    Abstract: Health professions are overseen by an array of rules and regulations that are justified by the need to protect consumers from unqualified practitioners. The most common method of ensuring practitioner quality is professional licensure. Because health care expertise is necessary to establish the appropriate program of study, training, and examination for new professionals, a licensed profession often directly or indirectly controls its own licensure rules. In this process of selfregulation, a profession exercises its legitimate interest in maintaining the quality of its members. But a self-regulating profession also has the potential to abuse its control over who can practice and how they practice in order to enhance member income.

    Abstract: This report examines how policy co-ordination between the environment and health fields could be improved in order to better address environmental health issues. To this end, three cases studies were implemented in the United Kingdom, France and Canada, with particular focus on air pollution.The report synthesises the main findings arising out from these case studies as well as from a review of the governance literature as well. It identifies the main means and obstacles to improved policy coordination of cross-cutting issues, such as environmental health. Recommendations are then suggested, intending to improve co-ordination between environmental and health policies.

    Abstract: This paper argues that the sustained provision of adequate financial resources for the environment is a prerequisite for addressing environmental challenges in Eastern Europe, the Caucasus and Central Asia (EECCA) and South-Eastern Europe (SEE). It sets out options for how optimal use could be made of the various available sources of environmental finance, including domestic public expenditure, private sector participation and official development assistance. Recommendations are provided for Ministers on priority actions for ensuring that financial resources are made available for the environment. EECCA and SEE governments need to continue to prioritise the environment in policy and public expenditure frameworks, and make better use of incentive-based instruments. They also need to create a suitable climate for the private sector to participate in environmental financing. The international community must ensure that IFI loans for environmental investments are more accessible, especially for low-income countries, including by providing adequate grant co-financing. Finally, EECCA and SEE countries should strengthen their capacity to prepare environmental investment projects, with effective support from IFIs and donors.

    Abstract: Because of the high percentage of national income and government budget typically associated with the provision of hospital services and because there is substantial evidence of hospital services could often be delivered more efficiently than they are, a number of OECD countries have increased the extent to which competitive mechanisms are adopted to increase the efficiency of hospital care delivery. Hospital services are complex set of products and services than comprise many different types of patient-oriented activities and not all services are equally subject to competition. For some services, such as emergency services, a hospital may have few if any competitors. For other services, such as inpatient scheduled surgeries, a hospital may compete for patients with other hospitals that offer comparable care. For still other services, such as diagnostic services, specialist consultations and outpatient services hospitals may at times compete with diagnostic centers, doctors’ offices and ambulatory surgery centers. Competition between providers of hospital services can have a number of impacts, including reducing excessive hospital stays, reducing costs of providing care and improving quality of care. Mechanisms for increasing competition or market forces identified in this paper include: collecting and distributing improved information on provider performance; supporting new entry when entry and exit costs are low; encouraging independent or private operation of facilities; improving allocation of human resources, particularly through reducing anticompetitive restrictions by professionals; introducing prospective pricing in combination with benchmarking; physician-led purchasing; providing for greater consumer choice, particularly when waiting lists are long; introducing contestable management of hospitals; and applying competition law in circumstances where public policy focuses on pro-competitive mechanisms. A competitive mechanism that might work in one system will not necessarily transfer well to another. Moreover, competitive mechanisms may at times increase costs. As health policy makers increase reliance on competitive mechanisms, they may need to think carefully about structural market conditions and potentially involve competition authorities when it appears that participants in the market are acting to restrain or eliminate competition.

    Abstract: This study deals with "instruments used to address mercury emissions to air", by which is meant all legislation, regulation and other measures intended to control or reduce anthropogenic, atmospheric mercury emissions. As the links are complex between actual inputs of mercury to society (consumption for intended use and mobilisation of mercury-impurities via industrial processes) and the final release sources, all types of measures addressing any phase in the life-cycle of mercury which may ultimately lead to atmospheric mercury emissions are included here. Due to its volatility, most forms of mercury released or discarded as waste - as vapour, as liquid elemental mercury, as compounds, as integrated in products, consumer waste or flue-gas cleaning residues - may lead to emissions to air.

