    Abstract: This book contributes to the current debate on migration policy, focusing on three main elements in the standard migration policy dialogue: the regulation of flows, the integration of immigrants and the impact of labour mobility on development. In particular it argues that the current governance of international migration is both insufficient and inefficient. Restrictive and non-cooperative migration policies not only affect development in sending countries but also have counterproductive effects in the countries that implement them. Likewise, the lack of integration policies generates costs for society. In this respect, the book focuses on South-South migration and highlights the specific risks of neglecting integration in developing countries. It also analyses the effects of emigration on origin-country labour markets and underlines the externalities of immigration policies in migrant-sending countries. The book explores the feasibility of implementing a coherent governance framework centred on three complementary objectives: i) a more flexible regulation of international migration flows; ii) a better integration of immigrants in developing countries; and iii) a higher impact of labour mobility on development.

    Abstract: In the context of scaled up funding for climate change adaptation, it is more important than ever to ensure the effectiveness, equity and efficiency of adaptation interventions. Robust monitoring and evaluation (M&E) is an essential part of this, both to ensure that the prospective benefits of interventions are being realised and to help improve the design of future interventions. This paper is the first empirical assessment of M&E frameworks used by development co-operation agencies for projects and programmes with adaptation-specific or adaptation-related components. It has analysed 106 project documents across six bilateral development agencies. Based on this, it identifies the characteristics of M&E for adaptation and shares lessons learned on the choice and use of indicators for adaptation. This analysis has found that Result Based Management, the Logical Framework Approach and the accompanying logframe are the most common M&E approaches used for adaptation. In applying these approaches, the long-term perspective of most adaptation initiatives means that it is particularly important to clearly differentiate between outcomes, outputs and activities. In addition, M&E frameworks for adaptation should combine qualitative, quantitative and binary indicators. The baselines for these indicators should include the effects of future climate change, particularly for projects with long-term implications, such as investments in infrastructure. Significant challenges remain in relation to dealing with shifting baselines, attribution and time lags between interventions and outcomes.

    Abstract: This publication presents the Development Assistance Committee peer review of the aid programmes and policies of Belgium for 2010. The policies and programmes of each DAC member are critically examined approximately once every four or five years. Five members are examined annually. The OECD’s Development Co-operation Directorate provides analytical support and is responsible for developing and maintaining the conceptual framework within which the Peer Reviews are undertaken. The Peer Review is prepared by a team, consisting of representatives of the Secretariat working with officials from two DAC members who are designated as “examiners”. The country under review provides a memorandum setting out the main developments in its policies and programmes. Then the Secretariat and the examiners visit the capital to interview officials, parliamentarians, as well as civil society and NGO representatives of the donor country to obtain a first-hand insight into current issues surrounding the development co-operation efforts of the member concerned. Field visits assess how members are implementing the major DAC policies, principles and concerns, and review operations in recipient countries, particularly with regard to poverty reduction, sustainability, gender equality and other aspects of participatory development, and local aid co-ordination. The Secretariat then prepares a draft report on the member’s development co-operation which is the basis for the DAC review meeting at the OECD. At this meeting senior officials from the member under review respond to questions formulated by the Secretariat in association with the examiners. This review contains the Main Findings and Recommendations of the Development Assistance Committee and the report of the Secretariat.

    Abstract: The economic crisis, the second economic shock to hit the Eastern Europe and the South Caucasus region after the collapse of the Soviet Union, has been a warning and a call to action. The region has many advantages and much potential, but some of this was squandered during the boom years of the 2000s. The studies contained in this volume demonstrate that the potential is still there and that the measures that need to be taken to realise that potential are feasible and affordable. Some of them can have an almost immediate effect, such as easing access to finance for small and medium-sized enterprises and opening up new markets for the region’s goods. Others are more medium-term, such as redeveloping product lines in the steel industry or in agriculture. Some of the most critical reforms, like raising the level of education and improving health care, will require political and economic investment over the long term. None of the recommendations in this book are, however, beyond the bounds of possibility. Governments and the private sector have an interest in implementing reforms to diversify the economy and improve the distribution of revenues. Given the enormous potential of the Eastern European and South Caucasus countries, the region has every reason to be confident about its future.

