    Abstract: Les travaux dans le domaine de l’éducation, retenus comme l’une des priorités du Pacte de stabilité, sont un volet essentiel pour former le capital humain et promouvoir la paix et les valeurs démocratiques. Il a été demandé à l’OCDE d’assurer la coordination des activités du Groupe spécial sur l’éducation et la jeunesse dans le domaine de la politique générale de l’éducation et de la transformation des systèmes éducatifs et de réaliser des examens thématiques des politiques nationales d’éducation dans les pays de cette région. Ce projet a abouti à l’établissement de rapports sur chacun des pays et à une synthèse régionale qui offrent une analyse des systèmes éducatifs, des problèmes en jeu et des obstacles à la réforme. Ils présentent des recommandations, utiles aux décideurs publics nationaux, qui devraient permettre aux pays et organismes partenaires du Pacte de stabilité de mieux cibler l’aide régionale afin de faciliter l’intégration européenne des pays de l’Europe du Sud-Est. Cette étude s'inscrit dans le cadre des relations de coopération que l'OCDE entretient avec les économies non membres de diverses régions du monde.

OECD countries are increasingly characterised as "network societies", raising the possibility that educational networks could progressively supplant cumbersome bureaucracies both for management functions and as sources of innovation and professionalism. As schools become more autonomous and the world more complex, what forms of organisation and governance will ensure that education does not just fragment into chaos? Such questions inspired seminars organised in Hungary, the Netherlands and Portugal with the OECD's Center for Educational Research and Innovation (CERI). The resulting analysis is published in this latest report in CERI's Schooling for Tomorrow series, useful for both shapers and students of educational change.

Die internationale Schulleistungsstudie PISA informiert über das Niveau der Lesekompetenz 15-jähriger Schülerinnen und Schüler in 32 Ländern, indem sie zeigt, wie gut diese schriftliches Material nutzen können, um die Herausforderungen der realen Welt zu meistern und zu lebenslang Lernenden zu werden.Einige Länder weisen sehr gute Gesamtergebnisse und gleichzeitig ein relativ geringes Gefälle bei den Schülerleistungen auf; in anderen gibt es eine beängstigend große Zahl von Schülerinnen und Schülern, die lediglich in der Lage sind, die elementarsten Leseaufgaben zu lösen. Ganz spezifische Erkenntnisse für die Gestaltung der Bildungspolitik liefert die Untersuchung der Frage, welche Schülerinnen und Schüler gute Leser sind. Diejenigen mit einem privilegierten Hintergrund erzielen im Durchschnitt bessere Ergebnisse, doch ist der Abstand von Land zu Land sehr unterschiedlich. In allen Ländern schneiden die Mädchen besser ab als die Jungen. Was bei den hier dargestellten Ergebnissen jedoch am meisten ins Auge fällt, ist der Unterschied zwischen Schülerinnen und Schülern mit stärkerem und mit geringerem Leseengagement. Diejenigen, die eine positive Einstellung zum Lesen haben, eine Vielfalt von Texten lesen und Zeit mit Lesen zum Vergnügen verbringen, sind im Durchschnitt wesentlich bessere Leser.

    Abstract: The aim of the OECD activity The Role of National Qualifications Systems in Promoting Lifelong Learning is to investigate how qualifications systems influence the volume, distribution and quality of lifelong learning. This paper takes forward thinking about the ways in which qualifications systems can influence participation in lifelong learning (LLL) and the quality of learning experiences. A set of 11 components and some 60 subcomponents of qualifications systems is proposed and delineated and LLL is described by a set of 18 indicators. If there are relationships between qualifications systems and lifelong learning that are not just spurious correlations, then there will be mechanisms by which this happens. These mechanisms are the kernel of this activity and a set of 11 are proposed together with a description of their possible effects on individuals, providers and employers. Mechanisms might also be termed ‘drivers’ of LLL and each one may act on different stakeholders in different ways and operate differently in changing social, economic and cultural conditions. Thus the complexity of the field of enquiry is recognised. The paper attempts to refine the conceptualisation of mechanisms that work through the aspirations of individuals, the planning process of providers and the needs of employers. The paper also outlines some tentative ideas for empirical analysis of the interactions that are at the heart of the activity.

    Abstract: Educational work is a key element for both human capital formation and the promotion of peace and democratic values. It has therefore been identified as one of the priorities of the Stability Pact. The OECD was asked to be Co-ordinator for “General Education Policy and System Change” within the Education and Youth Task Force, and to carry out “Thematic Reviews of Education Policy” in the countries of the region. The main outcome of this project is a series of reports which provide both country overviews and a regional overview. These reports offer an analysis of the education system and address issues and barriers to reform and recommendations. The recommendations are designed to be of use for national policy-makers and to assist Stability Pact partner countries and institutions target regional assistance in order to achieve the goal of supporting South Eastern Europe towards European integration. These reports are part of the OECD’s ongoing co-operation with non-member economies around the world.

