Sin embargo, su economía depende de unos pocos sectores basados en recursos localizados en un pequeño número de regiones. El desempeño de las regiones chilenas es significativamente variado y las disparidades regionales en PIB per cápita son muy elevadas en comparación con las de los países de la OCDE. Hasta el momento, las regiones chilenas no han dado todo el uso potencial a sus activos, ni tampoco alcanzado su potencial de crecimiento.El presente informe recomienda desplazarse hacia un enfoque territorial del desarrollo chileno, de manera de adaptar de mejor forma la acción pública a las diferentes oportunidades y necesidades de los diversos territorios del país. Para mejorar su productividad, las regiones de Chile resultarían particularmente beneficiadas por políticas contextualizadas y orientadas hacia la innovación y el emprendimiento, y por mejoras en la educación y la capacitación.Al mismo tiempo, cambiar hacia políticas contextualizadas en Chile requerirá el fortalecimiento del marco institucional del nivel regional. Esto implicará aumentar las capacidades y la estructura de los gobiernos regionales, de manera que éstos se transformen en activos participantes de la discusión, la planificación y la coordinación de las políticas de desarrollo regional. Un manejo político multinivel y acuerdos de coordinación, junto a otros mecanismos como la formación de capacidades y el fortalecimiento de las modalidades de participación, ayudará a aumentar la legitimidad, coherencia y efectividad de una reforma en este sentido.Estudios Territoriales OCDE de Chile es parte de un programa más amplio de informes nacionales, emprendido por el Comité de Políticas de Desarrollo Territorial de la OCDE. El foco central de esta serie de Estudios Territoriales es el de proveer a los gobiernos nacionales de recomendaciones prácticas en materia de política. Los países previamente estudiados son Canadá, Corea, Finlandia, Francia, Hungría, Italia, Japón, Luxemburgo, México, Noruega, Polonia, Portugal, República Checa y Suiza.

But despite substantial improvements in standards of living, the Chinese countryside is largely lagging behind. This report analyses the key socio-economic forces at work in China's rural areas and discusses the current government strategy for rural development. It argues that in order to bridge rural-urban divides the current policy approach needs to go further in recognising rural-urban complementarities beyond agriculture and that food-security targets need to be balanced with wider rural development objectives.

    Abstract: Few other countries feature the combination of very low population densities and difficult topography that hinders communication, in addition to a variety of contrasting climates. But the “Nordic welfare model” strives, with a good degree of success, to offer equal living conditions to all citizens by providing proper access to quality public services across the country. This comes, however, at great cost. This publication asks whether such a model can be sustainable in the long run, when population ageing and the reduction of petroleum reserves will reduce the leeway that the rapidly growing economy offers. It examines whether competitiveness and innovation could be further developed, given the high share of resource-based and traditional activities and whether urban policy could be better integrated into regional policy so as to better harness the energy of regional growth engines in different areas of the country, including the northern most parts. Lastly, it looks at whether impending regional reform could facilitate the necessary adaptations by transferring more power to regional councils.

    Abstract: El estado mexicano de Yucatán, con su ubicación de importancia estratégica cerca de Estados Unidos de América, América Central y el Caribe, es una de las regiones más dinámicas de la OCDE. Yucatán es también una tierra de contrastes. Es una región rezagada pero en crecimiento, que ofrece una alta calidad de vida y vastos recursos naturales, pero que a la vez padece problemas de sustentabilidad. Sus atracciones turísticas se localizan en zonas rurales que no se benefician de ellas. Cuenta con servicios médicos estatales y peninsulares, pero su cobertura de servicios de salud es desequilibrada. Yucatán es un centro de educación superior en la península y, sin embargo, sus graduados no consiguen empleo. Tienen varias comunidades marginadas en organismos administrativos fragmentados y, si bien los estados que pertenecen a la península comparten un legado y un atractivo culturales comunes, sus instituciones no cooperan entre sí.Resulta claro que Yucatán no aprovecha por completo sus múltiples recursos y, de hecho, los desafíos que prevalecen en la región amenazan con debilitar los bienes locales. Entre estos desafíos se encuentra la necesidad de convertir determinadas actividades en procesos de innovación y diseño de un valor agregado más alto, así como fomentar el que las actividades primarias lleguen a los mercados internacionales. Pese a que el gobierno estatal ha propuesto programas para estimular la formalización de la economía informal, medidas como una mejor reglamentación, la reducción de la burocracia y la oferta de oportunidades de empleo y el acceso al crédito formal podrían causar un mayor impacto. La falta de una visión a largo plazo compartida y coherente es un reto fundamental para mejorar la competitividad regional y la cohesión social en Yucatán. Las recomendaciones de la OCDE sólo pueden ser parte de una estrategia de mayor envergadura para desarrollar una visión colectiva del futuro del estado.

