    Abstract: L’année 1999 marque le 25ème anniversaire du programme d’aide publique de l’Irlande « Irish Aid ». Ces cinq dernières années, le volume de l’aide publique au développement (APD) de l’Irlande a progressé en moyenne de 20 pour cent par an en termes réels, soit plus rapidement que celui de n'importe quel autre Membre du Comité d’aide au développement (CAD) de l’OCDE. Selon les données préliminaires dont on dispose, l’aide de l’Irlande a atteint 0.30 pour cent du PNB en 1998, ce qui représente près du double de son niveau de 1992, et devrait atteindre 0.35 pour cent en 1999. Après six ans de croissance remarquable en volume et d’amélioration de la qualité de l’aide, l’essentiel de la hausse intervenue en 1999 a été destiné à des mesures d’allégement de la dette, aux contributions à l’Union européenne, à des opérations humanitaires d’urgence et au soutien aux réfugiés en Irlande et non au financement des programmes de développement à long terme administrés par le ministère des Affaires étrangères. Toutefois, la volonté politique qu’a exprimée le ministre des Finances en faveur de l’aide permettra d’assurer une augmentation de l’enveloppe budgétaire consacrée à la partie du programme dont s’occupe le ministère des Affaires étrangères en 2000 et 2001. Le programme d’aide irlandais se heurte à deux difficultés : comment assurer au mieux son expansion et comment gérer au mieux cette expansion ? C’est à l’évidence à l’Irlande qu’il appartient de résoudre ces difficultés, mais le Comité d’aide au développement peut mobiliser son expérience collective pour aider l’Irlande à y réfléchir. Un point de départ, tiré de l’expérience d’autres pays, est que l’Irlande doit conserver et même renforcer le ciblage de son programme, qui est à l’heure actuelle l’un de ses points forts. Les examens en matière de coopération pour le développement prévus pour l’an 2000 porteront sur les Membres suivants du CAD : France, Nouvelle-Zélande, Italie, Suède, Suisse et Portugal.

Currently, some 35 million persons are unemployed across the area and many others are so discouraged that they are not even looking for a job. There is also increasing concern about precarious jobs and in-work poverty in some countries. The OECD Jobs Strategy was launched five years ago in response to these problems. And it works: the available empirical evidence shows that its continued and comprehensive implementation leads to durably lower unemployment and higher employment. What lies behind the disparities in levels and trends of unemployment rates across countries? Why have some countries outperformed others in terms of successfully cutting unemployment? Why do some groups in society - the young, older workers, the low-skilled - have difficulty finding and keeping rewarding jobs in many countries? Should the rise in temporary and part-time jobs be welcomed or resisted? This publication reviews these issues in light of countries’ experience in implementing The OECD Jobs Strategy. It puts the spotlight on groups at the margin of the labour market, and looks at the policies required to better integrate them.

    Abstract: Over one million people world-wide have benefited from successful tissue and organ transplants and survival rates have dramatically improved. But transplantation has become a victim of its own success. The demand for human organs can no longer be met and deaths of persons on waiting lists have more than doubled since 1988. A number of alternatives have been proposed to fill the gap between the supply and demand of organs and the past few years have seen the development of various approaches derived from recent advances in biotechnology. Among these technologies is xenotransplantation - the transplantation of viable cells, tissues and organs from one animal species to another. Xenotransplantation of cells and tissues has been approved for clinical trials in a number of OECD countries. However, opinions about the risks from these early procedures and whether to proceed any further vary. At the New York 1998 Workshop on "International issues in transplantation biotechnology including the use of non-human cells, tissues and organs", world leaders in the field reported on the state of the art and unmet needs in transplantation, addressing in particular the potential, the risks, the ethics and socio-economic impacts of xenotransplantation. Based on presentations, transcripts of round-table discussions and comments raised at the workshop, this book provides an overview of the field and of current regulatory frameworks and addresses the most pressing international policy considerations on xenotransplantation.