    Abstract: Post-public employment is one of several variations of the broad concept of conflict of interest, that is, the use of public office for private gain.1 Most post-employment offences occur when public officials use, or appear to use, information or contacts acquired while in government to benefit themselves, or others, after they leave government. However, despite use of the term post-public employment, these offences can actually occur before officials leave government. For example, a serving public official can give preferential treatment to a business firm with a view to obtaining employment with that firm after leaving government. If the official is successful in obtaining that employment and leaves government, he or she can then commit post-employment offences. For example, the official can use confidential information obtained while in government to the benefit of his or her new employer. Thus, a post-employment offence can arise both from the use of one’s current public office for private gain and from the wrongful exploitation of one’s previous public office. For the most part, however, the focus of this paper is on the behaviour of former public officials in their relations with government.     Abstract: This paper reviewed current discounting practice in the OECD. It found a wide variance in guidance across countries (which may or may not be justifiable by different economic conditions), and significant differences in guidance within countries. Furthermore, even when discounting guidance is specified, it is not always followed in practice.A clear conclusion from this study is the allocation of public funds would be substantially improved if OECD countries provided departments with a consistent set of guidance on discounting. This guidance should provide for the analysis of long-term projects, programmes and policies, which are increasingly important, particularly with respect to environmental concerns. Finally, guidance should incorporate advances in theory of discounting under long-term uncertainty. A recipe for determining the appropriate rate of decline in the discount rate is included in this paper.

    Abstract: In 2003, by endorsing the Guiding Principles for Reform of Environmental Enforcement Authorities in Transition Economies, the countries of Eastern Europe, Caucasus, and Central Asia (EECCA) agreed on a reference model to guide the modernisation of their systems for environmental regulation and compliance assurance. This report reviews their progress in implementing the Guiding Principles. The main conclusion is that countries took action to comply with the Guiding Principles, mostly to elevate the status of environmental enforcement authorities, clarify responsibilities, and provide training and a better infrastructure. While such improvements are an important basis for further reform, continued lack of progress in modernising strategies and instruments of work will inhibit institutional and environmental performance.

    Abstract: Becoming a successful city involves achieving a high investment/high return equilibrium, just as much as it does for the most successful businesses. Success in the open knowledge driven global economy requires places to be truly distinctive, appealing and productive. Just as firms must innovate and invest to succeed, cities have to adjust, reinvent, and differentiate themselves. They have to change the old patterns of land and resource use, and connect assets with opportunities in new ways and over new spaces. They must modernise infrastructure and build up human capital. This can have positive impacts on entrepreneurship, innovation, skills, and other factors of growth. But this involves adjustment costs, in the form of investment to re-engineer the city for the new economic functions and flows that it must facilitate. It can take 30-50 years of re-investment to fully recalibrate a city from the industrial mode to the knowledge mode...

    Abstract: Enhancing the competitiveness of its economy through increased productivity growth is one of the main challenges recognised by the European Union in the original Lisbon strategy and the renewed Lisbon strategy for growth and jobs (adopted in 2000 and 2005 respectively). The improvement of the regulatory environment and regulatory processes at the level of the Institutions of the EU and its Member States is a key factor in creating a business environment conducive to productivity growth.This policy is known as "Better Regulation". This policy does not mean more regulation or less regulation but involves the putting in place of processes which ensure that all regulations are easy to understand, apply, comply with and are of high quality.

    Abstract: This report presents a summary of the discussions at, and the outcomes from, the OECD workshop on Pesticide User Compliance Issues. The workshop was held in Ottawa, from 6-8 June 2006 and was hosted by Health Canada's Pest Management Regulatory Agency (PMRA). The focus of the workshop was on issues and impediments to compliance associated with pesticide use. Such issues were addressed in the context of reducing risks to human health and the environment as well as risks to the integrity of the regulatory process.

    Abstract: The OECD's Working Group on Harmonisation of Regulatory Oversight in Biotechnology decided at its first session, in June 1995, to focus its work on the development of consensus documents that are mutually acceptable among Member countries. These consensus documents contain information for use during the regulatory assessment of a particular product. In the area of plant biosafety, consensus documents are being developed on the biology of certain plants species, on specific genes and resulting proteins that when introduced into a plant result in the expression of specific traits and on issues arising from the use of general trait types in plants. This document addresses the general information concerning the ä-endotoxin genes and their protein toxin products that confer insect protection to plants.

