More specifically, the countries’ efforts focus on the objective of widening access to quality education and ensuring equal opportunities for all. In order to flourish and grow they need an environment that facilitates and enables business start-ups, does not hamper them with excessive and costly regulations, and facilitates access to finance and business services. In 2002, the OECD and the European Bank for Reconstruction and Development (EBRD) launched the Enterprise Policy Performance Assessments (EPPAs) in the framework of the Investment Compact for South East Europe (SEE) Programme. The EPPAs consist of a series of reports covering all countries of South East Europe They assess the quality of government policy for the Small and Medium Enterprise sector, and regularly monitor its implementation. The 2004 edition of the EPPAs has been prepared by the OECD and the EBRD in close consultation with the European Commission. Synergies have been created between the EPPA and the European Union Charter for Small Business, covering seven policy dimensions: institutional framework; regulatory environment; tax policy; access to finance; advisory services; business incubators; and, entrepreneurship, vocational training and access to technology. This Enterprise Policy Performance Assessment report is presented as an independent and constructive contribution to the debate on enterprise policy in Romania, bringing forward the views of the small business sector and providing a set of priority actions and policy recommendations to the government and the small business community.

    Kurzfassung: Educational work is a key element for both human capital formation and the promotion of peace and democratic values. It has therefore been identified as one of the priorities of the Stability Pact. The OECD was asked to be Co-ordinator for “General Education Policy and System Change” within the Education and Youth Task Force, and to carry out “Thematic Reviews of Education Policy” in the countries of the region. The main outcome of this project is a series of reports which provide both country overviews and a regional overview. These reports offer an analysis of the education system and address issues and barriers to reform and recommendations. The recommendations are designed to be of use for national policy-makers and to assist Stability Pact partner countries and institutions target regional assistance in order to achieve the goal of supporting South Eastern Europe towards European integration. These reports are part of the OECD’s ongoing co-operation with non-member economies around the world.

    Kurzfassung: This study of Romania’s agricultural policies analyses developments from the dramatic events of December 1989 to the present day preparations for accession to the European Union. The Review evaluates key structural issues and examines emerging policy developments in agricultural reform. It includes detailed estimates of support to agriculture, using the OECD’s Producer and Consumer Support Estimates (PSEs/CSEs). A special assessment measures the environmental performance of Romanian agriculture, including the nitrogen balance, against OECD-developed environmental indicators. The report concludes that a key priority for Romania is to remove constraints that impede the flow of labour from agriculture into activities with a higher value-added. Increasing the economic efficiency of the food chain as a whole is essential to enhance Romania’s competitiveness and improve the terms of trade for agricultural producers during the run-up to its EU accession and thereafter.

    Kurzfassung: La réforme de l’enseignement, de la formation et des ressources humaines fait partie intégrante de la transition vers une société démocratique et une économie de marché. La Roumanie a progressé dans tous ces domaines depuis le début de la réforme en 1990. Pourtant, le véritable élan de changement est plus récent puisqu'il date de la publication de La Réforme de l’éducation aujourd'hui par le ministère de l’Éducation nationale en 1997. Ce dernier s'est alors attelé à relever un défi : promouvoir et financer les changements satisfaisant les exigences d'une économie et d'une société nouvelles ainsi que les intérêts des jeunes et des adultes, et ce dans un contexte de pénurie en ressources financières et humaines. Ce livre fournit tout d'abord un bref historique de l’enseignement en Roumanie et décrit son évolution depuis les changements politiques. Il présente ensuite une analyse du système éducatif dans son ensemble tout en identifiant les directions majeures qu’il conviendrait de prendre pour renforcer les réformes à la lumière des défis auxquels doivent faire face les pouvoirs publics, les communautés, les entreprises, les éducateurs, les parents et les étudiants dans une période de rapides mutations et d'incertitude. Il conclut enfin sur une série de recommandations concernant les objectifs éducatifs et la transition ; l'efficacité de l’apprentissage, les résultats et les programmes d’études ; une gestion et une gouvernance gages de flexibilité et d'une meilleure capacité à réagir et évoluer ; ainsi que les ressources et le financement. Cet ouvrage s'adresse aussi bien aux professionnels roumains concernés qu'à leurs homologues internationaux.
