    Abstract: As the Polluter-Pays Principle is a fundamental principle of cost allocation, its analysis covers a substantial part of the vast field of environmental resource allocation. This report, originally published in 1975, presents a selection of relevant theoretical and practical analyses now that the Polluter-Pays Principle must be regarded as a mainstay of Member countries’ environmental policies. First, in the matter of definitions of the Polluter-Pays Principle, the definition officially adopted by the OECD is outlined, together with an answer to the questions which consequently arise. With regard to analysis of the Polluter-Pays Principle, one study deals in detail with the economic foundations of the Principle and possible effects of its application, such as on behaviour of the polluting firm. Lastly, the important problem of implementing the PolluterPays Principle is discussed at some length.

Existe una creciente conciencia por parte de los actores políticos acerca de la importancia de la innovación para el futuro del país. Esto se ha traducido en tres audaces decisiones: la creación del Consejo de Innovación para la Competitividad, encargado de proponer pautas para una estrategia nacional de innovación de largo plazo; la introducción de un impuesto específico a la actividad minera para aumentar los recursos públicos disponibles para implementar esta estrategia; y la creación de un incentivo tributario. Este informe evalúa la situación actual del sistema y políticas de innovación de Chile con el objetivo de identificar las áreas que requieren perfeccionamiento, para utilizar este aumento de la inversión pública de la manera más eficiente posible.

    Abstract: This Test Guideline describes how to plan and carry out processing studies, i.e. determine residue levels in primary processed commodities following pesticide application on raw agriculture commodities (RAC) under conditions likely to lead to maximum residues. It provides the distribution of residues (active ingredient, and/or metabolites, degradation products), and preferential accumulation in various processed products resulting from the processing of a commodity. Used RACs (of plant origin and animal origin) should contain field-treated quantifiable residues, at sufficient levels so that concentration/dilution factors for the various consumed products and non-consumed intermediates can be determined. Pesticides residues to be measured are determined by the residue definition based on studies on the nature of the residue in processing and/or in plant and livestock. For each field test site (at least two independent) the processing factor (Pf) is calculated as the ratio between the residue level in the processed commodity and in the RAC or the commodity to be processed. If a given commodity has two or more significantly different commercial procedures, two trials for each procedure are necessary. Spiked samples should be run concurrently with those from the processing study to ensure the method validity.

    Abstract: This report presents three case studies to illustrate the relationship between environmental policy and technological innovation. The case studies cover abatement technologies for wastewater effluent from pulp production, abatement of motor vehicle emissions, and development of renewable energy technologies. On the basis of patent data, the nature, extent, and causes of innovation in each of these areas have been explored. While a particular focus has been placed on the role of environmental policy in bringing about the innovation documented, it is recognised that other factors play a key role in inducing innovation that has positive environmental implications.

    Abstract: The OECD’s relations with Africa have been strengthened since the launching of NEPAD and the contacts organised in May 2002 between the Ministers of OECD Member countries and their colleagues on the African Union/NEPAD Steering Committee. As a result of this dialogue, the OECD was entrusted with a mandate that calls for it to co operate with AU/NEPAD. The OECD supports AU/NEPAD’s objectives in four domains: 1. The African Peer Review Mechanism; 2. Peer learning and policy dialogue in support of reform; 3. Aid policies and aid effectiveness; 4. The monitoring of development trends and progress. This brochure provides an overview of the OECD’s activities in each of these areas. In 2006, the OECD established a special unit to support, in close collaboration with AU/NEPAD, the work of the Africa Partnership Forum. It also collaborates with the African Development Bank and the United Nations Economic Commission for Africa in the production of a valuable monitoring tool, the African Economic Outlook.

