Der vorliegende Bericht trägt zur Klärung der Konzepte Human- und Sozialkapital bei und evaluiert deren Einfluss auf Wirtschaftswachstum und Wohlergehen. Der Begriff des Sozialkapitals, der erst seit kurzem in der Wirtschafts- und Sozialwissenschaft existiert, ist bislang noch relativ wenig belegt. Der Bericht stützt sich daher auf eine Reihe empirischer Untersuchungen, die auf potentiell signifikante Beziehungen zwischen Human- und Sozialkapital hindeuten. Den verfügbaren Erkenntnissen zufolge können Human- und Sozialkapital einen entscheidenden Beitrag zu einer ganzen Reihe positiver Ergebnisse leisten, die von höheren Einkommen über stärkeren sozialen Zusammenhalt bis hin zu größerer Lebenszufriedenheit reichen. Auch wenn es keine Belege für systematische „Unterinvestitionen" weder in Human- oder Sozialkapital gibt, werden doch gewisse Bedenken hinsichtlich Verteilung und Qualität beider Kapitalformen geäußert und die Frage untersucht, wie sich diese Aspekte auf das Wohlergehen künftiger Generationen auswirken könnten.     Abstract: In October 2001, the Stability Pact and the OECD launched the Regulatory Governance Initiative (RGI) to strengthen the institutional, knowledge and process capacities for developing and implementing more efficient and effective regulation, supportive of sound and competitive markets. The RGI is one of the policy implementation initiatives under the Investment Compact (the South East Europe Compact for Reform, Investment, Integrity and Growth) of the Stability Pact. This report of the Regulatory Governance Initiative provides an assessment on the progress of regulatory governance reforms in South East Europe (SEE), and the remaining reform challenges. It includes the Governance Action Plans developed by the SEE countries. Short-term reform priorities identified by the countries provide the basis for the Agenda for Regional Action, an overview of main governance reform trends in the SEE region and recommendations for the successful implementation of reforms. The report responds to the decision, taken by the Ministers from South East Europe (SEE) at the meeting in Vienna in July 2003, to place major emphasis on reviewing progress in the area of governance at their 2004 Ministerial meeting. It aims to inform policy-makers, donors, investors and the international community of progress in regulatory governance reforms in South East Europe.     Abstract: China has become one of the world's leading destinations for foreign direct investment (FDI) since the Chinese government opted to reform the economy and open it to foreign trade and investment. Inflows of FDI, which accelerated at the time of China's accession to the WTO in 2001, have been an important factor in promoting rapid economic growth and technological progress. However, there remains substantial potential for a greater inflow of long-term, high-technology, high-value-added FDI from OECD countries. This study records and evaluates the development so far of an enabling environment for FDI and suggests policy options designed to improve it further. Foreign investors were initially attracted to China by cheap land and labour, the promise of a large market and, to some extent, by fiscal incentives. To sustain and increase large-scale FDI inflows, it is now necessary to move towards a more strongly rules-based attraction strategy, based on structural elements which will include a sound legal system, transparent laws and regulations, streamlined investment approval procedures, good corporate governance, effective competition policy and a sound financial system.

    Abstract: Governments in developed countries have long used, directly or indirectly through their tax systems, policies that subsidise or otherwise encourage the population at large to acquire assets such as financial savings, home ownership, retirement funds, education (human capital) or business capital. These policies seldom reach the poor. In fact, for the poor these policies often do not stimulate saving but rather discourage it. However, the evidence reported in this book is that the poor want to save, and can do so in modest amounts. In fact, they will do so, often with sacrifices greater than either policy makers or the more well-off might imagine. Extending asset-building policies to the poor can represent an effective attack on both poverty and economic and social alienation of the poor, because it has positive welfare effects that income support alone cannot provide.This book establishes the context for a fruitful debate on the merits and demerits of asset building for the poor by setting out the basic ideas involved in asset-building programmes and proposals. It also outlines the social policy advantages that their proponents claim, and documents what the existing programmes and demonstration projects look like.

    Abstract: Between 2000 and 2001, foreign direct investment (FDI) flows into and out of OECD countries recorded their largest drop in recent decades. Total inflows in the OECD area fell from US dollars (USD) 1.27 trillion to USD 566 billion, or a decline of around 56 per cent. While firm data are not fully available for non-OECD countries, early indications suggest that their share of global FDI increased slightly in 2001, owing to a less sharp decline in inflows. It finds that the Israeli economy has been progressively transformed from an underdeveloped agrarian economy to one which is technologically advanced and services-based. Trade liberalisation, along with the abolition of exchange controls, the adoption of modern corporate governance rules and intellectual property protection enhancement have led to the establishment of an enabling, transparent and non-discriminatory environment for domestic and foreign investment. The beneficial effects of Israel’s FDI policies are enhanced by a focus on high-tech industries and a wide network of international commitments. However, particular attention needs to be given to reducing market access restrictions or distortions resulting from past heavy government involvement. Further progress may in fact largely depend on the acceleration of the privatisation process, the dismantling of monopolies and a less interventionist approach to business activity.

