    Abstract: National policy makers have shown a growing interest in the regional dimension of innovation processes, and regional policy makers are seeking to promote their own competitiveness by supporting innovation. To advance the OECD quantitative research on regions and innovation, a categorisation of regions was developed using socio-demographic, economic, and innovation-related variables. Many different categorisations are possible depending on the purpose of the peer group comparisons. This categorisation was developed with the main goal of highlighting the diversity of regional profiles across OECD regions. Similar types of analysis have been performed with regions of the European Union. This analysis identifies eight groups of regions based on the similarity of their performance on the 12 variables used in the statistical cluster analysis. These eight groups were then classified into three macro categories based on relevance for policy recommendations. Possibilities for further research to develop different forms of regional peer groupings are discussed.

    Abstract: With 22% of the national population (11.2 million inhabitants), the Gauteng city-region is the largest and richest region in South Africa, contributing to one-third of national GDP. The area encompasses a series of connected cities, including Johannesburg and the national capital of Tshwane (formerly Pretoria), that function as a single, integrated region. Gauteng has been South Africa’s growth engine: for every additional 1% growth in population in the province, 1.6% is added to its contribution to national growth, implying higher productivity than in other parts of the country. Nevertheless, the city-region’s growth potential is constrained by deep socio-economic challenges, including high unemployment (26.9%) and low productivity growth. Its rapid demographic and economic development has also reinforced the spatial segregation instituted under apartheid. Against the backdrop of South Africa’s achievements since the fall of apartheid, this Review evaluates measures to position economic development policy and to confront economic inequality in Gauteng. The issues of adequate housing as a catalyst of economic development and a vehicle for socioeconomic integration, transport mobility and public service delivery are examined in detail. The Review also assesses the economic growth potential of the manufacturing and green sectors, as well as governance issues, focussing on the potential of intergovernmental collaboration in advancing a cross-cutting regional approach for Gauteng.

    Abstract: This working paper offers an evaluation of the performance of the ports of the Seine Axis (Le Havre, Rouen, Caen and Paris), as well as an analysis of the impact of the ports on their territory and an assessment of policies and governance in this field. It examines declining port performance in the last decade and identifies the principal factors that have contributed to it. In addition, the report studies the potential for synergies between the different ports, and surveys impending developments that are likely to influence port performance. The effect of the ports on economic, social and environmental questions is studied and quantified where possible. The value added of the port cluster of Le Havre/Rouen is calculated and its interlinkages with other economic sectors and other regions in France delineated. The paper outlines the impact of the ports' operations, and shows how their activities spill over into other regions. The major policies governing the ports are assessed, along with policies governing transport and economic development, innovation, the environment and spatial planning. These include measures instituted by the port authorities, as well as by local, regional and national governments. Governance mechanisms at these different levels are described and analysed. A port reform package, implemented in 2011, has changed the roles of the principal actors within the ports, and initiatives at the regional level have been intensified. Based on the report's findings, recommendations are proposed with a view to improving port performance and increasing the positive effects of the ports on their territory.

    Abstract: The European Union Treaty of Lisbon brought a new dimension to cohesion – the territorial dimension, which has become one of the most frequently discussed aspects for achieving cohesion and, at the same time, one of the challenges for EU policies. The ‘territorial dimension’ determines many socio-economic problems and presents challenges for the European Social Fund (ESF), which has to enhance its flexibility and highlight the capacity and needs of specific territories at national, regional and local levels at the programming and implementation stages. While our understanding of the national and regional levels has advanced, the dynamics with the local level need further consideration, chiefly in the context of Europe 2020 strategy, and regarding the territorial dimension of the European Social Fund and mechanisms of territorialisation. This paper discusses the conceptualisation of territoriality and the different levels of applicability in regional development approaches. The paper draws on OECD and other organisations research and analysis; particularly the work of the OECD Local Economic and Employment Development Programme (LEED). The paper argues that the local level is emerging as the key spatial dimension where EU development instruments apply and therefore a systemic local approach may be needed when designing national and regional cohesion policies and instruments. The paper is divided into 5 sections discussing: 1) The importance of an integrated spatial approach to development; 2) The success of the local approach to development: complexity, integration and the policy mix; 3) Integrating territorial mechanisms for job creation, employability and inclusive growth; 4) Fostering education policies for qualification and skills rich ecosystems; and 5) The way forward.

