L’accès universel à des soins de santé de haute qualité n’est pas un luxe que seuls les pays riches peuvent se permettre.     Abstract: Tunisia's has made significant investments in infrastructure, which has contributed to economic growth. The investments have enabled reasonably good access to basic infrastructure services. While access rates are high, the relative quality of Tunisia's infrastructure has deteriorated significantly over the last ten years. State-owned enterprises (SOEs), which dominate the infrastructure sector, receive considerable subsidies and incur notable financial losses. Overall, there is a heavy reliance on external borrowing to fund infrastructure investment, which creates contingent liabilities, and enhances foreign exchange and macro-economic risk. Chapter one provides an overview of Tunisia's infrastructure performance; chapter two discusses each sub-sector in more detail in terms of achievements and challenges; chapter three looks at historical trends in spending followed by a scenario analysis of investment needs with anecdotal examples, and discusses the present macro-economic and fiscal constraints; and chapter four presents possible action items for further discussion with the Tunisian government

    Abstract: Agriculture and the rural space will continue to demand the attention of policy makers in Bolivia for several reasons, even as urbanization gains momentum. First, agriculture is a proven engine of economic growth. Aside from showing its strength in decades past, in recent years agriculture shielded the Bolivian economy from the worst effects of the decline in other primary sectors, and in the future, healthy rates of agricultural growth will make the overall economy more diversified and more resilient. Second, a robust and dynamic agricultural sector will continue to curb dependence on the mining and gas sectors, while contributing significantly to inclusive growth, value addition, the creation of more and better jobs on and off of the farm, and better nutrition for all. Third, because agricultural growth in Bolivia has proven to be pro-poor, maintaining that growth is essential for continued reductions in poverty. Fourth, because climate and other shocks affecting agriculture can significantly disrupt steady gains in economic growth, poverty reduction, and food security, building a resilient agricultural sector is critical to sustain those gains. Finally, although policy makers will want to support agricultural growth, they will not want that growth to compromise the future for generations of Bolivians by squandering and degrading irreplaceable natural resources

    Abstract: Uganda's progress in reducing poverty during the late 1990s and early 2000s was remarkable. This note documents the trends in poverty and inequality in Uganda with a focus on the period 2012 to 2016. It first explores how various indicators of monetary poverty have evolved over time and if these trends vary by urban and rural areas and by region. This is complemented with a description of the movements in several non-monetary poverty indicators. Secondly, the note analyzes who has benefitted from the lackluster economic growth, and how this has translated into different measures of inequality. It then aims to disentangle some of the forces behind the changes in poverty, mostly resorting to decomposition exercises. Finally, it provides an account of who are the poor households and what are their living conditions, particularly compared to non-poor households

    Abstract: Just energy transition is key to South Africa's inclusive and sustainable growth. It is necessary to unlock large pools of private capital and attract foreign investment to drive low-carbon transition. Despite downside risks, South Africa has strong macroeconomic fundamentals and commitment to improving the overall investment climate. Climate change poses considerable systematic risks, thus needs to be urgently integrated into macroeconomic policy and planning. Harness transition opportunity invest in resilient infrastructure and create market for low-carbon technologies to boost growth and strengthen the macro investment climate. Implement carbon tax effectively and raise policy ambition, supported by a fiscal framework conducive for climate investments, as well as invest tax revenues to support just transition.     Abstract: This note presents the results of a survey undertaken in Fiji from May to June 2019 with the intention to identify the specific challenges men and women cross-border traders are facing related to trade facilitation at the firm level. Generally, efforts to improve trade conditions, especially relating to women cross-border traders, have been progressing over the years. Yet, there is limited work focusing on trade facilitation initiatives and trade competitiveness interventions aimed at women firms who face trading barriers that are not strictly linked to tariffs or policies. There is a global data gap on the nature of barriers that women traders face related to trade facilitation at the firm level. In fact, the problem is even deeper rooted; there is a global vacuum of knowledge about the exact proportion of cross-border traders that are women. No country, not even the gender equality champions in Northern Europe, can easily confirm the number of women that undertake cross-border trade in their respective countries. A survey designed to collect data on these challenges is being rolled out in the Pacific. Countries in the Pacific Islands region face unique development challenges: they are physically detached from major markets, have small populations spread across many islands and time zones, confront the worst impacts of climate change, and are some of the most vulnerable countries to natural disasters in the world

    Abstract: In March 2018, the World Bank finalized an agreement with Central Agency for Public Mobilization and Statistics (CAPMAS) to conduct a demand survey for housing across Egypt. The survey consisted of a sample of 10,300 households across eight governorates. The inclusive housing finance program supports several aspects of the government's social housing program, including financial aid to low-income households to help them access housing. This aid comes in the form of a subsidy that either complements the down payment and the repayments in the first years of a mortgage loan or contributes to the payment of the rent in the public or the private sector. The Government of Egypt asked the World Bank to advise on conducting a housing demand assessment to understand the differential demand for rental and ownership housing by different income and employment groups and for different types of houses, locations, and regions. Chapter 5 gives an overview of the institutional and organizational structure of GHMD, while chapter 6 provides an in-depth analysis of GHMD's current status. Chapter 7 discusses modernization of hydromet and EWS. Chapters 8 and 9 present the road map in detail, along with three proposed successive development scenarios designed to transform GHMD into a technically modern and sound hydrometeorological service by narrowing the gap between GHMD's current status and the level of services needed for fully discharging its public service mandate.     Abstract: The objective of the report is to inform the preparation of a Government Program for establishing the status of customers in need, the scope of their rights, and protection measures to help them meet demands for electricity in case of electricity tariff increases. The report analyzes patterns of electricity consumption, affordability, poverty and distributional impacts of hypothetical scenarios of tariff increases. It also reviews the current protection mechanism with an electricity subsidy, models the impact of short- and medium-term reform options, and recommends concrete mitigation measures. In accordance with Law No. 05/L-085 on Electricity of 2016, the Government of Kosovo should develop a detailed Program for establishing the status of customers in need, the scope of their rights, and protection measures to help them meet demands for electricity. Electricity accounts for almost 90 percent of the total energy expenditures of households in Kosovo, and over 97 percent of the energy expenditures of poor households.1 According to the Law on Electricity2, the Ministry of Labor and Social Welfare (MLSW) in cooperation with the Ministry of Energy, Ministry of Finance and in consultation with the Energy Regulatory Office (ERO) and other stakeholders of the electricity sector should develop a social protection program (Program), providing social benefits to ensure the necessary electricity supply to customers in need, or providing for support for energy efficiency improvements, to address energy poverty. Such measures shall not impede the effective opening of the electricity market and its functioning. Customers in need are household consumers, who, due to social status, enjoy some special rights regarding the supply with electricity, to be provided in exceptional cases. Commitment to the development of this Program is taken also with Kosovo's Energy Strategy, and with the requirements of the Treaty of Energy Community as defined by the Third Energy Package3. The Program should propose an approach to identifying the electricity poor who are vulnerable and outline short- and medium-term measures for their protection