Ils présentent des recommandations, utiles aux décideurs publics nationaux, qui devraient permettre aux pays et organismes partenaires du Pacte de stabilité de mieux cibler l’aide régionale afin de faciliter l’intégration européenne des pays de l’Europe du Sud-Est. Cette étude s'inscrit dans le cadre des relations de coopération que l'OCDE entretient avec les économies non membres de diverses régions du monde.

    Abstract: What We Really Value traces the origins of traditional rubrics within the theoretical and historical circumstances out of which they emerged, then holds rubrics up for critical scrutiny in the context of contemporary developments in the field. As an alternative to the generic character and decontextualized function of scoring guides, he offers dynamic criteria mapping, a form of qualitative inquiry by which writing programs (as well as individual instructors) can portray their rhetorical values with more ethical integrity and more pedagogical utility than rubrics allow. To illustrate the complex and indispensable insights this method can provide, Broad details findings from his study of eighty-nine distinct and substantial criteria for evaluation at work in the introductory composition program at "City University." These chapters are filled with the voices of composition instructors debating and reflecting on the nature, interplay, and relative importance of the many criteria by which they judged students' texts. Broad concludes his book with specific strategies that can help writing instructors and programs to discover, negotiate, map, and express a more robust truth about what they value in their students' rhetorical performances

    Abstract: Landscape of Desire powerfully documents and celebrates a place and the evolutions that occur when human beings are intimately connected to their surroundings. Greg Gordon accomplishes this with a tapestry of writing that interweaves land use history, natural history, experiential education, and personal reflection. He tracks the geomorphology of southern Utah as well as the creatures and plants his student group encounters, the history lessons (planned and unplanned), the trials and joys of gathering so many individuals into a cohesive will, and his own personal epiphanies, restraints, insights, and disillusionments. Landscape of Desire examines the plight of the western landscape. It discusses a wide range of issues, including mining, grazing, dams, recreation, wilderness, and land management. Since recreation has replaced extraction industries as the primary use of wilderness, especially in southern Utah, Gordon addresses its impactful qualities. He overviews the history of the conflict between preservation and development and places these issues in a cultural context. The text is presented in a narrative format, following the individuals of one field course Gordon lead that explored Muddy Creek and the Dirty Devil River from Interstate 70 to Lake Powell. Though each chapter focuses on the geologic formation the group is traveling through, the plants, animals, ecology, and human impacts are all tightly woven into the narrative. Not only does the land affect the members of the field course, but their attitudes and insights affect the land. In Landscape of Desire Gordon achieves a vision of wholeness of this popular and contested region of Utah that centers around the implications of being human and also stewards of the wild

With studies from Europe, the Middle East, Africa, and Asia, the volume illuminates how schools can reduce or reinforce the layered stratification of society, even in nations with non-western traditions.     Abstract: Les universités du Royaume-Uni bénéficient d’un financement public au titre de leur mission d’enseignement et de recherche. Depuis le milieu des années 1980, l’essentiel du flux de ressources consacré aux établissements donne lieu à une attribution de crédits fondée sur des exercices périodiques d’évaluation de la recherche (Research Assessment Exercises – RAE), dont le dernier en date remonte à 2001. Les résultats du RAE 2001 vont influer sur la dotation aux établissements à partir de 2002-2003. Cet article explique la formule du RAE, évoque ses avantages et ses inconvénients, présente un cadre d’analyse envisageable et examine un certains nombre de données intéressant l’impact du RAE. Elle aboutit à la conclusion que l’on ne peut plus rien attendre de la formule du RAE telle qu’elle est pratiquée actuellement et qu’il conviendrait de lui substituer une formule fondée sur le volume des crédits et des contrats de recherche dont bénéficie l’établissement. Une brève annexe actualise cet article en prenant en compte.

    Abstract: UK universities are publicly funded to carry out teaching and research. Since the mid-1980s, the bulk of the research stream of institutional grants has been allocated on the basis of periodic research assessment exercises, the most recent of which was completed in 2001. The results of RAE2001 will influence institutional grants from 2002-03 onwards. This article explains the RAE system, discusses its advantages and drawbacks, outlines a framework within which it can be analysed, and examines some of the available evidence about the impact of the RAE. The article then concludes that the RAE system as presently operated has outlived its usefulness, and that it should be replaced by an allocation method based on the volume of research grants and contracts attracted to an institution. A short postscript updates the article to take into account the White Paper on higher education that was published in the United Kingdom in January 2003.

