    Abstract: The books on “Safety Assessment of Transgenic Organisms” constitute a compilation of the OECD Biosafety Consensus Documents. When published, Volume 1 and 2 contained the documents issued before 2006; Volume 3 and 4 are a continuation of the compilation up to 2010. The OECD Biosafety Consensus Documents identify elements of scientific information used in the environmental safety and risk assessment of transgenic organisms which are common to OECD member countries and some non members associated with the work. This is intended to encourage information sharing, promote harmonised practices, and prevent duplication of effort among countries. These books offer ready access to those consensus documents which have been issued on the website thus far. As such, it should be of value to applicants for commercial uses of transgenic organisms (crops, trees, microorganisms), to regulators and risk assessors in national authorities, as well as the wider scientific community. Agrarpolitik in den OECD-Ländern: Monitoring und Evaluierung 2009 zeigt auf, dass sich dieser Rückgang großenteils aus der Verringerung der Differenz zwischen den Inlands- und den Weltmarktpreisen für Agrarerzeugnisse erklärt. Bei der Entkopplung der Agrarstützung von der Produktion wurden Fortschritte erzielt, auch wenn produktionsgebundene Stützungsmaßnahmen immer noch eine wichtige Rolle spielen. Zudem sind im Ländervergleich große Unterschiede bei der Höhe sowie der Zusammensetzung der Agrarstützung festzustellen. Besonderes Augenmerk gilt den Auswirkungen der gegenwärtigen Finanz- und Wirtschaftskrise auf die Landwirtschaft und den seitens der Politik in diesem Zusammenhang ergriffenen Maßnahmen. Die Landwirtschaft wird durch die Krise voraussichtlich weniger beeinträchtigt werden als viele andere Sektoren: Das Engagement des Agrarsektors auf den Finanzmärkten ist vergleichsweise gering, die Nachfrage reagiert weniger auf Einkommensrückgänge, und mit dem bestehenden Katalog an Stützungsmaßnahmen können die Auswirkungen der Krise in vielen Ländern abgefedert werden. Angesichts der schwieriger gewordenen Haushaltssituation, mit der sich die Regierungen konfrontiert sehen, wird es wahrscheinlich zu einer weiteren Neubeurteilung der Förderpolitik insgesamt und damit auch der Agrarstützung kommen. Weitere Themen dieses Berichts sind das 2008 verabschiedete neue Landwirtschaftsgesetz der Vereinigten Staaten, der „Gesundheitscheck“ der Gemeinsamen Agrarpolitik der Europäischen Union und der neue agrarpolitische Rahmen in Kanada, „Growing Forward“.     Abstract: The books on “Safety Assessment of Transgenic Organisms” constitute a compilation of the OECD Biosafety Consensus Documents. When published, Volume 1 and 2 contained the documents issued before 2006; Volume 3 and 4 are a continuation of the compilation up to 2010. The OECD Biosafety Consensus Documents identify elements of scientific information used in the environmental safety and risk assessment of transgenic organisms which are common to OECD member countries and some non members associated with the work. This is intended to encourage information sharing, promote harmonised practices, and prevent duplication of effort among countries. These books offer ready access to those consensus documents which have been issued on the website thus far. As such, it should be of value to applicants for commercial uses of transgenic organisms (crops, trees, microorganisms), to regulators and risk assessors in national authorities, as well as the wider scientific community.     Abstract: This report complements earlier OECD work on liquid biofuels and provides information on biomass based heat and power, as well as on biogas. It discusses the heterogeneous portfolio of different biomass feedstocks, conversion technologies, and pathways of utilisation. It also shows that governments in many countries provide substantial support to the production and use of renewable energy in general, and bioenergy in particular; these support measures are highly diverse and are given at national and various sub-national levels. The results of a large number of life-cycle analyses of various bioheat and biopower chains reviewed in this study indicate that the objective to reduce GHG emissions and fossil energy use is met; indeed the savings estimated for most chains are substantial when compared to fossil alternatives. At present, most of the chains examined do not compete with food and feed production, and thus the implications for agricultural markets are small. It is clear, however, that if a stronger focus on agricultural biomass crops is to be developed, this will require careful design of support policies so as to avoid compromising the ability of the agricultural sector to provide food and feed in a sustainable manner.

