    Abstract: Der Autor von "Geschichte Englands" (2. Auflage: BA 6/96), bis vor kurzem Direktor des Deutschen Historischen Instituts in London, bemerkt zum vorliegenden Buch, der Titel müsse eigentlich historisch korrekt lauten: "Geschichte Englands/Großbritanniens", weil es Irland und Schottland bis zur Vereinigung mit England ausklammert. Es besteht, dem Konzept der Reihe folgend (zur Reihe s. zuletzt W. P. Adams, BA 8/00), aus 3 Teilen. Es beginnt mit einer komprimierten Darstellung der Grundzüge der Geschichte des Inselkönigreichs seit 1500. Der 2. Teil referiert die Hauptfragen, Tendenzen und nicht selten strittigen Ergebnisse der Geschichtswissenschaft. Den Abschluss bilden rund 50 Seiten Angaben zur (naturgemäß überwiegend englischen) wissenschaftlichen Literatur. Als wertvolle Orientierungshilfe hauptsächlich für Lehrende und Studierende der Geschichte oder Anglistik (nicht für Schülerreferate) zu empfehlen. (3) (Irmgard Andrae)

Despite its importance, however, own account transport tends to be overlooked since it is not regarded as a logistics activity, whereas it is, in fact, a vital transport function that is changing radically as firms increasingly outsource their distribution activities to commercial hauliers.     Abstract: How can we meet the needs of today without diminishing the capacity of future generations to meet theirs? This is the central question posed by "sustainable development". OECD countries committed themselves to sustainable development at the 1992 UN Conference on Environment and Development in Rio, yet - almost ten years later - progress accomplished remains partial and uneven. Drawing on analysis carried forward in response to a mandate from OECD Ministers in 1998, this report stresses the urgency to address some of the most pressing challenges for sustainable development. It reviews the conceptual foundations of sustainable development, its measurement, and the institutional reforms needed to make it operational. It then discusses how international trade and investment, as well as development co-operation, can contribute to sustainable development on a global basis, and reviews the experience of OECD countries in using market-based, regulatory and technology policies to reach sustainability goals in a cost-effective way. The report also provides an in-depth analysis of policies designed to address key threats to sustainability in the areas of climate change and natural resource management, as well as of those that respond to sustainability concerns at the sectoral and sub-national level. The common thrust of the report is that substantial opportunities exist to make economic growth, environmental protection, and social development mutually reinforcing.

    Abstract: The Russian Federation faces important economic and social challenges. By 1998 national income was little more than half its level in 1990. Life expectancy for men is now about 61 years, compared to 65 years a decade ago. The rate of suicide and self-inflicted injuries is more than three times the OECD average and maternal mortality rates are about five times the OECD average. Infectious diseases have increased in prevalence, but real public spending on health care has fallen by nearly one-third. Spending on many other social programmes has fallen even as a percentage of the smaller GDP, yet much expenditure remains inefficient and ineffective in addressing the serious problem of poverty. More than a quarter of the Russian population is poverty-stricken according to official criteria. Average wages are not much more than half of their real level of the early 1990s, and wage and pension arrears have posed serious problems in the recent past. The informal economy has grown significantly. What can be done to address this crisis? This book provides a detailed analysis of the social problems facing the Russian Federation, and develops proposals for continuing reform to improve the economic fundamentals, including the productivity, while at the same time ensuring that social and labour market policies become more effective in helping the poorest Russians. The book also proposes policy reforms to improve the operation of the labour market, to guarantee a package of essential health care services, to address the wide disparities between different regions of the Russian Federation, and to deal with the human crisis experienced by the very poor.

    Abstract: The multilateral trading system has delivered successive rounds of trade liberalisation and established mechanisms to protect the interests of trading nations. The result has been growth for those nations that have recognised the importance of openness and established a domestic policy framework that complements the opportunities presented by trade liberalisation. How have some developing countries been able to turn globalisation to their advantage? What trade issues will need to be addressed if development is to be promoted more broadly? How can the multilateral trading system facilitate the development process? This publication provides an in-depth analysis of the development dimensions of trade, with particular emphasis on the integration of non-OECD countries into the global economy.

