    Abstract: Just energy transition is key to South Africa's inclusive and sustainable growth. It is necessary to unlock large pools of private capital and attract foreign investment to drive low-carbon transition. Despite downside risks, South Africa has strong macroeconomic fundamentals and commitment to improving the overall investment climate. Climate change poses considerable systematic risks, thus needs to be urgently integrated into macroeconomic policy and planning. Harness transition opportunity invest in resilient infrastructure and create market for low-carbon technologies to boost growth and strengthen the macro investment climate. Implement carbon tax effectively and raise policy ambition, supported by a fiscal framework conducive for climate investments, as well as invest tax revenues to support just transition. The current energy crisis presents an opportunity for sector reform, regulatory changes, and use of innovative financial solutions to promote low-carbon private sector investments. The World Bank has developed this discussion paper in response to the government of South Africa's request to analyze ways in which private capital flows can be catalyzed and leveraged for low-carbon investments.     Abstract: Agriculture and the rural space will continue to demand the attention of policy makers in Bolivia for several reasons, even as urbanization gains momentum. First, agriculture is a proven engine of economic growth. Aside from showing its strength in decades past, in recent years agriculture shielded the Bolivian economy from the worst effects of the decline in other primary sectors, and in the future, healthy rates of agricultural growth will make the overall economy more diversified and more resilient. Second, a robust and dynamic agricultural sector will continue to curb dependence on the mining and gas sectors, while contributing significantly to inclusive growth, value addition, the creation of more and better jobs on and off of the farm, and better nutrition for all. Third, because agricultural growth in Bolivia has proven to be pro-poor, maintaining that growth is essential for continued reductions in poverty. Fourth, because climate and other shocks affecting agriculture can significantly disrupt steady gains in economic growth, poverty reduction, and food security, building a resilient agricultural sector is critical to sustain those gains. Finally, although policy makers will want to support agricultural growth, they will not want that growth to compromise the future for generations of Bolivians by squandering and degrading irreplaceable natural resources

    Abstract: In March 2018, the World Bank finalized an agreement with Central Agency for Public Mobilization and Statistics (CAPMAS) to conduct a demand survey for housing across Egypt. The survey consisted of a sample of 10,300 households across eight governorates. The inclusive housing finance program supports several aspects of the government's social housing program, including financial aid to low-income households to help them access housing. This aid comes in the form of a subsidy that either complements the down payment and the repayments in the first years of a mortgage loan or contributes to the payment of the rent in the public or the private sector. The Government of Egypt asked the World Bank to advise on conducting a housing demand assessment to understand the differential demand for rental and ownership housing by different income and employment groups and for different types of houses, locations, and regions. The main objective of the study is to provide detailed information on the demand for affordable ownership housing with a mortgage loan, a down payment, and a subsidy and for formal rental accommodation

    Abstract: Female Genital Mutilation/Cutting (FGM/C) is a development issue and a form of violence against women and girls that affects at least 200 million women in the world FGM/C is a harmful practice proven to impact the physical and mental health of affected women and girls from the moment of the cutting, with prolonged and irreversible consequences during their entire lives. Studies show that FGM/C has economic and social consequences and a high obstetric cost although a comprehensive study on the exact extent of these economic, health and social costs is still to be carried out. Beyond the data and the statistics, researcher have shown that FGM/C deprives women of sexual satisfaction, sexual health and psychophysical wellbeing. The Compendium of International and National Legal Frameworks on Female Genital Mutilation (the "Compendium") was prepared to contribute to this urgent and important development debate with the understanding that the knowledge of the law is an important empowerment tool to end FGM/C.     Abstract: Economic performance in 2018 has been mixed. The data that are available suggest some areas of softening in the economy.1 Foreign direct investment declined to 2 percent of GDP in 2017, down from about 5 percent in 2014. The current account deficit has increased to 3.8 percent of GDP in the year ending September 2018, from 2.2 in the preceding 12 months. Recent Bank of Tanzania data confirm lower cashew exports and 2017 decline in non-traditional exports has continued into 2018, which raises concerns on prospects for longer term growth. The Tanzania Revenue Authority is reporting that many large tax payers are unable to meet their tax obligations on time. Nonperforming loans have declined recently to 9.7 percent in September 2018 from 12.5 percent in September 2017, but remain almost double the 5 percent statutory threshold. Banks have limited lending to businesses and interest rates are high (18 percent for one-year loans in August 2018), though some banks have lowered benchmark lending rates. On a positive note, credit to the private sector has been edging up, reaching 4.9 percent in the 12 months ending September 2018. The fiscal deficit is still low, not counting payment arrears and delayed refunds of value-added tax. The 2017/18 budget deficit after grants of 1.3 percent of GDP suggests effective spending management but does not factor in payment arrears, with an estimated stock of over 3 percent of GDP. Government is paying down roughly TZS 1 trillion of verified arrears per fiscal year. The low deficit is the result of controlled recurrent expenditures and under execution of the development budget by more than 40 percent. Contributing factors include shortfalls in domestic revenue and external financing for large projects. Public debt is currently sustainable, but there is need for the Government to consider cost-effective financing options and manage associated risks to support public investments. The 2018/19 budget targets public investment to consume 45 percent of total spending, equivalent to 9.1 percent of GDP compared to 5.5 a year prior

    Abstract: South Africa's much anticipated economic rebound in 2018 did not occur. While substantial efforts by the authorities to strengthen governance of public resources and stabilize the fiscal situation helped the economy to not contract further, economic growth remained tepid with a technical recession (two successive quarters of negative economic growth) in the first half of 2018. GDP growth is expected at below 1 percent in 2018, down from an already low 1.3 percent in 2017. A number of exogenous factors contributed to this poor growth performance. Domestically, climate variations such as a prolonged drought in the Western Cape where harvests were delayed exerted a huge toll on agricultural production. Externally, mounting trade tensions between the United States and China, and tightening global financial conditions contributed to slowing the pace of foreign financial inflows to South Africa while lessening the demand for its exports. Rising world oil prices also exerted strong pressure on the balance of payments and domestic prices, depressing private consumption. These negative developments, however, do not conceal the fact that South Africa's growth challenge is deep-seated and largely structural. To grow faster and sustainably, the economy will need to be more inclusive, requiring the participation of a greater share of the population mainly through job creation. Furthermore, persistent inequality of income and of opportunity will continue to raise pressures for redistribution of limited resources that are drawn from a small tax base. Radical policy demands are more likely in a stagnant economy, fuel policy uncertainty and deter private investment. At the Presidential Jobs Summit and the South African Investment Conference held in October 2018 agreements were made on actions that are expected to enable job creation and to attract higher levels of investment, including interalia, education and skills interventions, and initiatives to reduce policy uncertainty on land reform, mining and black economic empowerment

    Abstract: The outlook for the global economy has darkened amid elevated trade tensions. International trade and investment are moderating, trade tensions remain elevated, and financing conditions are tightening. Global growth is projected to moderate from a downwardly revised 3 percent in 2018 to 2.9 percent in 2019 and 2.8 percent in 2020-21, as economic slack dissipates, monetary policy tightens in advanced economies, and global trade gradually slows (World Bank Global Economic Prospects, January 2019). Despite external shocks to trade and tourism, growth of the Thai economy is estimated to have accelerated to 4.1 percent in 2018. The economy proved to be resilient in the face of strong global headwinds due to strengthening domestic demand stemming from an upswing in private consumption and private investment. Domestic consumption expanded by 5 percent in 2018Q3, posting the highest growth rate in 22 quarters in a low-inflation environment and record-low unemployment. In addition, private investment grew by 3.9 percent in the third quarter supported by increased spending on construction, machinery and equipment. Strong domestic demand offset partially adverse global factors-the China-US trade dispute-as well as domestic and idiosyncratic factors-such as the Phuket boat tragedy and the high-base effect of gold exports. The Thai economy also owed its resiliency to strong and stable macroeconomic fundamentals