    Abstract: Istanbul has established itself as the industrial, financial and logistics centre of the country, producing almost one-third of the national output and absorbing the bulk of foreign direct investment. And, on the international scale, Istanbul ranks among the fastest growing OECD metro-regions. This review finds, however, that Istanbul faces challenges that could hamper its ambition to become a Eurasian hub for finance, logistics, culture and tourism, as well as its development in general. Its economy is changing from one driven by labour-intensive activities to one based on knowledge industries, while traditional and labour-intensive sectors (e.g. textiles and its supply chain) are shifting only gradually and slowly to other complementary industry segments. Constraints on human capital development and the informal sector have hindered productivity levels and increased income disparities. Over-migration is putting a burden on Istanbul’s transport, public infrastructure and housing, and earthquake risk management. The scale and variety of these challenges necessitates improving local public management and implementing a national strategy to reduce regional disparities and to limit migration flows towards the megalopolis.

    Abstract: Transport sector policies already contribute to moderating greenhouse gas emissions from road vehicles and are increasingly designed to contribute to overall societal targets to mitigate climate change. The Round Table investigated the effectiveness and costs of various mitigation options. The question of how to decide on the distribution of abatement efforts across sectors of the economy was also discussed. Within the broad topic of addressing greenhouse gas emissions from transport, the Round Table focused on emissions of CO2 from road transport and in particular from light-duty passenger vehicles. Policies that reduce fuel consumption below non-intervention levels are in place in most countries, many adopted for reasons other than reducing CO2 emissions. In the US, both fuel taxes and fuel economy regulations have been in force for some decades. European governments have adopted high fuel taxes but are now considering introducing fuel economy regulations. A first core question for the Round Table was whether such a combination of instruments is justified. A second question was whether current policies, and the level of taxes and standards, are in line with societal climate change mitigation goals and, more generally, how such goals ought to be defined.

    Abstract: This paper summarizes and organizes presentations and discussions of the Round Table on Macro-, meso and micro infrastructure planning and assessment tools, that took place at Boston University, on 25 and 26 October 2007. The goal of the meeting was to investigate how recent research on direct and wider economic impacts of investment in transport infrastructure can be used to improve the practice of transport projects appraisal. While the potential importance of “wider benefits” is clear, it is less obvious that attempts to quantify them should be part of all projects appraisals. Timely availibilty of results of simpler approaches might approve the quality of decision-making just as much. And when wider impacts are part of appraisal, their quantification should follow consistent procedures. Policy-oriented research should focus on these procedures, not on producing general results, as the latter are thought to be irrelevant to policy, to the extent they exist.

    Abstract: The transport sector’s demand for oil is less price sensitive than any other part of the economy. This is partly because demand for transport services is relatively insensitive to price and partly because substitutes for oil in road transport are currently far from cost-effective. Evidence from the USA suggests that as incomes rise, transport sector oil demand becomes even less price sensitive. This implies that oil consumption is set to become increasingly concentrated in the transport sector. It also implies that relatively limited fluctuations in demand can have increasingly significant effects on oil prices.