    Abstract: Rural England plays a significant role in the economy of the United Kingdom, but an even larger social and cultural role. And it is unique among OECD regions, in that it is geographically compact, with rural inhabitants generally no more than a half hour’s drive from an urban area. There is thus a vast amount of interaction between rural and urban populations in England. England’s rural population is, on average, doing better than the urban population across a broad range of socio-economic indicators. Nevertheless, rural England is also struggling with pockets of poverty and social exclusion, difficulties in maintaining access to high quality public services, an ageing population, and, most importantly, a widespread shortage of affordable housing. The government has adopted mainstreaming as its rural policy strategy. The objective of mainstreaming is to ensure that people in rural England have access to the same policies and programmes as those available in urban England. While mainstreaming is an attractive policy approach, especially in a country with strong rural-urban interactions such as England, it has proved challenging to implement for different reasons. This report examines the mainstreaming policy response as applied to rural England and suggests ways to increase its effectiveness. The report will interest academics and policy makers alike as it includes a discussion on governance structures and decentralisation; delivering public services; economic development; and the importance of improving connectivity in the context of rural areas. While the focus is on rural England, other OECD member countries will also benefit from the insights provided.

    Abstract: The ability of sub national governments to “better spend”, by identifying relevant paths for territorial competitiveness and effective delivery of public services, is largely enshrined in their institutional background. Rather than isolated actors, sub national authorities and central governments are “mutually dependent”. In this context, and for a majority of OECD member and non-member countries, the key underlying question is not whether to “decentralise or not” or even opt for a specific decentralisation model, but to look at ways to improve capacity and coordination among public stakeholders at different levels of government to increase efficiency, equity and sustainability of public spending. This question of “multi level governance” is therefore accurate, whatever the constitutional framework of countries, federal or unitary. This paper provides: first, a methodology to diagnose multi level governance challenges; and, second, examples of tools used by OECD countries to bridge co-ordination and capacity “gaps”. This approach has been inspired by OECD regional development policy work, as regional development policy relies both on the diversity of territorial situations and the coherence of regional strategies at the national level. In practice, it has already been tested in a variety of public policies such as public investment, water, and innovation, which all contributed to enrich it with concrete sectoral evidence and experience.

    Abstract: With innovation increasingly important to economic development, innovation policy is attracting attention from politicians and policy-makers at all levels. Regional policy-makers face a distinctive challenge in that innovation takes place in international networks reaching far beyond their region‘s boundaries. What regional policy-makers can achieve is therefore constrained by the kind of firms and innovation networks already in their regions. This paper creates a framework for analysing regional innovation policy sensitive to this global dimension. Drawing on a global-local network analysis, the paper develops a regional classification for global-local innovation connectivity. The paper then analyses a set of common innovation policy measures, identifying how these policies can be optimised across these regional classes. The paper then highlights typical policy strengths and weaknesses for each of these various classes of regional global orientation. It argues that regional innovation strategies should pay more attention to their regions‘ global orientation if they are to become an effective tool across OECD members for improving innovation performance and economic growth rates.

    Abstract: This report on the Korean Strategy for Green Growth and its implementation in urban areas assesses the contributions of sub-national governments to Korea's National Strategy for Green Growth and identifies the main challenges for effective implementation at the local level. Korea's economy, heavily reliant on foreign exports, was hard hit by the recent global financial crisis. Since the 1970s, Korea has become one of the most energy-intensive economies in the OECD area, thanks to higher living standards, rapid urbanisation and an expanding industrial sector. As a result, the country's greenhouse gas emissions almost doubled between 1990 and 2005, registering the highest growth rate in the OECD area. It is in this context of rapid urbanisation and unprecedented resource consumption and environmental pressures that the report focuses on the role of urban areas within Korea's National Strategy for Green Growth. The effectiveness of Korea's green growth agenda, which has been driven by a central government vision and strategy, will largely hinge on the contribution of urban areas toward more sustainable, greener growth. Through the lens of a multilevel governance framework, an assessment of green growth policies in Korean cities helps to identify concrete strategies for delivering a coherent policy message and improving governance across all levels of government, with particular recommendations in terms of policy, funding, technical capacity and information sharing.

    Abstract: Over 2008-11, most OECD countries switched from highly expansive fiscal policies to the tightest in decades. During the crisis and subsequent recession in 2008-09, many OECD and G20 countries implemented stimulus packages, which in some cases amounted to 4% or more of GDP. On the expenditure side, the fiscal programmes typically focused on public investment. Given their large traditional role in public investment in OECD countries, sub-national governments (SNGs) have played an important role in implementing investment recovery strategies. For future investment strategies it is important to learn about obstacles encountered across levels of government and the instruments that facilitated implementation. The crisis has made more obvious the multi-level governance challenges – in particular fiscal, policy, capacity or administrative challenges – that are inherent to decentralised political systems. Co-ordination across levels of government has proven critical for targeting investment priorities, ensuring coherence in fiscal policy and facilitating the implementation of national strategies during the crisis. As stimulus packages are phased out, many countries are planning some combination of spending cuts and tax increases in 2011-12. To avoid simply shifting the problem from the centre to the regions, co-ordinated efforts from all levels of government are required to accommodate appropriate budget cuts for fiscal consolidation and better prioritise investment in what unlocks each region?s potential to restore growth. Both the stimulus and the process of fiscal consolidation highlight the need to foster and improve policy co-ordination, transparency and information sharing across levels of government.

