    Abstract: The health systems we enjoy today, and expected medical advances in the future, will be difficult to finance from public resources without major reforms. Public health spending in OECD countries has grown rapidly over most of the last half century. These spending increases have contributed to important progress in population health: for example, life expectancy at birth has increased, rising on average by ten years since 1970. The challenge now is to sustain and enhance these achievements in a context of tight fiscal constraints in many countries combined with upward pressure on health spending from factors such as new technological advances and demographic changes. Finding policies that can make health spending more sustainable without compromising important achievements in access and quality requires effective co-operation between health and finance ministries. Sound governance and co-ordination mechanisms are therefore essential to ensure effective policy choices. Prepared by both public finance and health experts, this report provides a unique detailed overview of institutional frameworks for financing health care in OECD countries. One of the main features of this book is a comprehensive mapping of budgeting practices and governance structure in health across OECD countries.

    Abstract: Developing growth strategies that promote greener lifestyles requires a good understanding of what factors affect people’s behaviour towards the environment. Recent OECD work based on periodic surveys of more than 10 000 households across a number of countries and areas represents a breakthrough by providing a common framework to collect unique empirical evidence for better policy design. This publication presents responses from the most recent round of the OECD survey implemented in 2011 in 5 areas (energy, food, transport, waste and water) and 11 countries: Australia, Canada, Chile, France, Israel, Japan, Korea, the Netherlands, Spain, Sweden and Switzerland. Analysis comparing the data across countries, policy conditions and households’ characteristics reveals which measures most effectively change behaviour. Each round of the survey also allows to track changes over time and to explore new emerging issues. The new survey confirms the importance of providing the right economic incentives for influencing our decisions. The findings indicate that “soft” measures such as labelling and public information campaigns also have a significant complementary role to play. Spurring desirable behaviour change requires a mix of these instruments. This book is a milestone for all those interested by the challenging question of ways to promote greener behaviour, from policy makers to individual citizens.

    Abstract: As part of a far-reaching programme of economic reforms, the Egyptian government is seeking to improve its business climate to attract more investment and stimulate growth and job creation. The Egyptian Ministry of Investment has asked the OECD to carry out an in-depth assessment of Egypt’s business climate to identify policy priorities and actions needed to foster more domestic, regional and international investment. This report presents the results of that assessment. It also highlights Egypt’s key reform priorities and describes the challenges and opportunities in improving Egypt's business climate to help Egypt realise its full potential as a high-growth economy. The OECD assessment is the first phase of a Business Climate Development Strategy (BCDS) which identifies policy priorities and proposes specific reforms and actions to enable Egypt to achieve measurable improvements in its business climate. One key finding is that Egypt’s investment and trade policy reforms have moved the country’s business climate closer to best practice in OECD economies. However, the report notes that to attract further private investment, Egypt needs to improve the country’s anti-corruption measures, skills development, infrastructure and access to finance, especially for the country's small-and-medium sized enterprises. BCDS Egypt offers specific recommendations on how policies, institutions and regulations can be improved to increase predictability for investors and make Egypt a prime investment destination. This review was carried out as part of the wider MENA-OECD Investment Programme. It uses a new BCDS methodology that evaluates the business climate in 12 policy areas and draws on core OECD instruments, such as the Policy Framework for Investment (PFI), which have been successfully applied in other countries. By helping countries prioritise their actions and build consensus among stakeholders, the BCDS process supports the successful implementation of reforms to develop the private sector in the MENA region.

    Abstract: OECD countries still dominate the world economy, but their share of world trade dropped from 73% in 1992 to 64% in 2005, and some of the world’s most important economies are not members of the OECD. Foremost among these are the so-called BRIICS: Brazil, Russia, India, Indonesia, China and South Africa. This book analyses key elements of the trade performance of the BRIICS in relation to the rest of the world, focusing on trade and other policies influencing that performance. Developments in global trade policy are reviewed, notably the impact of preferential trade agreements on the multilateral system and patterns of world trade are described using both indices that reveal networks of trading relations and more standard modeling results. As well as the global analysis, the book also presents a separate chapter for each of the BRIICS, examining the key development and trade issues in each of the six countries over the past few years.