    Abstract: In November 2006, the OECD Steering Group on Corporate Governance initiated a study of the role of privately organised pools of capital (“alternative investment vehicles”) in corporate governance. With a rapid increase in the size of transactions and investments, and partly due to differences in corporate governance frameworks and company structures, there has been a growing public interest in private equity firms and “activist” hedge funds. The Steering Group agreed that the distinct corporate governance aspects that emerge in these discussions required special attention based on the OECD Principles of Corporate Governance (OECD Principles). This Report summarises the main conclusions reached by the Steering Group in April 2007, including the findings of a factual review that were taken into consideration. On the basis of available evidence, the Steering Group concluded that “activist” hedge funds and private equity firms could help strengthen corporate governance practices by increasing the number of investors that have the incentive to make active and informed use of their shareholder rights. It was agreed that, from a corporate governance perspective, there was no need to promote a special set of principles for private equity firms and “activist” hedge funds, but that the opportunities and challenges that follow from their ownership strategies should instead be analysed within the general framework of the OECD Principles, also taking into account existing voluntary standards established and promoted by the industry.

An informal Steering Group on Greener Public Purchasing was also established to guide the process.     Abstract: Environmental protection and competitive markets are two of the highest policy priorities. In June 2006 the Competition Committee held a roundtable discussion on potential restrictions to competition due to environmental protection. Environmental regulations can constitute substantial barriers to entry in some markets, can provide a basis for predatory behaviour in some markets and can be harmful to competition and welfare through a variety of other channels. Environmental rules can thus raise prices to consumers by reducing competition in the market. Any assessment of the costs and benefits of an existing or proposed environmental rule is incomplete without an analysis of the costs generated by any resulting reduction in competition. On the other hand, there is no firm empirical evidence that environmental policy affects the competitiveness of firms and countries. Ideally, environmental policies should be effective and among equally effective policies, the policy that is least restrictive of competition should be chosen. Environmental policy makers should ensure that environmental benefits continue to outweigh costs, including the indirect costs associated with effects on market structure. Environmental policy is first and foremost about securing public environmental goods which are demanded in their own right and which are fundamental to a well-functioning market.

    Abstract: At the OECD Symposium and Global Forum on Integrity in Public Procurement in November 2006, participants called for an instrument for policy makers at the international level to reform public procurement systems and reinforce integrity and public trust in how public funds are managed. They also expressed interest in developing a practical toolkit that could be applied, adapted and developed indifferent legal, political and administrative contexts. To respond to these requests, the OECD has developed a draft "Checklist for Enhancing Integrity in Public Procurement". The Checklist will help guide policy makers at central government level in instilling a culture of integrity throughout the entire public procurement cycle:• The first part of the Checklist provides guidance on developing an adequate policy framework for enhancing integrity in public procurement;• The second part focuses on how to implement this framework, from needs assessment to contract management and payment. The Checklist is based on applying good governance elements, in particular transparency, good management, corruption resistance, accountability and control to enhance integrity in public procurement.

    Abstract: At their meeting in Almaty in October 2000, EECCA Ministers of Environment, Finance, and Economy, Ministers and senior representatives from several OECD countries, as well as senior officials from International Financial Institutions (IFI), International Organisations, non-governmental organisations, and the private sector, recognised the critical condition of the urban water supply and sanitation sector in EECCA and endorsed "Guiding Principles for the Reform of the Urban Water Supply and Sanitation Sector in the NIS". Participants requested the EAP Task Force to assess progress in implementing these Guiding Principles for review at a major conference of stakeholders that took place in 2005 in Yerevan, Armenia. This paper is an update of a report that was prepared for the Ministerial meeting in Yerevan, drawing on more recent data, and responds to the Ministers' request to prepare such a paper for the Environment for Europe Conference in 2007.

    Abstract: The seminar considered opportunities for risk reduction through better pesticide application technologies. It considered a variety of technology options with such opportunities (e.g. equipment and techniques for reducing spray drift, technical requirements for spraying, establishing buffer zones, etc). While pesticide application technologies for agricultural use was the primary focus, the seminar also addressed municipal (e.g. for bio-security, mosquito control) and other non-agricultural sectors as they are also important in some OECD countries.The seminar considered the role of government and others in promoting innovations in modern, lower risk technologies and their adoption. Issues of safe handling closely related to application technology such as filling and cleaning of sprayers were also addressed. The seminar discussed areas such as minimum technical requirements, standards and certification for performance, maintenance and control of application equipment and technologies, and training and certification of workers and applicators. Regulatory requirements that address these areas, such as inspections of application equipment, were presented during the seminar. Also, voluntary measures such as guidelines addressing these technical requirements were reviewed.

    Abstract: This study provides an analysis of the functions, structure, status within the government, and capacity of the central public procurement bodies of Member States. It does not attempt to evaluate their respective advantages/disadvantages or to recommend particular institutional arrangements. Twenty-two separate overviews of public procurement systems in the 22 participating Member States were produced on the basis of national responses to a detailed questionnaire. An in-depth review of these country system overviews provided the comparative analysis portion of this study, which discusses the various models in place in Member States, in particular the background and rationale for the use of a particular institutional model.