    Abstract: Conservative estimates indicate that at least 740 000 men, women, youth and children die each year as a result of armed violence, most of them in low- and medium-income settings. The majority of these deaths occur in situations other than war, though armed conflicts continue to generate a high incidence of casualties. Approaches to preventing and reducing these deaths and related suffering are becoming increasingly important on the international agenda. In spite of the global preoccupation with the costs and consequences of armed violence, comparatively little evidence exists about how to stem its risks and effects. Virtually no information is available on Armed Violence Reduction and Prevention interventions, much less their effectiveness. This publication aims to fill this gap. It seeks to generate more understanding of what works and what does not, to stimulate further evaluation and to contribute to more effective and efficient policies and programmes. A large-scale mapping of Armed Violence Reduction and Prevention activities around the world form the basis of analysis, focusing primarily on programming trends in six countries – Brazil, Burundi, Colombia, Liberia, South Africa and Timor-Leste. These countries represent the very different programming contexts – from high rates of urban criminal violence to protracted post-conflict insecurity – in which development practitioners are currently engaged. While offering new data and analysis, this assessment builds directly on the 2009 publication Armed Violence Reduction: Enabling Development.

    Abstract: The Mutual Review of Development Effectiveness is an exercise in mutual accountability undertaken jointly by the UN Economic Commission for Africa and the OECD following a request of NEPAD Heads of State and Government in 2003.     Abstract: This publication presents the Development Assistance Committee peer review of the aid programmes and policies of Germany for 2010. The policies and programmes of each DAC member are critically examined approximately once every four or five years. Five members are examined annually. The OECD’s Development Co-operation Directorate provides analytical support and is responsible for developing and maintaining the conceptual framework within which the Peer Reviews are undertaken. The Peer Review is prepared by a team, consisting of representatives of the Secretariat working with officials from two DAC members who are designated as “examiners”. The country under review provides a memorandum setting out the main developments in its policies and programmes. Then the Secretariat and the examiners visit the capital to interview officials, parliamentarians, as well as civil society and NGO representatives of the donor country to obtain a first-hand insight into current issues surrounding the development co-operation efforts of the member concerned. Field visits assess how members are implementing the major DAC policies, principles and concerns, and review operations in recipient countries, particularly with regard to poverty reduction, sustainability, gender equality and other aspects of participatory development, and local aid co-ordination. The Secretariat then prepares a draft report on the member’s development co-operation which is the basis for the DAC review meeting at the OECD. At this meeting senior officials from the member under review respond to questions formulated by the Secretariat in association with the examiners. This review contains the Main Findings and Recommendations of the Development Assistance Committee and the report of the Secretariat.

But it has broader implications: political settlements span the continuum from negotiated peace agreements to long-term historical development -- in the latter sense approaching the concept of a social contract. Generally speaking, every political regime that is not in the midst of an all-out civil war over its basic parameters is based on some kind of settlement. The adoption of a political settlement lens could therefore bridge conceptual differences between the approaches and endeavours of peacebuilding and statebuilding. Commissioned by the International Network on Conflict and Fragility (INCAF) of the OECD Development Assistance Committee, this publication provides an overview of key definitions, components and concepts of political settlements, based on existing literature.     Abstract: In 2005, almost all DAC donor countries and over 60 developing countries endorsed the Paris Declaration, a comprehensive attempt to change the way donor and developing countries do business together. The declaration was based on five principles: alignment, ownership, harmonisation, managing for results and mutual accountability. This article looks at each of these principles in turn and explores how they are being applied for the better by donors and partner countries alike. It takes examples from across the globe – from the Pacific to Asia, sub-Saharan Africa and Latin America – to show that the Paris Declaration has significantly changed attitudes to development co-operation and relationships between donor and partner country. This has been achieved through generating fairer and more inclusive global development partnerships, introducing a monitoring system to track progress in achieving commitments and establishing the foundations for greater accountability.