    Abstract: Paraguay is a middle-income, landlocked country with a population of about seven million. The nation is highly dependent on its transport and logistics infrastructure to connect to regional markets and international seaports. In road quality and connectivity, on the other hand, Paraguay trails its neighbors and other middle-income countries. According to the Global Competitiveness Indices, Paraguay is in the bottom third of indexed countries for road connectivity and quality. The government has attempted to address perceptions on quality and connectivity through higher budget allocations for the road sector. The higher road sector budget has been directed to expansion and preservation of the paved roads since 2012 and has, on the whole, allocated sufficient funds for their maintenance as estimated by this Public Expenditure Review (PER). Despite this there has been a slight decline in the overall quality of the network due to over and under funding of roads geographically and by functional classification. This PER is structured as follows: Chapter 2 provides some background on the Paraguayan economy, the country's road network (primary, secondary, and tertiary) features and analysis, and an overview of the government institutions responsible for the network; Chapter 3 describes how Paraguay budgets and manages its road sector, what the funding sources are, and how efficiently the expenditures are being spent; Chapter 4 assesses Paraguay's goals for its road sector, the effectiveness of its budget execution and sustainability of its funding, and its sector monitoring practices; and Chapter 5 concludes with the main findings and recommendations

    Abstract: The war in Syria, now in its eighth year, continues to take its toll on the Syrian people. More than half of the population of Syria remains displaced; 5.6 million persons are registered as refugees outside of the country and another 6.2 million are displaced within Syria's borders. The internally displaced persons include 2 million school-age children; of these, less than half attend school. Another 739,000 Syrian children are out of school in the five neighborhood countries that host Syria's refugees. The loss of human capital is staggering, and it will create permanent hardships for generations of Syrians going forward.Despite the tragic prospects for renewed fighting in certain parts of the country, an overall reduction in armed conflict is possible going forward. However, international experience shows that the absence of fighting is rarely a singular trigger for the return of displaced people. Numerous other factors-including improved security and socioeconomic conditions in origin states, access to property and assets, the availability of key services, and restitution in home areas-play important roles in shaping the scale and composition of the returns. Overall, refugees have their own calculus of return that considers all of these factors and assesses available options.The Mobility of Displaced Syrians: An Economic and Social Analysis sheds light on the 'mobility calculus' of Syrian refugees. While dismissing any policies that imply wrongful practices involving forced repatriation, the study analyzes factors that may be considered by refugees in their own decisions to relocate. It provides a conceptual framework, supported by data and analysis, to facilitate an impartial conversation about refugees and their mobility choices. It also explores the diversified policy toolkit that the international community has available-and the most effective ways in which the toolkit can be adapted-to maximize the well-being of refugees, host countries, and the people in Syria

    Abstract: Economic performance in 2018 has been mixed. The data that are available suggest some areas of softening in the economy.1 Foreign direct investment declined to 2 percent of GDP in 2017, down from about 5 percent in 2014. The current account deficit has increased to 3.8 percent of GDP in the year ending September 2018, from 2.2 in the preceding 12 months. Recent Bank of Tanzania data confirm lower cashew exports and 2017 decline in non-traditional exports has continued into 2018, which raises concerns on prospects for longer term growth. The Tanzania Revenue Authority is reporting that many large tax payers are unable to meet their tax obligations on time. Nonperforming loans have declined recently to 9.7 percent in September 2018 from 12.5 percent in September 2017, but remain almost double the 5 percent statutory threshold. Banks have limited lending to businesses and interest rates are high (18 percent for one-year loans in August 2018), though some banks have lowered benchmark lending rates. On a positive note, credit to the private sector has been edging up, reaching 4.9 percent in the 12 months ending September 2018. The fiscal deficit is still low, not counting payment arrears and delayed refunds of value-added tax. The 2017/18 budget deficit after grants of 1.3 percent of GDP suggests effective spending management but does not factor in payment arrears, with an estimated stock of over 3 percent of GDP. Government is paying down roughly TZS 1 trillion of verified arrears per fiscal year. The low deficit is the result of controlled recurrent expenditures and under execution of the development budget by more than 40 percent. Contributing factors include shortfalls in domestic revenue and external financing for large projects. Public debt is currently sustainable, but there is need for the Government to consider cost-effective financing options and manage associated risks to support public investments. The 2018/19 budget targets public investment to consume 45 percent of total spending, equivalent to 9.1 percent of GDP compared to 5.5 a year prior

    Abstract: South Africa's much anticipated economic rebound in 2018 did not occur. While substantial efforts by the authorities to strengthen governance of public resources and stabilize the fiscal situation helped the economy to not contract further, economic growth remained tepid with a technical recession (two successive quarters of negative economic growth) in the first half of 2018. GDP growth is expected at below 1 percent in 2018, down from an already low 1.3 percent in 2017. A number of exogenous factors contributed to this poor growth performance. Domestically, climate variations such as a prolonged drought in the Western Cape where harvests were delayed exerted a huge toll on agricultural production. Externally, mounting trade tensions between the United States and China, and tightening global financial conditions contributed to slowing the pace of foreign financial inflows to South Africa while lessening the demand for its exports. Rising world oil prices also exerted strong pressure on the balance of payments and domestic prices, depressing private consumption. These negative developments, however, do not conceal the fact that South Africa's growth challenge is deep-seated and largely structural. To grow faster and sustainably, the economy will need to be more inclusive, requiring the participation of a greater share of the population mainly through job creation. Furthermore, persistent inequality of income and of opportunity will continue to raise pressures for redistribution of limited resources that are drawn from a small tax base. Radical policy demands are more likely in a stagnant economy, fuel policy uncertainty and deter private investment. At the Presidential Jobs Summit and the South African Investment Conference held in October 2018 agreements were made on actions that are expected to enable job creation and to attract higher levels of investment, including interalia, education and skills interventions, and initiatives to reduce policy uncertainty on land reform, mining and black economic empowerment

    Abstract: Guinea-Bissau is a small state in West Africa with a population of around 1.8 million. It is rich in natural resources (fisheries, forestry and agriculture) and biodiversity. Economic activity is, however, dominated by the production and sale of unprocessed cashew, which is also the main source of income for more than two thirds of households. Guinea-Bissau is host to a large variety of ethnic groups, languages and religions, with communal and ethnic-based violence remaining low. The country has a history of political and institutional fragility dating back to its independence from Portugal in 1973. Since independence, four successful coups have been recorded, with another 16 coups attempted, plotted, or alleged. Political fragility has been manifesting itself in frequent government turnover. Political instability has been responsible for large drops in output and government expenditure. After almost three years of political gridlock, a new consensus government came to power in April 2018. In sum, Guinea-Bissau has been caught in a vicious cycle of poor governance, fragmented elites, weak public sector capacity, and a poorly diversified economy. The objective of the Guinea-Bissau Public Expenditure Review (PER) is to analyze government expenditure, fiscal revenue, and public financial management in selected sectors (education, health, and security). The PER is a follow-up to the World Bank's (2017) Public Expenditure Analysis that provided an overall review of public finances in Guinea-Bissau (see Annex I). It contains a wide range of analyses, with some chapters examining public spending trends and outcomes, while others are more process oriented and place a strong emphasis on PFM systems, at macro- and micro-levels. The education and health chapters go beyond the confines of traditional World Bank PERs-namely the efficiency, effectiveness, and equity of spending. Both of these chapters also review the PFM systems in the respective line ministries with a view to identifying options for reform. Further, the PER analyzes the fiscal implications of continuing to spend over 15 percent of the budget on the security sector and nearly 9 percent of GDP on wage and nonwage compensation