    Abstract: This paper was prepared by Sigma, upon the request of the Ministry of the Interior of the Czech Republic, to serve as a basic comparative working document for the preparation of a new policy and regulation on conflict of interest in the Czech public sector. Given its generalist orientation, the paper could also be useful for other countries carrying out specific reforms in the area of conflict of interest and general reforms related to anti-corruption policies and instruments.This paper provides descriptive data and an analytical overview of approaches to managing conflicts of interest in the public sector of nine European countries - six "old" EU members (France, Germany, Italy, Portugal, Spain and the United Kingdom) and three "new" EU members (Hungary, Latvia and Poland). The paper also provides some conclusions that are worth taking into account when reforming policies and instruments to improve regulations and practices on conflict of interest.

    Abstract: Despite general agreement that consumers benefit from lower prices that are not predatory, several nations have laws against loss leader sales even when they are unlikely to foreclose competition. These laws appear to protect competitors rather than competition. The Competition Committee’s roundtable discussion in October 2005 focused on efforts to reform or remove laws against loss leader sales and efforts to prevent such restrictions from being enacted. The Secretariat background note argued that rules again loss leader sales should be sunsetted because they are likely to harm consumers and protect inefficient competitors, fail to account adequately for pro-competitive business justifications for loss leader sales and detract from economic dynamism and growth. Japan, Germany and France, defended their rules against price competition, although France was in the process of a reform. Members of a second group of countries were working to remove laws against loss leader sales. The nations in a third group with no law against loss leader sales, reported efforts by groups of competitors to have such rules applied either at the national level or at the state/provincial level. Both the consumer and business submissions argued that prohibiting loss leader sales is likely to harm consumers and protect competitors, rather than competition.

    Abstract: This review discusses the challenges and opportunities of German rural areas. Significant differences between East and West persist and many of these have clear rural dimensions. Factors such as CAP reforms, ageing of the German population and migration trends will also have important rural implications. Many of these issues involve more than rural policy, but rural policy has a place in resolving all of the key issues. However, for rural policy to be an effective part of the policy process it will have to evolve beyond the existing limits in Germany. This review states that Germany's current approach to rural development and rural policy is mainly sectoral and thus does not fully capture the diversity of rural regions.

    Abstract: Madrid has experienced impressive dynamic economic growth in recent years, making the best of the positive business cycle in Spain. The capital region absorbs more than a half of the total FDI in Spain and has extended its economic relations with Latin American countries. Growth has occurred largely in the service sector (financial, banking, business services) as well as in logistics (Madrid Barajas Airport is the largest employer in the region). The large investment in public goods, and particularly in transportation infrastructure and cultural amenities, has contributed to attracting firms and workers, creating a virtuous cycle of accumulated wealth. Unemployment has reached a low level (6.5% in 2006) and the growth rate has surpassed the national average as well as the average for OECD metro-regions. There is, however, a concern with how to sustain this positive economic path in the long run. The main challenges to be addressed include a relatively low productivity level, insufficient specialisation in high-value added manufacturing activities, a low innovation capacity, job-skills mismatches (especially for immigrants), transport congestion and housing rental shortage. Public policy making and the governance framework have evolved to provide the metro-region with many of the institutional resources that are needed to make decisions and effectively implement public policies. However, some adaptations will be necessary to effectively address the forthcoming challenges. The Territorial Review of Madrid is integrated into a series of thematic reviews on metropolitan regions undertaken by the OECD Territorial Development Policy Committee. The overall aim of these case studies is to draw and disseminate horizontal policy recommendations for national governments.

    Abstract: This publication is based on a Sigma paper and on reports by EU Member States prepared in 2005 at the request of several new Member States. The original paper and some Member State reports were then used as background documentation for a Sigma workshop for countries in the CARDS region on the role of ministries in policy systems, held in November 2005. This revised version of the paper, prepared after the workshop, includes as an annex a summary of insights from EU Member States as well as comparative information concerning the CARDS region, which was gathered during the workshop on the basis of a questionnaire. This publication presents the steps in the policy process and offers a framework for assessing and developing the role of ministries in the policy process, as well as insights on how the policy process is currently organised in Western Balkan countries. Its contents complement the information provided in a previous Sigma paper, which had emphasised the structure and work of the government secretariat.

