    Abstract: The future prosperity of most people of the Middle-East and North Africa—and the social cohesion of their countries—rests in great part on the ability of governments to enable the private sector to respond to this job creation challenge. This is what this report is about. It is about enabling the new generations of entrepreneurs that have emerged over the past years all across the region to play a bigger role in the growth of their countries. It is also about encouraging more investors to believe in the prospects of the region and trusting that business-friendly policy reforms will benefit them and not only a minority of privileged entrepreneurs.From privilege to competition: unlocking private-led growth in the Middle-East and North Africa complements previous regional flagship reports published by the World Bank. In particular, the 2004 flagship report on trade and investment in the MENA region and the 2008 report on education touched upon other fundamental ingredients of economic competitiveness and private sector development. By focusing on market institutions, the quality of implementation of economic policies and the credibility of reforms from the private sector perspective, this report offers a new angle to the growth and employment challenge of the MENA region.

    Abstract: Beauty pageants are wildly popular in the U.S. Virgin Islands, outnumbering any other single performance event and capturing the attention of the local people from toddlers to seniors. Local beauty contests provide women opportunities to demonstrate talent, style, the values of black womanhood, and the territory's social mores. Queen of the Virgins: Pageantry and Black Womanhood in the Caribbean is a comprehensive look at the centuries-old tradition of these expressions in the Virgin Islands. M. Cynthia Oliver maps the trajectory of pageantry from its colonial precursors at tea meetings, dance dramas, and street festival parades to its current incarnation as the beauty pageant or "queen show." For the author, pageantry becomes a lens through which to view the region's understanding of gender, race, sexuality, class, and colonial power. Focusing on the queen show, Oliver reveals its twin roots in slave celebrations that parodied white colonial behavior and created creole royal rituals and celebrations heavily influenced by Africanist aesthetics. Using the U.S. Virgin Islands as an intriguing case study, Oliver shows how the pageant continues to reflect, reinforce, and challenge Caribbean cultural values concerning femininity. Queen of the Virgins examines the journey of the black woman from degraded body to vaunted queen and how this progression is marked by social unrest, growing middle-class sensibilities, and contemporary sexual and gender politics.

    Abstract: This publication addresses the question of whether political, fiscal, and administrative decentralization improves government effectiveness and the debate on whether it is a viable and desirable state-building strategy for post-conflict countries. The publication is a collection of eight papers written by authors who were closely involved in the decentralization reform process in Sierra Leone from 2003-07. During this period, Sierra Leone's government established elected district and urban councils across the country, transferred certain responsibilities for primary services and local investment and some financial resources to the new councils, and invested heavily in building the administrative infrastructure and capacity of the local councils. Compared to most other Sub-Saharan African countries that have embarked upon decentralization, Sierra Leone's progress in building local government capacity and restructuring the fiscal system is enviable. The authors conclude that improved security and public services are possible in a decentralizing country and Sierra Leone's progress would not have been possible without significant effort at fiscal decentralization and intensive investment in local government capacity building. The most critical ingredient for this reform process is the leadership team in charge of promoting the new institutional framework and their persistent effort to achieve quick improvement in the local government system and public services.--Publisher's description

    Abstract: Bolivia's informal economic sector is the largest in Latin America, and women-owned businesses tend to be overrepresented in the informal sector and to be less profitable than firms in the formal sector. This study seeks to better understand gender-based differences in firms' tendencies toward formality, the impact of formality on profits, and the productivity of small informal firms. Using data from firm surveys, national household surveys, and qualitative data from focus groups, the study conducts a gender analysis of formality and productivity in six different sectors in Bolivia. The findings shed new light on how gender-based differences contribute to a firm's decision to become formal and the consequences of this decision for profitability. The outcomes of the study suggest that policies should focus on increasing the productivity and scale of women-owned businesses. Two general priorities emerge: promoting women's access to productive assets to facilitate growth and productivity and providing an enabling environment for women's entrepreneurship by expanding women's choices and capacity to respond to market opportunities.--Publisher's description

    Abstract: Argentina approaches its bicentennial as an independent republic and has a window of opportunity in social protection policy. Following the most serious economic crisis in its history during 2001-02, the country mobilized an effort to provide income support to the population in need. Now, as growth has returned and social indicators have recovered to pre-crisis levels, there is an opening to move from emergency income support programs to a more comprehensive, long-term, and sustainable strategy for social protection. The emergency response was effective, as it helped the country to overcome the worst of the crisis. The centerpiece of the strategy, plan Jefes y Jefas, provided benefits to nearly two million households during a period when poverty affected more than half the population and unemployment reached record levels. The number of beneficiaries slowly declined beginning in 2003, and was at nearly one-third of its maximum value by early 2008. This reduction was achieved by the reentry of beneficiaries into the formal labor market, the loss of eligibility, and the shift of beneficiaries to familias and seguro de capacitacion y empleo (Seguro), the successor programs to Jefes. Now that the crisis has passed, the policy debate has shifted toward the future of social protection over the longer term. The improvement in overall economic conditions since 2003 has resulted in a decline in unemployment, poverty, and inequality, and a recovery of formal employment and real salaries to pre-crisis levels. These positive trends have generated opportunities to consider longer-term and structural issues, including a debate over the future of whether this new type of noncontributory social policies, based on income transfers to households and individuals, should continue.--Publisher's description