    Abstract: Scotland consistently performs at a very high standard in OECD’s Programme for International Student Assessment (PISA) and has one of the most equitable school systems in the OECD. This review examines the strengths of Scotland’s schools and the challenges they face in securing high standards for all children. One major challenge is an achievement gap that opens up late in primary education and widens through junior secondary years: children from poorer backgrounds are more likely than others to under-achieve. A second challenge for Scotland is to achieve broader and more successful participation in upper secondary education and greater equity in higher education. The review assesses the performance of Scottish schools, using PISA findings and national test and examination results. It also examines educational reforms in Scotland in the light of reforms in countries facing similar challenges.

    Abstract: This review contains the Main Findings and Recommendations of the Development Assistance Committee (DAC) and the report of the Secretariat. It was prepared with examiners from the United Kingdom and Canada for the Peer Review meeting held on 07 December May 2006. The review applauded the major increase in American official development assistance, which reached a record high of USD 27.6 billion in 2005. The Committee commended the United States for raising development to the status of one of three pillars of national foreign policy. Key recommendations included the need to explicitly recognise the key importance of poverty reduction, encouragement for a more explicit approach to the role of policy coherence for development, the need to persist in clarifying the lines of operational responsibility between military and development institutions, support for greater US attention to the Paris Declaration aid effectiveness agenda and encouragement for the joint Department of State and USAID development of an overarching strategic plan to guide humanitarian work.

    Abstract: As recognised in the DAC Principles for Good International Engagement in Fragile States and Situations, interconnected challenges of governance, economic performance, insecurity and poverty are acute in fragile states, requiring close collaboration among defense, diplomacy, development and beyond. Good international engagement in fragile states requires a complex and coherent range of approaches and instruments if lasting peace is to be secured. The study provides a synthesis of current whole-of-government approaches in seven donors’ administrations, identifying several challenges to a whole-of-government approach, including differences in mandates, approaches, resources and considerable transaction costs. Recommendations include the need for political commitment, the need to engage a wide range of actors, joint analysis, country-specific joint planning, and creating the right incentives structure and knowledge management systems for actors involved to adopt a comprehensive approach.

    Abstract: This report evaluates strategies to improve the efficiency with which environmental resources are used to meet human needs. Many firms in OECD countries have developed strategies that involve:- developing goals to reduce resource use and pollutant release while improving customer service;- working towards the goals through innovation in technology, practices, and ways of thinking; and- designing indicators to monitor progress.Similar approaches have been used outside business, for example by governments, communities and groups of households. Such strategies have achieved improvements in material and energy efficiency in the region of 10% to 40%. The full potential for improving eco-efficiency is much greater, but it is only likely to be achieved through coherent government policies for sustainable development. The report identifies policies that can encourage innovation by firms and communities, and provide an economy-wide framework of economic and regulatory incentives for the adoption of more sustainable patterns of production and consumption.

The review welcomed the Netherlands’ strong commitment to policy coherence for development and to maintaining high levels of development aid. The Committee noted that the Netherlands gives strong attention to issues of aid quality and uses innovative approaches to enable recipient countries to lead their own development agenda. It identified a number of recommendations (e.g. continuing efforts towards geographic and sector concentration, ensuring that spending targets do not jeopardise the principles of aid effectiveness, developing a more coherent strategy with respect to private sector development, and developing overall aid effectiveness and conditionality strategies) to assist the Netherlands in pursuing its efforts to improve the effectiveness of its development co-operation programmes.

    Abstract: The purpose of this review is to collect evidence on the instruments and modalities donors use to promoteemployment creation and to draw some preliminary lessons on what worked and what might need to be changed. These results will feed into the preparation of the Task Team’s two other outputs: i) a conceptual framework that gives greater centrality to employment issues in efforts to reduce poverty; and ii) a set of good practice papers that provide evidence-based examples of how donors can help improve employment outcomes in developing countries.

