    Abstract: The principles of sustainable development play an integral role in making development assistance work at the level of policies, plans and programmes. In response to the Paris Declaration call to “… develop and apply common approaches for ‘Strategic Environmental Assessment’ at sector and national levels” among donors and partners, the Guidance on Applying Strategic Environmental Assessment was endorsed in 2006 by members of the OECD Development Assistance Committee, representatives of developing countries receiving aid, the United Nations Development Programme, the United Nations Environment Programme, the World Bank and many other agencies. Since then, a growing number of countries at all levels of development have legislation or regulations prescribing the application of Strategic Environmental Assessment (SEA)  and many more are introducing it as part of their policy tools. This is creating unique opportunities for better policy making and planning by incorporating environmental considerations into high-level decision-making and opening new mechanisms to build consensus on development priorities within governments themselves and between governments and societies. Many development co-operation agencies and their partners are already making good progress in applying SEA. This publication presents the nine most interesting case studies of SEA in progress, selected from a total 100. These nine cases highlight that SEA can:• Safeguard environmental assets for sustainable poverty reduction and development;• Build public engagement in decision making;• Prevent costly mistakes by alerting decision-makers to potentially unsustainable development options at an early stage in the decision-making process;• Speed up implementation of projects and programmes;• Facilitate co-operation around shared environmental resources and contribute to conflict prevention.

    Abstract: This publication presents the Development Assistance Committee peer review of the aid programmes and policies of Germany for 2010. The policies and programmes of each DAC member are critically examined approximately once every four or five years. Five members are examined annually. The OECD’s Development Co-operation Directorate provides analytical support and is responsible for developing and maintaining the conceptual framework within which the Peer Reviews are undertaken. The Peer Review is prepared by a team, consisting of representatives of the Secretariat working with officials from two DAC members who are designated as “examiners”. The country under review provides a memorandum setting out the main developments in its policies and programmes. Then the Secretariat and the examiners visit the capital to interview officials, parliamentarians, as well as civil society and NGO representatives of the donor country to obtain a first-hand insight into current issues surrounding the development co-operation efforts of the member concerned. Field visits assess how members are implementing the major DAC policies, principles and concerns, and review operations in recipient countries, particularly with regard to poverty reduction, sustainability, gender equality and other aspects of participatory development, and local aid co-ordination. The Secretariat then prepares a draft report on the member’s development co-operation which is the basis for the DAC review meeting at the OECD. At this meeting senior officials from the member under review respond to questions formulated by the Secretariat in association with the examiners. This review contains the Main Findings and Recommendations of the Development Assistance Committee and the report of the Secretariat.

    Abstract: Trade promotes economic growth, alleviates poverty and helps countries reach their development goals. However, developing countries – in particular the least developed – face difficulties in making trade happen and turning trade into economic growth. The Aid for Trade Initiative – launched at the 2005 World Trade Organisation conference in Hong Kong – aims at helping these countries to take advantage of trade opportunities and to reap the benefits of their integration into the world economy. The Initiative has been a success: it has not only raised awareness among both donors and developing countries about the role of trade in development, but also helped secure increased resources. Trade for Growth and Poverty Reduction: How Aid for Trade Can Help explains how Aid for Trade can foster economic growth and reduce poverty, and why it is an important instrument for a development strategy that actively supports poverty alleviation. Unlocking this potential requires carefully designed and sequenced trade reforms. While developing countries have many trade-related needs, but financial resources and political capital for reforms are limited, it is an important priority to tackle the most binding constraints to trade expansion. This report describes the diagnostic tools available, evaluates their strengths and weaknesses, and suggests a dynamic framework to guide the sequencing of reform and donor support.

The study includes information about the specific institutional settings, resources, policies and practices of each of the DAC Evaluation Network’s 32 members. The study identifies major trends and current challenges in development evaluation, covering: human and financial resources, institutional set-ups and policies, independence of the evaluation function, reporting and use of evaluation findings, management response systems, donor co-ordination, joint evaluation, and the involvement of partner countries in evaluation work. This study is part of the DAC Network on Development Evaluation’s ongoing efforts to increase the effectiveness of development co-operation policies and programmes by promoting high-quality, independent evaluation.