    Abstract: The Internet has been remarkably successful in developing greater opportunities for communication access - and economic growth and social development - for the first billion users. The majority of the next several billion users will be mainly from developing countries and will connect to the Internet principally via wireless networks. But there are substantial discrepancies in access to ICTs between developed and developing countries and also within countries, depending on factors such as gender, rural coverage, skills and educational levels. This book examines how the market for internet traffic exchange has evolved and explores the coherence of policies pursued by developed and developing countries. It notes the increasing innovation occurring in a number of developing countries with competitive markets and discusses how liberalisation has helped to expand of access networks and make ICT services increasingly affordable and available to the poor. The report also highlights the employment, micro-entrepreneurial and social development opportunities which have emerged as access levels have risen among low-income users. The study notes that gateway service monopolies - still in 70 countries - raise the prices for accessing international capacity and reduce the affordability of Internet access to business and end users.

    Abstract: China has made enormous progress in developing the modern legal and regulatory foundation for the market economy. The private sector is now the main driver of growth, and new laws have gone a long way toward establishing private property rights, competition, and mechanisms for entry and exit comparable to those of many OECD countries. At the same time important challenges remain, including further clarification of the scope of state ownership, reform of relations among central and local governments, firmer establishment of the rule of law, and strengthening of regulatory institutions and processes. This review of China's regulatory system focuses on the overall economic context for regulatory reform, the government’s capacity to manage regulatory reform, competition policy and enforcement, and market openness. The review also examines the regulatory framework in the electricity, water and health care sectors. As for OECD countries, the review follows a multidisciplinary and highly interactive approach. A number of OECD instruments and policies are used in this assessment, although the review also takes into account the specific challenges faced by the Chinese authorities. The review includes a comprehensive set of policy recommendations.

    Abstract: The study provides a major reassessment of the scale and scope of China’s resurgence over the past half century, employing quantitative measurement techniques which are standard practice in OECD countries. It uses a comparative approach to explain why China’s role in the world economy has changed so dramatically in the last thousand years. It concludes that China is likely to resume its natural role as the world’s largest economy by the year 2015, thus regaining the position it had held until 1890.     Abstract: Despite concern about the negative impacts of globalisation on the economies of OECD regions, notably the loss of manufacturing jobs and enterprise relocation, this report presents evidence that region-specific advantages – embedded in specialised firms, skilled labour and innovation capacity – remain a significant source of productivity gain for firms, even for the largest multinational enterprises. A new geography of production is emerging, based around both old and new regional hubs in OECD and non-OECD countries. National and regional governments in OECD countries are looking for ways to ensure that regions maintain a competitive edge in industries that generate wealth and jobs.     Abstract: Tables of national competitiveness give an easily comparable ranking of the winners and losers of global economic competition. But they don't explain why the “poor” countries are four times less productive than the “rich” ones or why some rich countries are twice as productive as others. Using empirical data from over 50 countries, this book shows how even small differences in a number of factors combine to boost or block productivity. Governments need such information to set priorities. Investors need it too, and two new rankings are proposed as alternatives to a simple comparison of industrial productivity. The first, called the “investor ranking”, is based on infrastructure, human capital and total factor productivity. The second, “exporter ranking”, is for investors whose prime concern is for a production platform well-integrated into world trade. Combining the new rankings with a more traditional one produces three groups of countries, termed balanced, high potential, and vulnerable. Group membership reserves some surprises: you may be rich, but that doesn’t mean you’re not vulnerable.

    Abstract: Pour faire face au vieillissement rapide de la population, il est nécessaire de promouvoir de meilleures opportunités d'emploi pour les travailleurs âgés. On a déjà beaucoup fait état du besoin de réformer les régimes de pension de retraite et de préretraite. Pourtant, cela ne sera sans doute pas suffisant en soi pour relever significativement les taux d'emploi des plus âgés ni pour réduire le risque futur de pénurie de travailleurs. Les autorités publiques et les entreprises doivent sans tarder prendre des mesures pour adapter la fixation des salaires à une main-d'œuvre plus âgée, pour s'attaquer aux discriminations du fait de l'âge et pour améliorer les qualifications et les conditions de travail des travailleurs âgés. Un changement d'attitude s'impose aussi de la part des individus quant au travail à un âge plus tardif et à l'acquisition de nouvelles compétences. On sait relativement peu de choses sur ce que les différents pays de l'OCDE sont en train de faire ou devraient faire dans ces domaines. Afin d'y remédier, l'OCDE a lancé une série de rapports dans une vingtaine de pays, dont la France. Chaque rapport national fait le tour des principales barrières qui existent concernant l'emploi des travailleurs âgés, évalue la pertinence et l'efficacité des mesures existantes pour contrer ces barrières et présente une série de recommandations sur les politiques que les autorités publiques et les partenaires sociaux devraient mener. With most FDI flows originating in OECD countries, developed countries can contribute to advancing this agenda. They can facilitate the access of developing countries to international markets and technology, and ensure policy coherence for development more generally; encourage non-OECD countries to integrate further into rules-based international frameworks for investment; actively promote the OECD Guidelines for Multinational Enterprises, together with other elements of the OECD Declaration on International Investment; and share with non-members the peer review-based approach to building investment capacity. This publication provides a comprehensive review of the issues related to the impact of FDI on development as well as to the policies needed to maximise the benefits.