    Abstract: Only 58 percent of Georgian women ages 15 and above participate in the labor market, a slightly higher share than the Europe (51 percent) and Organisation for Economic Co-operation and Development (OECD) (51.3 percent) average but 20 percentage points lower than the share among men in the country. Moreover, the gender gap in labor force participation has been constant and around 18 to 20 percentage points over the last decade. Married women living in households with children under age six are at a higher disadvantage in the labor market; only 50 percent of them participate in the labor force compared to 84 percent of men with similar characteristics.The conflicting demand on women's time for care and work activities represents a fundamental barrier to economic participation and generates a vicious circle of low labor market attachment and prominence of the care provider role that leads to increased vulnerability and gender-based inequalities. About 60 percent of working-age women not looking for a job in Georgia cite family responsibilities as the main reason (the share is 67 percent among married ones). In the case of men, this percentage is 21 percent. Georgia cannot afford to underutilize a large share of women whose lifetime productivity in the labor market is currently reduced by informal and at-home care provision. In fact, for Georgia, it has been estimated that differences in labor market activity rates between men and women amount to potential economic losses in gross domestic product per capita of approximately 11 percent (Cuberes and Teignier 2016a, 2016b). Policy options to appropriately address the challenges identified in this note include the expansion ofpublicly and privately provided childcare centers in both urban and rural areas, establishment ofeducation and accreditation programs to prepare caregivers and care entrepreneurs, development of aplan to increase quality of services with attention to costs, and design of eldercare system considering the impacts on care recipients, the active aging promotion objective of age-related policies, as well as the impacts on informal and family care providers and their ability to contribute to sustained economic growth

    Abstract: In January 2019, Uzbekistan started a new farm restructuring1. It is said to seek to optimize the use of farmland by increasing the size of farms producing wheat and cotton, reallocating land to more efficient farmers and even clusters, and improving crop rotation options. This is not the first time that this kind of farm restructuring in Uzbekistan takes place. The country has gone through several waves of farm restructuring and land reallocations. Both these processes were administratively managed, with little reference to market or income generation opportunities. During 1992-1997, state farms were decollectivized. During 1998-2002, farm fragmentation into small production units has started, which was completed during 2003-2008. Unsatisfied with the performance of fragmented farms, the government started farm consolidation between 2008/2009 and 2016, creating a dual system when dekhkan smallholders averaging 1 hectare (ha) and producing livestock and horticulture products coexisted with large individual farms, averaging 40-60 ha and producing cotton and wheat under the state order system. The 2019 restructuring seeks to double the size of cotton and wheat farms to the average of 100 ha

    Abstract: Although decelerating from 6.9 percent the previous year, economic growth in 2018 is estimated to remain robust at 6.5 percent. The slowdown in growth in 2018 has been partly due to a combination of the following domestic factors : (i) the severe floods that hit the country during July - September 2018, which adversely affected agricultural production and damaged infrastructure in several provinces; (ii) the weak performance of the mining sector despite higher commodity prices; and (iii) continued fiscal consolidation, which contributed to slower credit growth. These downside factors offset the gains from the industry sector driven by the expansion of construction activities and electricity exports, coupled with robust growth in wholesale and retail trade. There is evidence of increasing job creation between 2010 and 2017. According to the 2017 Labor Force Survey, wage jobs are estimated to have gradually increased since 2010. This has resulted in 28 percent of households situated mostly in urban areas reporting an increase in income. As a result, ownership of consumption goods among the more affluent households increased faster than in poorer, mainly rural, households. Therefore, while poverty is still expected to decline modestly, inequality is likely to have increased. The government intends to remain on the path of fiscal consolidation, with the deficit estimated to decrease to 4.7 percent of GDP in 2018 from 5.3 percent in 2017, owing to some improvement in revenue collection and expenditure restraint. Improved revenue performance has been primarily driven by higher excise revenues due to increasing oil imports coupled with a higher price of oil. Other drivers include an increase in income taxes, dividend earnings, and other non-tax revenues. Strengthened revenue administration, such as the use of electronic tax payment platforms, has also supported revenue mobilization for certain tax types. Public outlays have been rationalized through tighter control of the public wage bill and downward adjustment of non-wage current spending. These measures offset higher interest payments and the increase in capital spending financed by external loans. Fiscal consolidation is estimated to have slowed the accumulation of public debt in 2018, though not enough to reverse the rising debt-GDP ratio, which is estimated to increase from 60.1 to 60.6 percent of GDP between 2017 and 2018

    Abstract: Maximizing the benefits from public sector investments requires a clear, predictable, and transparent process informed by robust analyses that can facilitate multicriteria considerations of different options and alternatives. However, the tools available to governments to assess the costs and benefits of different investment strategies are often too general or specific to determine the optimal investment strategy. This paper aims to improve the tools available to facilitate the assessment of the macroeconomic implications of large infrastructure projects and enhance the capacity for management of public investment decisions. The macroeconomic assessment of public investment options (MAPIO) model was applied to the Batoka Gorge hydroelectric scheme to provide an analysis of impacts on key macroeconomic variables. The MAPIO model shows the project provides a robust financial and economic investment option with a net positive impact on the national economies in both Zambia and Zimbabwe. The estimates are considered conservative and the returns remain robust when subjecting the model to extreme assumptions to test the sensitivity of the results. However, it is important to acknowledge the model limitations, which does not include noneconomic benefits, costs, or impacts on other sectors. Any investment decision should involve a multicriteria assessment that considers the full range of options and alternatives that may be available to achieving the development objectives

    Abstract: With the Paris Agreement and most of its detailed rulebook now finalized, countries and subnational actors face the challenge of translating climate targets and strategies into action and determining how to finance these actions. Through the Pilot Auction Facility for Methane and Climate Change Mitigation (PAF), the World Bank developed an innovative financial mechanism - climate auctions - which stimulates private investment in projects that reduce greenhouse gas emissions. Climate auctions offer price guarantees to companies that can deliver eligible climate results in the future. These price guarantees are allocated through a transparent, efficient auctioning process, which maximizes the climate impact of scarce public funds. In the near-term, countries can utilize climate auctions to spur significant investments in low-carbon activities and mobilize finance at the scale and pace necessary to achieve their national climate targets, laying the groundwork for longer-term carbon pricing and greater climate ambition. This policy brief is intended to inform policymakers and public funders about why climate auctions are an effective tool for achieving climate outcomes, focusing on how policymakers can utilize auctions to accelerate NDC implementation and raise climate ambition.     Abstract: Ethiopia has experienced remarkable economic success in recent years. In the past decade, its average annual growth rate far exceeded the regional average, at slightly over 10 percent relative to a regional 5 percent. Despite significant economic growth, however, women continue to face significant barriers in the workforce. The unmet potential of women in the workforce is intrinsically linked to a lack of opportunities for women in education, health, and human rights. This report presents evidence on the mechanisms underlying gender gaps in the Ethiopian workforce. Using data from the 2011-2016 Ethiopia socioeconomic surveys, this report provides a detailed understanding of the constraints faced by female farmers, entrepreneurs, and employees. To that end, the diagnostic makes four key contributions: first, this report provides an overview of the labor force in Ethiopia and identifies the factors that predict whether, how much, and in what sector an individual works. Second, this report uses Oaxaca-blinder decompositions to measure and account for gender gaps in economic outcomes in agriculture, self-employment, and wage labor. Third, this report identifies the links between labor market skills, social norms, and gender gaps in the Ethiopian workforce. Fourth it provides policy makers with a menu of innovative programming examples

A slowdown in industrial growth, mainly driven by lower growth in construction due to foreign exchange shortages and higher prices of imported construction materials, coupled with weaker performance of the manufacturing and the agriculture sectors, explains to a large extent the growth deceleration. Services sector exhibited strong growth in FY2018 while manufacturing underperformed. Poverty in Ethiopia deceased substantially over the past decade, although by less than what would have been expected based the country's on strong economic growth. This special topic complements the government's interim report on 2015-2016 poverty analysis study, by taking a closer look at some of the household-level welfare trends between 2011 and 2016

    Abstract: This Public Expenditure Review (PER) was prepared by the World Bank at the request of the Ministry of Finance of Cabo Verde. With a debt-to-GDP ratio of 126 percent in 2017, Cabo Verde is the most indebted country in Sub-Saharan Africa. The country is also at a high of risk of external debt distress. As part of fiscal consolidation efforts to reduce debt, this PER identifies measures to boost fiscal revenues and improve the efficiency of public spending with emphasis on health and education. The report recommends tax policy measures to stem revenue loss from ineffective tax expenditures while strengthening revenue administration and tax compliance. There is space to reduce spending inefficiencies on goods and services, wages and salaries yielding potential fiscal savings. Investment in human capital is prioritized in Cabo Verde but there is scope to improve efficiency and outcomes. In education, reducing repetition rates and addressing human resources issues are key to avoiding waste and improving outcomes. In health, the report recommends measures to improve the allocation of resources to health units. If implemented, these measures could result in combined fiscal savings of at least 2.5 percent of GDP. Finally, continued rationalization of central government fiscal support to State-Owned Enterprises (SOEs) is required to support a gradual reduction of the debt-to-GDP ratio over the medium term. The report includes five chapters. Chapter one discusses the key drivers of fiscal balances and public debt in Cabo Verde and explores different options to put debt on a downward trajectory. Chapters two and three analyzes in detail the respective performances of fiscal revenues and spending over 2010 to 2017.     Abstract: Gender-based violence, or GBV, is one of the most oppressive forms of gender inequality, posing a fundamental barrier to the equal participation of women and men in social, economic, and political spheres. GBV includes intimate partner violence, non-partner sexual assault, female genital mutilation, sexual exploitation and abuse, child abuse, female infanticide, and child marriage. Such violence impedes gender equality and the achievement of a range of development outcomes. In Nigeria, like in other jurisdictions, GBV remains a challenge that significantly constrains women's autonomy and opportunities. Conflict in Nigeria's North East geopolitical zone has further contributed to a steep rise in violence targeted against women and children by Boko Haram. This report uses the social ecological model as the basis to analyze prevalent GBV risks in Nigeria. It first describes the legislative and policy level frameworks associated with violence against women and girls as well as their implementation at the national and subnational levels. It then provides a detailed analysis of specific social norms that have created acceptance for or at least a lack of condemnation of GBV at the community level. Finally, based on field research, it delves deeper into some of the interpersonal and individual drivers of various forms of GBV in the selected communities