    Abstract: The residues in Livestock studies are conducted in order to quantify levels of residues in meat, milk, eggs and edible meat by-products following the use of a pesticide product. The situations to which such studies apply include application of a pesticide to raw agricultural commodities (RACs), and the feeding by livestock; pesticides that may be directly applied to livestock; and pesticides that are used in livestock premises. The primary purposes of the Residues in Livestock study are to provide: the basis for establishing maximum residue limits (MRLs) and for conducting dietary intake assessments for consumer safety. Separate feeding studies should be conducted for a ruminant (lactating dairy cows) and poultry (egg-laying hens). The test substance(s) should be applied daily (during at least 28 days) preferably by capsule. A Residues in Livestock study will normally comprise 3 different dose levels, 1X, 3X and 10X. Three animals per dose group (and one for the control) should be used for ruminants. For hens 9-10 animals per dose group (and 3 to 4 animal for control per study) should be used. The study report should include: daily feed consumption, bodyweights measurement, milk or egg production and analyse (after and before dosing), detailed observations (health problems…) and tissues analyse.

    Abstract: Learning resources are often considered key intellectual property in a competitive higher education world. However, more and more institutions and individuals are sharing their digital learning resources over the Internet, openly and for free, as Open Educational Resources (OER). This study, building on previous OECD work on e-learning, asks why this is happening, who is involved and what the most important implications of this development are. The report offers a comprehensive overview of the rapidly changing phenomenon of Open Educational Resources and the challenges it poses for higher education.     Abstract: While defining appropriate roles for political advisers is a highly relevant topic in most democracies and especially in EU NMS, as well as candidate and CARDS countries today, surprisingly little comparative information exists. To fill this gap, in Autumn 2005, the Sigma Programme launched a questionnaire-based study to collect country experience, as well as a series of seminars on the topic. The first part of this publication provides an overview on the role of political advisers and their relationship with civil servants in OECD countries. In a second part, detailed country chapters on political advisers in Denmark, Poland, Portugal, Spain, as well as Great Britain are presented.

    Abstract: The European Commission requested Sigma to carry out a study on the regulatory management capacities of the ten countries that joined the EU on 1 May 2004 to learn more about their Better Regulation practices, exchange good practices and make suggestions for further improvements. This study was carried out by way of peer reviews taking place between March 2005 and October 2006. The topics examined were notably: the origins of EU Better Regulation policy, regulatory management processes, the tools used in these processes (impact assessment, consultation, simplification, alternatives and accessibility), enactment processes and the enforcement and compliance of laws in the NMS, with reference to intellectual property law and environmental laws. Each peer reviews led to a country report that was sent to the Commission and the Member State in question. Publication of each country report was left to the discretion of the Member State in question. A synthesis was drawn up summarizing all findings and making recommendations addressed to all new Member States in general.

    Abstract: Studies of Metabolism in Crops are used to elucidate the degradation pathway of the active ingredient and require the identification of the metabolism and/or degradation products when a pesticide is applied to a crop directly or indirectly. A Metabolism in Crops study should be submitted for each type of crop group. Five categories for crop metabolism studies can be considered: root vegetables, leafy crops, fruits, pulses and oilseeds, and cereals. The active ingredient should be administered such as foliar, soil/seed, or post-harvest treatments to reflect its intended use pattern. It should be labelled, to allow for quantification; the preferred radioisotope is 14C, although 32P, 35S can be used. The study should be performed using a sandy loam soil treated with the radiolabelled test substance. It may be performed either in a greenhouse or in an outdoor test plot or plant growth chambers. The maximum application rate (the proposed Good Agriculture Practice (GAP) application rate) should be utilized. Samples of all raw agricultural commodities are collected for characterization and/or identification of residues and determination of the total radioactive residue.

    Abstract: Metabolism in Livestock studies are used to determine the qualitative and quantitative metabolism and/or degradation of the active ingredient resulting from pesticide use in feedstuffs, direct application to livestock, or premise treatment. The studies provide an estimate of total residues in the edible livestock commodities, as well as the excreta; identify the major components of the terminal residue in the edible tissues; elucidate a metabolic pathway for the pesticide in ruminants and poultry; provide evidence whether or not a residue should be classified as fat soluble. The studies should be conducted using radiolabelled test compound. A stable position of labelling is chosen and the preferred radioisotope is 14C, although 32P, 35S can be used. A ruminant (lactating goats) study can be carried out on a single animal per experiments. For poultry (laying hens), the use of ten birds per experiments (or dose) is recommended. The minimum dosage used in livestock oral metabolism studies should approximate the level of exposure expected from the feeding of treated crops with the highest observed residues. Treatment should be administered orally (via a balling gun, capsule or gavage) or by dermal application. The study includes: the excreta, milk and eggs collect (twice daily), and tissues collect (muscle, liver…).

