Abstract: How long will conventional fossil fuels remain the predominant source of energy? Does nuclear power have a future? What new energy technologies are emerging on the horizon? What are the implications of the growing role played by developing countries as producers and users of energy? What can be done to avoid international energy crises in the future? How will the information society affect the production and use of energy? And what will be the long-term implications of international environmental agreements for a sustainable energy future? Endeavours to set world energy on a sustainable footing are entering a critical phase. By 2050 the energy landscape could be completely transformed. A highly diversified mix of conventional and new fuels will be in use; unprecedented levels of energy efficiency in transport systems, housing and other infrastructures will likely have been attained; and people could at last be reaping the rewards of environmentally responsible lifestyles. But such a shift towards sustainable use of energy will take decades to achieve. This book reviews the options likely to shape the energy picture over the next half-century, and assesses some of the key issues -- economic, social, technological, environmental -- that decision-makers in government and corporations will need to address in the very near future.

Abstract: On 11 March 1990, the Supreme Council adopted the Provisional Basic Law of the Republic of Lithuania, which was viewed as the constitution, thereby suspending the former constitution of 12 May 1938. However, the Provisional Basic Law was only a constitutional Act of a transitional character; it did not change the structure of state power, and not all of the institutions characteristic of a democratic state were re-established. The Provisional Basic Law remained in force until the autumn of 1992. On 25 October 1992 citizens voted in a referendum to approve the constitution of the Republic of Lithuania, which re-established all the traditional state institutions, i.e. the Seimas, the presidency, the government, and the judiciary. In addition, the constitution introduced some new institutions to support the democratic functioning of the state, including the constitutional court, the ombudsman, and the state control department. The constitutional court’s status and procedures for executing its powers are established by the Law on the Constitutional Court of Lithuania, which the parliament adopted on 3 February 1993. The constitution also introduced the principle of independence for local governments.

Abstract: This publication provides a detailed description of the Sources and Methods which were used in the compilation of the quantitative indicators published in the now discontinued quarterly Indicators of Industrial Activity, which was a unique source of short-term industrial statistics broken down by industrial sectors in OECD member countries. The indicators selected are indices of output, deliveries, new orders, unfilled orders, producer prices and employment. The statistics are classified according to the International Standard Industrial Classification (ISIC).

Abstract: The launch of the euro reinforces the foundations for unprecedented economic integration encompassing 11 countries, 16 per cent of world GDP and 290 million people. For the first time, the OECD has studied the euro-area as a fully-fledged economic entity and has analysed the intensive preparations that led to the single currency, as well as the economic issues raised by its introduction. Despite the macroeconomic convergence already achieved and the institutional framework that has been established, the fact is that many uncertainties remain. An approach to co-ordinating monetary and budgetary policies that is up to the issues at stake has still to be fully defined. And the euro area's ability to absorb economic shocks must be assessed and strengthened. In this respect it is vital for labour markets to become more flexible and adaptable if they are to compensate for the loss of national monetary autonomy which EMU implies and if adjustment is not to be at the expense of jobs. A special chapter discusses the obstacles to geographic labour mobility and the rigidity of wage setting mechanisms. These are some of the challenges that must be faced in the years to come, and this study discusses them in the light of the most penetrating and informative analysis today’s economists can provide. It does not prescribe set remedies, but drawing on analyses and figures never published before, attempts to identify the best policies for ensuring the success of the monetary union. This is a complex study that takes a hard look at the issues and will be of great interest to anyone wishing to understand the economic mechanisms at work.

Abstract: The United States has been a world leader in regulatory reform for a quarter century. Contrary to popular belief, the United States is not less regulated than other countries, but differently regulated due to the pro-competition policy stance of federal regulatory regimes, and the openness and contestability of regulatory processes. Far-reaching economic deregulation combined with efforts to improve the quality of social regulation have supported the construction of one of the most innovative, flexible and open economies in the OECD, while maintaining health, safety and environmental standards at relatively high levels. However, significant regulatory problems still exist. Improving the performance and cost-effectiveness of expensive social regulations and government formalities is a key challenge for regulatory quality. In a word, the challenge of regulatory reform in the United States is not how much regulation, but how good. The United States is one of the first OECD countries to request a broad review by the OECD of its national regulatory practices and domestic regulatory reforms. This report -- the result of intensive assessment by the OECD and review by its Member countries -- is unique in that it presents an integrated assessment of regulatory reform in framework areas such as the macroeconomic context, the quality of the public sector, competition policy and enforcement, and integration of market openness principles in regulatory processes, and in sectors such as electricity and telecommunications. The policy recommendations present a balanced plan of action for both short and longer-term based on best international regulatory practices.

Abstract: The Republic of Bulgaria was restored in January 1990, following amendments to the communist-inspired constitution, which put an end to the single-party rule of the Bulgarian Communist Party, and the conclusion of the round table agreement between the communist government and representatives of the democratic opposition. The new Bulgarian Constitution was adopted by the Grand National Assembly in July 1991. It marked the return to multi-party democracy. Since the beginning of democratic transformation in Bulgaria, four general parliamentary elections have been held, including the elections to what was then called the Grand National Assembly of June 1990, and elections to the national assembly in October 1991, December 1994 and, most recently, April 1997. The next parliamentary elections are scheduled for spring 2001. Presidential elections were held in January 1992 and November 1996. The next elections for the presidency will be held in autumn 2001. Democratic local government elections took place in October 1991 and in November 1995. The next round of local elections will take place in the autumn of 1999.