    Abstract: To further benefit from trade liberalisation, developed and developing countries must get their policies right, in trade and other spheres, such as the web of domestic regulations that affect commerce within and between countries. In the run-up to the November 1999 WTO Ministerial in Seattle, Washington, and a possible new round of multilateral trade negotiations, a Conference on trade and competition was held on 29-30 June 1999 at the OECD to explore the various options towards better coherence between trade and competition policies. This Conference provided OECD countries and 30 non-member countries, academics and representatives of business, trade unions and advocacy groups a unique opportunity to discuss ways to strengthen trade and competition policies in the interests of more open global markets. They examined the effects of trade measures on competition. They also debated whether private anticompetitive practices, and certain domestic regulations, point to the need for multilateral trade and competition rules. This publication summarises those discussions and includes keynote addresses by Sir Leon Brittan and U.S. Assistant Attorney General for Antitrust Joel Klein, as well as an issues paper drafted by the OECD Secretariat to serve as a background note for the Conference.

    Abstract: The once booming dynamic economies in Asia were drawn into a whirlpool of business failures and economic devastation following the flotation of the Thai baht in July 1997, and the consequent collapse of asset prices and currency depreciations in several East Asian countries. High growth in these emerging market economies had masked important structural weaknesses that eventually triggered the economic slump now referred to as the Asia Crisis. To address the structural measures needed to restore sustained economic growth and stability in the crisis-affected countries, this book brings forth analyses and recommendations on the crisis from internationally respected economists and policy makers and the OECD. Overall, experts conclude that, to deal with the crisis and alleviate social distress, structural reforms of government, business and the financial sector must be undertaken rapidly. Such reforms must be established with a long-term view to protect these and other countries from future crises. Economic recovery in Asia is a high priority for the OECD. As an international organisation with experience across a broad range of structural issues, it is a unique forum for the exchange of views on national experiences with policy reforms and possible improvements in the functioning of financial markets. In November 1998, the OECD's Centre for Co-operation with Non-Members (CCNM) held the symposium that led to this publication. Experts from OECD Member and non-member economies attended the symposium. This publication assembles their contributions and provides insight into the possible role of the OECD in promoting economic recovery in the region.

    Abstract: The Dutch experience in regulatory reform has vital lessons about the modernisation of the European welfare state and its integration into the European single market. Regulatory reform is the most recent element in the reshaping of the Dutch model. Following reforms to labour markets and the social welfare system in the 1980s, Dutch governments in the 1990s have sought a "new balance between protection and dynamism" based on competition policy, regulatory reform, and market openness. Today, the Netherlands ranks among the top OECD countries by many measures of economic performance, including employment growth. Though still in its early phases, regulatory reform has already produced major gains for the Netherlands in terms of competitiveness, flexibility, and consumer benefits. Yet major challenges are still to be faced. Some important reforms have been slow, indicating that the balance between domestic consensus-building and policy responsiveness is still being adjusted in the modern Dutch model. Further reforms in many areas will bring important gains in boosting the employment rate, improving sectoral performance, and providing social protection at lower cost. The Netherlands is one of the first OECD countries to request a broad review by the OECD of its national regulatory practices and domestic regulatory reforms. This report -- the result of intensive assessment by the OECD and review by its Member countries -- is unique in that it presents an integrated assessment of regulatory reform in framework areas such as the macroeconomic context, the quality of the public sector, competition policy and enforcement, and integration of market openness principles in regulatory processes, and in sectors such as electricity and telecommunications. The policy recommendations present a balanced plan of action for both short and longer-term based on best international regulatory practices.

