    Kurzfassung: Land links between Europe and Asia can offer a viable alternative to sea transport. However, the provision of efficient land links between Europe and Asia requires appropriate policy decisions on issues such as the development of adequate infrastructure and the removal of regulatory or institutional barriers that prevent the development of efficient transport services. This publication features the recommendations approved by the Ministers and the “Report on Trends in Europe-Asia Trade and Consequences for Transport." It also includes the plan of action approved by Ministers to facilitate intermodal transport between Europe and Asia and the conclusions of a previous seminar in Kiev on “Intermodal Transport between Europe and Asia: Opportunities and Challenges”.

Cependant la mise en place de liaisons terrestres efficaces entre l’Europe et l’Asie nécessite des décisions politiques appropriées. Celles-ci portent notamment sur la mise à disposition d’infrastructures de transport adéquates et la levée des obstacles réglementaires ou institutionnels qui empêchent le développement de services efficients de transport. Cette publication contient le document approuvé par les Ministres ainsi qu’un rapport qui a servi de support au débat ministériel de Moscou et qui fait le point sur l’évolution des échanges Europe-Asie et leurs conséquences sur les transports. Dans cette publication sont également reproduits le texte du plan d’action approuvé par ces mêmes Ministres afin de faciliter le transport intermodal entre l’Europe et l’Asie ainsi que les conclusions d’un séminaire organisé précédemment à Kiev sur « L’intermodalité Europe-Asie : pertinence et potentiels».

Par cette déclaration, les Ministres ont reconnu pour la première fois l’importance d’une politique nationale et d’un cadre institutionnel approprié pour la promotion du cyclisme.

    Kurzfassung: Crime in road transport is a serious and growing problem. The extent of crime involving goods and goods vehicles is difficult to estimate, but data in some countries show that up to 1% of the commercial fleet is stolen each year, at an annual cost of many millions of euros. In a study of 23 European countries, this report describes the modes of theft of commercial vehicles and goods most prevalent in the 1990s, outlines the various methods used to record highway theft and draws attention to the statistical difficulties involved in measuring the phenomenon. It lists existing and potential security improvements for road freight vehicles, such as equipment to prevent vehicles from being stolen (anti-theft devices), and equipment to track and recover stolen vehicles (after-theft systems). This report results from two ECMT studies on "Theft of goods and goods vehicles" and "Improving security for road freight vehicles". It includes various ECMT Ministerial statements and policy decisions on the subject.

    Kurzfassung: This book discusses the full economic benefits - and costs - of transport infrastructure and explores ways to make good estimates of the full impact of planned investments on regional and national economies. It argues for proper account to be taken of all relevant economic weaknesses -- those the project is designed to address such as local monopoly pricing, those associated with use of the infrastructure such as environmental externalities, and possible unintended consequences such as impacts on local labour markets. Care must also be taken to verify that net benefits are likely to accrue to those that the project was intended to benefit. Building on recent groundbreaking work in the United Kingdom this publication suggests ways to improve traditional cost-benefit assessments, overcoming reservations that have inhibited the use of CBA in many countries. The main report is completed with examinations of transport project assessment approaches in France, Germany, the United Kingdom and across Europe together with a discussion of an approach to determining optimal levels of investment in transport infrastructure for maximising socio-economic welfare.

