Ces modifications limiteront également l’application d’un certain nombre d’exceptions à la définition de l’établissement stable aux activités ayant un caractère préparatoire ou auxiliaire, et empêcheront de pouvoir prétendre à l’avantage de ces exceptions en fragmentant un ensemble économiquement cohérent en plusieurs petites activités ; enfin, elles porteront sur les situations dans lesquelles l’exception applicable aux chantiers de construction est contournée par le fractionnement de contrats entre entreprises étroitement liées.

Elle fournit en effet aux gouvernements, mais aussi aux parlements et aux systèmes judiciaires, des orientations claires, opportunes et faciles à mettre en application, en vue d’une réelle égalité entre hommes et femmes, de la prise en compte des initiatives en faveur des femmes, et d’un accès plus égal aux fonctions publiques d’hommes et de femmes de conditions diverses.

Il contributo che offre la traduzione di questo volume consiste nel mettere a disposizione di tutti gli addetti ai lavori (insegnanti, formatori, studiosi, ricercatori, decisori politici) e di tutte le persone interessate una grande ricchezza di dati come quelli del Rapporto OCSE, introdotti e commentati con particolare attenzione alla situazione italiana. L’intenzione che guida questo lavoro è quella di fornire una fonte attendibile con la quale ribadire, ancora una volta, che spendere in ricerca e istruzione significa investire e che gli investimenti ben condotti, in questo campo, hanno ritorni significativi non soltanto dal punto di vista economico. L’édition 2013 du rapport suit la même structure que le rapport intérimaire et les rapports précédents, et s’articule autour de quatre grandes thématiques : croissance économique durable, investissement dans l’humain, bonne gouvernance et financement du développement.

Toutes ces compétences jouent un rôle central dans la capacité des jeunes à faire face aux problèmes qu’ils pourront rencontrer dans leur vie professionnelle ou privée une fois leur scolarité terminée. Néanmoins, la réalité est tout autre. Nombreux sont les élèves qui ne se sont pas familiarisés avec les concepts fondamentaux de mathématiques. Et trop d’élèves ne s’exercent à l’école qu’à des tâches routinières ne leur permettant pas d’améliorer leur capacité à raisonner de façon quantitative et à résoudre des problèmes complexes de la vie réelle. Comment inverser cette tendance ? Selon ce nouveau rapport, fondé sur les résultats de l’enquête PISA 2012, une solution consisterait à garantir l’acquisition des concepts fondamentaux de mathématiques par tous les élèves et leur exposition en classe à des problèmes complexes de mathématiques. Une part importante des écarts de performance observés dans les épreuves PISA entre les élèves issus de milieux socio-économiques favorisés et leurs pairs issus de milieux défavorisés peut s’expliquer par des différences de familiarité avec les concepts mathématiques. L’élargissement de l’accès aux contenus mathématiques pourrait permettre de relever les niveaux moyens de réussite et, par là même, de réduire les inégalités dans l’éducation et la société dans son ensemble. Cette synthèse en français résume les principaux résultats du rapport thématique PISA Equations and Inequalities: Making Mathematics Accessible to All afin de faciliter leur diffusion auprès du grand public francophone.

    Abstract: The Potamopyrgus antopodarumon reproduction test is designed to assess potential effects of prolonged exposure to chemicals on reproduction and survival of parthenogenetic lineages of the freshwater mudsnail Potamopyrgus antipodarum. Adult female P. antipodarum are exposed to a concentration range of the test chemical. The test chemical is dispersed into the reconstituted dilution water, added to test beakers, and adult snails are subsequently introduced into the test beakers. When testing “difficult chemicals” (i.e. volatile, unstable, readily biodegradable and adsorbing chemicals) the test can be conducted under flow-through conditions as an alternative to the semi-static design with fixed renewal periods of the medium (see paragraph 29). P. antipodarum survival over the 28 days exposure period and reproduction at the end of the test after 28 days are examined. Reproduction is evaluated by counting the number of embryo in the brood pouch (without distinction of developmental stages) at the end of 28 days exposure. The toxic effect of the test chemical on embryo numbers is expressed as ECX by fitting an appropriate regression model in order to estimate the concentration that would cause x % reduction in embryo numbers or alternatively as the No Observed Effect Concentration and Lowest Observed Effect Concentration (NOEC/LOEC) value (2).