    Abstract: Bangladesh made a number of laudable development achievements in the early millennium but can and should do more to improve human capital and the wellbeing of its population. Coupled with impressive achievements in poverty reduction and economic growth are meeting many of the Millennium Development Goals (MDGs)-such as reaching nearly universal access to primary education, gender parity in primary and secondary education, ensuring food security, lowering infant, child, and maternal mortality rates, improving immunization coverage, and increasing access to improved water sources. Nurturing a child's early years can help nations boost human capital to become more diverse, competitive economies. Improving early childhood development requires multi-sectoral action. Advancements in early childhood development will not be possible without improvements in water, sanitation, and hygiene (WASH). This report will discuss several analyses that demonstrate the importance of WASH in nurturing the early years. The report begins with an examination of progress in achieving human development outcomes, many of which are specifically used to measure early childhood development and human capital. The next section will present a poverty risk model used to measure differences in WASH-related disease burden among wealth groups and populations with and without access to basic water and sanitation services. The third section discusses WASH deprivations in community health centers that reduce quality of care, and the fourth section measures the unique environmental exposures from inadequate WASH faced by slum dwellers, an often neglected yet high-risk population for poor health and undernutrition. The proceeding four sections then present original econometric analyses linking various components of WASH to childhood stunting, early childhood skills, infant mortality, and school enrollment. The final section concludes and provides recommendations on how Bangladesh's WASH sector can prioritize the early years in future investments

    Abstract: During the decades following the Khmer Rouge regime of the 1970's and Vietnamese occupation in the 80's, the Cambodian government focused on rebuilding what had been destroyed during that time. There was a renewed focus on the education sector: the 90's and 2000's saw large-scale reconstruction of schools and policies which increased access to schooling. Reports estimating schooling outcomes have found corresponding increases in schooling enrollment. To add to existing literature we analyze 11 years of nationally-representative cross-sectional data in a new way: using a cohort panel approach developed by Deaton in his 1985 paper (Deaton 1985). We construct a panel of 19 cohorts spanning birth years 1980 to 1998 and estimate their life cycle trajectories as these cohorts aged from youth into early adulthood. This approach allows us to control for contemporaneous time effects and trace out the smoothed cohort and age trends in schooling and work outcomes. We answer the question "For a given age, have schooling and work outcomes improved or declined with more recent versus older cohorts? Are there differences in improvement or decline when comparing males versus females, rural versus urban youth?" Using the variation in experiences across cohorts, we are additionally able provide evidence on how early youth experiences translate to outcomes later in life

In the absence of SAS, the overall poverty gap would have been 1.8 percentage points higher in 2016, and the poverty rate would have been 1.5 percentage points higher. Yet, the importance of SAS in Kosovo's social protection system has declined; decreases in spending on targeted social assistance in Kosovo goes against a worldwide trend. The Government of Kosovo seeks to reform the SAS to eliminate discrimination in program design, promote inclusion and reduce poverty.     Abstract: The World Bank's analysis of cross-country data on human capital indicates that Uganda is underinvesting in the future productivity of its citizens. A child born in Uganda today will onlybe 38 percent as productive when she grows up as she could be if she enjoyed complete education and full health. Uganda is ranked among the countries in the lowest quartile of the Human Capital Index (HCI) distribution, with an index slightly lower than the average for the Sub-Saharan Africa (SSA) region, and below what would be predicted by its income level. Uganda's low ranking in the HCI is mainly due to the country's low education outcomes. A child born today in Uganda is expected to complete only 7 years of education by age 18, compared to a regional average of 8.1. Because of the low levels of learning achievement in Uganda, this is only equivalent to 4.5 years of learning, with 2.5 years considered as 'lost' due to poor quality of education (as shown by thequality-adjusted years of schooling component of the HCI). Uganda's score on this componentis the lowest amongst the comparator countries and below the SSA average

    Abstract: This report describes the key policies for Chad to successfully leverage export diversification to foster economic growth. After several unsuccessful attempts at diversifying in the 1990s, Chad has deepened its dependence on commodities, mainly relying on oil; which came to replace cotton. However, the experience of other countries, in Africa and other parts of the world, shows that while large scale production of oil resources offers great opportunities, it comes with major shortcomings. Chad's Vision 2030 is to become an emerging economy, driven by diversified and sustainable sources of growth. The goal is to triple the average GDP per capita at current prices, by increasing it from USD 730 in 2014 to USD 2300 in 2030, while drastically reducing the poverty rate from 46.7 percent in 2011 to 8 percent during the same period. Chad's economy is overly dependent on crude petroleum, which makes it vulnerable to external shocks. Therefore, to achieve this development goal, only an export diversification strategy can foster a larger menu of goods and services than can become growth-accelerating and job-creating activities. Its implementation challenges are formidable, but the country has little choice, as the social unrest following recurrent oil price slumps, its burgeoning youth population and regional security threats may foment more violence in an already fragile and volatile economy and keep investors away. Hence, this report outlines a strategy to achieve this vision centered on the diversification of its non-oil economy (mainly agricultural-based exports) away from natural resource-based commodities

    Abstract: Benefiting from successful economic transformation after independence and the start of EU accession negotiations, economic activity in Montenegro has been solid, supporting the rise in incomes their convergence with the ones in the European Union. Inflation has been modest and kept in check. However, the import dependence of the growth model and the excessive reliance on the state to stimulate the economy have contributed to widening of external and internalimbalances as well as indebtedness. There have been recent efforts at fiscal tightening, but more needs to be done to address structural rigidities and boost the commitment to the objectives of economic policies. This is particularly the case with respect to the medium-term budget plans, public sector restructuring, pension and health reforms, improvements of market competition, and the labor market. Montenegro confronts today the need for further fiscal adjustment to turn the deficit into surplus and bring public debt below the Maastricht level. This would help creating the fiscal space for strengthening its convergence prospects with the EU and with the alignment with the rules in the eurozone, given the country's use of euro as the local currency. Fiscal and structural policies in an economy without monetary policy levers are of paramount importance to protect stability and competitiveness. This Public Finance Synthesis Report is a summary of policy discussions over the last few years carried out under the various World Bank activities, including the Policy-Based Guarantee, the analytical work under the topic of Jobs and Growth and on pharmaceutical reform issues).     Abstract: This paper is part of additional efforts supported by the World Bank Global Tobacco Control Program to inform the Government of Vietnam on options for tobacco taxation by providing estimates of the impact of cigarette price increase across five income groups for the period 2020-2022 under two scenarios. Vietnam is an important country for global tobacco control, and currently has about 15 million males who smoke. to support government efforts to strengthen tobacco controlpolicies, most notably through a substantial increase in the excise tax of tobacco, weconducted an extended cost-effectiveness analysis to examine the distributional impactof a 32 percent and a 62 percent increase in cigarette prices under Scenario A and Scenario B,respectively. In conclusion, we found that higher cigarette prices would particularly benefit the poorest income quintile of the population, in terms of deaths averted, life-years saved, out of pocket expenditures for treating tobacco-attributable diseases, catastrophic health expenditures, and extreme poverty averted. The additional tax burden is, however, borne mostly by the top income group in the 62 percent price increase scenario. Thus, tobacco taxes are an effective way to improve health and reduce poverty in Vietnam