    Abstract: As part of the public sector reform, Finland reformulated its higher education policy in the late 1980s. It also included a profound reform of the government policy implementation instruments within the university system. As a result, a steering model based on the regulation of results instead of inputs was built up, and the autonomy of traditionally heavily regulated universities was increased. The planning and budgeting dialogue between the Ministry of Education and universities was simplified, and the system of performance negotiations and agreements was established. Also, a funding formula, based first on institutional goals agreed upon in the performance agreements, and later, to an increasing degree, on outputs, was established. The new steering model was implemented in the situation, which was characterised by comprehensive linking of Finnish higher education policy to economic and industrial development policies and the information society policy, in particular. The universities have been faced with a challenge of improving their management capacity to be effective in their responses to the new governmental steering and to the changing policy environment, in general. The paper is based in two ongoing empirical studies by the authors, one about the change of the governmental steering instruments from the mid-80s to the present time and the other about the institutional reactions to the present steering-by-results model. The theoretical basis for the paper is provided by the theories of institutional governance.

    Abstract: This article aims to examine the new mechanisms of accountability and incentives for higher education institutions (HEIs) that are emerging at regional level in relation to the development of knowledge-based economies and new structures of governance. A new landscape of higher education emerging in a particular region in the United Kingdom will be analysed, and the influence of multiple levels of public policy instruments will be considered, including national and European policy initiatives as well as the influence of the globalisation of the economy. The seeks a new conceptualisation of “accountability” in a decentralised national framework in light of the formation of “localised learning systems” in the global learning society. The different roles and functions ascribed to universities at various geographical levels, namely, local, regional, national and international, are becoming highly complex, and universities will need to share more effectively some of their key functions with other institutions in society. Incentive mechanisms are needed to create links between “entrepreneurial universities” and other stakeholders in society within a strategic framework.

    Abstract: In the beginning of the 1990s, Dutch government and representatives of employers’ organisations have urged the higher professional education sector (HBO) to restructure the supply of the programmes in the sub-sectors of HBO. The sub-sectors were challenged to cut back the number of study programmes to increase the efficiency of the supply. A theoretical framework based on resource dependence and network analysis is proposed to explain why different sub-sectors have reacted differently to the pressure to reduce the pressure. An empirical analysis is carried out for foursub-sectors: agriculture, economics, engineering and the socialcultural sector. The hypotheses could only partly be confirmed, but the simultaneous effect of government dependence, labour market dependence and sub-sector heterogeneity can be shown. Given the restricted number of cases, suggestions for further research are formulated. At the same time, it is implied to complement the chosen quantitative macro-approach with micro-analyses (case studies) on the emergence and disappearance of study programmes.

    Abstract: En Suisse, comme dans d’autres pays européens, les notions d’accréditation et d’assurance qualité à l’université ont pris une nouvelle dimension sous les effets conjugués de l’autonomie grandissante des universités, de l’apparition de nouveaux types d’établissement d’enseignement offrant des programmes internationaux, et de la mise en œuvre de la Déclaration de Bologne. Au vu de ces développements, le gouvernement fédéral suisse et les cantons universitaires ont convenu d’instituer conjointement un Organe d’accréditation et d’assurance qualité qui serait chargé des questions non seulement d’accréditation, mais aussi d’assurance qualité et de promotion de la qualité dans les universités. Les discussions entourant la création d’un organe chargé d’examiner de manière critique la qualité de l’enseignent supérieur ont déclenché en Suisse un vif débat. Toutefois, après des mois de débat acharné entre les universités et les autorités politiques (gouvernement et administration), les différents points de vue ont fini par converger vers un modèle qui jouit aujourd’hui du soutien sans réserve de toutes les parties concernées. Ce modèle présente l’avantage de ne pas se limiter aux seules questions d’accréditation (c’est-à-dire de respect de normes minima), mais de comprendre aussi la mise en œuvre des mécanismes d’assurance qualité nécessaires pour garantir un développement durable de la qualité dans les universités. Les propositions d’accréditation formulées dans le cadre de ce modèle concerneront en outre les filières d’études comme les établissements universitaires.