    Kurzfassung: Au cours des dernières années, le transport intercontinental a connu une véritable révolution : l’expansion considérable de la conteneurisation, le développement des mégatransporteurs, des navires porte-conteneurs toujours plus gros et la massification des flux en sont autant de signes tangibles. Ces changements se sont traduits par un abaissement considérable des coûts du transport maritime qui a rendu les pays lointains beaucoup plus accessibles. Le transport terrestre est donc souvent devenu le maillon le plus onéreux de la chaîne de transport en trafic international, d'où la pression croissante des armateurs pour contrôler ce secteur d'activité. Sur terre, la route reste dominante, mais face à la congestion des infrastructures, le rail et la voie d’eau peuvent jouer un rôle. Dans quelles conditions ces deux derniers modes peuvent-ils prendre une part plus importante dans les transports terrestres ? Il faut savoir que faute d'un réseau spécifiquement dédié au fret, le rail ne peut pas vraiment être compétitif tandis que la navigation fluviale ne pourra jouer un rôle significatif que si elle parvient à diminuer ses coûts de transbordement. Une plus grande concurrence au sein de ces deux modes de transport ne pourrait-elle engendrer des gains de productivité et de qualité de service ? La Table Ronde a permis d'aborder l’ensemble des questions relatives à la compétitivité des modes de transport terrestre en dégageant des lignes directrices pour l’action des pouvoirs publics en matière de desserte des ports maritimes.

    Kurzfassung: For some years now, short sea shipping (SSS) has benefited from a number of government initiatives aimed at promoting its development. The aim has been to promote a more balanced modal split in transport in Europe while also reducing the impact of transport on the environment, ensuring greater European cohesion and promoting a sustainable transport system. Up to now, SSS has aroused interest at policy level mainly as an alternative to road transport, the predominant mode in Europe. Yet, is SSS only an alternative to road transport? Can it be seen as a separate component of an integrated transport network in its own right? This book shows what role SSS can play in the context of modal complementarity and what challenges European policy makers will be presented with.

    Kurzfassung: This report examines the form regulation should take in rail freight markets to promote efficiency in railways and the wider economy. It analyses issues of monopoly, scale economies, competition, mergers, ownership and the structure of the rail industry. Experience in North America, Australia, Japan, the European Union and countries from eastern and western Europe is reviewed. The need for regulation differs by market and, together with political constraints, this means that regulatory models can not be transferred wholesale from one continent to another. However, each region provides important lessons for reforms currently under consideration in all ECMT and OECD countries.

    Kurzfassung: Although deregulation is well under way in the transport sector, regular coach services are still largely regulated. Governments see them as potentially competing with rail transport services. However, in countries that have had some experience with deregulation the outcome has clearly been positive (except for local short-distance services). The Round Table began with a review of regular interurban coach services based on case studies in countries which had adopted an original approach. This report shows the industry in a totally new light. One of its main findings is that there is a specific market for customers that have no other means of transport. Opening up this market would benefit the most economically disadvantaged sectors of the population. But that is not the only lesson to be learned from this Round Table.

    Kurzfassung: Pollution from transport is being cut substantially through exhaust emissions regulations and vehicle manufacturers’ investments in cleaner technologies. The benefits of these improvements, however, are delayed as car fleet renewal takes a decade on average in Europe. Car scrappage schemes can be used to accelerate the uptake of new, cleaner vehicles. This publication analyses the effectiveness of these programmes in protecting the environment and reviews the schemes introduced to date in Europe and North America. Three complementary issues are addressed to help make pragmatic recommendations:- What are the effects of scrapping schemes on the car market and the national economy?- What are the effects of these programmes on the environment?- And can scrappage schemes be useful in former socialist countries?

    Kurzfassung: This conference proceedings defines transport benchmarking, analyzes its usefulness to policy makers and discusses what lessons can be drawn at the national and international level for policy makers. The first part examines the different methodological aspects raised by benchmarking methods. The conference clarified the multiple concepts included in this type of mechanism and identified different practices which range from the simple statistical tool to a genuine policy lever. The second part describes several concrete examples of benchmarking applications in the transport sector. These examples relate in particular to topics such as road safety, rail transport, the environment, public and urban transport, seaports and air cargo, etc. Each chapter of this publication may be read independently. A fundamental message, common to all the examples presented, emerges: it is essential to improve the quality of statistics in order to ensure more reliable transport benchmarking results.