Le Danemark mène, depuis 1996, une politique de « multilatéralisme actif » afin que soit pris en considération son souci d'amélioration du ciblage et de l'efficacité des programmes multilatéraux. Il n'est toutefois pas évident que cette démarche ait vraiment contribué à produire les résultats escomptés, car elle s'apparente encore davantage à de l'unilatéralisme qu'à une entreprise commune. Le Danemark fournit depuis longtemps un bel exemple des avantages qu'on peut retirer de l'intégration du système d'aide aux autres aspects des relations extérieures. Dans le cas de ce pays, cette intégration a contribué à la fois à la cohérence des relations avec les pays en développement et au professionnalisme du programme d'aide, lesquels sont encore renforcés par une décentralisation effective des responsabilités aux ambassades danoises dans les pays du programme. Grâce à cette approche intégrée, les services responsables de l'aide danoise au développement (Danida) ont pu entreprendre, depuis 1994, d'abandonner l'aide-projet au profit d'une aide-programme sectorielle (APS), en synergie avec la stratégie de partenariat préconisée par le CAD. Cette démarche implique un renforcement des activités de coordination, à la fois entre donneurs et avec les pays partenaires, auquel le Danemark est tout à fait favorable. En 1999, la politique de coopération pour le développement des pays du CAD suivants sera examinée : Australie, Autriche, Danemark, Irlande, Japon et Norvège.

    Abstract: Japan is the leader in volume among DAC donors, but it ranks 19th out of 21 bilateral Members in terms of ODA as a percentage of GNP. Compared to other Members, its aid programme has a higher proportion of loans, with preference towards Asia and lower middle-income countries, and a heavy emphasis on assistance for economic infrastructure as opposed to the social sectors. Japan is making major efforts to improve its aid programme through an administrative reform, piloting the new international development strategy, a country-focused approach, and a push towards increased quality, transparency, and efficiency. The DAC encourages these developments and recommends that Japan should: - strengthen staffing and decentralisation; - enhance NGO involvement; - mainstream cross-cutting issues such as poverty, gender, and governance; - design and evaluate projects with a view towards cost-efficiency, sustainability, technological appropriateness, and socio-economic impact; - and ensure policy dialogue with recipient countries.

Le CAD se félicite de cette évolution tout en recommandant au Japon de s’employer également à : - renforcer les effectifs affectés au programme d’aide et décentraliser l’administration de ce dernier ; - associer davantage les ONG à l’action engagée ; - se préoccuper plus systématiquement des problèmes transversaux tels que la lutte contre la pauvreté, l’égalité homme-femme et la bonne gestion des affaires publiques ; - tenir compte dans la conception et l’évaluation des projets des questions d’efficacité par rapport au coût, de viabilité et d’adéquation technologique ainsi que des retombées socio-économiques ; - resserrer le dialogue avec les pays bénéficiaires. Des examens en matière de coopération pour le développement sont prévus pour l’an 2000 pour les Membres suivants du CAD : France, Nouvelle-Zélande, Italie, Suède, Suisse et Portugal.

Bien qu'encore à ses débuts, la réforme de la réglementation a déjà apporté des avantages considérables aux Pays-Bas, en termes de compétitivité, de flexibilité, ou de bénéfices pour les consommateurs. La lenteur de certaines réformes importantes indique que le modèle néerlandais est encore en train de chercher l'équilibre entre l'établissement d'un consensus et l'ajustement des politiques. De l'application de la réforme à de nombreux nouveaux domaines découleront des gains aussi importants qu'un net progrès du taux d'emploi, une amélioration des performances sectorielles, et une réduction des coûts de la protection sociale. Les Pays-Bas sont un des premiers pays à avoir demander à l'OCDE de procéder à un examen général de ses pratiques réglementaires et des réformes de la réglementation menées à l'échelon national. Cet ouvrage est le fruit de l'évaluation approfondie menée par l'OCDE et d'un examen par ses pays Membres. Did a band of speculators and money-changers pull the rug out from under the Thai, Malaysian, Philippine, Indonesian and Korean economies, thereby trashing the Asian Miracle? Or were more profound, longer-term pressures building in these economies which finally boiled over in 1997? In this book, the OECD explodes the myth of conspiracy and evil design, showing that well-intentioned and previously successful economic policies put the Asian economies at risk. Generous support for heavy and high-tech industries created "turnkey" companies with an excessive reliance on imported technology and inputs. In many cases, the success of these industries came at the expense of small and medium-sized enterprises, and more generally of the ability to foresee and respond to the need for adjustment. There were also detrimental effects as traditionally strong parts of these economies lost their competitive edge due to limitations in technological linkages coupled with upward pressures on wage costs and appreciating exchange rates. The book shows that the Asian breakdown had far-reaching structural global implications extending beyond the financial sphere. In examining the policy implications, the OECD argues that far-reaching industrial reforms are needed to accompany the measures being taken to address the financial aspects of the crisis. Learning the lessons from these reforms will reduce the risk of similar crashes in the future.

