However, immigrant students, on average, have weaker education outcomes than their native peers at all levels of education. Norway is undertaking universal and targeted measures to improve the situation of immigrant students. There is scope to improve access to quality early childhood education and care, especially for immigrant children; enhance capacities of teachers and school leaders to be more responsive to the growing linguistic and cultural diversity of students; mainstream language support into curriculum, teacher education and research; provide more support in vocational education programmes such as technical language acquisition and career guidance; compensate for the gaps in learning environments at home through extending school hours, assisting with homework, providing mentors from immigrant backgrounds and supporting migrant parents; manage regional variations by strengthening accountability of schools and promoting knowledge sharing; and monitor progress and use formative evaluation at all levels.

    Abstract: This report uses recent economic modelling to relate cognitive skills – as measured by PISA and other international instruments – to economic growth, demonstrating that relatively small improvements to labour force skills can largely impact the future well-being of a nation. The report also shows that it is the quality of learning outcomes, not the length of schooling, which makes the difference. A modest goal of all OECD countries boosting their average PISA scores by 25 points over the next 20 years would increase OECD gross domestic product by USD 115 trillion over the lifetime of the generation born in 2010. More aggressive goals could result in gains in the order of USD 260 trillion.

This publication presents a collection of papers presented at an OECD workshop on performance-based funding of public research in tertiary education institutions. It takes stock of current thinking and practice around performance-based funding of public research in tertiary education institutions, as a tool to help governments meet their research goals. These funding models are essentially systems of ex-post evaluation of research outputs and outcomes from universities and other tertiary institutions, and are generally based on peer review, bibliometric or other quantitative indicators. Their results are used to inform government decisions about how much and which institutions to fund.

    Abstract: The Programme for International Student Assessment (PISA) is a highly influential instrument for monitoring the quality of education systems and provides a strong evidence base for informed policy making and education research. PISA also has a proven potential to trigger reforms and stimulate stakeholder involvement in the process. Notwithstanding the importance of its ranking, the full strength of PISA unfolds when data it delivers is utilised in the national policy domain. Linking PISA outcomes and policy choices, and monitoring the impact on education quality is thereby a demanding task, which requires sound analytical capacity, and also knowledge of the strengths and weaknesses of the respective education system. The OECD Directorate for Education addresses the demand of non-member economies for policy support in understanding and analysing PISA data in the broader context of education system management and policy formulation. This report explains the reasons for the dramatically low performance of Kyrgyz students in the 2006 PISA survey, despite significant resources and efforts invested in education by schools, parents and government. The report reveals that a number of policy areas are in need of urgent attention and recommends ways to close the currently existing gap between aspirations and education reform achievement.

    Abstract: People from many countries have expressed interest in the tests students take for the Programme for International Student Assessment (PISA). Learning Mathematics for Life examines the link between the PISA test requirements and student performance. It focuses specifically on the proportions of students who answer questions correctly across a range of difficulty. The questions are classified by content, competencies, context and format, and the connections between these and student performance are then analysed. This analysis has been carried out in an effort to link PISA results to curricular programmes and structures in participating countries and economies. Results from the student assessment reflect differences in country performance in terms of the test questions. These findings are important for curriculum planners, policy makers and in particular teachers – especially mathematics teachers of intermediate and lower secondary school classes.