    Kurzfassung: Environmental impact assessments are an essential component of making decisions on transport infrastructure investments. Traditional procedures have proved ineffective for impacts that go beyond the scope of projects in isolation. Strategic environmental assessment has emerged in response, to address large scale effects including impacts on traffic across networks, impacts on climate change and biodiversity and the impacts of policy decisions as opposed simply to individual projects. This report examines recent experience in developing environmental assessment internationally and makes recommendations on maximising the effectiveness of this new tool.

    Kurzfassung: This seminar, which took place on 2-3 October 1997 at the Josefow Conference Centre near Warsaw, set out to define the role and place of communication in the field of road safety, examine the different strategies of communication and identify their limits. The seminar was attended by 130 experts from 23 countries with ECMT membership or observer status. The discussions established that communication is an essential element of a global road safety policy in that it aims to inform, alert, educate, convince and ultimately alter people’s attitudes and behaviour. The resources employed and the channels of communication used can differ from country to country, depending on the topic addressed, the national culture and the goals to be achieved. Communication cannot be an end in itself, however: it can only be the complement of other measures. It must have a time frame within which the objectives set have to be attained. Evaluation of communication effectiveness is likewise essential.

    Kurzfassung: This report on the current state of combined transport in Europe begins with an overview of combined transport in 30 European countries of the ECMT. It deals with both Central and Eastern European Countries that have recently become Members and the long-standing Member countries for which the most recent developments have been highlighted through the updating of a 1992 study on the improvements of main international piggyback links. The scope of the study, beyond road and rail, has been extended to include inland waterways and short-sea shipping, thus permitting a better evaluation of the current weaknesses of the sector and the possible improvements. On the basis of this report, the Council of Ministers of the ECMT has adopted a series of recommendations directed at all parties concerned in the public and private sectors, at both national and international level, regarding certain elements which are needed to achieve a significant improvement in combined transport and to ensure the sustainable development of the latter. These recommendations are also included in this publication.

Internalisation aims to create incentives to reduce these external costs by factoring them into markets. This report summarises the theoretical and practical dimensions to internalisation; reviews recent estimates of external costs; explores the mix of policies that might be used to promote internalisation successfully; and estimates the size of incentives required in monetary terms.

    Kurzfassung: The communal prayer at the end of Ramadan, the month of fasting, is more festive than a normal Friday prayer. It is embellished with various formalized speeches and songs, which are the background for related recitations by the precensor (imam), muezzin (mü'ezzin = chanter of the call to prayer), and the congregatin. The individual parts of the ritual are indicated by the alternation of the recitations between the imam and the muezzin, and the imam's changing his position appropriately. The imam leads the prayer (rek'a) from in front of the prayer niche (mihrab), but the recitations are performed from the two pulpits.

    Kurzfassung: Sheik Hajdar Murteza guides the visitor through his cloister (tekye) and offers some comments. Next he describes his own life and the history of the Tekye. Then he shows the various rooms: the internment room with the sarcophagi of Rufâ'îye Sheiks, the tombstones in the garden, and, finally, the sanctuary (semâ'-châne)and the various relics found there (weapon, staffs). As a substitute for a Zikr the Sheik, dressed in his vestments, demonstrates how the various ritual items are used in the Zikr.

    Kurzfassung: Nach einem formelhaften religiösen "Wechselgespräch" zwischen Vorbeter und Scheich erfolgt durch die Teilnehmer der eigentliche Zikr (vgl. E 1968). Eine Besonderheit des Melâmî-Zikr ist das Absingen religiöser Lieder in albanischer Sprache.
    Kurzfassung: The Zikr of the Melâmî Dervishes resembles the Zikr of the Chalvetî Dervishes (see Film E 1968) with minor differences: After a formalized religious "dialogue" between the precentor and the Sheikh the participants perform the actual Zikr. It includes the repetition of the word God (hû) along with an il- âhî (religious hymn) in Albanien. Occasionally the precentor interrupts the prayer with the recitation of religious formulare. The prayer is accompanied by rocking movements, and ends with the exclamation "Hû" (God).