Policy discussions in this area should preferably be supported by internationally comparable statistical information on fiscal relations between levels of government, both in the areas of taxation and spending. The annual OECD Revenue Statistics publication reports tax revenues by sub-sector of general government. However, it does not indicate the degree of control state and local governments exercise over their tax revenues. Because such data are not available on an internationally comparable level from other sources, the OECD has developed a framework to assess and analyze the degree of control that sub-central governments have over their taxes. Results shown in this book serve to illustrate the great variety in tax autonomy at the level of sub-central government. This volume contains a description of fiscal relations in most of the nineteen countries concerned and it provides a set of detailed tables for each country, with revenues split by 1) level of sub-central government; 2) OECD classification of taxes; and 3) category of tax autonomy, following the framework developed by the Working Party on Tax Policy Analysis and Tax Statistics.

    Abstract: For many universities and other higher education providers, internationalisation is becoming an integral aspect of their teaching, research and public service roles. And institutions are increasingly operating in a global market in which quality assurance and assessment are particularly important and sensitive issues. This book discusses some of the challenges of ensuring quality in internationalisation, and provides a framework to assist institutions in designing and reviewing their own strategies and policies. Analysis of the evolving policy environment is contributed by internationally recognised experts; and case studies from Australia, Finland, Kenya, Mexico, Poland and the United States are included.     Abstract: Foreign direct investment (FDI) is one of the driving forces binding countries into closer economic interdependence. The rapid increase in FDI flows has generated considerable debate about its environmental implications, in particular the impacts on environmental quality in the investment host country. A broader issue is the role of FDI in promoting sustainable development. To date, much of the debate has been polemical in nature.     Abstract: Following recent disarmament agreements, the Russian Federation and the USA have declared part of their stockpiles of weapons-grade plutonium as a surplus to their national defense needs. This material needs to be disposed of, and one of the suggested means of doing so is burning it in existing reactors and transforming the material into spent fuel. The experience in these two countries with mixed oxide fuel (MOX) is either dated or scarce. Several European countries and Japan, however, have acquired much experience in using MOX fuel in reactors which was shared at this important workshop. This publication presents the workshop results which reviewed existing technical information from the civil nuclear power programmes that are beneficial to weapons-grade plutonium disposition. It also proposes concrete actions that could help expedite this process in the near future.

    Abstract: The OECD Development Assistance Committee's 1999 review of Finlands development aid programmes and policies. It finds that following a steep decline in its development co-operation programme in the early 1990s Finland is engaged in redesigning and building up its aid programme. The Cabinet Decision-in-principle of September 1996 is now the main point of reference for Finnish development co-operation. It includes a firm target of 0.4 per cent by the year 2000 for the ratio of Finland's official development assistance to the gross national product (the ODA/GNP ratio), the integration of development co-operation into a coherent foreign policy framework and the reorganisation of the aid administration within the Ministry for Foreign Affairs. At the DAC review of Finland's aid policies and programmes on 16 October 1998 the Committee commended both the partnership orientation of Finland's policies, as set out in the Decision-in-principle, and the growing volume of Finnish aid, a welcome reversal of the situation at the time of the last DAC Peer Review of Finland in 1995, when aid volume was in a deep decline. This Review addresses several other key issues: Finland's long-term partnerships with primary orientation countries; the flexibility concept, included in the Decision-in-principle; the need for clear sectoral and cross-cutting policy guidance; field management and delegation to the field; and the revised screening process for project and policy proposals that is part of the quality control system of Finnish aid.

