    Abstract: How long can humans live? This open access book documents, verifies and brings to life the advance of the frontier of human survival. It carefully validates data on supercentenarians, aged 110+, and semi-supercentenarians, aged 105-109, stored in the International Database on Longevity (IDL). The chapters in this book contribute substantial advances in rigorously checked facts about exceptional lifespans and in the application of state-of-the-art analytical strategies to understand trends and patterns in these rare lifespans. The book includes detailed accounts of extreme long-livers and how their long lifespans were documented, as well as reports on the causes of death at the oldest ages. Its key finding, based on the analysis of 1,219 validated supercentenarians, is that the annual probability of death is constant at 50% after age 110. In contrast to previous assertions about a ceiling on the human lifespan, evidence presented in this book suggests that lifespan records in specific countries and globally will be broken again and again as more people survive to become supercentenarians. ​

    Abstract: This open access volume surveys the state of the field to examine whether a fifth wave of deterrence theory is emerging. Bringing together insights from world-leading experts from three continents, the volume identifies the most pressing strategic challenges, frames theoretical concepts, and describes new strategies. The use and utility of deterrence in today’s strategic environment is a topic of paramount concern to scholars, strategists and policymakers. Ours is a period of considerable strategic turbulence, which in recent years has featured a renewed emphasis on nuclear weapons used in defence postures across different theatres; a dramatic growth in the scale of military cyber capabilities and the frequency with which these are used; and rapid technological progress including the proliferation of long-range strike and unmanned systems. These military-strategic developments occur in a polarized international system, where cooperation between leading powers on arms control regimes is breaking down, states widely make use of hybrid conflict strategies, and the number of internationalized intrastate proxy conflicts has quintupled over the past two decades. Contemporary conflict actors exploit a wider gamut of coercive instruments, which they apply across a wider range of domains. The prevalence of multi-domain coercion across but also beyond traditional dimensions of armed conflict raises an important question: what does effective deterrence look like in the 21st century? Answering that question requires a re-appraisal of key theoretical concepts and dominant strategies of Western and non-Western actors in order to assess how they hold up in today’s world.     Abstract: This open access book explores how biometric data is increasingly flowing across borders in order to limit, control and contain the mobility of selected people, namely criminalized populations. It introduces the concept of bio-bordering, using it to capture reverse patterns of bordering and ordering practices linked to transnational biometric data exchange regimes. The concept is useful to reconstruct how the territorial foundations of national state autonomy are partially reclaimed and, at the same time, partially purposefully suspended. The book focuses on the Prüm system, which facilitates the mandatory exchange of forensic DNA data amongst EU Member States. The Prüm system is an underexplored phenomenon, representing diverse instances of bio-bordering and providing a complex picture of the hidden (dis)integration of Europe. The authors' research, and first person contributions by people with physical disabilities themselves, suggest that education and public health policy must change, if the sexual and reproductive health rights and full inclusion of people with disabilities are to be achieved

    Abstract: This open access book offers an unprecedented analysis of child welfare schemes, situating them in the wider context of post-war policy debates about the care of children. Between 1945 and 1970, an estimated 3,500 children were sent from Britain to Australia, unaccompanied by their parents, through child migration schemes funded by the Australian and British Governments and delivered by churches, religious orders and charities. Functioning in a wider history of the migration of unaccompanied children to overseas British colonies, the post-war schemes to Australia have become the focus of public attention through a series of public reports in Britain and Australia that have documented the harm they caused to many child migrants. Whilst addressing the wide range of organisations involved, the book focuses particularly on knowledge, assumptions and decisions within UK Government Departments and asks why these schemes continued to operate in the post-war period despite often failing to adhere to standards of child-care set out in the influential 1946 Curtis Report. Some factors – such as the tensions between British policy on child-care and assisted migration – are unique to these schemes. However, the book also examines other factors such as complex government systems, fragmented lines of departmental responsibility and civil service cultures that may contribute to the failure of vulnerable people across a much wider range of policy contexts