    Abstract: African agriculture is a sleeping giant. Agribusiness remains in its infancy in most sub-Saharan African countries. Many of them now pay higher prices for imported food products and struggle to keep inflationary pressures under control. Given the strong long-term prospect for world food prices, increasing the productivity of food crops becomes a top priority. It requires sizeable investments in irrigation, storage, transport infrastructure and logistics, as well as better access to markets for inputs (fertilizers, seeds, planting materials and credit). While successful contract-farming schemes exist for export crops, they remain rare for food crops. Greater involvement of the private sector in designing and implementing such food-crop commercialisation programmes could develop viable local food industries. Existing international financing facilities such as the Enhanced Private Sector Assistance (EPSA) for Africa should get full use. Whether Africa can unleash the potential of commercial agriculture in the coming decades also depends in no small part on the continuous and effective support of the international development community. The findings summarised in this volume can serve as building blocks for further international discussions on fostering agro-based private-sector development and lifting smallholders out of poverty.

    Abstract: This publication demonstrates that natural resources can contribute to growth, employment, exports and fiscal revenues in low-income countries, where natural capital constitutes a quarter of total wealth. It highlights the importance of policies encouraging the sustainable management of these resources. Moreover, it emphasises the need to address the political challenges of natural-resource management for long-term pro-poor economic growth. Part I provides an overview of the economics and politics of natural resources. It describes the unique features of natural resources and resulting management challenges, the role of sustainable natural resource management in supporting pro-poor growth, and the politics and governance of natural resources. It then offers recommendations for policy makers on how to support the approaches advocated in the paper. Part II examines these issues with respect to seven specific natural-resource sectors: fisheries, forests, wildlife and ecotourism, soil productivity, water security, minerals and renewable energy.

    Abstract: The latest System of National Accounts (the 2008 SNA) explicitly recognises, for the first time, that expenditures on research and experimental development (R&D) should be recorded as capital formation. This is a natural extension to the 1993 SNA, which recommends recording many acquisitions of software and databases, mineral exploration, and entertainment, artistic and literary originals as capital formation, too. These products have a common characteristic, namely that their value reflects the underlying intellectual property they embody, which is why they are referred to collectively in this publication as intellectual property products (IPPs). But they also share another important characteristic: their measurement is not straightforward, and in the absence of clear guidance it is highly likely that estimates will not be comparable between countries. This Handbook is designed to provide that guidance by considering IPPs collectively, based on their common characteristics, by type, based on any specificities, such as data availability, and by detailed transaction - for example the valuation of IPPs that have been produced for internal use by their developers, the valuation of unsuccessful IPPs, and the production of IPPs produced and made freely available by government.

    Abstract: It is now time to invest in Africa. The prospects are good. Africa is already attracting growing flows of private resources, as a result of its greater political stability and economic reforms. Significant new investors are now engaging in Africa, from within and outside the continent. Development assistance and debt relief alone will not be sufficient to achieve the Millennium Development Goals. Africa now needs more and sustainable investment, both domestic and foreign, in order to accelerate economic growth and progress in poverty reduction, and become better integrated into the global economy. We call for the fulfilment of commitments made at African and G8 Summits and other global fora, including support from development partners to help Africa mobilise more investment, and better focus on mobilisible domestic revenue sources and indigenous resources. Areas such as infrastructure, extractive industry, tourism, agribusiness and ICT are particularly important drivers of development, and require support from development partners.

    Abstract: It is time to deliver for women and girls. Africa’s growth and development agenda can only succeed if the continent is able to draw on all its resources and talents, and if women are able to participate fully in economic, social and political life. This will require intensified efforts to eliminate discrimination and promote equal rights. The strong commitment which has been demonstrated by African governments needs to be complemented by strong support from the wider international community, within the framework of a clear allocation of responsibilities, and the clear mapping out of specific steps and measures.

    Abstract: More action is needed, by both Africa and the wider international community. Building peace and security is essential, both for economic development and for poverty reduction. Leadership is being taken by Africa itself. The number of conflicts has fallen. But even so, one-fifth of the population of Africa still live in conflict zones. More action is needed both to strengthen and support Africa’s own efforts to bring peace to the continent, and to tackle the wider global drivers of conflict, including the illicit trade in small arms and light weapons, and the trade in conflict resources.

    Abstract: This Review measures the level and composition of support provided to Chilean agriculture, and evaluates the effectiveness of current measures in attaining their objectives. The study finds that Chile provides much lower support and protection to its agricultural sector than most OECD countries, even though government expenditures on the sector have trebled in real terms over the past ten years. About half of that spending is on public goods such as infrastructure and irrigation, while the other half consists mostly of measures that seek to make Chile’s poorer farmers more competitive. This report suggests ways in which the effectiveness of these policies might be enhanced, including by systematic evaluation of policy performance, by closer co-ordination across government agencies, and by framing policies for smallholders and salaried farm workers in an economy-wide context, so that agricultural policies can focus on potentially competitive farmers and be effectively distinguished from other development and social policies.