    Abstract: Serbia has rather high prevalence of smoking. According to the National Health Surveys, the prevalence of daily smoking among men in 2013 was 33 percent which was lower than in 2000 (41 percent), while among women it was almost as high as in 2000 (26 percent). Cigarette smoking among adolescents aged 13-15 years old decreased in 2013-2017; however, the use of electronic cigarettes and waterpipe is growing among young people. to overcome the tobacco epidemic, Serbia became a Party to the WHO Framework Convention on Tobacco Control on May 9, 2006, and implemented some tobacco control policies. Tobacco taxation policy in Serbia in 2009-2013 was very successful from a public health perspective as it reduced tobacco consumption, in line with the FCTC obligations. Estimated tobacco consumption in the country declined by 33 percent in four years. The outflow of cigarettes taxed in Serbia to other countries also declined, while the volume of cigarettes, which were smoked but not taxed in Serbia, did not change much after the tax increases. This taxation policy also increased the tobacco excise revenue from 39 billion RSD in 2008 to 84 billion RSD in 2013 (by 44 percent in real terms). However, the tobacco industry managed to modify the impact of the tobacco taxes. In 2012-early 2014, it vastly increased its (net-of-tax) part of cigarette price, and this reinforced the taxation impact on tobacco sales as the final retail price increased more than expected. As the growth of the industry profit margins was disproportionately soaring, the industry increased its profits despite the decline of tobacco sales. The main factor behind the cigarette sales reduction in 2012-2014 was the industry pricing tactics, while the excise rate increases were rather moderate. The combined effect of government taxes and industry prices substantially reduced cigarette affordability, and the resulting sales decline exceeded the excise burden growth; so, the government excise revenue decreased. In late 2014, the tobacco industry decreased prices for some brands, and it also contributed to the excise revenue decline in 2014, as ad valorem part of cigarette excise was rather high in Serbia

Geophysical hazards such as earthquakes or volcano eruptions cannot be predicted, but it is known that where they have happened in the past, they will happen again. In the case of hydro-meteorological hazards, frequency and intensity are increased by the action of climate change. Guatemala is located in one of the most hazard prone regions, threatened by earthquakes, volcanic eruptions, landslides, fires, hurricanes, and floods. Additionally, other hazards such as fires usually affect ancient structures, becoming one of the main hazards to specific cultural heritage assets. However, natural hazards only lead to disasters when its effects negatively affect human life, and the consequences depend on the vulnerability of the assets and population exposed to these hazards. The concept and practice of Disaster Risk Management (DRM), understood as a safe development strategy, has evolved during the last decades from an approach focused almost exclusively on disaster response, towards a broader approach focused on risk understanding, prevention, and reduction, without demeriting the importance of having strong preparation and response systems. However, other priorities generally relegate cultural heritage in the agenda of local and national governments, and disaster risk plans do not include heritage, leaving at risk areas, buildings or other assets of high historical value. In this regard, conducting risk assessments and establishing risk mitigation and emergency preparedness measures is fundamental. In case of emergency the priority is always to save lives, but in a second moment, acting quickly on cultural heritage is essential to preserve legacies that could otherwise be lost forever

Investment in the early years is a proven gateway to a country's economic growth and development. to reap full benefits of ECD investments, it is critical to start early and integrate programs across health, nutrition, education, and social or child protection sectors.     Abstract: Montenegro became a Party to the WHO Framework Convention on Tobacco Control in 2006 and ratified the Protocol to Eliminate Illicit Trade in Tobacco Products in 2017. Tobacco excise hikes, undertaken in Montenegro in 2009-2011, were successful both in fiscal and public health terms. Revenues from tobacco excises rose from about 4 million in 2007 to 44 million euro in 2011. Annual cigarette sales declined from more than 1.5 billion cigarettes in 2008-2011 to less than 1 billion cigarettes in 2014 and further years. However, in 2013-2016, tobacco excise increases were too small to reduce tobacco affordability and tobacco sales, and tobacco revenues did not change much. In August 2017, Montenegro adopted an ambitious plan of excise tax increases; however, the tobacco industry responded with series of hidden actions (forestalling and price over-shifting) which temporarily reduced tobacco excise revenue in early 2018. As the next high increase of excise rate was scheduled for January 2018, and at the same time, VAT rate increased from 19 to 21, the industry substantially increased cigarette supply in the second half of 2017 and sharply reduced it in early 2018 as it already had in stocks large numbers of cigarettes for which excise was paid in 2017. The excise revenue substantially increased in late 2017, but declined in early 2018 despite the excise rate increase. The industry organized the media campaign to persuade the government that this revenue decline was allegedly caused by tax-driven growth in cigarette smuggling (while no rigorous evidence of such growth was presented), and the only way to fight smuggling is the reduction of cigarette excise. From September 2018, the excise rates were reduced, while they are still higher than those planned before 2017. The plan of annual tobacco excise changes until 2025 was already adopted by authorities, but the proposed changes have rather low potential to reduce the tobacco consumption and to increase government revenue. The expected total excise rate in 2025 will be below 90 euro (minimum EU level). Montenegro is able to conduct a more aggressive and successful tobacco taxation policy which can both reduce tobacco consumption and increase tobacco revenue

    Abstract: The external environment has deteriorated during the first half of 2019, and downside riskspredominate in the near-term. Global GDP growth is projected to decline to 2.6 percent in 2019 from 3 percent in 2018, reflecting broad-based weakness in advanced economies and major Emerging Market and Developing Economies. Reflecting slower growth and heightened policy uncertainty associated with protected trade tensions, global trade growth is protracted to weaken further from 4.1 percent in 2018 to 2.6 percent in 2019. Downside risks include a further escalation of trade disputes between the world's two largest trading nations, while a more pronounced downturn in global activity and increased volatility in financial flows. Amidst rising global headwinds, Vietnam's economic growth momentum has been slowing since the beginning of the year. Vietnam's real GDP growth has decelerated to a still robust 6.8 percent in the first quarter of 2019 from a vibrant 7.5 percent pace in the same period of 2018. Slower growth reflects several factors. Agricultural output decelerated due to the outbreak of African swine fever and a decline in international prices. Weaker external demand moderated growth of the export-oriented manufacturing sector as well as overall export performance, even though Vietnam seems to have benefitted from some trade diversion due to the ongoing trade tensions between China and the US. Domestic investment appears to be slowed resulting from subdued credit growth and continued consolidation in public investment. Other macroeconomic indicators, such as more sluggish credit growth, subdued inflation and slower import growth are further signs of a cyclical moderation in economic activity. In contrast, service sector activity continues relatively strong, signaling sustained buoyancy in private consumption. Despite a recent uptick in headline inflation, price pressures have remained subdued as credit growth moderated. The headline CPI rose by 2.9 percent (y/y) in May 2019, up slightly from 2.6 percent in January 2019, driven by hikes in administered prices (for electricity and fuel) and moderate food price increases. The State Bank of Vietnam maintained a prudent monetary policy stance to support its twin goals of sustaining macroeconomic stability and supporting overall economic growth. Credit growth is estimated to have slowed to about 13 percent (y/y) in March 2019 reflecting tighter credit policies

    Abstract: The country brief provides an overview of tobacco legislation, use, and taxation in Kazakhstan. Tobacco taxation policy practiced in Kazakhstan in 2003-2013 resulted in increased tobacco excise revenues, but was not effective in terms of public health, as cigarette consumption did not decrease. Tobacco excise taxes were drastically increased in Kazakhstan from 1 January 2014; and thereafter, the tobacco affordability was substantially reduced resulting in the subsequent decline in tobacco sales and smoking prevalence in the country. Decline in consumption could have an effect on tobacco-related mortality in Kazakhstan. Mortality rates of some tobacco-related causes of death substantially declined in Kazakhstan in 2013-2015 among men and women aged 30 to 79 years: by about 20 percent for acute ischemic heart disease and stroke and by 30-40 percent for respiratory tuberculosis and chronic obstructive pulmonary disease. Kazakhstan returned to a policy of moderate tax increases in 2015-2019. The reduction in tobacco affordability in 2015 was caused not only by the excise increase but also by the tobacco industry pricing policy and a decline in real incomes. Tobacco consumption in Kazakhstan decreased in 2015, but the revenue increase was smaller than expected. A moderate excise rise in 2016- 2018 could not ensure a substantial reduction in tobacco affordability, and annual tobacco sales did not change much. The country experience shows that a policy of moderate (below 30 percent annually) excise increases cannot ensure either tobacco consumption reductions or substantial revenue increases. The planned annual cigarette excise increase for 2020-2021, however, is only 12-14 percent. In recent years, electronic cigarettes and heated tobacco appeared in the Kazakhstan market. The key consumers of such products are young adults, who follow modern trends, rather than dependent smokers looking for an effective means to quit. Heated tobacco products and liquids for electronic cigarettes will be taxed by excise from 2020, but the excise rates are very low and should be substantially increased. Kazakhstan has great potential to increase its excise rates for all kinds of tobacco products to contribute to health objectives by means of reducing tobacco consumption.     Abstract: Despite its small population and land area, Bhutan is among the most rapidly urbanizing countries in South Asia. While this urbanization parallels robust economic growth and the expansion of job and investment opportunities in cities, there remain challenges to fully leveraging the potential of urban areas. Bhutan has made impressive gains toward the convergence of access to basic services across the country, but there are gaps in the quality of coverage, particularly for water and sanitation. Local governments will have an increased role in basic service provision and capital investment, but it requires enhanced capacity and resources to improve efficiency and responsiveness to local needs. Urban growth has increased demand for quality housing, which has resulted in a scarcity of affordable units and has increased pressure for urban expansion. Finally, the concentration of people and property in growing cities also changes the hazard risk profile of these areas, which is not adequately understood due to a lack of adequate data systems and poor integration into planning mechanisms. An integrated approach to urbanization is essential; one that leverages the benefits of agglomeration while also managing the diseconomies and negative externalities of urban growth