    Abstract: This paper summarizes and organizes presentations in the Round Table's presentations and discussions, draws conclusions when possible, and points out where opinions differ. It is divided in three main sections. First, the presentations and discussions provided an overview of the advances, promises, and pitfalls of current research on the economic impacts of investments in transport infrastructure. a first recurring theme was that advances in the analysis of "wider impacts" were acknowledged, but their transferability across projects was questioned, so there are "no simple rules" for generalizing results. Moreover, routine analysis is difficult because of shortcomings both in data availability and in the analytical framework. This theme is developed in some detail in section two. A second recurring issue was the major differences in the approach to transport project appraisal between countries. The impact of economic appraisal on policy decisions varies greatly from one region to another and this has consequences for the way wider economic impacts might be taken into account.

    Abstract: This short outlook is designed to test the potential for key policy instruments for mitigating emissions from road transport, and particularly from light duty vehicles, the largest source of CO2 emissions from transport (see Figure 1 and Table 1). It also examines uncertainties in the baseline scenario for the development of CO2 emissions from the sector. In contrast to the OECD’s Economic Outlook and the IEA’s World Energy Outlook, the Transport Outlook is produced making use of external modeling tools. The work uses the most transparent and robust model developed to date for the sector, the MoMo modeli constructed and maintained by the International Energy Agency and initially developed for the World Business Council for Sustainable Development. We are grateful to the MoMo-team for their willingness to share this product. The present document is only a first step towards the development of a full-fledged Transport Outlook. It is limited in scope, with its focus on road transport and on emissions of CO2. Despite the limitations, this mini-Outlook provides elements of a useful framework for discussions on the policy challenges presented by the risk of costly consequences from anthropogenic emissions of greenhouse gases. As will become clear, permanent reductions of CO2-emissions from transport are difficult to achieve because of strong underlying global growth in transport demand. At the same time, our scenarios suggest that emissions could be stabilized even with strong growth of demand, given immediate and continued efforts to reduce the sector’s carbon intensity. If stabilization is the goal, then finding cost-effective ways of achieving it becomes the critical issue.

    Abstract: This paper presents a survey of recent research on the economics of infrastructure in developing countries. Energy, transport, telecommunications, water and sanitation are considered. The survey covers two main set of issues: the linkages between infrastructure and economic growth (at the economy-wide, regional and sectoral level) and the composition, sequencing and efficiency of alternative infrastructure investments, including the arbitrage between new investments and maintenance expenditures; OPEX and CAPEX, and public versus private investment. Following the introduction, section 2 discusses the theoretical foundations (growth theory and new economic geography). Section 3 assesses the analysis of 140 specifications from 64 recent empirical papers-examining type of data used, level of aggregation, econometric techniques and nature of the sample-and discusses both the macro-econometric and micro-econometric contributions of these papers. Finally section 4 discusses directions for future research and suggests priorities in data development

    Abstract: This survey reviews the existing macro-level empirical literature on the link between infrastructure and development outcomes in a critical light. After providing a general framework that casts the relevant terms of the controversy on the real effect of infrastructure on growth in the context of an aggregate production function, it signals what are the relevant empirical questions to be addressed. This guides the systematic review of a number of empirical studies and the discussion of the main econometric challenges to the identification of the effect of infrastructure on output and productivity. Finally, building on related research, in particular in contract theory and political economy, the paper spells out several promising research avenues

    Abstract: This paper examines whether infrastructure investment has contributed to East Asia's economic growth using both a growth accounting framework and cross-country regressions. For most of the variables used, both the growth accounting exercise and cross-country regressions fail to find a significant link between infrastructure, productivity and growth. These conclusions contrast strongly with previous studies finding positive and significant effect for all infrastructure variables in the context of a production function study. This leads us to conclude that results from studies using macro-level data should be considered with extreme caution. The Authors suggest that infrastructure investment may have had the primary function of relieving constraints and bottlenecks as they arose, as opposed to directly encouraging growth

