    Abstract: This report explores how ASEAN member states can mitigate the negative impacts of the rapidly growing number of cars on the region’s roads. More, increasingly larger vehicles consume more energy, emit more CO2 and cause more local air pollution. Among the policies to counter these trends and make mobility in the region more sustainable is the ASEAN Fuel Economy Roadmap. This study provides support for implementing the roadmap. It looks specifically at policies for making light-duty vehicles more efficient and less emitting but also provides insights for other motorised road vehicles. The report explores opportunities for aligning policies across ASEAN, considers the role of trade agreements and recommends measures for a transition towards electrification.

The report offers valuable insights for all stakeholders involved in the transition to carbon-free mobility and clean energy.

The methodology and the data used for this new passenger car fleet model are described in detail.

Convenience is one of the strongest attractions of the private car for passenger transport. For users of public transport, convenience is also clearly important but not always clearly defined and not often measured in designing transport systems or monitoring their operating performance. In many situations, an increase in public transport convenience reduces the unit costs of travel (euros/dollars per hour or cents per minute) and so provides benefits equivalent to an increase in travel speed. This report focuses on convenience and its importance to the user experience. It reviews operational definitions of convenience, evidence for the willingness of users to pay for convenience and the use of indicators to assess and improve the convenience of public transport, with a view to making it more effective and more competitive.

As a result, value for money is not always fully transparent. This report examines the extent to which these shortcomings can be addressed. In terms of what to include in CBA, discussion focuses on equity and distributional impacts, productivity effects, agglomeration benefits and external costs.     Abstract: Efficient provision of transport infrastructure is critical to economic growth. The long asset lives of much transport infrastructure indicates governance through regulation, rather than through contract or public ownership. This can ensure predictability in long-term relationships whilst preserving some flexibility to deal with changes in external circumstances. The transparency created by a fully independent regulator is invaluable for ensuring sufficient investment is forthcoming, while maintaining reasonable conditions for user access. Discussion at the Roundtable focussed on how to achieve effective independent regulation and how to reconcile independence with the legitimate control of policy by the executive part of government. Independent regulation is not seen as a universal default governance arrangement. Much of the discussion focused on when to regulate and when to rely on competition, even if imperfect, to drive efficiency. The discussions underscored that there are opportunities to improve performance significantly in the aviation, rail and road sectors, by learning from successful experience in improving governance structures in a range of countries.

    Abstract: Governments around the world are increasingly intervening in automobile markets to improve fuel economy and reduce emissions of CO2 from new vehicles. This report reviews the rationale for such intervention and examines measures for maximum effectiveness and minimum cost. The Round Table brought together economists, policy makers and auto engineers with the aim of advancing understanding of why car markets currently fail to deliver sufficient fuel economy. It started by questioning whether any additional measures would be necessary once an appropriate price for carbon dioxide is established via fuel taxes. It confirmed that there are indeed market imperfections that merit additional government intervention. Fuel economy and CO2 regulations are an essential part of the package. The key to maximising the benefits of such regulations is long-term planning. The longer the timeframe, the less industry investment is handicapped by uncertainty. Subsidies to electric vehicles are more problematic because of the risks of prematurely picking winning technologies and creating subsidy dependence. And electricity production has yet to be decarbonised. However, intervention to steer innovation in this direction is merited so long as the risks of not attaining climate policy targets are seen as higher than the risks of intervention.

Многие страны поставили перед собой задачи по снижению числа жертв на дорогах. Выполняют ли эти страны поставленные задачи? Что можно сделать прямо сейчас и в долгосрочной перспективе для выполнения этих задач? Есть ли предел возможностей у традиционных подходов к обеспечению дорожной безопасности? В данном докладе дается обзор последних событий и инициатив, направленных на выполнение все более амбициозных задач в области повышения уровня дорожной безопасности. Доклад уделяет особое внимание изменениям в системе ведомственного управления, которые необходимо ввести во многих странах для успешного применения мер по повышению безопасности на дорогах. Доклад подчеркивает также необходимость четкой ориентации на результат и рассматривает экономические обоснования для инвестиций в дорожную безопасность. Он призывает страны с высокими результатами по повышению дорожной безопасности сделать еще больше и активно рекомендует принять системный подход к безопасности, в долгосрочной перспективе способный привести к полному устранению жертв на дорогах. Доклад является наиболее значительным международным обзором достижений в области развития системного подхода к безопасности, принятого в настоящее время в небольшом числе стран. Доклад должен быть полезен всем, кто работает в области управления дорожным хозяйством, и тем, в чью сферу интересов входит повышение уровня безопасности дорожного движения.