By the end of 2000, this process had been greatly stimulated by the inflow of some US$2.3 billion in foreign direct investment. FDI has contributed to green-field investment, mergers and acquisitions, as well as the privatisation of state-owned-enterprises. Creating favourable conditions for FDI has been a core element of Lithuania’s economic strategy, and relatively few restrictions to FDI now remain. FDI has also been encouraged by the prospect of EU membership, as well as Lithuania's accession to the World Trade Organisation on 31 May 2001. Among the remaining challenges are an early completion of privatisations, pursuance of liberalisation, and foreign competition for trade and investment. Top priority is being given to solving implementation problems resulting from the revamping of the old regulatory regime. On 26 July 2001, Lithuania became eligible for adherence to the OECD Declaration on International Investment and Multinational Enterprises. This will help to consolidate Lithuania's achievements and expand its economic relations with OECD countries and other adherents to the Declaration.

FDI has financed green-field investment, mergers and acquisitions, as well as the privatisation of state-owned-enterprises. Creating favourable conditions for FDI and openness to foreign trade have been key elements of Estonia’s economic strategy. Estonia has been included in the first wave of accession of new Members to the European Union and it joined the World Trade Organisation in 2000. The revamping of the old regime and privatisation are practically complete, and special attention is being given to reducing bureaucracy and regulation further. Very few restrictions to FDI remain. Estonia now faces the challenge of keeping up with the competition and catching up with the richer nations. On 26 July 2001, Estonia became eligible for adherence to the OECD Declaration on International Investment and Multinational Enterprises. This report helps clarify the concepts of human and social capital and evaluates their impact on economic growth and well-being. Although the evidence on social capital is less developed, reflecting the novelty of the concept in economic and social science, the report draws on a number of empirical studies which suggest potentially important linkages between human and social capital. The evidence suggests that human and social capital can be of key importance in contributing to a wide range of positive outcomes, including higher income, life satisfaction and social cohesion. Although there is no evidence for systematic "under-investment" in either human or social capital, concerns are expressed about the distribution and quality of each form of capital and how this might impact on future well-being. There is limited scope for public policy to change the quality, stock and distribution of human and social capital in the short-term. However, a number of areas are discussed in which public, private and voluntary actors may leverage long-term improvements in both human and social capital.

    Abstract: The international mobility of highly skilled workers, in particular human resources in science and technology (HRST) such as scientists, engineers and IT experts, is currently an important policy issue in the majority of OECD countries. Accompanying the booming demand for skilled labour, especially from the information technology-related industries and professions, there is apparently a growing shortage of such workers in a number of OECD Member countries. In order to meet these shortages, an increasing number of countries are implementing measures to facilitate the recruitment of foreign skilled workers. Considering that improved knowledge and understanding of these issues are necessary for informing the policy agenda, the OECD held a seminar on "International Mobility of Highly Skilled Workers: From Statistical Analysis to the Formulation of Policies", in Paris on 11-12 June 2001. This seminar was organised by the Directorate for Science, Technology and Industry (DSTI) and the Directorate for Education, Employment, Labour and Social Affairs (DEELSA). The seminar targeted three main objectives, which are mirrored in the structure of the book: Provide data on the scale and characteristics of flows and stocks of skilled and highly skilled foreign workers in the OECD Member countries and certain non-member economies: South Africa, China, India, Israel, Russia and Chinese Taipei; to assess the quality of the data available and the concepts used, and to help improve their comparability. Analyse the mobility of skilled workers and HRST and their impact on the economy through case studies covering most of the major regions sending and receiving these workers. Examine appropriate migration policies aimed at facilitating the mobility of skilled workers in ways that are beneficial both to receiving and sending countries.

It finds that the Czech Republic entered the transition process with a strong industrial heritage and an extensive, but obsolete infrastructure showing the effects of over 40 years of central planning. Throughout the nineties, the extensive reforms undertaken have helped reintegrate the Czech Republic into the global economy through measures such as privatisation and the creation of a favourable and liberal investment climate which has led to a surge in FDI in recent years in particular. The Czech Republic became a Member of the OECD in 1995. The Czech government is committed to addressing the need for further industrial restructuring and to completing the privatisation process which has played a key role in the transformation of the Czech economy and in attracting FDI. With this process virtually completed, the Czech Republic now has the challenge of sustaining FDI inflows in the future through further greenfield projects and reinvestments and improving backward linkages to domestic companies. This review charts the development of FDI in the Czech Republic and evaluates its role in the transition process, assessing the degree of openness of the economy to foreign direct investors.

These accounts constitute a common framework for enhancing the comparability of data over time and across countries, and suggest basic links with non-monetary indicators. The manual establishes a conceptual basis of statistical reporting rules compatible with other economic and social statistics and proposes a newly developed International Classification for Health Accounts (ICHA) which covers three dimensions: health care by functions of care; providers of health care services; and sources of funding. Once this new accounting standard has been implemented in a large number of OECD countries, it will allow for more consistent and reliable comparisons of health care expenditure across countries.