    Abstract: Environmental permits have played a major role in improving industry's environmental performance across the last few decades. Because they adopt a precautionary approach during the setting of environmental requirements, permitting strategies have also favoured pollution prevention. However, current permitting systems will have to adapt to address growing pressures on the environment. How are OECD countries currently meeting this challenge? What are the main features of the laws, regulations, policies and practices governing the negotiation and delivery of industrial permits in OECD countries? This publication's three volumes give new insights into these questions. Volume 1 contains a policy study entitled Environmental Requirements for Industrial Permitting: Approaches and Instruments. This report is the first comprehensive review of permitting practices for industry in OECD Member countries. It explores the principles behind environmental permits and identifies major trends in their use. In particular, the report examines how technology-based requirements and environmental quality objectives are used together to develop permit conditions. Results are also presented from four sectoral case studies of the iron and steel, metal finishing, pulp and paper, and oil refining industry . Volume 2 contains the proceedings of an unprecedented OECD workshop on "Environmental Permitting of Industrial Facilities". This international workshop brought together nearly 100 government experts, regulators, permit writers, industry permit holders and other private sector representatives from OECD Member and Observer countries in Europe, North America and the Asia-Pacific region. Considering the wide range of policies, practices and viewpoints discussed, the workshop represented a significant step toward a mutual international understanding of the strengths and weaknesses of current environmental permitting systems. Volume 3 provides a valuable reference guide on regulatory approaches to environmental permitting in OECD countries. It presents the main features of the laws, regulations, policies and practices governing the negotiation and delivery of industrial permits in eighteen OECD Member countries, the European Union and other international organisations.

    Abstract: As the 20th century draws to a close, powerful forces of change are converging that could set the stage for a long, sustained economic boom in the next few decades -- the transition to a knowledge-based society with its potentially huge productivity gains; the emergence of more deeply integrated, global markets for goods, services, capital and technology; and a fast-growing environmental awareness that could greatly accelerate the shift to new, less resource-intensive production and consumption patterns. The result could be several decades of above-average economic growth, substantial increases in income and wealth, and significant improvements in well-being across the world. But what will it take to unleash these dynamic forces? Not only will it call for a range of initiatives to establish the rules and frameworks for guiding the transition to a sustainable global knowledge economy, but above all, it will require exceptional efforts among decision makers in government, business and society at large to encourage continuous innovation, creativity and high levels of investment, and to promote bold new approaches to closer international co-operation and institution building. Inevitably some countries will benefit more than others, but a long boom with all its wealth creating capacity would offer a unique opportunity to reverse the trends of the last decades towards deepening inequality and exclusion.     Abstract: This seminar, which took place on 2-3 October 1997 at the Josefow Conference Centre near Warsaw, set out to define the role and place of communication in the field of road safety, examine the different strategies of communication and identify their limits. The seminar was attended by 130 experts from 23 countries with ECMT membership or observer status. The discussions established that communication is an essential element of a global road safety policy in that it aims to inform, alert, educate, convince and ultimately alter people’s attitudes and behaviour. The resources employed and the channels of communication used can differ from country to country, depending on the topic addressed, the national culture and the goals to be achieved. Communication cannot be an end in itself, however: it can only be the complement of other measures. It must have a time frame within which the objectives set have to be attained. Evaluation of communication effectiveness is likewise essential.