Abstract: As the 20th century draws to a close, powerful forces of change are converging that could set the stage for a long, sustained economic boom in the next few decades -- the transition to a knowledge-based society with its potentially huge productivity gains; the emergence of more deeply integrated, global markets for goods, services, capital and technology; and a fast-growing environmental awareness that could greatly accelerate the shift to new, less resource-intensive production and consumption patterns. The result could be several decades of above-average economic growth, substantial increases in income and wealth, and significant improvements in well-being across the world. But what will it take to unleash these dynamic forces? Not only will it call for a range of initiatives to establish the rules and frameworks for guiding the transition to a sustainable global knowledge economy, but above all, it will require exceptional efforts among decision makers in government, business and society at large to encourage continuous innovation, creativity and high levels of investment, and to promote bold new approaches to closer international co-operation and institution building. Inevitably some countries will benefit more than others, but a long boom with all its wealth creating capacity would offer a unique opportunity to reverse the trends of the last decades towards deepening inequality and exclusion. This book reviews the forces driving economic and social change in today's world. It asesses the likelihood of a long boom materialising in the first decades of the 21st century and explores the strategic policies essential for making it happen.

Abstract: Latvia is a parliamentary republic first established on 18 November 1918, whose constitution (Satversme) was adopted on 15 February 1922. Its de facto sovereignty and independence ended with the USSR’s occupation as from 1940 and were restored by the Declaration of the Renewal of the Independence of the Republic of Latvia dated 4 May 1990 and the 21 August 1991 declaration re-establishing de facto independence, both of which proclaimed the authority of the Satversme. The Satversme was fully reinstated on 6 July 1993 when the parliament (Saeima) convened after the first democratic elections since the 1930s. On 17 June 1999, the 100-member Saeima cast 53 votes for Vaira Vike-Freiberga, who became the first woman to be elected president in the former Soviet Union.

Abstract: Political Background Until 25 June 1991, Slovenia was a constituent republic of the former Socialist Federal Republic of Yugoslavia. The first multiparty elections in Slovenia took place in the spring of 1990. On 23 December 1991, a new constitution was adopted. It created a modern democratic constitutional order and established the basis for a parliamentary system of government. The first parliamentary elections following independence took place in December 1992. The most recent presidential elections took place in November 1997. Milan Kucan was re-elected as president in the first round with more than 55 per cent of the vote. The next presidential elections are scheduled for November 2001. The most recent parliamentary elections took place in November 1996. Approximately thirty political parties fielded candidates in the elections. Following the elections, the Liberal Democrats entered into a coalition with the Slovenian People’s Party and the DeSUS Party. The leader of the Liberal Democrats, Janez Drnovšek, was re-elected as prime minister.

Abstract: OECD's 1999 review of regulatory reform in Mexico. It finds that regulatory reform has been key to the transformation of the Mexican economy over the past 15 years. Formerly inward-looking and heavily regulated, the Mexican economy today is relatively open and market-based. The rapid pace, broad scope, and depth of regulatory reforms exceed those of most OECD countries. These reforms have already produced major benefits for Mexico, not least by increasing economic flexibility so that Mexico rebounds more quickly from economic crises. But benefits of reforms have been slowed by the macroeconomic crises of the 1990s. Sustained attention is needed now to complete and implement reforms to establish conditions for vigorous market competition and entry, while strengthening the capacity of the Mexican state to use high quality and transparent regulatory instruments in carrying out public policies. A multi-year period of policy stability supportive of market-led growth could produce enduring and broad-based benefits for Mexican consumers and businesses. Mexico was one of the first OECD countries to request a broad review by the OECD of its national regulatory practices and domestic regulatory reforms. This report -- the result of intensive assessment by the OECD and review by its Member countries -- is unique in that it presents an integrated assessment of regulatory reform in framework areas such as the macroeconomic context, the quality of the public sector, competition policy and enforcement, and integration of market openness principles in regulatory processes, and in sectors such as telecommunications. Abstract: OECD's 1999 review of regulatory reform in Japan. It finds that regulatory reform is at the heart of Japan’s strategy for economic recovery and long-term growth. Identified as a priority by the Japanese Government as early as 1994, considerable progress in regulatory reform has already been made. But today it is essential that regulatory reform be deepened and accelerated. This report calls for a "sharp break" with the regulatory practices and doctrines of the past. Energetic measures, including both sectoral reform and reform of framework conditions, need to be adopted quickly to complete the transition from a state-led growth model, now largely ineffective, to a market-driven growth model, the only model capable of laying the foundation for sustainable competitiveness and prosperity in Japan. Japan was one of the first OECD countries to request a broad review by the OECD of its national regulatory practices and domestic regulatory reforms. Abstract: Though only three years old, electronic commerce over the Internet has the potential to transform the marketplace. E-commerce will change the way business is conducted. Traditional intermediary functions will be replaced, new products and markets will be developed, and new relationships will be created between business and consumers. It will alter the way work is organised and open new channels of knowledge diffusion and human interactivity in the workplace. Workers will need to be more flexible as their functions and skills are redefined. The changes e-commerce will bring are far-reaching. They require new frameworks for doing business and a re-examination of government policies relating to commerce and skills. What is electronic commerce? What is the current state and likely future direction of e-commerce? What are the drivers and what are the inhibitors? What is its impact on costs, prices, and ultimately on economic efficiency? How is it affecting intermediaries? How do firms compete in the electronic environment? What market structure is likely to emerge? What is the impact on jobs? What types of skills will be needed? What major societal transformations will it entail? The full impact of e-commerce remains to be seen. This book begins to address these questions and provides a ground-breaking assessment of the economic and social impacts of electronic commerce and its effects on jobs by drawing on existing qualitative and quantitative evidence. This early analysis of an extremely dynamic activity identifies a number of areas where research is urgently needed and serves as the basis for an informed policy debate.

Abstract: La Muette, home of the Organisation for Economic Co-operation and Development, has a long and rich history. This book tells its story from its inception as a royal hunting lodge to its present-day use as the headquarters of the OECD. The reader may find it amusing, and sometimes instructive, to meet some of the colourful characters who once roamed its galleries. The place itself has played a significant role in French history; the Château and its extensive park were once the theatre of many a strong sentiment and the locale is impregnated with memories, comic, tragic, venal, lofty, solemn and ludic. These traces of the past are the real substance of La Muette’s charm; they are also the voices that echo through this text and linger in the halls of the Château.