    Abstract: This joint Eurostat and OECD publication provides a detailed description of the sources and methods used by OECD countries to compile the business demography indicators, such as birth death and survival rates of businesses, published by OECD in Structural and Demographic Business Statistics (SDBS). Furthermore, these measures are key components of the Entrepreneurship Indicators Programme developed jointly by the OECD and Eurostat. It is the first manual of its kind that provides for an internationally comparable framework for these increasingly important measures and also provides recommendations for the measurement of indicators not hitherto covered in the SDBS publication, such as indicators of high-growth enterprises and young high-growth enterprises (gazelles).

El estudio revela que Chile ofrece mucho menos apoyo y protección a su sector agrícola en comparación con la mayoría de los países de la OCDE, a pesar de que los gastos del gobierno en el sector se han triplicado en términos reales durante los últimos diez años. Cerca de la mitad de ese gasto se debe a bienes públicos como infraestructura y riego, mientras que la otra mitad se compone principalmente de las medidas que buscan hacer más competitivos a los agricultores de Chile. Este reporte sugiere formas en las que se puede mejorar la eficacia de esas políticas, incluyendo la evaluación sistemática de la ejecución de las mismas, por medio de una coordinación más estrecha entre los organismos gubernamentales y con la elaboración de políticas para los pequeños agricultores y para los trabajadores agrícolas asalariados en un contexto amplio de la economía, para que las políticas agrícolas puedan centrarse en los agricultores potencialmente competitivos y se distingan de manera efectiva e otros desarrollos y políticas sociales.

    Abstract: The health sector has always been an important recipient of global attention and external assistance. Humanitarian concerns about the health of the world’s poor, along with fears about the spread of epidemics such as HIV/AIDS, have made health a central pillar of most development policies. Over the last 30 years attention has increased with the emergence of new health threats - such as HIV/AIDS and pandemic influenza - and with recognition that health is a key determinant of economic growth, labor force productivity and poverty reduction. At the same time, health is increasingly viewed as a human right, the fulfillment of which places obligations on both developed and developing countries. Health has also been at the forefront of the debate on what aid effectiveness means from a sectoral perspective. In the mid-1990s health policymakers designed and pioneered sector-wide approaches (SWAps), which aimed to foster ownership, improve donor harmonization and aid predictability, and align policy behind a health-reform program agreed between government and donors. As this paper illustrates, aid effectiveness is particularly challenging in health. As with other sectors, difficulties are the result of inefficiencies in the global aid architecture and of poor country policies; however, problems in health are exacerbated by the inherent complexities of the sector itself. The large number and diverse nature of development partners active in health, the large unmet needs, the dependency on multiple sectors to achieve health outcomes, the major roles of the private sector in both financing and delivery, and the long-term recurrent nature of most health needs have created challenges for countries, but have also stimulated innovative ideas on how to move forward. As a result, the health sector may be a good "tracer" sector for OECD/ DAC to monitor overall harmonization and alignment progress.

    Abstract: The purpose of this review is to collect evidence on the instruments and modalities donors use to promoteemployment creation and to draw some preliminary lessons on what worked and what might need to be changed. These results will feed into the preparation of the Task Team’s two other outputs: i) a conceptual framework that gives greater centrality to employment issues in efforts to reduce poverty; and ii) a set of good practice papers that provide evidence-based examples of how donors can help improve employment outcomes in developing countries.

    Abstract: This review discusses the challenges and opportunities of German rural areas. Significant differences between East and West persist and many of these have clear rural dimensions. Factors such as CAP reforms, ageing of the German population and migration trends will also have important rural implications. Many of these issues involve more than rural policy, but rural policy has a place in resolving all of the key issues. However, for rural policy to be an effective part of the policy process it will have to evolve beyond the existing limits in Germany. This review states that Germany's current approach to rural development and rural policy is mainly sectoral and thus does not fully capture the diversity of rural regions.