    Abstract: Preventing hardship among those with few or no resources is no easy task. Today, institutions whose goal is to help those at the margins seek to integrate and encourage them in order to avoid social exclusion. How can social assistance best balance the adequacy of benefits with financial incentives to work? What policy measures are essential to promote independence and reduce (intergenerational) welfare dependence? What can be done to promote individual responsibility in societies where taxpayers and voters are explicitly regarded as major stakeholders in social policy? These are some of the most pressing social issues this book addresses by comparing social assistance policies in four Canadian provinces -- Alberta, New Brunswick, Ontario and Saskatchewan -- and four Swiss cantons -- Graubünden, Ticino, Vaud and Zürich. In Switzerland, few people were forced to rely on social assistance until unemployment rose sharply at the beginning of the 1990s. The authorities are now struggling with how to promote social inclusion by keeping benefit levels high whilst at the same time improving measures designed to get benefit recipients back into work. In Canada, all provinces have stressed the role of work as the best way of avoiding benefit dependency, and some provinces have also cut benefit levels and restricted access to benefits. The success of Canada in reducing social assistance benefit dependency stands out in an area of social protection where across the developed world there are remarkably few such successes.     Abstract: Integrity is a fundamental pre-condition for governments seeking to provide a trustworthy and effective framework for the economic and social life of their citizens. The cost of corruption to governments is increasingly well known and documented. It is now widely recognised that countering corruption and promoting public integrity are critical for sustained economic development. Corruption, however, is not a cause but a consequence: as much the result of systemic failure as individual dishonesty. Preventing corruption is as complex as the phenomenon of corruption itself and a combination of interrelated mechanisms, including sound ethics management systems, specific prevention techniques and effective law and law enforcement, are needed for success. It is therefore invaluable, in taking action against corruption, to have an understanding of the relevant legal, civil service and management systems employed by a range of countries to counter corruption. This book surveys the measures that 15 OECD countries are currently using to protect their domestic public institutions against corruption. It is a companion to Ethics in the Public Service: Current Issues and Practice, OECD 1996.

Grâce aux initiatives prises dans cette optique, le Mexique amorce un tournant majeur caractérisé par une plus grande adaptation à la mondialisation de l'économie et au pluralisme croissant du système mexicain. A terme, le Mexique tirera ainsi mieux parti de ses ressources naturelles et humaines, il réduira les inégalités tout en en accroissant les opportunités sur l'ensemble de son territoire.

Cette étude examine les avantages et les enjeux de la libéralisation des échanges et de l'investissement pour le développement, en s'appuyant sur les expériences menées par des économies de différentes régions du monde. L'expérience montre que l'ouverture des marchés et de l'investissement a été bénéfique lorsqu'elle s'est accompagnée d'un ensemble cohérent de mesures macroéconomiques et structurelles conçues pour stimuler la croissance, d'un renforcement des capacités, d'une politique sociale appropriée, et d'une bonne gestion des affaires publiques. Qui plus est, des pays comme la Corée ou le Mexique, qui ont opposé à la crise économique la libéralisation et les réformes structurelles, en ont tiré des résultats positifs. Un nouveau cycle de négociations commerciales multilatérales est donc d'un intérêt vital pour tous les pays -- développés, en développement ou en transition -- pour préparer l'économie mondiale du XXIe siècle. L’excellente performance de ce secteur tient à de nombreux facteurs : l'évolution générale de l’économie vers les services, la montée des économies fondées sur le savoir, le besoin d'une plus grande flexibilité au sein des entreprises, la spécialisation et la division accrue du travail dans de nombreux secteurs, le recours des entreprises bien établies à la sous-traitance et la tendance à privilégier les petites unités de production et entreprises. Les pouvoirs publics peuvent influencer la demande de services aux entreprises en favorisant les investissements incorporels du secteur privé dans la R-D, dans la formation et l'éducation et dans l'organisation de l'entreprise, et en soutenant l’offre de ces services à travers toute une série d’organismes intermédiaires.     Abstract: Environmental activities in uranium mining and milling are becoming increasingly important owing to: - the stricter requirements for new facilities being imposed by many countries in the form of environmental clearance approvals; - the large number of uranium production facilities which have been taken out of operation recently; - and, the restoration and reclamation measures that are being considered for many old sites which have been closed permanently. This book provides an overview of environmental activities related to uranium production based on survey responses from 29 countries. It discusses environmental and safety activities related to the closure and remediation of formerly utilised sites; the operation, monitoring and control of producing sites; and the planning, licensing and authorisation of new facilities. It includes an overview of the reported interests of specialists working in the field, including sensitivity of ecosystems, environmental impact assessment, emissions to air and water, work environment, radiation safety, waste handling and disposal, mine and mill decommissioning and site restoration, and the regulation of these activities.

