SMEs account for 60% of total employment, and Canada performs very well across many measures of small business generation, growth and innovation. However, further increases in productivity in medium-sized firms, an increase in SME exports, a greater business start-up rate and an increased number of high-growth firms could bring substantial benefits for the national economy. This report identifies several areas where new policy approaches could help achieve these objectives. Framework conditions for small business could be improved in business taxation, public procurement, access to financing and the commercialisation of research. New and extended programmes could be introduced in domains including entrepreneurship education, management advice and consultancy, and workforce skills development. A major effort is recommended to prioritise women's entrepreneurship, including by supporting social enterprises, and federal support could be offered to support the exchange of information on best practice SME regulations and programmes among provinces and territories. All this could be brought together and co-ordinated through the umbrella of a national strategy and a lead agency for SME and entrepreneurship policy.

However, with increasing levels of new and protracted displacement, and key commitments such as the 2030 Agenda, donors are looking at the role of development actors and financing in supporting sustainable and comprehensive solutions to forced displacement. This Guidance, therefore, provides a clear and practical introduction to the challenges faced in working in situations of forced displacement, and provides guidance to donor staff seeking to mainstream responses to forced displacement into development planning and co-operation. While recognising that donor policies and responses are constantly evolving, this guidance proposes that donors responding to these situations prioritise three broad areas of work, where they can best contribute to existing capacities at the national, regional and global levels. It also identifies twelve actions, grouped under four key principles, outlining what donors can do to reinforce the capacities of key actors to respond to refugees and Internally Displaced Persons at the national, regional and global levels, and to advance comprehensive solutions.

    Abstract: As coastal area on the Baltic Sea in north-central Poland, Pomorskie faces unique challenges and opportunities associated with the transition to a green economy, a diversified economy, growing population and significant natural resources. This report focuses on the sustainable development of the oceans and coastlines surrounding the region, known as the blue economy. Based on an OECD survey designed to capture the needs and perceptions of local employers (mostly of small- and medium-sized enterprises [SME]), this report analyses the specific skills needed to support green growth in Pomorskie, and how related labour market and training programmes can be made more effective in supporting the transition to a low-carbon economy.

    Abstract: Under Action 14, jurisdictions have committed to implement a minimum standard to strengthen the effectiveness and efficiency of the mutual agreement procedure (MAP). The MAP is included in Article 25 of the OECD Model Tax Convention and commits countries to endeavour to resolve disputes related to the interpretation and application of tax treaties. The Action 14 Minimum Standard has been translated into specific terms of reference and a methodology for the peer review and monitoring process. The minimum standard is complemented by a set of best practices. The peer review process is conducted in two stages. Stage 1 assesses jurisdictions against the terms of reference of the minimum standard according to an agreed schedule of review. Stage 2 focuses on monitoring the follow-up of any recommendations resulting from jurisdictions' stage 1 peer review report. This report reflects the outcome of the stage 1 peer review of the implementation of the Action 14 Minimum Standard by Sweden, which is accompanied by a document addressing the implementation of best practices which can be accessed on the OECD website.

    Abstract: Trade in counterfeit and pirated goods is a vital threat for modern, innovation-driven economies, a worldwide phenomenon that grows in scope and magnitude. Counterfeiters ship infringing products via complex routes, with many intermediary points, which poses a substantial challenge to efficient enforcement. This study looks at the issue of the complex routes of trade in counterfeit pirated goods. Using a set of statistical filters, it identifies key producing economies and key transit points. The analysis is done for ten main sectors for which counterfeiting is the key threat. The results will facilitate tailoring policy responses to strengthen governance frameworks to tackle this risk, depending on the profile of a given economy that is known as a source of counterfeit goods in international trade.