Ces entreprises échappent-elles en raison de leur taille même au contrôle des autorités nationales de la concurrence ? Portent-elles atteinte à la concurrence lorsqu’elles fusionnent ou acquièrent d’autres entreprises au sein de la chaîne logistique ? La Table Ronde a rassemblé des experts des questions de la concurrence avec des chercheurs des domaines du transport maritime, du fret ferroviaire et de la logistique pour cerner les questions saillantes qui relèvent de la concurrence et les réponses réglementaires appropriées. Un examen des stratégies des entreprises de transport et de logistique révèle qu’une intégration verticale peut certes engendrer des gains d’efficience, mais elle correspond le plus souvent au besoin d’intensifier l’usage des coûteux équipements fixes plus que d’un impératif de contrôler toutes les opérations de la chaîne logistique. Ceci explique que les firmes maritimes se portent acquéreurs d’opérateurs de terminaux. Les acquisitions horizontales, là où des entreprises similaires servant un même marché fusionnent, sont davantage susceptibles de poser des problèmes de concurrence. De tels problèmes peuvent particulièrement se poser au niveau d’équipements congestionnés. Cette Table Ronde dresse un cadre pour l’examen des questions de concurrence au sein des activités de transport et de logistiques globales, elle discute de la pertinence des mesures à la portée des régulateurs, lorsque la concurrence est menacée et elle explore le rôle des autorités de concurrence et des Ministères des Transports dans la poursuite de l’organisation de marchés efficients.

    Abstract: Some very large multinational transport and logistics firms have emerged to provide integrated transport services to shippers in the globalised economy. Do these firms escape regulatory oversight from national competition authorities because of their sheer scale? Do they pose additional threats to competition when they merge with or acquire other companies in the supply chain? The Round Table brought competition experts together with researchers on maritime shipping, rail freight and logistics to identify critical competition issues and appropriate regulatory responses. An examination of the strategies of transport and logistics companies reveals that vertical integration can yield efficiencies, but usually reflects a need to improve the use of expensive fixed assets rather than control all parts of the supply chain. This usually explains why shipping lines acquire terminal operators. Horizontal acquisitions, where similar companies serving the same market merge, are more likely to raise competition concerns. Problems are particularly prone to arise at bottleneck infrastructure facilities. The Round Table report provides an economic framework for examining competition in global transport and logistics businesses, discusses the adequacy of the remedies available to regulators when competition is threatened, and explores the role of competition authorities and Transport Ministries in ensuring markets are efficient.

    Abstract: Recent advances in the scientific understanding of urban traffic congestion have only strengthened the already solid case for congestion charges as an element of a successful urban transport policy. But examples of real-world congestion charging systems remain few and far between. What can be done to improve the chances of their more widespread adoption in practice? This report draws lessons from attempts to introduce congestion charges. Technology is not an obstacle, and technologies should serve policy purposes instead of define them. Charging systems are not cheap and thus should only be used where congestion is severe. Public acceptance is seen to be the key to successful implementation. Although environmental benefits and careful deployment of toll revenues may improve acceptance, a charging system should never lose sight of its principal aim, which is to reduce congestion.

