    Kurzfassung: In this work the late Irene Hilgers analyses the revival of Islam in the public sphere in postsocialist Uzbekistan, with particular reference to its role in the construction of a new national identity. Data collected during fieldwork in 2003-4 are contextualized with reference to the history of the Kokand Khanate and the suppression of religion during the Soviet era. Hilgers analyses current state ideology and the official structures for controlling religion, but also the continued significance of 'popular religion', as expressed at shrines and in healing rituals, and the tensions associated with 'Wahabi' currents. The tight association between Uzbek identity and Islam is also illustrated through the problems encountered by converts to Christianity. Throughout the work the author deploys her rich ethnographic materials to shed fresh light on major debates concerning secularization and the nature of Soviet and post-Soviet 'modernity'.

Sin embargo, su economía depende de unos pocos sectores basados en recursos localizados en un pequeño número de regiones. El desempeño de las regiones chilenas es significativamente variado y las disparidades regionales en PIB per cápita son muy elevadas en comparación con las de los países de la OCDE. Hasta el momento, las regiones chilenas no han dado todo el uso potencial a sus activos, ni tampoco alcanzado su potencial de crecimiento.El presente informe recomienda desplazarse hacia un enfoque territorial del desarrollo chileno, de manera de adaptar de mejor forma la acción pública a las diferentes oportunidades y necesidades de los diversos territorios del país. Para mejorar su productividad, las regiones de Chile resultarían particularmente beneficiadas por políticas contextualizadas y orientadas hacia la innovación y el emprendimiento, y por mejoras en la educación y la capacitación.Al mismo tiempo, cambiar hacia políticas contextualizadas en Chile requerirá el fortalecimiento del marco institucional del nivel regional. Esto implicará aumentar las capacidades y la estructura de los gobiernos regionales, de manera que éstos se transformen en activos participantes de la discusión, la planificación y la coordinación de las políticas de desarrollo regional. Un manejo político multinivel y acuerdos de coordinación, junto a otros mecanismos como la formación de capacidades y el fortalecimiento de las modalidades de participación, ayudará a aumentar la legitimidad, coherencia y efectividad de una reforma en este sentido.Estudios Territoriales OCDE de Chile es parte de un programa más amplio de informes nacionales, emprendido por el Comité de Políticas de Desarrollo Territorial de la OCDE.     Kurzfassung: Over the past decade, Mexico has made significant progress towards macroeconomic stability and has undertaken important structural reforms to further open the economy to trade and investment, and improve the functioning of markets for goods and services. However, potential gross domestic product (GDP) growth remains much too low to reduce widespread poverty and bridge the wide gap in living standards with wealthier OECD countries. One important reason for this is that Mexico has been slower than those in many competing newly industrialising economies to realise the importance of investment in innovation as a driver of growth and competitiveness. This book assesses the current status of Mexico’s innovation system and policies, and identifies where and how the government should focus its efforts to improve the country’s innovation capabilities.

While basic competencies are important for the absorption of new technologies, high-level skills are critical for the creation of new knowledge, technologies and innovation. The OECD’s Programme for International Student Assessment (PISA) has taken an innovative approach to examining educational excellence, by directly assessing students’ knowledge, skills and attitudes and exploring how these relate to the characteristics of individual students, schools and education systems. Based on PISA survey results, this report examines who the highest performing students are, what the characteristics of the schools they attend are, to what extent they engage in science related activities outside of school, what their motivations and attitudes towards science are, and what their career intentions are.

    Kurzfassung: This Test Guideline is designed for assessing the effects of chemicals on the reproduction of collembolans in soil. The parthenogenetic Folsomia candida is the recommended species for use, but an alternative species such as sexually reproducing Folsomia fimetaria could also be used if they meet the validity criteria. This Guideline can be used for testing both water soluble and insoluble substances but it is not applicable to volatile ones. The Guideline aims to determine toxic effects of the test substance on adult mortality and reproductive output expressed as LCx and ECx respectively, or NOEC/LOEC value. The number of treatment concentrations varies depending on endpoints to be determined. For a combined approach to examine both the NOEC/LOEC and ECx, eight concentrations in a geometric series with four replicates for each concentration as well as eight control replicates should be used. In each test vessel, 10 juveniles F. candida (or 10 males and 10 females adults F. fimetaria) should be placed on 30 g of modified OECD artificial soil using a 5 % organic matter content. The duration of a definitive reproduction test is 4 weeks for F. candida or 3 weeks for F. fimetaria.