    Abstract: The PNG economy has become increasingly concentrated in petroleum-and-gas-related activities since 2014, raising its vulnerability to external shocks, including commodity-price shocks and natural disasters. In recent months, however, the authorities have taken decisive action to promote greater diversification of the economy. Ongoing reforms to strengthen the monetary and exchange rate policy and framework are expected to improve business confidence and increase private investment and growth in the non-resource economy. Measures include addressing the FX shortage, managing the liquidity effects of the use of FX to clear the FX orders backlog, working on greater exchange rate flexibility, considering options for strengthening the interest-rate transmission mechanism, and enhancing modeling capacity in the Bank of Papua New Guinea (BPNG). In this context, the government and the BPNG will need to ensure regular, transparent, and consistent communication with all stakeholders to minimize the risk of confusion and market disruption. Papua New Guinea's medium-term economic outlook is relatively sanguine, underpinned by further large-scale resource projects. Real GDP growth is forecast to rebound to about 5 percent in 2019, primarily driven by a return to full annual production in the extractive sector. In the years after, growth is estimated to ease to its current potential of 3-4 percent a year, until planned investments in LNG and mining projects kick inches Future large-scale investment in the resource sector appears likely, with plans to double LNG production and develop new gold, copper, and silver reserves. With increased FX inflows into the economy, the current pressure on the exchange rate may reverse, adversely affecting the competitiveness of the non-resource economy. To facilitate broad-based, inclusive, and sustainable development, the government will need to focus more on investing in human capital and strengthening the business environment to spur private sector development, as elaborated in the World Bank's Systematic Country Diagnostic and summarized in the special focus section of this report

    Abstract: Maximizing the benefits from public sector investments requires a clear, predictable, and transparent process informed by robust analyses that can facilitate multicriteria considerations of different options and alternatives. However, the tools available to governments to assess the costs and benefits of different investment strategies are often too general or specific to determine the optimal investment strategy. This paper aims to improve the tools available to facilitate the assessment of the macroeconomic implications of large infrastructure projects and enhance the capacity for management of public investment decisions. The macroeconomic assessment of public investment options (MAPIO) model was applied to the Batoka Gorge hydroelectric scheme to provide an analysis of impacts on key macroeconomic variables. The MAPIO model shows the project provides a robust financial and economic investment option with a net positive impact on the national economies in both Zambia and Zimbabwe. The estimates are considered conservative and the returns remain robust when subjecting the model to extreme assumptions to test the sensitivity of the results. However, it is important to acknowledge the model limitations, which does not include noneconomic benefits, costs, or impacts on other sectors. Any investment decision should involve a multicriteria assessment that considers the full range of options and alternatives that may be available to achieving the development objectives

    Abstract: With the Paris Agreement and most of its detailed rulebook now finalized, countries and subnational actors face the challenge of translating climate targets and strategies into action and determining how to finance these actions. Through the Pilot Auction Facility for Methane and Climate Change Mitigation (PAF), the World Bank developed an innovative financial mechanism - climate auctions - which stimulates private investment in projects that reduce greenhouse gas emissions. Climate auctions offer price guarantees to companies that can deliver eligible climate results in the future. These price guarantees are allocated through a transparent, efficient auctioning process, which maximizes the climate impact of scarce public funds. In the near-term, countries can utilize climate auctions to spur significant investments in low-carbon activities and mobilize finance at the scale and pace necessary to achieve their national climate targets, laying the groundwork for longer-term carbon pricing and greater climate ambition. This policy brief is intended to inform policymakers and public funders about why climate auctions are an effective tool for achieving climate outcomes, focusing on how policymakers can utilize auctions to accelerate NDC implementation and raise climate ambition.     Abstract: The research is based on the PEFA framework and methodology for assessing public financial management performance and the data set that is generated from the PEFA assessments. The research quantified PEFA scores and aggregated them into overall scores which required developing assumptions on weighting scores, measures, and assessments. The research acknowledges methodological limitations of using the PEFA data set, including the assumptions. In general, the research follows the approach taken by previous researchers who have used PEFA data for quantitative analysis, but this does not eliminate the challenges that persist in transforming grades to numerical values and aggregating them. The time inconsistency issues and the limited number of observations also influenced the regression analysis using the PEFA data set. The team acknowledges that the PEFA data set was not designed for statistical analysis and that using it in quantitative regressions presents a series of econometric issues that cannot be fully resolved in this book, or in other papers which apply a similar approach. The research report builds on general recognition that PFM is important for development and recognizes that there is limited evidence based on the nontechnical determinants of PFM performance, as well as the outcomes of a good PFM system. The report therefore aims to bridge some of this gap between theory and practice using data on PFM performance from PEFA assessments. The report undertakes a closer examination of the key debates on what constitutes a good PFM system by providing an overview of the PEFA framework, and the data set that is generated through PEFA assessments, including its strengths and weaknesses. This was done to enable the research team to undertake quantitative analysis of the relationship between PFM performance and other governance indicators and outcomes

    Abstract: Ethiopia has experienced remarkable economic success in recent years. In the past decade, its average annual growth rate far exceeded the regional average, at slightly over 10 percent relative to a regional 5 percent. Despite significant economic growth, however, women continue to face significant barriers in the workforce. The unmet potential of women in the workforce is intrinsically linked to a lack of opportunities for women in education, health, and human rights. This report presents evidence on the mechanisms underlying gender gaps in the Ethiopian workforce. Using data from the 2011-2016 Ethiopia socioeconomic surveys, this report provides a detailed understanding of the constraints faced by female farmers, entrepreneurs, and employees. To that end, the diagnostic makes four key contributions: first, this report provides an overview of the labor force in Ethiopia and identifies the factors that predict whether, how much, and in what sector an individual works. Second, this report uses Oaxaca-blinder decompositions to measure and account for gender gaps in economic outcomes in agriculture, self-employment, and wage labor. Third, this report identifies the links between labor market skills, social norms, and gender gaps in the Ethiopian workforce. Fourth it provides policy makers with a menu of innovative programming examples

    Abstract: The objectives of a well-designed pension system are poverty reduction in old age and income smoothing throughout an individuals' lifetime. Over the last thirty years, changing demographic trends have caused a shift from 'pay as you go' and occupational defined benefit (DB) schemes - where the obligation for paying for retirement income is with the state and employers - to defined contribution (DC) schemes, where the obligation to save for retirement rests more with individuals. The transition to DC schemes did help establish a strong link between contributions during working life and benefits during retirement, for individuals. However, an increasing challenge has been balancing genuine needs for some pre-retirement liquidity, access to savings and providing adequate income post retirement for individuals. The need to get this balancing act right is being felt increasingly as coverage of national social security systems is expanded to include more of the non-salaried workforce which often has lower levels of income, more periods of unemployment and more irregular earnings. This note surveys recent literature and country experiences to understand if and how countries address the need for pre-retirement liquidity in both mandatory and voluntary DC schemes. The note also uses simple modelling to illustrate the impact of allowing access to pension savings on income adequacy after retirement. The report concludes with recommendations based on emerging best practice

    Abstract: Tanzania's wealth per capita has declined because its rapid population growth has outpaced investment. This decline in wealth is almost entirely accounted for by its '*renewable natural capital'* loss, consisting of the country's agricultural land, cropland, forests, forest products, and protected areas. The country's human capital per capita is stable while its physical capital per capita has risen by 13 percent. Yet its degrading natural capital base clearly illustrates the magnitude of its sustainability problem: the total renewable natural capital per capita has fallen by 35 percent over the past 20 years, whereas the non-land renewable natural capital per capita has declined by 47 percent (that is, almost halved in 20 years). Tanzania cannot afford another 10 years of the same negative trends in resource degradation. The opportunity Tanzania faces is to reconcile the use of natural resources to meet the demands of the population and economy with the need to maintain functioning ecosystems. Reaching this balance will catalyze sustained growth. However, the current trend in the use of natural resources is not sustainable, leading to persistent degradation and loss of ecosystems, which constitute the main cause of the natural capital. This CEA has identified spatially and temporally differentiated approaches and solutions toward ensuring sustainable resource management for long-term use

