    Abstract: With the treatment of waste set to increase -- since the volume of waste is closely related to economic growth -- waste transport will be a major challenge in the future. This raises several issues. Should transport regulations be made more stringent and their implementation reviewed? Should the proximity principle -- incorporated in the regulations in the interests of environmental protection -- be questioned, since it prevents the consolidation of flows in sufficient volume to make the most environmentally-friendly modes of transport viable? The environmental performance of waste transport can be established only within the framework of an overall approach which incorporates all waste treatment routes. We must indeed be wary of seemingly good ideas such as "waste transport must be restricted" or "recycling is the best solution". The closure of landfills or reprocessing could well lead to a large increase in waste transport. The Round Table picks up on these issues and uses the cases of different countries to examine, in turn, developments in the waste transport sector and the statistical problems encountered in trying to understand them, the regulations applicable to the modes of transport used and their environmental performance, focusing closely on the difficulties created by the current modal split in this sector.

    Abstract: The path towards Arab and Euro-Mediterranean integration is challenging for all countries involved but the potential long term benefits are substantial. Multilateral trade initiatives which run parallel to "open" regional integration with the European Union and among Arab states can generate higher economic growth by promoting free trade in goods, services and assets between developed and developing countries. However these agreements have profound implications for Arab states in the region raising old and new issues in the political economy of regional co-operation and development. The body of evidence presented suggests that if these regional trade arrangements combined, allow for "deeper" forms of integration, competitiveness and cohesion can improve well beyond the Eastern and Southern borders of the EU. Poverty reduction through economic growth is becoming a more urgent shared objective at this time of crisis and represents another potential long term benefit from deeper Euro-Med and Arab integration. In negotiating free trade agreements the EU must therefore strive to make such agreements as equitable as possible; in implementing them, partner countries must focus reform efforts to ensure their efficacy. Arab and Euro-Mediterranean integration can ideally maximise benefits for all countries involved, in spite of signficant legal, institutional and administrative hurdles that will have to be overcome to make such relationships workable. The new issues examined in this book (the dynamics of open regionalism, the expansion of domestic markets from increased FDI and monetary stability, and the optimal mix of regional trade agreements) build on conclusions from previous studies regarding modest gains from shallow integration. Deeper regional agreements can be good for growth and stability in a region which has experienced very little of both in recent years.

    Abstract: Governments in many OECD countries intervene in agricultural markets to boost crop producer returns by applying tariffs to the prices of imported cereals and oilseeds and/or subsidising prices paid by foreign buyers. Historically, market price support attributable to such interventions comprised the lion’s share of total financial support afforded crop producers in OECD countries. In recent years, however, the share of crop producer support due to trade policy measures has declined, while that due to payments made directly from government budgets has increased. This publication compares the market impacts of market price support and several kinds of budgetary direct payments using indicators of economic efficiency and trade distortion. The main finding is a numerical ranking of the support measures studied showing a close inverse relationship between trade distortion and transfer efficiency. That is to say, those support measures found to be most efficient in transferring income to farmers are least distorting to trade.

    Abstract: In economic appraisals of road safety measures, determining which method to use for the valuation of those measures is a problem. There are two methods open to us. Remarkably, one accurately measures a non-relevant concept (the human capital method), while the other measures the correct parameter, but not very accurately (the willingness-to-pay method). The Round Table examined the many complementary aspects of the two and found that what was needed, above all, were practical guides for each method. The Round Table noted that values for human life are highly comparable from one mode of transport to another, concluding that this should encourage governments to take charge of safety with the same forcefulness whatever the mode of transport. It also found that spending on road safety was already adequate, but that the money was not 'wisely' spent. Arguably the proposals put forward by this Round Table were unconventional. For instance, it held that difficulties in producing major changes in driver behaviour signalled that more attention should be paid to educational measures and infrastructure investment. This publication reviews the road safety policies and their economic evaluation. At a time when the authorities in many countries are beginning to set still more ambitious targets for those policies, the Round Table highlights the need for measures that are effective over the long term and economically efficient.

There is a growing realisation that fundamental structural changes are often necessary if the full benefits of competition are to be achieved for users and consumers. This publication explores the nature and impact of rules which affect the structure of public utility industries. It covers not only the theory behind different forms of separation but also practical experience in a wide variety of countries and sectors (railways, electricity, postal services, telecommunications, gas, air services, and maritime transport). It also contains the new OECD Recommendation on Structural Separation of Regulated Industries, which urges Member countries to consider separating the monopoly and the competitive parts of regulated industries, especially during the process of privatisation or liberalisation.

    Abstract: A serious incident involving dangerous goods in a tunnel can be extremely costly in terms of loss of human lives, environmental degradation, tunnel damage and transport disruption. On the other hand, needlessly banning dangerous goods from tunnels may create unjustified economic costs. Moreover, such a ban might force operators to use more dangerous routes, such as densely populated areas, and thus increase the overall risk. This report proposes regulations and procedures to increase the safety and efficiency of transporting dangerous goods through road tunnels. It introduces two models, developed as part of the study: the first quantifies the risks involved in transporting dangerous goods through tunnels and by road; the second, a decision-support model, assists in the determination of the restrictions which need to be applied to the transport of dangerous goods through tunnels. Finally, measures to reduce both the risks and the consequences of incidents in tunnels are examined in detail.