    Abstract: The Kyrgyz Republic has made significant steps in reforming the health system through successive National Health Programs implemented over the last 20 years. One of the major achievements of such reforms were the establishment of a single-payer national health insurance and a basic benefit package. The State Guaranteed Benefit Package (SGBP) provides free basic health services at the primary care level for the whole population, and inpatient care with nominal co-payments or no fee for certain groups. Even though the principles of the SGBP contain elements of international good practice, the SGBP has hardly changed since it was stablished. At the same time, many changes have taken place within and outside the health system, exerting mounting pressure for the SGBP to adapt to the new disease burden and meet population's expectations within the context of budget constraints. The current paper provides a critical assessment of the Kyrgyz Republic's basic health benefit package. It reveals several issues in the actual benefits delivered to the population as opposed to the generous promise of the statutory package. Some important limitations include lack of clarity, persistent funding gap, large number of fee exemption categories given the resource constraints and at the same time lack of an effective mechanism to protect the poor. Most importantly, there is no systematic arrangement in place to ensure a regular evidence-based process of the benefit package revision. The paper proposes several measures that could guide the process of SGBP revision, considering the Kyrgyz context and building on international experiences. It is expected that information from the paper will be useful not only for the Kyrgyz stakeholders but also other countries in making the benefit package an effective instrument for achieving universal health coverage

    Abstract: The World Bank Group has developed a new diagnostic approach called Maximizing Finance for Development (MFD). This study pilots the use of the World Bank's MFD approach to identify areas along value chains (VCs) where the private sector is involved. More important may be the identification of where the private sector is currently not involved or only involved peripherially. The results provide a range of opportunities to consider, with the purpose of crowding in more private sector investment and sustainable solutions to achieve the Sustainable Development Goals and meet the highest environmental, social, and fiscal responsibility standards. Under each function, the underlying causes of market failure are assessed, helping inform a range of possible opportunities for private sector to participation. The ouputs of this report can be used for further stakeholder engagement to prioritize issues and assess solutions. The focus is on the three VCs of beef, coffee, and maize. These commodities account for over 50 percent of Agricultural GDP and over 80 percent of foreign exchange revenue for the country and possess the potential for greater development impact through enhanced private sector activity. The nature of these commodities differs in terms of commercialization. Coffee, a pure cash crop, has close to 95 percent of its product sold by the farmer. In contrast, maize is primarily a food crop and 89 percent of maize produced is consumed by farming households. Cattle, on the other hand, are sold by pastoralists when cash is needed, cattle are no longer serve a productive purpose or meeting social obligations. In highland areas, the commercialization aspect of cattle is much greater. This has implications for private sector engagement in the respective value chains. This report identifies the issues and constraints in these three selected VCs and suggests opportunities for: (a) the public sector to amend policy, regulations, and provide inducements for greater private sector activity; and (b) the private sector to take on a greater level of responsible agricultural investment aligned with global good practice

    Abstract: This report seeks to support the larger jobs study by examining how investment in South Sudan's food sector can not only address food security needs, it can generate income and lay the foundation for livelihood and job creation in the country. It argues that applying a value chain lens to investments in the sector can contribute to creating direct, indirect, and induced labor in the food system. The goal is to move the country from a dependency on humanitarian aid to building recovery and resilience in the short term in a way that can produce stable jobs over the medium to long term. More specifically, it looks at the potential technology and organizational arrangements that investment programs can start supporting now to stimulate value chain development for increased economic activity and job creation. The assumption is that significant donor support will still be necessary for the short to medium term to support investments in reconstruction and food security. As security spreads, public sector capacity to support development can grow, private actors can establish or expand their operations, and the donor community can begin to disengage, addressing only the neediest communities while development organizations continue to work with the public and private sector actors to support development and economic transformation

    Abstract: This Public Expenditure Review (PER) is the first for Namibia's health sector. Namibia is an upper-middle income country that has made major progress in improving the standard of living for its population and reducing poverty. Still, with one of the highest Gini coefficients in the world, the society is highly unequal. In addition, the size of Namibia, combined with a low population density, makes it challenging for the health sector to provide universal access to quality health services across the country. The recent economic downturn has put fiscal pressure on the government and heightened the need for spending efficiency. Although government spending on health has been consistently close to the Abuja target of 15 percent, health outcomes are poor. The country faces a double burden of both communicable and non-communicable disease (NCDs), with high HIV/AIDS, stunting and maternal mortality rates that predominately affect the poor, and an increasing prevalence in non-communicable diseases that will contribute to costly treatments and growing health expenditures in the future. The Namibian government is committed to improve health outcomes. Namibia's 5th National Development Plan (NDP5) for 2017-2022 aims to provide access to quality health care for its population, to increase Health Adjusted Life Expectancy (HALE) from currently 59 to 67.5 years, and to reduce mortality for mothers and children. to achieve this goal, the Ministry of Health and Social Services (MoHSS) has identified three strategic pillars for the health sector: (i) people's wellbeing; (ii) operational excellence; and (iii) talent management.     Abstract: Confronted with pervasive macroeconomic imbalances and microeconomic distortions, the Government of Egypt (GOE) started in 2016 to move forward with important reforms to stabilize the economy and restore confidence. At that time, Egypt was facing daunting economic and structural challenges, unsustainable fiscal and external imbalance and a deterring business environment. The severe foreign currency crunch that peaked in late 2016 motivated the GOE to introduce transformative economic reforms to alleviate the longstanding structural constraints to inclusive growth and macroeconomic stability. The flagship reforms of the economic program were (i) the liberalization of the exchange rate to eliminate the large currency overvaluation and foreign exchange shortages; (ii) a fiscal consolidation program that introduced a ale-added tax (VAT) and a gradual reduction in energy subsidies and the wage bill, and (iii) major energy sector terms to address power outages by public and private investment in generation and establish Egypt's potential as an oil and gas producer by reducing pricing distortions and arrears. These reforms were complemented by efforts to improve the business climate and attract private investment, starting with legislative reforms and the introduction of new laws on industrial licensing, investment, and insolvency. Macroeconomic indicators have reacted positively to the stabilization reforms. Most notable, economic growth has accelerated, the parallel market for foreign currency exchange has been contained, external deficits have narrowed, and international reserves have replenished. Public finances are progressing on a more sustainable path, with a frim containment of spending on price subsidies and a narrowing fiscal deficit. The improvement in macroeconomic conditions have also reflected positively on investors; perceptions, with credit rating agencies upgrading their ratings and outlook for Egypt

This methodology evaluates these eight domains using 49 criteria based on 171 standards. The assessment is based on quantitative analytics, key informant interviews, over 30 visits of public and private healthcare facilities, a review of key policy documents and a survey of a sample of health insurance companies. The assessment is a joint initiative from the World Bank and the International Finance Corporation (IFC) and was undertaken for the first time in Colombia. It took place from January to June 2019

    Abstract: Pakistan is facing yet another balance of payment crisis. Authorities have taken some corrective measures and negotiated a 39-month stabilization program with the International Monetary Fund (IMF). Nonetheless, inflationary pressures increased during FY19. Current account deficit narrowed as imports declined, however, exports performance remained weak. Despite the adjustment measures fiscal pressure persist due to high debt servicing and defense expenditures. Debt level is in breach of Fiscal Responsibility and Debt Limitation Act (FRDLA). The growth is projected to decelerate further in FY20, as the government tightens fiscal and monetary policy. This report highlights the importance of tackling the structural challenges which are hampering growth and investments. The report emphasizes that the failure to address these structural challenges, in parallel to addressing the macroeconomic imbalances, just means that the next crisis is another 4 to 5 years away