    Abstract: This screening Test Guideline describes the effects of a test chemical on male and female reproductive performance. It has been updated with endocrine disruptor endpoints, in particular measure of anogenital distance and male nipple retention in pups and thyroid examination. The test substance is administered in graduated doses to several groups of males and females. Males should be dosed for a minimum of four weeks. Females should be dosed throughout the study, so approximately 63 days. Matings "one male to one female" should normally be used in this study. This Test Guideline is designed for use with the rat. It is recommended that each group be started with at least 10 animals of each sex. Generally, at least three test groups and a control group should be used. Dose levels may be based on information from acute toxicity tests or on results from repeated dose studies. The test substance is administered orally and daily. The results of this study include clinical observations, body weight and food/water consumption, oestrous cycle monitoring, offspring parameters observation/measurement, thyroid hormone measurement, as well as gross necropsy and histopathology. The findings of this toxicity study should be evaluated in terms of the observed effects, necropsy and microscopic findings. Because of the short period of treatment of the male, the histopathology of the testis and epididymus should be considered along with the fertility data, when assessing male reproductive effects.

La substance d’essai est administrée en doses graduées à plusieurs groupes de mâles et de femelles. Les mâles doivent être traités pendant un minimum de quatre semaines. Les femelles doivent être traitées tout au long de l’étude, soit approximativement 63 jours. Normalement des accouplements « un mâle pour une femelle » doivent être employés dans cette étude. Cette Ligne directrice utilise le rat. Il est recommandé que chaque groupe commence avec au moins dix animaux de chaque sexe. Généralement, au moins trois groupes d’essai et un groupe contrôle doivent être utilisés. Des niveaux de dose peuvent être basés sur l'information des essais de toxicité aiguë ou sur des résultats d’études à doses répétées. La substance d'essai est administrée oralement et quotidiennement. Les résultats de cette étude incluent des observations cliniques, la mesure du poids corporel et la consommation de nourriture/eau, la surveillance du cycle oestral, la mesure/observation des caractéristiques de la descendance, la mesure du taux sérique d'hormones thyroïdiennes, de même qu’une autopsie générale et l'histopathologie. Les résultats de cette étude de toxicité devraient être évalués en termes d'effets observés, autopsie et résultats microscopiques. En raison de la période courte du traitement du mâle, l'histopathologie du testicule et l'épididyme doivent être pris en compte avec les données de fertilité, lors de l’évaluation des effets reproducteurs mâles.

La présente LD décrit trois méthodes in vitro portant sur le même événement clé : (i) le test d’activation de la lignée cellulaire humaine (h-CLAT), (ii) le test d’activation de la lignée cellulaire U937 (U-SENS) et (iii) l’essai par gène rapporteur de l’interleukine 8 (essai IL‑8 Luc). Ils sont tous utilisés pour aider à distinguer les sensibilisants des non-sensibilisants cutanés, selon le SGH. Les méthodes décrites dans la présente LD permettent de quantifier soit les variations d’expression de marqueurs de surface associés au processus d’activation des monocytes et des DC suite à l’exposition à un sensibilisant (CD54 et CD86, par exemple), soit les changements d’expression de l’IL‑8, une cytokine associée à l’activation des DC. Dans les essais h-CLAT et U-SENS, la variation d’expression des marqueurs de surface est mesurée par cytométrie en flux après coloration cellulaire avec des anticorps marqués par fluorochrome. Dans l’essai IL-8 Luc, la variation d’expression de IL-8 est mesurée de façon indirecte via l’activité du gène de la luciférase qui se trouve sous contrôle du promoteur IL-8. L’intensité relative de fluorescence ou luminescence des cellules traitées, comparée à celle du témoin de solvant/véhicule, est calculée et utilisée dans un modèle prédictif, pour aider à distinguer les sensibilisants des non-sensibilisants.

    Abstract: The Nuclear Energy Agency carried out an independent peer review of Japan’s siting process and criteria for the geological disposal of high-level radioactive waste in May 2016. The review concluded that Japan’s site screening process is generally in accordance with international practices. As the goal of the siting process is to locate a site – that is both appropriate and accepted by the community – to host a geological disposal facility for high-level radioactive waste, the international review team emphasises in this report the importance of maintaining an open dialogue and interaction between the regulator, the implementer and the public. Dialogue should begin in the early phases and continue throughout the siting process. The international review team also underlines the importance of taking into account feasibility aspects when selecting a site for preliminary investigations, but suggests that it would be inappropriate to set detailed scientific criteria for nationwide screening at this stage. The team has provided extensive advisory remarks in the report as opportunities for improvement, including the recommendation to use clear and consistent terminology in defining the site screening criteria as it is a critical factor in a successful siting process.

