    Abstract: Spain has experienced a dramatic business cycle, starting with a large construction based boom followed by a long recession, resulting in a substantial rise in unemployment, and income and wealth inequality. This paper uses longitudinal data from the Survey of Household Finances over the period 2002 to 2014 to examine the distributions of income and wealth in Spain, as well as the mobility of households within those distributions. Results show an increase in the concentration of both income and wealth following the sharp decline in house prices that occurred since 2008, with house price fluctuations affecting more negatively the young than the old. Furthermore, differences in average income and wealth by education, gender and home ownership status were accentuated during the crisis, with lower and middle group incomes falling on average and top group incomes rising. In addition, higher levels of mobility within the middle of the household wealth distribution are observed than at either the top or bottom, although mobility at the extremes of the distribution increased after 2008. Finally, a number of characteristics of households, including age, property ownership, being employed on a permanent contract and good health, are found to be positively associated with wealth accumulation over time, while having a mortgage is negatively related. Overall, the paper finds it is the young and those with low income, wealth and education, bad health, temporary contracts and a mortgage that became relatively worse off in Spain’s early 21st century boom and bust cycle.     Abstract: Spain has chronically low productivity growth, which undermines its ability to generate higher living standards. Important contributors to low productivity growth are the misallocation of capital to low productivity firms and under-investment in knowledge-based capital. To foster a better allocation of capital a first priority is to better tune bank, capital market and government financing to the needs of new innovative firms. This could be done through better small and medium-sized enterprises (SMEs) bond and loan securitisation tools, reallocating public financing to early stage finance and making it easier for firms to access public innovation funding by shifting some funding from loans to grants for research and development (R&D) projects. Attracting more foreign capital and improving the regulatory framework to increase the return on investment would also help. This could be done by reducing regulatory barriers that hold back competition, improving the neutrality of the tax system, improving pricing signals and reforming insolvency laws.

    Abstract: The personal tax system has a large influence on incentives to work, save and invest and hence growth. At the same time it is a key policy lever for income redistribution. This paper analyses how income distribution patterns changed in Spain before and after the crisis using the personal income tax samples constructed by the Spanish Institute of Fiscal Studies for the period 2002 to 2011. We find that the top and bottom of the income distribution gained the most from the boom period, and the bottom suffered proportionally more in the subsequent bust. Although Spain's average personal tax rates were above the OECD average, personal tax revenue as a share was below the OECD average. One reason for this is substantial fiscal benefits that significantly reduce total tax received by the government. We examine the distribution of the tax burden, and especially how income deciles benefit from the different fiscal benefits, namely tax exemptions, reductions and tax credits. This reveals that Spain's personal income tax system is progressive, especially for labour income, but far less so for capital income. Some fiscal benefits, notably the tax credit on maternity, are highly progressive. Other fiscal benefits, mainly exemptions and reductions, are regressive. These include the exemptions on renting and on the interest from investing in dwellings and the reduction for contributions to personal pension plans.

    Abstract: Structural transformation towards a more knowledge-based economy will strengthen Spain’s medium-term growth prospects. To deal with long standing impediments to higher growth the government has a substantial structural reform programme touching on education, the labour market and the business environment. Areas of particular weakness to be tackled include the high number of poorly qualified long-term unemployed, skills mismatches and a high school drop-out rate, and insufficient innovation. Spain has done well in reducing the carbon emissions intensity of GDP growth but will need to do more to meet future targets and manage its scarce water resources. The resolution of acute banking and fiscal problems, and the cyclical upswing, provide a more solid platform for sustained growth. Raising trend growth will boost job creation, which is the most effective antidote to the strong rise in poverty and inequality that accompanied the sharp deterioration in the labour market during the crisis.

    Abstract: In this workshop proceedings, Spanish stakeholders and delegates from 14 countries discuss current co-ordination of radioactive waste management decision making in Spain. Findings were shared from Cowam-Spain, a co-operative research project on the involvement of local stakeholders, the relationship between national and local levels of decision making, and the long-term sustainability of decisions regarding the siting of a centralised interim storage facility for high-level waste. These proceedings include the workshop presentations and discussions, as well as the rapporteurs' reflections on what was learned about policy making and participative decision making.

    Abstract: In the deep disposal of radioactive waste, the presence of several barriers serving complementary safety functions enhances confidence that the waste will be isolated and contained to protect human health and the environment. The barriers include the natural geological barrier and the engineered barrier system (EBS). The EBS itself may comprise a variety of sub-systems or components, such as the waste form, container, buffer, backfill, seals and plugs. These proceedings include the main findings and presented papers from the third NEA-EC workshop on engineered barrier systems, which focused on the role of EBS modelling in the safety case for deep disposal. The workshop examined the modelling tools currently available and identified complex areas of assessment in which further dialogue is needed.

    Abstract: As modern nuclear power programmes mature and large, commercial nuclear power plants and fuel cycle facilities approach the end of their useful life by reason of age, economics or change of policy on the use of nuclear power, new challenges associated with decommissioning and dismantling come to the fore. Politicians and the public may expect there to be a “right answer” to the choice of strategy for a particular type of facility, or even all facilities. Both this seminar and wider experience show that this is not the case. Local factors and national political positions have a significant input and often result in widely differing strategy approaches to broadly similar decommissioning projects. All facility owners represented at the seminar were able to demonstrate a rational process for strategy selection and compelling arguments for the choices made. In addition to the papers that were presented, these proceedings include a summary of the discussions that took place.

    Abstract: Performance assessment of repository concepts for the geological disposal of long-lived radioactive waste relies on the availability of thermodynamic data for many radionuclides and other elements under a wide range of physico-chemical conditions. For the past ten years, the OECD Nuclear Energy Agency (NEA) has been co-ordinating a multinational effort to produce a database of selected thermochemical values that would satisfy the requirements of the various national programmes in Member countries. This project is known as the NEA Thermochemical Database (TDB) Project. This publication contains the full papers and summary discussion records of a workshop attended by scientists active in the field of chemical thermodynamics and experts in repository performance assessment who use the thermochemical databases for their evaluations. During the workshop, participants discussed current experimental and theoretical standpoints, new data requirements and the peculiarities of their application in performance assessment.