    Abstract: After the dissolution of the Soviet Union in 1992, the Russian Federation promptly proceeded with initial economic reform measures and privatisation programmes which were largely completed by 1994. Despite the creation of a basic corporate sector, many structural reforms remained incomplete, limiting inflows of foreign investment. Following the financial crisis in 1998, Russia has been in a period of stabilisation and is now showing signs of output recovery fuelled by favourable external economic conditions. A new economic reform programme was introduced in mid-2000, promising the rationalisation of many existing state and legislative structures and the reorganisation of federal and regional powers with a view to creating a modern competitive environment in a more unified economic space. Foreign investment will be vital for Russia's economic revival and the Russian government has taken up the challenge of improving the legal and regulatory environment to attract investment inflows needed to upgrade Russia's production facilities, infrastructure and labour skills. The pace and progress of reform is being followed with considerable interest worldwide. This publication provides a timely analysis of the evolving environment for foreign investment in the Russian Federation and draws attention to problem areas affecting the investment climate such as inadequate protection of investors' contractual and property rights. A key element of the publication is a set of policy conclusions and recommendations to create a more hospitable environment for investment, both domestic and foreign.

    Abstract: This book discusses the full economic benefits - and costs - of transport infrastructure and explores ways to make good estimates of the full impact of planned investments on regional and national economies. It argues for proper account to be taken of all relevant economic weaknesses -- those the project is designed to address such as local monopoly pricing, those associated with use of the infrastructure such as environmental externalities, and possible unintended consequences such as impacts on local labour markets. Care must also be taken to verify that net benefits are likely to accrue to those that the project was intended to benefit. Building on recent groundbreaking work in the United Kingdom this publication suggests ways to improve traditional cost-benefit assessments, overcoming reservations that have inhibited the use of CBA in many countries. The main report is completed with examinations of transport project assessment approaches in France, Germany, the United Kingdom and across Europe together with a discussion of an approach to determining optimal levels of investment in transport infrastructure for maximising socio-economic welfare.

    Abstract: This book looks at Brazil’s recent experience in using knowledge for development. It examines the major barriers confronting the country in its transition towards a knowledge-based economy, and presents elements of a viable strategy which would allow it to step confidently into the future.     Abstract: Will the extension of trade liberalisation and increases in foreign direct investment accompanying the process of regional integration and globalisation contribute over the long-term to a greater control over migration flows? To what extent can an acceleration in economic convergence and the implementation of measures facilitating the exchange of highly skilled labour be expected to promote sustainable development in the countries of high emigration potential? This publication seeks to give an answer to these questions. It highlights the contrasts which characterise the demographic and economic situations in Central and Eastern Europe, in the Mediterranean Basin, in North America and in Asia. It identifies the conditions which would favour greater regional integration and reduce over the long-term the incentives to emigrate: the implementation of public sector reforms; the development of the socio-economic infrastructure; the implementation of measures to improve the functioning of financial systems, to attract foreign direct investment and to promote technology transfer and innovation diffusion. Finally, it points to the geopolitical aspects of regional integration and the important role that the greater enhancement of human resources should play in future migration policies.

    Abstract: This study examines the link between FDI and development in six dynamic non-Member economies: Argentina, Brazil, Chile, Indonesia, Malaysia and the Philippines. These countries have all adopted different policies towards FDI in the past, but to a great extent they are all converging on a more open approach. This greater openness, and the overall economic reforms of which FDI liberalisation is but one part, will provide a more fertile environment in which to reap the potential benefits from FDI. FDI can play a key role in improving the capacity of the host country to respond to the opportunities offered by global economic integration, a goal increasingly recognised as one of the key aims of any development strategy. In an environment made more competitive by a decade of economic reforms, many restrictions to FDI in these host countries are at best ineffective and at worst counter-productive.