Abstract: The Dutch experience in regulatory reform has vital lessons about the modernisation of the European welfare state and its integration into the European single market. Regulatory reform is the most recent element in the reshaping of the Dutch model. Following reforms to labour markets and the social welfare system in the 1980s, Dutch governments in the 1990s have sought a "new balance between protection and dynamism" based on competition policy, regulatory reform, and market openness. Today, the Netherlands ranks among the top OECD countries by many measures of economic performance, including employment growth. Though still in its early phases, regulatory reform has already produced major gains for the Netherlands in terms of competitiveness, flexibility, and consumer benefits. Yet major challenges are still to be faced. Some important reforms have been slow, indicating that the balance between domestic consensus-building and policy responsiveness is still being adjusted in the modern Dutch model. Further reforms in many areas will bring important gains in boosting the employment rate, improving sectoral performance, and providing social protection at lower cost. The Netherlands is one of the first OECD countries to request a broad review by the OECD of its national regulatory practices and domestic regulatory reforms. Abstract: The constitution establishes the principle of legal continuity of the Republic of Estonia, which was proclaimed independent on 24 February 1918, occupied by the Soviet Union on 17 June 1940 and subsequently annexed thereto on 6 August 1940. The constitution reflects the idea of legal restoration, which served as a basis for the return to independence and liberation from the Soviet Union on 21 August 1991. The Riigikogu has recently begun to consider the results of a review carried out by the government expert committee on constitutional revision. The committee’s proposals, if adopted, would not alter the basic principles of the constitution but would reinforce the parliamentary and constitutional system of government. The most important proposals are the establishment of a separate constitutional court, reinforcement of civil control over the defence forces, and attribution of the powers of an ombudsman to the legal chancellor. Moreover, amendments may have to be made in view of the accession of Estonia to the European Union; these amendments touch upon a basic principle of the constitution, the principle of sovereignty.

Abstract: On 2 April 1997, the National Assembly adopted a new Constitution. It replaced the Constitutional Law on the Relationships between the Legislative and Executive Powers and on Local Self-government, known as the Small Constitution, which had been in force since 1992. The new Constitution was approved in a popular referendum on 26 May 1997, signed by the President and published on 16 July 1997. The Constitution finally entered into force on 17 October 1997. The new Constitution had been under discussion since 1989, but several earlier attempts to adopt a new constitution had failed. According to the new constitutional provisions, constitutional amendments may only be proposed by at least one-fifth of the statutory number of Sejm deputies, by the Senate, or by the President of the Republic. A Bill to amend the Constitution needs to be adopted by the Sejm by a majority of at least two-thirds of the votes and in the presence of at least half of the statutory number of deputies, and by the Senate by an absolute majority of votes in the presence of at least half the statutory number of senators. If changes are to be made to chapters I, II or XII of the Constitution, the initiators of such changes may call for a popular confirmatory referendum. Poland has traditionally been part of the continental law tradition. Even under communism, the country did not break with this legal heritage. The legal system of Poland is based on a hierarchy of legal norms.

Abstract: Is ageing a threat to our societies' prosperity? How should resources be shared between the working generation and its dependent older citizens? How should pension, health and long-term care best be reformed? How can older people's contribution to society and economic prosperity be enhanced? Within the next decade, the numbers of retired people in OECD countries will start to grow much faster than those of working age. In the absence of major changes to pension systems and to the way people allocate their time between education, work and leisure, it is likely that fiscal and social strains will start to emerge. Some groups may be unfairly burdened through high taxation and others would face unexpected reductions in their material living standards. The appropriate policy response is multi-faceted, covering fiscal, social, labour market, financial market, health and education policies. An important part of the strategy for maintaining prosperity in an ageing society will involve encouraging people to work longer by making it financially more attractive for them to do so. In turn, this could entail reforms to traditional public pension systems and other social policies, as well as fostering the development of alternatives to public systems that give individuals more flexibility in deciding when to retire. Consequently, financial market infrastructures will need to be strengthened to cope with large increases in private pension fund assets. Through this multi-disciplinary study, the OECD points to the need to take action now by implementing a comprehensive and consistent set of policies.

Abstract: Central Bank Audit Practices describes common approaches, practices and trends relevant to the audit of central banks, with a view to supporting public administration reform efforts in central and eastern European countries. The study provides a basis for further discussion between decision-makers and practitioners on how the audit regime could be developed to ensure good governance of central banks. This study originates from a discussion on today’s important audit issues which was arranged by the European Court of Auditors together with the presidents of supreme audit institutions (SAIs) of central and eastern European countries and held in Luxembourg on 21-23 October 1996. Follow-up discussions between representatives of SAIs and central banks and SIGMA made it apparent that a focused comparative study could be of high value to officials with responsibilities for the design of audit strategies and policies, as well as to auditors. From the outset it was decided that the study should focus on auditing of central bank activities and not on banking. This meant that aspects of the banking system, such as the regulatory structure of financial institutions or supervision of the financial sector, although very interesting and relevant, have been excluded from the scope of the study or are only briefly mentioned. The study is furthermore limited in that it provides an overview of four European Union Member States (Germany, Ireland, the Netherlands and Sweden). These countries do not represent the entire variation to be found in the EU. The reader is also asked to keep in mind that current practices might undergo important changes as a result of the introduction of the European Economic and Monetary Union.

Abstract: This report examines the use of public opinion surveys as tools to advance administrative reforms in western European countries and central and eastern European countries. The aim is to demonstrate to central and eastern European governments and civil servants the utility of public opinion surveys before, during and after reforms in their countries and to encourage their systematic use. Up to now, public opinion surveys have received a great deal of scientific attention with regard to methodological problems of data gathering, data analysis and interpretation of data. There is also much literature on administrative reforms in both OECD countries and central and eastern European countries. Although this literature is widely used, there is very little information on the use of public opinion surveys in the context of administrative reforms. By providing an overview of surveys in western countries, as well as country studies of the Czech Republic, Hungary and Lithuania, and by using examples from different administrative settings, this publication can contribute to a broad understanding of how surveys can provide useful inputs to administrative reforms.