The project aimed to provide policy makers with evidence on the way migration influences specific sectors – the labour market, agriculture, education and investment and financial services – and, in turn, how sectoral policies affect migration. The report addresses three dimensions of the migration cycle that have become an important part of the country's social and economic contexts: emigration, remittances and return. The results of the empirical work confirm that even though migration contributes to the development of Cambodia, the potential of migration is not fully exploited. One explanation is that migration only appears to a very limited extent in the National Strategic Development Plan. Many policy makers in Cambodia do not sufficiently take migration into account in their respective policy areas. Cambodia therefore needs to adopt a more coherent policy agenda to do more to integrate migration into its National Strategic Development Plan, improve co-ordination mechanisms and strengthen international co-operation. This would enhance the contribution of migration to development in the country

    Abstract: Close to 3 million people who were born in Morocco lived in OECD countries in 2010/11. To assess the potential that this group represents for the Moroccan economy, this review looks at the distribution of Moroccan emigrants over OECD countries, as well as their age, sex, and educational attainment. It analyses the labour market outcomes of Moroccan emigrants and documents the characteristics of return migrants in Morocco. Moroccan emigrants primarily reside in France, followed by Spain and Italy, where their numbers grew strongly before flows were affected by the economic crisis. Moroccan emigrants have lower educational attainment and less favourable labour market outcomes than native-born persons in destination countries, and many work in low-skill occupations. Those who have returned to Morocco are often retired, but they are also especially likely to become entrepreneurs there

The results of the empirical work confirm that even though migration contributes to the development of Georgia, the potential of migration is not fully exploited. One explanation is that, despite headway in the field of migration and development through the creation of the SCMI, not all policy makers in Georgia take migration sufficiently into account in their respective policy areas. Georgian authorities therefore need to adopt a more coherent policy agenda and better integrate migration into their sectoral strategies to enhance the contribution of migration to development in the country

    Abstract: This paper provides an analysis of India’s existing regulatory regime and its evolution over the last 25 years, and the efforts to improve the regulatory framework as India has transitioned towards a market economy. The paper argues that while India has implemented many sector specific regulatory reforms, the absence of a government wide initiative to improve regulatory quality, or implement a whole of government regulatory policy, has prevented India from creating a consistent and coherent regulatory environment and has undermined trust and integrity in the regulatory system. As a result, outcomes of regulatory governance have so far been quite mixed. In many cases they have fallen far short of expectations. The paper therefore identifies some of the constraints that have challenged India’s regulatory governance, the dominant presence of state owned enterprises, the multi-level government structures and regulatory independence of agencies and institutions. Meanwhile, effective regulatory governance has distinctly evolved in the securities market and it highlights the reasons behind the success of the securities market regulator. The positive example of the Securities Exchange Board of India is outlined to showcase the potential for implementing good regulatory practice through regulatory oversight, better governance of regulators, stakeholder engagement and regulatory impact assessments. The paper also looks at issues related to Regulatory Impact Assessments in the Indian context.

    Abstract: In recent years, literature has linked structural reforms with productivity growth. Considering Portugal’s recent comprehensive reform agenda, this topic acquires particular relevance. Using data for Portuguese firms for the period 2006-2014, this paper assesses the impact of structural reforms on firms’ productivity. In line with existing literature, the analysis shows that most reforms entail long-term gains, despite, in some reform areas, the existence of short-term costs. In general, there are important differences across reform areas and across firms, namely when comparing firms with different productivity levels. The firms’ distance to the technological frontier mediates the impact of reforms, either by potentiating its effects or by curbing them, depending on the reform area.

    Abstract: The health, social and economic consequences of poor mental health are substantial. More attention is focusing now on the development of actions to promote better mental health and wellbeing and prevent mental ill-health. This paper provides an overview of the development of approaches to promoting mental wellbeing and preventing mental ill-health in OECD countries, together with an assessment of what is known on their effectiveness and cost effectiveness. The paper finds that there is a sound and quite extensive evidence base for effective and cost effective actions which can promote mental wellbeing and prevent mental ill-health. However, the existence of actions and programmes in mental health promotion and prevention is uneven both between countries, and across different points of the life course. Many countries could stand to scale-up their promotion and prevention efforts in the mental health field, and further efforts are particularly needed to introduce interventions targeted at unemployed and older populations.

    Abstract: This paper examines the role of businesses in the tax system. In addition to being taxed directly, businesses act as withholding agents and remitters of tax on behalf of others. Yet the share of tax revenue that businesses remit to governments outside of direct tax liabilities is under-studied. This paper develops two measures of the contribution of businesses to the tax system and applies both these measures for 24 OECD countries. The results show that businesses play an important role in the tax system, both as taxpayers and as remitters of tax. However, care should be taken in interpreting any measure of the business tax burden, which must be understood against the backdrop of economic incidence. This paper highlights that the economic incidence, or burden, of a tax is not necessarily borne by the person on whom the tax is imposed under legal statute, but may be passed on to others in the economy, whether it be owners of capital, workers or consumers.