    Abstract: Transport sector policies already contribute to moderating greenhouse gas emissions from road vehicles and are increasingly designed to contribute to overall societal targets to mitigate climate change. The Round Table investigated the effectiveness and costs of various mitigation options. The question of how to decide on the distribution of abatement efforts across sectors of the economy was also discussed. Within the broad topic of addressing greenhouse gas emissions from transport, the Round Table focused on emissions of CO2 from road transport and in particular from light-duty passenger vehicles. Policies that reduce fuel consumption below non-intervention levels are in place in most countries, many adopted for reasons other than reducing CO2 emissions. In the US, both fuel taxes and fuel economy regulations have been in force for some decades. European governments have adopted high fuel taxes but are now considering introducing fuel economy regulations. A first core question for the Round Table was whether such a combination of instruments is justified. A second question was whether current policies, and the level of taxes and standards, are in line with societal climate change mitigation goals and, more generally, how such goals ought to be defined.

    Abstract: The OECD has collectively underlined the importance of a high quality regulatory environment since the mid 1990s when the Council adopted the 1995 Recommendation on Improving the Quality of Government Regulation and its checklist as the first international standard on regulatory quality, and the 1997 Report on Regulatory Reform and its Principles of good regulation. Since 1997, the OECD has carried out a series of country reviews based on the Principles, which have documented progress in the reviewed countries. Twenty OECD countries have been reviewed. The reviews have been multidisciplinary, covering the broader economic context, competition policy, market openness, sectoral reforms and not least, the development of regulatory policies, institutions and tools to build up capacities for a high quality rule-making environment supportive of economic growth and specific policy goals. This work has been complemented by the specific research of the OECD secretariat and others on issues such as the link between product market reforms and economic performance. Ample material is now available to take stock of the progress made in OECD countries and to reflect on the continued relevance of the 1997 Principles.This report integrates more detailed papers prepared for the committees and working parties responsible for regulatory management, competition policy and trade, as well as relevant papers prepared for the Economic Policy Committee.

We need to act urgently if we are to avoid an irreversible build-up of greenhouse gases (GHGs) and global warming at a potentially huge cost to the economy and society worldwide. OECD analysis suggests that if we act now, we have 10 to 15 years’ “breathing space” during which action is possible at a relatively modest cost. But every year of delay reduces this breathing space, while requiring ever more stringent measures to make a difference. Current financial turmoil is not a reason to delay. Indeed, its macroeconomic consequences will be resolved in a relatively short time, after which growth will resume, while the consequences of inaction on global warming will continue to grow more and more costly over time...

    Abstract: This method provides information on health hazard likely to arise from exposure to test substance via oral administration. The method is based on the repeated oral administration of the substance of interest during one limited period (one dose level daily during 28 days). This Guideline is intended primarily for use with rodents (rat preferably). At least 10 animals (5 female and 5 male) should be used for each dose level. Three tests groups, at least, should be used. The test compound is administered by gavage or via the diet or drinking water. A limit test may be performed if no effects would be expected at a dose of 1000 mg/kg bw/d. The report of this study will include results from clinical and functional observations, body weight and food/water consumption measurements, hematology and clinical biochemistry; as well as gross necropsy and histopathology.

    Abstract: This report discusses some of the major challenges for implementing regulatory reform, from a political perspective. It draws on the experience and evidence from OECD countries when building the case through results and developing strategies for advocacy. This reflects the discussions held at the meeting of the OECD Group on Regulatory Policy in December 2007. Core issues concern how to create common consensus to support reform and which actors and stakeholders to integrate in achieving reforms. The issues of sequencing and timing are extremely relevant. Citizens and the public also need to understand the economic benefits of liberalisation and cutting red tape through regulatory reform.Specific chapters analyse the role of advocacy bodies for regulatory reform, as well as competition policy, discussing their incentives and how they operate in their cultural, political and administrative environment. They should perform as powerful drivers and engines for reform, integrating the views of business and citizens in the policy process. An example is presented in the form of a case study assessing the political viability of centralised regulatory oversight as an institutional strategy based on the United States’ experience. Concerning competition policy advocacy, the report examines the balance between institutional independence and objectivity that are necessary for enforcement. Finally, the report also discusses how to interlink market-openness policies in a friendly reform environment, drawing lessons from trade and structural adjustments. It underlines the role of international negotiations as a means to harness political support, and strategies for managing and sustaining market-opening reforms.