    Abstract: Preliminary estimates show real growth achieved a four-year high of 7.5 percent in 2018, compared to 7.0 percent in 2017. Driven primarily by rapid expansion of exports and robust internal demand, the economy performed better-than expected. Exports burgeoned as external demand, especially in the United States and European Union markets, strengthened. Garment and footwear exports which account for more than two-thirds of total merchandise exports, recorded a five-year high,rising by 17.6 percent in 2018, up from 8.3 percent in 2017. Upbeat consumer confidence led to a surge in imports. Motor vehicles and steel imports, which gauge domestic consumption and construction demands, rose by 50 percent and 48 percent, respectively. The current account deficit widened to 10.4 percent of GDP in 2018, from 9.7 percent of GDP in 2017, but remained fully financed by foreign direct investment (FDI). FDI is estimated to have reached a record high of more than 3.0 billion US dollars or 13.4 percent of GDP in 2018. Burgeoning exports and strong FDI inflows have contributed to further accumulation of gross international reserves, which in 2018 reached 10.1 billion US dollars or about six months of prospective imports

    Abstract: Digital technologies have significant potential to improve efficiency, equity, and environmental sustainability in the food system. A range of digital technologies are already leading to: better informed and engaged consumers and producers, smarter farms, and improved public services. Adoption of digital technologies varies significantly across countries, with lower current adoption rates in low-income countries. Increasing adoption will require addressing supply-side factors, such as rural network coverage and availability of digital applications, and demand-side factors, including skills and knowledge, trust, affordability, and complementary investments. While digital technologies have significant potential they also pose several risks that need to be addressed including: an overconcentration of service provider market power; lack of data privacy; exclusion; and cybersecurity breaches. These risks cut across all segments of the economy, including the food system. In addition, digital technologies should not be viewed as a panacea. Other investments are needed to address the multiple constraints farmers face and to realize the potential benefits of digital technologies

    Abstract: The Ministry of Education, Youth and Sport (MoEYS) and the Ministry of Economy and Finance (MEF), together with key Development Partners, conducted a Public Expenditure Tracking Survey (PETS) and Quality of Service Delivery Survey (QSDS) for the education sector in Cambodia. PETS identify resource use and leakages by examining flows of funds and materials from the central government to local service providers via regional and local governments. QSDS are multi-purpose surveys that examine the efficiency of frontline service delivery and the dissipation of resources by collecting information on service providers and various agents in the system. Several PETS were conducted in Cambodia in the 2005-2013 period. They generally found leakage to be low but the timeliness and consistency of funds delivery to service providers to be poor. This PETS-QSDS will assist the Royal Government of Cambodia in its aim to improve the efficiency and effectiveness of public service delivery through several key reforms. The educational structure of schooling in Cambodia is six years of primary, followed by three years of lower secondary then three years of upper secondary. Prior to primary, there is at least one year for pre-school education. Cambodia also has technical and vocational education, which commences after completion of grade 9. Higher education commences after grade 12

    Abstract: This study looks into the challenges and opportunities posed by urbanization in Guinea, reviewing briefly the trends at the national level but focusing on the urban area of Conakry. The main reasons for focusing on the urban area of Conakry are the following. While secondary cities in Guinea are growing economically and in population, Conakry already represents close to 50 percent of the urban population and its demographic growth outpaces that of other urban areas. This creates a sense of urgency to solving the country's capital problems. Secondly, Conakry remains the country's main interface for international trade through its port facility. Failure to address Conakry's issues, including congestion levels, would likely weaken its (and Guinea's) attractiveness in the long run. Follow-up studies could however look into Guinea's system of cities, including how they are connected to each other within the country and with their neighbors. The analysis presented in this review shows that urban areas in Guinea, and Conakryin particular are currently not acting as engines of growth and competitiveness and are failing at providing public services and quality living standards for their residents. It argues that the reasons are to be found i) in the business environment which, recent progress aside, stymies private sector job creation and economic diversification, ii) in Conakry's deficient connectivity system which acts as a bottleneck for residents to have access to economic opportunities, iii) in its obsolete and unenforced planning strategies and its rigid land markets and iv) in the lack of institutional clarity and financial resources which leads to underinvestment in public services

A host of studies have shown a positive correlation between financial development and economic growth. Access to finance is also critical for larger corporations and conglomerates, which, given their size, performance, and assets, typically meet funding requirements through capital markets and other sources.     Abstract: This paper is part of additional efforts supported by the World Bank Global Tobacco Control Program to inform the Government of Vietnam on options for tobacco taxation by providing estimates of the impact of cigarette price increase across five income groups for the period 2020-2022 under two scenarios. Vietnam is an important country for global tobacco control, and currently has about 15 million males who smoke. to support government efforts to strengthen tobacco controlpolicies, most notably through a substantial increase in the excise tax of tobacco, weconducted an extended cost-effectiveness analysis to examine the distributional impactof a 32 percent and a 62 percent increase in cigarette prices under Scenario A and Scenario B,respectively. In conclusion, we found that higher cigarette prices would particularly benefit the poorest income quintile of the population, in terms of deaths averted, life-years saved, out of pocket expenditures for treating tobacco-attributable diseases, catastrophic health expenditures, and extreme poverty averted. The additional tax burden is, however, borne mostly by the top income group in the 62 percent price increase scenario. Thus, tobacco taxes are an effective way to improve health and reduce poverty in Vietnam

This country brief provides an overview of tobacco control legislation, use, and taxation in the country. Nicaragua became a Party to the WHO Framework Convention on Tobacco Control in 2008 and was the first country in the world which ratified the FCTC Protocol to Eliminate Illicit Trade in Tobacco Products. Data on smoking prevalence and tobacco consumption in Nicaragua are scarce, and it is difficult to estimate recent tobacco consumption trends among adults. However, the decline in the prevalence of current smoking among GYTS participating adolescents from 20.4 percent in 2003 to 13.8 percent in 2014 among boys and from 12.8 percent in 2003 to 10.3 percent in 2014 among girls may be considered an indicator of tobacco control policy success. In 2009, Nicaragua switched from ad valorem to specific excise system for cigarettes. The specific excise tax rates and cigarette prices increased in 2012-2016. Available data demonstrate some decline in cigarette sales in Nicaragua in 2013-2017, as cigarettes became less affordable after the price increase and the taxation policy was beneficial for public health. Specific excise rates in 2017 and 2018 were increased by only 5 percent annually, and it was insufficient both for the reduction of tobacco affordability and for the increase of the government revenue. In February 2019, Nicaragua adopted rather substantial cigarette excise hikes: by 210 percent in 2019 and further by 25 percent in 2020 and 38 percent in 2021. These tax hikes are able to reduce tobacco consumption in the country and bring additional resources to the government coffers. However, the tobacco industry will probably try to distort positive results of the taxation reform. The government should be ready to counteract these tactics using the experience of other countries and conducting careful and timely monitoring of indicators of cigarette prices, supply, and sales. Tobacco use surveillance and monitoring should be developed in Nicaragua, including a regular collection of information on smoking prevalence, tobacco consumption and various economic indicators

