    Abstract: By decision dated 7 April 2009, Mr. Justice Hughes of the Federal Court of Canada denied an application for judicial review submitted by Linda Keen, the former President of the Canadian Nuclear Safety Commission (CNSC), by which she challenged the legality of the Order in Council which removed her as President. The court dismissed the application,2 finding that the decision had been lawful.

    Abstract: Cette étude met en évidence les facteurs clés affectant le calendrier du stockage définitif des déchets radioactifs de haute activité. Elle analyse comment l'acceptation sociale, la robustesse technique, la prise en compte des aspects environnementaux et la faisabilité économique influencent les stratégies nationales concernant la gestion et le stockage définitif de tels déchets. À la lumière d’études de cas, elle présente aussi les approches stratégiques adoptées par différents pays pour répondre aux préoccupations du public et aux attentes de la société civile en matière de gestion à long terme des déchets radioactifs de haute activité. Les enseignements et conclusions de l'étude confirment l'importance d'informer toutes les parties prenantes et de les faire participer au processus de décision si l'on veut réussir la mise en œuvre des politiques de stockage définitif des déchets radioactifs.

    Abstract: This study identifies key factors influencing the timing of high-level waste (HLW) disposal and examines how social acceptability, technical soundness, environmental responsibility and economic feasibility impact on national strategies for HLW management and disposal. Based on case study analyses, it also presents the strategic approaches adopted in a number of national policies to address public concerns and civil society requirements regarding long-term stewardship of high-level radioactive waste. The findings and conclusions of the study confirm the importance of informing all stakeholders and involving them in the decision-making process in order to implement HLW disposal strategies successfully.

    Abstract: The long-term safety of deep disposal of radioactive waste is strongly dependent on the performance of the geological setting. The geology fulfils important safety functions including isolating the waste from human contact or intrusion, providing a stable physical and chemical environment, insulating against external disturbances, and preventing or delaying the transport of radioactive materials away from the waste. Thus, a sound understanding of the geology's history and evolution is central in supporting assessments that examine the long-term performance and safety of deep disposal. This conference proceedings examines how geoscientific arguments and data are compiled and linked to create a unified description of the geological setting to support a safety case. It also examines practical aspects and limitations in collecting, linking, extrapolating and communicating such information.

    Abstract: This paper investigates the evolution of the industrial structure in the Canadian manufacturing sector and its relationship to technological change by examining the take-up of advanced technologies and how it is related to the stochastic growth process in the plant population. Its framework is grounded in the view that growth is a stochastic process that involves learning. Experimentation with new technologies rewards some firms with superior growth and profitability. Examining how growth is associated with the choice of different technology strategies indicates which of these is being rewarded. The evolution of this process is studied by examining the relationship between the uptake of advanced technologies and the performance of plants in the manufacturing sector.     Abstract: Understanding the importance of the dynamic entry process in the Canadian economy involves measuring size of entry. The main purpose of this paper is to summarise the information that we have on the amount of entry in Canada. The paper also fulfils another purpose. Some studies have focused on cross-country comparisons (Geroski and Schwalbach, 1991: OECD, 2001). Interpretation of the results of these studies is difficult unless methodological issues regarding how entry is measured are addressed. Without an understanding of the extent to which different databases produce different results, international comparisons are difficult to evaluate. Cross-country comparisons that are derived from extremely different data sources may be misleading because of the lack of comparability.     Abstract: Entry is important because new firms and new plants provide an important source of competition to incumbents. They are a source of new products and technologies. In this paper, we outline the size of the turnover in plants that have entered and exited the Canadian manufacturing sector over each of the last three decades – 1973-79, 1979-88 and 1988-97. We also examine the contribution of plant turnover to labour productivity growth in the manufacturing sector over the three periods. Plant turnover makes a significant contribution to productivity growth as more productive entrants replace exiting plants that are less productive. We also find that a disproportionately large fraction of the contribution of plant turnover to productivity growth is due to multi-plant or foreign-controlled firms closing down and opening up new plants.