The HPRT and XPRT mutation tests detect different spectra of genetic events. Cells in suspension or monolayer culture are exposed to, at least four analysable concentrations of the test substance, both with and without metabolic activation, for a suitable period of time. They are subcultured to determine cytotoxicity and to allow phenotypic expression prior to mutant selection. Cytotoxicity is usually determined by measuring the relative cloning efficiency (survival) or relative total growth of the cultures after the treatment period. The treated cultures are maintained in growth medium for a sufficient period of time, characteristic of each selected locus and cell type, to allow near-optimal phenotypic expression of induced mutations. Mutant frequency is determined by seeding known numbers of cells in medium containing the selective agent to detect mutant cells, and in medium without selective agent to determine the cloning efficiency (viability). After a suitable incubation time, colonies are counted.

    Abstract: Latvia’s health system broadly delivers effective and efficient care to the population within a context of significantly fewer resources – and higher health care needs – than most OECD countries. Latvia has successfully consolidated its hospital sector and strengthened primary care. Average length of stay in hospital fell by almost 15% between 2005 and 2013, and GPs are now required to follow up on patients who called for emergency medical assistance but were not hospitalised. OECD health systems could learn much from these reforms as well as longer-standing institutions, such as Latvia’s feldshers (physician assistants). Latvia nevertheless faces important challenges to improve the performance of its health system. Up to one in five Latvians report forgoing health care because of the cost; waiting times for key diagnostic and treatment services can be long; and inclusion of key treatments in the publicly-funded benefits basket does not always reflect latest best practice. Critically, the health system lags behind many OECD countries in the extent to which data are used to systematically measure, compare and improve the performance of services, especially at more granular provider or local levels. This review aims to support Latvia in continuing reform of its health system, informed by international best practice.

The Global Forum on Transparency and Exchange of Information for Tax Purposes is the multilateral framework within which work in the area of tax transparency and exchange of information is carried out by over 130 jurisdictions which participate in the work of the Global Forum on an equal footing. The Global Forum is charged with in-depth monitoring and peer review of the implementation of the standards of transparency and exchange of information for tax purposes. These standards are primarily reflected in the 2002 OECD Model Agreement on Exchange of Information on Tax Matters and its commentary, and in Article 26 of the OECD Model Tax Convention on Income and on Capital and its commentary as updated in 2004, which has been incorporated in the UN Model Tax Convention. The standards provide for international exchange on request of foreseeably relevant information for the administration or enforcement of the domestic tax laws of a requesting party. “Fishing expeditions” are not authorised, but all foreseeably relevant information must be provided, including bank information and information held by fiduciaries, regardless of the existence of a domestic tax interest or the application of a dual criminality standard. All members of the Global Forum, as well as jurisdictions identified by the Global Forum as relevant to its work, are being reviewed. This process is undertaken in two phases. Phase 1 reviews assess the quality of a jurisdiction’s legal and regulatory framework for the exchange of information, while Phase 2 reviews look at the practical implementation of that framework. Some Global Forum members are undergoing combined – Phase 1 plus Phase 2 – reviews. The ultimate goal is to help jurisdictions to effectively implement the international standards of transparency and exchange of information for tax purposes.

This report draws on international experience to look at ways in which the strong Dutch school system might go further still on the path to excellence. Clearly the Dutch school system is one of the best in the OECD, as measured by PISA and PIAAC and is also equitable, with a very low proportion of poor performers. The report therefore proposes an incremental approach to reform, building on strengths while responding to some emerging challenges. The Netherlands should strengthen the quality of early childhood education and care, revisit policies related to early tracking with more objective testing and track decisions, and enhance the permeability of the system. It should develop the professionalism of teachers and school leaders through enhanced collective learning and working, while at the same time strengthening accountability and capacity in school boards. This report will be valuable not only for the Netherlands, but also to the many other education systems looking to raise their performance who are interested in the example of the Netherlands.

    Abstract: Japan is embarked on a demographic transition without precedent in human history: the population is both declining and ageing rapidly. This raises important questions about the country's future economic geography, as public policies will need both to respond to these shifts and also to shape them. Demographic change will have particularly important implications for the settlement pattern of the country, and this, in turn, will affect Japan's ability to sustain economic growth and the well-being of its citizens. This Review therefore focuses on the spatial implications of demographic change and the response of spatial policies to it, particularly as these interact with other policies aimed at sustaining the productivity growth that a "super-ageing" Japan will need in order to maintain its future prosperity. The Japanese authorities have recently put in place a complex package of long-term spatial and structural policies aimed at meeting this challenge. Their experience should be of first-order interest to other OECD countries, as most face the prospect of rapid population ageing and many are also projected to experience significant population decline over the coming decades.