    Abstract: While Vietnam has now reached lower middle-income country status, the gaps between the ethnic minority population and the majority group are evident and widening over time. In addition, ethnic minority groups are different in terms of where they are in these gaps. This study attempts to examine why and how certain ethnic groups have managed to rise to the 'top' as 'best performers' while the other groups seem to stand on the 'bottom' as 'least performers. The key study questions are: (1) What are drivers of the socio-economic development of the different ethnic groups? (2) Why have some ethnic minority groups successfully managed to escape poverty while others have lagged far behind? (3) How have such factors have been addressed in the respective policies and designated programs or projects initiated by the Government of Vietnam, development partners, and other stakeholders? (3) What are the changes needed for future design and implementation of initiatives to support sustainable socio-economic development among ethnic minorities? This study adopts a mixed methodological approach, combining both quantitative and qualitative methods.     Abstract: Prudent economic policies, combined with the enabling conditions created by a high endowment of water, have transformed Vietnam from a low income to a middle-income country within two decades. Though growth has produced vast benefits, it has also placed unrelenting pressures on water resources, which in turn lead to economic stresses. This report assesses how secure Vietnam's water resources are and its economic implications and focuses on reducing the threats of 'too little, too much, and too dirty.' Specifically, the report focuses on increasing water productivity in irrigated agriculture, water security and services for settlements, and on how Vietnam manages water quality and pollution issues, as well as climate change adaptation, disaster risks, and risks from infrastructure gaps and vulnerabilities. Recognizing that water governance is fundamental in addressing Vietnam's water challenges, this report analyzes the current governance of the water sector to inform the development of strategies, provide an integrated view of challenges, and identify the most fundamental shifts needed to achieve national water security. Going forward, greater emphasis will have to be given to policy enforcement and to the incentives needed to assure greater compliance. The solutions suggested by this analysis are clustered around seven recommendations. This report was developed in close cooperation with the Government of Vietnam

    Abstract: In March 2018, Uganda's Ministry of Finance, Planning and Economic Development (MoFPED) formally requested technical assistance from the World Bank Group (WBG) to conduct a technical and diagnostic review of the Uganda Agricultural Insurance Scheme (UAIS) with the objective of providing recommendations to enhance the scalability and sustainability of the scheme going forward. This technical report covers the rapid assessment of agriculture finance and its recommendations, the findings of the situation and gap analysis of the UAIS, and where appropriate, presents the WBG's recommendations for strengthening the scheme; it also includes a proposal for two additional insurance programs, one for crop and one for livestock, targeted at small-scale farmers. Section one is comprised of four chapters that provide important background information: chapter one provides context for the study; chapter two describes the agricultural sector in Uganda, including the constraints and risk exposure faced by small-scale farmers; chapter three offers an overview of the agriculture finance landscape; and chapter four describes past and present agricultural insurance initiatives, including the UAIS. Section two includes the remaining chapters that present findings and make recommendations for scaling up agriculture insurance in Uganda and making programs sustainable. Specifically, chapter five describes in detail the situation and gap analysis carried out for UAIS insurance products, operating systems and procedures, and underwriting results, and it identifies possible ways to strengthen the scheme for the public-private partnership (PPP) stakeholders to consider. Chapter six presents options for the development of large-scale Area Yield Index Insurance (AYII) to complement the existing UAIS crop insurance products and programs, and it includes fiscal costings for GoU to consider.     Abstract: Core to an effective financial consumer protection framework is an accessible and efficient recourse mechanism that allows consumers both to know and to assert their rights to have their complaints addressed and resolved in a transparent and just way within a reasonable timeframe. Complaints handling mechanisms are especially important for low-income and vulnerable financial consumers, to whom timely and effective recourse processes can have a decisive influence over their trust in their financial service provider (FSP) and in the financial sector in general. Increased trust contributes to consumers' uptake and sustained usage of financial services and, consequently, their economic livelihoods. Financial consumer complaints handling mechanisms comprise two stages: complaints that are handled by FSPs, generally referred to as internal dispute resolution (IDR); and complaints that, if not satisfactorily resolved, are handled by an alternative, out-of-court process, generally referred to as external dispute resolution (EDR). There are several international sources of principles applicable to complaints handling and resolution processes and procedures to be established by FSPs. Drawing from the World Bank's Good Practices for Financial Consumer Protection, the work of international bodies, such as the Group of Twenty (G20)/Organisation for Economic Co-operation and Development (OECD) Task Force on Financial Consumer Protection, as well as selected country experiences this Technical Note highlights considerations that aim to provide a methodological guidance for regulators and FSPs when developing and implementing IDR frameworks to ensure they are consistent with international good practices. This Technical Note synthesizes concepts, principles, and practices for IDR mechanisms for financial consumers and shares examples of legal and regulatory requirements for FSPs to resolve complaints and to ensure that complaints- related data is collected, analyzed, and shared as appropriate to support improvements in FSP performance, industry market conduct, and market conduct regulation

    Abstract: Irrigated farming is central to meeting the world's food and fodder needs and will be even more important in delivering on food security and water sustainability development priorities in the future. High population growth, climate change, increasing socio-economic growth, and water stress are key drivers of change. Although irrigation covers only 6.5 percent of the total land used for agriculture, it supports production of forty percent of the world's food and fodder output, with a gross value of fifty-five percent of global agricultural produce. Improving irrigation performance is a priority strategy in addressing rural poverty and in mitigating climate -change impacts, especially for the most vulnerable. Investment in irrigation has seen renewed interest in the past decade, and irrigation and drainage (I and D) governance emerging as a key focus for improved performance. Institutional failures and poor irrigation performance have been blamed on low capacity, perverse incentives, misdirected policies, and weak implementation but these are only contributing factors. Investments in institutions of the past have aimed to fix the institutions, with a focus on form and on organizational structure.     Abstract: Ethiopia has made impressive strides along its developmental path. Job creation is now the critical development challenge, raising the importance of the private sector agenda. After more than a decade of sustained public sector-led growth, the government is revising its growth strategy to allow for a much greater role for the private sector in driving growth and job creation. Broadening the base for job creation beyond light manufacturing toward a wider range of high productivity agricultural and services activities will help to overcome the uneven spatial distribution of manufacturing jobs across the country. Ethiopia has a number of advantages that it can leverage to attract the investment needed for job creation. These include rapidly improving transport and energy infrastructure, low labor costs, a large and growing domestic market, cheap power, an ideal climate, and preferential market access to the European Union, the United States, and other major markets. The purpose of the Ethiopia country private sector diagnostic (CPSD) is to support the transition to a private sector- driven growth model that advances the country's development objectives and, in particular, delivers the necessary jobs. It identifies investment opportunities that can materialize in the short term, and the reforms that are needed to enable these opportunities to emerge. It also discusses how specific actions by the public sector, in collaboration with the private sector, in filling gaps in public investment, reforming business regulations and trade policy, addressing market failures, and enhancing the efficiency of key backbone services and sectors, while tackling gender inequalities, can fully unleash the potential of private sector investment

In Malaysia, the Critical Skills Monitoring Committee (CSC) is charged with producing a Critical Occupations List to serve as a platform for coordinating human capital development policies. The CSC is a specialized interagency body that was established as part of the Eleventh Malaysia Plan to monitor skills imbalances in Malaysia. To do so, the CSC created an annual Critical Occupations List (COL) of occupations that are middle- or highskilled, sought-after, and strategic. The COL has evolved during the last several years to become a best-practice tool for monitoring skills. The COL is updated regularly and improved continually, is based on rigorous evidence, and is widely circulated. The production of the list is undertaken by the CSC and incorporates a wide range of input from both the public and private sector

    Abstract: Efficient utilization of overall resources through sound public financial management (PFM), good governance and oversight are priorities in the Lao PDR government's reform agenda. The strengthening of PFM systems is fundamental to the successful development of Lao PDR and has been center stage in the Government's policy agenda. There has been slow progress since 2010 in strengthening the quality of PFM systems and processes and there has also been a pause in the PFM reform agenda since 2013. This Public Expenditure and Financial Accountability (PEFA) Lao PDR 2018 is intended to assess the current state of PFM in Lao PDR. This PEFA uses the upgraded 2016 methodology that has more demanding PFM standards with new calibration and scoring criteria. While it is expected that the assessment generates relatively low scores and reveal severe PFM performance gaps. The Government expects that the narrative will also highlight the area of ongoing or planned reform action in order to link the analysis to the existing areas of the new PFM reform agenda and to support the post-PEFA dialogue on the priorities and sequencing of the reform actions. this context, the GoL agreed at the end of 2016 to carry out a PEFA self-assessment managed by the WB and financed by the EU, to establish a diagnostic study of the PFM system using the PEFA 2016 methodology. It is expected that the PEFA exercise gives further impetus to the momentum created by the launch of the PFM reform agenda, mobilizing the participating institutions on the subsequent dialogue on PFM reform policy decisions. The overall objective of the PEFA assessment is to provide a baseline with an evidence-based PFM performance assessment to guide the Government's PFM reform strategy and potential engagement with its development partners in further strengthening PFM in the country