    Abstract: Smoking prevalence Tajikistan remains rather moderate. According to the Global Adult Tobacco Survey (GATS) conducted in 2016, smokers constitute 6.3 percent of the adult population of Tajikistan. However, 12.5 percent of study participants reported consuming smokeless tobacco (nasway). Tajikistan joined the Framework Convention on Tobacco Control (WHO FCTC) in 2013. Tobacco control legislation was adopted in 2010 and amended in 2017 in line with the FCTC guidelines. The new pictorial health warnings should cover at least 75 percent of the surface on both largest sides of the packs. The amended law bans point-of-sale advertising. However, tobacco excise rates in Tajikistan were very low, and tobacco affordability was growing. In July 2018, the cigarette excise rates were increased almost 10-fold, but cigarette prices increased in 2018 only by 19 percent as the excise is still very low in monetary terms (about 0.25 USD per pack of 20 cigarettes). Cigarette taxes and prices in Tajikistan are still lower than in neighboring countries, and cigarette smuggling out of Tajikistan exceeds cigarette smuggling into the country. Special policies aiming to discourage nasway use and related surveillance activities should be implemented in Tajikistan, while the introduction of excise or other taxes for such a home-made product can hardly produce substantial benefits. Tobacco use surveillance and monitoring should be developed in the country including publicly available information on sales of tobacco products, as well as their prices, excise revenue, and other economic indicators. Tajikistan has a great potential to increase tobacco excise rates in 2019 and in the following years, as well as to contribute to health objectives related to the reducing tobacco use.     Abstract: Mexico's economy has grown moderately over the last quarter century, with annual per capita GDP growth averaging just 1.2 percent between 1990 and 2017. The country's weak economic performance reflected a decline in productivity, which fell by 8 percent during that period. Mexico's productivity challenges are associated with large and widening regional disparities and the misallocation of resources between sectors and firms. Large productive firms integrated with Global Value Chains have not developed backward linkages to the rest of the economy and lagging regions. Meanwhile, widespread labor and firm informality contributes to the misallocation of productive resources. Reversing the decline in productivity will require an integrated strategy encompassing multiple policy areas and sectors. This broad strategy should include strategies discussed in other policy notes: (i) alleviating rigidities and distortions in labor markets and improving access to credit; (ii) alleviating existing rigidities and obstacles to competition across sectors and sub-sectors while following through with the structural reforms enacted; (iii) designing and implementing effective interventions at the subnational levels to enhance both product and factor markets; (iv) dealing with the financing of social insurance schemes; and (iv) strengthening rule of law institutions at the federal and local levels. This note focuses on critical aspects of the diagnostic around the productivity dynamics in Mexico. It also links the aspects of the strategy above-highlighted to specific policy recommendations on other Policy Notes of this set given the cross-cutting nature of productivity growth. It also focuses on providing policy directions on: (i) strengthening institutions and programs working directly on the productivity agenda; (ii) selected sub-national interventions to ease the regulatory burden; and (iii) proposing a broad and integrated strategy for fostering formalization

    Abstract: Lao People's Democratic Republic (Lao PDR) has a comparative advantage in natural capital, which has fueled economic growth averaging around 8 percent per annum since 2000. The natural resource endowment comprises half of the country's wealth. Although forest cover declined 3.6 percent between 2005 and 2015, Lao PDR still has among the highest forest cover percentage of countries in the region, and the value of timber and non-timber forest products is 10,740 US Dollars per capita. Inefficiencies, including overuse, under-budgeting, and unsustainable and unscientific management, have led to a reduction in forest cover, natural wealth, and public revenues. Lao PDR's recent policy reforms, institution-building and community engagement aim to build a new foundation to sustain the Lao forest estate and the people and sectors that depend on it, including for tourism, agriculture, energy, water, fisheries, and wood products. Lao PDR's ambitious forest sector reforms aim to achieve financially and environmentally sustainable, resilient, and inclusive economic growth, especially through credible private sector investors. This reform agenda accompanies the Government of Lao PDR's (GoL) plan to expand forest cover to 70 percent from the current 58 percent, which will help to reduce poverty, create green jobs and livelihoods, support local industry and expand participatory sustainable forest management (SFM) and forest restoration, as well as to meet Lao PDR's Nationally Determined Contribution (NDC) to climate action.     Abstract: About 80 percent of the poor households in Timor-Leste live in rural areas and are dependent on agriculture for their livelihood. It is therefore widely acknowledged that growth in the agriculture sector is an important channel through which poverty can be reduced in the country. That notwithstanding, the country's agricultural production system is one of the least developed in the world and all subsectors are dominated by subsistence systems and by farmers who are very risk averse. Agricultural productivity in the country is also well below that of other small island developing states and has fallen below the average for other low-income, food-deficit countries in recent years making the sector underperform in terms of its contribution to food security, sufficient livelihood, and overall economic growth. Using data from the 2007 and 2014 of the Timor-Leste Survey of Living Standards, the note provides insight into the extent to which increases in agricultural productivity can contribute to poverty reduction, including assessing the drivers of, and identifying the constraints to, increasing agricultural productivity in the country. The note finds that improvements in agricultural productivity reduce the probability of being poor among agricultural households. Yet, improving productivity goes beyond the confines of raising yield or decreasing cost to include enhancing food quality and promoting higher value products. to do so, the following factors ought to be considered: facilitation of mechanization, improvement in the use of chemical (fertilizer, pesticides, and herbicides) inputs, enhancement in access to credit and extension, encouragement to farmers to join farmer groups, expansion of the commercialization of farm produce, and reduction in the gender gap in agricultural productivity. Investment in the sector can be improved by allocating the limited public funds more strategically and better correspond with local poverty. The findings from this study contribute to existing evidence pertinent to guide how agricultural policy can effectively help reducing poverty in the country

    Abstract: The external environment has deteriorated during the first half of 2019, and downside riskspredominate in the near-term. Global GDP growth is projected to decline to 2.6 percent in 2019 from 3 percent in 2018, reflecting broad-based weakness in advanced economies and major Emerging Market and Developing Economies. Reflecting slower growth and heightened policy uncertainty associated with protected trade tensions, global trade growth is protracted to weaken further from 4.1 percent in 2018 to 2.6 percent in 2019. Downside risks include a further escalation of trade disputes between the world's two largest trading nations, while a more pronounced downturn in global activity and increased volatility in financial flows. Amidst rising global headwinds, Vietnam's economic growth momentum has been slowing since the beginning of the year. Vietnam's real GDP growth has decelerated to a still robust 6.8 percent in the first quarter of 2019 from a vibrant 7.5 percent pace in the same period of 2018. Slower growth reflects several factors. Agricultural output decelerated due to the outbreak of African swine fever and a decline in international prices. Weaker external demand moderated growth of the export-oriented manufacturing sector as well as overall export performance, even though Vietnam seems to have benefitted from some trade diversion due to the ongoing trade tensions between China and the US. Domestic investment appears to be slowed resulting from subdued credit growth and continued consolidation in public investment. Other macroeconomic indicators, such as more sluggish credit growth, subdued inflation and slower import growth are further signs of a cyclical moderation in economic activity. In contrast, service sector activity continues relatively strong, signaling sustained buoyancy in private consumption. Despite a recent uptick in headline inflation, price pressures have remained subdued as credit growth moderated. The headline CPI rose by 2.9 percent (y/y) in May 2019, up slightly from 2.6 percent in January 2019, driven by hikes in administered prices (for electricity and fuel) and moderate food price increases. The State Bank of Vietnam maintained a prudent monetary policy stance to support its twin goals of sustaining macroeconomic stability and supporting overall economic growth. Credit growth is estimated to have slowed to about 13 percent (y/y) in March 2019 reflecting tighter credit policies