Le Forum mondial sur la transparence et l’échange de renseignements à des fins fiscales est l’enceinte multilatérale au sein de laquelle le travail en matière de transparence fiscale et d’échange de renseignements est mené par plus de 130 juridictions participant, sur un pied d’égalité, aux travaux du Forum mondial. Le Forum mondial est chargé de la surveillance approfondie et de l’examen par les pairs de la mise en œuvre des standards en matière de transparence et d’échange de renseignements en matière fiscale. Ces standards sont essentiellement reflétés dans le Modèle d’accord d’échange de renseignements en matière fiscale et ses commentaires publiés en 2002 par l’OCDE et dans l’article 26 du Modèle de convention fiscale concernant le revenu et la fortune de l’OCDE et ses commentaires, tels que mis à jour en 2004. Ces standards ont aussi été repris dans le Modèle de convention fiscale des Nations Unies. Les standards prévoient l’échange de renseignements sur demande des informations vraisemblablement pertinentes pour l’administration et l’application de la législation fiscale interne de la partie requérante. La pêche aux renseignements n’est pas autorisée mais tous les renseignements vraisemblablement pertinents doivent être fournis, y compris les renseignements bancaires et les renseignements détenus par des agents fiduciaires, sans tenir compte de l’existence d’un intérêt fiscal national. Tous les membres du Forum mondial, ainsi que les juridictions identifiées par le Forum mondial comme pertinentes pour ses travaux, seront examinés. Ce processus est réalisé en deux phases. L’examen de phase 1 évalue la qualité du cadre juridique et réglementaire des juridictions en matière d’échange de renseignements alors que l’examen de phase 2 se concentre sur la mise en œuvre pratique de ce cadre. Certains membres du Forum mondial font l’objet d’un examen combiné – phase 1 et phase 2. Le but final vise à aider les juridictions à mettre effectivement en œuvre les standards internationaux en matière de transparence et d’échange de renseignements en matière fiscale. Tous les rapports d’examen, sont publiés une fois adoptés par le Forum mondial et doivent donc être considérés comme des rapports approuvés du Forum mondial.

    Abstract: This report provides an in-depth, evidence-based analysis of open government initiatives and the challenges countries face in implementing and co-ordinating them. It also explores new trends in OECD member countries as well as a selection of countries from Latin America, MENA and South East Asia regions. Based on the 2015 Survey on Open Government and Citizen Participation in the Policy Cycle, the report identifies future areas of work, including the effort to mobilise and engage all branches and all levels of government in order to move from open governments to open states; how open government principles and practices can help achieve the UN Sustainable Development Goals; the role of the Media to create an enabling environment for open government initiatives to thrive; and the growing importance of subnational institutions to implement successful open government reforms.

    Abstract: In recent decades, Israel’s growing population and rising incomes have seen consumption increase substantially, bringing with it considerable pressure on the environment. One of the main environmental pressures is from the ever-increasing transport activity, especially the use of private vehicles. Although travelling in a private vehicle brings benefits to the individual using it, this entails costs to society as a whole. These social costs extend beyond the private costs of the car and the fuel borne by the car user, imposing a burden on public health and the environment. Transport involves noise, local air pollution, and contributes to climate change, congestion, accidents, and wear and tear to infrastructure. All these negatively affect public health and quality of life in general, a fact not taken into account when an individual chooses whether or not to buy a car. This is known as a “market failure”, because the price of a car does not fully reflect the social costs of using it. Governments can correct market failures like these through policies that ensure that the actual costs to society are incorporated within the price of a car, thus influencing consumers’ purchases. This paper describes how Israel developed an innovative scheme to encourage consumers to choose less polluting cars. The Green Tax scheme targets reductions in all polluting vehicle emissions, not only carbon dioxide (CO2). The paper outlines the design process, reflects on the challenges encountered and the environmental, economic and social impacts. It concludes by discussing the wider lessons that are raised for other governments seeking to tackle similar environmental problems.

There are assumptions and limitations underpinning these recommendations – they are not cost-free and will be easier to apply in countries with established research ethics procedures, particularly where research organisations and data owners have access to ethical review bodies. The sharing of expertise on, and knowledge about, research ethics between countries is critical to the creation of a common and cost-efficient ethical environment for social scientific research.