    Abstract: The updated DSA suggests that the external risk of debt distress for Vanuatu remains moderate with limited space to absorb shocks. All external debt indicators remain below the relevant indicative thresholds under the baseline scenario, incorporating the average long-term effects of natural disasters on growth and the fiscal and current account balances. A tailored natural disaster shock, reflecting Vanuatu's vulnerability to disasters, would cause the present value (PV) of public and publicly guaranteed (PPG) external debt-to-GDP ratio to breach the threshold from 2024 onwards. The overall risk of debt distress is assessed as moderate. Although the PV of the public-debt-to-GDP ratio remains below the 55 percent benchmark under the baseline scenario, the public-debt-to-GDP ratio would breach the authorities' debt ceiling of 60 percent by 2025. Moreover, a tailored natural disaster shock would lead to a significant deterioration in debt sustainability, breaching the benchmark. The breach of the authorities' debt ceiling and of the benchmark indicates the need for rebuilding fiscal buffers and enhancing resilience against shocks, including from natural disasters. This requires both stronger revenue mobilization measures, including an introduction of the proposed income taxes, and expenditure rationalization in the medium term. When contracting new public infrastructure projects, the authorities are encouraged to seek grants or concessional loans as much as possible to contain its debt burden

    Abstract: Philippine economic growth slowed to its lowest level in eight years, driven by a rapid deceleration in investment growth in the first half of 2019. GDP growth slowed from 6.3 percent year-on-year (yoy) in the first half of 2018 to 5.5 percent in thesame period in 2019, below government's growth target of 6-7 percent for 2019. The slowdown was primarily driven by a contraction in nominal public investment due to the delayed passage of the 2019 national government budget and the spending ban on new projects before the May election. Public infrastructure spending shrunk by 15.7 percent yoy in nominal terms, from 5.4 percent of GDP in the first half of 2018 to 4.3 percent of GDP in the same period in 2019. In addition, private investment activities also slowed due to uncertainties around the government's ongoing tax reform program and the external environment. In this context, private consumption, which regained momentum thanks to declining inflation and improving labor market conditions, was the main driver of growth

    Abstract: Guinea is at moderate risk of external debt distress with some space to absorb shocks. All external debt burden indicators under the baseline scenario lie below their policy-dependent thresholds. Stress tests suggest that debt vulnerabilities will increase if adverse shocks materialize. Under the most extreme stress tests, all solvency and liquidity indicators breach their thresholds for prolonged periods. The overall risk of public debt distress is also assessed to be moderate, with the application of judgement regarding a brief and marginal breach for the PV of total public debt to GDP ratio over 2019-20, reflecting the one-off impact of the recapitalization of the central bank. Guinea's external and public debt position at end-2018 improved compared to the December 2018 DSA, owing to upward revisions of growth estimates in 2016-17, lower-than-anticipated external loan disbursements in 2018, and a stable exchange rate in 2018. A prudent external borrowing strategy aimed at maximizing the concessionally of new debt, limiting non-concessional loans to programmed amounts and strengthening debt management will be key to preserving medium-term debt sustainability

Under the revised low-income country debt sustainability framework (LIC DSF), its debt carrying capacity has deteriorated and most external and total public debt indicators breach their respective indicative thresholds and benchmarks under the baseline scenarios. External debt indicators are most vulnerable to shocks to exports and depreciation of the currency. Public and external debt indicators are most sensitive to the contingent liabilities shock, while recent natural disasters underscore the need for strengthening buffers. The low level of reserves adds to these vulnerabilities. Factors, such as the large share of electricity export earnings under long-term intergovernmental power purchase agreements, and a strong and growing electricity exports market help mitigate risks, keeping the debt outlook sustainable. Market access is being maintained, around 65 percent of external debt is concessional, and the stock of expenditure arrears is declining. Rebuilding fiscal space, adopting clear guidelines for sovereign debt issuance and guarantees, assessing risks from contingent liabilities, and improving debt management are immediate priorities. Assessing and targeting infrastructure projects with high growth and social returns and financing these with concessional financing would benefit debt sustainability. Strengthening the business environment and governance, would improve the investment outlook, help diversify and make growth more inclusive. Increasing the export base, continuing to maximize the proportion of concessional loans and improving primary deficits would help to keep the debt burden contained

    Abstract: This report presents the first official debt sustainability analysis undertaken for Somalia. Based on both external and public debt indicators, Somalia is in debt distress. Total public debt is very high, at dollar 4.8 billion, or 101 percent of GDP at end-2018-nearly all of which is external (100 percent of GDP). The finding that Somalia is in debt distress reflects the high external arrears on debt relative to GDP, which now represent 96 percent of the debt stock. While Somalia has no capacity to access new financing, its debt burden will continue to increase as late interest on arrears continues to accumulate. Under broadly steady state assumptions, Somalia's total public debt is expected to increase to around 128 percent of GDP by 2039. Key risks that affect the outlook include external financing, security, and climate, further highlighting the unsustainability of Somalia's current debt burden. Consequently, in the absence of debt relief, Somalia will remain in debt distress

    Abstract: Nepal's risk of external debt distress remains low. Under the revised IMF/World Bank Debt Sustainability Analysis Framework for Low Income Countries (LIC-DSF), all debt and debt service ratios are projected to remain below relevant indicative threshold values. Following a prolonged decline, to 25 percent of GDP in mid-2015, the sum of external and domestic public debt rose to 30 percent of GDP in mid-2018. A further rise in total public debt is projected, to about 35 percent of GDP in the medium term and about 48 percent of GDP in the long term, owing to continuing fiscal and current account deficits, as the authorities implement fiscal federalism and aim to put the economy on a higher growth path. Stress tests suggest that debt burden indicators are vulnerable to growth/exports shocks and natural disasters. This underscores the importance of implementing sound macro-economic policies. Efforts to improve the business climate and competitiveness through high-quality public investment and structural reforms would support growth and expand foreign exchange income streams

    Abstract: An updated debt sustainability analysis (DSA) is prepared using the revised Low-income Countries Debt Sustainability Framework (LIC DSF) to assess Zambia's current debt situation. Debt burden indicators have deteriorated considerably since the October 2017 DSA mainly on account of large fiscal deficits as the authorities made use of available financing to boost infrastructure spending, weaker growth and exchange rate, and a worsened external environment (terms of trade and financial conditions). Rising debt service costs (both externally and domestically) and a large pipeline of contracted and to-be-disbursed loans place Zambia's public debt on an unsustainable path under current policies while budget expenditure arrears have risen. Zambia's debt-carrying capacity has also weakened with its FX reserves' import coverage declining from 4.7 months in 2015 to 1.7 months in May 2019. All four external debt burden indicators breach their indicative thresholds, three of them by large margins and throughout the medium-term under the baseline scenario. Total public debt is projected to increase somewhatin the near-term as, under unchanged policies, fiscal deficits remain large, before gradually declining as large debt-financed public projects are completed and forced fiscal adjustment occurs given financing constraints. As a frontier market, Zambia's high gross financing needs (peaking at 19 percent of GDP over the next three years), combined with wide EMBI spreads (1,575 basis points on June 11, 2019) and high domestic borrowing costs, expose it to significant market-financing risks. Despite the challenging fiscal situation, Zambia has remained current on all its debt obligations both domestic and external, and has not experienced a debt distress event. The authorities remain committed to prioritizing debt service payments and have identified resources to continue meeting debt obligations in the near-term. However, staff assess the risk of external and overall public debt distress for Zambia as very high at this juncture, and that a large upfront and sustained fiscal adjustment is essential to begin reducing debt vulnerabilities