    Abstract: State legitimacy matters because it transforms power into authority and provides the basis for rule by consent, rather than by coercion. In fragile situations, a lack of legitimacy undermines constructive relations between the state and society, and thus compounds fragility. Multiple sources of legitimacy often compete and conflict, leaving the state unable to impose the ultimate rules of the game. Donors working in fragile environments have paid relatively little attention to legitimacy, instead concentrating their efforts on capacity development and institution building as a way of strengthening state effectiveness. The State’s Legitimacy in Fragile Situations urges donors to pay much more attention to legitimacy. It also invites them to broaden their understanding to encompass aspects of legitimacy that derive from people’s shared beliefs and traditions, not just from Western state models. Finally, it encourages donors to monitor the impact of their interventions so as to avoid undermining state legitimacy. The publication concludes with practical recommendations on how donors can support better relations between state and society in fragile situations.

    Abstract: Fragile states lag far behind meeting the Millennium Development Goals (MDGs) by 2015, representing 75% of the MDG deficit. Fragile states already lacked the institutional strength to adequately respond to both financial and environmental shocks. The effects of three consecutive and inter-related shocks – food, fuel and the secondary effects of the financial crisis – risk reversing progress achieved by some post-conflict states, and further entrenching insecurity in others. Although official development assistance to fragile states is growing in real terms, it is increasingly concentrated, and half of fragile states face the prospects of declining aid. There is a need to maintain aid levels and meet aid pledges, but also to improve the quality of support to fragile states. This report serves as a tool to better monitor the levels, timing and composition of resource flows to fragile states, and presents salient facts on aid flows to fragile states, the impact on fragile states of the three crises and the need for a whole-of-government response.

This report traces up to 3 700 aid relationships between all 151 aid recipient countries and the 46 largest donors, covering all members of the OECD Development Assistance Committee (DAC) and the largest multilateral agencies. This complex reality is often referred to as fragmentation of aid. This 2009 report examines the concept of aid fragmentation across countries, and what has happened since the adoption of the Paris Declaration. It also proposes measures for concentration and fragmentation, and options for tackling excessive fragmentation. Where a donor-partner aid relation is not considered non-significant from either the donor’s or the recipient’s point of view, there is an opportunity for some rationalisation. This report shows that a decrease of 23% in the number of relationships is possible when only 4% of aid is reorganised. This reorganisation, in turn, would lead to an increase in the volume of the average donor-partner aid relation of 30%.

Among the issues covered were: the welcome efforts to focus Austrian development co-operation on the world’s poorest people; plans to substantially increase aid for humanitarian action, priority partner countries, and UN agencies; and progress made with the organisational reform started in 2004. Austria needs to sharply increase its aid to meet its commitment to reach 0.7% of ODA/GNI by 2015; to make its aid more predictable; and to increase the share of aid that can be programmed by partner countries. Staffing and technical expertise in the Foreign Affairs Ministry must be strengthened so that it can effectively carry out its mandate as the national co-ordinator for aid and development policy; there should be increased focus on public and political awareness about global development challenges; and a medium-term development policy, endorsed by the government, which commits all ministries to Austria’s development co-operation objectives.

    Abstract: Switzerland’s aid volume was USD 2.02 billion in 2008, an increase of more than 6% over the previous year, and a total of 0.42% of its gross national income (GNI). In 2008 it had already surpassed its Monterrey commitment to contribute 0.4% of its GNI to official development assistance (ODA) by 2010. Switzerland should adopt a 0.5% target for its aid, keeping in mind the 0.7% UN target. Switzerland has a long tradition of international assistance; its aid to humanitarian causes and multilateral donors serves as an example in good practice. Although Switzerland contributes to international thinking on governance and development in fragile situations, it faces challenges in implementing some of the international principles for making aid more effective, particularly in fragile states. Swiss aid is dispersed among too many countries and sectors, and it now strives to strengthen its focus. While welcoming the steps Switzerland has taken to reinforce its strategic approach to development co-operation, greater cohesion between the Ministries of Economic and Foreign Affairs would reduce duplication and transaction costs. In reforming its aid system, Switzerland will need to do more to set standards, monitor outcomes and assess impact of its development co operation programmes. Switzerland has made progress in bringing areas such as trade and the restitution of stolen assets in line with its commitments to development. It must build on such examples to ensure that all policies are coherent with its development aims. Switzerland must also strengthen efforts to communicate the positive results of aid in order to maintain strong public and political support.