    Abstract: Chinese decision-makers are grappling with policy choices that will optimise the gains from China’s integration into the international trading system in harmony with social, regional and sustainable development goals. Trade liberalisation can significantly enhance the reform process underway and bring great benefits to China. But the agricultural sector faces the greatest challenges and potential hardships of any economic sector from this process. Significant domestic policy reform and structural adjustment will be critical to enable China to realise its comparative advantage in agriculture and to redeploy an estimated 150 million redundant farmers. To sharpen understanding of the policy options, the OECD invited Chinese and international experts to reflect together upon the likely impacts of freer trade on China’s agricultural sector. Based on the results of China’s WTO negotiations with key trading partners, they assessed the compatibility of China’s WTO commitments with domestic policies and the need for specific changes. They analysed the effects of likely policy changes on cereal, oilseeds and livestock markets in China and OECD countries. And they examined the implications of China’s WTO accession on rural enterprises, regional development and the domestic and international political economy.     Abstract: As trade barriers at the border have fallen through successive trade negotiations, domestic regulation has emerged as a source of residual but potentially significant trade barriers. Recognising the importance of participating in intensified global competition, countries increasingly see regulatory reform as an inescapable policy to ensure that the expected benefits of globalisation are realised and that differences in national regulatory systems do not become barriers to international trade and investment. In this light, OECD has undertaken a broad-ranging project on regulatory reform, for which market openness is seen as a key objective. The papers collected in this volume were presented at a workshop at OECD that aimed to share national experiences of regulatory reform and trade and to foster consensus-building on best practices. Such practices include enhanced transparency, non-discriminatory due process, independence of regulators and active implementation of competition policy. Other issues raised at the workshop included the challenges for developing countries in pursuing regulatory reform and enhancing market openness, and insights for multilateral trading rule-making emerging from country experiences. The discussions reveal the pervasiveness of the issues raised at the workshop.     Abstract: Although deregulation is well under way in the transport sector, regular coach services are still largely regulated. Governments see them as potentially competing with rail transport services. However, in countries that have had some experience with deregulation the outcome has clearly been positive (except for local short-distance services). The Round Table began with a review of regular interurban coach services based on case studies in countries which had adopted an original approach. This report shows the industry in a totally new light. One of its main findings is that there is a specific market for customers that have no other means of transport. Opening up this market would benefit the most economically disadvantaged sectors of the population. But that is not the only lesson to be learned from this Round Table.

    Abstract: The central question tackled here is that of the desirability of foreign direct investment over other flows, such as bank lending. There has been an undoubted rise in FDI flows as a proportion of all flows to the Latin American region, but how much of the cause is supply- or demand-driven remains unclear. Analyses presented in this volume appear to demonstrate that FDI is no better and no worse than other flows for growth and for crisis resistance and, in some cases, may even be a signal of an economy’s ill health. Contrary views, however, are also presented. Where governments compete for FDI, it is widely believed that they participate in a so-called "race to the bottom", lowering labour, environmental and other standards. The surprise here is that this fear is so far largely unfounded. The book also includes a glimpse of a round table discussion on these issues with private-sector participants. The Inter-American Development Bank and the OECD Development Centre created the International Forum on Latin American Perspectives as an annual meeting place of ideas and strategies from Latin America and from the OECD region. The eleventh edition of the Forum was held in Paris in November 2000 and this book contains contributions and analysis from that meeting.

Advances in information technology which facilitate matching job-seekers to jobs, modern management methods, and a favourable economic climate in recent years have encouraged innovative approaches and created new opportunities for the Public Employment Service to help the unemployed return to work. This book presents the proceedings of a conference on Labour Market Policies and the Public Employment Service organised jointly by the OECD and the Czech Ministry of Labour and Social Affairs.     Abstract: This book sets out a potential response to two major challenges facing OECD countries: the "youth problem", or the need to ensure that young people can play a full role in society, and the need to foster entrepreneurship for job creation, innovation and economic adaptability. The "new economy" will be built on a culture of entrepreneurship and this must include youth as well as adults. In publishing this book, the OECD therefore wishes to stimulate policy debate on the factors that encourage youth entrepreneurship, the obstacles that stand in its way and the policy measures that can support it. A picture is painted of youth entrepreneurship programmes operating at national, regional and local levels across the OECD in a wide variety of settings and with various different approaches and delivery mechanisms. The result is the first international review of "best practices" in this new and emerging area. Examples are given of programmes for education and training, help with capital, ideas and operational matters, counselling and mentoring, networking and intergenerational transfers of businesses. The range of players and activities involved are set out and suggestions are made for where gaps might be filled. The main message is that young people can indeed found new businesses and succeed, but new policies will be needed if they are to be fully encouraged.

    Abstract: The 1997-1998 Asian financial crisis exposed serious deficiencies in the insolvency systems of many countries. In response, many governments have undertaken sweeping reforms to strengthen their insolvency systems and rebuild their economies, including promulgating new laws, introducing new procedures to facilitate restructuring, strengthening courts and related institutions, and recapitalising financial institutions. This volume brings together a comparative report and studies of the insolvency systems of Indonesia, Korea, Malaysia, the Philippines, Singapore and Thailand. These papers examine, among other things, the extent to which each country was affected by the financial crisis, the effectiveness and efficiency of formal and informal insolvency procedures, recent initiatives undertaken, and areas in need of further reforms. In addition, this publication includes an introductory note summarising the findings and conclusions from the November 1999 conference on "Insolvency Systems in Asia: An Efficiency Perspective".