    Abstract: This Review measures the level and composition of support provided to Chilean agriculture, and evaluates the effectiveness of current measures in attaining their objectives. The study finds that Chile provides much lower support and protection to its agricultural sector than most OECD countries, even though government expenditures on the sector have trebled in real terms over the past ten years. About half of that spending is on public goods such as infrastructure and irrigation, while the other half consists mostly of measures that seek to make Chile’s poorer farmers more competitive. This report suggests ways in which the effectiveness of these policies might be enhanced, including by systematic evaluation of policy performance, by closer co-ordination across government agencies, and by framing policies for smallholders and salaried farm workers in an economy-wide context, so that agricultural policies can focus on potentially competitive farmers and be effectively distinguished from other development and social policies.

    Abstract: Reducing the time for registering a company from weeks and months to under one hour is a concrete result of a unique and ambitious initiative in Portugal to make the public sector more efficient and effective. The Simplex initiative aims at making life easier for citizens and businesses. It focuses on how e-government can be used as a lever for broader administrative simplification, making service delivery more coherent and efficient. This is the first integrated study undertaken by the OECD to analyse administrative simplification and e-government in a national context. By bringing those two areas together in the context of public management reform, this review helps countries identify how these reform activities can best support overall government performance and economic growth.

    Abstract: 電力需要の高まりを受けて、複数の国が原子力発電所を建設中であり、それよりはるかに多くの国が 発電での原子力利用を検討している現在、ウラン産業は大きな注目を浴びている。ウラン価格は需要の高まりと在庫減少によって近年急騰した。その結果ウラン産業は、20 年を越える過少投資の時代に 終止符を打ち、華々しい隆盛期を再び迎えつつある。OECD 原子力機関と国際原子力機関が共同で作成している「レッドブック」は、ウランに関する参考資料として世界で認められた冊子である。レッドブックは 40 ヵ国から集めた公式情報に基づいている。今回の第 22 版は2007 年1 月1 日時点における世界のウラン需給を総合的に検討しているほか、世界におけるウランの探鉱、資源量、生産量、原子炉関連の必要量についてのデータを示している。また アフリカ、オーストラリア、中央アジア、東欧、北米における主要なウラン生産センターについての重要な新情報を提示している。さらに 2030 年までの原子力発電容量および原子炉関連ウラン需要の予 測を掲載したほか、長期的なウラン需給の問題についても分析を加えている。

    Abstract: Der OECD-Umweltausblick bis 2030 liefert Analysen ökonomischer und ökologischer Trends bis 2030 sowie Simulationen politischer Maßnahmen zur Bewältigung der wichtigsten Herausforderungen. Wenn keine neuen Maßnahmen ergriffen werden, laufen wir Gefahr, die Umwelt und die natürliche Ressourcenbasis, die zur Sicherung von Wirtschaftswachstum und Wohlstand notwendig ist, irreversibel zu schädigen. Bei politischer Untätigkeit drohen hohe Kosten. Der Ausblick zeigt allerdings, dass es sowohl möglich als auch finanzierbar ist, die größten ökologischen Probleme der heutigen Zeit – darunter Klimawandel, Verlust an biologischer Vielfalt, Wassermangel und Gesundheitsschädigungen durch Umweltverschmutzung – zu bewältigen. Er richtet das Augenmerk auf den Policy Mix, mit dem diesen Herausforderungen auf kosteneffiziente Weise begegnet werden kann. Im Vergleich zur Ausgabe 2001 wurde der Blickwinkel dieses Ausblicks erweitert, da nicht nur auf die Entwicklungen in den OECD-Ländern, sondern auch auf Brasilien, Russland, Indien, Indonesien, China sowie Südafrika (BRIICS) und insbesondere auf die Frage eingegangen wird, wie die Länder im Hinblick auf globale und lokale Lösungen für ökologische Probleme besser zusammenarbeiten können.