    Abstract: In 2004, Dutch filmmaker Theo van Gogh was brutally murdered on a busy Amsterdam street. His killer was Mohammed Bouyeri, a twenty-six-year-old Dutch Moroccan offended by van Gogh's controversial film about Muslim suppression of women. The Dutch government had funded separate schools, housing projects, broadcast media, and community organizations for Muslim immigrants, all under the umbrella of multiculturalism. But the reality of terrorism and radicalization of Muslim immigrants has shattered that dream. In this arresting book, Paul Sniderman and Louk Hagendoorn demonstrate that there are deep conflicts of values in the Netherlands. In the eyes of the Dutch, for example, Muslims oppress women, treating them as inferior to men. In the eyes of Muslim immigrants, Western Europeans deny women the respect they deserve. Western Europe has become a cultural conflict zone. Two ways of life are colliding. Sniderman and Hagendoorn show how identity politics contributed to this crisis. The very policies meant to persuade majority and minority that they are part of the same society strengthened their view that they belong to different societies. At the deepest level, the authors' findings suggest, the issue that government and citizens need to be concerned about is not a conflict of values but a clash of fundamental loyalties.

Vor diesem Hintergrund und einer zu erwartenden weiteren Konsolidierung im europäischen Bankenmarkt gehen die Autoren der Frage nach dem Erfolg von M&A im Bankensektor nach. Dabei wird der Fokus jedoch auf den langfristigen sowie regionalen Erfolg von M&A-Transaktionen auf der Käuferseite in Europa gerichtet, zumal bisherige sowie aktuelle Studien diese Aspekte vernachlässigen. Nach einer Diskussion über M&A-Motive und deren Erfolgsmessung folgt eine empirische Analyse von Bankenfusionen in Europa seit dem Jahre 1999 bis inklusive Juli 2007. Im Ergebnis zeigen die Autoren, dass sich der Unternehmenswert eines übernehmenden Kreditinstitutes auf Sicht von 35 Monaten nach einer Transaktion im Mittel um absolute 14,82 v. H. besser entwickelt als der europäische Branchendurchschnitt. Dieses Resultat lässt jedoch nicht den Schluss zu, dass monetär induzierte Motive für Übernahmen dominieren oder Überrenditen grundsätzlich durch M&A-Transaktionen auf der Käuferseite erwirtschaftet werden.     Abstract: Bringing together for the first time sexual and industrial labour as the means to understand gender, work and class in modern Japan and Korea, this book shows that a key feature of the industrialisation of these countries was the associated development of a modern sex labour industry. Tying industrial and sexual labour together, the book opens up a range of key questions: In what economy do we place the labour of the former "comfort women"? Why have sex workers not been part of the labour movements of Korea and Japan?  Why is it difficult to be "working-class" and "feminine"?   What sort of labour hierarchies operate in hostess clubs? How do financial crises translate into gender crises?  This book explores how sexuality is inscribed in working-class identities and traces the ways in which sexual and labour relations have shaped the cultures of contemporary Japan and Korea. It addresses important historical episodes such as the Japanese colonial industrialisation of Korea, wartime labour mobilisation, women engaged in forced sex work for the Japanese army throughout the Asian continent, and issues of ethnicity and sex in the contemporary workplace. The case studies provide specific examples of the way gender and work have operated across a variety of contexts, including Korean shipyard unions, Japanese hostess clubs, and the autobiographical literature of Korean factory girls.  Overall, this book provides a compelling account of the entanglement of sexual and industrial labour throughout the twentieth century, and shows clearly how ideas about gender have contributed in fundamental ways to conceptions of class and worker identities.

Einige Autoren betrachten Sozialkapital sogar als das lange gesuchte Substitut für den Wohlfahrtsstaat, da im sozialen Kapital letztlich die "Selbsthilfekräfte" einer Gesellschaft zum Ausdruck kämen, mit denen der kostspielige Wohlfahrtsstaat überwunden werden könne.Wie jüngere Untersuchungen jedoch zeigen, hat Sozialkapital nicht nur positive Wirkungen: Ebenso kann es unter bestimmten Umständen zu gesellschaftlicher Fragmentierung und gegenseitigem Misstrauen führen. Dies sind Wirkungen, die mit den Grundgedanken des Wohlfahrtsstaates eher unvereinbar sind.Die vorliegende Arbeit beschäftigt sich mit dieser Ambivalenz in den Wirkungen Sozialen Kapitals. Auf Basis von Rational Choice wird dabei die Frage aufgeworfen, ob Sozialkapital tatsächlich dazu geeignet erscheint, den Wohlfahrtsstaat zu ersetzen und nach bestehenden Wechselwirkungen zwischen dem Wohlfahrtsstaat und Sozialem Kapital gefragt.
