, disposal facilities, and the status of research and development activities in several countries. It is designed for policy makers to understand the differences among the fuel cycle options in a way that is concise, understandable, and based on the existing technologies, while keeping technical discussions to a minimum.