    Abstract: To better respond to a new set of concerns of the population and promote sustainable development, governments today actively seek a broad partnership with civil society and the private sector. Yet, it is at local and regional levels, closer to the problems and the individuals, that partnerships are most often formed. Partnerships are being established throughout OECD countries to tackle issues of economic development, employment, social cohesion and the quality of life. What all partnerships share is a common desire to improve governance -- how society collectively solves its problems and meets its needs. Through partnerships, civil society and its NGOs, enterprises and government at different levels work together to design area-based strategies, adapt policies to local conditions and take initiatives consistent with shared priorities. An ambitious mission, which raises the challenge of harmonising public accountability and participatory democracy. Local Partnerships for Better Governance presents the lessons learnt from the most recent experiences in seven countries: Austria, Belgium, Denmark, Finland, Ireland, Italy and the United States. This book proposes a strategy that governments can implement to improve governance through partnerships. Applying this strategy will enforce local capacities in a globalising economy, and contribute to reconcile economic competitiveness, social cohesion and environmental progress.

It deals with issues such as individual learning accounts, recognition of non-formal learning, and measures to raise rates of return to lifelong learning. The report is intended to provide a basis for continued in-depth discussion by public authorities and the social partners. It aims to inspire future actions that ensure that lifelong learning serves as a sustainable and equitable strategy for human development.

    Abstract: This book looks at Brazil’s recent experience in using knowledge for development. It examines the major barriers confronting the country in its transition towards a knowledge-based economy, and presents elements of a viable strategy which would allow it to step confidently into the future. However, while Brazil has tremendous strengths and the ability to take immense strides forward in the medium term, there are formidable challenges which need to be faced. The country continues to be plagued by a number of weaknesses, hampering its potential for economic, technological and social development. The report argues that Brazil needs to put in place a more comprehensive policy framework for the broad diffusion of knowledge.The Brazilian innovation system and the productivity of research need to be strengthened, while the policy frameworks which are key for disseminating the outcomes of research throughout society as a whole need reinforcing. These reforms should be carried out in such a way that they help build effective links to industrial activity and lead to the creation of marketable products.

    Abstract: Tax ratios derived using aggregate data - also known as implicit tax rates - have attracted increased attention from policymakers and analysts as a possible approach to measuring average effective tax rates on labour, capital, households, corporations and consumption. This study reports on conceptual and practical difficulties encountered in the measurement of average tax rates using aggregate data (e.g., National Accounts and Revenue Statistics). To examine the robustness of previous studies on tax ratios, the existing indicators are re-calculated for an expanded sample of countries and over an extended time period, and the results are compared with those derived under an alternative suggested methodology. The work finds that most tax ratios reported in the literature suffer from a number of flaws, and highlights measurement problems that are much broader than discussed in the literature. The identification of substantial shortcomings with these measures is useful, given the interest in their use for policy purposes. The message of this study is that policymakers should be aware of the measurement problems underlying average tax rates based on aggregate data, should they be fielded to shape public policy debates.