Abstract: As economic globalisation runs its seemingly relentless course, the demands on OECD economies' flexibility are set to increase still further in the years to come. What kind of society will be able to cope with these pressures? How much and what kinds of adaptability will be required of individuals, institutions and enterprises? What forces will hold OECD societies together in an environment shaped by intense international competition and fast-moving technological change? This publication looks into the prospects for societal cohesion in tomorrow's world. It assesses the long-run implications of continuing with the current set of policies, and examines ideas that may help societies strike a sustainable balance between economic flexibility and a cohesive social fabric.

Abstract: This is the 1998 Arrangement. The main purpose of the Arrangement is to provide the institutional framework for an orderly export credit market; it aims to prevent an export credit race in which exporting countries compete on the basis of who grants the most favourable financing terms rather than on the basis of the price and quality of the product. The Arrangement sets limits on the terms and conditions for export credits involving credit terms of two years or more - that is, that are insured, guaranteed, extended, refinanced or subsidised by or through export credit agencies. In addition to providing a framework for official export credits, the Arrangement sets out rules for tied aid and for risk-based premium fees. The Arrangement is a gentlemen's agreement; it is not an OECD legal Act. The Participants to the Arrangement are most OECD Member countries

Abstract: Countries that are candidates for European Union (EU) accession face the complex and urgent task of building administrative institutions so that they can fulfil the “Copenhagen criteria”. Such institutions must be able to implement the acquis communautaire within tight budget constraints and ensure favourable conditions for a competitive private sector. They must also provide candidate countries with the institutional capacity to participate effectively in future policy-making within the European Union upon accession. This paper lays out basic principles, tools and issues for building institutions. The target audience includes all those involved in Institution Building within candidate countries, EU Member States, the European Commission and the aid community. The paper highlights the issues associated with building effective institutions while providing concrete examples of how Member States and candidate countries have responded to such challenges. The definition of a number of key terms (in bold type) are provided in the Annex together with links to additional sources of information (SIGMA and PUMA publications as well as relevant web sites).

Abstract: Information technology, especially the electronic network known as the World Wide Web, is changing the way that businesses and consumers interact. This expansive electronic network allows both businesses and consumers to transcend global barriers, gaining access to products and information in ways that were once unimaginable. However, travelling outside the realm of the terrestrial marketplace with its commercial and geographic restraints can also mean moving in an unpredictable environment without the security that traditional marketplace practices and consumer protection laws provide. In March 1997, the OECD Committee on Consumer Policy, along with the OECD Committee on Information, Computer and Communications Policy convened an international gathering of information technology policy experts, consumer advocates, business and government representatives. This report, based on this diverse gathering, examines ways to protect and empower consumers to make informed choices in this expanding global online marketplace.

Its use is increasing in virtually all Member countries as the evidence mounts that contracting out can lead to efficiency gains while maintaining or increasing service quality levels. How can governments make the most of contracting out ? What lessons can be learned from past experiences ? This report presents the OECD Best Practice Guidelines for Contracting Out Government Services and accompanying case studies.

Abstract: This publication contains an overview of the seminar, background papers — including an inventory of how candidate countries plan to manage European integration — as well as ten points which emerged during the panel discussions of senior negotiators. Chapters have been grouped around the three main topics which the seminar addressed: (1) managing EU affairs; (2) membership negotiations and preparation for accession; and (3) preparing to join the emerging “European Administrative Space”. Ensuring the smooth running of a multi-country seminar away from the SIGMA Secretariat required intense organisational and logistical work. The conference facilities provided by the Greek hosts, together with their sharing of information on what is involved in becoming an EU Member State, and on their efforts in administrative reform, contributed to the seminar’s success. SIGMA wishes to thank Nelli Sakellariadou from the Greek Ministry of the Interior, Public Administration and Decentralisation for co-ordinating the event. SIGMA staff Linda Duboscq, Winnie Marshall and Joanne Stoddart provided logistical support, and Michal Ben-Gera, Jacques Fournier and Tony Verheijen developed the programme, wrote background papers and co-chaired the sessions with the Greek hosts. Other background papers and presentations were provided by experts in the field.

Abstract: OECD countries as a whole have experienced modest annual output growth of some 2 1/2 per cent over the past four years. But unemployment remains unacceptably high -- having fallen only slightly from its peak of 38 million in 1993 to the current 35 million or 7 per cent of the workforce -- and wage and income disparities have widened in many countries, posing potential risks to social cohesion. These trends have prompted much debate on their causes, consequences and remedies. These are among the issues that the OECD has analyzed and discussed with Member countries since 1992 in the context of its Jobs Strategy work. OECD Ministers have endorsed the Jobs Strategy recommendations and called last May for greater reform efforts. More recently the meeting of OECD Labour Ministers last October emphasised the need for policies for low-paid and unskilled job seekers, enhancing the effectiveness of active labour market policies and lifelong learning to maintain employability, issues which were ...