    Kurzfassung: Crop field trials are conducted to determine the magnitude of the pesticide residue in or on raw agricultural commodities, including feed items, and should be designed to reflect pesticide use patterns that lead to the highest possible residues. Objectives of crop field trials are to: (1) quantify the expected range of residue(s) in crop commodities following treatment according to the proposed or established good agricultural practice; (2) determine, when appropriate, the rate of decline of the residue(s) of plant protection product(s) on commodities of interest; (3) determine residue values such as the “Supervised Trial Median Residue” and “Highest Residue” for conducting dietary risk assessment; and (4) derive maximum residue limits (MRLs). This Test Guideline requires one sample from treated plots at each sampling interval for crops that have eight or more crop field trials. The test substance(s) should be stored under appropriate conditions for the study duration and applied soon after preparation or mixing. Test substance applications should not be made in strong wind, during rain or when rainfall is expected shortly after application. For all applications, the application rate should be expressed in terms of amount of product and/or active ingredient per unit area. At the end of each crop field trial, the (stored) samples are analysed for residue level (expressed for example in mg/kg).

    Kurzfassung: China has made enormous progress in developing the modern legal and regulatory foundation for the market economy. The private sector is now the main driver of growth, and new laws have gone a long way toward establishing private property rights, competition, and mechanisms for entry and exit comparable to those of many OECD countries. At the same time important challenges remain, including further clarification of the scope of state ownership, reform of relations among central and local governments, firmer establishment of the rule of law, and strengthening of regulatory institutions and processes. This review of China's regulatory system focuses on the overall economic context for regulatory reform, the government’s capacity to manage regulatory reform, competition policy and enforcement, and market openness. The review also examines the regulatory framework in the electricity, water and health care sectors. As for OECD countries, the review follows a multidisciplinary and highly interactive approach. A number of OECD instruments and policies are used in this assessment, although the review also takes into account the specific challenges faced by the Chinese authorities. The review includes a comprehensive set of policy recommendations.

Wird es China gelingen, die Herausforderung dieses Übergangs zu meistern? Welche Veränderungen werden hierzu im Bereich der Politikmaßnahmen und Institutionen erforderlich sein? Wie wird sich die Wandlung Chinas zu einer künftigen innovationsgestützten Volkswirtschaft auf die OECD-Länder sowie auf die weltweiten Systeme der Wissensproduktion, -verbreitung und -nutzung auswirken?     Kurzfassung: The report analyses the retirement income systems of 18 Asian countries, including Australia, China, India, Indonesia, Pakistan, the Philippines and Vietnam. It says that reform is needed because: coverage of formal pension systems is relatively low; withdrawal of savings before retirement is very common; pension savings are often taken as lump sums and often do not provide people with adequate income over their lifetime; pensions payments are not automatically adjusted to reflect changes in the cost of living. In OECD countries, an average of 70% of the working-age population are eligible for a pension. However in South Asia, just 7.5% of the working-age population are eligible and in East Asia 18%. Furthermore, few countries in Asia/Pacific have social pensions to provide safety-net retirement incomes for people who are not members of formal schemes. Only in India are social pensions significant, with around 10 to 15% of older people covered.

The paper concludes that attempts to use non-market methods, and distort prices, is likely to have negative implications for the provision of international telecommunication services and that competition is acting to more efficiently meet policy goals.

Africa is particularly vulnerable to climate change because of its overdependence on rain-fed agriculture, compounded by factors such as widespread poverty and weak capacity. The main longer-term impacts include: changing rainfall patterns affecting agriculture and reducing food security; worsening water security; decreasing fish resources in large lakes due to rising temperature; shifting vectorborne diseases; rising sea level affecting low-lying coastal areas with large populations; and rising water stress.

    Kurzfassung: This Test Guideline describes an in vivo screening assay for fish reproduction where sexually mature male and spawning female fish are held together and exposed to a chemical during a limited part of their life-cycle (21 days). The short term reproduction assay was validated in the fathead minnow (Pimephales promelas) and this is the recommended species. The assay is run with three test chemical concentrations and the necessary controls, including a carrier control if necessary. For the fathead minnow, four replicate test vessels are used for each treatment level and control(s). During the conduct of the assay, the egg production is measured quantitatively daily in each test vessel. At termination of the 21-day exposure period, two biomarker endpoints are measured in males and females separately, as indicators of endocrine activity of the test chemical; these endpoints are vitellogenin and secondary sexual characteristics. Gonads of both sexes are also preserved and histopathology may be evaluated to assess the reproductive fitness of the test animals and to add to the weight of evidence of other endpoints.