Ausgewählt wurden 58 Texte in Englisch und Deutsch aus britischen, US-amerikanischen und deutschen Wirtschaftszeitschriften in 3 Schwierigkeitsstufen und unterschiedlicher Länge, die ins Deutsche bzw. ins Englische übersetzt werden sollen. Dem Originaltext folgen zusätzlich jeweils Vokabelhilfen und ein Übersetzungsvorschlag. Außerdem bietet der Band zusätzlich 16 Originalprüfungstexte. Das relativ teure Lehr- und Arbeitsbuch ist im Aufbau sachlich und schlicht, ohne Auflockerung durch Illustrationen, zur Prüfungsvorbereitung jedoch zweckmäßig und gut brauchbar.     Abstract: Le traitement des déchets est appelé à s'accroître, car le volume de ces déchets est étroitement dépendant de la croissance économique. Le transport de déchets constitue donc un enjeu majeur pour l'avenir. Plusieurs questions se posent à cet égard. Faut-il renforcer la réglementation relative à ces transports et en revoir les modalités d'application ? Le principe de proximité pour le traitement des déchets, intégré dans cette réglementation au nom de la protection de l'environnement, ne doit-il pas être remis en cause, ce principe de proximité empêchant une massification des flux qui serait favorable aux modes de transport les plus écologiques ? Le bilan environnemental des transports de déchets ne saurait être établi que dans le cadre d'une approche globale intégrant l'ensemble des filières de traitement de ces déchets. Il faut en effet se méfier des fausses bonnes idées, telles que "le transport de déchets doit être limité" ou " le recyclage est la meilleure solution". La suppression des décharges ou le retraitement pourraient accroître sensiblement les transports de déchets. La Table Ronde reprend ces points en examinant successivement, à partir de l'expérience des différents pays, les évolutions du secteur des transports de déchets et les problèmes statistiques rencontrés pour les appréhender, la réglementation applicable à ces transports et leur bilan environnemental, en insistant tout particulièrement sur les difficultés engendrées par la répartition modale actuelle de ces transports.

    Abstract: This book sets out a vision of devolved economic development policies capable of responding to the challenges of globalisation. The key features in this vision are flexible and networked institutions and local strategies emphasising entrepreneurship, human capital and social cohesion. Based on the proceedings of the OECD-Scottish Enterprise Glasgow conference, this publication examines how city and region governments and development agencies need to use their devolved powers to respond to globalisation.     Abstract: This landmark study of the material well-being of older people in nine OECD countries -- Canada, Finland, Germany, Italy, Japan, the Netherlands, Sweden, the United Kingdom and the United States -- uses a wealth of new data to shed light on the challenges that face policy-makers as they anticipate the coming retirement of the baby-boom generation. The findings are often surprising. In all the countries surveyed, policies have been fundamentally successful: older people at all income levels tend to maintain or even increase their material standards of living once they stop working. This happens despite large differences in approaches to public policy, including the size of public pensions. The systems that provide resources to older people are considerably more complex than is usually taken into account in policy-making, and the effects of policy, while large, are less direct than often thought. Demography and changing labour market patterns make reforms to these systems imperative. The challenge is to make needed changes without undermining past success. This is difficult, but entirely possible; the payoffs from relatively small changes in the balance between work and retirement could be particularly large. The study examines the many diverse ways in which the nine countries are tackling this challenge and the lessons that have been learned from their experiences. It provides invaluable evidence for policy-makers, researchers and citizens concerned about the challenges posed for societies by ageing populations.

    Abstract: The Uruguay Round Agreement on Agriculture (URAA) was a turning point in the reform of the agricultural trade system. It imposed disciplines on trade-distorting domestic policies and established new rules in the areas of market access and export competition. How effective have the three disciplines contained in the URAA been in bringing about a reduction in the level of production-related support and protection? Which elements of the disciplines have proved effective and which ineffective? What policy lessons can be drawn from the experience so far? What might be inferred about opportunities and challenges for further trade liberalisation? This report provides some answers to these questions for all OECD countries. A key conclusion of the report is that the immediate quantitative effects of the URAA on trade and protection levels have been modest. The reasons for this include the weakness of many specific features of the URAA including implementation and methodological issues. Countries have already embarked on a new round of multilateral trade negotiations on agriculture. The challenge facing policy makers is to build upon the foundation of the URAA to further reduce trade distortions. This requires strengthening the disciplines already established under the URAA and addressing those weaknesses of the current agreement which have been identified in this study.