    Abstract: The country brief provides an overview of tobacco legislation, use, and taxation in Kazakhstan. Tobacco taxation policy practiced in Kazakhstan in 2003-2013 resulted in increased tobacco excise revenues, but was not effective in terms of public health, as cigarette consumption did not decrease. Tobacco excise taxes were drastically increased in Kazakhstan from 1 January 2014; and thereafter, the tobacco affordability was substantially reduced resulting in the subsequent decline in tobacco sales and smoking prevalence in the country. Decline in consumption could have an effect on tobacco-related mortality in Kazakhstan. Mortality rates of some tobacco-related causes of death substantially declined in Kazakhstan in 2013-2015 among men and women aged 30 to 79 years: by about 20 percent for acute ischemic heart disease and stroke and by 30-40 percent for respiratory tuberculosis and chronic obstructive pulmonary disease. Kazakhstan returned to a policy of moderate tax increases in 2015-2019. The reduction in tobacco affordability in 2015 was caused not only by the excise increase but also by the tobacco industry pricing policy and a decline in real incomes. Tobacco consumption in Kazakhstan decreased in 2015, but the revenue increase was smaller than expected. A moderate excise rise in 2016- 2018 could not ensure a substantial reduction in tobacco affordability, and annual tobacco sales did not change much. The country experience shows that a policy of moderate (below 30 percent annually) excise increases cannot ensure either tobacco consumption reductions or substantial revenue increases. The planned annual cigarette excise increase for 2020-2021, however, is only 12-14 percent. In recent years, electronic cigarettes and heated tobacco appeared in the Kazakhstan market. The key consumers of such products are young adults, who follow modern trends, rather than dependent smokers looking for an effective means to quit. Heated tobacco products and liquids for electronic cigarettes will be taxed by excise from 2020, but the excise rates are very low and should be substantially increased. Kazakhstan has great potential to increase its excise rates for all kinds of tobacco products to contribute to health objectives by means of reducing tobacco consumption. Even though the principles of the SGBP contain elements of international good practice, the SGBP has hardly changed since it was stablished. At the same time, many changes have taken place within and outside the health system, exerting mounting pressure for the SGBP to adapt to the new disease burden and meet population's expectations within the context of budget constraints. The current paper provides a critical assessment of the Kyrgyz Republic's basic health benefit package. It reveals several issues in the actual benefits delivered to the population as opposed to the generous promise of the statutory package. Some important limitations include lack of clarity, persistent funding gap, large number of fee exemption categories given the resource constraints and at the same time lack of an effective mechanism to protect the poor. Most importantly, there is no systematic arrangement in place to ensure a regular evidence-based process of the benefit package revision. The paper proposes several measures that could guide the process of SGBP revision, considering the Kyrgyz context and building on international experiences. It is expected that information from the paper will be useful not only for the Kyrgyz stakeholders but also other countries in making the benefit package an effective instrument for achieving universal health coverage

    Abstract: This report seeks to support the larger jobs study by examining how investment in South Sudan's food sector can not only address food security needs, it can generate income and lay the foundation for livelihood and job creation in the country. It argues that applying a value chain lens to investments in the sector can contribute to creating direct, indirect, and induced labor in the food system. The goal is to move the country from a dependency on humanitarian aid to building recovery and resilience in the short term in a way that can produce stable jobs over the medium to long term. More specifically, it looks at the potential technology and organizational arrangements that investment programs can start supporting now to stimulate value chain development for increased economic activity and job creation. The assumption is that significant donor support will still be necessary for the short to medium term to support investments in reconstruction and food security. As security spreads, public sector capacity to support development can grow, private actors can establish or expand their operations, and the donor community can begin to disengage, addressing only the neediest communities while development organizations continue to work with the public and private sector actors to support development and economic transformation

    Abstract: Confronted with pervasive macroeconomic imbalances and microeconomic distortions, the Government of Egypt (GOE) started in 2016 to move forward with important reforms to stabilize the economy and restore confidence. At that time, Egypt was facing daunting economic and structural challenges, unsustainable fiscal and external imbalance and a deterring business environment. The severe foreign currency crunch that peaked in late 2016 motivated the GOE to introduce transformative economic reforms to alleviate the longstanding structural constraints to inclusive growth and macroeconomic stability. The flagship reforms of the economic program were (i) the liberalization of the exchange rate to eliminate the large currency overvaluation and foreign exchange shortages; (ii) a fiscal consolidation program that introduced a ale-added tax (VAT) and a gradual reduction in energy subsidies and the wage bill, and (iii) major energy sector terms to address power outages by public and private investment in generation and establish Egypt's potential as an oil and gas producer by reducing pricing distortions and arrears. These reforms were complemented by efforts to improve the business climate and attract private investment, starting with legislative reforms and the introduction of new laws on industrial licensing, investment, and insolvency. Macroeconomic indicators have reacted positively to the stabilization reforms. Most notable, economic growth has accelerated, the parallel market for foreign currency exchange has been contained, external deficits have narrowed, and international reserves have replenished. Public finances are progressing on a more sustainable path, with a frim containment of spending on price subsidies and a narrowing fiscal deficit. The improvement in macroeconomic conditions have also reflected positively on investors; perceptions, with credit rating agencies upgrading their ratings and outlook for Egypt

    Abstract: Over the last two decades, Moldova has achieved major development results: with average annual growth of 4.6 percent since 2000, poverty has decreased dramatically, and the growth has also benefitted more citizens: Inequality, as measured by the Gini Index, has declined from 36.4 in 2000 to 26.3 in 2016. Macroeconomic stability has been maintained despite the 2014 banking crisis, and monetary and the exchange rate policies have led to a declining inflation protecting the living standard of Moldova's citizens. The country has benefitted from its unique assets, such as a strategic European location and growing global integration. The authorities' focus on investment policy put the country on investors' map: commitment demonstrated in investment promotion and the level of service and attention that was given to investors led to attracting manufacturing FDI. They on the other hand helped reorient exports towards more technology-intensive products and allowed for a stronger contribution of exports to growth and employment generation. Moldova has also significantly reformed its business environment, ranking today 47th of the 190 countries measured on ease of doing business. There was also effort to improve the quality of human capital. The education system reform led to improvement of student learning outcomes in Moldova, as measured by the Program for International Students Assessment (PISA), although there are still major gaps in learning outcomes that need to be addressed. The preprimary enrollment rates increased substantially, and labor force participation rate increased to historical highs, albeit at 43 percent still comparatively low

    Abstract: This report summarizes the results of an Early Grade Reading Assessment (EGRA) conducted in Tuvalu from September 21 and October 27, 2016. With funding from the Global Partnership for Education, the World Bank and Education Technology for Development (Et4d) carried out the assessment in collaboration with the Tuvaluan Ministry of Education, Youth and Sports (MEYS). The overall purpose of the EGRA was to inform education policymakers of students' basic reading skills in years 1-3 of primary school and to identify factors that contribute to language development in Tuvalu. The findings are expected to assist policymakers with designing effective early grade reading interventions to improve school performance and literacy outcomes in Tuvalu. This activity is part of the Pacific Early Age and Readiness Program (PEARL), which was established to improve the school readiness and literacy outcomes of children throughout the Pacific region. The report is divided into six chapters beginning with this introductory section in chapter. Chapter two will discuss the TuEGRA survey design and implementation. Chapter three presents overall results of the reading assessment per sub-test, gender and year as well as a summary of the overall strengths and weaknesses responding to questions 1, 4 and 5. The correlation between oral reading fluency and comprehension (question 2) is discussed in chapter four. As there are no established standards for reading fluency, the report used 80 percent reading comprehension benchmark as the basis for determining fluency scores. Chapter five provides an analysis of student and teacher factors associated with improved reading outcomes, which corresponds with question 6 (6a, 6b, and 6c). Finally, the conclusions and policy recommendations to improve literacy outcomes are presented in chapter six