    Kurzfassung: The Hershberger Bioassay is an in vivo short–term screening test. It evaluates the ability of a chemical to elicit biological activities consistent with androgen agonists, antagonists or 5 á-reductase inhibitors. The current bioassay is based on the changes in weight of five androgen-dependent tissues in the castrate-peripubertal male rat: the ventral prostate, seminal vesicle (plus fluids and coagulating glands), levator ani-bulbocavernosus muscle, paired Cowper’s glands and the glans penis. In order to establish whether a test substance can have androgenic or antiandrogenic action, two – respectively three - dose groups of the test substance, plus positive and vehicle (negative) controls are normally sufficient. The test substance is administered by gavage or subcutaneous injection daily for 10 consecutive days. To test for antiandrogens, the test substance is administered together with a reference androgen agonist. Each treated and control group should include a minimum of 6 animals. The animals are necropsied approximately 24 hours after the last administration of the test substance. The tissues are excised and their fresh weights determined. A statistically significant increase (androgenic) or decrease (antiandrogenic) in the weights of two of the five tissues indicates a positive response in this assay.

    Kurzfassung: This Test Guideline describes an amphibian metamorphosis assay intended to screen substances which may interfere with the normal functioning of the hypothalamo-pituitary-thyroid axis. The assay was validated with the species Xenopus laevis, which is recommended for use in the Guideline. The assay uses three test chemical concentrations and the necessary controls, including a carrier control if necessary. The assay starts with tadpoles at the development stage 51 on the Nieuwkoop and Faber scale and is extended for a duration of 21 days. Four replicate test vessels are used for each treatment level and control(s). After 7 days of exposure, a sub-set of tadpoles from each treatment level is sampled for the measurement of the length of the hind-limb. At termination of 21-day exposure period, developmental stage, snout-to-vent length and hind limb length are measured on all remaining tadpoles. A sub-set of tadpoles from each treatment level is fixed (whole-body or dissected) for histopathology of the thyroid gland.

    Kurzfassung: Abstract: This paper presents the experiences and the lessons learned by 22 partner countries in Africa, Latin America and Asia related to the application of the Methodology for the Assessment of National Procurement Systems of the OECD/DAC Joint Venture on Procurement. The Methodology was developed and approved for field testing in 2006 as an input for implementing the Paris Declaration agenda and to assist in strengthening country procurement systems. It is the result of the joint efforts of multilateral and bilateral development partners and of partner countries from around the world. These experiences and lessons represent some early results achieved by a group of volunteer partner governments working in collaboration with national stakeholders from civil society, the private sector, the media, elected members of parliament and with their international development partners. The present document is limited to sharing experiences in using the Methodology. Country examples from the pilot exercises and from other applications are used as case studies. A mapping of various country experiences in using the Methodology is provided in Annex A. The present document seeks to provide useful background information drawn from various available sources.

    Kurzfassung: This Test Guideline describes the modified MITI test (II). This test permits the measurement of the Biochemical Oxygen Demand (BOD) and the analysis of residual chemicals in order to evaluate the inherent biodegradability of chemical substances which have been found by the Standard MITI Method (I) to be low degradable. An automated closed-system oxygen consumption measuring apparatus (BOD-meter) is used. Chemicals to be tested are inoculated in the testing vessels (six bottles with different quantities of test chemical) with micro-organisms. In order to check the activity of the inoculum, the use of control substances (aniline, sodium acetate or sodium benzoate) is desirable. During the test period, the BOD is measured continuously. Biodegradability is calculated on the basis of BOD and supplemental chemical analysis, such as measurement of the dissolved organic carbon concentration, concentration of residual chemicals, etc. The BOD curve is obtained continuously and automatically for 14 to 28 days. After the 14 to 28 days of testing, pH, residual chemicals and intermediates in the testing vessels are analysed.

    Kurzfassung: The Paris Declaration on Aid Effectiveness calls upon donor and partner countries to enhance the effectiveness and efficiency of country systems in a way that guarantees ownership and sustainable results. Within this context, the current paper provides a synthesis of major elements and approaches of institutional assessment that may be applied to environmental management. It suggests that while a large number of diagnostic tools are in use, their level of elaboration is not sufficient for systemic sector-specific capacity assessments that would match partners’ and donors’ needs. In order to facilitate the improvement of these tools, the paper provides an inventory of core functions for environmental management. This inventory may be used by those involved in capacity assessments to consider more amply specifics of the environmental sector. Each function will need to be associated with benchmarks reflecting the multifaceted nature of institutional capacity. The evolving approaches to environmental management, as well as changes in the international and country context, impose the need to regularly update both the list of functions and complementary benchmarks.