The OECD’s Programme for International Student Assessment (PISA) released the results of its 2018 assessment in December 2019. This book reflects the debates that typically follow the release of these results and focuses on the causes of differences between countries. Such causes include continuous decline in one country, improvement combined with increasing internal inequalities in another country, or rapid improvement in spite of an outdated curriculum in yet another. In addition, the book discusses a number of general questions: Is knowledge outdated? Are computers taking over and replacing teachers? Are schools killing creativity? Are we adequately preparing the next generation? Are schools failing to educate our kids?     Abstract: XcalableMP is a directive-based parallel programming language based on Fortran and C, supporting a Partitioned Global Address Space (PGAS) model for distributed memory parallel systems. This open access book presents XcalableMP language from its programming model and basic concept to the experience and performance of applications described in XcalableMP.  XcalableMP was taken as a parallel programming language project in the FLAGSHIP 2020 project, which was to develop the Japanese flagship supercomputer, Fugaku, for improving the productivity of parallel programing. XcalableMP is now available on Fugaku and its performance is enhanced by the Fugaku interconnect, Tofu-D. The global-view programming model of XcalableMP, inherited from High-Performance Fortran (HPF), provides an easy and useful solution to parallelize data-parallel programs with directives for distributed global array and work distribution and shadow communication. The local-view programming adopts coarray notation from Coarray Fortran (CAF) to describe explicit communication in a PGAS model. The language specification was designed and proposed by the XcalableMP Specification Working Group organized in the PC Consortium, Japan. The Omni XcalableMP compiler is a production-level reference implementation of XcalableMP compiler for C and Fortran 2008, developed by RIKEN CCS and the University of Tsukuba. The performance of the XcalableMP program was used in the Fugaku as well as the K computer. A performance study showed that XcalableMP enables a scalable performance comparable to the message passing interface (MPI) version with a clean and easy-to-understand programming style requiring little effort

    Abstract: This open access book features a selection of articles written by Erich Ch. Wittmann between 1984 to 2019, which shows how the “design science conception” has been continuously developed over a number of decades. The articles not only describe this conception in general terms, but also demonstrate various substantial learning environments that serve as typical examples. In terms of teacher education, the book provides clear information on how to combine (well-understood) mathematics and methods courses to benefit of teachers. The role of mathematics in mathematics education is often explicitly and implicitly reduced to the delivery of subject matter that then has to be selected and made palpable for students using methods imported from psychology, sociology, educational research and related disciplines. While these fields have made significant contributions to mathematics education in recent decades, it cannot be ignored that mathematics itself, if well understood, provides essential knowledge for teaching mathematics beyond the pure delivery of subject matter. For this purpose, mathematics has to be conceived of as an organism that is deeply rooted in elementary operations of the human mind, which can be seamlessly developed to higher and higher levels so that the full richness of problems of various degrees of difficulty, and different means of representation, problem-solving strategies, and forms of proof can be used in ways that are appropriate for the respective level. This view of mathematics is essential for designing learning environments and curricula, for conducting empirical studies on truly mathematical processes and also for implementing the findings of mathematics education in teacher education, where it is crucial to take systemic constraints into account

    Abstract: This open access volume draws on a multidimensional model of educational change, the book reviews the field of climate change education and identifies some of the areas in which past efforts have fallen short in supporting effective pedagogical change at scale. It then formulates an approach to engage university students and faculty in partnering with schools and adult education institutions and directly contribute innovative curricula on climate change. The approach is illustrated with several case studies which present curricula developed to support school-based innovation in the Middle East and in Guatemala, and adult education in Haiti and Pakistan, and educators preparation at the university level. The approach followed to develop innovative curriculum follows five steps: 1) What are the specific impacts of climate change in this jurisdiction? How do they impact various human populations? 2) What knowledge, dispositions and behaviors could mitigate the impact of climate change and are there ways in which changes in the behaviors of populations in this jurisdiction could slow down climate change? 3) What are the means of delivery to reach each of the specific populations in this jurisdiction who needs to be educated on climate change? 4) What curriculum can help educate each population? 5) What role can the institution we are collaborating with play in advancing climate change education in that jurisdiction? The various chapters of the book present the conceptual foundation of these programs and illustrate how these programs respond to specific characteristics of local contexts. These programs focus in schools, non-formal settings and educator preparation institutions. The chapters offer examples of general value beyond the specific contexts for which they were designed, as they illustrate how in order to be optimally useful climate change education needs to be firmly grounded in the specifics of a context and responsive to that context