    Abstract: The Italian development co-operation is facing major challenges. The first is an urgent need to reform official development co-operation in the absence of political consensus on how to proceed. The second is that Italy will fail to meet its international commitment to increase official development assistance (ODA) to 0.51% of its gross national income (GNI) by 2010 and is unlikely to meet 0.7% by 2015. In 2008 Italy’s ODA/GNI ratio was 0.22. Despite the challenges remaining, there has been some improvement in Italian aid management since 2008. Italy intends to focus on 35 priority countries, the greater authority given to Italy’s embassies and technical offices to deliver and to contribute to formulating programmes and deliver aid, and the Steering Committee on Development Co-operation’s high level policy direction. Italy still needs a strategy for its development co-operation that is shared by all relevant government departments and regional and local authorities working towards common objectives: building systems to promote coherence between development co-operation and other policies; reforming human resource management for the core cadre of development experts; and regularly undertaking monitoring and independent evaluation. In addition, the limited political debate and public awareness about Italian development co-operation show there is an urgent need for the Italian authorities, together with civil society, to build popular support for development and public pressure for reforming Italian development co-operation.

The review noted that Sweden was the most generous of all DAC donor countries as a proportion of its national income in 2008. It has initiated important reforms to bolster the quality of its aid and to make its development efforts more supportive of partner country priorities. Sweden sets an example as a reliable and engaged donor to multilateral organisations but could make its support more strategic. Sweden is ahead of many donors when it comes to making its national policies and actions consistent with its development objectives, but implementation difficulties led to a revised approach, which is promising.

It is balancing efforts to meet the best international development standards while dealing with the impact of the global economic crisis. Ireland is focusing on achieving results and should enhance its efforts to measure the impact of its aid programme. The DAC urges Ireland to communicate development results to the public to maintain support for overseas development.

Norway is consistently at the forefront of donor efforts to improve the international aid system, as well as its own development policies and programmes. It supports aid effectiveness and its flexible approach to development assistance enables quick reaction to changing situations. Although its flexibility is generally considered a strength, Norway needs to guard against adding too many new priorities to an ever-expanding list of initiatives. Norway aspires to lead on selected cross-cutting issues such as women’s rights, gender equality and the environment but it is still struggling to fully ‘mainstream’ these objectives into programmes and projects.

    Abstract: The OECD Development Assistance Committee's 1999 review of Denmark's development aid programmes and policies. It finds that Denmark is the top performer among the 22 Members of the OECD Development Assistance Committee (DAC) in terms of the volume of its official development assistance (ODA). Denmark’s ODA volume has been maintained at around 1% of gross national product (GNP) since 1992, thanks to a strong consensus and public support for development aid. The quality of Denmark’s aid effort is also most impressive. In particular this high volume of aid is supported by a strong long-range strategy, whose directions - and especially the central emphasis on poverty reduction - are in harmony with the Development Partnership Strategy agreed by the DAC in 1996. Denmark has succeeded in concentrating its bilateral assistance on 20 countries, 18 of which are low-income or least developed countries. Aid is concentrated on sectors of particular relevance to the poor and on programmes in the poorest areas of these countries, thus working towards the goal of poverty reduction. Since 1996, Denmark has pursued a policy of "active multilateralism" to promote its concerns for increased focus and efficiency in multilateral aid programmes. However, there is no clear evidence that this policy has greatly advanced the intended results, as it still reflects a largely unilateral approach more than a joint endeavour. Denmark is a long-standing positive example of the integration of the aid system with other aspects of foreign relations. This approach combines policy coherence in Denmark’s relations with developing countries and professionalism in the aid programme, enhanced by an effective decentralisation of responsibility to embassies in programme countries. This integrated approach has helped Danish development assistance (Danida) to pioneer since 1994 a shift in aid implementation from project support to Sector Programme Support (SPS), an approach which should be mutually reinforcing with the DAC’s Partnership Strategy. It implies also a stepping up in co-ordination activities, both between donors and with partner countries, which Denmark has fully backed.