Band I, Was Schülerinnen und Schüler wissen und können: Schülerleistungen in Lesekompetenz, Mathematik und Naturwissenschaften, vergleicht die Schülerleistungen in den verschiedenen Ländern. Band II, Potenziale nutzen und Chancengerechtigkeit sichern: Sozialer Hintergrund und Schülerleistungen, befasst sich mit der Frage, wie gut es den Bildungssystemen gelingt, den Effekt des sozioökonomischen Hintergrunds und des Migrationsstatus auf die Schüler- und Schulleistungen einzudämmen. Ensimmäisessä tutkimuksessa vuonna 2000 painottui lukeminen ja toisessa vuonna 2003 matemaattinen osaaminen. Luonnontieteelliseen osaamiseen keskittyvä PISA 2006 täydentää ensimmäisen kokonaisen tutkimusjakson. Luonnontieteiden, lukemisen ja matematiikan osaamisen arviointi – PISA 2006 -viitekehys esittelee PISA 2006 -tutkimuksen aihepiirien määrittelyt. Siihen sisältyy uudistettu ja laajennettu luonnontieteellisen osaamisen viitekehys, tähän liittyvä uudenlainen oppilaiden asenteiden arviointitapa, sekä viitekehykset lukemisen ja matemaattisen osaamisen arvioimiseen. Näistä kolmesta aihepiiristä itetään sisältö, joka oppilaiden tulee omaksua. Lisäksi esitetään taidot, joista heidän tulisi suoriutua, sekä ympäristöt, joissa tietoja ja taitoja sovelletaan. OECD:n PISA-tutkimusohjelma (Programme for International Student Assessment) PISA on 30 OECD-jäsenmaan ja lähes 30 kumppanimaan yhteistyöhanke, jossa yhdistyy osallistujamaiden tieteellinen asiantuntemus ja jota ohjaavat maiden hallitukset yhteisesti hyväksyttyjen periaatteiden mukaan. PISA on monella tavalla uudenlainen yritys mitata oppilaiden osaamista: – Arjen osaamisen korostaminen: PISA:ssa ei määritellä arvioitavia aihepiirejä (luonnontieteellinen, lukemisen ja matematiikan osaaminen) ensisijaisesti koulun opetussuunnitelmien mukaan, vaan keskeisiä ovat tiedot ja taidot, joita aktiivinen kansalainen tarvitsee yhteiskunnassa. – Tutkimuksen pitkäjänteisyys: Osallistujamailla on mahdollisuus seurata säännöllisesti ja luotettavasti edistymistään tärkeimpien oppimistavoitteiden saavuttamisessa. – Ikäryhmän valinta: Koska kohderyhmänä ovat 15-vuotiaat eli oppivelvollisuutensa loppuvaiheessa olevat oppilaat, PISA kertoo selkeästi koulujärjestelmän toimivuudesta. – Elinikäisen oppimisen näkökulma: PISA:ssa ei arvioida vain oppilaiden tietoja ja taitoja, vaan myös heidän omaa oppimismotivaatiotaan, uskomuksiaan itsestään ja oppimistapojaan.

De forma paralela existe un número igual de retos: un incremento potencial de proveedores de baja o dudosa calidad, la falta de reconocimiento de las cualificaciones extranjeras por parte de los empleadores o instituciones de educación locales, junto al elitismo y las tensiones que este crea.     Abstract: Today’s global policy climate underlines the importance of better addressing non-economic dimensions of well-being and social progress such as health, social engagement, political interest and crime. Education plays an important role in shaping indicators of progress. However, we understand little about the causal effects, the causal pathways, the role of contexts and the relative impacts that different educational interventions have on social outcomes. This report addresses challenges in assessing the social outcomes of learning by providing a synthesis of the existing evidence, original data analyses and policy discussions. The report finds that education has the potential to promote health as well as civic and social engagement. Education may reduce inequalities by fostering cognitive, social and emotional skills and promoting healthy lifestyles, participatory practices and norms. These efforts are most likely to be successful when family and community environments are aligned with the efforts made in educational institutions. This calls for ensuring policy coherence across sectors and stages of education.

    Abstract: This report documents the initial step towards an electronically-delivered Programme for International Student Assessment (PISA) test pioneered by Denmark, Iceland and Korea. In 2006, the PISA assessment of science included for the first time a computer-based test. The results discussed in this report highlight numerous challenges and encourage countries to take the work further. PISA Computer-Based Assessment of Student Skills in Science describes how the 2006 survey was administered, presents 15-year-olds’ achievement scores in science and explains the impact of information communication technologies on both males’ and females’ science skills. While males outperformed females on the computer-based test in all three countries, females in Iceland and males in Denmark performed better than their counterparts on the paper-and-pencil test. The evidence shows that, overall, males are more confident and use computers more frequently. While females tend to use the Internet more for social networking activities, males tend to browse the Internet, play games and download software. Readers will also learn how students reacted to the electronic questionnaire and how it compared with pencil-and-paper tests. In general, there were no group differences across test methods buts students enjoyed the computer-based test more than the paper-and-pencil test.