    Abstract: The state of Nagaland, with a population of two million, is situated in the North-East region of India. The state's topography is hilly with very poor roads and connectivity. The state has 11 districts, 52 blocks, and 1,500 villages. In 2014-15, per capita net state domestic product was estimated at USD 1,172 (INR 78,526), slightly lower than the national figure of USD 1,297 (INR 86,879). However, the socioeconomic distribution in Nagaland is more equitable than the national pattern, in 2012-13, an estimated 19 percent of the population lived below the official poverty line in the state, lower than the national average of 22 percent. Tribal communities make up almost 90 percent of Nagaland's population. The Nagaland Department of Health and Family Welfare (DoHFW) requested technical support for better understanding nutrition determinants and developing strategies that could be implemented at the community level with the support of the Nagaland Health Project. The objectives are to better understand the barriers to improved nutrition and health in Nagaland and to help the state government to develop strategies to address these issues. This involves analytical work (involving both primary and secondary data analysis) to identify gaps and bottlenecks, informing the development of contextually-appropriate and feasible strategies. Technical assistance focuses on supporting the state government in the design of strategies based on the findings of the analytical work. The development objectives of this advisory services and analytics (ASA) activity are: (i) to improve knowledge about the determinants of malnutrition in North East India; (ii) to identify gaps in maternal and child health and nutrition services for disadvantaged communities; and (iii) to support development of cross-sectoral strategies to combat malnutrition at the community level

    Abstract: Pakistan is facing yet another balance of payment crisis. Authorities have taken some corrective measures and negotiated a 39-month stabilization program with the International Monetary Fund (IMF). Nonetheless, inflationary pressures increased during FY19. Current account deficit narrowed as imports declined, however, exports performance remained weak. Despite the adjustment measures fiscal pressure persist due to high debt servicing and defense expenditures. Debt level is in breach of Fiscal Responsibility and Debt Limitation Act (FRDLA). The growth is projected to decelerate further in FY20, as the government tightens fiscal and monetary policy. This report highlights the importance of tackling the structural challenges which are hampering growth and investments. The report emphasizes that the failure to address these structural challenges, in parallel to addressing the macroeconomic imbalances, just means that the next crisis is another 4 to 5 years away

    Abstract: Prudent economic policies, combined with the enabling conditions created by a high endowment of water, have transformed Vietnam from a low income to a middle-income country within two decades. Though growth has produced vast benefits, it has also placed unrelenting pressures on water resources, which in turn lead to economic stresses. This report assesses how secure Vietnam's water resources are and its economic implications and focuses on reducing the threats of 'too little, too much, and too dirty.' Specifically, the report focuses on increasing water productivity in irrigated agriculture, water security and services for settlements, and on how Vietnam manages water quality and pollution issues, as well as climate change adaptation, disaster risks, and risks from infrastructure gaps and vulnerabilities. Recognizing that water governance is fundamental in addressing Vietnam's water challenges, this report analyzes the current governance of the water sector to inform the development of strategies, provide an integrated view of challenges, and identify the most fundamental shifts needed to achieve national water security. Going forward, greater emphasis will have to be given to policy enforcement and to the incentives needed to assure greater compliance.     Abstract: Core to an effective financial consumer protection framework is an accessible and efficient recourse mechanism that allows consumers both to know and to assert their rights to have their complaints addressed and resolved in a transparent and just way within a reasonable timeframe. Complaints handling mechanisms are especially important for low-income and vulnerable financial consumers, to whom timely and effective recourse processes can have a decisive influence over their trust in their financial service provider (FSP) and in the financial sector in general. Increased trust contributes to consumers' uptake and sustained usage of financial services and, consequently, their economic livelihoods. Financial consumer complaints handling mechanisms comprise two stages: complaints that are handled by FSPs, generally referred to as internal dispute resolution (IDR); and complaints that, if not satisfactorily resolved, are handled by an alternative, out-of-court process, generally referred to as external dispute resolution (EDR). There are several international sources of principles applicable to complaints handling and resolution processes and procedures to be established by FSPs. Drawing from the World Bank's Good Practices for Financial Consumer Protection, the work of international bodies, such as the Group of Twenty (G20)/Organisation for Economic Co-operation and Development (OECD) Task Force on Financial Consumer Protection, as well as selected country experiences this Technical Note highlights considerations that aim to provide a methodological guidance for regulators and FSPs when developing and implementing IDR frameworks to ensure they are consistent with international good practices. This public expenditure review (PER) is the sixth in a series focusing on local government service delivery, state-owned enterprises and parastatals, education, social protection, and cross-cutting issues. The PERs are intended to support the Government of Zimbabwe in improving its fiscal management. Agriculture plays a critical role in Zimbabwe's economy. About two thirds of Zimbabweans work in agriculture and many Zimbabweans, directly or indirectly, depend on it. Public spending on agriculture needs to be understood against the backdrop of Zimbabwe's history of land reform. Between 2011 and 2015, spending on agriculture had been broadly comparable to other countries. Government introduced the new program, command agriculture, in 2016-17 in order to reverse decline in agricultural production. Sustainable agricultural spending cannot be separated from structural reforms to raise agricultural productivity and rebuilding of macroeconomic resilience. Some steps to rebuild resilience have already been undertaken in 2019, but the fiscal cost of agriculture has proven difficult to contain

    Abstract: The updated DSA suggests that the external risk of debt distress for Vanuatu remains moderate with limited space to absorb shocks. All external debt indicators remain below the relevant indicative thresholds under the baseline scenario, incorporating the average long-term effects of natural disasters on growth and the fiscal and current account balances. A tailored natural disaster shock, reflecting Vanuatu's vulnerability to disasters, would cause the present value (PV) of public and publicly guaranteed (PPG) external debt-to-GDP ratio to breach the threshold from 2024 onwards. The overall risk of debt distress is assessed as moderate. Although the PV of the public-debt-to-GDP ratio remains below the 55 percent benchmark under the baseline scenario, the public-debt-to-GDP ratio would breach the authorities' debt ceiling of 60 percent by 2025. Moreover, a tailored natural disaster shock would lead to a significant deterioration in debt sustainability, breaching the benchmark. The breach of the authorities' debt ceiling and of the benchmark indicates the need for rebuilding fiscal buffers and enhancing resilience against shocks, including from natural disasters. This requires both stronger revenue mobilization measures, including an introduction of the proposed income taxes, and expenditure rationalization in the medium term. When contracting new public infrastructure projects, the authorities are encouraged to seek grants or concessional loans as much as possible to contain its debt burden