Parallel Title: Parallelausg. Pour l'ouverture des marchés : Les avantages de la libéralisation des échanges et de l'investissement
Keywords: Finance and Investment ; Economics ; Trade
Abstract: The benefits of open markets are tangible. In the last decade, countries that have been more open to trade and investment have achieved double the average annual growth of more closed economies. More individuals, firms and nations than ever before depend on the gains from trade and investment liberalisation. Yet anxiety about the effects of greater market integration remains. It is essential for long-term world prosperity that countries' commitment to trade and investment liberalisation be sustained. To be credible, that commitment must be rooted in and enjoy broad public support and understanding. This makes it all the more important to communicate what trade and investment liberalisation can and cannot do and be held responsible for. Trade and investment liberalisation is not painless. It should not be viewed as a cure-all nor presented as an end in itself. It is, however, an essential component of any coherent set of policies aimed at helping societies adjust to - and take advantage of - technology-driven transformations whose pace and depth are unprecedented. The stakes are high. This book examines the various channels through which open markets deliver considerable benefits to societies and their citizens; recalls the real pocket-book costs of protectionism; and addresses the full range of concerns that feature prominently in ongoing discussions over the effects of market liberalisation on employment, income distribution, environmental protection and national sovereignty. A central message of this book is that liberalisation forms part of the solution to the concerns of citizens, rather than being their root cause. The book's comprehensive treatment of the ins and outs of trade and investment liberalisation should make an important contribution to the public debate. It is essential reading for public officials, business leaders and private citizens who wish to take an active part in it.

Abstract: The agro-food sector in OECD countries is heading towards an era of turbulance and transition. With food demand in developing countries growing, barriers to trade and investment falling, and consumer tastes and preferences rapidly diversifying, the landscape of OECD food markets will be radically different 20 years from now. Are food shortages likely and what will happen to food prices? What changes will we see in food retailing and food processing? Will there be more co-operation between the various players in the agro-food industry, more concentration or more competition? To grasp these challenges, this report looks into the prospects for the agro-food sector to 2010-20 and examines the new generation of key issues that lie ahead for governments, business, farmers and consumers.

Abstract: Since the Rio Earth Summit in 1992, sustainability has emerged as an over-arching policy goal in the OECD Secretariat and in its Member countries. Real progress depends upon the integration of environmental and social goals with economic ones. This publication provides an overview and analysis of trends and identifies policy gaps and trade-offs that have been encountered and points to future options. The authors document positive trends which have emerged signalling greater sustainability, as well as areas where progress has proved more elusive. While the main focus is the OECD region, expanding linkages -- among all countries and regions -- form an important part of the story. The coverage of the volume reflects the OECD's diverse subject matter expertise, and some of the interdisciplinary synergies that the Organisation can generate. Part I of this two-part volume concentrates on socio-economic issues, including the integration of economics and environment; trade and environment; changing consumption and production patterns; assessing environmental performance; development co-operation; and the evolution of aid agencies since Rio. Part II takes an in-depth look at nine sectoral issues: energy; transport; agriculture; toxic chemicals; climate change; nuclear energy; urbanisation; biotechnology; and education. In short, this publication gives essential keys to meet the major challengeof the 21st century: helping to make sustainability a reality.

Abstract: As more countries experience falling structural unemployment, the evidence is mounting that, implemented comprehensively, the OECD Jobs Strategy represents an effective response to countries’ labour market problems. That is the key conclusion to emerge now that the Economic and Development Review Committee (EDRC) has examined progress made by OECD countries over the last year or so in implementing the Jobs Strategy. As reported to the 1997 Ministerial Meeting, the EDRC has fleshed out country-specific recommendations for implementing the Jobs Strategy, a process extended more recently to the new Member countries. Subsequently, the Committee has used these recommendations as a benchmark for assessing the progress made by individual countries. The large majority of countries have been subject to such a follow-up review. Following the request made at last year’s Ministerial Meeting, this report pulls together the lessons learned through the EDRC reviews and, thus, presents an update ...

Abstract: Nine central and eastern European countries — Albania, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania and the Slovak Republic — were represented in Warsaw at the meeting of senior officials from centres of government, organised by the SIGMA Programme and held on 27 and 28 February 1997. Three European Union centres of government — Belgium, Germany, Greece — also took part in the work, as did experts from Canada, Denmark, France and Sweden. As their French counterparts had done in Paris the previous year, the host country officials described the broad lines of their organisation and informed participants about the major changes that had been made recently. In Poland, these come under the more general heading of the reform of state economic administration and result, at centre of government level, in the strengthening of the position of the Polish Prime Minister and a clearer demarcation of political and administrative responsibilities. Two topics had been selected for the meeting: “Policy-Making and Decision-Making in a Coalition System”, and “Managing Government Transitions”. The two issues were not chosen by accident: actual examples are to be found in all the countries participating in the SIGMA Programme, they are of direct interest to centres of government, and the problems they raise are comparable in nature. In the case of both topics, it is a question of reconciling the exigencies of democracy and efficiency. Democracy implies political pluralism and legitimises the principle that power can be held on an alternating basis. By the same token, however, it sows seeds of weakness or frailty in the functioning of a country’s institutions just when the process of transition requires governments to demonstrate firmness and continuity. A coalition government can find it difficult to speak with a single voice. When teams change too often, continuity can be jeopardised. These are the risks inherent in democracy and they have of course to be accepted, but it is also the role of centres of government to seek to minimise any negative effects they can have on the proper conduct of public policies.

Abstract: Compliance with the European Union’s budgetary, financial control and audit requirements is one of the basic obligations of EU membership. SIGMA examines this in two publications that chronicle the experiences of seven EU Member States, including its three newest adherents, in integrating EU budgetary, financial control and audit procedures and requirements with national ones. The publications also describe central regulations and procedures used by the European Commission and the European Court of Audit. The present publication complements SIGMA Paper No. 20 Effects of European Union Accession—Part 2, External Audit, on the impact of accession on external audit. The purpose of these publications is to assist central and eastern European countries that have applied for membership of the European Union in discerning the ideas at stake, to give comparative information on the various approaches and solutions used by Member States and to sum up the experiences gained and lessons learned. The approach is to provide an overview of the topic and analyse key issues for reflection and debate. The focus is on practical experiences gained and conclusions drawn by those who have been involved in the daily work of adaptation and development of the government administration in the seven countries. The two publications also provide insight into the implementation policies adopted and an overview of the regulations and procedures used. The country papers were completed in late spring 1996, and since that time some countries have reviewed their training strategies. Lithuania, for example, has adopted a regulation concerning the qualification of civil servants, which includes training. The rationale for launching this project was the recognised need for more detailed information on training systems and on the organisation of training in central and eastern European countries. This information is essential to the efforts by countries in transition, working in collaboration with the donor community, to develop demand-driven training strategies, efficient structures for civil service training, and cost-effective and sustainable training activities.