    Abstract: With persisting slower growth worldwide and in China, over-capacity in some heavy industry sectors, declining profitability, and intensifying competition from other, lower-cost emerging economies, corporate behaviour in China needs to change and focus more on efficiency and sustainability. This need is further intensified by mounting environmental pressures and China’s ambition for greener and more sustainable growth. A larger proportion of firms, including state-owned enterprises, should step up innovation efforts and improve corporate governance practices. To this end, supportive policies are needed, fostering an environment that is more conducive to innovation and entrepreneurship, and facilitating resource reallocation through the exit of unviable firms. At the same time, fraudulent corporate practices must be halted and State assets need to be better managed. Reforms are under way or envisaged that will help improve corporate performance and, more broadly, deliver more resilient and environmentally sustainable growth and continuing progress in living standards.     Abstract: Technological change is increasing the productivity of highly skilled workers but creating more challenging labour-market conditions for their low-skilled counterparts. These pressures are likely to grow, especially in light of progress being made in Artificial Intelligence. The NZ labour force is upskilling to meet these challenges, but more progress will be needed to keep ahead of the race with technology. Young New Zealanders will need to continue their education to higher levels than in the past and acquire skills that are more highly valued in the labour market. To maintain valuable skills, workers of all ages will need to engage more in lifelong learning. Some will need to retrain when their occupation becomes obsolete. Getting the most out of skills will also depend on allocating skills to their most productive uses. Reducing New Zealand’s high rates of qualification and skills mismatches would boost both wages and productivity. With the possibility of more workers being displaced than in the past, greater efforts may need to be considered to help them get back into jobs.     Abstract: Compensation for adjudicators is generally considered as a core issue for judicial independence and for attracting good judges in the institutional design for courts. This paper examines compensation systems for adjudicators and dispute settlement administrators in investor-state dispute settlement (ISDS). The paper uses in part a comparative perspective based on approaches in domestic courts in advanced economies, an approach rarely taken in analysing investor-state arbitration. The first section of the paper provides historical context and examines the reform of remuneration of judges to replace private litigant fees with salaries in colonial America and the United States, France and England in the 18th and early 19th centuries. Subsequent sections address debates over the impact of compensation systems on adjudicators; contemporary approaches to the compensation of judges in advanced economies; the co-existence in advanced economies of national courts with salaried judges since the early 19th century with generally strong support for commercial arbitration based on ad hoc fee-based remuneration; and similarities and differences between commercial arbitration and investment arbitration, focusing how the largely similar compensation systems may have different effects and be differently perceived by the public. Annexes to the paper report on discussions about adjudicator compensation at the 2016 OECD Investment Treaty Conference and gather some preliminary facts about adjudicator and dispute administrator compensation in investor-state arbitration as well as the investment court system included in the recent EU-Canada CETA trade and investment agreement.

    Abstract: The digital economy has created some new measurement challenges for macroeconomic statistics and may have exacerbated some older ones, raising some concerns about the scope and estimation of GDP. Against a backdrop of slowing rates of measured productivity growth, this has raised questions about the conceptual basis of GDP and output, and whether current compilation methods are adequate to capture them (known as the mismeasurement hypothesis). In response to these concerns the international statistics community has reinforced efforts to investigate these concerns, chiefly under the vehicle of OECD-IMF collaboration and a newly formed Advisory Expert Group working under the auspices of the OECD’s Committee for Statistics and Statistical Policy. This paper is intended to provide momentum to these on-going efforts and to address immediate concerns about the potential scale of GDP mismeasurement in key areas where mismeasurement is often suspected. Notwithstanding the need for further work in some areas, notably with regards to cross-border transactions as well as potential mismeasurement in other macro-economic statistics, such as the consumer prices index, this paper concludes that even if mismeasurement is occurring, its scale is not sufficient to explain the widespread slowdown in measured GDP growth or multi-factor productivity growth. Nevertheless it’s important to note that this is a backward looking exercise. Even though the distortionary impact of any potential mismeasurement is currently thought to be small the growing size of digitised transactions could point to larger impacts in the future.