    Abstract: Evaluation and peacebuilding experts have been working together to encourage more and better evaluation of conflict prevention and peacebuilding programmes. Draft guidance has been produced and used over a two-year test phase to evaluate donor support for peacebuilding in southern Sudan, Sri Lanka, the Democratic Republic of Congo, Haiti and elsewhere. This article looks at what has been learned from these experiences in terms of both policy lessons and how evaluation can be managed and carried out in these challenging settings. This series of evaluations has shown that progress is needed on a number of fronts – institutional, political, managerial etc. – to make development co-operation more effective in conflict affected and fragile states.

    Abstract: La Coopération italienne est confrontée à des problèmes majeurs. Premièrement, une réforme du système de coopération pour le développement s’impose de toute urgence, mais il n’existe pas de consensus au sein de la classe politique sur la manière de procéder. Deuxièmement, l’Italie ne parviendra pas à concrétiser l’engagement qu’elle a pris au plan international de porter son aide publique au développement (APD) à 0.51% de son revenu national brut (RNB) d’ici 2010 et elle a peu de chances d’atteindre le pourcentage de 0.7% d’ici 2015. En 2008, le rapport APD/RNB de l’Italie était de 0.22%. Malgré les problèmes qui subsistent, le CAD constate que des améliorations ont été apportées à la gestion de l’aide italienne depuis 2008. Il se félicite de l’intention qu’a l’Italie d’axer ses efforts sur 35 pays prioritaires, des pouvoirs élargis dont disposent à présent les ambassades et les bureaux techniques en ce qui concerne la participation à la formulation des programmes et leur mise en oeuvre, et l’acheminement de l’aide, ainsi que de l’orientation stratégique définie à haut niveau par le Comité de direction pour la coopération pour le développement. L’Italie doit encore se doter d’une stratégie de coopération pour le développement à laquelle adhèrent toutes les parties prenantes et veiller à ce que l’ensemble des ministères et autorités régionales et locales compétents oeuvrent à la réalisation d’objectifs communs : mise en place de systèmes destinés à promouvoir la cohérence entre la politique de coopération pour le développement et les autres politiques ; réforme de la gestion des ressources humaines pour le noyau de spécialistes du développement ; et suivi et évaluation indépendante réguliers. De plus, la faiblesse du débat politique sur la Coopération italienne et le manque de sensibilisation de l’opinion publique à son action montrent que les autorités italiennes doivent collaborer de toute urgence avec la société civile pour rallier l’adhésion des citoyens à la cause du développement et amener le public à exercer des pressions à l’appui de la réforme de la Coopération italienne.

Ce rapport retrace jusqu’à 3 700 relations d’aide entre tous les 151 pays bénéficiaire de l’aide et les 46 principaux bailleurs de fonds, couvrant tous les membres du Comité d’aide au développement (CAD) et les plus grandes agences multilatérales. Cette réalité complexe est souvent désigné comme la fragmentation de l’aide. Ce rapport 2009 examine la notion de fragmentation de l’aide entre les pays, et ce qui s’est passé depuis l’adoption de la Déclaration de Paris. Il propose également des mesures de la concentration et la fragmentation, et des options pour réduire la fragmentation excessive. Lorsqu’une relation d’aide entre donneur et partenaire n’est pas considérée comme significative du point de vue du donneur ou du bénéficiaire, se présente alors une opportunité pour une certaine rationalisation. Ce rapport montre qu’une diminution de 23% du nombre de relations est possible en réorganisant seulement 4% de l’aide. Cette réorganisation, à son tour, entraînerait une augmentation du volume de la relation d’aide moyenne entre donneurs et partenaires de 30%.