La recherche de stratégies politiques durables tournées vers l'avenir a révélé que les aménités naturelles et culturelles constituaient un domaine d'action d'autant plus important qu'il complète les politiques rurales traditionnelles orientées vers l'agriculture, tout en s'inscrivant dans la dimension plus large du développement territorial. De nombreux potentiels naturels et culturels demeurent inexploités dans la plupart des zones rurales. Tirer parti de ces aménités suppose l'instauration d'un équilibre entre leur usage et leur conservation. Un certain degré d'activité économique locale est en effet nécessaire pour préserver les aménités rurales -- une absence d'activité pouvant au contraire entraîner leur dégradation -- mais dans le même temps une surexploitation risque de porter atteinte, souvent de façon irréversible, à leur valeur essentielle. Dans la mesure où de nombreuses aménités sont des biens publics, caractérisés par des marchés limités et des droits de propriétés flous, les politiques publiques sont indispensables pour trouver l'équilibre délicat entre l'offre et la demande.

    Abstract: L'investissement dans l'éducation en zone rurale profite-t-il essentiellement aux activités agricoles traditionnelles comme, par exemple, les cultures vivrières ? Cet ouvrage montre qu'il n'en est rien. En effet, les économies rurales sont beaucoup plus complexes que ne le laisse supposer une telle hypothèse : les effets bénéfiques de l'éducation se manifestent dans divers domaines, et non dans un seul, et varient considérablement selon le niveau d'instruction atteint. Les auteurs de ce livre ont enquêté auprès de ménages ruraux mexicains en tenant compte non seulement du niveau d'instruction du chef de famille, mais aussi de celui des autres membres de la famille. Leur objectif premier était de formuler une méthode d'analyse des interactions entre éducation, migration et productivité, de tester cette méthode à l'aide de données réelles et d'en tirer des conclusions utiles pour l'élaboration des politiques de l'éducation et du développement. Leurs travaux nous offrent ainsi un outil analytique d'un grand intérêt pratique pour les décideurs et pour les spécialistes qui souhaiteraient utiliser cette méthode dans d'autres contextes.

    Abstract: The development process can advance more rapidly than ever before in the new global economy. While opening their economies to trade and investment is a necessary condition for developing countries to achieve sustained high growth and reduce poverty, it is by no means a sufficient condition. Initiating a sustainable dynamic growth requires sound, market-oriented economic policies; appropriate social policy frameworks, including strong investment in human capital and adequate social safety-nets; and good governance. But, as shown by the Asian financial crisis, weaknesses in any of these basic foundations make even successful developing economies vulnerable to crisis. OECD countries have a pivotal role to play in facilitating developing countries' efforts to fully exploit the benefits of open trade and investment. The key objective of this report is to identify how OECD countries can promote policy coherence by improving the framework for international investment and capital flows; addressing environmental concerns; facilitating participation of developing countries in the global information society; and enhancing the coherence of development co-operation policies. To be successful, policy coherence implies the broader agenda of consciously taking account of the needs and interests of developing countries in order for them to be effective rather than vulnerable and marginal players in the global economy.