This is especially relevant for countries of Central and Eastern Europe in light of European Integration and the need for economic management. Abstract: This checklist is intended to supplement the Civil Service Legislation Contents Checklist, (Sigma Papers: No.5 OCDE/GD(96)21, February 1996). The previous checklist was principally concerned with matters that could usefully be considered when a civil service bill (i.e. the draft of primary legislation governing the civil service) was in preparation in a central and eastern European country. The present checklist deals with matters that can usefully be considered in connection with the secondary instruments that may be needed to implement the Civil Service Act enacted by the Parliament. It begins with a narrative section describing the types of instruments that are typically used for this purpose in OECD Member countries and factors that are widely taken into account when such instruments are being prepared and drafted. This is followed by a checklist of questions which law drafters in particular may find useful in the drafting process. These questions concern the general approach to secondary regulation rather than the substantive contents of instruments dealing with particular topics. Such contents are necessarily dictated by the contents and details of the primary legislation and are likely to vary considerably from one country to another. This checklist, as for the primary legislation checklist, is not intended as directions for approaching these matters but rather as guidance to best practice. Final choices must reflect local circumstances.

Abstract: A. Introduction This submission provides a brief factual survey of statutory minimum wage systems in OECD countries (Section B) as well as a summary of recommendations concerning minimum wages which have been presented in the OECD Jobs Study and recent OECD Economic Surveys (Section C). This is followed by a discussion of the factors which should be considered when reviewing the likely effects of statutory minimum wages on employment and unemployment (Section D), and on low pay and poverty (Section E). It is based on recent empirical evidence from OECD countries and, whenever possible, discusses the relevance of the different factors characterising minimum wage for the UK context. The need for further research is discussed in Section F. B. Minimum-wage systems in OECD countries The description of minimum-wage systems in this section has been derived from a number of sources, including national submissions in response to an OECD questionnaire. However, it should be noted that the information presented has not yet been verified for factual accuracy by the relevant national authorities ...

Abstract: This publication is a tool for designers of new civil service pension schemes in central and eastern Europe. It presents civil service pension schemes in five OECD Member countries and ten central and eastern European countries. In most central and eastern European countries, people employed in the public administration are covered under common national pension schemes, usually defined in a common pension law. As part of efforts to improve the professionalisation and quality of public administration, countries are defining civil service categories of personnel through civil service legislation. Some countries will introduce specific pension provisions for the public administration employees subject to this legislation. There are at least three obvious reasons for this: to secure the independence of civil servants, to make a public sector career more attractive, and to shift the costs of current remuneration into the future. In most OECD Member countries, civil servants have separate and specially designed pension schemes. These are either totally independent of the common national pension schemes or complementary to them. Conditions vary between countries and so do principles for financing. In one country there might also be several schemes for various categories of state officials and employees. “Pay-as-you-go” schemes financed by the annual state budget exist in several OECD Member countries. When they were introduced, national civil services were small and common pension schemes for the working population at large were lacking. Over the last 30 years, the rapid growth of western public services has not had any major impact on pension costs in pay-as-you-go schemes for demographic reasons and, until recently, the financing of pensions has in many countries stayed unchanged. The long-term nature of pension schemes and the strong interest that civil servants and their unions have in keeping them intact has added to the difficulty of changing them. With changing demography, pensions are becoming a heavy burden on the budget. Pensions imply both considerable running costs and heavy long-term liabilities. That is why many OECD Member countries today are trying to find new solutions to fund the financing costs. Different funding and actuarial techniques can be used to achieve this.

Abstract: Over the past decade, the European Commission, as the institution responsible for implementing the Community Budget, has taken an increasingly active interest in the effectiveness of the control measures applied by Member States to Community funds. Indeed, it is in the common interest of the Member States to exercise proper supervision of Community funds. The responses of EU Member States’ Supreme Audit Institutions (SAIs) to the Commission’s external audit procedures and requirements are divergent for various reasons, including legislative ones. This issue overview paper draws on the separate country papers which describe in more detail the different experiences of selected national SAIs in their co-operation with the Commission’s services and the European Court of Auditors (ECA). The present publication complements SIGMA Paper No. 19 Effects of European Union Accession — Part 1, Budgeting and Financial Control on the impact of accession on budgeting and financial control. In both cases, the approach adopted has been analysis of selected issues for reflection and debate.

Abstract: The ability to determine the scale of innovation activities, the characteristics of innovating firms, and the internal and systemic factors that can influence innovation is a prerequisite for the pursuit and analysis of policies aimed at fostering technological innovation. The Oslo Manual, issued in 1997, is the foremost international source of guidelines for the collection and use of data on innovation activities in industry. This second edition has been updated to take account of the progress made in understanding the innovation process, the experience gained from the previous round of innovation surveys, the extension of the field of investigation to other sectors of industry and the latest revisions of international standard classifications.

Abstract: The reform of pay determination systems has been completed in some OECD countries. This report presents information on the procedures which governments have developed to carry out reforms, and on the results obtained, particularly when the reforms have a positive impact on holding down public expenditure. Comparative analysis of public sector pay determination systems in OECD countries illustrates the wide variety of methods of determining public sector remuneration and shows that each country adapts the instruments available to its own institutional structure and economic and social constraints. Those countries which have not opted for radical change are taking a phased, pragmatic approach, lending weight to the view that reform of pay determination systems is extending to all OECD countries.