    Abstract: Can triangular co-operation make aid more effective? Judging by recent international declarations, governments think it can. The underlying assumption is that better results are achieved when Southern partners and “traditional” donors (i.e. those that gather in the OECD Development Assistance Committee) join forces through triangular co-operation.     Abstract: 2010 was a landmark year for the Development Assistance Committee (DAC) in many ways. It marked 50 years since the DAC was founded, it was the year Eckhard Deutscher handed over the Chair to Brian Atwood, and it marked the coming of age of the Paris Declaration on Aid Effectiveness. In this article, the out-going DAC Chair reflects on the lessons of the past and concludes that despite the many changes and new challenges, development co-operation is as relevant today as ever. He sets three key priorities for the DAC and its members as they embark on the next 50 years. These are to stay true to the commitments made to increase aid volumes, continue to be guided by the principles of effective aid in an increasingly complex context, and reach out to all providers of development co-operation in the effort to create an effective global development partnership.

    Abstract: Taxation is fundamental to sustainable development. The ability to raise revenue and manage public expenditure is of core importance to every state. However, taxation plays another crucial role which has been often overlooked or underestimated in the past: as a catalyst for more responsive and accountable governments. This article explains why international taxation is a “missing link” in the development-statebuilding process and offers an important route for building effective and self-supporting states. It explores the challenges for developing countries with regard to international taxation and how future work proposed by the OECD will address these challenges. The article concludes with an assessment of what more the international community can do to better target aid towards building the capacity of developing countries’ tax administrations.

    Abstract: This article outlines how the global development set-up looks today. The picture is of a complex “ecosystem”, with many different types of organisations delivering assistance in a variety of different forms. This complexity presents both opportunities and threats to the developing countries on the receiving end. Without some oversight and guidance, the system could become burdensome and inefficient. The article describes how the DAC is in a unique position to keep track of the trends and to help to bring harmony to the system. It describes these issues in relation to the more than 200 “multilateral donors” – such as the United Nations, the World Bank and the global funds – which today receive or serve as a channel for 40% of all aid. The challenge is to ensure this is being delivered effectively and that efforts are as co-ordinated as possible, both with each other and with the priorities of the developing countries in which they work. As an example, the latest global plans to tackle climate change are a test case for the development community: the article explores how this can be done without increasing the complexity further.

    Abstract: Trade promotes economic growth, alleviates poverty and helps countries reach their development goals. However, developing countries – in particular the least developed – face difficulties in making trade happen and turning trade into economic growth. The Aid for Trade Initiative – launched at the 2005 World Trade Organisation conference in Hong Kong – aims at helping these countries to take advantage of trade opportunities and to reap the benefits of their integration into the world economy. The Initiative has been a success: it has not only raised awareness among both donors and developing countries about the role of trade in development, but also helped secure increased resources. Trade for Growth and Poverty Reduction: How Aid for Trade Can Help explains how Aid for Trade can foster economic growth and reduce poverty, and why it is an important instrument for a development strategy that actively supports poverty alleviation. Unlocking this potential requires carefully designed and sequenced trade reforms. While developing countries have many trade-related needs, but financial resources and political capital for reforms are limited, it is an important priority to tackle the most binding constraints to trade expansion. This report describes the diagnostic tools available, evaluates their strengths and weaknesses, and suggests a dynamic framework to guide the sequencing of reform and donor support.

La publication intitulée Soutenir le renforcement de l’État dans les situations de conflit et de fragilité : Document d’orientation présente les conceptions contemporaines du renforcement de l’État et des recommandations précises de bonne pratique. Elle reprend un cadre conceptuel internationalement accepté en matière de renforcement de l’État, nourri des réalités quotidiennes qui caractérisent les situations de fragilité ou de conflit. S’appuyant sur les bonnes pratiques déjà mises en œuvre sur le terrain, ce document d’orientation définit comment les pays développés et en développement peuvent mieux accompagner les processus de renforcement de l’État et consolider les fondations sur lesquelles se construisent des États légitimes et compétents.