    Abstract: After the dissolution of the Soviet Union in 1992, the Russian Federation promptly proceeded with initial economic reform measures and privatisation programmes which were largely completed by 1994. Despite the creation of a basic corporate sector, many structural reforms remained incomplete, limiting inflows of foreign investment. Following the financial crisis in 1998, Russia has been in a period of stabilisation and is now showing signs of output recovery fuelled by favourable external economic conditions. A new economic reform programme was introduced in mid-2000, promising the rationalisation of many existing state and legislative structures and the reorganisation of federal and regional powers with a view to creating a modern competitive environment in a more unified economic space. Foreign investment will be vital for Russia's economic revival and the Russian government has taken up the challenge of improving the legal and regulatory environment to attract investment inflows needed to upgrade Russia's production facilities, infrastructure and labour skills. The pace and progress of reform is being followed with considerable interest worldwide. This publication provides a timely analysis of the evolving environment for foreign investment in the Russian Federation and draws attention to problem areas affecting the investment climate such as inadequate protection of investors' contractual and property rights. A key element of the publication is a set of policy conclusions and recommendations to create a more hospitable environment for investment, both domestic and foreign.

    Abstract: In the former Soviet Union, extensive networks were constructed to supply urban populations with clean, safe water. However, the networks were not well designed and this resulted in low quality water services and high operation and maintenance costs. With the dissolution of the Soviet Union in 1991, the condition of water infrastructure deteriorated more dramatically following sharp decreases in public budgets and the continued tradition of providing water services virtually free of charge. Without urgent action, the quality of services will continue to worsen and, in some of the New Independent States (NIS) of the former Soviet Union, may even collapse, with serious consequences for human health and economic activity. This volume analyses the causes underlying this dire situation and presents recommendations for addressing it which were adopted at a meeting of Economic/Finance and Environment Ministers held in Almaty, Kazakhstan, in October 2000. The meeting was organized within the framework of the EAP Task Force, with its Secretariat at OECD, and involved key stakeholders from the governmental and non-governmental sectors. The EAP Task Force will implement a focused programme of work guided by the main recommendations agreed by participants.

    Abstract: In recent years, the substantial expansion in containerisation, the advent of megacarriers, the race for ever larger container-ships and higher-volume flows, have revolutionised intercontinental transport. These changes have entailed considerable reductions in maritime transport costs, which has made distant countries extremely accessible. The most costly component of the international traffic transport chain is now the inland leg, which explains why forwarders are so keen to gain control over inland transport operations. On land, road is the dominant mode, but with infrastructure congestion, rail and inland waterways also have a part to play. Under what conditions could these last two modes capture a larger share of inland transport? Rail cannot be really competitive without a dedicated freight network, and inland waterways will only get to play a significant role if transhipment costs are cut. Couldn’t greater competition within these two modes generate productivity gains and better quality services? The Round Table provided the opportunity to address the whole issue of competitiveness in inland transport modes and identified guidelines on land access to ports for policy-makers.

    Abstract: Businesses’ Views on Red Tape provides the first opportunity to systematically compare data across 11 OECD countries. The data show how small and medium-sized enterprises perceive national administrative and regulatory costs. Regulations and government formalities, so-called "red tape", are important tools used by governments to carry out public policies in many policy areas, including safety, health, and environmental protection. However, if they are poorly designed or applied, inefficient, or outdated, they can impede innovation, entry, investment, and create unnecessary barriers to trade, investment, and economic efficiency. The result of poor regulation and formalities is that national economies become less able to grow, compete, adjust, and create jobs. Based on a survey of almost 8 000 businesses, this report assesses the quality, application and burdens of employment, environment and tax regulations and formalities. The results are dramatic: for example, red tape accounts for 4% of the annual turnover of companies, while the hardest hit are the smallest companies, and these costs are growing in most countries.

    Abstract: It is now widely recognised that a greater use of market based instruments is a key element of effective and economically efficient environmental policies, and an important framework condition for sustainable development. Hence, over the last decade, economic instruments have been playing a growing role in environmental policies of OECD countries. In this context, a distinctive feature is the increasing role of environmentally related taxes. All countries have introduced environmental taxes to a varying extent, and an increasing number of countries are implementing comprehensive green-tax reforms, while others are contemplating doing so. This report analyses current use of environmentally related taxes in OECD Member countries. Focus is given to their environmental effectiveness.
