Outre des informations sur les comptes des banques des pays membres de l'OCDE, elles comprennent des données sur le nombre de banques, leurs filiales et leur personnel, des informations structurelles sur l’ensemble du secteur financier et des ratios visant à faciliter l'analyse de la rentabilité des banques des pays de l'OCDE. Les notes méthodologiques par pays, incluses dans ce volume, ont été préparées afin de faciliter la compréhension et l'interprétation des statistiques ainsi que dans le but de fournir une description succincte des activités des banques dans chacun des pays.

    Abstract: This report presents the OECD review of Portugal’s environmental policy performance for 2011. It finds that environmental policies have been consolidated and strengthened since the last review in 2001, but that meeting the post-Kyoto targets for reducing greenhouse gas emissions will be challenging. With energy and climate policies being closely related, the report points out that with less than 50% of hydro capacity currently being exploited, there is potential for further development in that area. It also describes the challenges regarding coastal zone and marine management. Topics covered in the report include greening growth, implementation of environmental policies , international co-operation , climate change, waste management and the 3Rs (reduce, reuse, recycle), and nature and biodiversity.     Abstract: Trends in bank profitability and factors affecting it are major indicators of changes in the state of health of national banking systems. This publication complements Banking Statistics: Financial Statements of Banks 2010 which provides a unique tool for analysing developments in bank profitability in OECD countries. In addition to information on financial statements of banks in OECD countries, it includes data on the number of reporting banks, their branches and staff, structural information on the whole financial sector and ratios aiming at facilitating the analysis of bank profitability of OECD countries. The methodological country notes included in this volume were prepared to facilitate the comprehension and the interpretation of the statistics and to provide a brief description of the activities of banks in each country.

Cet ouvrage examine l’intégration sur le marché du travail des immigrés et de leurs enfants dans quatre pays de l’OCDE (Belgique, France, Pays-Bas et Portugal), et formule des recommandations propres à chacun de ces pays. Les pouvoirs publics se doivent de promouvoir l’enseignement des langues et la formation professionnelle, et d’encourager la diversité au travail. Pour leur part, les immigrés doivent accepter les exigences des employeurs des pays d’accueil. La viabilité des futures politiques migratoires et le recours accru à l’immigration dépendent en grande partie de l’aptitude des pays de l’OCDE et des immigrés à réaliser ces objectifs.

    Abstract: Reducing the time for registering a company from weeks and months to under one hour is a concrete result of a unique and ambitious initiative in Portugal to make the public sector more efficient and effective. The Simplex initiative aims at making life easier for citizens and businesses. It focuses on how e-government can be used as a lever for broader administrative simplification, making service delivery more coherent and efficient. This is the first integrated study undertaken by the OECD to analyse administrative simplification and e-government in a national context. By bringing those two areas together in the context of public management reform, this review helps countries identify how these reform activities can best support overall government performance and economic growth.

    Abstract: Portugal’s tertiary education sector has expanded significantly over the last 20 years, but participation and overall educational attainment levels remain below European standards and enrolment rates have begun to decline. The OECD review recommends that Portugal’s national government should focus on strategic direction and leave higher education institutions wider latitude for accomplishing public priorities consistent with their mission. Among its proposals for reform, the review calls for the creation of a National Council on Higher Education to oversee Portugal’s higher education strategy. The review also calls for major changes in the governance and management of higher education institutions to bring them into line with national goals, encourage their responsiveness and efficiency, and improve their quality. Improving research and innovation is a key strategic objective of the Portuguese government, and the OECD review suggests a number of qualitative changes in Portugal’s tertiary education system to enhance performance in this area.

    Abstract: This paper was prepared by Sigma, upon the request of the Ministry of the Interior of the Czech Republic, to serve as a basic comparative working document for the preparation of a new policy and regulation on conflict of interest in the Czech public sector. Given its generalist orientation, the paper could also be useful for other countries carrying out specific reforms in the area of conflict of interest and general reforms related to anti-corruption policies and instruments.This paper provides descriptive data and an analytical overview of approaches to managing conflicts of interest in the public sector of nine European countries - six "old" EU members (France, Germany, Italy, Portugal, Spain and the United Kingdom) and three "new" EU members (Hungary, Latvia and Poland). The paper also provides some conclusions that are worth taking into account when reforming policies and instruments to improve regulations and practices on conflict of interest.

    Abstract: Portugal's development co-operation programme is characterised by concentration bilaterally on the Portuguese-speaking countries in Africa, reflecting close links of history, language and culture. Those countries are now among the least developed countries. Recently, Portugal has emphasized two new areas of development co-operation. First, private sector development, based on economic policy reforms supported by the international institutions, and on instruments which encourage the involvement of the Portuguese private sector. The second new area of emphasis is the strengthening of the governance systems in the PALOPs, the Portuguese-speaking countries in Africa, focusing particularly on legal systems and the judiciary, but also extending to parliamentary institutions, electoral systems, local governments and constitutional advice. In its review of Portugal's programme the OECD Development Assistance Committee (DAC) noted that Portugal has the potential to play a larger role, particularly in Mozambique and Angola, where critical post-conflict development needs have to be met. It noted that a new Community of Portuguese-Speaking Countries (the CPLP), including Brazil, has recently been formed to enhance dialogue and mutual development efforts.

    Abstract: Le programme portugais de coopération pour le développement se caractérise par la place privilégiée qu'il accorde, dans ses activités bilatérales, aux pays lusophones d'Afrique. Cela reflète l'étroitesse de liens historiques, linguistiques et culturels, unissant le Portugal à ces pays, qui comptent actuellement parmi les pays les moins avancés. Depuis peu, le Portugal privilégie deux nouveaux axes de coopération pour le développement. Le développement du secteur privé, d'une part, s'appuie sur les réformes économiques opérées avec le soutien des institutions internationales et sur les instruments susceptibles de favoriser la participation du secteur privé portugais. Le renforcement des systèmes de gestion publique des pays lusophones d'Afrique, d'autre part, tout en mettant plus particulièrement l'accent sur les systèmes juridiques et judiciaires, s'étend également aux institutions parlementaires, aux systèmes électoraux, aux administrations locales et à la fourniture de conseils sur des questions d'ordre constitutionnel. Cet examen du programme portugais par le Comité d'aide au développement de l'OCDE (CAD) souligne que le Portugal pourrait jouer un rôle plus important encore, notamment en Angola et au Mozambique, où la fin des conflits appelle de toute urgence une action dans le domaine du développement. Il prend note de la création récente d'une Communauté des pays de langue portugaise (la CPLP), intégrant le Brésil, destinée à renforcer le dialogue et les efforts mutuels de développement. Au cours de l'année 1997, des examens de politique en matière de coopération pour le développement sont prévus pour la France, la Belgique, les Pays-Bas et le Royaume-Uni.