    Abstract: Madrid has experienced impressive dynamic economic growth in recent years, making the best of the positive business cycle in Spain. The capital region absorbs more than a half of the total FDI in Spain and has extended its economic relations with Latin American countries. Growth has occurred largely in the service sector (financial, banking, business services) as well as in logistics (Madrid Barajas Airport is the largest employer in the region). The large investment in public goods, and particularly in transportation infrastructure and cultural amenities, has contributed to attracting firms and workers, creating a virtuous cycle of accumulated wealth. Unemployment has reached a low level (6.5% in 2006) and the growth rate has surpassed the national average as well as the average for OECD metro-regions. There is, however, a concern with how to sustain this positive economic path in the long run. The main challenges to be addressed include a relatively low productivity level, insufficient specialisation in high-value added manufacturing activities, a low innovation capacity, job-skills mismatches (especially for immigrants), transport congestion and housing rental shortage. Public policy making and the governance framework have evolved to provide the metro-region with many of the institutional resources that are needed to make decisions and effectively implement public policies. However, some adaptations will be necessary to effectively address the forthcoming challenges. The Territorial Review of Madrid is integrated into a series of thematic reviews on metropolitan regions undertaken by the OECD Territorial Development Policy Committee. The overall aim of these case studies is to draw and disseminate horizontal policy recommendations for national governments.

    Abstract: The Mexican state of Yucatán, with its strategically important location near the United States, Central America and the Caribbean, is one of the most dynamic regions in the OECD. Yucatán is also a land of contrasts. It is a lagging but growing region, offering a high quality of life and vast natural resources, yet suffering from problems of sustainability. Its tourism attractions are located in rural areas that do not benefit from them. It has both state and Peninsula medical services, but its health services coverage is uneven. Yucatan is a centre for higher education in the Peninsula, yet its graduates do not find jobs. It has a number of marginalised communities in fragmented administrative bodies, and although the Peninsular states share a common cultural heritage and attractiveness, their institutions do not co-operate.Clearly, Yucatán is not taking full advantage of its many resources, and in fact, challenges in the region threaten to undermine local assets. Among these is the need to upgrade activities to higher value-added innovation and design processes, and to foster primary activities to reach international markets. While the state government has proposed programmes to spur formalisation of the informal economy, measures such as better regulation, cutting red tape and providing employment opportunities and access to formal credit could have a greater impact. The lack of a shared, coherent long-term vision is a fundamental challenge to improving regional competitiveness and social cohesion in Yucatán. The OECD’s recommendations can only be part of a larger strategy to develop a collective vision of the state’s future.

    Abstract: Bioenergy, including biofuels, could become a substantial tool for mitigating greenhouse gas emissions, locally and globally, possibly providing a large fraction of global primary energy supply by 2020. Exactly how large that share will be is not possible to predict with any precision, being dependent on a complex array of physical, social, economic, technical (innovation) and environmental factors. In addition, there will be competition for biomass resources between the different bioenergy sectors (electricity, heat, transport) and alternative uses e.g. for chemical feedstocks and materials. There will be synergies too, particularly arising through advanced polygeneration and biorefinery supply chains that could help to raise primary productivity and raise resource-use-efficiencies. However, assessing the actual environmental impacts of increased bioenergy and in particular, biofuel usage, will depend sensitively on the scale and mix of technology options employed and on the location. Location is important the fundamental factors that govern biomass productivity vary significantly according to site e.g. soil type, climate, including water availability and temperature. Across a range of indicators, one biofuel may not be the same as another, even where the final fuels are chemically and physically identical e.g. anhydrous ethanol derived from wheat, sugarcane, sugar beet, cassava or from residues.