    Abstract: The governments of most developed, and many developing, countries impose border measures—tariffs, tariff rate quotas and export subsidies—to boost the domestic market prices of agricultural commodities. In some OECD countries, governments also provide financial support to their agricultural sector through other means, such as direct budgetary payments, production quotas and marketing-loan programs. These interventions typically distort the allocation of resources, leading to sub-optimal production and consumption decisions. Widespread agricultural policy reform would undoubtedly improve the global allocation of resources. But, due to differential protection levels and policy instruments across commodities and among countries, reform can also produce a complex pattern of adjustments, some of which may appear to be counter-intuitive. Using a partial-equilibrium agricultural commodity model with rich policy detail, this study examines the market impacts of agricultural policy reform annually over a 10-year horizon. The study finds that the biggest impacts of agricultural policy reform would be on world dairy markets. Including the effect of non-agricultural liberalisation from a general-equilibrium model does not meaningfully alter results, suggesting that sectoral analysis in many cases is sufficient.     Abstract: For aid donors, the pro-poor growth agenda is not business as usual and more of the same will not be sufficient. Focusing on pro-poor growth and income poverty, Promoting Pro-Poor Growth: Policy Guidance for Donors identifies binding constraints and offers policies and strategies to address them. Policy recommendations aim to help change donor behaviour and pave the way for more effective development co-operation in these areas. This compendium pays special attention to the role of private sector development, agriculture and infrastructure in pro-poor growth – areas that were neglected by many donors during the 1990s but are currently receiving renewed attention in the international development agenda. It also presents a methodology for conducting ex-ante poverty impact assessment, a valuable tool for those whose aim is to maximise the poverty reducing impacts of development interventions.

    Abstract: Agricultural policies are dominated by broad measures such as market price support and general payments to all land, animals or farmers. As a result, it is often difficult to associate a particular policy with any specific objective. Recognising the challenge facing policy makers who wish to design more precisely targeted policies, this study defines the operational characteristics of targeted policies and illustrates best practice with concrete examples. The relationship between target variables and objectives is explored and practical ways to define targets or actions are also examined.

    Abstract: The International Producer Price Index Manual (PPI Manual) published by the IMF in 2004, constituted a landmark for international standards on price measurement and contains detailed, comprehensive information for the compilation of producer price indices. This Methodological Guide for Developing Producer Price Indices for Services is a complement to the PPI Manual in two ways: it focuses on service-specific aspects in the PPI compilation by developing further the conceptual framework and it adds detailed descriptions of PPI measurement for a series of service industries. This Guide has been jointly produced by the OECD, Eurostat and the members of a Taskforce with delegates from 19 OECD/EU Member countries.

    Abstract: A lo largo de los últimos diez años, México ha logrado avances significativos hacia la estabilidad macroeconómica, habiendo puesto en marcha importantes reformas estructurales para abrir adicionalmente la economía al comercio y mejorar el funcionamiento de los mercados de bienes y servicios, así como para desarrollar al sector financiero. Estos esfuerzos han fructificado en un desempeño relativamente favorable. Luego de un sólido desempeño en 2006, se espera que el crecimiento de la producción resulte cercano al nivel potencial entre 3.5 y 4 por ciento durante los próximos dos años. Sin embargo, el crecimiento potencial del PIB resulta demasiado bajo para lograr cerrar la brecha en el nivel de vida con respecto a los países más ricos de la OCDE y abordar el problema persistente de la extensa pobreza. A fin de movilizar a la economía hacia un camino de crecimiento mayor y sostenible, se requiere un nuevo esfuerzo en el terreno de las reformas en un espectro amplio.

    Abstract: Infrastructure systems play a vital role in economic and social development. Demand for infrastructure is set to continue to expand significantly in the decades ahead, driven by major factors of change such as global economic growth, technological progress, climate change, urbanisation and growing congestion. However, challenges abound: many parts of infrastructure systems in OECD countries are ageing rapidly, public finances are becoming increasingly tight and infrastructure financing is becoming more complex. This book assesses the future viability of current "business models" in five infrastructure sectors: electricity, water, rail freight, urban mass transit and road transport. It proposes policy recommendations that aim to enhance capacity to meet future infrastructure needs, including measures that could be taken by governments both collectively and individually to create more favourable institutional, policy and regulatory frameworks.

    Abstract: This report examines how policy co-ordination between the environment and health fields could be improved in order to better address environmental health issues. To this end, three cases studies were implemented in the United Kingdom, France and Canada, with particular focus on air pollution.The report synthesises the main findings arising out from these case studies as well as from a review of the governance literature as well. It identifies the main means and obstacles to improved policy coordination of cross-cutting issues, such as environmental health. Recommendations are then suggested, intending to improve co-ordination between environmental and health policies.

    Abstract: This study provides an analysis of the functions, structure, status within the government, and capacity of the central public procurement bodies of Member States. It does not attempt to evaluate their respective advantages/disadvantages or to recommend particular institutional arrangements. Twenty-two separate overviews of public procurement systems in the 22 participating Member States were produced on the basis of national responses to a detailed questionnaire. An in-depth review of these country system overviews provided the comparative analysis portion of this study, which discusses the various models in place in Member States, in particular the background and rationale for the use of a particular institutional model.