    Kurzfassung: This Test Guideline describes an in vivo screening assay for certain endocrine active substances where sexually mature male and spawning female fish are held together and exposed to a chemical during a limited part of their life-cycle (21 days). This assay covers the screening of oestrogenic and androgenic activity, and aromatase inhibition. The assay was validated on the fathead minnow (Pimephales promelas), the Japanese medaka (Oryzias latipes) and the zebrafish (Danio rerio); however zebrafish does not allow the detection of androgenic activity. At termination of the 21-day exposure period, depending on the species used, one or two biomarker endpoint(s) are measured in males and females as indicators of oestrogenic, aromatase inhibition or androgenic activity of the test chemical; these endpoints are vitellogenin and secondary sexual characteristics. Vitellogenin is measured in fathead minnow, Japanese medaka and zebrafish, whereas secondary sex characteristics are measured in fathead minnow and Japanese medaka only.

However, cost competitiveness as a source of differentiation is not sustainable. Cost levels are increasing gradually in some sectors, reducing firms’ profitability. In order to sustain competitiveness, the Western Balkans needs to move up the value chain, from investing in automated technology to producing higher-quality goods and enhancing its human capital. This report examines the apparel manufacturing, automotive components and business process and technology outsourcing sectors, focusing on market competitiveness factors, industry key success factors and policy recommendations.

    Kurzfassung: This publication demonstrates that natural resources can contribute to growth, employment, exports and fiscal revenues in low-income countries, where natural capital constitutes a quarter of total wealth. It highlights the importance of policies encouraging the sustainable management of these resources. Moreover, it emphasises the need to address the political challenges of natural-resource management for long-term pro-poor economic growth. Part I provides an overview of the economics and politics of natural resources. It describes the unique features of natural resources and resulting management challenges, the role of sustainable natural resource management in supporting pro-poor growth, and the politics and governance of natural resources. It then offers recommendations for policy makers on how to support the approaches advocated in the paper. Part II examines these issues with respect to seven specific natural-resource sectors: fisheries, forests, wildlife and ecotourism, soil productivity, water security, minerals and renewable energy.

    Kurzfassung: Corporate sanctions rarely are sufficiently high to be an optimal deterrent against cartels. Sanctions against natural persons can thus complement them. There is no systematic evidence proving the deterrent effects of sanctions on individuals, and/or assessing whether such sanctions can be justified. There is a trend among countries to accept as self-evident that individual sanctions, including imprisonment, can be a useful part of effective anti-cartel enforcement. If a country provides for individual sanctions, a strong argument can be made that relatively short prison sentences are the most cost effective deterrent. However, there are also reasons why countries may provide for longer prison sentences, most importantly that only longer statutory sentences adequately express a society’s condemnation of hard-core cartels. In addition to increasing levels of deterrence, sanctions against individuals can be a powerful incentive for individuals to reveal information about existing cartels and to cooperate in investigations. International law does not recognise the principle of double jeopardy that would prevent authorities in different countries from prosecuting the same person for participation in the same cartel. Nevertheless, where cartels are investigated in a multi-jurisdictional context, jurisdictions may consider arrangements to ensure that only one of them prosecutes an individual.

    Kurzfassung: Product classifications are used by statistical offices and others for a number of measurement purposes. These include measurement of product usage, current and capital expenditure on products, domestic production, and trade in goods and services. They are therefore an important element of a set of statistical standards, with Information Economy (IE) standards no exception. This document presents the definition of information economy (IE) products developed by the WPIIS Classifications Expert Group. The product definitions complement the IE sector definitions that were released in early 2007. The latter are based on the 2007 revision of the UNSD’s International Standard Industrial Classification of All Economic Activities (ISIC Rev. 4). The document includes two IE product definitions,3 ICT products and Content and media products. Each definition is a subset of the Central Product Classification (Version 2) developed by the United Nations Statistical Division (UNSD) and both are expressed in terms of 5-digit subclasses of the CPC. The CPC was finalised in December 2008.