    Abstract: Despite its relatively small size, Slovenia is a good illustration of the potential of regional development policy. Its internal diversity, openness and experience of rapid structural change all reinforce the need for efficient reallocation of resources, while underscoring the need to take account of the potential positive and negative externalities associated with the shifting structure of economic activity. With 36% of the national territory falling under Natura 2000 protection, spatial planning is particularly challenging and yet also particularly important. Given the absence of a regional tier of government and the extreme fragmentation of the municipal level of authority, Slovenia needs to develop capacity at intermediate levels, to address policy problems that are best tackled at a scale in between the local and the national.

    Abstract: Regions in Switzerland are performing well in many respects. They have high levels of GDP per capita and low unemployment rates, and some regions show impressive growth rates. In addition, Swiss regions have not been confronted with the challenges faced by many similar regions in the OECD, such as limited access to services and population decline due to ageing or emigration. Regional labour productivity growth still requires further policy attention. In order to improve regional economic performance, Switzerland introduced the New Regional Policy (NRP) in 2008, following the 2002 OECD Territorial Review of Switzerland. The NRP reflects a clear shift of focus from infrastructure and financial assistance towards economic support for the creation of value added to the regional economy. The current review provides recommendations on how the impact of the NRP can be increased through extended territorial coverage, inter-cantonal co-operation, and co-ordination of sectoral policies. This review also takes a close look at regional innovation policies, arguing that a division of roles should be achieved, with the federal level funding research and technology transfer on a country-wide basis, and cantons providing innovation support according to functional areas.

    Abstract: Ce document de travail propose une évaluation de la performance des ports de l’Axe Seine (Le Havre, Rouen, Caen, Paris), une analyse de l’impact de ces ports sur leur territoire et une appréciation des politiques et de la gouvernance dans ce domaine. Il fait le constat du caractère déclinant de la performance portuaire au cours de la dernière décennie et identifie les principaux déterminants de ce phénomène. En plus de cela, le rapport analyse les possibilités de synergies entre les différents ports et indique les futurs développements majeurs qui influenceront la performance portuaire. Les différents impacts des ports (en termes économiques, sociaux et environnementaux) sont identifiés et quantifiés lorsque c’est possible. La valeur ajoutée du cluster portuaire du Havre/Rouen a été calculée et ses interconnexions avec d’autres secteurs économiques et d’autres régions de France ont été identifiées. Le rapport montre divers impacts des ports, mais indique que beaucoup de ces impacts ont des retombées dans d’autres régions que celles dans lesquelles les ports sont situés. Les principales politiques à l’égard des ports, des transports, du développement économique, ainsi que de l’innovation, de l’environnement et de l’aménagement du territoire ont été évaluées. Cela inclut les politiques à l’échelle des autorités portuaires et aux échelles locales, régionales et nationales. Les mécanismes de gouvernance à ces différents niveaux sont décrits et analysés. Un ensemble de mesure lié à une réforme portuaire, mis en place en 2011, a changé les rôles des acteurs au sein des ports, alors que les initiatives à l’échelle régionale se sont intensifiées. A partir de l’analyse de ce rapport, des recommandations sont formulées afin d’améliorer la performance portuaire et d’augmenter l’impact positif de ces ports sur leur territoire.