Les participants se sont tout d’abord demandés si des mesures additionnelles étaient nécessaires, une fois qu’un prix adéquat pour le dioxyde de carbone est établi par la taxation des carburants, et ils ont conclu que des imperfections de marché sont effectivement à l’œuvre et que ces dernières justifient des interventions additionnelles des gouvernements. Des normes d’économies de carburant sont une partie essentielle d’un ensemble de mesures, et plus le cadre temporel à l’intérieur duquel des objectifs indicatifs sont formulés est long, moins les investissements de l’industrie dans des moteurs et chaînes cinématiques économes sont handicapés par l’incertitude. Les subventions destinées aux véhicules électriques sont plus problématiques à cause du risque de prématurément désigner un vainqueur et d’instituer une dépendance aux subventions. De plus, la production d’électricité doit encore être décarbonée. Cependant, des interventions pour orienter les innovations, de telle sorte que des réductions drastiques de gaz à effet de serre aient lieu, sont justifiées pour autant que le risque de ne pas atteindre les objectifs politiques en matière de changement climatique est perçu comme plus élevé que les risques attachés à ces interventions.

Ce rapport part du principe que la question préalable à se poser est de savoir s’il est indiqué de réglementer. La réglementation étant imparfaite et coûteuse, les pouvoirs publics devraient chaque fois que c’est possible établir les conditions propices au développement de la concurrence entre aéroports en lieu et place d’une réglementation détaillée. Lorsque la réglementation économique se justifie, par exemple pour des aéroports très encombrés, le rapport examine les différentes approches réglementaires possibles pour déterminer celle qui est, en définitive, la plus adaptée. Il évalue aussi les stratégies de gestion des émissions de gaz à effet de serre. En intégrant l’aviation aux systèmes ouverts d’échange de droits d’émission, on pourrait réduire efficacement les émissions, mais on ne saurait en attendre des réductions importantes des émissions de CO2 dans le transport aérien proprement dit. Enfin, le rapport recense les conditions économiques dans lesquelles le train à grande vitesse peut devenir un substitut concurrentiel de l’avion. Cependant il conclut que le rail offre seulement des possibilités limitées en matière de réduction des ; émissions de gaz à effet de serre sur la partie correspondante du marché des transports.

    Abstract: How should airports be regulated to contain market power? This round table proceedings first examines whether they need to be regulated at all. It concludes that because regulation is inevitably imperfect and costly, policy makers should establish conditions for competition to emerge between airports in preference to comprehensive regulation, whenever possible. Economic regulation is sometimes necessary, such as when airports are heavily congested. The proceedings determines which approaches are likely to work best and also assesses strategies for managing greenhouse gas emissions. It finds that although including aviation in an open emission trading scheme could help mitigate emissions efficiently across the economy, it should not be expected to produce major cuts in CO2-emissions in aviation itself. Finally the proceedings identifies the economic conditions under which high-speed rail can provide a competitive substitute for aviation, revealing the limited relevance of rail to reducing greenhouse gas emissions from this part of the transport market.

À l’occasion de cette Table Ronde, d’éminents universitaires et professionnels ont échangé leurs vues sur la question et ont examiné diverses méthodes possibles pour évaluer les effets plus larges – négatifs comme positifs. Ils sont ainsi parvenus à la conclusion que pour les projets de petite envergure, il est préférable de privilégier l’obtention de résultats dans les délais voulus, même s’il faut pour cela renoncer à une analyse plus poussée des effets plus larges des projets. En revanche, s’agissant de projets ou de programmes d’investissement de plus grande ampleur, une analyse spécifique de leurs effets plus larges se justifie davantage. L’élaboration de procédures d’évaluation uniformes doit être un domaine de recherche prioritaire.