    Abstract: Institutions whose goal is to help those at the margins have been a feature of social life for centuries. Today, social assistance institutions have integration and encouragement as their goal. They seek to avoid exclusion and stigmatisation.Poverty can tear at the fabric of society. However, preventing hardship among those with no resources while reducing exclusion and marginalisation is no easy task. How can social assistance best balance these goals, minimising disincentives to paid employment? What can be done to promote independence and individual responsibility?This book compares the social assistance policies of Belgium, the Czech Republic, the Netherlands and Norway. Although at first sight these countries appear very different, in fact the same policy dilemmas exist in the four countries. That local action is necessary to identify and help the excluded is accepted, but the balance between ensuring that sufficient resources are available at the local level while limiting budgets so as to ensure efficient use of resources is a continuing preoccupation. Governments stress their commitment to combat poverty, but benefits cannot be raised too high because this would harm work incentives. Different institutions sometimes disagree about whether benefit recipients are "job ready" or whether more social help is needed. No country has yet found a policy package which prevents exclusion, but innovative policies in each of these four countries are proving successful in limiting its extent.

    Abstract: Having adhered to the OECD Declaration on International Investment and Multinational Enterprises in July 2007, Egypt undertook a thorough review by OECD members of its international investment policies using the Policy Framework for Investment. This publication presents the results of this review. It finds that international investors responded quickly to the government’s policy reform efforts: foreign direct investment (FDI) into Egypt increased eightfold in just three years, diversifying away from the petroleum sector and bringing much-needed investment to a broad range of manufacturing and service industries. However, the review also shows that investment climate reforms take time and many challenges still lie ahead. These include ongoing efforts to phase out unnecessary sectoral restrictions on investment, maintaining the momentum for broadening the privatisation programme and encouraging entrepreneurship by promoting transparency, accountability and competition.

    Abstract: Bioenergy, including biofuels, could become a substantial tool for mitigating greenhouse gas emissions, locally and globally, possibly providing a large fraction of global primary energy supply by 2020. Exactly how large that share will be is not possible to predict with any precision, being dependent on a complex array of physical, social, economic, technical (innovation) and environmental factors. In addition, there will be competition for biomass resources between the different bioenergy sectors (electricity, heat, transport) and alternative uses e.g. for chemical feedstocks and materials. There will be synergies too, particularly arising through advanced polygeneration and biorefinery supply chains that could help to raise primary productivity and raise resource-use-efficiencies. However, assessing the actual environmental impacts of increased bioenergy and in particular, biofuel usage, will depend sensitively on the scale and mix of technology options employed and on the location. Location is important the fundamental factors that govern biomass productivity vary significantly according to site e.g. soil type, climate, including water availability and temperature. Across a range of indicators, one biofuel may not be the same as another, even where the final fuels are chemically and physically identical e.g. anhydrous ethanol derived from wheat, sugarcane, sugar beet, cassava or from residues.

    Abstract: Öffentliche Bauaufträge sind ein großes Geschäft. Das öffentliche Beschaffungswesen macht in Form von Aufträgen, die vom Straßenbau bis zur Einrichtung von Hightech-Kommunikationsinfrastrukturen reichen, in den OECD-Ländern durchschnittlich 15% des BIP aus – in Nicht-OECD-Ländern ist der Anteil noch erheblich höher – und spielt im internationalen Handel mit Waren und Dienstleistungen eine große Rolle. Auf Grund der hohen Auftragsvolumen bewerben sich Tausende von potenziellen Lieferanten um den Zuschlag bei öffentlichen Ausschreibungen. Ohne Gegenmaßnahmen kann eine Kultur der Korruption entstehen und das finanzielle wie auch das politische Wohlergehen eines Staats sabotieren.Der zunehmend komplexe Charakter der Bestechungsstrukturen wirft die Frage auf, wie sich Korruptionshandlungen im öffentlichen Auftragswesen feststellen lassen. Der vorliegende Bericht beschreibt, wie in den verschiedenen Stadien öffentlicher Vergabeverfahren Bestechungshandlungen begangen werden, in welchem Zusammenhang die Bestechung im öffentlichen Auftragswesen zu anderen Straftaten, wie Betrug und Geldwäsche, steht und wie sich derartige Straftaten verhindern und sanktionieren lassen. Es werden zehn Fallbeispiele angeführt. Der Bericht wirft ein neues Licht auf die undurchsichtigen Mechanismen und Strukturen der Bestechung im öffentlichen Beschaffungswesen und bietet Insiderwissen, das Regierungen und internationale Organisationen zur Verbesserung ihrer Korruptionsbekämpfungsmaßnahmen nutzen können.