It finds that The Spanish Government is making significant efforts to consolidate the political framework for development co-operation and improve the quality and transparency of its aid. A draft law on development co-operation was submitted to Parliament in the autumn of 1997 and new planning and evaluation systems for aid management are being introduced, including a multi-year indicative plan and country programmes. Despite severe budgetary constraints, an increase in the aid budget is also envisaged. These initiatives were well received by the OECD's Development Assistance Committee (DAC) during the review of Spain's aid policies and programmes. The Committee also took note of the major improvement in the balance of the Spanish aid effort with a significant increase in the grant aid programme, accompanied by a decline in the tied Development Aid Fund (FAD) loan component, and expressed the hope that this trend would continue. The DAC encouraged the Spanish authorities to pursue their efforts to ensure greater consistency of the FAD loans with the overall development objectives and policy directions for Spanish aid. In relation to general good practice among donors, the Committee indicated its support for the measures to enhance the effectiveness of the Spanish aid programme and its capacity to implement and suggested that the Spanish authorities consider a number of further initiatives

It finds that in 1999, Ireland marks the 25th anniversary of Irish Aid, its official aid programme. Over the last five years, the volume of Ireland’s official development assistance (ODA) has risen by an average of 20 per cent a year in real terms, the most rapid growth by a Member of the OECD’s Development Assistance Committee (DAC). Preliminary data indicate that Ireland’s development co-operation reached 0.30 per cent of GNP in 1998, nearly double its 1992 level, and is projected to reach 0.35 per cent in 1999. After six years of impressive growth in volume and improvement in quality, most of the increase in aid in 1999 is being used for debt relief measures, European Union contributions, emergency humanitarian assistance and support for refugees in Ireland, rather than for allocations for the long-term development programmes administered by the Department of Foreign Affairs. Political commitments on aid allocations undertaken by the Minister of Finance mean that increases in the Department of Foreign Affairs’ part of the programme are now expected in 2000 and 2001. Two main issues confront the Irish Aid programme: how best to grow and how best to manage that growth. These are clearly issues which Ireland needs to consider and resolve itself, but the Development Assistance Committee can draw on its collective experience to contribute to Ireland’s reflections on these issues. A starting point, from experience elsewhere, is that Irish Aid should maintain and enhance the focused nature of the programme which is now one of its major strengths.

In its triennial review of the Netherlands' aid policies and programmes, the OECD Development Assistance Committee (DAC) was particularly interested in the Netherlands' ambitious, even daring, reorganisation of its development co-operation which was undertaken in 1996. This far-reaching reorganisation affects the budget process and staffing of the Ministry of Foreign Affairs and embassies in recipient countries. The DAC also welcomed the planned focus of Dutch aid on poverty eradication through economic and social sector development and noted the four Dutch volume input targets. The trend in the Dutch ODA effort, which declined between 1986 and 1994 as a share of Dutch GNP ration has turned around between 1994 and 1996. In 1996, The Netherlands was the fourth-ranking DAC Member in terms of ODA/GNP ratio and the fifth-ranking in absolute terms. The Committee commended the Netherlands on its ODA performance and hoped that the Dutch Information and Awareness Programme would continue to help inform the Dutch public, which has registered firm support for Dutch aid.

    Abstract: Portugal's development co-operation programme is characterised by concentration bilaterally on the Portuguese-speaking countries in Africa, reflecting close links of history, language and culture. Those countries are now among the least developed countries. Recently, Portugal has emphasized two new areas of development co-operation. First, private sector development, based on economic policy reforms supported by the international institutions, and on instruments which encourage the involvement of the Portuguese private sector. The second new area of emphasis is the strengthening of the governance systems in the PALOPs, the Portuguese-speaking countries in Africa, focusing particularly on legal systems and the judiciary, but also extending to parliamentary institutions, electoral systems, local governments and constitutional advice. In its review of Portugal's programme the OECD Development Assistance Committee (DAC) noted that Portugal has the potential to play a larger role, particularly in Mozambique and Angola, where critical post-conflict development needs have to be met. It noted that a new Community of Portuguese-Speaking Countries (the CPLP), including Brazil, has recently been formed to enhance dialogue and mutual development efforts.