A la fecha, el acercamiento al e-gobierno ha sido conducido con demasiada frecuencia por las soluciones que ofrecen las TIC en lugar de la demanda del usuario. Mientras que las soluciones TIC han sido efectivas para ofrecer servicios en línea, esto ha derivado en la proliferación de sitios web, portales y servicios electrónicos que son incompatibles, confusos y se traslapan… sin mencionar lo costoso que son.Más que agregar simplemente un canal para la distribución de un servicio, el e-gobierno puede mejorar los servicios que el gobierno ofrece. Pero sólo puede suceder como parte de una transformación general de los procesos, la estructura y la cultura del gobierno. Algunos gobiernos de la OCDE están aplicando ahora una nueva “lógica de e-gobierno” que permite a las agencias gubernamentales en red compartir recursos y entregar información y servicios orientados al usuario. Esto requiere un mejor entendimiento de lo que hace el gobierno y de cómo lo hace desde una perspectiva de gobierno entero.En seguimiento a un conjunto de discusiones entre funcionarios de alto nivel de e-gobierno celebradas por la OCDE en 2003 y 2004, este reporte se centra en los retos claves, que son de hecho, el reto medular de todas las administraciones públicas: cómo ser más ágiles, receptivas, constantes y transparentes.Este informe observa la nueva filosofía y la práctica en los países de la OCDE en cinco áreas diferentes.-E-gobierno orientado al usuario: haciendo los servicios electrónicos más receptivos a las necesidades de los ciudadanos y las empresas.-Distribución multicanal de servicios: mejorando los vínculos entre servicios tradicionales y servicios electrónicos para fomentar la innovación en los servicios y garantizar el acceso a todos los usuarios.-Enfoque de procesos de negocio habituales: identificando procesos habituales dentro de la administración para lograr una economía de escala, reduciendo la duplicación de esfuerzos y proporcionando servicios homogéneos.-Gobierno electrónico como caso de negocio: midiendo y demostrando los costes y beneficios de las inversiones en TIC para priorizar y gestionar mejor los proyectos de gobierno electrónico.-Coordinación: adaptando una perspectiva global para todas las iniciativas de gobierno electrónico y su gestión, a la vez que se tienen en cuenta las estructuras existentes y las culturas de las instituciones gubernamentales.

    Kurzfassung: This report reviews the achievements of the Korean 3-Year Market Reform Road Map. This assessment is carried out in light of the OECD’s previous recommendations to shift KFTC priorities and resources toward core competition problems related to efficiency goals and away from its historic focus on conglomerate financial structure and governance; the need for further improvements in investigative powers and a clearer rule against hard-core cartels; implementation of recommendations to repeal exemptions for “small” business and exclusions of professional services and co-ordination with sectoral regulators about competition problems; and recent institutional changes to join the KFTC with the system for applying consumer protection law. This report was the basis for a monitoring review in the October 2006 session of the Competition Committee.

    Kurzfassung: Hat die Einkommensungleichheit im Zeitverlauf zugenommen? Wer sind die Gewinner und wer die Verlierer in diesem Prozess? Sind alle OECD-Länder gleichermaßen von dieser Entwicklung betroffen? Inwieweit sind stärkere Einkommensungleichheiten die Folge größerer Disparitäten bei den persönlichen Erwerbseinkommen der Arbeitnehmer, und welche Rolle spielen dabei andere Faktoren? Wie wirkt sich schließlich die staatliche Umverteilung durch Steuer- und Transfersysteme auf diese Trends aus?Dieser Bericht liefert Befunde dafür, dass die Einkommensungleichheit während der letzten 20 Jahre in den OECD-Ländern fast überall zugenommen hat. Die Publikation enthält eine Reihe von Analysen über die Verteilung der wirtschaftlichen Ressourcen in den OECD-Ländern. Die Daten über Einkommensverteilung und Armut erstrecken sich zum ersten Mal auf alle 30 OECD-Länder zum Stand von Mitte der 2000er Jahre, während bis Mitte der 1980er Jahre zurückreichende Informationen über Trendentwicklungen für rund zwei Drittel der Länder vorliegen. Der Bericht beschreibt zudem Ungleichheiten in einer Reihe von Bereichen (wie Vermögen der privaten Haushalte, Konsumgewohnheiten, öffentliche Sachleistungen), die bei den herkömmlichen Diskussionen über die Verteilung der wirtschaftlichen Ressourcen unter Einzelpersonen und Haushalten in der Regel außer Acht gelassen werden.