    Abstract: The Debt Sustainability Analysis (DSA) suggests that Liberia remains at moderate risk of debt distress with limited space to accommodate shocks. The country's debt carrying capacity remains medium, but the rating has declined from 3.1 to 2.77. The authorities have pursued non-concessional loans, but none has been disbursed yet. The government has instead borrowed U.S. dollars from the Central Bank of Liberia (CBL) to close the financing gap in FY2018. Such new borrowing, as well as the legacy U.S. dollar debt from the civil war time, are both incorporated in the new DSA. The State-owned Enterprises (SOE) guaranteed debt is also incorporated. Liberia will edge closer to high risk of debt distress with a small change in the terms of both domestic and external debt or a failure to adjust primary expenditure to the available revenue envelope over the medium-term

    Abstract: While Thailand's pension system is typically described as a multipillar pension scheme, its design is highly fragmented and offers adequate coverage only to a small segment of the population, including civil servants and high-income individuals. In its 2018 Article IV report, the IMF highlighted the need for a broader pension reform, including parametric changes and ender inclusivepolicies to improve female labor force participation and attenuate the impact of aging on productivity growth. While these reforms are needed, private pensions can also play a role inimproving retirement income for individuals. As agreed with the Thai authorities, this technical note provides an assessment of the private, funded components of the pension system. A key component assessed is the voluntary provident fund scheme (PVD). The PVD scheme is voluntary and operates as a tax-incentivized scheme, which allows both employers and employees to take advantage of generous tax benefits for savings for retirement. This note also addresses the challenges of the private, funded system and proposes policy recommendations for increasing coverage, improving efficiency, and delivering sustainable retirement income in the payout phase. This note is organized as follows. The next section provides a brief description of the current overall pension system, public and private; Section III provides a diagnostic of the main challenges in the private, funded system; and Section IV provides recommendations for optimizing the design of the private, funded pension system.     Abstract: The Thai insurance sector is a relatively small but growing part of the country's financial services industry. Insurance sector assets have grown from 10 percent of gross domestic product (GDP) in 2006 to over 22 percent of GDP in 2016, constituting 9 percent of total financial industry assets. Similarly, between 2008 and 2017, gross premiums written have grown at an average annual rate of approximately 16.9 percent, substantially above nominal GDP growth of 9.9 percent during the same period. As a result, the insurance penetration ratio (the ratio of premiums written to GDP) has gradually increased from 3.63 percent in 2008 to 5.39 percent in 2017. This paper provides an assessment of significant regulatory and supervisory practices in the insurance sector of Thailand. The assessment was conducted by Charles Michael Grist, Financial Sector Consultant, the World Bank Group, and A. Thomas Finnell, Financial Sector Consultant to the International Monetary Fund, from February 6 until February 22, 2019. The last review of the Thai insurance sector was conducted as part of an April 2008 Financial Sector Assessment Program Review (FSAP), but this review did not include a detailed assessment against the ICPs issued by the International Association of Insurance Supervisors (IAIS)

    Abstract: This report assesses the key constraints on the supply of (quantity and quality) and demand for early childhood development (ECD) services for pregnant women and children under the age of five in Armenia and puts forth recommendations on how to improve access to ECD services for poor and socially vulnerable families. The government of the Republic of Armenia, with support from the World Bank and other development partners, is currently expanding the existing social work system in Armenia to more actively link vulnerable families to ECD services. A specific objective of the report is to inform the design of this expansion. The World Bank team carried out a survey of ECD services providers in the four marzes of Ararat, Gegharkunik, Lori and Yerevan. The report draws heavily on the findings of this facility survey, the Integrated Living Conditions Survey (ILCS) 2017,3 the Social Snapshot and Poverty in Armenia, the Armenia Demographic and Health Survey (DHS) 2015-16 (NSS 2017), and on other ECD-related studies conducted in Armenia. The report's assessment and recommendations are also grounded in global evidence on ECD. This evidence highlights the importance to human development of receiving nurturing care in the early years. There is robust evidence that early experiences shape the brain's structure and functioning, and that deprivations during the prenatal period and early childhood can have substantial negative impacts on later cognitive ability and educational achievement. Early childhood development services that promote nurturing care during this period are cost effective, and programs for disadvantaged children during early childhood have a higher rate of return than programs introduced later in life. Services with proven benefits to ECD include antenatal care, promotion of child nutrition and micronutrient supplementation, parenting education, and preschool education. Global evidence points to specific interventions in each area that have proven impact

    Abstract: The successful conclusion of the Presidential election in January 2019 represents a historic window of opportunity for Madagascar to break cycles of political instability that abruptly interrupted its development in the past and to leapfrog its economic and social revitalization. Following a prolonged period of economic stagnation, growth accelerated over the last five years to reach 5.1 percent in 2018, its fastest pace in over a decade. The return to constitutional order in 2014 was instrumental to this economic revival, as it contributed to restore investor confidence, re-open access to key export markets, reinstate flows of concessional financing, and encourage structural reforms. Growth continued apace in 2019, although moderating slightly to an estimated 4.7 percent, amid weakening external demand and a slow execution of public spending following the presidential and parliamentary elections. A post-election rebound in public and private investments is expected to result in growth averaging 5.4 percent in 2020-21. This Economic Update suggests however that the country remains vulnerable to shocks. International risks include the possible intensification of the trade war between main trading partners, or the rise in international oil prices in a context of geopolitical tensions. The risk of natural disasters or of a sharp drop in the price of vanilla also need due consideration. The government must take advantage of the successful political transition to accelerate growth-enhancing reforms and develop the necessary fiscal buffers to support priority investments and be ready to face unexpected circumstances

Climate change, of course, poses challenges not only for Cote d'Ivoire but also for countries across Africa. Cote d'Ivoire is a signatory to the United National Nations Framework Convention on Climate Change (UNFCCC) Paris agreement and has submitted its nationally determined contributions (NDC), committing to take action both on adaptation to climate change and on reducing greenhouse emissions. Cote d'Ivoire is by far a minor emitter of greenhouse gases. This document provides an investment plan for climate-smart agriculture (CSA) in Cote d'Ivoire, developed with support of the AAA Initiative and the World Bank, and technical assistance of the CGIAR Research Program on Climate Change Agriculture and Food Security (CCAFS). This plan includes a set of twelve key CSA investments for Cote d'Ivoire that were developed with strong stakeholder engagement, expert input and scientific evidence. Because it is a member of the AAA Initiative and is also committed to delivering on its NDC commitments, Cote d'Ivoire now has an investment plan that includes a set of specific climate-smart projects that improve productivity, build resilience to climate change and, as appropriate, reduce greenhouse gas emissions in the agriculture sector

Due to the rapid advancement of computing and communication devices, ICT's capacity to improve the DRM framework became a critical factor to strengthen resilience. As a nation with high levels of disaster risk and technological development, Japan has developed several forward-looking ICT for DRM. This report highlights the application of ICT for DRM in two specific areas: Early Warning System (EWS) and Disaster Information Management System (DIMS). The analysis of eight Japanese case studies of ICT solutions for DRM across various sectors, hazards, and levels of governance gives insight into their development, selection process and enabling environments, and provides case-specific lessons and recommendations. This report is intended as a reference tool for global DRM practitioners seeking to develop an enabling environment for applying ICT solutions toward resilience. The lessons learned from the Japanese case studies are intended to support practitioners and decision-makers in other countries to envision and explore ways to better leverage ICT to strengthen resilience. While valuable information can be extracted from the analysis, each case is contextualized within its particular social, political and environmental framework: our recommendations should be adapted to local needs and capacities

    Abstract: Following a two-year recession, economic activity is expected to recover in 2019. Public spending, which has traditionally been the key driver of economic growth, increased by 16 percent in the first half of 2019 when compared to the same period in 2018. Higher spending was predominantly focused on current expenditure, while capital spending was more subdued. Only a more dynamic private sector will enable the economy to grow faster and in a more sustainable way. Policy priorities for increasing firm performance include increasing firm access to finance, skills and affordable inputs, as well as easing firm entry and reducing regulatory uncertainty.     Abstract: Economic growth in Nepal remained robust, reaching 7.1 percent in FY2019. This is in contrast with past growth that averaged 4.1 percent a year between FY2007 and FY2016. The service sector accounted for 57 percent of the growth, and the agriculture sector contributed an additional 24 percent. Higher remittance inflows and a surge in tourist arrivals translated into higher growth in retail trade, real estate, transport, and hotel and restaurant services. Good monsoons and increased commercialization coupled with improved availability of fertilizers, seeds, and irrigation facilities contributed to higher paddy, maize, and wheat production. Higher remittances also supported increased private consumption, while private investment expanded because of regular electricity supply and greater political and policy stability. However, public investment contracted as post-earthquake housing reconstruction slowed and national pride projects like Melamchi water supply and Upper Tamakoshi hydroelectric were further delayed. Net exports continued to underperform