An action plan has been prepared by the Secretary of State for Co-operation and basic reforms are under way. This plan, entitled "Showing our colours -- Plan for the future of Belgian co-operation and development", was well received by the OECD's Development Assistance Committee (DAC). During its triennial peer review of Belgium's development co-operation policy and aid programme, the Committee also took note of the determination of the Secretary of State to design a co-operation programme that goes beyond economic and social considerations to take full account of the basic values of the society. In relation to general good practice among donors, the Committee indicated its support for a number of measures that might enhance the effectiveness of Belgium's development co-operation programme, including increasing efficiency by decentralising more executive functions and monitoring effectiveness through an active assessment, evaluation and feedback policy; raising staff skills through better training in key development subjects and by delegating authority both internally and to local offices; devising country strategies based on a new partnership approach; and focusing technical co-operation efforts on strengthening local capacity.

It finds that after a period of declining support, the United States has in recent years worked to strengthen both political and public confidence in its foreign assistance programmes. USAID's new Strategic Plan, issued in September 1997, aims at clear results through its support of developing and transitional countries' efforts to achieve sustained economic and social progress and to share more fully in resolving global problems. An ambitious effort has been made to link the reform of aid management to clearer goals and stronger partnerships. Nevertheless, the volume of resources devoted by the United States to official development assistance has continued its downward trend. Measured as a percentage of GNP, the United States now provides the lowest amount, by far, of any Member of the OECD Development Assistance Committee (DAC). At its triennial review of the United States' aid policies and programmes on 6 April 1998, the DAC welcomed the measures that have been taken and looked forward to the full impact of the reforms and initiatives that have been launched. After serious international concern over recent years about diminishing funding and staffing in the United States programme, there are welcome first indications of strengthening budgets for aid to developing countries, confirmed by President Clinton's recent commitment to seek to increase the budget for African aid to its historically high levels. It is important that the United States pursue pro-development policies on a broad range of issues. Thus, the review gives special attention to the work of USAID in the areas of democracy, participation, governance, dealing with conflict and disasters, as well as the Transition Initiative, set up to help the United States respond to the needs falling between relief and development. Trade policy is also highlighted, as are the United States' multilateral contributions, and its role in promoting gender equality.

    Abstract: The OECD Development Assistance Committee's 1998 review of Germany's development aid policies and programmes. It finds that the German aid programme is one of the largest in the world, and it is managed with great expertise and skill. It is strongly oriented towards the partnership principle. The three basic objectives of German aid are poverty reduction, protection of the environment and natural resources and education and training. Poverty reduction, gender and the protection of the environment are cross-cutting tasks permeating all German aid activities. Since the last review of its development co-operation programme by the OECD's Development Assistance Committee in 1995, Germany has taken several measures to improve the quality and effectiveness of its aid. These measures include:- the reformulation of the concept for development policy; - the establishment of guidelines for the integration of poverty reduction and gender into all project and programme design; - the conception and implementation of development-oriented emergency assistance programmes, including conflict resolution activities; - a new approach to evaluation; - decentralisation of the German technical assistance agency (GTZ); and the establishment of field offices by the financial co-operation agency (KfW); - more systematic relations with non-governmental organisations. At the same time, there are still significant challenges in adapting a complex multi-institutional management structure to evolving needs for policy-based, co-ordinated programmes, and also in overcoming persistent pressures on the budget. The volume of German aid for developing countries has been falling significantly in recent years. As a share of GNP, ODA net disbursements fell from 0.42 per cent in 1990 to 0.28 per cent in 1997. Assistance for the reform process in Central and Eastern Europe and the former Soviet Union also declined sharply in 1996 and 1997.