    Abstract: BLURB - GERMAN Die Regionen in der Schweiz erzielen in vielen Hinsichten gute Ergebnisse. Sie verbuchen ein hohes BIP pro Einwohner, die Arbeitslosigkeit ist niedrig, und manche Regionen verzeichnen ein beeindruckendes Wirtschaftswachstum. Auβerdem steht die Schweiz nicht vor Herausforderungen, mit denen viele ähnliche Regionen in der OECD konfrontiert wurden, wie mangelnder Zugang zu Dienstleistungen oder Bevölkerungsrückgang durch Überalterung oder Abwanderung. Nur die Förderung der Arbeitsproduktivität stellt weiterhin ein Problem dar, mit dessen Lösung die Regionalpolitik sich befassen muss. Zur Verbesserung der regionalen Wirtschaftsleistung wurde 2008, im Anschluss an den OECD-Prüfbericht 2002, die neue Schweizer Regionalpolitik (NRP) eingeführt. Die NRP stellt einen klaren Paradigmenwechsel dar, da sie sich nicht mehr auf den Bau von Infrastrukturen und die Gewährung von Finanzhilfen konzentriert, sondern die Wirtschaftsförderung zur gezielten Mehrwertschöpfung in den Regionen in den Mittelpunkt stellt. Dieser Bericht enthält Empfehlungen, wie das Ergebnis der NRP durch die Ausweitung des Wirkungsbereichs auf das gesamte Land, engere interkantonale Zusammenarbeit und besser koordinierte Sektoralpolitiken optimiert werden kann. Ferner befasst der Bericht sich mit der regionalen Innovationsförderung. In diesem Rahmen wird empfohlen, die Aufgaben der einzelnen Staatsebenen klarer zu definieren, Forschung und Technologietransfer auf Landesebene vom Bund finanzieren zu lassen und die Kantone mit der Innovationsförderung in den Funktionalräumen zu beauftragen. Der OECD-Prüfbericht Raumentwicklung Schweiz 2011 ist in das breiter gefasste Raumentwicklungsprogramm des OECD Territorial Development Policy Committee eingebettet. Ziel der Prüfberichte ist es, den Behörden der einzelnen Staaten praxisbezogene Ratschläge für die Raumentwicklung zu geben. Zu den bereits geprüften Ländern zählen Chile, Finnland, Frankreich, Italien, Japan, Kanada, Korea, Luxemburg, Mexiko, Norwegen, Polen, Portugal, Schweden und die Schweiz, die Tschechische Republik und Ungarn.     Abstract: The North Atlantic (NORA) region is a transnational area comprising the Faroe Islands, Greenland, Iceland, and the coastal counties of Norway. These territories are linked by shared characteristics and challenges, as well as by historical, institutional and cultural links. Improving accessibility to the region, ensuring sustainable development of its fisheries, enlarging and diversifying its economic base, and meeting the challenges of climate change are key issues. Strengthened regional co-operation can help these territories address them by exchanging know-how and best practices, pooling resources and reaching economies of scale, improving the efficiency of public sector provision, and increasing the “voice” of the region. However, transnational co-operation in the NORA region faces some barriers, as it involves territories that compete in their main economic activities, are separated by large distances, and have strong institutional and economic links with other countries and regions. In order to get the most from transnational co-operation, this report recommends that the NORA territories: focus co-operation efforts on targeted themes and issues; draw up a regional development strategy; promote greater awareness of the benefits of co-operation; develop a “variable geometry” approach to regional co-operation; and enlarge and refine the role of the NORA institution as a facilitator of co-operation.

    Abstract: To account for differences among rural and urban regions, the OECD s established a regional typology, classifying TL3 regions as predominantly urban (PU), intermediate (IN) or predominantly rural (PR) (OECD, 2009). This typology, based essentially on the percentage of regional population living in urban or rural communities, has proved to be meaningful to better explain regional differences in economic and labour market performance. However this typology does not take into account the presence of economic agglomerations if they happen to be in neighbouring regions. For example, a region is classified as rural or intermediate regardless its distance from a large urban centre where labour market, access to services, education opportunities and logistics for firms can be wider. Previous work reveals great heterogeneity in economic growth among rural regions and the distance from a populated centre could be a significant factor explaining these differences. For the latter, the OECD regional typology is extended to include an accessibility criterion. This criterion is based on the driving time needed for at least half of the population in a region to reach a populated centre of with 50 000 or more inhabitants. The resulting classification consists of four types of regions: Predominantly Urban (PU), Intermediate (IN), Predominantly Rural Close to a city (PRC) and Predominantly Rural Remote (PRR). For the time being, the extended typology has only been computed for regions in North America (Canada, Mexico and the United States) and Europe. The extended typology is used to compare the dynamics of population and labour markets. Remote rural regions show a stronger decline in population and a faster ageing process than rural regions close to a city. The remoteness of rural regions is in fact a significant factor explaining regional outflows of working age population, confirming that this extended typology captures the economic distance from market and services. Remote rural regions appear economically more fragile: lower employment rates (Canada and Mexico) and economic output (Europe).

    Abstract: This publication reviews higher education and economic development in the State of Penang, Malaysia. It finds that Penang is one of Malaysia’s most industrial states. Its long-term economic growth has been based on manufacturing and foreign direct investments. Strong dependence on multinational corporations has brought growth and development but also an underdeveloped local industry, limited indigenous innovation and a lack of dynamic new entrepreneurship. It examines how Penang could move up in the value chain, away from manufacturing to knowledge-driven economy and how it could capitalise on its diverse population, the co-existence of three cultures and the UNESCO cultural heritage site. It shows how Penang’s diverse tertiary education sector could be mobilised for regional and local development.