    Abstract: Strategic business services, examined in twenty-one OECD country case studies in this book, comprise services in computer software and information processing, research and development and technical testing, marketing, business organisation (management consultancy and labour recruitment) and human resource development. This sector has been growing at around 10% per year, and overall turnover for 1999 is likely to be close to USD 1.5 trillion. These services create jobs in OECD countries, directly employing at least 11 million persons. Business organisation services were the major employer, with 3.6 million people in personnel recruitment services and 1.5 million in management consultancy in the mid-1990s. This sector’s strong performance is driven by the general shift towards services, the rise of the knowledge-based economy, the need for greater flexibility within firms, specialisation and increased division of labour in many areas, outsourcing by established firms, and the trend towards smaller production units and firms.Governments influence the demand for business services by promoting private sector investment in intangibles such as R&D, training and education and business organisation, and by supporting the supply of these services through a range of intermediary agencies. It is based on recent experience in OECD countries in building up a quantitative statistical picture of this crosscutting industry that is not well identified in traditional statistical systems.

    Abstract: Climate change is an increasing concern across the world. In 1997, a number of countries, including most OECD countries, agreed the Kyoto Protocol, which sets targets for future emissions of greenhouse gases that drive climate change. But the Kyoto Protocol left many decisions to be made, and while these are being discussed the clock ticks and the date for meeting the targets draws closer. Uncertainties are even larger as to policy requirements over the longer term. The Kyoto targets in themselves will do little to avert climate change but are best seen as a first step towards ambitious worldwide action. This puts the focus on how to achieve worldwide consensus for taking action and the economic impacts such action may have. Whatever action is taken, and on the basis of available scientific evidence, some climate change may take place in any case, raising questions about its impacts and how best to adjust. What are the main outstanding issues concerning the Kyoto Protocol? What will it cost to implement the Protocol? How can it be done so as to minimise costs? How could economic burdens be shared among countries so as to achieve broad consensus for global action? What will be the impact of such climate change as may happen and how should policy be set so as to smooth adjustment? This publication presents analysis which bears on the above questions as well as others in the climate change debate. It does not purport to have the final answers, but is aimed to inform a major debate.

    Abstract: Faire de la ville un espace durablement respectueux de l'environnement est l'aspiration de tout homme politique. Mais contrairement aux transports de personnes, dont l'importance est communément admise, la planification et l'organisation des transports de marchandises ne reçoit pas toute l'attention qu'elle mérite. Le rôle économique du transport de marchandises dans la ville n'est pas toujours perçu, alors que la pollution et les encombrements qu'il génère sont invariablement montrés du doigt. On assiste en Europe à une floraison de projets d’aménagement urbain accompagnés de mesures de circulation plus ou moins restrictives limitant le transport de marchandises. Certaines villes adoptent des mesures relevant de la planification urbaine et de la gestion de l'espace, d’autres tentent d'apporter des solutions à court terme aux problèmes de circulation. Mais les villes étant des organismes vivants, dont le bon fonctionnement est susceptible d’être perturbé, comment être sûr que toutes ces dispositions vont dans la bonne direction ? Cette question essentielle mérite réflexion car nous manquons d'expérience dans ce domaine. La Table Ronde a examiné les différents aspects du transport de marchandises en ville en s'appuyant sur un large éventail d’expériences nationales et en analysant certaines des approches les plus novatrices.

    Abstract: The financial crisis in Asia has brought to the fore the question of the appropriate policies for recovery and for future sustainable development. One area of particular importance is the treatment of foreign investors. Foreign direct investment has played a leading role in many of the economies of the region, particularly in export sectors, and has been a vital source of foreign capital during the crisis. The four countries reviewed in this study - Indonesia, Malaysia, the Philippines and Thailand - have all tended to welcome inward investment for its contribution to exports but have often been less willing to open up the domestic market to such investors. This study discusses the role assigned to foreign firms in the development strategies of the four countries in the past and looks at how a more balanced approach to the treatment of foreign investors could contribute to a more sustainable development path in the future.