    Abstract: Guinea is at moderate risk of external debt distress with some space to absorb shocks. All external debt burden indicators under the baseline scenario lie below their policy-dependent thresholds. Stress tests suggest that debt vulnerabilities will increase if adverse shocks materialize. Under the most extreme stress tests, all solvency and liquidity indicators breach their thresholds for prolonged periods. The overall risk of public debt distress is also assessed to be moderate, with the application of judgement regarding a brief and marginal breach for the PV of total public debt to GDP ratio over 2019-20, reflecting the one-off impact of the recapitalization of the central bank. Guinea's external and public debt position at end-2018 improved compared to the December 2018 DSA, owing to upward revisions of growth estimates in 2016-17, lower-than-anticipated external loan disbursements in 2018, and a stable exchange rate in 2018. A prudent external borrowing strategy aimed at maximizing the concessionally of new debt, limiting non-concessional loans to programmed amounts and strengthening debt management will be key to preserving medium-term debt sustainability

    Abstract: Nepal's risk of external debt distress remains low. Under the revised IMF/World Bank Debt Sustainability Analysis Framework for Low Income Countries (LIC-DSF), all debt and debt service ratios are projected to remain below relevant indicative threshold values. Following a prolonged decline, to 25 percent of GDP in mid-2015, the sum of external and domestic public debt rose to 30 percent of GDP in mid-2018. A further rise in total public debt is projected, to about 35 percent of GDP in the medium term and about 48 percent of GDP in the long term, owing to continuing fiscal and current account deficits, as the authorities implement fiscal federalism and aim to put the economy on a higher growth path. Stress tests suggest that debt burden indicators are vulnerable to growth/exports shocks and natural disasters. This underscores the importance of implementing sound macro-economic policies. Efforts to improve the business climate and competitiveness through high-quality public investment and structural reforms would support growth and expand foreign exchange income streams

    Abstract: An updated debt sustainability analysis (DSA) is prepared using the revised Low-income Countries Debt Sustainability Framework (LIC DSF) to assess Zambia's current debt situation. Debt burden indicators have deteriorated considerably since the October 2017 DSA mainly on account of large fiscal deficits as the authorities made use of available financing to boost infrastructure spending, weaker growth and exchange rate, and a worsened external environment (terms of trade and financial conditions). Rising debt service costs (both externally and domestically) and a large pipeline of contracted and to-be-disbursed loans place Zambia's public debt on an unsustainable path under current policies while budget expenditure arrears have risen. Zambia's debt-carrying capacity has also weakened with its FX reserves' import coverage declining from 4.7 months in 2015 to 1.7 months in May 2019. All four external debt burden indicators breach their indicative thresholds, three of them by large margins and throughout the medium-term under the baseline scenario. Total public debt is projected to increase somewhatin the near-term as, under unchanged policies, fiscal deficits remain large, before gradually declining as large debt-financed public projects are completed and forced fiscal adjustment occurs given financing constraints. As a frontier market, Zambia's high gross financing needs (peaking at 19 percent of GDP over the next three years), combined with wide EMBI spreads (1,575 basis points on June 11, 2019) and high domestic borrowing costs, expose it to significant market-financing risks. Despite the challenging fiscal situation, Zambia has remained current on all its debt obligations both domestic and external, and has not experienced a debt distress event. The authorities remain committed to prioritizing debt service payments and have identified resources to continue meeting debt obligations in the near-term. However, staff assess the risk of external and overall public debt distress for Zambia as very high at this juncture, and that a large upfront and sustained fiscal adjustment is essential to begin reducing debt vulnerabilities

    Abstract: This is an assessment of the Securities and Exchange Commission of Thailand (SEC) and, secondarily, of certain self-regulatory organizations (SRO) that participate in the regulation of the capital markets of Thailand. This assessment was conducted in February, 2019 as part of the Financial Sector Assessment Program (FSAP) conducted jointly by the International Monetary Fund (IMF) and the World Bank. The financial sector of Thailand shows strong growth and is dominated by banks, which are a major force in other components of the financial sector through separately licensed subsidiaries. The financial system's assets are equal to 259 percent of GDP (February 2018), with Thailand's 30 commercial banks (including 15 foreign branches or subsidiaries) holding 46 percent of financial sector assets and eight specialized (state-owned) financial institutions (SFIs) holding 15 percent. The three largest commercial banks account for 46 percent of banking sector assets, lower than that of its peer comparators. Banking sector growth, however, has been stagnant, growing to 156 percent of GDP (2018) from 153 percent (2012). Other segments of the financial sector have experienced higher growth in recent years. The market capitalization of the SET has grown to 104 percent of GDP (up from 67 percent of GDP in 2005, and from 37 percent of GDP in 2008). Insurance sector assets have grown from 10 percent of GDP in 2006 to over 22 percent of GDP in 2016

    Abstract: Malaysia's economy is continuing to see growth, but the pace of expansion has moderated. Growth slowed to 4.4 percent in Q3 2019, as subdued global conditions and heightened uncertainty continued to weigh on the economy. Investment and trade activity was softer than expected during the quarter, and indicators suggest overall business sentiment remains muted. In 2020, Malaysia's economy is projected to expand at a relatively moderate pace, amid continued uncertainty and external headwinds. The GDP growth rate is projected to reach 4.5 percent in 2020. Investment is expected to improve but remain subdued over the near term, with both the public and private sectors adopting a cautious stance towards capital spending. Similarly, the softness in export growth is likely to persist into next year, mirroring the continuing subdued global growth. Short-term policies should focus on measures to boost resilience and protect the vulnerable. Federal debt has increased, and government revenue as a share of GDP is expected to decline further next year. In the context of a more uncertain economic environment, it is vital for Malaysia to preserve fiscal space to enable it to mitigate the impact of any negative shocks to the economy. Increased progressivity in the personal income tax framework and an expansion of current tax measures could enable the government to both increase revenues and improve redistribution. Malaysia's weakening trade and investment activity, amid challenging external conditions, underscores the need to improve private sector confidence and strengthen investment competitiveness. With sluggish global demand and increased protectionist tendencies among the majoreconomies, a sustained commitment to deepening regional integration and addressing trade barriers is vital to preserve a vibrant trading environment and build investors' confidence. It is also important to strengthen Malaysia's competitiveness in attracting quality investments and to maximize the gains from tax expenditures with better targeting of investments towards economic upgrading, high-value job creation and inclusive growth

    Abstract: With Malawi's economic growth recovering and single digit inflation, the Government has a keyopportunity to rein in fiscal deficits and reduce domestic debt. If it can better control domestic debt levels, the Government could increasingly move towards creating the conditions for the privatesector to increase investment, which can drive growth and job creation. To support this, the Government needs to develop a track record of achieving sustainable fiscal deficits in order to contain and reverse the escalating domestic debt burden, to contain interest rates and avoidcrowding out private sector investment, and to increase public investment. Malawi's economy is projected to grow by 4.4 percent in 2019, up from 3.5 percent in 2018. Agricultural activity rebounded in 2019 due to favorable weather conditions, which offset the negative effects from Tropical Cyclone Idai in parts of the southern region of the country. Crop production was generally strong, particularly in the case of maize, with production increasing by 25.7 percent. This supported overall economic growth, despite a decline in tobacco production. However, the ongoing political impasse, with widescale demonstrations that have continued since May 2019, has constrained business activity and increased uncertainty, weighing on investment. The Government missed the revised fiscal deficit target in FY2018/19. The fiscal deficit increased to 6.5 percent of GDP, higher than the revised target of 5.8 percent. The impact of election-related expenses,increased interest payments and costs associated with the disaster response pushed recurrentexpenditure beyond targeted levels by 1 percent of GDP. This was partially offset by under-execution of development expenditure, which was not enough to keep the fiscal deficit to 5.8 percent of GDP. Poor revenue performance, which was lower by 0.5 percent of GDP, compounded the problem