    Abstract: Analysis carried out in this report indicates that international trade in counterfeit and pirated products could have been up to USD 200 billion in 2005. This total does not include domestically produced and consumed counterfeit and pirated products and the significant volume of pirated digital products being distributed via the Internet. If these items were added, the total magnitude of counterfeiting and piracy worldwide could well be several hundred billion dollars more. Counterfeiting and piracy are illicit businesses in which criminal networks thrive. The report shows that the items that they and other counterfeiters and pirates produce and distribute are often substandard and can even be dangerous, posing health and safety risks that range from mild to life-threatening. Economy-wide, counterfeiting and piracy undermine innovation, which is key to economic growth. The magnitude and effects of counterfeiting and piracy are of such significance that they compel strong and sustained action from governments, business and consumers. More effective enforcement is critical in this regard, as is the need to build public support to combat the counterfeiting and piracy. Increased co-operation between governments, and with industry, would be beneficial, as would better data collection.

    Abstract: Global value chains are radically altering how goods and services are produced--parts made in one country, for instance, are increasingly assembled in another and sold in a third. The globalisation of production has changed the industrial structure within OECD countries, and in some sectors blunted their competitiveness. Another major consequence has been fears of job losses, due to outsourcing and offshoring—not only in manufacturing but also in services. The rapid integration of China and India, with their large pool of educated people, further reinforces these concerns. How should OECD countries respond? This report brings together OECD data on the globalisation of value chains, including the rise of outsourcing/offshoring. It first examines how OECD countries are affected by the globalisation of production, on both the macroeconomic and sector-specific levels. The costs and benefits of globalisation are then discussed, with an emphasis on employment and productivity. Finally, this report analyses how globalisation impacts the competitiveness of OECD countries, highlighting the need for an effective innovation strategy. The report discusses not only the moving up the value chain that takes place in OECD countries but also in China, as R&D is increasingly going to emerging countries.

    Abstract: The governments of most developed, and many developing, countries impose border measures—tariffs, tariff rate quotas and export subsidies—to boost the domestic market prices of agricultural commodities. In some OECD countries, governments also provide financial support to their agricultural sector through other means, such as direct budgetary payments, production quotas and marketing-loan programs. These interventions typically distort the allocation of resources, leading to sub-optimal production and consumption decisions. Widespread agricultural policy reform would undoubtedly improve the global allocation of resources. But, due to differential protection levels and policy instruments across commodities and among countries, reform can also produce a complex pattern of adjustments, some of which may appear to be counter-intuitive. Using a partial-equilibrium agricultural commodity model with rich policy detail, this study examines the market impacts of agricultural policy reform annually over a 10-year horizon. The study finds that the biggest impacts of agricultural policy reform would be on world dairy markets. Including the effect of non-agricultural liberalisation from a general-equilibrium model does not meaningfully alter results, suggesting that sectoral analysis in many cases is sufficient.     Abstract: Turkey’s e-government efforts received new emphasis in the last three years. The election of a new government brought forward an agenda including public sector modernisation using e-government. Turkey has since made considerable progress with e-government. This review identifies several strategic opportunities. One opportunity is to stimulate the provision of e-services and e-commerce by increasing access to high-speed Internet throughout the country. A second opportunity is to skip the initial stages of e-government applications -- characterised by isolated islands of development -- and instead promote a more “joined up” government. A third opportunity is to use the existing base of 46 million mobile telephones as a communication channel between the government and its citizens. The review also identifies several major challenges. One challenge is bridging the digital divide between urban and rural populations, men and women, and young and old. A second challenge is public sector modernisation in terms of increased transparency and accountability. A third challenge is making sure that investments in e-government are valuable, i.e. that benefits are larger than costs.