In 2016, the OECD’s Committee on Consumer Policy (CCP) produced a report on Protecting consumers in peer platform markets: Exploring the issues. The 2016 report examined a number of the mechanisms that peer platforms have themselves developed to help engender trust in and use of their services (e.g. initiatives such as ratings and reviews) and raised a set of questions for further research and reflection. In order to understand better the role and drivers of consumer trust in PPMs, the CCP conducted an online survey of 10 000 consumers across ten OECD member countries. This report discusses the findings of that survey.

    Abstract: The effects of immigration on the Thai economy are considerable, as the number of immigrants has increased rapidly since the turn of the century. Immigrant workers now contribute to all economic sectors, and are important for the workforce in industrial sectors such as construction and manufacturing and in some service sectors including private household services. Immigration is associated with an improvement of labour market outcomes of the native-born population, and in particular appears to increase paid employment opportunities. Immigration is also likely to raise income per capita in Thailand, due to the relatively high share of the immigrant population which is employed and therefore contributes to economic output. Policies aiming to further diversify employment opportunities for immigrant workers could also be beneficial for the economic contribution of immigration. How Immigrants Contribute to Thailand’s Economy is the result of a project carried out by the OECD Development Centre and the International Labour Organization, with support from the European Union. The project aimed to analyse several economic impacts – on the labour market, economic growth and public finance – of immigration in ten partner countries: Argentina, Costa Rica, Côte d'Ivoire, the Dominican Republic, Ghana, Kyrgyzstan, Nepal, Rwanda, South Africa and Thailand. The empirical evidence stems from a combination of quantitative and qualitative analyses of secondary and in some cases primary data sources.

    Abstract: A key policy concern in recent years has been the decline in levels of trust by citizen in public institutions. Trust is one of the foundations upon which the legitimacy and sustainability of political systems are built. It is crucial to the implementation of a wide range of policies and influences people’s behavioural responses to such policies. However, despite its acknowledged importance, trust in public institutions is poorly understood and is not consistently measured across OECD countries. The OECD Trust Database brings together information from a wide range of different household surveys containing measures of trust and combines this with information on other social and economic outcomes. The size of the database and range of covariates make it possible to identify the underlying patterns captured by survey based measures of trust in institutions and systematically test the accuracy (i.e. reliability and validity) of these measures. Reliability is tested by examining the consistency of measures of institutional trust across different surveys and between different waves of the same survey. Validity is harder to test than reliability. It is however possible to examine the construct validity of institutional trust measures by looking at whether these measures show the expected correlation with other social and economic variables on a cross-country basis. Analysis of item-specific non-response rates provides important additional information on the face validity of institutional trust measures.

    Abstract: Switzerland’s overarching agricultural policy objectives reflect societal concerns about various production aspects of agriculture, such as environmental sustainability and animal welfare, and the expectation that agriculture will provide public goods demanded by society. Among the various policy instruments used by Switzerland to achieve these objectives, border protection represents a significant component of support. This study assesses the relevance of border protection for agriculture in Switzerland. It finds that border protection is not relevant for achieving the overarching objectives of Swiss agricultural policy, with one exception. By stimulating domestic production, high levels of border protection ensure that Switzerland meets its target rate of gross food production. But border protection is unlikely to deliver the other outcomes and public goods desired by Swiss society. This is because support provided through border protection is not conditional on delivery of the outcomes and public goods demanded by Swiss society, and is untargeted towards the activities, inputs and regions most strongly related to those outcomes and public goods. Moreover, border protection imposes significant costs on the Swiss economy. The study concludes by proposing alternative policies in place of border protection.

    Abstract: Conventional studies on the impacts of economic shocks using global input-output tables (sensitivity analyses) assume stable production structures and thus, only reveal the marginal impacts of changes in final demand. However, when economic shocks occur, whether at home or abroad, economic agents are expected to react to reduce the negative impact or amplify the positive effects. The ability of a country to contain economic losses can be defined as the resilience to economic shocks. Using the OECD's annual Inter-Country Input-Output (ICIO) tables, 1995 to 2011, this paper investigates the relationship between changes in final demand and production structures for 61 economies. Our findings are summarised as follows. Production and final demand structures tend to change to reduce the negative feedbacks from final demand shocks. During economic downturns, structures tend to change so that the dependence on domestic services increases, while the dependence on domestic demand for goods, and the dependence on foreign demand for domestic goods and services, both decrease. Therefore, the domestic service sector seems to play a key role in temporarily containing the negative feedback. Countries that are able to prop up their economy by domestic service sectors instead of domestic goods and foreign sectors are more resilient to negative economic shocks.

