    Abstract: Wie gut lesen Jugendliche, die das Ende ihrer Pflichtschulzeit erreicht haben? Die internationale Schulleistungsstudie PISA informiert über das Niveau der Lesekompetenz 15-jähriger Schülerinnen und Schüler in 32 Ländern, indem sie zeigt, wie gut diese schriftliches Material nutzen können, um die Herausforderungen der realen Welt zu meistern und zu lebenslang Lernenden zu werden.Einige Länder weisen sehr gute Gesamtergebnisse und gleichzeitig ein relativ geringes Gefälle bei den Schülerleistungen auf; in anderen gibt es eine beängstigend große Zahl von Schülerinnen und Schülern, die lediglich in der Lage sind, die elementarsten Leseaufgaben zu lösen. Ganz spezifische Erkenntnisse für die Gestaltung der Bildungspolitik liefert die Untersuchung der Frage, welche Schülerinnen und Schüler gute Leser sind. Diejenigen mit einem privilegierten Hintergrund erzielen im Durchschnitt bessere Ergebnisse, doch ist der Abstand von Land zu Land sehr unterschiedlich. In allen Ländern schneiden die Mädchen besser ab als die Jungen. Was bei den hier dargestellten Ergebnissen jedoch am meisten ins Auge fällt, ist der Unterschied zwischen Schülerinnen und Schülern mit stärkerem und mit geringerem Leseengagement. Diejenigen, die eine positive Einstellung zum Lesen haben, eine Vielfalt von Texten lesen und Zeit mit Lesen zum Vergnügen verbringen, sind im Durchschnitt wesentlich bessere Leser.

It has therefore been identified as one of the priorities of the Stability Pact. The OECD was asked to be Co-ordinator for “General Education Policy and System Change” within the Education and Youth Task Force, and to carry out “Thematic Reviews of Education Policy” in the countries of the region. The main outcome of this project is a series of reports which provide both country overviews and a regional overview. These reports offer an analysis of the education system and address issues and barriers to reform and recommendations. The recommendations are designed to be of use for national policy-makers and to assist Stability Pact partner countries and institutions target regional assistance in order to achieve the goal of supporting South Eastern Europe towards European integration. These reports are part of the OECD’s ongoing co-operation with non-member economies around the world.