    Abstract: This open access book examines everyday practices in an asylum administration. Asylum decisions are often criticised as being ‘subjective’ or ‘arbitrary’. Asylum Matters turns this claim on its head. Through the ethnographic study of asylum decision-making in the Swiss Secretariat for Migration, the book shows how regularities in administrative practice and ‘socialised subjectivity’ are produced. It argues that asylum caseworkers acquire an institutional habitus through their socialisation on the job, making them ‘carriers’ of routine practices. The different chapters of the book deal with what it means to methodologically study administrative practice: with how asylum proceedings work in Switzerland and with the role different types of knowledge play in overcoming the uncertainties inherent in refugee status and credibility determination. It sheds light on organisational socialisation processes and on the professional norms and values at the heart of administrative work. By doing so, it shows how disbelief becomes normalised in the office.     Abstract: This open access book focuses on the discrepancies in biobank research regulations that are among the most significant hurdles to effective research collaboration. The General Data Protection Regulation (GDPR) has established stringent requirements for the processing of health and genetic data, while simultaneously allowing considerable multi-level exceptions for the purposes of scientific research. In addition to directly applicable exceptions, the GDPR places the regulatory responsibility for further defining how the Member States strike a balance between the individuals' rights and the public interest in research within their national legal orders. Since Member States' approaches to the trade-off between data subjects' rights on the one hand, and appropriate safeguards on the other, differ according to their ethical and legal traditions, their data protection requirements for research also differ considerably. This study takes a comprehensive approach to determine how the GDPR affects regulatory regimes on the use of personal data in biobanking research, with a particular focus on the balance between individuals' rights, public interest and scientific research. In this regard, it has two main goals: first, to scrutinize the GDPR research regime, its objective and constitutive elements, the impact it has on biobanking, and its role in a changing EU landscape post-Brexit; and second, to examine how various exceptions have been operationalized nationally, and what challenges and opportunities this diversification entails. The book not only captures the complexity GDPR creates for biobanking, but also sheds light on various approaches to tackling the corresponding challenges.     Abstract: This open access book addresses three themes which have been central to Leydesdorff's research: (1) the dynamics of science, technology, and innovation; (2) the scientometric operationalization of these concept; and (3) the elaboration in terms of a Triple Helix of university-industry-government relations. In this study, I discuss the relations among these themes. Using Luhmann's social-systems theory for modelling meaning processing and Shannon's theory for information processing, I show that synergy can add new options to an innovation system as redundancy. The capacity to develop new options is more important for innovation than past performance. Entertaining a model of possible future states makes a knowledge-based system increasingly anticipatory. The trade-off between the incursion of future states on the historical developments can be measured using the Triple-Helix synergy indicator. This is shown, for example, for the Italian national and regional systems of innovation

    Abstract: This open access proceedings presents new approaches to Machine Learning for Cyber Physical Systems, experiences and visions. It contains selected papers from the fifth international Conference ML4CPS – Machine Learning for Cyber Physical Systems, which was held in Berlin, March 12-13, 2020. Cyber Physical Systems are characterized by their ability to adapt and to learn: They analyze their environment and, based on observations, they learn patterns, correlations and predictive models.     Abstract: This open access book introduces the legacy of Piotr Galperin to a wider audience of researchers, educators and psychologists. Previous translations of Galperin’s work present only some aspects of his conceptual thinking; however, his main contribution to the general, genetic and pedagogical psychology as a unique holistic and systemic approach to studying of psychological phenomena and processes, mechanisms of their formation and development, is still quite unknown in most parts of the world. The eight lectures chosen for the book have been translated from Russian for the first time, and they belong to the Study of the Formation of Human Mental Activity from Galperin’s collection of the Lectures in Psychology (Galperin, 2002). These eight lectures present the central ideas of Galperin’s pedagogical theory, and they conceptualise learning to learn approach and argue how teaching and learning process can enhance the development of higher mental functions with learners and therefore enhance the development of students as learners. These ideas may be of primary importance to educational practitioners and researchers interested in developmental learning and teaching approach given the current concerns of educational practice that schools struggle to prepare students for their adult and the need to develop the capacity in lifelong learning with students in the 21st century

    Abstract: This open access book reviews the water-agro-food and socio-eco-system of the Seine River basin (76,000 km2), and offers a historical perspective on the river’s long-term contamination. The Seine basin is inhabited by circa 17 million people and is impacted by intensive agricultural practices and industrial activities. These pressures have gradually affected its hydrological, chemical and ecological functioning, leading to a maximum chemical degradation between the 1960s and the 1990s. Over the last three decades, while major water-quality improvements have been observed, new issues (e.g. endocrine disruptors, microplastics) have also emerged. The state of the Seine River network, from the headwaters to estuary, is increasingly controlled by the balance between pressures and social responses. This socio-ecosystem provides a unique example of the functioning of a territory under heavy anthropogenic pressure during the Anthropocene era. The achievements made were possible due to the long-term PIREN Seine research program, established in 1989 and today part of the French socio-ecological research network “Zones Ateliers”, itself part of the international Long-term Socio-economic and Ecological Research Network (LTSER). Written by experts in the field, the book provides an introduction to the water budget and the territorial metabolism of the Seine basin, and studies the trajectories and impact of various pollutants in the Seine River. It offers insights into the ecological functioning, the integration of agricultural practices, the analysis of aquatic organic matter, and the evolution of fish assemblages in the Seine basin, and also presents research perspectives and approaches to improve the water quality of the Seine River. Given its scope, it will appeal to environmental managers, scientists and policymakers interested in the long-term contamination of the Seine River