    Abstract: Stronger integration in global value chains would speed up economic convergence to advanced OECD economies and raise living standards. Participation in global value chains (GVCs) offers opportunities for boosting productivity through knowledge transfer and intensive use of technologically advanced inputs. It also enables Latvia to diversify exports into high value added goods and services. Latvia’s participation in GVC lags behind its Baltic and Central European peers. It also draws less value added from GVCs compared to many OECD economies. Nevertheless, GVC participation boosts the productivity of Latvian firms and enables them to increase employment and wages. Strong skills, high innovation capabilities and efficient resource allocation are essential for Latvian firms to engage in more knowledge intensive activities within GVCs. Improving access to higher education, promoting innovation cooperation between Latvian firms and foreign research institutes, reducing the large informal economy and establishing an effective judiciary and insolvency regime would unlock productivity growth through stronger integration in GVCs.     Abstract: Iceland has high living standards, low poverty, high inclusiveness and one of the most sustainable pension systems. It is the most highly unionised country in the OECD and, in the past, successful social pacts have protected the lowest paid workers during crises, and on occasion helped fight inflation. Nevertheless, Iceland experiences recurrent bursts of social tensions and labour unrest that often result in large wage awards, particularly in times of economic boom. Iceland is prone to accentuated economic cycles, and the pro-cyclical nature of collective bargaining aggravates these harmful dynamics. Social partners often have disagreements over what has been agreed in the past and they can have differing views on the state of the economy. Trust among the social partners has been undermined and wage co-ordination is low. There is a large number of unions, many of them very small, and wage demands are often not consistent with macroeconomic stability. Labour unrest frequently originates in the public sector as wages lag behind the private sector. Fostering trust and increasing wage co-ordination would make collective bargaining more effective and help sustain the benefits of the system for future generations. A technical committee should be established to provide reliable and impartial information to wage negotiators. Wage negotiations could start with “wage guidelines” issued by the major labour and employer confederations. State mediator should have greater powers in order to improve wage co-ordination and support the “wage guidelines”.     Abstract: Can reforms that shift the balance among different taxes in the revenue mix lastingly influence the overall prosperity of an economy and the distribution of income across households? The present study takes this question to the data, using the experience of 34 OECD countries over 1980-2014 to assess the effects of changes in the tax structure on the long-term level of average output per capita and the distribution of disposable income across households. Changing the revenue mix while keeping government size constant typically lift long-term output per capita when they involve cuts in the labour tax wedge below or above average incomes, cuts in corporate income taxes or increases in property taxes. The relative-income effects of revenue-neutral reductions in labour tax wedges are broadly in line with intuition: the relative position of those benefitting from them typically improves. In absolute terms, however, nearly all the income distribution benefits from revenue-neutral reductions in labour tax wedges, be they focused on below or average income earners.

    Abstract: OECD countries face the multiple challenges of rapidly ageing societies with the associated rise in chronic diseases and the ever-present threat from new or evolving communicable diseases. This is within the context of seeking better value for money from the health sector. While a growing body of evidence shows that many health promotion and disease prevention measures can improve health outcomes at relatively low cost, less has been documented – in an internationally comparable way – on how much countries actually invest in such activities and the drivers of prevention spending over the years. This is particularly pertinent in the context of fiscal sustainability and tight public budgets. Using newly available data from across OECD countries, this study examines the differences in spending on prevention both at an aggregate and detailed level. This analysis brings a fresh perspective and raises questions as to the optimal resource allocations within the sector. Time series data is also scrutinised in conjunction with collated policy and public health developments from a number of countries to try to identify some of the drivers behind the observed prevention spending trends. In doing so, directions for further improvement in the underlying data as well as policy implications are discussed.

    Abstract: This paper details a methodology for calculating the extent of terrestrial and marine protected areas recorded in the World Database on Protected Areas by country, type and IUCN management categories. The method allows the data on protected areas to be summarised in a harmonised and more detailed way than is currently available, without requiring any additional reporting by countries. When used in combination with other information about protected areas, this new indicator can help better understand the extent and focus of countries’ conservation efforts.