    Kurzfassung: The film presents three Turkish folk dances, performed at Prizren: one sword dance performed by four men, one dance performed by six girls, with the men sitting on the ground, and one dance performed by couples. The dancers are accompanied by the Turkish folk music orchestra of Prizren, "Calgi", consisting of dulcimer, violon, clarinet, lutes, and pot-drum.

    Kurzfassung: In an interview at the Bektâshî cloister at Djakovica Sheikh Baba Kâzim describes his adventurous life, including his political activities during the chaos of the Balkan War of 1912, the struggle for an independent Albania, and resistance to Ahmed Zogu. After 1926 he became a Bektâshî and, through a career in various cloisters in Albanien speaking areas, rose to the rank of Dede. Today he is the most important representative of the Bektâshî order in the Balkan countries.

    Kurzfassung: The film shows the arrival of the wedding-guests, accompanied by the music of two kettle-drums and two clarinets. The guests hand over wedding-presents. The girls are continuously playing on the def (a kind of small tambourine, beaten with small metallic plates), while the women prepare the meal. The wedding-guests then walk in a procession to the village of the bride, carrying the Albanian national flag. In the village of the bride young and older wedding-guests, arranged in two different groups, perform an Albanian folk dance. The camera also catches the moment when the bride, amid tears, leaves the parental home and enters the carriage which takes her to her husband. Finally we see the bride arriving in the house of the bridegroom.

    Kurzfassung: The film presents three Albanian urban folk songs and one piece of instrumental music, instances of Albanian folk song and folk music of Kosovo, performed in the town of Djakovica by the following singers and musicians: Qamili i Vögel (without instrument), Uke Currani (without instrument), Qazim Berisha (playing the twelve-stringed lute; sharki), Malush Ahmeti (playing an old accordion, manufactured at the beginning of the century), Hamez Bala (playing the violon), Shani Meta (playing the mandolin), and Ibrahim Tafolli (beating the tambourine; def, daire). The men are assembled in an old town house at Djakovica and wear the costume of the town.

    Kurzfassung: The film presents three Albanian lyrical women's songs and one folk dance from Zur village near Prizren. The songs are sung by five girls to the accompaniment of two tambourines (def). The folk dance, called Dy mollat e kuqe (Two red apples); is performed by a boy and a girl. The name of the dance is symbolical and designates two beautiful persons, a boy and a girl. During the dance the boy and the girl enter into competition, thus expressing their mutual love.

    Kurzfassung: Mitglieder der Folkloregruppe "Shota" führen zwei Volkstänze auf: 1. Frauentanz von zwei Frauen aufgeführt, von denen die eine auch singt und den Def schlägt. 2. Gruppentanz von Männern und Frauen zum Rhythmus der Trommel aufgeführt. Innerhalb dieses Tanzes zeigen zwei der Männer einen Schwerttanz.
    Kurzfassung: The film presents two Albanian folk dances from Metohija, recorded in Decani village near Pec. The first dance is performed by two women, one dancing, singing, and beating the def, the other dancing and gracefully twisting her arms, hands, and fingers. A group of men then dance to the rhythm of the drum (tupan), which beaten in the open air, produces a particularly plangent sound. During the dance two of the dancers, armed with swords, perform the war dance Kallcoja (sword dance). All the performers, men and women, wear the Albanian national costume.

    Kurzfassung: In der Werkstatt der Gebrüder Canhasi in Prizren wird die Herstellung der weißen albanischen Filzkappen mit allen wichtigen Arbeitsgängen dokumentiert: Ausdünnen der Wolle, Pressen der mit Seifenwasser angefeuchteten Wolle, Formen der Kappe, Rasieren, Beschneiden der Ränder, Trocknen.
    Kurzfassung: The film shows the principal stages in making the white Albanian felt caps, called by the Albanians geleshe, plis or qylah, in the workshop of the Canhasi Brothers at Prizren, one of the principal towns of the Kosovo region.