    Abstract: Du fait de sa structure fédérale, et contrairement à d’autres pays tels que les Pays-Bas ou le Royaume-Uni, il n’existe pas en Allemagne de régime national de garantie de la qualité dans l’enseignement supérieur. Il y a certes divers instruments ayant pour objet de définir les normes minimales ou d’évaluer la qualité d’une façon ou d’une autre, mais aucun d’entre eux ne vise la garantie de la qualité au niveau national. L’homologation des cursus et des universités incombe à chacun des États (Länder) et se fait en conformité avec certains critères plus ou moins formels. L’évaluation est conduite, soit au niveau de chaque université, soit au niveau régional (par exemple dans le Nordverbund). En conséquence, ses résultats ne bénéficient pas d’une grande attention de la part de l’opinion publique. L’homologation en est encore à ses débuts et se limite aux programmes nouvellement créés de licence et de maîtrise. Le seul instrument de comparaison de l’enseignement supérieur qui couvre l’ensemble du pays est constitué par les classements effectués par des établissements privés. On examine ici les incidences de cette absence de dispositif national en tenant compte aussi bien des politiques nationales de garantie de la qualité et des classements. A propos de ces derniers, on définit les normes méthodologiques essentielles auxquelles ils doivent répondre afin de jouer leur rôle.

    Abstract: In many respects, adjustment to the new commercial environment has been painful and damaging to the academic profession in Australia. The profession is now more fragmented and has lost political influence and standing. Academic salaries have failed to keep pace with professional salaries and many academics are highly critical of changes in government higher education policy, reduced government financial support for universities and structural and management changes within their institutions. Many feel a strong sense of frustration, disillusionment and anger. However, not all adjustments have been negative. Australian academics today are better-qualified, work harder and are more productive in research than they were in the 1970s. They continue to be deeply interested in key academic roles and many still find their jobs satisfying. Many have made successful transitions to involvement in research links with industry and other entrepreneurial activities, without jeopardising their academic integrity. But the views of PhD students give cause for concern, especially dissatisfaction about course experience, uncertainty about future careers and highly negative views of both universities and academic employment...

    Abstract: The 1992-95 war in Bosnia-Herzegovina created deep ethnic divisions in alreadyfragmented university structures, where individual faculties possessed considerable academic and financial independence. The faculties, in turn, in the Humboldtian tradition, were composed of semi-autonomous "chairs" and institutes. This level of the organisation had gained added autonomy in the Communist period from the distinctive Yugoslav "self-management" principle, intended to empower operating units. This fragmentation at institutional level is compounded in present-day Bosnia-Herzegovina by the absence of any effective national-level planning and control of higher education. Post-war reform efforts by international agencies have addressed some of the problems of this fragmented structure. But they have not taken sufficient account of the differences between the academic principles on which the universities of Bosnia-Herzegovina are founded and those of the Anglo-American tradition, from which models of managerial reform are typically taken. Through a better understanding of the universities’ long-established organisational frameworks, it may be possible for aid projects to help achieve enhanced institutional managerial effectiveness and to reverse some of the more damaging effects of multi-level fragmentation.

    Abstract: Dans tous les pays, les partenaires de l’université et du milieu clinique ont des objectifs similaires malgré les variations qui existent selon les contextes nationaux. Ils visent à assurer des services de recherche, d’enseignement et de soins de santé de niveau international. Mais ils font aussi face à des tensions similaires. Les partenaires de la santé et de l’enseignement supérieur se trouvent confrontés à deux paradoxes centraux : ils sont interdépendants (ils ont besoin l’un de l’autre pour s’acquitter de leur mission) et indépendants (ils sont gérés en fonction de priorités différentes). Ensuite, ils s’efforcent d’équilibrer les exigences de deux maîtres (la santé et l’enseignement) dont les priorités sont difficiles à concilier. La façon traditionnelle de mettre en place les partenariats se trouve partout confrontée aux répercussions des facteurs mondiaux de changement dans les services cliniques, l’enseignement et la recherche. Malgré les pressions qui s’exercent sur ses formes d’organisation, la mission tripartite demeure une activité vitale. La manière dont elle est accomplie doit être réexaminée. Introduire des pratiques fondées sur l’expérience et des innovations dans les services, convertir la recherche en pratique, gérer une base de connaissances de plus en plus vaste, mettre au point de nouvelles formes de travail, tout cela exige une approche tripartite. Les partenariats ne se concentrent pas nécessairement sur la synergie entre les missions, autrement dit sur l’intégration des composantes pour produire un effet plus grand que la somme des parties. Ce rapport s’appuie sur les débats entre dirigeants d’organismes situés à la rencontre des secteurs universitaires et de santé sur l’orientation actuelle et future des relations entre les services, la recherche et l’enseignement. Il décrit quelques défis que doivent relever ceux qui gèrent la mission tripartite et propose des moyens de les surmonter.