    Abstract: As one of the world’s largest energy exporters, Norway advances the energy security of consuming countries. And at the same time, as a global advocate for climate change mitigation, Norway is committed to environmental sustainability and climate policy. The latest review of Norway’s energy policies by the International Energy Agency finds that the country continues to manage its significant hydrocarbon resources and revenues in a sustainable way, and remains a reliable supplier of oil and gas. But as the world looks to cut its reliance on fossil fuels, Norway’s government should also consider measures to prepare for a future with lower oil and gas revenues. Norway’s large hydropower generation is another valuable energy asset particularly at a time when European electricity markets are integrating and variable renewable energy generation is growing. More cross-border connections are coming online and will help realise the full potential of hydropower for balancing variations in demand and supply in the regional market. This will also improve electricity security in Norway in times of low hydropower availability. This review looks at how market-based investments in low-carbon generating capacity can be encouraged by changes in taxation and subsidy systems. In order to meet its ambitious targets to reduce greenhouse gas emissions, this review finds that Norway needs to step up efforts at home. The IEA encourages the government to spell out more in detail how the emissions reduction targets will be met. There is a major potential to do so in transportation, oil and gas production and manufacturing. In this context, a high level of public spending on energy RD&D and strong efforts to develop carbon capture and storage are very welcome.

However, three million adults, representing one-fifth of the working age population, have low literacy and/or numeracy skills. Building Skills for All in Australia describes the characteristics of the low-skilled and discusses the consequences that low skills have on economic and social development for both individuals and Australian society. The review examines the strengths of the Australian skills system, highlighting the strong basic skills found in the migrant population, widespread proficiency in use of ICT and the positive role of workplaces in skills development. The study explores, moreover, the challenges facing the skills system and what can be done to enhance basic skills through education, training or other workplace measures. One of a series of studies on low basic skills, the review presents new analyses of PIAAC data and concludes with a series of policy recommendations. These include: increasing participation of women in STEM fields, addressing underperformance of post-secondary VET students and preventing drop-out, improving pre-apprenticeships, enhancing mathematics provision within secondary education and tackling poor access to childcare facilities for young mothers.

    Abstract: The cost estimation process of decommissioning nuclear facilities has continued to evolve in recent years, with a general trend towards demonstrating greater levels of detail in the estimate and more explicit consideration of uncertainties, the latter of which may have an impact on decommissioning project costs. The 2012 report on the International Structure for Decommissioning Costing (ISDC) of Nuclear Installations, a joint recommendation by the Nuclear Energy Agency (NEA), the International Atomic Energy Agency (IAEA) and the European Commission, proposes a standardised structure of cost items for decommissioning projects that can be used either directly for the production of cost estimates or for mapping of cost items for benchmarking purposes. The ISDC, however, provides only limited guidance on the treatment of uncertainty when preparing cost estimates. Addressing Uncertainties in Cost Estimates for Decommissioning Nuclear Facilities, prepared jointly by the NEA and IAEA, is intended to complement the ISDC, assisting cost estimators and reviewers in systematically addressing uncertainties in decommissioning cost estimates. Based on experiences gained in participating countries and projects, the report describes how uncertainty and risks can be analysed and incorporated in decommissioning cost estimates, while presenting the outcomes in a transparent manner.

    Abstract: Large quantities of materials arising from the decommissioning of nuclear facilities are non-radioactive per se. An additional significant share of materials is of very low-level or low-level radioactivity and can, after having undergone treatment and a clearance process, be recycled and reused in a restricted or unrestricted way. Recycle and reuse options today provide valuable solutions to minimise radioactive waste from decommissioning and at the same time maximise the recovery of valuable materials. The NEA Co-operative Programme on Decommissioning (CPD) prepared this overview on the various approaches being undertaken by international and national organisations for the management of slightly contaminated material resulting from activities in the nuclear sector. The report draws on CPD member organisations’ experiences and practices related to recycling and reuse, which were gathered through an international survey. It provides information on improvements and changes in technologies, methodologies and regulations since the 1996 report on this subject, with the conclusions and recommendations taking into account 20 years of additional experience that will be useful for current and future practitioners. Case studies are provided to illustrate significant points of interest, for example in relation to scrap metals, concrete and soil.