    Abstract: Transport infrastructure opens new routes and creates connections. It increases prosperity by generating economic opportunities, reducing transport costs and supporting agglomeration economies. However, the increased traffic flows also generate environmental and social costs. In Korea, the amount of paved roads increased dramatically between 1951 and 2014, from 580 kilometres to over 87 000 kilometres. This expansion of Korea’s expressway, highway and major road network has created benefits for cities and rural areas across the country, contributing to both economic growth and inclusiveness. This rapid development of road infrastructure and motorisation has also resulted in relatively high traffic fatality rates. This report combines empirical research on the relationship between road infrastructure, inclusive economic development and traffic safety with an assessment of policies and governance structures to help governments find ways to create effective, safe and inclusive transport infrastructures.

    Abstract: One in ten students at the master’s or equivalent level is an international student in OECD countries, rising to one in four at the doctoral level. Almost 60% of international doctoral students in OECD countries are enrolled in science, engineering or agriculture. The United States hosts 38% of international students enrolled in a programme at the doctoral level in OECD countries. Luxembourg and Switzerland host the largest proportion of international students, who make up more than half of their total doctoral students. International master’s and doctoral students tend to choose to study in countries investing substantial resources in research and development in tertiary educational institutions. Of all international students enrolled at the master’s or doctoral level across OECD countries, the majority (53%) are from Asia, and 23% are from China alone.

Bien que les femmes représentent plus de la moitié des diplômés de licence et de master, elles restent largement sous-représentées dans les domaines des sciences et de l’ingénierie. Le pourcentage d’étudiants en mobilité internationale augmente avec l’élévation du niveau d’enseignement tertiaire : en 2013, ils représentaient ainsi 7 % des diplômés de licence, contre 18 % de ceux de master.

    Abstract: Even when all students, including the most disadvantaged, have easy access to the Internet,a digital divide, based on socio-economic status, still persists in how students use technology. In the five Nordic countries, as well as in Hong Kong-China, the Netherlands and Switzerland, over 98% of disadvantaged students have access to the Internet at home. By contrast, in some low- and middle-income countries, many disadvantaged students have access to the Internet only at school, if at all. In 2012, disadvantaged students spent at least as much time on line as advantaged students, on average across OECD countries. In 21 out of 42 countries and economies, disadvantaged students spent more time on line than advantaged students. In all countries/economies, what students do with computers, from using e-mail to reading news on the Internet, is related to students’ socio-economic status. Advantaged students are more likely than disadvantaged students to search for information or read news on line. Disadvantaged students, on the other hand, tend to use the Internet to chat or play videogames at least as often as advantaged students do.

    Abstract: The education sector performs well for information and communication technology (ICT) and problem-solving skills, although it still lags behind the professional, scientific and technical activities sector. Primary and secondary teachers have better ICT and problem-solving skills than the general population, and similar skills to other tertiary-educated adults. In Japan and Korea, however, primary and secondary teachers are over 40 percentage points more likely than other tertiary graduates to have good skills when age is taken into account. On average, across the countries participating to the TALIS survey, 59% of lower secondary teachers expressed a need for professional development in ICT skills for teaching.

    Abstract: Un nouveau rapport de l’OCDE, intitule Soutenir le professionnalisme des enseignants et élaboré à partir des résultats de l’Enquête internationale sur l’enseignement et l’apprentissage (TALIS), définit le concept de professionnalisme des enseignants sur la base de trois grandes composantes : le socle de connaissances, à savoir les connaissances requises pour enseigner ; l’autonomie, à savoir le pouvoir de décision des enseignants sur différents aspects de leur travail ; et les réseaux de pairs, à savoir les possibilités d’échange d’informations et de soutien nécessaires au maintien de normes élevées d’enseignement. Les systèmes d’éducation diffèrent quant à l’importance qu’ils accordent à chacune des composantes du professionnalisme des enseignants. Il existe dans tous les systèmes une corrélation particulièrement positive entre d’un côté, les composantes « connaissances » et « réseaux de pairs », et de l’autre, la satisfaction des enseignants, leur sentiment d’efficacité personnelle et la perception de la valeur du métier d’enseignant dans la société. Les pratiques favorisant le professionnalisme des enseignants sont moins répandues dans les établissements accueillant des pourcentages plus importants d’élèves issus de milieux socio-économiques défavorisés. Dans ces établissements, l’investissement dans le professionnalisme des enseignants peut toutefois s’avérer particulièrement fructueux, la corrélation positive entre connaissances, réseaux de pairs et satisfaction des enseignants étant plus marquée dans les établissements difficiles.