Abstract: The public service in central and eastern Europe has to adapt to an enormous number of changes in a very short time. The staff is faced with a constantly changing regulatory framework which needs implementation and enforcement, as well as new demands from the growing private sector and the citizenry at large. These challenges can only be met if the staff is highly qualified and constantly updating their qualifications. A sound system of in-service training is therefore crucial to keep the personnel within the public service on equal footing with the rapidly changing environment. This short paper is meant to point out the determining components of training systems, and advantages and disadvantages of possible solutions as they were developed in OECD countries, in order to assist countries in central and eastern Europe to set up a sound training system, while avoiding mistakes already experienced in OECD countries.

Abstract: This is a report on human resources management practices in the public administrations of four central and eastern European countries: Albania, Estonia, Hungary and Poland. The report is based on information from 1996. Since then significant changes have occurred in at least two of the countries. In Poland a new Civil Service Act came into force in January 1997 (certain provisions came into force 30 days after the Act’s promulgation); and in Albania the current situation in the administration is difficult to assess due to recent political upheaval. When this report was prepared in 1996, Albania, Estonia and Hungary all had civil service laws in force, while in Poland the1982 Act on Civil Servants still regulated employment in the state administration. The report’s purpose is to determine to what extent the implementation of a specific law for employment in the administration would lead to significant changes in personnel management or in the preconditions for management, selection and promotion of staff. This report is therefore about public personnel management systems, management procedures and management practices and how they either support or hinder professionalism and appropriate conduct. To a certain extent it is also about the legislation and institutions as well as the training necessary to promote suitable civil service behaviour. The study was based on a common guideline document developed together with experts from the four countries. These experts are Odeta Dibra, Lawyer, Albania (now with UNESCO); Professor Georg Sootla, Tallinn Pedagogical University, Estonia; Istvan Borbiro, Lawyer, Jutasi & Partners, Hungary; and Wojciech Marchlewski, Co-operation and Partnership, Poland. The four experts used the guideline document as a reference tool for conducting interviews in the administrations of their countries and for reporting their findings.

Abstract: The development of a regulatory framework which meets EU standards is a major concern in central and eastern European countries, and this not only to foster economic development but also to ensure the wellbeing of the citizen. To achieve this goal, it is important to create a sound institutional structure, to dispose of staff qualified in law drafting, to set up efficient procedures for co-ordination and consultation, and to ensure that the possible impact of new legal instruments is assessed before they are adopted. SIGMA has been requested by several of its beneficiary countries to assist them in this extremely difficult task to set up efficient and effective structures and procedures for law drafting. Besides several workshops which have been carried out regarding crucial issues in law drafting, this checklist has been developed to provide countries with an additional means for self assessment. This checklist offers a means for evaluating structures, procedures and techniques for preparing and drafting legislation, and for identifying methodologies that may be helpful when changes are under consideration. Law drafting comprises two stages: policy development, and preparation of the legislative text to give effect to the policy adopted. The checklist is primarily concerned with the latter. The checklist draws upon experience gathered in OECD and central and eastern European countries. In particular, it takes into account work carried out by the Regulatory Management and Reform Group of the OECD’s Public Management Service (PUMA) and concerns of the EU Phare Programme voiced in the context of the approximation of law with regard to EU accession.

Abstract: This book shows hows how regulatory reform has produced substantial economic and social benefits for citizens by enhancing competition and reducing regulatory costs. It can boost efficiency, sharply reduce prices, stimulate innovation, and improve the ability of economies to adapt to change and remain competitive in global markets. Properly done, regulatory reform also can help governments promote other important policy goals, such as environmental quality, health, and safety. Finally, country experience shows that disruptions which can accompany reform can be addressed by complementary policies and actions. In this Report, the OECD calls for renewed attention to regulatory reform, and the recommendations in this Report constitute an ambitious plan for action. In May 1997, Ministers of OECD countries welcomed this Report and agreed to work to implement its recommendations in their countries.

Abstract: This SIGMA publication is made up of a general report, six country reports and several appendices, such as relevant regulations and the OECD checklist for regulatory decision–making. The general report on law drafting and regulatory management is designed as a hands-on tool for policymakers and law drafting personnel. It points out crucial issues for improving law drafting through creating and enforcing an adequate institutional framework, improving policy development, setting and maintaining law drafting standards, making fuller use of consultation, and improving access to legislation. This report also explains how procedures and standards should be applied to parliamentary initiatives and secondary legislation, as well as discussing the training of law drafters. The country reports offer a full account of law drafting regulations and drafting practice in Albania, Bulgaria, Estonia, Lithuania, Slovakia and Slovenia. While reforming regulatory programmes in any democracy is a major endeavour replete with potential pitfalls, central and eastern European countries confront even greater challenges in this area. They must build up regulatory frameworks for economic and political conditions radically different than those which existed just a few years before. In particular, these countries must align their regulatory practices with those of the European Union. This implies the creation of new institutions, and control and monitoring systems.

Abstract: In many countries a new concept is emerging as an alternative to command-and-control regulation: the concept of shared responsibility between governments and businesses. Governments and businesses are seeing a need for co-operation and partnership, rather than confrontation and adversarial relations. Increasingly, governments and businesses, often represented by business federations, are engaged in dialogue to find more effective and efficient solutions to conflicts between public and private interests, solutions in which multiple public and private bodies set goals, identify solutions, and monitor outcomes. This Occasional Paper contains case studies on different strategies of public/private co-operation from Canada, the Netherlands, the United Kingdom and the United States.

Abstract: Recent years have witnessed growing concern over the controversial issue of trade and labour standards. In a context of intensified international competition, alleged cases of child labour exploitation or of denial of rights to freedom of association and collective bargaining in some developing countries have been perceived by some in developed countries not only as a violation of human rights but also as unfair trade practices. On the other hand, developing countries generally respond that these concerns are unfounded and reflect disguised protectionist preoccupations. What are the relevant core labour standards in this discussion? Do countries with low levels of core labour standards gain an unfair trade advantage over countries with high standards? What are the advantages and disadvantages of possible mechanisms to promote core labour standards? This study provides the first comprehensive analysis of these questions and reviews evidence for a large number of countries throughout the world.