    Abstract: This review analyses the Swedish institutional framework for better regulation. In recent years Sweden has made a remarkable recovery, benefiting from deregulation efforts undertaken in the early to mid 1990s. Sweden places a strong emphasis on high standards of social welfare and a strong governance framework, which foster consensus. To preserve its ambitious social and environmental goals, Sweden needs to maintain its strong economic performance. A number of challenges should be addressed, such as the labour market, the performance of the public sector and the strengthening of competition. Entrepreneurship also should be stimulated, and further efforts have to be made to reduce administrative burdens. To create momentum for reform, Sweden needs to promote a strategic vision, improve the process for impact assessment, and strengthen co-ordination between national and local levels of government. The benefits of reform need to be more widely understood by all stakeholders and citizens. Regulatory reform will help Sweden take advantage of globalisation and technological innovation, and meet the demands of citizens for high-quality public services. Sweden is one of many OECD countries to request a broad review by the OECD of its regulatory practices and reforms. This review presents an overall picture, set within a macroeconomic context, of regulatory achievements and challenges including regulatory quality, competition policy, and market openness. Its special focus is on regulatory governance across levels of government as well as environmental policy.     Abstract: Portugal’s tertiary education sector has expanded significantly over the last 20 years, but participation and overall educational attainment levels remain below European standards and enrolment rates have begun to decline. The OECD review recommends that Portugal’s national government should focus on strategic direction and leave higher education institutions wider latitude for accomplishing public priorities consistent with their mission. Among its proposals for reform, the review calls for the creation of a National Council on Higher Education to oversee Portugal’s higher education strategy. The review also calls for major changes in the governance and management of higher education institutions to bring them into line with national goals, encourage their responsiveness and efficiency, and improve their quality. Improving research and innovation is a key strategic objective of the Portuguese government, and the OECD review suggests a number of qualitative changes in Portugal’s tertiary education system to enhance performance in this area.

    Abstract: For aid donors, the pro-poor growth agenda is not business as usual and more of the same will not be sufficient. Focusing on pro-poor growth and income poverty, Promoting Pro-Poor Growth: Policy Guidance for Donors identifies binding constraints and offers policies and strategies to address them. Policy recommendations aim to help change donor behaviour and pave the way for more effective development co-operation in these areas. This compendium pays special attention to the role of private sector development, agriculture and infrastructure in pro-poor growth – areas that were neglected by many donors during the 1990s but are currently receiving renewed attention in the international development agenda. It also presents a methodology for conducting ex-ante poverty impact assessment, a valuable tool for those whose aim is to maximise the poverty reducing impacts of development interventions.

    Abstract: The Mexican state of Yucatán, with its strategically important location near the United States, Central America and the Caribbean, is one of the most dynamic regions in the OECD. Yucatán is also a land of contrasts. It is a lagging but growing region, offering a high quality of life and vast natural resources, yet suffering from problems of sustainability. Its tourism attractions are located in rural areas that do not benefit from them. It has both state and Peninsula medical services, but its health services coverage is uneven. Yucatan is a centre for higher education in the Peninsula, yet its graduates do not find jobs. It has a number of marginalised communities in fragmented administrative bodies, and although the Peninsular states share a common cultural heritage and attractiveness, their institutions do not co-operate.Clearly, Yucatán is not taking full advantage of its many resources, and in fact, challenges in the region threaten to undermine local assets. Among these is the need to upgrade activities to higher value-added innovation and design processes, and to foster primary activities to reach international markets. While the state government has proposed programmes to spur formalisation of the informal economy, measures such as better regulation, cutting red tape and providing employment opportunities and access to formal credit could have a greater impact. The lack of a shared, coherent long-term vision is a fundamental challenge to improving regional competitiveness and social cohesion in Yucatán. The OECD’s recommendations can only be part of a larger strategy to develop a collective vision of the state’s future.

    Abstract: The OECD Reviews of Innovation Policy offer a comprehensive assessment of the innovation system of individual OECD member and non-member countries, focusing on the role of government. A growing political awareness of the importance of innovation for the Chile’s future has recently translated into two bold decisions: the creation of an Innovation Council for Competitiveness entrusted with the mission of proposing guidelines for a long-term national innovation strategy; and the introduction of a specific mining tax to increase resources available to implement this strategy. This report assesses the current status of Chile’s innovation system and policies, and identifies where improvements are most needed in order to make the most efficient use of this additional public investment.

    Abstract: Cutting red tape and improving business conditions have become a priority in OECD countries. This study of the Netherlands, one of the front runners in the field, is the first OECD review of a national programme for administrative simplification. The report describes the key features of the Dutch programme including the measurement of burdens, the use of incentives and targets, and whole-of-government co-ordination. The OECD assessment of the success of the Dutch programme is based on comparisons with other countries, and on evidence of the economic impact of reforms. The report explores options for future work on administrative simplification relevant to OECD countries, highlighting the need to communicate better with stakeholders, cover compliance costs for business more broadly, and look at burdens on citizens and administrations.