    Abstract: The Randstad is a poly-centric urban area in western Netherlands, comprising Amsterdam, Rotterdam, The Hague, Utrecht and several smaller cities. It is one of the most densely populated areas in the OECD, and has developed into an advanced urban economy with many leading sectors, such as logistics, horticulture and financial services. The Randstad has one of the lowest unemployment rates in all OECD countries, and it is one of the most attractive metropolitan areas for FDIs. However, even though the Randstad had high growth rates over the 1990s, it performed less well in the 2000s. In particular, the Randstad has witnessed relatively low labour productivity growth over the last decade - much lower than cities such as Munich or Stockholm for instance. This Review aims to provide a detailed diagnosis and solutions for improving the competitiveness of the Randstad. The Randstad does not seem to exploit well the proximity of its four large cities, and therefore it does not represent an integrated functional urban system. Key recommendations are: improve internal accessibility within the area; facilitate knowledge transfers to the private sector; increase flexibility in housing and labour market; and strengthen the coordination of the economic specialities of its cities, such as higher education and tourism. Changing the governance framework is a key condition of success: individual city-regions within the Randstad should be granted more responsibilities, and a Randstad agenda should be created, prioritising improvement of regional public transport. This Territorial Review of the Randstad is integrated into a series of thematic reviews of metropolitan regions undertaken by the OECD Territorial Development Policy Committee. The overall aim of these case studies is to draw and disseminate horizontal policy recommendations for national governments.

However, for rural policy to be an effective part of the policy process it will have to evolve beyond the existing limits in Germany. This review states that Germany's current approach to rural development and rural policy is mainly sectoral and thus does not fully capture the diversity of rural regions.

    Abstract: Infrastructure systems play a vital role in economic and social development. Demand for infrastructure is set to continue to expand significantly in the decades ahead, driven by major factors of change such as global economic growth, technological progress, climate change, urbanisation and growing congestion. However, challenges abound: many parts of infrastructure systems in OECD countries are ageing rapidly, public finances are becoming increasingly tight and infrastructure financing is becoming more complex. This book assesses the future viability of current "business models" in five infrastructure sectors: electricity, water, rail freight, urban mass transit and road transport. It proposes policy recommendations that aim to enhance capacity to meet future infrastructure needs, including measures that could be taken by governments both collectively and individually to create more favourable institutional, policy and regulatory frameworks.

    Abstract: Speeding is the number one road safety problem in a large number of OECD/ECMT countries. It is responsible for around one third of the current, unacceptably high levels of road fatalities. Speeding has an impact not only on accidents but also on the environment, energy consumption and quality of life, particularly for residents in urban areas. Reducing average speeds on the roads by only 5% will save around 20% of current fatalities. There is good experience available on how to quickly reduce the extent of speeding and thereby reduce current fatalities and injuries. Reduced speeding will also reduce the adverse environmental and social impacts associated with excessive speed, particularly in urban areas. Comprehensive measures are required which are best developed as part of a coordinated speed management policy package. What contributions can be made by infrastructure improvements, speed limits, signing and education, as well as by enforcement? Which are the most cost-effective elements of a speed management policy? What are the prospects for the use of new technologies which encourage drivers to choose appropriate speeds and assist in achieving greater compliance with speed limits? This Report, prepared by a Working Group of the Joint OECD/ECMT Transport Research Centre, addresses the key issues, highlights the improvements in policy and operations needed to reduce the extent of speeding. It outlines a framework for achieving the best possible safety outcomes while protecting the environment and supporting sustainable mobility. The report is compelling reading for all those interested in addressing the major speed-related problems that are widespread in OECD/ECMT member countries and will become increasingly important in developing countries as levels of motorisation increase.

The "new economy" will be built on a culture of entrepreneurship and this must include youth as well as adults. In publishing this book, the OECD therefore wishes to stimulate policy debate on the factors that encourage youth entrepreneurship, the obstacles that stand in its way and the policy measures that can support it.A picture is painted of youth entrepreneurship programmes operating at national, regional and local levels across the OECD in a wide variety of settings and with various different approaches and delivery mechanisms. The result is the first international review of "best practices" in this new and emerging area. Examples are given of programmes for education and training, help with capital, ideas and operational matters, counselling and mentoring, networking and intergenerational transfers of businesses. The range of players and activities involved are set out and suggestions are made for where gaps might be filled. The main message is that young people can indeed found new businesses and succeed, but new policies will be needed if they are to be fully encouraged.