SIGMA has published these documents because of the broad, current interest shown in central and eastern European countries. Public servants in all countries are exposed to a growing internationalisation in most of the tasks that are carried out in a national public service. Many public servants have to cope with supra-national legal frameworks and with international standards in their daily work. Many have to perform in multilateral and bilateral contexts to promote the interests of their countries. The fact of working in an international context is a continuing part of life for public servants, requiring adaptation of public service management systems. But when a state makes a radical change in its international involvement, for example when it joins an international body and accepts new obligations, there must be a heavy "up-front" preparatory investment.

Abstract: The Public Management Occasional Papers are specialised reports prepared for the work of the OECD's Public Management Committee. This publication focuses on the reform strategies used in Portugal. The success or failure of reforms depends largely on how the questions of "how to start" and "how to proceed" are addressed. Portugal offers a valuable example. Twenty years ago, a reform movement was launched to modernise the country and its public service. This publication describes that reform, which came to put service to the citizen first, underlines its innovative aspects, and draws some interesting lessons to the attention of practitioners in other countries.

Effective communications between the government and the public is especially important in countries in transition, where major changes in state institutions - indeed in all aspects of life - have left the citizenry uncertain about the new roles of the government and public administration, and how to convey their views to representatives of the state. This publication comprises six papers presented at the seminar by five experts in communications, three working in public administrations in Western Europe and Canada, and two journalists based in Budapest. A background issues paper which sets the stage for seminar discussions precedes these other papers. The annexes comprise sample codes of ethics for journalists and government communicators.

Abstract: In the context of major public sector reform efforts in many OECD countries, increasing attention is being focused on the people-side of the reform equation -- the human resource management policies and practices available to public sector managers to shape and direct the workforce to achieve new organisational goals. The experiences of OECD countries show, however, that improving individual policies and practices is only part of the reform equation. The key factor lies in integrating human resource management with the core business of the public service -- the outcome and output goals of individual departments and agencies -- and in doing so, ensuring that effective management of people is recognised as an indispensable ingredient for accomplishing the business of government. Using surveys and selected country case studies, this monograph identifies the factors driving human resource management reforms in the national public administrations of OECD countries. In offering the lessons drawn from these wide-ranging experiences to the attention of policy makers and practitioners, it identifies promising reform strategies for ensuring that human resource management policies evolve in ways consistent with broader public management reforms aimed at building more productive, performance-oriented and responsive public services.

In many OECD and non-OECD economies, market regulations were not designed with a view to their international ramifications, and domestic policies in the domain of trade, competition and investment, with few exceptions, take little account of international repercussions of non-border obstacles to the functioning of markets. Abstract: The political agendas in the central and eastern European countries (CEECs) imply major democratic and economic reform programmes. Macro-economic stabilisation, privatisation, European integration, reform of the welfare systems, reform of tax systems, decentralisation to self-government are typical areas of reform. The number of new laws regulating reforms and changing old systems is considerable. In this context the need for an effective civil service becomes evident. A permanent and professional administration is the instrument, not only to develop policies and draft laws, but also to implement them and to manage the systems defined in the laws. Development of the administration as an instrument to carry through political and economic reforms and to manage the systems requires long-term investment and must be protected from short-term abuse and mismanagement. Skills and experience in each of the reform areas and providing professional continuity are thus essential objectives for the establishment of civil services in the CEECs.

Abstract: In the Baltic States, the process of independence started after the elections in spring 1990 and was completed by August 1991. Fifty-one years after being forced to join the Soviet Union, Estonia, Latvia and Lithuania each regained their independence and became once again part of the western community of nations. Keywords: Governance
Abstract: Controlling public spending is a priority for OECD countries. Salary policy in the public sector is therefore of particular concern. This new annual report analyses recent trends in public sector pay in OECD countries. It examines the links between public expenditure and public sector compensation costs, and presents recent developments in pay determination systems in the public sector. It provides information on the level and the components of individual remuneration for a typical employee in ten selected occupations, and identifies various mechanisms implemented in countries to make individual pay more flexible. Every year, a chapter focusing on a specific experience in the public sector pay area will be added. This report should be of particular interest to public officials responsible for defining, implementing and monitoring pay policy in the public sector and to experts in pay determination systems, employment systems and industrial relations in the public and private sectors.

Parallel Title: Parallelausg. Un corps de cadres supérieurs de l'administration centrale : La mise en place d'un système de gestion pour la haute fonction publique dans les pays d'Europe centrale et orientale

Abstract: Professional administrative leadership is regarded as crucial in all OECD countries for the quality and efficiency of the administration at large as well as for its corporate culture. This issue has been dealt with differently in different countries. Some countries, such as Germany, France or the United Kingdom have established long ago a set of traditions for the career of the entire higher civil service, with specific rules for appointments to top positions. Others have more recently created special career services for these positions, such as the Senior Executive Service in 1978 in the United States. It is common practice in most countries that individuals holding the very top positions are appointed centrally by the highest level of Government. They are managed more centrally than the totality of government agents and civil servants and sometimes according to regulations which are partly different from general civil service regulations. The notion of top managers as an elite of the civil service, or as a club to which membership is desirable or attractive, is used to some extent in western countries. By making a special effort as to the selection and management of top public managers, governments secure objectives of stabilisation, professionalism, attraction of the highest level of personnel as well as quality and cohesiveness in the decision-making.

Abstract: Effective systems for allocating, managing and controlling public sector resources are fundamental elements of good governance. The need for continuing fiscal restraint and demands for more and better public services are changing budgetary practices in OECD countries. Budgets are being used increasingly as instruments for promoting managerial improvement and programme effectiveness, in addition to their control and allocation functions. This report analyses budget practices and innovations in twenty-two OECD countries. It describes how the practice of budgeting is contributing to a greater performance orientation in the public sector. It also provides standard summaries of the institutional framework and procedures governing budgeting in each of these countries.