    Abstract: Aux termes de l'Action 14, les juridictions se sont engagées à mettre en œuvre un standard minimum afin d’améliorer l'efficacité et l’efficience de la procédure amiable (PA). La PA est prévue à l'article 25 du modèle de convention fiscale de l'OCDE et engage les pays à s'efforcer de résoudre les différends relatifs à l'interprétation et à l'application des conventions fiscales. Le Standard Minimum de l’Action 14 a été traduit en termes de référence précis, et une méthodologie a été établie pour le processus d’examen par les pairs et de suivi de cet examen. Le standard minimum est complétée par un ensemble de bonnes pratiques. Le processus d'examen par les pairs se déroule en deux phrases. La première phase consiste à évaluer les juridictions par rapport aux termes de référence du standard minimum, selon un calendrier d'examen convenu. La seconde phase procède au suivi des recommandations formulées dans le rapport d'examen par les pairs de phase 1 des juridictions. Le présent rapport reflète les résultats de l'évaluation par les pairs de phase 1 de la mise en œuvre du Standard Minimum de l'Action 14 par le Luxembourg. Il est accompagné d'un document sur la mise en oeuvre des bonnes pratiques, accessible sur le site de l'OCDE.

    Abstract: Giving people better opportunities to participate actively in the labour market improves well-being. It also helps countries to cope with rapid population ageing by mobilising more fully each country’s potential labour resources. Weak labour market attachment of some groups in society reflects a range of barriers to working or moving up the jobs ladder. This report on Australia is the third country study published in a series of reports looking into strategies to encourage greater labour market participation of all groups in society with a special focus on the most disadvantaged. Labour market and activation policies are well developed in Australia. However, the gap in employment rates is still considerable for some groups of the population, including women with young children, disadvantaged youth, people with disability, people with mental health problems and the indigenous population. This report discusses the size of the gap and the - often multiple - barriers underlying low labour market participation of these groups, and it provides a non-exhaustive number of good practice policies and measures from other OECD countries which could guide Australia's policy development in the coming years.

    Abstract: As “market referees”, regulators contribute to the delivery of essential public utilities. The internal and external governance of regulatory agencies are essential to determining how regulators and the sectors they oversee perform. The OECD has developed an innovative framework that looks at the institutions, processes and practices that can enhance regulators’ performance. In this report, the framework is applied to the external governance of Mexico’s energy sector and its three regulatory bodies, the Agency for Safety, Energy and Environment (ASEA), the National Hydrocarbons Commissions (CNH) and the Energy Regulatory Commission (CRE), following a structural reform of the sector and its regulatory institutions. The review offers insights into the progress and challenges in the implementation of the reform, highlighting the importance of structured co-ordination and accountability mechanisms based on a common strategic agenda, alignment of processes for good regulatory outcomes as well as sufficient operational flexibility. The report is complemented by forthcoming reviews of the internal governance arrangements of the three regulatory agencies, constituting a comprehensive body of work on the regulatory governance of Mexico’s energy sector.

    Abstract: This report puts forward policy recommendations for strengthening the performance and sustainability of the health care system in Costa Rica. There is much to praise in Costa Rica’s health care system: institutional stability; a closely integrated but well-differentiated provider arm, with strong primary care; a degree of inter-sectoral co-ordination that serves as a model of good practice; detailed and effective dialogue between users and health service managers; and, innovation around professional roles and the use of ICT that other health systems could learn from. All this leads to health outcomes on a par with several OECD economies. Nevertheless, serious strains are evident: spending is rising steeply, fuelled by salaries, fees and facility payments based on last year’s outlay. These spending increases are not always associated with improvement in services: waiting lists are excessively long and growing. The system is perhaps too stable: institutional rigidity and vested interests have stalled vital reforms, meaning that Costa Rica still lacks systematic application of DRGs and health technology assessment, despite attempts to bring them in.

    Abstract: This publication examines how policy actors involved in cross-border co-operation contribute to the regional integration process in West Africa. It uses a pioneering methodology, known as social network analysis, to visualise the formal and informal relationships between actors involved in cross-border policy networks, showing that borders have notable and diverse impacts on exchanges of information and the relative power of networks. The report then analyses a range of regional indicators of co-operation potential, visually demonstrating that borders can also affect the ability of sub-regions within West Africa to develop cross-border initiatives in a number of ways. Combining these two analyses with the perceptions of regional policy makers as to which border areas they consider as priorities for regional integration, the publication concludes with the analytical foundations for more effective place-based policies that can enhance cross-border co-operation in West Africa.