    Abstract: En 2007, les biocarburants ont reçu 15 milliards USD de subventions dans les pays membres de l’OCDE. Ont-ils pour autant apporté des bénéfices en termes de protection du climat ou de sécurité énergétique ? Dans le cadre des politiques actuelles, le soutien aux biocarburants n’est pas lié à leurs performances environnementales, alors même que tous les biocarburants sont loin d’afficher le même bilan écologique. A vrai dire, il se pourrait qu’une grande partie de l’éthanol et du biodiesel produit aujourd’hui engendre au bout du compte davantage d’émissions de gaz à effet de serre que les carburants traditionnels que sont l’essence et le diesel. Les rapports réunis dans cet ouvrage examinent la dimension économique des biocarburants et évaluent les perspectives de production de biocarburants conventionnels dans les pays de l’OCDE, les possibilités d’exportation de l’éthanol brésilien et le potentiel de certains biocarburants de seconde génération dans l’optique de l’approvisionnement des marchés mondiaux en carburants. La Table ronde dont ils sont issus a analysé les aspects essentiels qui doivent guider les gouvernements dans la détermination du soutien apporté aux biocarburants, notamment les émissions de gaz à effet de serre produits par ces carburants sur l’ensemble de leur cycle de vie et l’impact plus général des cultures énergétiques sur l’environnement. Sont également analysés, les progrès intervenus récemment en matière d’élaboration de systèmes de certification pour les biocarburants, sachant que ces systèmes sont un outil essentiel pour lier le soutien à l’abaissement effectif des émissions de gaz à effet de serre – qui ne saurait toutefois pas empêcher la destruction des forêts tropicales et leur remplacement par des surfaces consacrées à la production de biocarburants.     Abstract: La consommation de pétrole se concentre de plus en plus dans le secteur des transports. Ainsi, des variations relativement limitées de la demande dans ce secteur peuvent avoir des effets de plus en plus sensibles sur les cours du pétrole. Cette table ronde évalue les mesures dont disposent les pouvoirs publics pour sécuriser les approvisionnements pétroliers et freiner le changement climatique. Elle examine leur interaction avec les mesures destinées à gérer la congestion et réduire la pollution atmosphérique locale. Elle met aussi en évidence un certain nombre d’incompatibilités et d’arbitrages nécessaires, soulignant ainsi l’importance d’une approche intégrée dans l’élaboration des politiques. La table ronde examine aussi les facteurs qui déterminent les prix du pétrole à court et long terme, ainsi que les perspectives concernant les approvisionnements pétroliers.

    Abstract: Urban public transport services generally run at a large deficit. This has led public authorities to seek efficiencies, notably through private sector involvement. Support for the sector traditionally seeks to provide basic mobility services to all segments of society, including low-income users. Intervention is also required to manage the natural tendency towards concentration and market power in the provision of these transport services. Policy towards urban public transport is increasingly aimed at managing congestion on the roads and mitigating CO2 emissions by substituting for travel by car. Achieving coherent transport networks that are efficient and financially sustainable is a challenge for any public authority. This Round Table examines experience in integrating private management and capital with public transport policy objectives in a number of developed economies. For network operators, the Round Table concludes that innovation is the key to surviving the rapidly changing policy and regulatory environment.

    Abstract: Biofuels received USD 15 billion in subsidies in OECD Member countries in 2007, but did they deliver benefits in terms of climate change or oil security? Present policies make no link between support for biofuels and their environmental performance, and biofuels do not all perform equally well. In fact, much of the current ethanol and biodiesel production may result in higher overall emissions of greenhouse gases than using conventional transport fuels - gasoline and diesel. The papers published in this report examine the economics of biofuels and assess the potential of conventional biofuel production in OECD countries, Brazilian ethanol exports and some second generation biofuels to supply world markets with transport fuels. This Round Table analyses the critical issues for governments in determining support for biofuels, particularly the level of greenhouse gas emissions throughout the life-cycle of these fuels and the wider environmental impacts of farming biomass. It also reviews recent progress in developing certification systems for biofuels – an essential tool for tying support to achievement in reducing greenhouse gas emissions, although certification cannot be expected to prevent rainforest destruction for the development of biofuel crop plantations. The report concludes with a short list of recommendations for policy reform if support for biofuels is to contribute effectively to mitigating greenhouse gas emissions.

Construire des réseaux de transports publics cohérents qui soient viables financièrement est un défi pour toutes les autorités publiques. Cette Table Ronde a examiné les expériences d’intégration d’une gestion privée et de capital privé dans des objectifs de politique des transports publics au sein de nombres d’économies développées. A destination des opérateurs de ces réseaux, la Table Ronde a conclu que l’innovation est un élément clef pour faire face à des environnements politiques et réglementaires en mutation rapide.
